LINCOLN –&nbsp;Cases of coronavirus disease 2019 (COVID-19) continue to increase in Nebraska. If you have recently tested positive for COVID-19 or think you might have COVID-19, it's likely you are recovering at home, isolating from others and caring for yourself.

“As the virus continues to spread, it's important to remember that most people with COVID-19 have mild symptoms and are able to recover at home with rest," said Nebraska's Chief Medical Officer Dr. Gary Anthone. “If you are sick and self-isolating at home or you are caring for a loved one who is sick, there are things you can do to prevent the spread of COVID-19 and to help protect others from getting the virus."

Here are some recommendations from the Centers for Disease Control and Prevention (CDC):

Stay home.&nbsp;Do not leave your home if you are sick, except to get medical care.&nbsp;If medical care is needed, avoid using public transportation, ride-sharing or taxis.

Contact your health care provider.&nbsp;It's especially important for older adults and people with serious underlying medical conditions like lung disease, heart disease or diabetes to contact a health care provider if they have COVID-19 or think they have it, as these people are&nbsp;at a higher risk&nbsp;for developing serious complications.

Monitor your symptoms carefully.&nbsp;Follow instructions from your health care provider and local health department as they may have additional advice about checking and reporting symptoms and information.

Call for medical attention right away if your symptoms get worse or if you experience any of the following emergency warning signs. Call 9-1-1, your doctor or emergency room, tell them that you have or may have COVID-19, and tell them if you are experiencing:&nbsp;

(This list doesn't cover everything. Talk with your health care provider if you have other symptoms that are severe or concerning.)

Practice self-care.&nbsp;Get plenty of rest and stay hydrated as you would with any illness. Eat healthy food and try to reduce your level of stress. As there are currently no medications to treat COVID-19, over-the-counter medicines like fever reducers and cough syrups may offer some relief.

Stay away from others.&nbsp;When recovering at home, sick people should stay away from other people and pets as much as possible. Stay in a specific, designated “sick" room if possible, away from others. Also, sick people should use a separate bathroom if one is available.

Wash your hands.&nbsp;Whether you are sick yourself or taking care of someone who is sick, wash your hands often with soap and water for at least 20 seconds. This is especially important after blowing your nose, coughing, or sneezing; going to the bathroom; and before eating or preparing food. If soap and water are not available, clean your hands with an alcohol-based hand sanitizer that contains at least 60% alcohol.

Wear a facemask or cloth face covering that covers your nose and mouth if you are sick.&nbsp;Put on the cloth face covering when you must be around other people, even at home, and before you enter a health care provider's office. Cloth face coverings are not a substitute for social distancing. Maintaining 6-feet social distancing is crucial to slowing the spread of the virus.

Cover your mouth and nose with a tissue when you cough or sneeze&nbsp;and put the tissue in the trash right away. If you don't have a tissue handy, cough or sneeze into your elbow.

Avoid touching your eyes, nose and mouth.

Sick people should avoid sharing personal items with other people in the household, like dishes, towels and bedding.

Clean and disinfect.&nbsp;Clean and disinfect surfaces that are touched often throughout your home, like counters, tabletops, doorknobs and light switches. Use household cleaning products according to instructions.

Clean high-touch surfaces in your designated “sick room" (and bathroom) every day like phones, remote controls, doorknobs, light switches, bathroom fixtures, toilets, keyboards, tablets, and bedside tables.

Wash laundry thoroughly.&nbsp;Wear disposable gloves and keep soiled items away from your body while laundering. Wash your hands after removing gloves.

Stop smoking and vaping. Smokers and those with respiratory disease have a higher rate of serious illness and complications from COVID-19. &nbsp;

Avoid having visitors, but stay&nbsp;connected&nbsp;to family and friends through social networks, phone calls and video chats.

