The next several weeks will be key to slowing the spread of the coronavirus (COVID-19) in Nebraska.&nbsp; The virus is expected to peak in Nebraska during the next month.&nbsp; We can expect more recorded cases as testing expands, and additional deaths as we approach this peak period.

As we wage war against the virus, we are asking Nebraskans to further limit social interactions.&nbsp; Everyone should work, go home, and shop once a week.&nbsp; We all need to stay home whenever possible, stay healthy, and stay connected.

Each one of us has to take personal responsibility for adhering to social distancing rules.&nbsp; Stay six feet away from other people.&nbsp; Do not gather in groups of more than ten people. &nbsp;By working together, we can flatten the curve and slow the spread of the virus.&nbsp;

Currently, we have several social distancing restrictions in force statewide.&nbsp; On April 3rd, I announced that the State’s Directed Health Measure (DHM) now extends to all 93 counties.&nbsp; Among other things, the statewide DHM:

continues to be the leading cause of stress in America, and the
COVID-19 pandemic is only adding to the financial stress on families
due to record high unemployment, says Julie Kalkowski, executive
director of the <a href="https://business.creighton.edu/community-connection/financial-hope-collaborative">Financial
Hope Collaborative</a>
at Creighton University. Before the pandemic, 49% of Americans lived
paycheck to paycheck, according to a recent survey from First
National Bank of Omaha.

Kalkowski
has dedicated her career to helping financially challenged people
achieve financial stability. 


“The
pervasive financial stress the majority of Americans feel is now on
steroids as most Americans did not have savings before this crisis
hit,” said Kalkowski. “Knowing that you are not in this alone is
important to keep in mind as you move forward.”

She
manages a program in Creighton’s <a href="https://business.creighton.edu/">Heider
College of Business</a>
that builds support and accountability through the education of
individuals on the psychology of money, tracking expenses, saving for
emergencies and repairing credit.

Kalkowski
recommends the following to help individuals reduce financial anxiety
both during and after the COVID-19 pandemic:

Don’t
panic. Individuals
can find comfort in knowing they are not in this pandemic alone.
Avoid using credit cards and payday loans to alleviate debt ─ the
high interest rates can have long-lasting negative impacts. Instead,
it’s important to be resourceful and resilient, seeking out
creative solutions, such as contacting landlords, utilities and
creditors to negotiate payment plans. Ignoring bills can make a bad
financial situation worse.

Additionally,
Kalkowski warns individuals to beware of scams, as they seem to be
proliferating right now. Thoroughly vet offers by placing additional
calls and/or seeking out additional information from trusted sources
online. If an offer seems too good to be true, it likely is. To steer
clear of identity theft, avoid sharing personal information through
text or email. 


Focus
on what can be controlled. A
spending plan is the foundation of all financial planning, and
monthly cash flow management is critical. Evaluate how much money is
coming in each month, prioritize what bills need to be paid,
eliminate nonessential spending and track expenses by keeping
receipts. Adjust expenses accordingly each month, focusing on
mortgage or rent, utilities, groceries and items needed to shelter in
place. Having a plan will reduce anxiety.

Make

Set realistic financial goals and determine what can be done
differently over the coming months, focusing on needs versus wants.
While savings are a luxury for most families, setting aside as much
money as possible into an emergency savings fund is a great use of
federal stimulus money, Kalkowski says. After the pandemic, Kalkowski
recommends routinely adding to savings and reducing nonessential
spending, such as consolidating cable plans and making meals at home
instead of purchasing fast food. Also, seek out bargains and compare
prices when shopping to get the best deals possible, but only for
needs, not wants. Staying purposeful with spending can help
individuals avoid spending more than anticipated.

The state received 26,788 new unemployment claims during the week that ended April 4, according to the U.S. Department of Labor.

The new numbers mark the third straight week with a record-setting increase.

The previous record of 24,725 was set in the prior week as state officials imposed new social-distancing restrictions on business and residents hunkered down at home to keep the virus from spreading. That number surpassed the earlier record of 15,700 new claims, which had been set the week before.

The United States had 6.6 million people seeking jobless benefits last week, meaning that more than 10% of workers have lost their jobs in the last three weeks to the coronavirus outbreak.

Nebraska jobless claims hit record for 3rd straight week

NORTH PLATTE, Neb.-The Platte River Mall in North Platte is temporarily closing to help prevent the spread of coronavirus.

