LINCOLN, Neb. (AP) - Nebraskans could end up celebrating the lives and culture of Native Americans every October under a bill advanced by lawmakers on Wednesday.

Lawmakers gave first-round approval to a measure to create "Indigenous People's Day" as a state holiday on the second Monday of October.

It would coincide with Columbus Day but wouldn't replace the holiday. Critics of Columbus Day have argued that the holiday's namesake, Italian explorer Christopher Columbus, subjected native peoples to violence, slavery, disease and forced conversions to Christianity.

Sen. Patty Pansing Brooks, of Lincoln, said she introduced the measure to recognize the importance of Native people. She initially sought to eliminate Columbus Day but faced push-back from members of Nebraska's Italian-American community.

The measure advanced, 43-0, through the first of three required votes. Two more are needed before it goes to the governor.

The measure won first-round approval, 38-0, in response to cases where children have died because their parents unintentionally left them in a hot car.

The measure by Sen. Bruce Bostelman, of Brainard, would extend criminal and civil immunity to anyone who saves a child from a locked vehicle.

To qualify, people would need to believe that the child is in imminent danger and check to see whether the door is locked. They could also use no more force than necessary and would have to contact law enforcement shortly after breaking into the vehicle. They also would have to remain with the child until emergency officials or parents return.

Two additional votes are required before bill goes to the governor.

A North Platte lumber company will be locking its doors for good.

In a news release, Wyoming-based Bloedorn lumber announced that it would be closing its North Platte location.

The company cited economic conditions and the need to focus on other profitable locations as the main reason for the closure.

Bloedorn lumber has 25 locations, including one in Alliance, Nebraska.

The company said the decision to close the North Platte location has, "not been an easy one."

Police say they believe foul play was involved in the death of a woman whose body was found floating in a pond near North Platte.

On the morning of March 3, 2020, officers responded to the report of a possible drowning in a pond located in the 3000 block of East State Farm Road, just southeast of North Platte.

Officers arrived and found a deceased female.

According to Deputy Chief of Police Steve Reeves, the investigation has led authorities to believe the woman died as the result of a homicide.

Police say an autopsy report on the woman is not expected to be returned until early next week. Police say the victim has not been identified.

The investigation is ongoing and police say more information may become available upon the return of the autopsy report and further investigation.

James Bond film release pushed back 7 months due to virus

Middle School students compete in a Young Environmental Stewards Competition in 2018. NPCC will host this year’s competition on March 10.

NORTH PLATTE, Neb.-North Platte Community College will be the site of a Young Environmental Stewards Competition next week.

Approximately 24 middle school students from Valentine and Sidney will test their knowledge and skills in the contest, which is similar to a quiz bowl with a focus on environmental issues.

“The purpose of it is to get kids back outside, into nature and onto the land,” said Quentin Wagner, founder of YES.

Wagner created YES for a capstone project at Chadron State College in 2018. As part of the project, he had to research a global issue of concern, nature-deficit disorder, and determine what age group could have the most impact on the issue.

The nature-deficit disorder is the idea that people, especially children, are spending less time outside and are subsequently developing behavior problems. Wagner decided to address the problem by getting middle school students interested in conserving the environment.

“In high school, there are more opportunities to compete in Envirothon and in public speaking,” Wagner said. “There’s not a lot for the middle school age group. YES is a good way to prime those students for upper-level competitions.”

His YES programming is the result of a collaboration with the Natural Resources Conservation Service and the Upper Niobrara White Natural Resource District.

The YES competition at NPCC will be the second of its kind. CSC hosted a mock competition in 2018, and last year, an actual competition was organized through the South Platte NRD.

“Our hope is that it will continue to grow,” Wagner said. “We want kids to know there is more to ranching than just owning cattle and more to farming than throwing seed on the ground. Our producers also have to be stewards of the land.”

There are two segments to the competition – a quiz portion, which is closed to the public, and a main challenge, which is open to the public.

“The students will have to try to build water control structures on soil to control erosion,” Wagner said. “The challenge will be done in teams, so some of the points they get will be based on teamwork.”

