LINCOLN, Nebraska&nbsp;– The voting members of the Nebraska Association of Resources Districts (NARD) Board of Directors elected new officers during their board meeting March 9, 2020.

The NARD Board consists of representation from each of the Nebraska’s 23 Natural Resources Districts (NRDs). The board meets five times throughout the year and helps guide the association and NRDs in decision making that protects lives, property and the future of Nebraska’s natural resources. The NARD Risk Pool Board governs the health insurance program for NRD employees. Since its inception in 2007, the program has held the average annual cost increases for health premium rates below 4.5 percent.

Jim Eschliman, NARD President (Ericson, Nebraska)Jim Eschliman from the Lower Loup NRD was elected president of the NARD Board and NARD Risk Pool Board. He has served as vice president since 2018 and has been on the boards since 2016. Eschliman has served on the Lower Loup NRD Board 15 years, is the current vice-chairman, and has also served on the program and projects committee. Eschliman is also serves on his local co-op board and the Cattleman’s Beef Board. After selling his dairy cows in 2018, he considers himself retired and resides near Ericson with his wife, Deb.

Milt Schmidt, NARD Vice President (Lincoln, Nebraska)The NARD Board and NARD Risk Pool Board elected Milt Schmidt from the Lower Platte South NRD as vice president. He previously held the position of secretary-treasurer since 2018 and has been on the boards since 2016. Schmidt also served as an alternate NARD board member from 2014-2016. He was elected to the Lower Platte South NRD board in 2012 and has served in several leadership roles for the district including: two years as chairman of the Recreation, Forestry &amp; Wildlife Sub-committee and two years as chairman of the Platte River Sub-committee. Schmidt also served two years as secretary for the district. After 35 years with Goodyear, Schmidt retired and went on to work five years for United Way in Lincoln. He continues to volunteer his time for many charities in the Lincoln community.

Marty Graff, NARD Secretary-Treasurer (Ainsworth, Nebraska)Marty Graff of the Middle Niobrara NRD was elected as secretary-treasurer of the NARD Board and NARD Risk Pool Board. Graff has served on the Middle Niobrara NRD Board 25 years and on the NARD boards since 2018. He farms with his wife, Brenda, and sons near Ainsworth. Off the farm, Graff serves on the East Woodlawn Cemetery Board (Johnstown, Nebraska) and is active in the Elks Club helping with youth baseball and wrestling.

Larry Reynolds, NARD Past President (Lexington, Nebraska)Larry Reynolds of the Tri-Basin NRD will remain on the executive committee as the NARD Board past president. He has been on the NARD boards eight years, serving as NARD secretary-treasurer from 2014-2016, vice president from 2016-2018 and president from 2018-2020. Reynolds has been a member of the Tri-Basin NRD Board for 35 years. He served in the U.S. Air Force eight years and in the Nebraska Air National Guard 18 years. Reynolds currently farms and helps manage the family’s cow-calf operation near Lexington.

Wilson Public Library announces policy changes during virus outbreak

LENEXA, Kan.-The U.S. Environmental Protection Agency (EPA) is releasing an expanded list of EPA-registered disinfectant products that have qualified for use against SARS-CoV-2, the novel coronavirus that causes COVID-19. The list contains nearly 200 additional products—including 40 new products that went through the agency’s expedited review process. Public safety and the safety of our staff are our number one priority. At the direction of Library Director, Cecelia Lawrence, the following steps are to be implemented immediately to protect our workforce and the public, while ensuring continuity of operations during this impending crisis.

1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All public meeting room use is suspended until further notice. Meeting Room Reservations will not be taken for meeting rooms until after April 20, 2020.

2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All Library programming is suspended and will resume when deemed appropriate.

3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Technology Learning Resource Center (computer center) will be closed at 3PM today (March 16, 2020) and resume hours when deemed appropriate.

4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Creation Station Makerspace lab will be closed and will resume hours when deemed appropriate.

5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Stay home if you are sick. Practice regular hand washing and cleaning. Do not touch your face.