Mall officials made the announcement yesterday but said Dollar General will remain open and customers can use their entrance for access.

The length of the closure is not definite at this time, Mall officials will continue to evaluate the situation and will make announcements on their Facebook page.

NORTH PLATTE, Neb.-The Platte River Mall in North Platte is temporarily closing to help prevent the spread of coronavirus.Mall officials made the announcement yesterday but said Dollar General will remain open and customers can use their entrance for access.The length of the closure is not definite at this time, Mall officials will continue to evaluate the situation and will make announcements on their Facebook page.

2 additional COVID-19 related deaths raise total deaths in Nebraska to 14

LINCOLN-DHHS’ Epidemiology team received results from the testing that occurred at YRTC-Kearney this week. All staff and youth were tested yielding 282 tests. The initial case was discovered after a YRTC-Kearney teammate, who did not return to work after becoming symptomatic, tested positive for coronavirus disease 2019 (COVID-19). After a second teammate was identified, DHHS worked with Two Rivers Health Department and the Nebraska National Guard to setup testing which was conducted by the Nebraska Public Health Lab.

One staff member and three male youth tested positive for COVID-19. The additional staffer who has tested positive is at home self-isolating and doing well. The three male youth who have tested positive are asymptomatic and are self-isolating in individual rooms. The necessary areas in the facility have been sanitized and all staff and youth continue to be monitored for symptoms including having their temperature checked daily. In order to protect privacy of those who have tested positive, additional information will not be released.

As indicated in Sunday’s release, the facility is taking steps according to its emergency operations pandemic plan to ensure proper medical care for the youth who have contracted COVID-19 and to allow for continuity of operations. The areas identified in the plan for the youth to self-isolate are now being utilized. Due to safety and security protocols, specifics of where in the facility youth will be quarantined will not be released to the public.

Staff identified as positive for COVID-19 will not be allowed to work until they are appropriately quarantined and are asymptomatic for at least 72 hours.&nbsp;The wellbeing of each youth at the facility is at the forefront of all decision-making. Should additional cases arise, the plan outlines a process for residents to be rotated in and/or out based on medical assessments. Decisions with respect to the care and treatment of youth and/or staff are being guided by the YRTC-Kearney on-site nursing staff along with the DHHS epidemiology team and a physician when necessary, to determine the appropriate level of care. When advised by DHHS epidemiology, public health or a health care provider, staff and youth will be tested for the coronavirus.

DHHS CEO Dannette R. Smith said, “Our proactive approach in deciding to test all staff and residents has certainly assisted with our efforts to identify positive cases and mitigate spread. I am happy to report that the youth who have contracted COVID-19 are asymptomatic and all staff that are positive are well enough to just self-isolate at home without additional medical intervention. North Platte Public Library reopens book drop, remains closed to walk-in traffic

At his daily COVID-19 press briefing, Governor Pete Ricketts issued Passover and Easter proclamations and designated Sunday, April 12th as a statewide day of prayer for those affected by coronavirus. &nbsp;The Governor also thanked community banks in Nebraska for connecting businesses to much-needed financial resources that are available as part of the federal economic stimulus package (the CARES Act).

Gov. Ricketts proclaims Easter Sunday statewide day of prayer

LINCOLN, Neb. (AP) - When Nebraska begins to lift social distancing restrictions, it will do so gradually to prevent another surge in coronavirus cases, Gov. Pete Ricketts said Wednesday.

Ricketts said he still hopes to lift some restrictions at the beginning of May, but he plans to take a cautious approach so that public health officials have time to see whether it's causing cases to spike. For instance, he said the state's ban on gatherings of more than 10 people may first be loosened to allow for groups of 20 or 25 people before it's eliminated.

"It would be something along those sorts of lines," Ricketts said at his daily news conference at the Capitol. "Reopening sit-down restaurants and bars may be a part of that as well, too. As we get into this toward the end of the month, we'll be re-evaluating where we are with regard to where the virus is and making those decisions."

Ricketts and public health officials are trying to avoid a flare-up of the virus that could overwhelm the state's hospitals with sick patients. The Republican governor has issued an array of restrictions on public gatherings, such as forcing schools to close and limiting restaurants and bars to takeout, delivery or carryout services. He hasn't issued a formal stay-at-home order as most of the nation's governors have done, although Nebraska's restrictions are similar.