The quiz portion will test the students’ knowledge of Nebraska plant species. Among other things, the students will have to identify the kind and parts of various grasses.

Additionally, organizations, including representatives from the NRD, NRCS, Ag Valley Co-op and Halsey National Forest, will be on site to talk to students about careers in their fields.

The competition will begin at 10 a.m. March 10 in the McDonald-Belton Building on NPCC’s south campus, 601 W. State Farm Rd. There is no cost to watch it.

James Malina, 83, died a little before 7 p.m. Monday. The cause of his death hasn't been determined yet, prison officials said, but he was being treated for a medical condition.

He'd been serving a sentence of 89 years to 170 years for several counts of sexual assault and two counts of child abuse in Dodge County. He started serving the sentence in 1996.

Lawmakers gave the measure first-round approval on a 41-0 vote.

It would create a sexual assault survivor's bill of rights, giving survivors the right to have an advocate of their choosing present during medical exams and legal depositions. Survivors could also be interviewed by a law enforcement officer of the gender they choose.

Sen. Kate Bolz, of Lincoln, said she introduced the measure to help people who have just experienced an extremely traumatic event. Some lawmakers questioned whether the measure could have unintended consequences, but agreed to work on it before it receives final approval.

Nebraska could provide advocates for sex assault survivors

KEARNEY, Neb. (AP) - A Grand Island man has been convicted of sexual assault in connection with a 2019 attack near the University of Nebraska at Kearney campus.

Miguel Guzman, 20, pleaded no contest to third-degree sexual assault, assault and false imprisonment, television station KSNB&nbsp;<a href="https://www.ksnblocal4.com/content/news/Grand-Island-man-convicted-in-UNK-rape-case-568451101.html" target="_blank">reported</a>. In exchange for his plea, prosecutors dropped other felony charges in the case.

Guzman was arrested two days after a sexual assault that occurred on Feb. 24, 2019, in an off-campus residence in Kearney. Court records that include details about the case were sealed.

Guzman faces up to a year in prison for each count when he's sentenced April 30. A judge ordered that Guzman be evaluated before his sentencing.

Funeral service for Trooper Dale Fahnholz to be held Thursday

LINCOLN, Neb. – Catchable-size rainbow trout are being stocked in city ponds and lakes across the state by the Nebraska Game and Parks Commission.

These stockings will enhance fishing opportunities this spring, especially in urban areas. Trout fishing also is a great way to introduce children to fishing because simple and inexpensive equipment may be used.

The stocked trout are approximately 10 inches in length. The following is a tentative stocking schedule, including quantities:

NORTH PLATTE, Neb. (NSP)-During the afternoon and evening hours of Friday, February 28, Investigators with the Nebraska State Patrol conducted alcohol inspections in Keith County.

This project was supported in whole or part by grant #93.959 under the SAMHSA Center for Substance Abuse Prevention, Region II Human Services, and the Nebraska DHHS Division of Behavioral Health.

In total, 14 businesses were inspected, with one selling alcohol to a minor for a non-compliance rate of 7 percent. All 14 businesses checked the minor’s ID.

The business which failed the inspections was:

The businesses included liquor stores, convenience stores, restaurants, and bars. Businesses that sell alcohol to a minor are referred to the Nebraska Liquor Control Commission. Clerks who sell alcohol to a minor are cited for procuring alcohol for a minor.

NORTH PLATTE, Neb.-Police say an autopsy is pending after a woman was found deceased in a pond.

According to North Platte police, officers and North Platte Fire and Rescue were dispatched to a possible drowning in the 3000 block of East State Farm Road at 8:17 a.m., on Tuesday morning.

Upon arrival, first responders located a deceased female in a pond.

The victim was recovered by the Lincoln County Dive team and authorities say an autopsy is pending.

