OMAHA, Neb. (AP) - An overwhelming majority of bankers in rural parts of 10 Plains and Western states expect the coronavirus outbreak to push their local areas into recession, according to a new survey released Thursday.

The overall index for the region plummeted from March's already anemic 35.5 to 12.1 in April - the lowest index recorded since the survey began in January 2006. Any score below 50 suggests a shrinking economy, while a score above 50 suggests a growing economy, survey organizers say.

Creighton University economist Ernie Goss, who oversees the survey, said more than nine in 10 bankers surveyed expect the measures being taken to fight the coronavirus to lead to a recession.

"This is up significantly from March when 61.3% of bankers anticipated such a recession," Goss said.

States and local leaders have issued stay-at-home orders or have limited the size of public gatherings to try to slow the spread of&nbsp;<a href="https://apnews.com/VirusOutbreak" target="_blank">the virus</a>, prompting some businesses to close. Many restaurants have been forced to close their dining rooms and only handle take-out or delivery orders.

About 94% of bankers surveyed this month reported a decline customer visits over the past two weeks, and nearly one-third surveyed said their bank had experienced higher loan delinquency rates as a result of the coronavirus threat, Goss said.

The survey's confidence index, which measures how bankers feel about the economy over the next six months, sank to 27.4 from March's 28.3.

The borrowing index rose to 75.8 from March's 66.1 as more farmers took out loans, and the employment index fell to a record-low 9.4, down from 48.3 in March.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Pandemic sends rural bankers survey index to all-time low

SCOTTSBLUFF — A teammate at the Western Nebraska Veterans’ Home (WNVH) in Scottsbluff has tested positive for COVID-19. Further testing is being conducted in coordination with Panhandle Public Health District (PPHD).

Teammates at all four veterans’ homes have been completing screenings and having temperatures taken to check for COVID-19 symptoms upon entry of the facilities. When the WNVH teammate indicated possible exposure to COVID-19 they were directed to self-isolate at home and PPHD was contacted to complete testing. WNVH is continuing to work with PPHD to screen and test any teammates and members who may have previously come into contact with the teammate who tested positive.

Protecting the health and safety of the members of the four state veterans’ homes, as well as the teammates who serve them is a top priority for NDVA. The NDVA COVID-19 task force has been coordinating efforts in all four veterans’ homes to limit the chances of contact with the coronavirus. Starting March 11, entry to the facilities was limited to NDVA teammates and medical professionals, who are required to complete a screening upon entry. A “virtual visitor” system has been put in place to keep families connected while access for in-person visits is limited. All non-essential travel outside the facility was postponed and communal dining has&nbsp;been discontinued.

Western Nebraska Veterans’ Home teammate tests positive for COVID-19

Mother Nature is reminding residents across the Rockies and High Plains that winter isn't quite ready to throw in the towel just yet.

A storm is spreading southward with snow across the Rockies and High Plains into Thursday night, with record cold plunging in behind it.

The bulk of accumulating snowfall has ended across Montana, where 5-10 inches of snow fell across the higher terrain and led to slippery travel at midweek.

8am: Wet snow continues to accumulate over all our mountain passes, extending from the Rocky Mountain Front through central and southwest Montana. Snow will end from north to south through mid day. The snow expanded into Wyoming, Idaho and northern Colorado Wednesday afternoon into Wednesday night. The Wyoming Department of Transportation reported that some roadways were beginning to turn slick with blowing snow and reduced visibility late Wednesday.

The snow also helped Boulder, Colorado,&nbsp;<a href="https://twitter.com/NWSBoulder/status/1250799150926618624" target="_blank">break a record that stood for more than a century</a>. The city received about a foot of snow from the latest storm and a light snow was still falling Thursday morning, pushing its seasonal total to 145.9 inches. The eclipsed the old seasonal snowfall record of 142.9 inches from 1908-09.

Into Thursday evening, the swath of snow will expand south and east through Wyoming, Colorado and Nebraska.

Southern and western Wyoming through central Colorado could pick up an AccuWeather Local StormMax™ of 24 inches of snowfall with this storm.

AccuWeather meteorologists expect a storm total of 6-12 inches of snow to fall over the city through Thursday.

“Essential workers who must venture out on the roadways should use caution as slushy and slippery conditions are expected to develop,” said AccuWeather Meteorologist Renee Duff.&nbsp;

Winds are also anticipated to become gusty over the northern Rockies as the storm continues to strengthen.

“Gusty winds may cause further disruptions due to reduced visibility from blowing and drifting snow,” said Duff.

