Winter Storm Watch issued for Lincoln County

LINCOLN, Neb. – Though Nebraskans everywhere have been practicing social distancing to prevent the spread of the coronavirus in the community, camping enthusiasts need only look to their home or backyard for the ultimate “getaway.”

“Nebraska Game and Parks Commission knows that camping is one of many people's favorite activities, and we want to encourage you to create memories with your family during this time by doing some of your favorite things at home,” said Parks Division Administrator Jim Swenson.

Until conditions allow for overnight camping at its state park and recreation areas, the Commission is encouraging people to pack up and pitch a tent at home as part of a new campaign: Camp at home, Nebraska.

A fun challenge for you: Camp at home, Nebraska

BENTONVILLE, Ark.&nbsp;— Walmart is launching a Pickup hour for people most at-risk for COVID-19. Each day at select pickup store locations, the hour from 7 to 8 a.m. will be reserved for customers over the age of 60, as well as first responders, customers with disabilities and anyone designated high-risk by the&nbsp;<a href="https://www.cdc.gov/" target="_blank">Centers for Disease Control and Prevention</a>.

This is the latest step Walmart has taken in its COVID-19 response efforts to better support customers who are more vulnerable to the virus. Pickup associates are also following enhanced distancing and sanitation procedures to prevent the spread of the coronavirus. The point of pickup is also contact-free. Customers simply open their trunk, and associates load their groceries in – no need to sign for the order.

“Now more than ever, families are relying on our pickup service to help get quality, fresh groceries to their homes as safely as possible,” Tom Ward, senior vice president, Customer Product said. “These are extraordinary times, and we are constantly looking for ways we can help deliver that same peace of mind to all our customers, particularly those who are most at-risk.”

Customers will see a new prompt on&nbsp;<a href="https://grocery.walmart.com/" target="_blank">Walmart.com/grocery</a>&nbsp;that displays the qualifications for selecting the slot listed as ‘At Risk Only’ and allows those who are eligible to opt in. While this time has been reserved for these groups, all other pickup times are open for their use as well. Customers can begin filling their baskets through the website or through the Walmart app, which is an&nbsp;<a href="https://www.appannie.com/en/apps/ios/app/998754894/" target="_blank">increasingly popular</a>&nbsp;option for families to shop for their household needs. As the coronavirus (COVID-19) pandemic continues, Nebraska is expected to reach our peak in the coming weeks.&nbsp; To help Nebraska stay focused on slowing the spread of the virus, I recently designated April 10th&nbsp;– April 30th&nbsp;as “21 Days to Stay Home and Stay Healthy.”&nbsp; As the virus starts to peak in our state, we need Nebraskans to be especially mindful about limiting its spread.

During this critical phase, we are asking everyone to follow&nbsp;six rules to keep Nebraska healthy:

These six rules will unite Nebraskans in our shared goal of slowing the spread of the virus as we pass through its peak period.

As we continue to learn more about the virus, it’s important to understand the symptoms and risks of COVID-19.&nbsp; If you have a cough, fever, or shortness of breath, you should stay home and contact your medical provider.&nbsp; People with pre-existing conditions are at high risk for COVID-19.&nbsp; These conditions include severe asthma, heart disease, a compromised immune system, diabetes, and lung disease.&nbsp; It’s especially important for at-risk Nebraskans to remain home.&nbsp; If you’re elderly or have health conditions, please reach out to family, friends, co-workers, or your place of worship for help with shopping and meal delivery. &nbsp;

At this time, Nebraskans in good health should help these vulnerable populations and take steps to look after their family, friends, and neighbors who may need extra assistance.&nbsp; The leaders of Greeley Care Home and Assisted Living exemplify the spirit of selflessness and sacrifice that’s helping us win the war on the virus.&nbsp; On March 16th, six staff at the Greeley nursing home decided they did not want to risk catching the virus and exposing residents to it.&nbsp; So they moved in to the nursing home.&nbsp; It’s been their home away from home now for a month.&nbsp; Other staff members go home at nights but have chosen not to do any shopping, meal pickup, or trips to the gas station.&nbsp; They’ve asked family and friends to perform these errands so that they do not have to be out in public.&nbsp; I admire their dedicated commitment to the health and well-being of residents at Greeley Care Home and Assisted Living.