Get help.&nbsp;If you are feeling overwhelmed with emotions such as sadness, depression, anxiety, or feel like you want to harm yourself or someone else, call 911, the National Suicide Prevention Lifeline at 1-800-273-TALK (1-800-273-8255) or the Nebraska Family Helpline, 888-866-8660.

DHHS opened a statewide COVID-19 information line to help answer general questions and share the latest information and resources with Nebraskans to help keep them informed. The number is (402) 552-6645; hours of operation are 8 a.m.-8 p.m. CST, 7 days a week.

LINCOLN, Neb. (AP) - Five more people in Nebraska have died from COVID-19, bringing the state's total deaths to 33 since the new coronavirus outbreak this year, Nebraska state health officials said.

The Nebraska Department of Health and Human Services said in a news release that three of the deaths reported Monday were in a hard-hit area of south-central Nebraska. They included a woman in her 60s from Hamilton County, and a woman in her 80s and a man in his 60s, both from Hall County.

The other two deaths came from the Omaha area in Douglas County, where a man in his 40s and a man in his 70s - both with underlying health conditions - died of the disease.

For most people, the coronavirus causes mild or moderate symptoms. For some, especially older adults and people with existing health problems, it can cause more severe illness.

News of the new cases came after Gov. Pete Ricketts announced on Monday that he will lift the state's ban on elective surgeries for hospitals that have at least 30% of their beds, intensive-care unit space and ventilators available. Hospitals must also have at least two weeks worth of personal protective equipment in stock. The order also applies to veterinary and dental services, Ricketts said.

Nebraska officials report 5 new COVID-19 deaths in state

LINCOLN, Neb.-Governor Pete Ricketts announced the State’s first step to relax the health measures implemented to slow the spread of COVID-19.&nbsp; Starting on May 4th, elective surgeries may resume as long as hospitals and healthcare facilities meet requirements for available bed capacity and have adequate supplies of personal protective equipment (PPE).

Additionally, the Governor announced that the State is giving greater authority to healthcare providers to conduct tests for COVID-19.&nbsp; As the State expands capacity to perform tests, healthcare providers can now choose to test a broader range of patients.

The State’s Public Health Director, Dr. Gary Anthone, joined the Governor at today’s briefing. &nbsp;He talked about the elevated risk that COVID-19 poses to smokers.&nbsp; He urged Nebraskans to quit smoking in order to lower the likelihood of medical complications due to COVID-19.

Gov. Ricketts: 21 Days to Keep Nebraska Healthy

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We are now on Day 11 of the “21 Days to Stay Home and Stay Healthy” campaign.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I want to remind people of our Six Rules to Keep Nebraska Healthy.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Stay home. &nbsp;No non-essential errands and no social gatherings. &nbsp;Respect the ten-person limit.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Socially distance your work. &nbsp;Work from home or use the six-foot rule as much as possible in the workplace.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Shop alone and only shop once a week. &nbsp;Do not take family with you.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Help kids follow social distancing. &nbsp;Play at home. &nbsp;No group sports. &nbsp;And no playgrounds.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Help seniors stay at home by shopping for them. &nbsp;Do not visit long-term care facilities.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Exercise daily at home or with an appropriately socially-distanced activity.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Today, the State will issue a new Directed Health Measure to allow elective surgeries to resume on May 4th&nbsp;under certain guidelines.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Hospitals can resume elective surgeries if they maintain 30% general bed availability, 30% ICU bed availability, 30% ventilator availability, AND have a two-week supply of necessary personal protective equipment (PPE) in their specific facility.&nbsp;

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Procedural guidelines for resuming elective procedures will be at the discretion of the hospital or health clinic.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The State has been successfully procuring PPE to deliver resources to hospitals across the state through our local public health districts.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We have a procurement team and a distribution team tracking requests and delivering items daily.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Department of Health and Human Services is issuing a new Health Action Network alert to healthcare providers across the state.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This alert will expand the grounds for testing.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;It will give healthcare providers greater discretion to decide when a test should be performed.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I want to thank everyone in the Public Health Lab and at all of our testing facilities who has helped to make this happen.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We continue to push to expand testing even further.

