“We sometimes only think of disasters as weather-related events, but we know that anything that disrupts daily life and community well-being on a large scale is a disaster,” said Bradford Wiles, associate professor and extension specialist with Kansas State University’s College of Health and Human Services. “Thinking about and being compassionate in how we all feel and process our emotions is crucial to our own, our families’, and our communities’ resilience in the face of the current pandemic.”&nbsp;

A K-State publication, written by Wiles and associate professor and extension specialist Elizabeth Kiss, includes information that can help communities recognize the negative effects that tough times have on the mental well-being of children.

Look for ways to help children cope during crisis, experts say

Secretary of State Robert Evnen:&nbsp;<a href="https://sos.nebraska.gov/elections/early-voting" target="_blank">https://sos.nebraska.gov/elections/early-voting</a>

The statewide primary election on May 12 will go forward as planned.&nbsp; Evnen encouraged people to fill out early voting ballet request forms that will be mailed out to voters or to make a request&nbsp;<a href="https://sos.nebraska.gov/elections/early-voting" target="_blank">online</a>. Applications must be completed by May 1.

The Secretary of State said it is easy to vote early by mail. You can request that a ballot be mailed to you. County election offices will begin mailing them out by no later than April 6, and no reason is needed to request a mail-in ballot. There have been about 50,000 requests for mail-in ballots so far. That is more than what Nebraska normally experiences during elections. His office and county election offices are preparing to have a higher number of requests for early voting this election. Secure ballot drop boxes are being added in all counties.

Polling site are taking steps to be prepare for safely voting. Polling site kits will be sent to every precinct in the state to reduce the spread of illness. Separation protocols will be instituted.&nbsp; All voters will be given an individual pen, to vote with, that they then can keep.

Evnen is asking service organizations to provide poll workers. Poll workers are paid, so this will allow service organizations a fundraising opportunity. His office is working with counties to recruit additional poll workers.

Labor Commissioner&nbsp;John Albin&nbsp;reported that 15,668 unemployment claims were filed last week, a more than 1,800% increase from the previous week. The previous highest week for unemployment filings in Nebraska was 4,003. Albin said he expects to see a many additional claims to be filed this week as well.

He reminded everyone to keep filing their weekly claims. The requests will be fast tracked because of new COVID-19 rules, however, weekly requests are still required.

The Nebraska Department of Natural Resources has activated a continuity-of-business plan to keep team members and the public safe during this pandemic. Team members who can work remotely are doing so at this time. Those who need to access the office are practicing social distancing and alternating work days.

NEW&nbsp;In a proactive effort to prevent the potential for spread of the COVID-19, the Nebraska Game and Parks Commission temporarily will close state park lodging in April.

Game and Parks will close park lodging facilities and cabin rentals April 1-30. A possible extension period may be implemented if conditions do not improve. KEARNEY – Students and others returning to the University of Nebraska at Kearney from out-of-state and international travel should self-quarantine for 14 days before or on their return to campus.

Following recommendations from the Nebraska Department of Health and Human Services, UNK students, faculty and staff who left Nebraska for spring break or other recent trips should limit public interactions, practice strict social distancing, self-monitor for symptoms and self-quarantine for 14 days.

Students should self-quarantine in their residence halls and will continue to have access to student academic and support services such as dining, while also social distancing.

UNK also expects all international travelers to self-quarantine.

Off-campus students, faculty and staff who have traveled are expected to stay off campus during their 14-day period.

“Returning travelers pose a serious risk of accelerating the spread of COVID-19 in our state,” said Dr. Gary Anthone, chief medical officer and director of public health for DHHS. “We are asking Nebraskans to limit unnecessary travel, and any returning travelers should assume that COVID-19 is present at the locations they have visited and traveled through.”

Everyone should assume they have already come into contact with COVID-19, said UNK and state health officials. The virus is likely so widespread that tracing the specific number of infections and locations of cases is difficult and not a good use of testing and resources.