Nebraska and the rest of the world won't return to a "true normal" until public health officials find a vaccine for the virus, said Dr. James Lawler, a University of Nebraska Medical Center infectious disease expert who advised Ricketts on the state's response to the pandemic.

In an interview, Lawler said Nebraska doesn't appear to be as hart-hit as other states, largely because state officials had more time to react with school closures and crowd restrictions than larger states such as New York. But he warned that the situation could change quickly, and "there's a lot of room for improvement" in how well Nebraska residents have followed the restrictions.

"The data that I can see overall are encouraging," Lawler said. "But we still don't have widespread community testing available and we don't have great visibility of disease prevalence in the community."

For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia, and death.

Earlier Wednesday, Nebraska health officials reported more deaths from COVID-19, the disease caused by the virus. The statewide total is now at least 13.

Lincoln reported that city's first death from the coronavirus. Officials in Douglas County reported two deaths in the Omaha area, including a woman in her 70s and another woman in her 90s who was a long-term care resident at the hard-hit Douglas County Health Center. The long-term care center has seen 15 residents and 10 employees test positive for the disease; two residents there have died.

The Nebraska Department of Health and Human Services also gave some details about two deaths reported earlier. One was a woman in her 60s from Hall County and the other was a man in his 80s from Custer County.

The number of cases statewide had risen to 519 as of midday Wednesday. More than 7,440 residents have tested negative.

Nebraska Children and Families Foundation (NCFF) and Nebraska Early Childhood Collaborative (NECC) worked together to establish this fund to provide Nebraska-licensed child care programs with a one-time immediate award to ensure the continuity of child care operations during the COVID-19 pandemic.&nbsp;

The relief fund will award emergency funds to Nebraska licensed family and center-based&nbsp;child care programs that are open and currently serving families in areas of the state that have partnering relationships with NCFF or NECC initiatives. Together, our goal is to recognize the essential role child care professionals play in helping communities weather this crisis and to ease the burden so that programs can focus on caring for children and families.

Funds, based on availability, will be awarded in the amount of $1,000 (one thousand dollars) per applicant. The applications will be reviewed on a first-come, first-served basis. Programs that are serving children of essential workers and/or accept subsidy will be prioritized in the selection process. WASHINGTON-The U.S. Environmental Protection Agency (EPA) Region 7 announced $522,000 in grant funding for the Nebraska Department of Health and Human Services to help schools and child care programs in Nebraska test for lead within their drinking water systems.

“Knowing that no blood lead level is safe for our children, EPA is committed to continuing a collaborative approach with our state partners to address the threat of lead exposure and protect the health of our nation’s most vulnerable,” said EPA Region 7 Administrator Jim Gulliford. “With the support of these grants, we’re able to help more schools and child care programs test for lead in their drinking water to ensure children are not being exposed by the water they drink while in their care.”

Under EPA’s new Voluntary Lead Testing in Schools and Child Care grant program, EPA has awarded $43.7 million in grants toward funding the implementation of testing for lead in drinking water. This funding is a resource, which creates or expands programs to test for lead in drinking water at schools and child care programs in states and the District of Columbia.

EPA’s 3Ts (Training, Testing, and Taking Action) for Reducing Lead in Drinking Water in Schools will be used by the grantees to assist schools in implementing lead in drinking water testing, including identifying sources of lead such as fountains.

Testing results carried out using grant funds must be made publicly available.

The ethanol industry is in an economic free-fall as fuel demand drops because of the COVID-19 outbreak. Governments around the world are urging or requiring their citizens to stay home as a means to help control the spread of the coronavirus.

The Capital-Journal says as more and more individuals stay home, the demand for ethanol-blended gasoline continues to drop. The pandemic hit the ethanol industry at a time when it was already struggling because of poor market conditions.

The industry had already endured a trade war with China, a glut of oil production that sent ethanol prices tumbling, as well as waivers from the Environmental Protection Agency that helped refineries use less ethanol.

“The important context here is that a lot of the ethanol industry was hanging on by a string before the coronavirus hit,” says Brian Jennings, CEO of the American Coalition for Ethanol.

“We’re seeing unprecedented demand destruction and 2020 is likely going to be a bloodbath for the industry.” The market upheaval has put thousands of ethanol jobs in jeopardy.