North Platte Public Library announces changes amid coronavirus outbreak

LINCOLN –&nbsp;This morning, Governor Pete Ricketts met with cabinet members at the State Emergency Operations Center (SEOC, as he unveiled new guidance further limiting public events and gatherings. &nbsp;

“We are updating Nebraska’s guidance for closures and event sizes to align with new guidance issued by the CDC late yesterday,” said Governor Ricketts.

Updates to event size and closure guidance that are effective immediately include:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Public events and gatherings are limited to 50 people or less statewide.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Bars and restaurants will move to takeout only on a regional basis when:

o&nbsp;&nbsp;A second community transmission case is confirmed in the Omaha area.

o&nbsp;&nbsp;1-2 confirmed community transmission cases in Lincoln.

o&nbsp;&nbsp;1 confirmed community transmission case for other Nebraska communities and Nebraska’s Educational Service Units.

At present, one community transmission case has been reported in the state.

The role of the SEOC is to track cancellations and closures across the state, respond to any requests for assistance from local emergency managers, and develop a common operating picture to keep local officials aware of the evolving situation.

Town Hall Lecture Series postpones upcoming speaker

NORTH PLATTE, Neb.-North Platte's popular attraction, The Golden Spike Tower, has announced limited hours and some changes to their policies as the country continues its showdown with the COVID-19 coronavirus.

Executive Director Kirsten Parker made the following announcement:

I just wanted to touch base on any updates that we are learning with the ever-changing Corona Virus policy and procedure.

The CDC has recommended that any large groups of 50 or more, should be canceled. We will follow this recommendation. Therefore, large groups, field trips and events will be canceled for the next 8 weeks. This does include the Canteen Celebration, scheduled for April 1st and our annual Community Day, scheduled for May 3rd.&nbsp;&nbsp;&nbsp;We are still planning on hosting North Platte Rail Days for August 7th-9th.&nbsp;

In addition, will also not allow more than 50 people in the building at one time, we are still in our “slow season” and with a decline in travel, are only, averaging 20-25 per day, and are able to keep up with the aggressive disinfectant policy we have established.

As a reminder, I encourage us all to be aware of our personal hygiene.

1. Don’t Touch Your Face: This virus enters through the eyes, nose, and throat. Therefore, you should stop touching your face. Use a tissue if you need to touch your face and discard promptly after use. We have extra tissue boxes available throughout the tower, should you need it.

2. Wash your hands with soap for 20 seconds and frequently, use hand sanitizer (alcohol-based) in between washings. We are fully stocked on foam hand was in our restrooms and have installed several hand sanitizer stations throughout the tower.

3. Cover your mouth when sneezing or coughing. Use a tissue or into your elbow. If you are near someone, please move 6 feet away do so.

4. Allow for personal space. Please do not go in for a handshake, fist bump or hug. We also believe in keeping the recommended 3 feet, social distancing a priority with your visit.

NORTH PLATTE, Neb.-North Platte's popular attraction, The Golden Spike Tower, has announced limited hours and some changes to their policies as the country continues its showdown with the COVID-19 coronavirus.Executive Director Kirsten Parker made the following announcement:I just wanted to touch base on any updates that we are learning with the ever-changing Corona Virus policy and procedure.The CDC has recommended that any large groups of 50 or more, should be canceled. We will follow this recommendation. Therefore, large groups, field trips and events will be canceled for the next 8 weeks. This does include the Canteen Celebration, scheduled for April 1st and our annual Community Day, scheduled for May 3rd.&nbsp;&nbsp;&nbsp;We are still planning on hosting North Platte Rail Days for August 7th-9th.&nbsp;In addition, will also not allow more than 50 people in the building at one time, we are still in our “slow season” and with a decline in travel, are only, averaging 20-25 per day, and are able to keep up with the aggressive disinfectant policy we have established.As a reminder, I encourage us all to be aware of our personal hygiene.1. Don’t Touch Your Face: This virus enters through the eyes, nose, and throat. Therefore, you should stop touching your face. Use a tissue if you need to touch your face and discard promptly after use. We have extra tissue boxes available throughout the tower, should you need it.2. Wash your hands with soap for 20 seconds and frequently, use hand sanitizer (alcohol-based) in between washings. In the last week, the Covid-19 virus (Also known as Coronavirus) has been in the news a great deal.&nbsp; Due to concerns with the virus, major local, state, national, and even global events have been cancelled or postponed.&nbsp; This is an unprecedented event for anyone, regardless of age.&nbsp; There is serious concern with the virus and how it can impact people.&nbsp; People over the age of 60, and those with compromised&nbsp;immune systems or prior conditions are at the greatest risk.&nbsp;&nbsp;