Dr. Anthone: Smoking and the Risk of COVID-19

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We all know how serious COVID-19 can be.&nbsp; It’s an even more serious threat for those who smoke tobacco or marijuana or who vape.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;When people inhale combustible products with chemicals, it causes inflammation in the lung airway passages and can lead to severe injury.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;When you add that effect to a viral load in the lungs, it can be devastating.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Among people with COVID-19, a recent study shows that those who smoke are two-and-a-half times more likely to get severe symptoms than those who do not smoke. &nbsp;This holds true for cigarette and marijuana smoking, as well as vaping.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Smokers are already at higher risk of lung disease and have decreased lung capacity.&nbsp; For these reasons, smokers who get COVID-19 are more likely to need to go on a ventilator and to stay on one.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In my forty years as a surgeon, we always counseled patients to discontinue smoking prior to an elective surgery to decrease the risk of pulmonary complications.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Studies show that stopping smoking for even two weeks can make a difference in your body’s ability to recover from surgery or fight an illness.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;As we go through the pandemic, it’s important for Nebraskans to be aware of the enhanced risks for those who smoke.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;For Nebraskans who are ready to stop smoking or vaping, the Nebraska Quitline can provide help and support: 1-800-QUIT-NOW (1-800-784-8669).

Gov. Ricketts announces guidelines to resume elective surgeries in May

NORTH PLATTE, Neb.-Officials with the West Central District Health Department (WCDHD) updated the public on testing numbers and positive cases in their service area on Monday.

During the Public Health Command Center's daily update, WCDHD officials reported that 461 COVID-19 tests have been conducted in their six-county service area with 18 tests being returned positive, or four percent of the tests.

WCDHD says all 18 positive cases have been Lincoln County Residents.

Officials say one person is recovering from the virus in the hospital.

The public was urged to continue to follow state and federal guidelines including Governor Pete Ricketts' "Six Rules to Keep Nebraska Healthy."

Ricketts said he will lift the state's ban on elective surgeries for hospitals that have at least 30% of their beds, intensive-care unit space and ventilators available. Hospitals must also have at least two weeks worth of personal protective equipment in stock for employees before can resume surgeries.

The order also applies to veterinary and dental services, Ricketts said at his weekday coronavirus news conference.

"We want to open these back up to be able to allow those folks who need to have those surgeries to be able to start scheduling those and start having those surgeries performed," Ricketts said. "It's also an important source or revenue for many hospitals, so in order to help sustain our hospitals and make sure they're available to take help care of our coronavirus patients, we want them to have a revenue source to be able to stay in business."

Ricketts ordered a halt to all elective surgeries last month to try to keep the virus from spreading and overloading hospitals at a time when they needed to focus on treating new confirmed cases. The restrictions include a ban on gatherings larger than 10 people and a mandate for restaurants and bars to close their public dining areas.

Nebraska is among a small handful of states without formal stay-home orders in place, although its restrictions are very similar and in some cases more strict than what other states have. Ricketts imposed the restrictions regionally before expanding them statewide, and the first ones that were put in place in the Omaha area are scheduled to expire April 30, but could be renewed.

The decision was based on the large amount of available bed space and equipment in many of the state's hospitals, Ricketts said. In Omaha, for instance, hospitals still have 75% of all their ventilators and about half of their beds available, he said. Statewide, Nebraska currently has about 190 people hospitalized with the virus.

"We're not seeing that it's being overwhelmed, and so we believe we have the ability to start loosening the restrictions with those caveats," Ricketts said.

It's not clear whether all hospitals will be able to resume those surgeries by May 4.