Authorities are withholding the woman's identity pending the notification of family.&nbsp;

Woman found deceased in pond on East State Farm Road

NORTH PLATTE, Neb. (NPPD)-On January 6, 2020, at 01:22 a.m., an officer observed a vehicle run a red light at the intersection of South Jeffers and Platte Oasis Parkway.&nbsp; The officer initiated a traffic stop but the suspect vehicle fled and a pursuit was initiated.&nbsp; The pursuit traveled into town with speeds up to 70 mph.&nbsp; The vehicle entered the 2300 Block of East Philip where the officer lost sight of it.&nbsp; The vehicle was later located but was unoccupied.&nbsp; It was determined that 21-year-old Isaiah Hausman, was the driver of the vehicle that fled.&nbsp; &nbsp;Officers were unable to locate Hausman.&nbsp;&nbsp;

On February 17, 2020, at 4:21&nbsp;<a href="http://p.m.an/" target="_blank">p.m., an</a>&nbsp;officer was dispatched to the intersection of West 1st and Sherman, for a two-vehicle non-injury accident.&nbsp; Upon arrival, it was learned that one of the drivers, 21-year-old Isaiah Hausman, had fled the area on foot.&nbsp; Officers spoke with witnesses at the scene of the accident who identified Hausman as the driver.&nbsp; The witnesses stated that Hausman left the area on foot after learning the police had been contacted about the accident.&nbsp; &nbsp;&nbsp;

On February 29, 2020, at 1:02 a.m., Officers responded to the 400 Block of North Dewey, for a report of a disturbance in the parking lot.&nbsp; Upon arrival, officers spoke with witnesses who stated that two males were involved in a physical&nbsp;altercation in the parking lot.&nbsp; Witnesses stated that 21-year-old Isaiah J Hausman then began punching another male with a pair of brass knuckles.&nbsp; Witnesses stated that the victim&nbsp;was hit multiple times in the face with the brass knuckles, causing injuries that required medical attention.&nbsp; Witnesses stated that Hausman then fled the scene prior to officers arriving.&nbsp; The victim was treated by EMS on the scene but was later transported to the ER by private vehicle.&nbsp; While officers were still investigating in the area, Hausman was spotted by an officer and was told to stop.&nbsp; Hausman did not comply and ran from the officer.&nbsp; Later in the night, officers were given information that Hausman was at a residence located in the 900 Block of West 6th Street.&nbsp; Officers responded to this location and when attempting to contact him, Hausman climbed out of a second-story window and jumped onto the roof of a carport.&nbsp; Officers gave commands for Hausman to come down but he did not comply.&nbsp; Hausman then jumped off the carport, and over a large wooden privacy fence into a neighboring yard.&nbsp; Hausman then fled the scene on foot.&nbsp; Hausman was again seen by officers running to the North towards Union Pacific property.&nbsp; Hausman was seen jumping onto a moving train and then jumping off the train into the rail yard.&nbsp; Hausman was not located at that time.&nbsp; &nbsp;

Hausman is wanted on numerous charges including Operating a Motor Vehicle to Avoid Arrest, Leaving the Scene of a Property Damage Accident, 2nd Degree Assault, Use of a Deadly Weapon to Commit a Felony, Possession of a Deadly Weapon by a Prohibited Person, and Resisting Arrest.&nbsp;