To help keep our health care workers and first responders healthy, the Nebraska Department of Health and Human Services (DHHS) is launching a pilot program to provide lodging for them.&nbsp; Many health care workers, EMS, law enforcement, and corrections officers are concerned about exposing loved ones to the virus—or being exposed by them—after their shift ends and they return home.&nbsp; DHHS is partnering with local hotels to provide lodging to these frontline workers so that they can temporarily live in a more isolated setting. &nbsp;These accommodations are for first responders and medical professionals who cannot quarantine at home or who live in the same household as someone with an elevated risk of infection.&nbsp; Individuals interested in taking part in the program should call 833-220-0018 or visit&nbsp;<a href="http://cip-dhhs.ne.gov/redcap/surveys/?s=8PMAMPKT98" target="_blank">cip-dhhs.ne.gov/redcap/surveys/?s=8PMAMPKT98</a>&nbsp;to request a room.

During this tough time for businesses, Nebraskans have also been stepping up to support Main Street.&nbsp; For example, many Nebraskans have made a commitment to regularly order food and drinks from their local coffeehouse or restaurant during the pandemic.&nbsp; These efforts are helping our dining establishments meet payroll and keep the lights on. &nbsp;Last week, KMTV reported that Nebraska ranks #2 in the nation for supporting dining establishments by ordering takeout and delivery.&nbsp; I urge Nebraskans to continue to participate in Takeout Tuesday each week and to shop online using delivery from local retailers every day.&nbsp; I know our small businesses are extremely grateful for the ongoing support they’ve received from their communities in recent weeks.

The group TRUE Nebraskans posted the announcement on its website. Organizers said the state's social-distancing restrictions have made it too difficult to collect enough signatures by the July 2 submission deadline.

The group pulled its circulators off the streets on March 19. If they had gathered enough signatures, their proposal would have appeared on the November general election ballot.

The proposal would have given a state-funded rebate to Nebraska taxpayers equal to 35% of the taxable value of their property. Some prominent conservatives backed the proposal, but critics, including Gov. Pete Ricketts, argued that it would lead to major cuts to services or tax increases elsewhere.

"With public gatherings and even personal contact limited, there is no reasonable expectation that we can finish the task without needless risk to the health and safety of our circulator network and to Nebraskans in general," the group said in a statement on its website.

Nebraska property tax activists suspend ballot campaign

LINCOLN, Neb. (AP) - Nebraskans who order takeout during the coronavirus pandemic may soon be able to get a side of bread, milk and toilet paper from their local restaurant, Gov. Pete Ricketts announced Tuesday.

Ricketts said he is relaxing state rules that govern what local eateries can sell to give them more flexibility as they struggle with sharp declines in business. The move would allow restaurants to sell food and other goods not labeled for retail sale, including eggs, butter, cereal, produce and disinfectants.

The Nebraska Restaurant Association predicts that 6% of the state's restaurants will close permanently because of the pandemic. Temporarily loosening the regulations could help some survive, said Zoe Olson, the group's executive director.

Olson said restaurants could help fill the gaps left by grocery stores that have sold out of high-demand staples, particularly in rural areas. She said restaurants will likely advertise what they have available on their social media pages.

"This is another revenue stream, another way to get our staff back to work," she said.

Ricketts said the change is designed to preserve jobs and help meet the public's demand for products that have become scarce. Restaurants use different supply chains than grocery stores and tend to buy more products in bulk.

"This will help cut some of that red tape," he said.

The change was possible because the U.S. Food and Drug Administration recently relaxed its regulations on bulk-food purchases, said Steve Wellman, director of the Nebraska Department of Agriculture.