Snow, record cold plunging into central Rockies and High Plains

Social distancing is tough for most of us. We love gathering in ballgames, movies, theatres, restaurants, churches and with family.&nbsp; Seeing our neighbors and friends in the local grocery or chatting at the post office is a normalcy of life, was a normalcy of life. The new normal is shocking. Now we have to dodge people in the grocery store and be six feet apart in the post office all while wearing a mask. We don't even know if our neighbor is in the grocery store or the post office. We can hardly recognize our neighbor walking by each other in the same subdivision if we are wearing our masks. Masks? Can you believe this?

In rural East, Kentucky our family didn't go to restaurants because very few were around. We didn't have a movie theatre. Entertainers did not come to our area so there weren't any shows to attend. We did go to school events, lots of school ballgames and our families gathered periodically. We grew up around family and when the family got together there would be 100 or more people. We went to church a lot. People got together to play music, play ball or just talk on the front porch. People shook hands occasionally but we saw the same people all the time so there was never a feeling that we had to shake hands much. There really wasn't a lot to do but we always found a way to enjoy life.

We raised a lot of our food. My mom and dad canned and froze enough food to feed a family of seven. We had livestock. We occasionally butchered a hog and occasionally a cow. For a little while, we had chickens. We had a huge strawberry patch once. My grandfather ran a grocery store across the creek from where we lived. If we needed something from a store, we bought it from him and there was rarely more than ever one or two other people in the store so we were always socially distant. Walmart's did not exist and there were no Amazon or Target deliveries. My grandpa did occasionally deliver groceries in his old truck. It wasn't that bad, everybody seemed to find a way.&nbsp; We didn't have the Internet or even a telephone until I was nine.

Sometimes we would sit in grandma and grandpa's big cane bottom chairs in the grocery store and talk while drinking a RC cola and eating a moon pie. Now, that was living it up. We always found a way to enjoy life.&nbsp; &nbsp;

Back in the day, when we needed people we could simply walk down the road and there were always people out that we could say howdy to. It wasn't that hard to find a way to be sociable.

Right now, millions of people are hurting everywhere. We'll figure this out and we'll find a way.

CDC offers tips for coping with mental health during pandemic

NORTH PLATTE, Neb.-Many people in North Platte were surprised yesterday when they went to the local Walgreens, only to find the doors locked and a sign saying the location was closed due to COVID-19 and the closest open location was in Kearney.

We reached out to Chicago-based Walgreens and this is their statement regarding the closure of the North Platte store:

Walgreens champions the health and wellbeing of every community in America, and we are committed to providing a safe environment for our team members and customers. Walgreens was recently notified that a team member who works in a&nbsp;North Platte,&nbsp;Nebraska&nbsp;store is being evaluated for COVID-19. When notified of a confirmed or presumed positive COVID-19 case, we take actions meeting or exceeding recommendations from the CDC, OSHA, public health officials and other credible sources while following federal, state and local health advisories. Our clinical and safety teams work closely with our field and store leadership to respond accordingly, which may include identifying and contacting individuals who may be at risk in order to self-quarantine or self-monitor their health, as well as cleaning and disinfecting the location or impacted areas of the store/facility. Cleanings may require temporarily closing a store, at which time customers may visit a nearby store location for their prescription needs.&nbsp;

We are actively reviewing our policies and procedures as guidelines&nbsp;evolve, and&nbsp;will continue to adjust our safety protocols accordingly to promote the safety and wellbeing of our team members and customers.&nbsp;&nbsp;

The store reopened at around 9:00 am this morning.

We have reached out to the West Central District Health Department regarding the risk to the public. They have not yet responded.

Nebraska issues guidance for indoor, outdoor pools during COVID-19 outbreak

LINCOLN –&nbsp;One new COVID-19 related death was reported Wednesday, bringing the state's COVID-19 death toll to 21, according to the Nebraska Department of Human Services COVID-19 Dashboard.

The most recent death was that of a male in his 80s at a hospital in Hall County.&nbsp;<a href="https://www.facebook.com/cdhd.ne.gov" target="_blank">https://www.facebook.com/cdhd.ne.gov&nbsp;</a>

Morrill and Howard Counties also reported their first cases Wednesday.

