LEXINGTON, Neb. (AP) - A central Nebraska man caught in the act by sheriff's deputies of raping a woman has pleaded no contest to first-degree sexual assault and other charges.

Court records show David Boyles, 56, of Mason City, also pleaded no contest in Dawson County to violating a domestic protection order, the Kearney Hub&nbsp;<a href="https://www.kearneyhub.com/news/local/mason-city-man-pleads-no-contest-to-sexually-assaulting-woman/article_f006bfec-709b-11ea-baf1-cb6e2987c7c3.html" target="_blank">reported</a>. In exchange for his pleas, burglary and criminal mischief charges were dropped.

Boyles faces up to 51 years in prison when he's sentenced May 4.

Court records say deputies were called to the victim's home on Oct. 12 on reports of a man assaulting a woman. Arriving deputies found a front window broken out and heard a woman screaming inside. Deputies rushed into the house and found Boyles on top of the woman, raping her and he initially refused to stop when ordered to move away from her. He didn't comply until threatened with a stun gun, deputies said.

Deputies reported that Boyles appeared to be intoxicated when he was arrested. Prosecutors say the victim had a protection order against Boyles.

Lt. Loveless #172 joined NSP in 1987 and started his career in the Patrol Division, stationed in Omaha. In 1994, he transferred to Investigative Services and spent several years representing NSP on the Metro Area Fugitive Task Force. In 2005, Loveless was promoted to Sergeant at the NSP Training Academy in Grand Island, where he served for nine years.

While Loveless was instructing at the Training Academy, roughly 25 percent of all current NSP Troopers went through basic recruit camp. He also served in SWAT for 20 years and was the Special Operations Coordinator during his time in Grand Island. In 2014, Loveless was promoted to Lieutenant for the Patrol Division in Omaha, where he served for the rest of his career.

“We’re all better for having worked with Craig. Without question, he’s made Nebraska a safer place through his service and the lasting effect he has had on our agency,” said Colonel Bolduc. “Our hearts are with Craig’s fiancé and his children during this difficult time.”

Nebraska State Patrol mourns loss of Lt. Craig Loveless

LINCOLN –&nbsp;Today, Governor Pete Ricketts announced that the state’s third COVID-19 related Directed Health Measure (DHM) includes Butler, Hall, Hamilton, Merrick, Polk, Seward, and York counties, which will be in effect until May 6th&nbsp;unless renewed.

The first DHM, issued on March 18th, applies to Cass, Douglas, and Sarpy counties and is in effect until at least April 30th.

The second DHM, issued on March 25th, applies to Dodge, Lancaster, Saunders, and Washington counties and is in effect until at least May 6th.

Gov. Ricketts adds Butler, Hall, Hamilton, Merrick, Polk, Seward, and York Counties to state’s Directed Health Measure

Do you like raspberry pie? I do. Today we’ll learn about a different kind of raspberry pie – the kind spelled P-I, as in the mathematical symbol. In this case, Raspberry Pi is the name of a type of computer used by students who are learning to do computer coding.&nbsp;&nbsp;This high-tech project is an initiative of an innovative economic development director in rural Kansas.

Nick Poels is executive director of economic development in Phillips County. He works to build partnerships in various ways to benefit the county as a whole. Phillips County includes the rural communities of Phillipsburg, Logan, Agra, Kirwin, Long Island, Prairie View, Glade, population 86, and Speed, population 35 people. Now, that’s rural.

Nick uses various programs to benefit the county, such as rural opportunity zones, Network Kansas, a commercial revitalization program, and more. In 2018, Nick was in a site council meeting with the Phillipsburg school district when there was discussion about the need to integrate more computer science into education. Forward-looking educators recognized the need for students to have high-tech skills for future careers.

Thanks to Nex-Tech, the local rural telephone company, the community has access to high capacity fiber-optic cable. “Phillipsburg had the benefit of fiber-to-the-premise infrastructure before it reached places like Topeka and Olathe,” Nick said.

He recognized an opportunity to use this capacity and to help students learn high-tech skills. He proposed to his county economic development board that Phillips County Economic Development would partner with the school in a student initiative on computer coding. With the board’s support, PCED bought equipment and online curricula for this project.

At the Fischer Building in downtown Phillipsburg, PCED set up a facility called TechSpace with 25 computer work stations. Nick worked with the school to offer one curriculum for kids in kindergarten through fifth grade and another, more advanced, curriculum for kids in sixth grade through high school.

Among other things, the younger kids were to work with introductory equipment such as Sphero robots and Lego Mindstorm kits. The older kids were to use training computer modules called Raspberry Pi and Arduino, an&nbsp;open-source electronic prototyping software with which users can create interactive electronic devices such as robots.