Self-quarantining means refraining from contact with people and removing yourself from situations where others could be exposed or infected. It also includes self-monitoring to identify if COVID-19 infection symptoms develop.

Those who self-quarantine and self-monitor can cease after 14 days if they develop no respiratory illness symptoms such as fever, cough, shortness of breath, sore throat and runny nose.

If a returning traveler develops fever or respiratory illness, they need to immediately self-isolate and report to a health care provider or local health department. Self-isolation is when you have been instructed to separate yourself from others with the purpose of preventing the spread of the virus, including those within your home.

According to the Centers for Disease Control and Prevention, an individual can stop self-isolation if it has been at least seven days since symptoms first appeared, the person has been free of a fever for at least 72 hours, and all other symptoms such as a cough have improved.

UNK asks returning spring breakers to self-quarantine for 14 days

OMAHA, Neb. (AP) - An Omaha police officer is among those who have tested positive for the new coronavirus in Nebraska, officials said Thursday.

A news release from the Omaha Police Department said the officer had recently traveled out of state on vacation and self-quarantined upon return. The officer, whose name hasn't been released, has not returned to work since the trip, police said.

The officer was among four new cases reported Friday out of Douglas County, bringing the state's total to 72.

News of the new cases came as Nebraska's initial claims for unemployment benefits skyrocketed with the rest of the nation's amid the coronavirus pandemic. The claims rose to nearly 16,000 last week from a little less than 800 the week before, according to a federal report released Thursday.

Nebraska's number shattered the previous state record of 4,003 in a single week, state Labor Commissioner John Albin said at a news conference with Gov. Pete Ricketts. Albin said the hardest-hit workers were generally in the food service, health care, hospitality and retail industries. Food service workers alone counted for about 40% of the new filings.

The state already has waived many of its requirements to collect unemployment benefits, including a mandate that recipients make at least five attempts per week to get a new job.

Albin said state officials hope to fast-track new claims but first have to get the initial surge in applications. He said the agency has opened a new call center to handle the deluge of requests from laid-off employees and will "move heaven and earth" to help people, but he urged residents to apply online instead of over the phone because it's faster.

He said "all is not dark," given Nebraska's relatively strong economy and low unemployment before the outbreak, and predicted that the state would rebound once businesses can operate as normal. Nebraska had a major worker shortage before the outbreak, with about 34,000 open jobs listed on the Nebraska Department of Labor's website.

"You can argue about whether those are available today, but you've got to think that sometime in mid-April, early May, those jobs are going to start coming back," Albin said.

Nationally, 3.3 million people in the U.S. filed unemployment claims in the week ending March 21, compared with 282,000 the week before.

"Nearly every state providing comments cited the COVID-19 virus impacts," the U.S. Labor Department report said. "States continued to cite services industries broadly, particularly accommodation and food services."

Earlier this week, public health workers announced that a health care worker is believed to be the source of an outbreak at a Blair assisted living facility. The worker is the third person tied to Carter Place to have tested positive for the virus, said Terra Uhing, executive director of the Three Rivers Public Health Department.

For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia, or death.

In other news, Nebraska Secretary of State Bob Evnen announced that election officials still plan to hold the state's May 12 primary election as scheduled. Evnen said many counties have already sent early ballot request forms to voters to streamline the process and will open polling places with extra safety precautions. Evnen said he still expects good turnout.

"I don't think Nebraskans are going to stay away from the polls or not vote because of a microbe," he said.