The Morrill County case is a female in her 70s. An initial investigation has begun, and more details will be released when they are complete.&nbsp;<a href="https://www.facebook.com/panhandlepublichealth" target="_blank">https://www.facebook.com/panhandlepublichealth&nbsp;</a>

The Howard County resident is a man in his 60s with underlying health conditions who was known to be in direct contact with another person who was later identified to have COVID-19, and contract tracing and notifications have taken place. &nbsp;<a href="https://www.facebook.com/lbphd.org/" target="_blank">https://www.facebook.com/lbphd.org/&nbsp;</a>

Additional details were released about Saline County's first case, announced yesterday. Today's state case total, as of 5:40 pm Central Daylight Time, is 952. DHHS launched a new data dashboard that updates the state's COVID-19 case totals daily. You can find it at&nbsp;<a href="http://dhhs.ne.gov/coronavirus">http://dhhs.ne.gov/coronavirus</a>. Local health departments are reporting cases and deaths in their jurisdictions. In the event of a discrepancy between DHHS dashboard data and cases and deaths reported by local public health officials, data reported by the local health department should be considered the most up to date.

All 93 Nebraska counties are now covered by state Directed Health Measures (DHMs).&nbsp;<a href="http://dhhs.ne.gov/coronavirus">http://dhhs.ne.gov/coronavirus</a>. It's critical that Nebraskans follow these enforceable state Directed Health Measures to help slow the spread of COVID-19 in the state. These measures help protect each other and those who are more vulnerable to severe illness and death, and help hospitals and clinics from being overwhelmed so they can continue to provide care to families, friends and neighbors who need it.

New COVID-19 related death brings Nebraska's total to 21

LINCOLN –&nbsp;This afternoon, Governor Pete Ricketts issued an executive order to expand childcare options for working Nebraska families and to provide relief for childcare centers participating in the State’s Child Care Subsidy Program.&nbsp;

The order suspends two regulations governing the State’s Child Care Subsidy Program.&nbsp; First, the Governor’s order allows licensed child care providers within the program to bill the State for days when a child is absent from care.&nbsp; Second, the order enables families participating in the subsidy program to obtain in-home child care when other options are unavailable. &nbsp;

Stephanie Beasley, Director of the Division of Children and Family Services (CFS) for the Nebraska Department of Health and Human Services (DHHS, joined the Governor at today’s press conference.&nbsp; She spoke about the intent of the executive order and overviewed its regulatory changes.

Additionally, the Governor announced the launch of a business response survey to gauge how Nebraska businesses are navigating the COVID-19 pandemic.&nbsp; The survey has been developed by the State’s Department of Economic Development in partnership with the University of Nebraska System; the Lincoln, Greater Omaha, and state chambers of commerce; the Center for Public Affairs Research at the University of Nebraska Omaha; and the Bureau of Business Research at the University of Nebraska-Lincoln.

Ted Carter, President of the University of Nebraska System, took part in today’s press briefing to discuss the survey.&nbsp; He talked about its purpose, the information it will collect, and how the data will inform the University’s efforts to support businesses.

WCDHD: 280 tested, 17 returned positive

LINCOLN, Neb. (AP) - Nebraska state officials and business groups on Wednesday asked companies and nonprofits to outline what can be done to help them recover financially after the coronavirus pandemic subsides.

The Department of Economic Development, the University of Nebraska and the Nebraska Chamber of Commerce &amp; Industry released&nbsp;<a href="https://nam05.safelinks.protection.outlook.com/?url=https%3A%2F%2Fbit.ly%2FNE-Biz-Survey-2020&amp;data=02%7C01%7Cgschulte%40ap.org%7Cfcf5fc01fee643ab445b08d7e174d119%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C637225764192473167&amp;sdata=GQuOD6fLOV8rP6Vxbs%2FRMPTV%2FccMBL0OkX%2BFrJLUt3M%3D&amp;reserved=0" target="_blank">a survey</a>&nbsp;that asks business owners and nonprofits whether they plan to cut staff, what their top concerns are and whether they plan to seek federal assistance, among other questions.

"This is an opportunity for Nebraska businesses to have their voices heard and to be able to share with us what's going on as we think about how we plan for future growth," Gov. Pete Ricketts said at a news conference.

University of Nebraska President Ted Carter said the university will start compiling the answers as soon as they're received.

"We're very hopeful that people will start filling out those surveys to help bring businesses back to life," he said.

Nebraska had 901 confirmed coronavirus cases and 20 deaths as of Tuesday evening, according to data compiled by the state Department of Health and Human Services. More than 10,800 people have tested negative. Nebraska reported 34 new cases on Tuesday, down from 64 the day before.

Also Wednesday, the Nebraska state employees' union delivered more than 1,600 petitions to Gov. Pete Ricketts' office demanding that he give all state workers the option to work from home if their jobs allow it.