(NPPD)-On January 6, 2020, at 01:22 a.m., an officer observed a vehicle run a red light at the intersection of South Jeffers and Platte Oasis Parkway.&nbsp; The officer initiated a traffic stop but the suspect vehicle fled and a pursuit was initiated.&nbsp; The pursuit traveled into town with speeds up to 70 mph.&nbsp; The vehicle entered the 2300 Block of East Philip where the officer lost sight of it.&nbsp; The vehicle was later located but was unoccupied.&nbsp; It was determined that 21-year-old Isaiah Hausman, was the driver of the vehicle that fled.&nbsp; &nbsp;Officers were unable to locate Hausman.&nbsp;&nbsp;On February 17, 2020, at 4:21&nbsp;<a href="http://p.m.an/" target="_blank">p.m., an</a>&nbsp;officer was dispatched to the intersection of West 1st and Sherman, for a two-vehicle non-injury accident.&nbsp; Upon arrival, it was learned that one of the drivers, 21-year-old Isaiah Hausman, had fled the area on foot.&nbsp; Officers spoke with witnesses at the scene of the accident who identified Hausman as the driver.&nbsp; The witnesses stated that Hausman left the area on foot after learning the police had been contacted about the accident.&nbsp; &nbsp;&nbsp;On February 29, 2020, at 1:02 a.m., Officers responded to the 400 Block of North Dewey, for a report of a disturbance in the parking lot.&nbsp; Upon arrival, officers spoke with witnesses who stated that two males were involved in a physical&nbsp;altercation in the parking lot.&nbsp; Witnesses stated that 21-year-old Isaiah J Hausman then began punching another male with a pair of brass knuckles.&nbsp; Witnesses stated that the victim&nbsp;was hit multiple times in the face with the brass knuckles, causing injuries that required medical attention.&nbsp; Witnesses stated that Hausman then fled the scene prior to officers arriving.&nbsp; The victim was treated by EMS on the scene but was later transported to the ER by private vehicle.&nbsp; While officers were still investigating in the area, Hausman was spotted by an officer and was told to stop.&nbsp; Hausman did not comply and ran from the officer.&nbsp; Later in the night, officers were given information that Hausman was at a residence located in the 900 Block of West 6th Street.&nbsp; Officers responded to this location and when attempting to contact him, Hausman climbed out of a second-story window and jumped onto the roof of a carport.&nbsp; Officers gave commands for Hausman to come down but he did not comply.&nbsp; Hausman then jumped off the carport, and over a large wooden privacy fence into a neighboring yard.&nbsp; Hausman then fled the scene on foot.&nbsp; Hausman was again seen by officers running to the North towards Union Pacific property.&nbsp; Hausman was seen jumping onto a moving train and then jumping off the train into the rail yard.&nbsp; Hausman was not located at that time.&nbsp; &nbsp;Hausman is wanted on numerous charges including Operating a Motor Vehicle to Avoid Arrest, Leaving the Scene of a Property Damage Accident, 2nd Degree Assault, Use of a Deadly Weapon to Commit a Felony, Possession of a Deadly Weapon by a Prohibited Person, and Resisting Arrest.&nbsp;Hausman is a Hispanic male, 5'5" 144 lbs with blue hair and brown eyes.&nbsp; If anyone has information about Hausman's whereabouts please contact 911 or Lincoln County Crime Stoppers at 308-534-8400.&nbsp;&nbsp;

Police seek information on NP man wanted on multiple felony charges

IMPERIAL, Neb. (AP) - A police chief in southwest Nebraska has been accused of violating child custody orders.

LINCOLN, Neb.-Nebraska is a pro-life state that respects the dignity of human life.&nbsp; You can see it in everything from how Nebraskans care for their neighbors to how legislators fight to protect preborn babies.&nbsp; While we have made great strides over the years, we have more work to do.&nbsp; You may be surprised to learn this: It is still legal in Nebraska to perform dismemberment abortions.

Thankfully, State Senator Suzanne Geist is taking steps to end this horrific practice.&nbsp; This session, she has introduced a bill (LB 814) to end the brutal practice of dismemberment abortion in Nebraska.&nbsp; This type of abortion usually takes place between 13 and 24 weeks of pregnancy.&nbsp; The barbaric procedure literally rips apart a preborn child, piece by piece, to destroy the life of the baby.&nbsp;

Developmentally, babies make incredible strides between 13 and 24 weeks.&nbsp; Early in this stage, a baby’s sex becomes clear.&nbsp; During this window of time, little boys or girls start to move their eyes, and they begin to hear.&nbsp; Around 16 weeks, an ultrasound can detect them moving their arms and legs. &nbsp;A few weeks later, a baby will begin to suck his or her thumb.&nbsp; Babies born prematurely at the end of this stage (24 weeks) have a survival rate of around 60-70%. &nbsp;Improvements in neonatal care are constantly increasing these odds as well as making survival a possibility even earlier in pregnancy.