Some hospitals in Hall County, in central Nebraska, have seen much larger proportion of coronavirus patients relative to their size because the area is&nbsp;<a href="https://apnews.com/32570bd42a11adb89f82b0f3b7cee072" target="_blank">considered a hotspot</a>. Hall County has the largest number of known cases statewide largely because of its meatpacking and food-processing plants and its assisted living homes for the elderly.

Charter Communications announces no furloughs, layoffs

TEKAMAH, Neb. (AP) - Two young southeastern Nebraska boys who were the subject of an urgent Amber alert Monday were found safe in Wichita, Kansas, police in Nebraska said.

An Amber alert was issued Monday morning in Nebraska for the two boys, ages 7 and 4, who were taken from a home in Tekamah, police said. The alert was later extended to Kansas.

The man accused of taking the boys was a step-grandparent and was caught and arrested in Wichita after a police chase, Tekamah Police Chief Dan Jacobs said. Jacobs said the boys were found safe in the man's vehicle.

Jacobs said no charges had yet been filed, and authorities believe the suspect could have been suffering from a mental health issue.

GERING, Neb. – In order to serve people homebound from the COVID-19 issue, the Wildcat Hills Nature Center is beginning a series of outdoor education programs on the popular online meeting platform Zoom this week with an Earth Day celebration.

The event is set for 6 p.m. MDT Wednesday, April 22. Amanda Filipi, Nebraska Game and Parks Commission outdoor education specialist, will tell about the history of Earth Day and lead participants in a project to create art from recycled materials.

Health officials report 111 confirmed COVID-19 cases in Buffalo, Dawson and Kearney Counties



Southwest Nebraska Public Health Department (SWNPHD) has been notified of an additional person from SWNPHD’s health district that have tested positive for COVID-19.

• One Furnas County resident - A man in his 20s who is currently self-isolating.

Contact investigations are underway to identify people who came into close contact to help prevent further spread. All identified close contacts will self-quarantine and be actively monitored daily by public health officials for fever and respiratory symptoms.

COVID-19 is active in the communities of southwest Nebraska and not related to any specific location. SWNPHD recommends everyone practice the same protective measures when they go to any location outside their own home.

Certain people are at higher risk of getting very sick from COVID-19 including older adults and people of all ages with underlying medical conditions, particularly if not well controlled, including:

People with chronic lung disease or moderate to severe asthma

People who are immunocompromised. Many conditions can cause a person to be immunocompromised, including cancer treatment, smoking, or organ transplantation.

People with severe obesity (body mass index [BMI] of 40 or higher)

People with chronic kidney disease undergoing dialysis

OMAHA, Neb. (AP) - Nebraska's primary election next month could see strong turnout if most people who requested ballots by mail return them in time.

Secretary of State Bob Evnen&nbsp;<a href="https://www.omaha.com/news/state_and_regional/record-breaker-nebraska-is-about-to-hold-its-highest-turnout-primary-ever-mostly-by-mail/article_2a2dfa92-d2e5-534a-92cb-9db80fe64fd6.html" target="_blank">told</a>&nbsp;the Omaha World-Herald that 340,000 Nebraskans had requested mail-in ballots as of Friday. Another 50,000 voters who live in rural counties where voting by mail is the only option will also receive mail-in ballots.

That total of 390,000 ballots is approaching Nebraska's highest-turnout primary in 1972 when 413,015 people voted. The number of voters in Nebraska primary elections has only exceeded 400,000 five times in history.

Nebraska voters can request mail-in ballots from their county election officials until May 1. Those ballots must be returned before 8 p.m. on May 12, which is election day. Officials said more than 72,000 Nebraskans have already voted.

"What it tells me is that the mechanisms under law that we have in place today are being put to use effectively and successfully in the midst of the coronavirus event," Evnen said.

Nebraska officials still plan to open the polls on May 12 for anyone who wants to vote in person. Election workers will be provided protective gear, including masks and gloves.

More than 300,000 Nebraskans request mail-in primary ballots

OMAHA, Neb. (AP) - The number of coronavirus cases in Nebraska is approaching 1,300, and the number of deaths linked to the virus in the state has grown to 28.