The program started with the 2019 academic year. “I expected 25 or 30 students,” Nick said. “Now we have 351 students using TechSpace each week.” The school provides busses to take the kids to and from the Fischer Building.

The younger kids are exposed to the basics of computer coding, which is essentially creating digital instructions to direct a computer to carry out a specific task. The older kids’ class time alternates between online classes and hands-on robotics work.

Some kids practice by writing lines of code to direct robots through a maze. Others are building computer games.

Nick’s ultimate goal is to enhance the students’ skills and benefit the workforce and the families of Philips County. He has reached out to people such as Scott DeLoach, head of K-State’s Computer Science department, who has encouraged the project.

“Research from K-State suggests that last year, 600,000 computer science jobs were available in the U.S., with 1 million projected in 2020,” Nick said. “However, the U.S. is only graduating 49,000 computer science graduates a year.”&nbsp;

“This is something totally new for (the students, and they love the challenge,” one teacher said.

“This project has worked so much better than we could have ever expected,” Nick said.&nbsp;

Other communities have expressed interest in this initiative also. “It is with small steps such as this, that we could collectively work toward positioning the state of Kansas as the most computer-literate state in the union,” Nick said.

Today we’ll learn about a different kind of raspberry pie – the kind spelled P-I, as in the mathematical symbol. In this case, Raspberry Pi is the name of a type of computer used by students who are learning to do computer coding.&nbsp;&nbsp;This high-tech project is an initiative of an innovative economic development director in rural Kansas.Nick Poels is executive director of economic development in Phillips County. He works to build partnerships in various ways to benefit the county as a whole. Phillips County includes the rural communities of Phillipsburg, Logan, Agra, Kirwin, Long Island, Prairie View, Glade, population 86, and Speed, population 35 people. Now, that’s rural.Nick uses various programs to benefit the county, such as rural opportunity zones, Network Kansas, a commercial revitalization program, and more. In 2018, Nick was in a site council meeting with the Phillipsburg school district when there was discussion about the need to integrate more computer science into education. Forward-looking educators recognized the need for students to have high-tech skills for future careers.Thanks to Nex-Tech, the local rural telephone company, the community has access to high capacity fiber-optic cable. “Phillipsburg had the benefit of fiber-to-the-premise infrastructure before it reached places like Topeka and Olathe,” Nick said.He recognized an opportunity to use this capacity and to help students learn high-tech skills. He proposed to his county economic development board that Phillips County Economic Development would partner with the school in a student initiative on computer coding. With the board’s support, PCED bought equipment and online curricula for this project.At the Fischer Building in downtown Phillipsburg, PCED set up a facility called TechSpace with 25 computer work stations. Nick worked with the school to offer one curriculum for kids in kindergarten through fifth grade and another, more advanced, curriculum for kids in sixth grade through high school.Among other things, the younger kids were to work with introductory equipment such as Sphero robots and Lego Mindstorm kits. The older kids were to use training computer modules called Raspberry Pi and Arduino, an&nbsp;open-source electronic prototyping software with which users can create interactive electronic devices such as robots.The program started with the 2019 academic year. “I expected 25 or 30 students,” Nick said. “Now we have 351 students using TechSpace each week.” The school provides busses to take the kids to and from the Fischer Building.The younger kids are exposed to the basics of computer coding, which is essentially creating digital instructions to direct a computer to carry out a specific task. The older kids’ class time alternates between online classes and hands-on robotics work.Some kids practice by writing lines of code to direct robots through a maze. Others are building computer games.Nick’s ultimate goal is to enhance the students’ skills and benefit the workforce and the families of Philips County. He has reached out to people such as Scott DeLoach, head of K-State’s Computer Science department, who has encouraged the project.“Research from K-State suggests that last year, 600,000 computer science jobs were available in the U.S., with 1 million projected in 2020,” Nick said. “However, the U.S. is only graduating 49,000 computer science graduates a year.”&nbsp;“This is something totally new for (the students, and they love the challenge,” one teacher said.“This project has worked so much better than we could have ever expected,” Nick said.&nbsp;Other communities have expressed interest in this initiative also. “It is with small steps such as this, that we could collectively work toward positioning the state of Kansas as the most computer-literate state in the union,” Nick said.For more information on Phillips County, go to&nbsp;<a href="http://www.phillipscountyks.org/">www.phillipscountyks.org</a>.Do you like raspberry pie? Food provides opportunities for fun, reassurance at home

MANHATTAN – In normal times, most consumers don’t think twice about a quick trip to the grocery store to pick up a few items.

But these are not normal times. With the threat of the new coronavirus, COVID-19, hanging over most of the country, “social distancing” has become a commonly understood term, one that makes planning trips to the grocery more important.

