The National Scholastic Press Association announced it's Best of Show winners today. Your North Platte Bulldogger newspaper placed third in the broadsheet newspaper category.  This award showcases the publication as a whole: story ideas, journalistic writing, design, advertising, flow and teamwork.  Please congratulate any newspaper students you know.  It's a big deal! Last year, the Bulldogger staff decided to change their format from a tabloid to a broadsheet so they could have more design freedom.  It's really taken off!

LINCOLN, Neb.-At his daily coronavirus briefing, Governor Pete Ricketts encouraged Nebraskans to stay connected to friends and family during this time of increased social distancing.&nbsp; He especially urged those dealing with adversity to reach out for help and counsel.&nbsp;

Sheri Dawson, Director of the Division of Behavioral Health for the Nebraska Department of Health and Human Services (DHHS, joined the Governor at today’s press briefing.&nbsp; She overviewed healthy habits that contribute to mental wellness. &nbsp;Executive Director of the Nebraska Association of Behavioral Health Organizations (NABHO) Annette Dubas also took part in the press event. &nbsp;She highlighted the efforts of NABHO’s members to provide continuity of behavioral health care to Nebraskans during the coronavirus pandemic.

Additionally, Gov. Ricketts thanked the Trump Administration for issuing guidelines to reopen parts of the economy closed by the pandemic.&nbsp;

Gov. Ricketts: 21 Days to Keep Nebraska Healthy

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We are now on Day 8 of the “21 Days to Stay Home and Stay Healthy” campaign.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I want to remind people of our Six Rules to Keep Nebraska Healthy.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Stay home. &nbsp;No non-essential errands and no social gatherings. &nbsp;Respect the ten-person limit.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Socially distance your work. &nbsp;Work from home or use the six-foot rule as much as possible in the workplace.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Shop alone and only shop once a week. &nbsp;Do not take family with you.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I know there will be a lot of questions about if and when Nebraska will incorporate these guidelines into our work.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We are currently making plans to reopen the pieces of our economy that have temporarily closed.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The lessons learned through the grant process will be disseminated statewide.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The demand for mental health services is dramatically increasing.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Telehealth is now the desired way to deliver services.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;NABHO’s members have quickly adapted to ensure continuity of care.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Community Alliance in Omaha has set up six virtual telehealth rooms so that clients in the facility can connect with their therapists to help individuals who do not have access to needed technology.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Children’s Hospital has moved to over 350 telehealth psychiatry and psychology sessions per week.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Friendship House in Grand Island, a men’s halfway house, has set up Google Voice numbers so that clients can reach their counselors. &nbsp;This gives individuals a way to reach their counselor in the event of a crisis.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Goodwill Industries of Greater Nebraska has adapted their Day Rehabilitation program to offer psychoeducational groups through phone and webconferencing. &nbsp;This has allowed them to continue providing daily support and socialization to nearly 50 individuals in Grand Island and Columbus.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Wellbeing Initiative and Mental Health Association of Nebraska have moved their outreach to social media and are directing people to four free support groups per week via Zoom. &nbsp;They have also moved their job training education online to ensure that people have better opportunities for employment after the crisis is over.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Bridge in Lincoln is continuing to provide services face to face for detox and residential services. &nbsp;Their frontline workers are accepting new admissions every day and taking extra precautions to keep everyone safe and cared for.

•&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;These and so many other providers across this state are working tirelessly to make sure their clients’ behavioral health needs are being met.

The investigation is occurring and all local contacts have been notified. Close contacts have been quarantined and are being actively monitored twice daily for fever and respiratory symptoms by public health officials. Contacts that are currently showing symptoms are being tested.

We are working with other Nebraska public health jurisdictions to investigate other possible exposures outside the Panhandle. There are no additional community exposures to note in the Panhandle area.

LINCOLN, Neb. (AP) - Gov. Pete Ricketts said Friday he may take a regional approach to lifting social distancing restrictions in Nebraska, similar to the way he tightened the rules to fight the coronavirus.