The petitions also call for an extra $2 an hour in "hazard pay" for those who have to work in-person during the coronavirus pandemic. The petition was a follow-up to a letter&nbsp;<a href="https://apnews.com/d7e9a8585de51d73d06204de18ef05f3" target="_blank">the union sent to Ricketts</a>&nbsp;earlier this month with the same demands.

"State employees are concerned and they are anxious," said Justin Hubly, executive director of the Nebraska Association of Public Employees. "We need the governor to take action to ensure their safety."

Hubly said the only safeguard in some state offices is a bottle of hand sanitizer. The union has also questioned why call-center employees aren't allowed to do their jobs from home.

Ricketts, a Republican, has said it isn't possible for all state employees to work from home because the state still has to provide essential services. He has said employees with concerns about their work environment should talk to their managers.

"We've got a lot of people who are working very, very hard in very trying circumstances," Ricketts said Wednesday when asked about the petitions. "These folks are doing their part, and we've got to do our part."

Nebraska officials seek business input for virus recovery

Kearney, Neb.-A pursuit in Kearney that reached speeds of 120 mph ended with the arrest of three individuals.

According to Kearney police, officers identified a grey 2019 Chrysler 300 with Illinois license plates at the intersection of 21st Street and 2nd Avenue.

Police say the vehicle and the occupants of the vehicle matched the descriptions given after counterfeit currency was passed at multiple Kearney businesses.

According to police, officers attempted to initiate a traffic stop, but the vehicle fled and led police on a pursuit that lasted around ten minutes and reached speeds of 120 mph.

The pursuit finally came to an end east of Kearney near Shelton Road and Highway 30, after police successfully deployed spike strips.

The three occupants fled on foot but were taken into custody a short time later.

Police say, three individuals, the driver Danielle Thomas and two passengers, Domonique Dukes and Ja Quan Rogers, we place under arrest and transported to the Buffalo County Detention Center where they are being held on suspicion of criminal possession of a forged instrument, flight to avoid arrest, willful reckless driving and obstruction of an officer.

Kearney police were assisted by the Buffalo County Sheriff's Office, Shelton Police Department and the Nebraska State Patrol.

The product will allow NSP troopers and investigators to use gas masks with reusable filters rather than N95 masks at crime scenes.

Every NSP trooper and investigator has a gas mask, but filters for the current gas masks are in short supply during the COVID-19 pandemic. In searching for a solution, NSP personnel located several hundred filters that were made to fit a different design of gas mask, which was previously used by NSP. However, those filters did not fit the current gas masks.

Working with Lincoln businesses Kawasaki Motors and IntoMetal, an adapter has been produced that allows current gas masks to work with the different model of filter. Kawasaki was able to perfect a design for the adapter and IntoMetal was able to quickly produce the adapter using a 3D printer. The adapters are already being distributed for use throughout the state.

“This is tremendous work by our team and personnel from Kawasaki and IntoMetal,” said Colonel Bolduc. “This project has the potential to save thousands of pieces of PPE, such as N95 masks and face shields. By reducing our need for those valuable resources, hopefully, the limited supplies can be diverted to medical workers and others working on the front lines against COVID-19.”

This project is intended for the masks to be used at crime scenes or during investigations. Troopers will not be wearing gas masks during regular patrols or on traffic stops.

NSP is also eager to share this design with any other law enforcement entities throughout the country that could potentially benefit from combining the MSA Millennium gas mask with the MSA 3-lug bayonet filter cartridges designed for the MSA Advantage 1000 mask. NORTH PLATTE, Neb.-The Salvation Army Food Pantry in North Platte is utilized by many area families. However, with the impacts of the COVID-19 outbreak, many more families are now turning to organizations like the Salvation Army for assistance.

As we all know, where there is an increased supply there is an increased demand. And that's the case at the Salvation Army Food Pantry where they recently served well over 450 families at their produce pickup. Captain Poff with the Salvation Army says this far exceeds what they normally see.

So, in true North Platte fashion, let's fill the Salvation Army Food Pantry.

With a generous match donation from the former longtime owner of Eagle Radio, Bob Schmidt, and the Schmidt Foundation, Eagle Radio is excited to announce that we have the opportunity to fill the North Platte Salvation Army Food Pantry.

Eagle Radio, Schmidt Foundation to match donations made to North Platte Salvation Army Food Pantry

LINCOLN - Nebraska Attorney General Doug Peterson today alerted creditors, debt collectors, and financial institutions that Nebraska law may exempt CARES&nbsp;Act stimulus checks from attachment, garnishment or execution for certain low-income consumers.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law on March 27 and provides emergency assistance for individuals, families,&nbsp;and businesses affected by the COVID-19 pandemic. Under the Act, eligible individuals and families can receive cash assistance including a one-time cash payment of up to $1,200 for each individual or $2,400 for eligible individuals filing a joint tax return,&nbsp;plus an additional $500 for each dependent child.