Omaha police officer has COVID-19; state jobless claims soar

LINCOLN –&nbsp;Today, Governor Pete Ricketts issued an executive order to expand access to childcare options during the coronavirus 2019 (COVID-19) pandemic.&nbsp;

The Governor also announced that the May 12th&nbsp;primary election will continue as scheduled in Nebraska. &nbsp;He emphasized that fulfilling the State’s duty to carry out elections is vital to the health of our democratic republic. &nbsp;Secretary of State Bob Evnen joined Gov. Ricketts to talk about how the election will take place.&nbsp; He said that Nebraska voters will receive an early voting request form by mail, which needs to be filled out, signed, and sent into county election officials by May 1, 2020, to receive an early voting ballot.&nbsp; He encouraged Nebraskans to vote early by mail or by delivering their ballot to dropboxes located outside of county offices.&nbsp;

assisted living and nursing facilities are working to prevent the
Coronavirus from impacting its residents. The Nebraska Health Care
Association is asking businesses to consider donating items such as
face masks and shields, disposable gloves, scrubs, and alcohol-based
sanitizer to their local assisted living or nursing facility.

“We’re
hearing from our peers in other states that otherwise unconventional
partners to long-term care are donating items and playing a part in
preventing the spread of the Coronavirus in their local assisted
living or nursing facility,” said Heath Boddy, NHCA President and
CEO. “We’ve even heard that local businesses, such as clothes
manufacturers are shifting their focus to the production of hospital
gowns. If Nebraskans are looking for ways to help our state in this
pandemic, these are great examples of how they can do that.”

NHCA
recommends businesses and organizations – including dental clinics,
veterinarians, schools, brewing companies, salons, tattoo parlors,
and textile, manufacturing, and construction companies – contact

LINCOLN, Neb. (AP) - Nebraska's initial claims for unemployment benefits skyrocketed with the nation's last week amid the coronavirus pandemic, rising to nearly 16,000 from a little less than 800 the week before, according to a federal report released Thursday.

Nationally, 3.3 million people filed unemployment claims in the week ending March 21, compared with 282,000 the week before.

The dire financial news came as two more COVID-19 cases were confirmed in Nebraska, bringing the state total to 68, state officials said.

The announcement Wednesday night follows the Legislature's approval of an $83.6 million emergency&nbsp;<a href="https://apnews.com/91b05abf7280c070bbd4ed3f185f97e7" target="_blank">relief package</a>. Gov. Pete Ricketts signed the bill that will provide money for additional medical and cleaning supplies, tests and overtime for state health care workers.

The governor also added Lancaster, Dodge and Saunders counties to the list of places where restaurants and bars will have to close their dining rooms because of the health risk. Similar restrictions were already in place for Douglas, Sarpy, Cass and Washington counties. Combined, all of those counties account for more than 1.1 million people and well over half of the state's population.

KEARNEY – Classic rock played on the stereo as Matt Malcom and Anthony Mancini cruised the streets of Kearney, looking for the next address on their list.

Cartons of milk and takeout containers loaded with roasted pork, potatoes and green beans filled the backseat of the Jeep Compass, which served as their delivery vehicle on Tuesday.

“This is my favorite part – getting out of the car,” Mancini joked as they pulled up to a small house in the heart of the city.

The University of Nebraska at Kearney wrestler – wearing a large brace on his left knee and holding a crutch under one arm – is recovering from an ACL reconstruction surgery he underwent last week. But that wasn’t going to stop him from helping people in need.

“In the grand scheme of things, a torn ACL really isn’t that bad,” said Mancini, a graduate student studying&nbsp;<a href="https://www.unk.edu/academics/csp/student-affairs.php">higher education student affairs</a>. “There are people who have lost their sources of income and elderly people who can’t go out because of the risk. Yeah, it’s not the most convenient thing for me, but it’s nothing compared to what a lot of these people are facing.”

Like several other members of the UNK wrestling team, Mancini and Malcom are volunteering their time to assist&nbsp;<a href="http://hotmealsusa.com/">Hot Meals USA</a>, a Kearney-based nonprofit that provides food to people impacted by disasters. The organization recently mobilized in response to the ongoing coronavirus (COVID-19) pandemic, which has forced businesses and schools to close and altered everyday life for many Nebraskans.

Supported by donations, Hot Meals USA provides free meals 11 a.m. to 2 p.m. Mondays through Saturdays. Food can be picked up using a drive-through lane in the Museum of Nebraska Art parking lot, 2401 Central Ave., or home delivery is available by calling Kearney Jubilee Center at 308-234-3880.