It’s also hurt the pocketbooks of the tens of thousands of farmers who provide the corn that ethanol plants use to make the biofuel and its byproducts like dried distillers grains. The per-gallon price paid to ethanol producers dropped 37 percent from February to March.

Vigil withdraws from North Platte Mayor race

PALMETTO, Fla. (AP) — Mounds of harvested zucchini and yellow squash ripened and then rotted in the hot Florida sun. Juicy tomatoes were left to wither — unpicked — in farmers' fields.

Thousands of acres of fruits and vegetables grown in Florida are being plowed over or left to rot because farmers can’t sell to restaurants, theme parks or schools nationwide that have closed because of the&nbsp;<a href="https://apnews.com/cc8214b0c42569742e1d7f56c18025d9">coronavirus</a>.

Other states are having the same issues — agriculture officials say leafy greens in California are being hit especially hard, and dairy farmers in Vermont and Wisconsin say they have had to dump a surplus of milk intended for restaurants.

With most of its harvests in the winter months, the problem is acute in Florida. For example, a few dozen people clamored to buy 25-pound (11- kilogram) boxes of Roma tomatoes direct from a packing plant over the weekend in Palmetto, a city on the western coast.

“This is a catastrophe,” said tomato grower Tony DiMare, who owns farms in south Florida and the Tampa Bay area. “We haven’t even started to calculate it. It’s going to be in the millions of dollars. Losses mount every day.”

Florida leads the U.S. in harvesting tomatoes, green beans, cabbage and peppers this time of year. While some of the crops are meant for grocery stores, many farmers cater solely to the so-called food service market — restaurants, schools and theme parks — hit hard as cities and states have ordered people to stay home and avoid others.

The loss has created a domino effect through the farming industry, Florida’s second-largest economic driver. It yields $155 billion in revenue and supports about 2 million jobs.

Many growers have donated produce to food banks, but there’s a limit on what the charities can accept and storage is an issue for perishable fruits and vegetables. DiMare said some central Florida food banks are full after theme parks shuttered and donated massive amounts of produce.

“We gave 400,000 pounds of tomatoes to our local food banks,” DiMare said. “A million more pounds will have to be donated if we can get the food banks to take it.”

Farmers are scrambling to sell to grocery stores, but it's not easy. Large chains already have contracts with farmers who grow for retail — many from outside the U.S.

“We can’t even give our product away, and we're allowing imports to come in here,” DiMare said.

He said 80 percent of the tomatoes grown in Florida are meant for now-shuttered restaurants and theme parks.

In the past week, 20 federal lawmakers from Florida and state Agriculture Commissioner Nikki Fried sent letters urging U.S. Agriculture Secretary Sonny Perdue to include Florida farmers in federal food purchase and distribution programs so the surplus crops can help feed the hungry and food insecure. Some 37 million Americans struggled with hunger before the pandemic, according to Feeding America, a nationwide network food banks.

The federal coronavirus relief act contains $9.5 billion in aid to farmers.

Some farmers have tried to branch out and sell produce boxes directly to customers, an approach taken in many places as the pandemic slams the restaurant and catering industries worldwide.

On the U.S. West Coast, farmers who grow lettuce and other leafy greens are feeling the pinch.

“The tail end of the winter vegetable season in Yuma, Arizona, was devastating for farmers who rely on food service buyers,” said Cory Lunde, spokesman for Western Growers, a group representing family farmers in California, Arizona, Colorado and New Mexico. “And now, as the production shifts back to Salinas, California, there are many farmers who have crops in the ground that will be left unharvested," particularly leafy greens.

He said a spike in demand for produce at the beginning of the outbreak has now subsided.

“People are staying home and not visiting the grocery stores as often," Lunde said. “So the dominoes are continuing to fall.”

In southern Florida, Paul Allen, president of R.C. Hatton Farms, took a video last week of row after row of vibrant green beans that were scheduled to be shipped to the restaurant industry.

“You can see this is a huge field of green beans,” he said, lifting his cellphone camera to show a tractor plowing all the healthy plants and their beans into the soil.

Allen, who farms about 12,000 acres (4,900 hectares) in Florida and Georgia, is praying that things improve by the time crops in north Florida and Georgia are ready to be harvested over the next two months.

“You just hope you can live another day,” Allen said.