Nebraska law exempts certain income and property from execution and attachment by creditors and debt collectors. The purpose of these exemptions is to&nbsp;ensure individuals have enough income and property to provide for basic necessities like housing, food, and utilities.

According to the Attorney General, any attempt or threat by a creditor or a debt collector to garnish or attach funds provided through the CARES Act, if&nbsp;that property would have otherwise been exempt under Nebraska law, will be considered an unfair trade practice in violation of Nebraska’s Consumer Protection Act, Neb. Rev. Stat. § 59-1602.

Earlier this week, one of the largest debt collection industry groups, Receivables Management Association International, advised its members to “avoid&nbsp;seeking [CARES Act] funds as a potential source of payment on outstanding consumer obligations.”

However, the CARES Act does allow for stimulus checks to be garnished in cases where people are behind on child-support payments.

Attorney General Peterson reminds Nebraskans that he and his staff are diligently monitoring and investigating consumer complaints related to COVID-19.&nbsp;Consumers are encouraged to visit&nbsp;<a href="http://www.protectthegoodlife.nebraska.gov/">www.protectthegoodlife.nebraska.gov</a>&nbsp;for additional tips for protecting themselves during the COVID-19 crisis.

Attorney General: Proceed with caution when garnishing stimulus check

North Platte Public Schools Foundation in conjunction with North
Platte Public&nbsp;Schools is excited to announce that we are
honoring Taryn Oliver as the NPPS Bulldog Staff member of the month
for&nbsp;April.&nbsp; 

 Miss
Oliver is the Physical Education teacher at Lincoln Elementary. 
Oliver, a graduate of the University of Nebraska Kearney, started her
career at North Platte Public Schools in 2014.   She taught high
school health education before moving to a PE classroom.  She is a
member of the Lincoln PBIS team.  Last fall she organized a Harry
Potter book club for 40 students after school.  



Lincoln Elementary principal Matt Irish nominated Miss Oliver. 

 “Taryn is
relentlessly finding ways to help our students and staff be
successful.  She has been instrumental in developing a wet/cold
weather indoor recess plan to help the students get the exercise and
social interactions they need.” Said Irish.  “Taryn brings excitement and a love of learning to Lincoln Elementary.”

The
April business sponsor was Next Nebraska.  Monthly Sponsors give
honorees a gift basket.  The Foundation provides balloons and a gift
card to the Bulldog Store at NPHS, and Prairie Friends and Flowers
delivers a bouquet.&nbsp;

Taryn Oliver named NPPSD staff member of the month

LINCOLN, Neb. (AP) - The Nebraska state employees' union will deliver more than 1,600 petitions Wednesday to Gov. Pete Ricketts' office demanding that he give all state workers the option to work from home if their jobs allow it.

The petitions also call for an extra $2 an hour in "hazard pay" for those who have to work in-person during the coronavirus pandemic.

"State employees are concerned and they are anxious,"said Justin Hubly, executive director of the Nebraska Association of Public Employees. "We need the governor to take action to ensure their safety."

Ricketts has said it isn't possible for all state employees to work from home because the state still has to provide essential services. He has said employees with concerns about their work environment should talk to their managers.

Anyone who plans to dig should go to their state 811 center’s website or call 811 before digging to request that the approximate location of buried utilities be marked. The state 811 center will take the online user or caller’s information and communicate it to local utility companies. Professional locators will then either indicate that the excavator is clear to dig or visit the dig site to mark the approximate location of underground utility lines with spray paint, flags or both. Once a site has been accurately marked or the utility company has communicated to the excavator that they are clear, it is safe to begin digging. Excavators should confirm that all utilities listed on their locate request have responded before beginning excavation. For private utility lines, it is the owner’s responsibility to determine their location. Utilities will not locate and mark privately owned lines.

Nebraska811 encourages homeowners to take the following steps when planning a digging project this spring:

North Platte High School is joining schools across the state of Nebraska and the nation in the "Be the Light" campaign.

Each Friday at 8:20 p.m., the high school will turn on the Bauer Field stadium lights for 20 minutes to honor those working to fight COVID-19 and remind students, especially seniors, that they're missed.

North Platte residents and students are encouraged to drive by the stadiums during this time and honk their horns in support.

To adhere to social distancing protocols, participants are asked to stay in their vehicles.