For most young&nbsp;people, the risk is much less serious, but even young, healthy people can act as carriers of the virus.&nbsp; At this point, there&nbsp;have&nbsp;been cases of young people getting seriously sick from Covid-19, but these have not been frequent.&nbsp; Even if a young person is not seriously affected&nbsp;by Covid-19, they can pass it on to others that are at greater risk.

As this is written, approximately half of the states in our country have closed all schools in their states for different periods of time.&nbsp; Many of the largest school districts in both our country and state have also done this.&nbsp; Major sporting events, activities, and businesses at all levels have also taken steps never before seen in order to limit the spread of Covid-19.&nbsp; This is an example of our country taking the virus seriously in order to protect what is most precious to us:&nbsp; People.

Today, North Platte Public Schools is one of several districts in Nebraska to close it's doors.&nbsp; This is being done as a precaution.&nbsp; As this is written, there are NO CONFIRMED CASES in our community.&nbsp;&nbsp;

NPHS principal sends message of support to students, families

KEARNEY – A new public-private partnership between the University of Nebraska at Kearney and a Nebraska investor will bring a $48 million housing project to the University Village development at UNK.

Millennium Development and UNK jointly announced the upscale townhome and apartment project at a Monday news conference.

The investor of the privately funded project is real estate developer Scott Rief of Grand Island. Rief’s company, Millennium Development, will build, own and manage the Kearney project. UNK will lease the land to Millennium.

“Partnering with the university is an opportunity you don’t get every day. When I invest in a community it’s about location, and UNK has a tremendous location,” Rief said. “I share UNK’s vision on what this space can be, and that makes this a very special and exciting partnership.”

The housing development will be built in four phases, with the first including 86 units, a clubhouse, outdoor swimming pool, indoor and outdoor gyms, carriage house, attached garages and courtyard. It will be constructed southwest of the central green space at University Village.

Initial construction will include five buildings – including a mix of apartments and townhomes – and two 10-plex units. The $14 million first phase will also include a 5,000-square-foot retail space with a restaurant planned as the anchor business.

Construction is expected to begin in August and targeted for completion in June 2021. The housing is not just for university students, faculty and staff, but the entire Kearney community.

The overall housing development is planned in four phases over five years and will include 230 units, which will be a combination of apartments, 10-plexes and townhomes.

Millennium Development’s partnership with UNK is the largest private investment on a construction project in the university’s history.

“This announcement is significant because it demonstrates the desire of private industries and businesses in working with the university to invest in important community and business development opportunities,” said UNK Chancellor Doug Kristensen. “Projects like these are the future of public universities, and are how universities will prosper and grow, thoughtfully and intentionally, through similar private partnerships.”

Rief said the development will be “especially attractive” to students, young professionals and community members looking for “trendy, upscale and urban” living.

“This is a walkable city and community-based living where people will be comfortable in both outdoor and indoor spaces,” he said. “One way you rate a property is on walkability, and this location is a win because UNK is bringing in other amenities and projects that will make University Village a destination.”

The housing development is designed by Weaver Sherman Design out of Indianapolis, which was involved with a project at Purdue University similar to UNK’s University Village. Lincoln-based engineering and design firm Olsson also is involved.

University Village is a public-private development along Highway 30 south of UNK’s main campus planned as a mixed-use urban village featuring residential, retail, academic, recreation, community engagement and service industry facilities in a pedestrian-oriented neighborhood.

The 104-acre development includes Village Flats, a 99-unit, apartment-style housing complex for UNK students, staff and faculty completed in summer 2018, and UNK’s LaVonne Kopecky Plambeck Early Childhood Education Center, which opened in 2019. An indoor tennis complex and Regional Engagement and Alumni Center are also planned for construction.