Hot Meals USA founder and director Dick Cochran expects to serve about 6,000 meals this week, and volunteers are a vital part of that process.

“We’ve had so many young folks down here helping,” Cochran said. “It’s just been such a blessing. I can’t tell you how much we appreciate these guys.”

Led by head coach Dalton Jensen, the UNK wrestling team got involved last week, with student-athletes and coaches lending a hand each day.

“There are a lot of people in need right now. Some people are struggling to even get a daily meal,” said Jensen, who wasn’t surprised by his team’s willingness to step up and help out.

“These guys know it’s important for us to give back to the community, which has been so great to us and supportive of UNK wrestling,” he added.

Malcom and Mancini, who have both volunteered multiple days, didn’t think twice about spending part of their spring break delivering meals in Kearney.

“The community does a lot to support us and I think it’s important for us to give back to them in any we can, especially right now when times are hard,” Mancini said.

A Delaware native, Mancini transferred to UNK from Franklin &amp; Marshall College in Pennsylvania, where he wrestled for four years. It’s rare to see a city embrace a collegiate wrestling program the way Kearney does, he said.

“That’s why all of us are willing to do whatever it takes to help them out,” Mancini said.

Malcom, an Iowa native studying&nbsp;<a href="https://www.unk.edu/academics/hperls/health_pe.php">physical education</a>, agrees with his teammate.

“Everyone knows this has been a tough situation,” he said. “We’re all pretty fortunate to be where we’re at in our lives, but we can’t forget about those who need a little extra assistance.”

As the wrestlers made their way around town Tuesday, the community showed its gratitude with a warm smile and sincere “thank you” at every stop.

“I appreciate what they’re doing,” Kearney resident Jean Johnson said. “I think it’s wonderful. They’re helping out the city and the people who live here.”

UNK wrestlers become delivery drivers to support community, Hot Meals USA

LINCOLN –&nbsp;Two community-transmitted cases of coronavirus disease 2019 (COVID-19) were identified today – One in Lancaster County and one in Saunders County. Both cases were reported yesterday. Another community transmitted case was identified yesterday in Sarpy County. Community transmission is when people have COVID-19 but public health officials are unable to identify how or where they became infected.

*State and local health departments are testing and publicly reporting their cases. In the event of a discrepancy between DHHS cases and cases reported by local public health officials, data reported by the local health department should be considered the most up to date. Also, if a case is reported and it’s determined the person isn’t a resident of that particular county, it will be moved to the appropriate county. If it’s determined a person isn’t a resident of Nebraska, the case will be removed from the case count.

Another community transmitted case was identified yesterday in Sarpy County. In the event of a discrepancy between DHHS cases and cases reported by local public health officials, data reported by the local health department should be considered the most up to date. Also, if a case is reported and it’s determined the person isn’t a resident of that particular county, it will be moved to the appropriate county. If it’s determined a person isn’t a resident of Nebraska, the case will be removed from the case count.

LINCOLN –&nbsp;Today, Governor Pete Ricketts welcomed the news that the Small Business Administration (SBA) has issued a statewide economic injury declaration for Nebraska.&nbsp; The declaration qualifies small businesses throughout the state to apply for SBA disaster assistance loans.

“As Nebraska steps up its efforts to combat coronavirus, we’ve limited the size of public gatherings and asked people to stay home when possible,” said Gov. Ricketts. &nbsp;“These temporary measures are vitally important to public health, but they present challenges for the day-to-day operations of many small businesses.&nbsp; Nebraska is grateful to the SBA and Administrator Carranza for offering much-needed financial assistance to our hard-working store owners and entrepreneurs at this time.”

“The hard work and creativity of Nebraska’s small business owners enrich our communities and grows our state,” said Nebraska Department of Economic Development Director Tony Goins.&nbsp; “SBA loans will give small businesses the needed financial resources to weather the current pandemic and will set them up to thrive throughout the rest of 2020.”