Ricketts said he'll follow a phased-in, "one step at a time" approach to avoid another flare-up of the virus. Nebraska's statewide social distancing mandates are in place until at least April 30.

"We're going to put together a plan that is right for Nebraska," Ricketts said at his weekday coronavirus news conference. "That may involve doing something instead of on a statewide basis, doing it regionally."

His comments came after a meeting Thursday between U.S. governors and the White House, and the Trump administration's&nbsp;<a href="https://apnews.com/360f6857d014feaed421aaf4b67c4920" target="_blank">rollout of recommendations</a>&nbsp;to reopen the country. Trump has largely punted to the states to manage the process after previously asserting that the decision was his.

Meanwhile, Omaha Mayor Jean Stothert warned that officials are bracing for a huge blow to the city's budget due to a loss of tax revenue. Stothert said city officials made the right call with social distancing restrictions and she'd do it again "in a New York minute," but the city will impose a hiring freeze and reduce purchases to try to absorb the shock.

"It's going to be a real challenge to work with each other to make sure we have the funding available to keep our city up and running," the mayor said.

The number of confirmed coronavirus cases in Nebraska topped 1,000 on Thursday and had risen to 1,066 as of Friday morning. Twenty-four people have died, and more than 12,000 have tested negative.

Two of the deaths were reported in Gage County in southeastern Nebraska, the state Department of Health and Human Services reported Thursday. Both were residents of an assisted living facility, including a woman in her 80s and a man in his 70s with multiple underlying health conditions. The third death out of Douglas County was a man in his 70s with several underlying health conditions.

For most people, the new coronavirus causes mild or moderate symptoms, but, for some, especially the elderly or infirm, it can cause severe illness and lead to death.

News of the latest Nebraska deaths came as&nbsp;<a href="https://apnews.com/32570bd42a11adb89f82b0f3b7cee072" target="_blank">officials warned that the Grand Island area</a>&nbsp;in south-central Nebraska's Hall County appears to be the state's latest hot spot for spread of the virus. Ricketts may take regional approach to lifting restrictions

NORTH PLATTE, Neb.-Health officials say another resident has tested positive for COVID-19 in Lincoln County.

At a news conference on Friday, officials with the West Central District Health Department (WCDHD) reported that a Lincoln County woman in her 60s has tested positive for the virus.

Officials say the woman is currently at home recovering and has not required hospitalization at this time.

There are now 18 confirmed cases of COVID-19 in the six-county area served by WCDHD.

Officials also reported that all of the 101 individuals tested in North Platte by the Nebraska National Guard on Tuesday were negative. All individuals were notified of their results.

The National Guard also went into a home group home setting and conducted tests on seven individuals. Those tests were all negative as well.

Officials urge residents to continue to follow the Governor's Six Rules to Keep Nebraska Healthy.

According to WCDHD, 400 people have been tested in their six-county area, with two people from Thomas and Hooker Counties being tested and one in both McPherson and Logan Counties. The rest of the individuals tested reside in Lincoln County.

NU announces free tuition plan for middle-income families

McCook, Neb.-Southwest Nebraska Public Health Department (SWNPHD) announced today that a person from SWNPHD’s health district has tested positive for COVID-19.

SWNPHD is working with healthcare providers and DHHS to identify additional people who came into close contact with this person, a male in his 30s from Red Willow County. These people will be self-quarantined and actively monitored twice daily by public health officials for fever and respiratory symptoms.&nbsp;

SWNPHD wants to reassure the public that steps are being taken to protect community members and healthcare workers and to decrease the spread of the illness.

The person testing positive is a male in their thirties in Red Willow County. They are currently self-isolating at home.

The best way to reduce the risk of becoming infected with a respiratory virus, such as COVID-19 or influenza, is to practice good hygiene:

• Wash hands frequently with soap and water for at least 20 seconds. When soap and water are not available, use an alcohol-based hand sanitizer.

• Avoid touching facial areas, such as eyes, nose and mouth.