The announcement coincided with "Takeout Tuesday," an earlier declaration by Ricketts to encourage residents to order from restaurants during the pandemic. Ricketts has ordered all of the state's restaurants and bars to close their dining areas for the next few weeks and only offer takeout and delivery services. The rules are designed to discourage large public gatherings and prevent the coronavirus from spreading and overwhelming Nebraska's hospitals.

The department paid $84,000 to eScholar with its last renewal, which ended Oct. 31. Nebraska Education Department accused of software-pirating

SCOTTSBLUFF― Regional West, along with many other hospitals and health systems across the country, has experienced a temporary decline in patient volumes with procedures, testing, and clinic visits due to the COVID-19 pandemic. 

Regional&nbsp;West is beginning to identify staff that will be furloughed on a temporary basis beginning April 19, but their core benefits will continue to be available. 

Regional West is also making other temporary pay reductions throughout the health system to include&nbsp;the executive and leadership teams as well as providers during this period.

First I need to thank everyone that has helped out in the County Clerk’s Office with election items due to the COVID-19 virus. First and foremost is my office staff. They have worked long hours including nights and weekends. I have a great team and my office would not function without them!

They have done their best to maintain their regular duties as well the additional election duties. I want to thank the County Assessor’s office, County Treasurer’s Office, Register of Deeds Office, Tammy White, Kristi Schweger and my family for the time and support they have given to helping with the election process.

I had made the decision once the courthouse closed to the public that we were going to mail early voting application postcards to all the registered voters in Lincoln County in an effort to assist voters. Again thanks to the people above we were able to prep and mail 21,000 postcards in a seven day period.

As of April 9, 2020, at 7:00 P.M. we have received 5332 early voting applications back into our office for processing. We are receiving them by mail, in the drop box, email, and fax. We are working them as quickly as possible to get ballots mailed out to voters. Due to the large volume of requests, it may take longer to receive your ballot this time.

Historically the largest number of early voting ballots ever issued in Lincoln County was for the 2012 General Election. We issued 4129 ballots during the entire early voting period of 35 days. In comparison my office has issued 5332 ballots in 4 days for the 2020 Primary Election as of April 9th.

Voted ballots are also starting to be returned to us. They will need to be logged back into the voter registration system for further processing. As of April 10th, we have 600+ ballots returned to our office.

The State of Nebraska has suspended in-person early voting for the Primary Election in county election offices. We will still continue to accommodate voters who require the use of an ADA accessible ballot marking device or voters who require assistance to complete their ballots. They will need to schedule an appointment with the County Clerk’s Office.

I personally contacted poll workers who have worked at polling sites in Lincoln County in the past to determine if they would still be willing to work on Election Day, May 12th, I require a minimum of 42 poll workers (at least three people for each precinct) on Election Day for the 14 precincts in the City of North Platte. I still need a minimum of 12 more poll workers for the City of North Platte plus at least 10-12 subs who could step in due to people being unable to work for various reasons on May 12th.

There are 10 rural precincts outside the City of North Platte. The following voting precincts have only one or no experienced poll workers at this time: Brady, Medicine (Wellfleet area, Osgood and Sellers (Lake Maloney area, Sutherland and Wallace. Hall Precinct no longer had a building within the precinct that met the necessary requirements for a polling site. Therefore, Hall Precinct will be voting at one of the polling locations in the City of North Platte.

Due to the COVID -19 virus, it is my intention to combine the 14 precincts in the City of North Platte plus Hall Precinct into two polling locations that are large venues. There will still be separate tables and election boards for each voting precinct spaced adequately apart. This will allow me to manage poll workers more efficiently if there are vacancies on Election Day. It will also allow me to have trained staff available to answer questions and offer support to poll workers, as there will be a lot of first time members.

I will continue to work on the rural precincts outside the City of North Platte to determine the best way to serve the voters in those areas.

Lincoln County Clerk releases important election information

WASHINGTON&nbsp;– U.S. Secretary of Transportation Elaine L. Chao announced today the U.S. Department of Transportation’s (DOT) Federal Aviation Administration (FAA) will award $64,602,994 in airport aid to 71 airports in Nebraska to help respond to the COVID-19 public health emergency.