“In our home, the new object of the game is to see if we can put off a trip to the store,” said Sandy Procter, a nutrition specialist with K-State Research and Extension. “We are challenging ourselves to not make the quick, short trip, if that’s still possible, and to wait until we have a more complete&nbsp;list. It’s our way of trying to minimize those trips and the (social) connections that we are supposed to avoid right now.”

Procter said “it makes more sense than ever&nbsp;to have a plan” when shopping for a quarantine or during a time when we should avoid being around others.

“And then we need to follow that plan and utilize what we have on hand before we make what used to be a second-natured, quick trip to the grocery store,” she said. “We need to be a little more intentional in how we shop; do some work ahead of time to plan meals, then use what we have on hand so that we can keep our distance until things get better.”

Planning a week’s worth of meals isn’t always easy for some. “I have friends who write day-to-day menus in their normal life, and that works well for them,” Procter said.

“But for others – and especially those of us who may have multiple people in our homes for meals that we don’t normally serve – it’s going to take some adapting on the fly.”

Procter offered a few tips for planning meals:

“All of this may be a little hard to adjust to,” Procter said, “and you’re probably going to have some cabin fever setting in soon, if it hasn’t already. But think of family activities that are going to be welcome and reassuring, like cooking or baking or cleaning up together after you’ve had a food experiment or activity.”

Planning meals will also help consumers use common sense and avoid the temptation to hoard goods: “Don’t purposely clear out a shelf in the grocery store of something you need,” she said. “If there are six on the shelf, and you need just one or two, don’t take all six. Leave some there for the next guy.”

“Take what you need, use it, plan well, incorporate everything you have into those menus and be smart about using all of our resources now.”

It’s one of those times that we will think back on and you’ll appreciate having the time to hang out with the kids and teaching them to cook.”</li>

Governor Ricketts issues statement on first COVID-19 deaths in Nebraska

LINCOLN, Neb. (AP) - As eastern Nebraska health officials announced the state's first COVID-19 death Friday afternoon, a second death was announced in south-central Nebraska.

An Omaha man in his 50s became the first known person in Nebraska to die of COVID-19, public health officials announced Friday as the number of cases continued to rise. By Friday evening, the Central District Health Department in Hall County announced that a woman in her 60s had also died of the virus.

The Douglas County Health Department said the man suffered from serious underlying health conditions before he was diagnosed, and he appears to have been infected from a known case out of state. The man had been self-quarantined in his home since March 11, the department said in a news release.

"The family of this individual has our most sincere sympathies," said County Health Director Dr. Adi Pour. "This new disease has been in our community for only a short while, but those with co-morbidities are at greater risk of complications."

In the Hall County fatality, the woman also suffered from underlying health conditions, officials said.

The Douglas County agency also announced Friday that three new cases of the virus were confirmed in the county, bring the state's total to 87. That's up from 74 at roughly the same time Thursday.

Gov. Pete Ricketts announced Friday that he had signed an executive order to loosen licensing restrictions on doctors so that more could work in Nebraska if needed. Ricketts and local elected officials have imposed new bans on large group gatherings to try to keep the virus from overloading the state's hospitals.

"We have plenty of health care professionals to handle the current demand, but as we look down the road, we may see that we need more," Ricketts said at a news conference.

The Nebraska Health and Human Services Department also said in a news release Thursday night that 1,584 tests had come back negative. That number included results from state and commercial labs.

For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia, or death.

Earlier Thursday, officials reported that Nebraska's initial claims for&nbsp;<a href="https://apnews.com/a746ce0fb3e1a0d4f4f5ba83e4ddd76d" target="_blank">unemployment</a>&nbsp;benefits skyrocketed with the rest of the nation's amid the coronavirus pandemic. The claims rose to nearly 16,000 last week from a little less than 800 the week before, according to a federal report.

Nebraska's number shattered the previous state record of 4,003 in a single week, state Labor Commissioner John Albin said. The hardest-hit workers were generally in the foodservice, health care, hospitality and retail industries, Albin said.

In other news, Nebraska Secretary of State Bob Evnen announced that officials still plan to hold the state's May 12 primary election as scheduled.

Game and Parks announces several road closures on wildlife management areas

NEW&nbsp;Gov. Ricketts issued an executive order today to waive some licensing restrictions on health care professionals. This will waive some licensing restrictions for health care workers, waive licensing fees for renewals and new practices, reduce some supervision requirements and waive FBI background checks.&nbsp; Gov. Ricketts said he want to make sure Nebraska is prepared if additional health care workers are needed quickly.

NEW&nbsp;Gov. Ricketts issued an executive order on Thursday, March 26 to allow restaurants and bars to provide mixed drinks sealed with a lid for takeout.