The Nebraska Department of Health and Human Services said there were at least 1,287 cases of COVID-19 in the state on Saturday, an increase of 149 from the previous day.

Four additional deaths were reported in the state on Saturday, including a man in his 70s and a man in his 80s from Hall County. A person from Hamilton County also died. No details were released immediately about the fourth death.

Hall County, which is home to Grand Island, continued to lead the state with 395 cases of coronavirus. The much more populous Douglas County, which includes Omaha, had 273 cases.

Furnas County in south-central Nebraska reported its first case of COVID-19. Health officials said it was a man in his 20s.

LINCOLN, Neb.-Governor Ricketts announced that the State would be expanding its Nebraska Accommodation Project (NAP) to provide space for individuals who are required to quarantine or isolate because of COVID-19. The NAP program is a joint collaboration between the Department of Health and Human Services (DHHS, the University of Nebraska and the Nebraska National Guard.

The program for the general public will be rolled out in Omaha and other localities will follow. Dormitories on the University of Nebraska Omaha UNO campus will be utilized for those who are interested and meet the criteria for accommodation. The program differs from the first responders lodging program announced last week in that individuals who are under quarantine or isolation will not be able to leave these facilities until their quarantine or isolation periods have ended.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

The goal of this program is to offer temporary housing to Nebraskans that have been exposed to COVID-19 and are in need of a quarantine and/or isolation location outside of the normally defined household due to a high-risk household member. These accommodations will be available in a dormitory room setting and are open to anyone that meets the application criteria. It was just over a month ago that we announced our&nbsp;<a href="https://corporate.walmart.com/newsroom/2020/03/10/new-covid-19-policy-to-support-the-health-of-our-associates">COVID-19 emergency leave policy</a>, and since then, we have taken&nbsp;<a href="https://corporate.walmart.com/newsroom/2020/03/31/additional-steps-were-taking-for-the-health-and-safety-of-our-associates">more steps</a>&nbsp;to protect you, our customers and our members with the guidance of our state and local public health officials, the Centers for Disease Control (CDC, as well as our company’s own Chief Medical Officer.

Today, we are sharing another step: We will begin requiring that associates wear masks or other face coverings at work. This includes our stores, clubs, distribution and fulfillment centers, as well as in our corporate offices. We’ll also be encouraging customers and members to wear face coverings when they shop with us.

We have evolved our policy on face coverings from optional to mandatory as public health guidance has shifted. The CDC now recommends wearing face coverings in public settings, including grocery stores, to help curb the spread of the virus. Although most state and local governments do not mandate the use of face coverings in public settings, the CDC has reported that recent studies show a significant portion of individuals with the virus lack symptoms and can transmit the virus. With this knowledge, we believe it is simply in everyone’s best interest to use masks or face coverings to curb the spread of this disease.

Starting Monday, you'll be required to wear a face-covering at work. You can provide your own as long as it meets certain guidelines, or we will provide you with one as you pass your associate health screen and temperature check. We’re also aware there may need to be exceptions to this policy based on local laws and individual health needs.

We hope this step will promote safety and consistency across all of our facilities and be of comfort to our customers and members. However, it’s important to remember that face coverings are simply an additional health precaution. They do not guarantee against the spread of this virus, and they do not replace the most&nbsp;<a href="https://corporate.walmart.com/newsroom/2020/03/31/additional-steps-were-taking-for-the-health-and-safety-of-our-associates">important steps</a>&nbsp;you can take to keep yourself and others safe: 6-20-100. Whether at work or elsewhere, practice six feet of social distancing whenever possible. Regularly wash your hands with soap for 20 seconds. And if you have a temperature of 100 degrees or higher, stay home.

We’re also announcing today that we are extending our emergency leave policy through the end of May to ensure you have the support you need when you have to miss work.