AAA says most states see double-digit pump price drop on the week

LINCOLN, Neb. (AP) - The Nebraska Legislature suspended its session on Monday to try to prevent the spread of the coronavirus.

Legislators were off Monday but had been set to reconvene Tuesday. The session has now been postponed and it's not clear when lawmakers will return to the Capitol.

Speaker of the Legislature Jim Scheer said legislative leaders made the decision to protect lawmakers as well as the public.

"We have concluded that suspending the session is in the best interest of the state," Scheer said in a memo to lawmakers.

Sen. Adam Morfeld, of Lincoln, said roughly two-thirds of the Legislature's 49 senators are old enough to be in the high-risk category if they were to catch the virus.

"We will continue to work on solutions," he said.

Lawmakers have yet to pass a state budget, as they typically do every year. They also haven't agreed on legislation to lower property taxes, which many of them identified as their top priority. Scheer said lawmakers could be briefly called back into session as early as next Monday to pass emergency funding to help fight the virus.

The Legislature's decision came as the number of coronavirus cases in Nebraska climbed to 20. Douglas County health officials announced two new cases Monday to bring the number of cases in the county to 18. One of those cases is travel-related and the other sickened person had had contact with an earlier local case.

Omaha Mayor Jean Stothert said the city was imposing a 50-person limit Monday on all gatherings.

On Sunday, Susie Buffett, the daughter of billionaire investor Warren Buffett, told the&nbsp;<a href="https://www.omaha.com/livewellnebraska/health/warren-buffett-s-daughter-susie-exposed-to-coronavirus/article_0008f06b-07f2-5c6c-9571-9cb42b9b7579.html#1" target="_blank">Omaha World-Herald</a>&nbsp;that she was exposed to the virus and had isolated herself at her Omaha home for two weeks. She said she feels fine and doesn't think she had contracted COVID-19, which is caused by the virus that originated in China. The session has now been postponed and it's not clear when lawmakers will return to the Capitol.Speaker of the Legislature Jim Scheer said legislative leaders made the decision to protect lawmakers as well as the public."We have concluded that suspending the session is in the best interest of the state," Scheer said in a memo to lawmakers.Sen. Adam Morfeld, of Lincoln, said roughly two-thirds of the Legislature's 49 senators are old enough to be in the high-risk category if they were to catch the virus."We will continue to work on solutions," he said.Lawmakers have yet to pass a state budget, as they typically do every year. They also haven't agreed on legislation to lower property taxes, which many of them identified as their top priority. Scheer said lawmakers could be briefly called back into session as early as next Monday to pass emergency funding to help fight the virus.The Legislature's decision came as the number of coronavirus cases in Nebraska climbed to 20. 'Big Idea North Platte' event postponed due to coronavirus concerns

LINCOLN, Neb. (AP) - The Nebraska unemployment rate dropped to 2.9% in January, which was down a tenth of a percentage point from the revised December figure of 3%, according to state report released Monday.

The rate also was a tenth of a point under the 3% figure reported for January 2019, the Nebraska Labor Department report said.

"The state's total labor force and number of employed workers in the labor force were both up over the month and over the year in January," said state Labor Commissioner John Albin. "There were normal seasonal declines in some industries."

Nonfarm employment for January 2020 was 1,020,166, which was down by 17,135 over the month, the report said.

The national seasonally adjusted unemployment rate for January was 3.6%, which was up a tenth of a point from the December 2019 rate of 3.5% and down four-tenths of a point from the January 2019 rate of 4%.

The labor department provided January rates for the state's statistical areas but said it could not yet provide December's revised date for comparison because of benchmarking. That's the annual process of aligning estimated data from one employment statistics program with known employment numbers from a quarterly employment census. The benchmarking is necessary to ensure the quality of the labor data, the department said.

The Grand Island area rate for January was 4.8%, the department said. The Lincoln rate was 2.6% and the Omaha rate was 3.1%. Unemployment rates for those three statistical areas have not been seasonally adjusted, so they cannot be directly compared with the state unemployment rate, the department has said.

LINCOLN –&nbsp;The first community transmitted case of coronavirus disease 2019 was identified in Douglas County yesterday. Today, contact investigations related to cases of COVID-19 in Douglas County also have identified several events and locations in the Omaha area and Sarpy County that could result in potentially high numbers of people exposed in the community and could affect Nebraskans statewide.