“Our restaurants and bars have been some of the hardest hit businesses during the COVID-19 pandemic,” said Gov. Ricketts.&nbsp; “I've signed an executive order to help them by allowing takeout for pre-made cocktails and other alcoholic beverages as long as they are sealed with a lid.”

NEW&nbsp;Gov. Ricketts reported during his daily news conference today that Nebraska now has the capacity to do up to 1,000 COVID-19 tests each day.

NEW&nbsp;Douglas County Health Department&nbsp;reported Nebraska’s first death today due to COVID-19.

Gov. Ricketts addressed the&nbsp;death&nbsp;in his news conference today. "Condolences go out to family who experienced loss of a loved one. We know we will be impacted like other states—some people will die—our effort is to limit that so we can accommodate those who need to go the hospital. No reason to believe we’ll be immune to what’s happening in other parts of the country," he said.

NEW&nbsp;Department of Education Commissioner Matt Blomstedt&nbsp;joined Gov. Ricketts at his news conference and reported that schools will continue delivering learning sessions under alternative learning environments without students in schools.&nbsp;Blomstedt&nbsp;said the Department of Education will continue to work with local public health officials.&nbsp;Blomstedt&nbsp;said districts are working with high school seniors to make sure they graduate on time.

NEW&nbsp;The risk of severe thunderstorms typically increases across the state of Nebraska during the spring and that includes the risk for tornadoes. Unfortunately, with the COVID-19 pandemic ongoing, people who rely on public sheltering from tornadoes could be faced with the difficult choice of sheltering from the tornado in a community shelter or refraining from going to the shelter in order to limit potential exposure to COVID-19.

NEMA is recommending that your first priority should be to protect yourself from a potential tornado. However, the decision to open a community shelter will ultimately be at the discretion of local or county officials. Before you make the decision to go to a community shelter, you should first check with local officials to ensure they will be open. This should be done ahead of any thunderstorm, well before any warnings are issued. If you rely on community shelters, now is a good time to explore other options that might keep you safe from a tornado while also limiting your potential exposure to COVID-19.

The Nebraska Department of Natural Resources has activated a continuity-of-business plan to keep team members and the public safe during this pandemic. Team members who can work remotely are doing so at this time. Those who need to access the office are practicing social distancing and alternating work days.

In a proactive effort to prevent the potential for spread of the COVID-19, the Nebraska Game and Parks Commission temporarily will close state park lodging in April.

Game and Parks will close park lodging facilities and cabin rentals April 1-30. A possible extension period may be implemented if conditions do not improve. Tent camping and RV camping are available and will be evaluated regularly, following state and federal directives, as well as local health department guidelines.

Public shower buildings are closed through April 30, but park bathrooms, which are sanitized regularly, remain open. The agency is taking proactive measures to protect its customers and employees, including using approved cleaning and disinfecting regiments per Centers for Disease Control recommendations.

Game and Parks will continue to look at other ways to self-limit occupancy and reduce congregations of people to prevent the spread of the virus. LINCOLN –&nbsp;Today,&nbsp;Governor Pete Ricketts issued an executive order to expedite the entry of medical professionals into the workforce.&nbsp; Nebraska currently has ample providers to meet the demand for care.&nbsp; The purpose of the order is to prepare for the possibility of a surge in COVID-19 cases and/or the unavailability of some medical professionals due to quarantine restrictions.

At the press event, Dr. William McDonnell, Medical Director of Blue Cross and Blue Shield of Nebraska (BCBS Nebraska, talked about steps his company has taken to better serve Nebraskans during the coronavirus pandemic.&nbsp; BCBS Nebraska proactively began to offer free telehealth to members&nbsp;before insurance companies were required to do so because they believed it was the right thing to do.&nbsp; BCBS Nebraska has also announced that—as of March 16, 2020—it is reimbursing all credentialed providers 100% of costs for all telehealth visits. &nbsp;This option increases access to healthcare at a time when Nebraskans with COVID-19 or flu-like symptoms are being asked to quarantine. &nbsp;It also protects persons with health risks from having to travel to a medical office.&nbsp;

Gov. Ricketts issues executive order to bolster healthcare workforce

LINCOLN, Neb. (AP) - A 63-year-old Nebraska prisoner has died of what appears to be natural causes, corrections officials said Friday.

John Funaro died shortly after 11 a.m. at the Nebraska State Penitentiary, according to the state Department of Correctional Services.

Funaro was serving a 15- to 20-year sentence for charges in Webster and Buffalo counties that included multiple counts of theft and burglary. He began serving his sentence on Aug. 1, 2016.

The case does not appear to be connected to the global COVID-19 pandemic. A corrections department spokeswoman said no inmates or staff members are believed to have the virus. The department said in a press release that Funaro had been treated for long-term medical conditions.

Investigators are planning an autopsy. A grand jury will investigate the death, a routine step when an inmate dies in custody.