Imagine watching a sleeping baby girl peacefully suck her thumb inside of her mother’s womb.&nbsp; Then consider the horror of seeing that same baby girl flail her tiny arms and legs as an abortionist uses forceps to clutch at her body.&nbsp; If you could stomach the sight, you would see the baby’s life gruesomely destroyed as the abortionist dissevered her body, bit by bit, grasping and crushing her little skull as part of the process.&nbsp;

Dr. Kathi Aultman is a retired, board-certified Ob/Gyn and a fellow of the American College of Obstetricians and Gynecologists with more than 35 years of experience. &nbsp;She has both received an abortion and performed many of them, including dismemberment abortions. &nbsp;Her experiences working as an abortionist, as well as giving birth to a baby of her own, convinced her of the cruelty of dismemberment abortion.

Dr. Aultman testified at the Legislature’s hearing on LB 814 in support of the bill. &nbsp;“A major benefit of this legislation is that it will spare mothers the agony and guilt of knowing that they consented to a procedure which caused their child to be torn limb from limb while it was alive,” she said. “It also protects medical personnel from the emotional trauma of knowing they assisted in this gruesome procedure on a live baby.”

Dr. Aultman’s concerns are echoed by other abortionists who testify of the psychological trauma that they and their staffs underwent after performing dismemberment abortions.&nbsp; During a dismemberment abortion, the baby’s severed limbs and other tissues are placed on a tray. &nbsp;Medical staff then have to account for each piece to make sure no parts of the body remain inside the mother to cause infection.

Kristen New formerly worked as a counselor for three years at abortion clinics, and she also testified in support of Senator Geist’s bill.&nbsp; Kristen witnessed a dismemberment abortion up close.&nbsp; She held the hand of the mother about to have the procedure as she was sedated and put to sleep. &nbsp;Kristen then eyed the ultrasound screen as the abortion occurred.&nbsp; She could not endure watching its brutality and had to excuse herself from the room.&nbsp; After the abortion ended, she insisted on seeing the baby’s dead body.&nbsp; Looking at the boy’s once-perfectly formed body, now pulled apart and clinically arranged on a tray, disgusted and horrified her.&nbsp; The sickening experience motivated her to quit her job.

Governor's Weekly Column: Ending the Disgrace of Dismemberment Abortion

LINCOLN, Neb. (AP) - Nebraska Gov. Pete Ricketts said Monday that federal officials are urging states to seek whatever federal resources they need to prepare for the COVID-19 virus as it spreads in the United States and to focus as much as possible on prevention.

Ricketts said he's aiming to ensure that Nebraska is the "best-prepared state" to handle the virus if any cases are confirmed outside of quarantine areas. His comments came after a conference call that included governors, Vice President Mike Pence and state and federal health officials.

Ricketts said Nebraska is well-positioned thanks to the University of Nebraska Medical Center, a major quarantine center for exposed patients, but people should remain vigilant. He said medical center officials are in regular contact with U.S. Rep. Jeff Fortenberry, who serves on the House Appropriations Committee, which handles budget issues.

Ricketts said federal officials emphasized the need for prevention with thorough hand-washing and avoiding contact with sick people.

"We want people to be aware of it," he said. "Nobody should be panicked, but this is something we need to take seriously."

Ricketts said he and other governors expect to discuss the situation weekly with Pence until further notice.

Pete Ricketts said Monday that federal officials are urging states to seek whatever federal resources they need to prepare for the COVID-19 virus as it spreads in the United States and to focus as much as possible on prevention.Ricketts said he's aiming to ensure that Nebraska is the "best-prepared state" to handle the virus if any cases are confirmed outside of quarantine areas. His comments came after a conference call that included governors, Vice President Mike Pence and state and federal health officials.Ricketts said Nebraska is well-positioned thanks to the University of Nebraska Medical Center, a major quarantine center for exposed patients, but people should remain vigilant. He said medical center officials are in regular contact with U.S. Rep. Jeff Fortenberry, who serves on the House Appropriations Committee, which handles budget issues.Ricketts said federal officials emphasized the need for prevention with thorough hand-washing and avoiding contact with sick people."We want people to be aware of it," he said. "Nobody should be panicked, but this is something we need to take seriously."Ricketts said he and other governors expect to discuss the situation weekly with Pence until further notice.