People who were at the following locations -&nbsp;<a href="https://www.douglascountyhealth.com/latest-news" target="_blank">https://www.douglascountyhealth.com/latest-news&nbsp;</a>&nbsp;-&nbsp;during the time frames mentioned should self monitor for the development symptoms that include a fever, cough, shortness of breath and in some cases a sore throat.&nbsp;&nbsp;

“We are monitoring the situation for a second community-acquired case, said Dr. Gary Anthone, Chief Medical Officer and Director of Public Health for the Nebraska Department of Health and Human Services (DHHS). “The number of exposures associated with these events is potentially very high and may be beyond the ability for public health to continue to do complete contact tracing as we have been able to do up until this point.

“We need your help. DHHS is advising Nebraskans to stay home if they're experiencing any symptoms consistent with COVID-19 or other respiratory illnesses including fever, cough, shortness of breath and in some cases a sore throat. By staying home you protect those in your community."

Social distancing and taking other actions to slow the spread of COVID-19 is critical. Slowing the spread of the virus will help decrease the potential strain on health care providers and facilities and help ensure care for those who may need it.

As we've already seen in some areas, Nebraskans should continue to expect closures and cancellations in their communities as we work to slow the spread of COVID-19. Public health officials, health care providers, and laboratories are working daily to increase Nebraska's capacity to test more people for COVID-19.&nbsp; &nbsp;

DENVER (CDPHE)-Due to the extensive spread of COVID-19 in a number of mountain resort communities, the Colorado Department of Public Health and Environment (CDPHE) strongly recommends that anyone who lives in or has visited those communities in the past week minimize their contact with other people, in order to reduce the spread of the virus.&nbsp;

Anyone who has been in Eagle, Summit, Pitkin, or Gunnison counties in the past week should minimize all contact with other people, whether or not they are experiencing symptoms.

If you are experiencing symptoms (cough, fever, and shortness of breath, you must be isolated for at least 7-10 days after the onset of symptoms. It is only safe to leave isolation if your symptoms are improving and you don't have a fever for 72 hours immediately prior to the end of your isolation. Isolation may be longer for individuals who have more severe illness or who work in high-risk occupations like health care.

Community transmission is likely increasing across the state, so these measures are important to implement everywhere but are particularly urgent for residents and visitors of mountain communities that are already experiencing high rates of community transmission.

CDPHE recommends that residents and visitors of the affected communities take the following actions:&nbsp;

Maxwell Public Schools announce temporary closure

LINCOLN&nbsp;– Public health officials,&nbsp;health care providers, and laboratories are working daily to increase Nebraska’s capacity to test more people for COVID-19. &nbsp;

Currently, testing supplies are limited. Local, state, and federal partners are working to expand testing supplies and the ability to promptly&nbsp;test people experiencing symptoms.&nbsp;

Due to testing limitations, health care providers and local health departments are screening people to prioritize testing for those who based&nbsp;on symptoms and exposure history have the highest likelihood of having COVID-19 including:

People who are concerned they may have COVID-19 should self-isolate and call ahead to their primary care provider to be screened over the&nbsp;phone. The provider can evaluate and determine if testing is necessary. Flu activity is also still high in Nebraska. DHHS releases important COVID-19 testing resources for people and providers

After discussions with local public health officials, state representatives, and other regional school partners, Mid-Plains Community College will be cancelling classes Monday, March 16, through Saturday, March 28 in our continued effort to mitigate the spread of COVID-19 in the communities within our service area. The initial plan was to hold classes this week and then close March 22-April 4, but continued developments and discussions over the weekend required us to adjust and it is our intent to create as little disruption to the educational process as reasonable. Online classes will continue as scheduled. Faculty and staff will report accordingly as we prepare for remote delivery of courses. Residence halls and food service will remain open during this time for those students that are unable to return home.&nbsp;

Applied tech courses and other courses with required labs will resume on campus on Sunday March 29. There will be some exceptions based on certain programs so students are encouraged to communicate with their instructors about the adjusted expectations and format of their courses moving forward. &nbsp;