• Cover coughs and sneezes using a tissue and throw it away immediately after; wash hands after using a tissue to wipe your nose or mouth.

• Clean frequently touched surfaces like handles, counters, and cellphones.

• Self-isolate - Stay at home and limit contact with other members of your household. Most individuals&nbsp;who become ill will have mild to moderate symptoms that can be treated at home with pain and fever reducers like acetaminophen (Tylenol). It is the most helpful to remain at home and avoid spreading the virus to others.

• Household members who live with someone who is suspected to have COVI -19 should self-quarantine, which means staying at home and not having visitors. Limit time spent within 6 feet of the sick person to ten minutes or less and disinfect surfaces frequently.

LINCOLN, Neb. (AP) - Nebraska's seasonally adjusted unemployment rate rose to 4.2% in March, according to new data released Friday.

The previous unemployment rate in February was 2.9%, according to the Nebraska Department of Labor.

The numbers were released amid a recent record-setting surge in unemployment claims caused by the coronavirus. The rate is likely to increase again in the April report.

The non-seasonally adjusted unemployment rate in Omaha was 4.4% last month and 3.8% in Lincoln, according to the department.

Luckily, the solution to reducing light pollution is a simple one: turn off the lights.“Nebraska has a lot of wide-open space that lends itself to some of the darkest night skies perfect for viewing the Milky Way. The view would be even better without light pollution,” said John Ricks, Nebraska Tourism Commission executive director. “We’re encouraging people to turn off their lights and introduce everyone stuck at home during these trying times the opportunity to discover another unique activity that they can enjoy in Nebraska – stargazing.”Nebraska Tourism invites you to join us in enacting positive change by reducing our light pollution this week and beyond.To participate in the lights out campaign, every night during International Dark Sky Week, April 19-26, pledge to take the following actions:<ol>

Nebraska Tourism celebrates International Dark Sky Week with lights out campaign

LINCOLN –&nbsp;Three new COVID-19 related deaths were reported to the Nebraska Department of Health and Human Services (DHHS) Thursday, bringing the state's COVID-19 death toll to 24, according to the agency's COVID-19 Dashboard.

Two deaths were reported in Gage County. Both were residents of an assisted living facility. The first resident was a female in her 80s. The second was a male in his 70s with multiple underlying health conditions.&nbsp;<a href="https://www.facebook.com/PHSHealthDept" target="_blank">https://www.facebook.com/PHSHealthDept&nbsp;</a>

Today's state case total, as of 5:40 pm Central Daylight Time, is 1,066. DHHS launched a new data dashboard that updates the state's COVID-19 case totals daily. You can find it at&nbsp;<a href="http://dhhs.ne.gov/coronavirus">http://dhhs.ne.gov/coronavirus</a>. Local health departments are reporting cases and deaths in their jurisdictions. In the event of a discrepancy between DHHS dashboard data and cases and deaths reported by local public health officials, data reported by the local health department should be considered the most up to date.

All 93 Nebraska counties are now covered by state Directed Health Measures (DHMs).&nbsp;<a href="http://dhhs.ne.gov/coronavirus">http://dhhs.ne.gov/coronavirus</a>. It's critical that Nebraskans follow these enforceable state Directed Health Measures to help slow the spread of COVID-19 in the state. These measures help protect each other and those who are more vulnerable to severe illness and death, and help hospitals and clinics from being overwhelmed so they can continue to provide care to families, friends and neighbors who need it.

Recent studies show that a significant portion of people with COVID-19 lack symptoms and those who eventually develop symptoms can pass the virus to others before showing symptoms, according to the Centers for Disease Control and Prevention (CDC). The CDC now recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (grocery stores, pharmacies, etc.) especially in areas of significant community-based transmission -&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/cloth-face-cover-faq.html" target="_blank">https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/cloth-face-cover-faq.html&nbsp;</a>.

Cloth face coverings are not a substitute for social distancing. Public health officials continue to emphasize that maintaining 6-feet social distancing is crucial to slowing the spread of the virus.
