NORTH PLATTE, Neb. (AP) - A western Nebraska woman has been imprisoned for shaking her infant son, damaging his eyes and causing other injuries.

According to court records, Shawlen Johnston, 23, was given 12 to 24 years at her sentencing hearing Monday in North Platte. She'd pleaded no contest to assault.

Johnston and a family member took the infant to an emergency room on Dec. 12, 2018. The child was soon flown to an Omaha hospital.

She told officers she believed that her 18-month-old son had pulled the 7-month-old infant out of his bassinet and onto the floor while she had left the room to use a bathroom at her home in Tryon. Court documents say a doctor who treated the infant determined that the injuries were caused by shaking and were not accidental.

Tryon woman who shook infant son sentenced to 12-24 years

OMAHA, Neb. (AP) - The University of Nebraska at Omaha has been chosen to lead a team of universities and other partners in studying counterterrorism and terrorism prevention, federal officials said.

The U.S. Department of Homeland Security's Science and Technology Directorate announced Monday that the university has won a $3.65 million-a-year grant for 10 years.

The university will spearhead a consortium of academic, industry, government and laboratory partners in trying to find ways to prevent or counteract threats to the nation's people, infrastructure and economy, the directorate said.

That consortium constitutes what the directorate describes as a&nbsp;<a href="http://www.dhs.gov/st-oup." target="_blank">center of excellence.</a>&nbsp;It will be the directorate's 10th center of excellence, said spokesman John Verrico.

The centers have a variety of research areas for the science and technology directorate, Verrico said Tuesday, and they sometimes work directly with Homeland Security operational units. About 200 colleges are involved in the centers' research, he said.

Gina Ligon, who works for the Omaha campus' business school, said the university bested 75 others that applied to house the center.

"We want to get things in the hands of counterterrorism professionals to help them do their jobs," she said.

Verrico said the selection process for the establishment of each center has been very competitive.The manager of the federal program, Jeffrey Brownsweiger, said the Omaha school stood out for its "solid portfolio of research projects," as well as its experienced staff, the professionalism of its management plan and a strong commitment from the university and surrounding community.

The center will be located in Mammel Hall, which is in the midst of a $17 million expansion. The total $36.5 million award is the largest single grant in the 112-year history of the university, officials said.

LINCOLN, Neb. (AP) — Some Nebraska lawmakers are expressing shock and outrage that gun owners were allowed to bring loaded, semi-automatic rifles into the state Capitol to protest bills that would have imposed new restrictions on gun ownership. 

Some lawmakers say they viewed the demonstration as an intimidation tactic during a contentious legislative hearing Friday afternoon that drew an estimated 400 protesters. 

A few of those protesters displayed their guns in the hallways and in a public hearing room, even though the Nebraska Capitol bars people from wielding political signs or props in the building and doesn’t allow concealed firearms.

Activists with assault rifles stir fears at Nebraska Capitol

LINCOLN, Neb. (AP) — More than three dozen Nebraska State Patrol troopers joined prison personnel in searching for contraband in the wake of assaults on two staffers at the Nebraska State Penitentiary in Lincoln. 

Officials say the searches Sunday and Monday uncovered homemade alcohol, items that will be tested for the presence of drugs and some items that could have been modified into weapons. 

The assaults happened around 6:30 p.m. Saturday inside one of the prison's housing units. The first injured staff member remains hospitalized. The second injured staff member was treated for head wounds and released from a hospital.

Troopers join searches for contraband at Lincoln prison

NORTH PLATTE, Neb.-Troopers with the Nebraska State Patrol were called to assist the Custer County Sheriff’s Office with a standoff situation at 6:16 a.m. Monday, February 24 at a residence in northeast Custer County on Dunning Road, north of Arnold. The situation had begun with a report of a suicidal party.

NSP negotiators reported to the scene and began communicating with the subject, identified as Print Zutavern, 28. Earlier in the day, Zutavern threatened his father with a firearm, shot and killed multiple animals, and threatened law enforcement officers.

Throughout the day, communications continued and additional NSP resources responded. A warrant was issued for Zutavern’s arrest on charges of possession of a firearm by a prohibited person, use of a weapon to commit a felony, two counts of terroristic threats, and two counts of intentional cruelty to an animal.

At approximately 6:11 p.m., Zutavern attempted to leave the property driving a UTV, but was blocked by multiple troopers who gave loud commands for Zutavern to put his hands up. Zutavern then exited his UTV, ignored repeated commands, and moved aggressively toward a trooper. As Zutavern approached the trooper, he refused to remove his hand from his pocket. The trooper then discharged his duty weapon, striking Zutavern.

Troopers and emergency medical technicians began life-saving efforts immediately. Zutavern was transported to Great Plains Hospital in North Platte where he succumbed to his injuries.

A shotgun was recovered from the UTV Zutavern had been driving. No law enforcement personnel were injured during the incident.

In accordance with Nebraska State Patrol policy, the trooper has been placed on administrative leave pending an internal review. The Custer County Attorney has directed an investigation, which is ongoing. Nebraska law requires a grand jury to convene for any in-custody death.

Standoff ends with officer-involved shooting incident near Arnold

Fugitive Aaron Kirts has been taken into custody just before 1:00 a.m., on Tuesday morning.&nbsp; He was located SW of Lake Maloney after an alert citizen called authorities.&nbsp;

On 2-24-2020 at approximately 5:50 PM, deputies with the Lincoln County Sheriff’s Office responded to the Kansas Point Campground at Lake Maloney on the report that a fugitive was in the campground.&nbsp; 37 year old Aaron Kirts was wanted in Lincoln County for Failing to Appear on a 2nd Degree Trespassing Charge.&nbsp; The North Platte Police Department also had open investigations on Kirts along with 22 year old Alejandra Shirley, and they were wanted for robbery in that investigation. Both are residents of North Platte. The deputies arrived, and located Shirley driving a vehicle with Kirts as the passenger.  Shirley attempted to flee from the pursuing deputies, however she lost control of the vehicle and hit a tree.&nbsp; Shirley was taken into custody, but Kirts fled into a nearby wooded area. Shirley was incarcerated at the LCSO jail for robbery and flight to avoid arrest. 

As several deputies searched the area for Kirts, another vehicle, totally unrelated to the Kirts incident, entered the campground.&nbsp; The deputies approached the vehicle and ordered the driver, 32 year old James Mitchell, who is from North Platte, to get out of the car.  The deputies observed controlled substances, marijuana and what appeared to be methamphetamine, readily visible in the vehicle. Deputies were also aware that Mitchell had a warrant for Possession of Marijuana, over an ounce.&nbsp; The driver refused to get out of the car and tried to flee from the deputies.  In an attempt to escape, the driver struck a deputy sheriff with his vehicle as well as a sheriff’s patrol vehicle. The deputy suffered minor injuries and was later treated and released that same night.&nbsp; Fearing for their safety, deputies shot at Mitchell.  Mitchell was disabled by the gunshots.  Deputies rendered first aid, an ambulance was called to the scene and he was transported to GPH. Mitchell remains hospitalized for his injuries.&nbsp; Mitchell will face additional charges related to this incident.

Law enforcement continued to search for Kirts throughout the night, and an alert citizen observed him on their property southwest of Lake Maloney and contacted our dispatchers to report it. Kirts was taken into custody around 1 AM last night (2/25/2020) for the warrant, robbery, and resisting arrest and incarcerated at the LCSO jail. 

The North Platte Police Department would like to clarify information related to two unrelated incidents that occurred at the Kansas Point Campground at Lake Maloney last night.  These two incidents were not connected.  For clarification, Aaron Kirts was not involved in and is not a suspect in the Officer-Involved Shooting that occurred at the Kansas Point Campgrounds.&nbsp;

Police say Kirts is a white male, 5'11", 180 pounds, bald and has hazel eyes. Kirts also has the word "Omerta" tattooed above his right eye, two teardrops tattooed below his left eye and the words "mommy tried" on the right side of his neck.

Police say Kirts fled from law enforcement on foot near the Lake Maloney inlet at around 8:00 pm this evening and was last seen wearing a blue windbreaker.

Police say Kirts is wanted for prior charges of robbery and felony assault, along with several charges "that will be forthcoming from tonight's incident."

Law enforcement officials are asking residents in the area to remove keys from vehicles, lock doors, check their property and contact law enforcement if you see anyone or anything suspicious.&nbsp;

UPDATED Police release more information on incident at Kansas Point

The Scottsbluff Police Department and the Scotts Bluff County Sheriff’s Office are investigating missing person reports that may be related.

The Scottsbluff Police Department received a report of a missing 18-year-old female, Maci Baily on Friday February 21st, 2020. In this report Maci was last seen on or about Tuesday February 18th, 2020 in Scottsbluff, NE.

The Scotts Bluff County Sheriff’s Office received a report of 29-year-old male Beau Gealy on Saturday February 22nd, 2020. Beau has also not been seen or heard from for several days prior to this report. Beau was last known to be in Scottsbluff on Tuesday February 18th.

The investigation(s) of these cases has developed information suggesting the two may be together. 

Beau and Maci’s current whereabouts are unknown. Neither has had contact with their families in days. Anyone who has seen either subject since early last week is urged to contact these respective agencies. Anyone with any information about the whereabouts of either individual is also requested to contact the investigating agency.

The annual Buffalo Bill Birthday Bash has come around on the last Saturday in February every year…..but for the first time since 1992, the Bash falls on Leap Day.&nbsp;

Saturday night at the Sandhills Convention Center, we mark what would have been Buffalo Bill Cody’s 174th birthday with the party that bears his name.&nbsp;

The event now serves as the major off festival fundraiser for NEBRASKAland DAYS.&nbsp;

“We dedicate the money we raise at this event to upkeep here at the Wild West Arena,” says NEBRASKAland DAYS Executive Director David Fudge. “Every year we make minor improvements at the facility and keep it in top shape for the festival in June.”&nbsp;

This year’s event gets underway Saturday evening at 6 at the Sandhills Convention Center as doors open to the Reception. A short program and live auction follow at 7 pm. Doors to the Bash Ballroom open at 8. Whiskey Bent begins playing at 9 pm, which is also when the hospitality booths open. The party concludes at 1 am.&nbsp;

Revelers are encouraged to plan ahead for the end of the night. The Ramada Inn is offering special rates to party-goers who just want to stay.&nbsp;

“We want everyone to have fun, but we also want everyone to get home safely. If that means the next day…then by all means, stay at the Hotel,” says Fudge.&nbsp;

Long-time NPCC adult education instructor retires

McCook, Neb.-The work of McCook Community College Associate of Fine Arts students will be showcased at three area galleries in March.

The students are Hana Brock, of Lexington; Marshall Still, of Oconto and Brittanie Nolan and Whitney Loos, of McCook.

Their work will be on display March 9-13 at the Prairie Arts Center in North Platte. The arts center is open to the public from 11 a.m. to 4 p.m. Tuesday – Saturday. The venue will host an artist reception for the students from 5-8 p.m. March 13, during which they will give a statement, present business cards and their websites and discuss their upcoming written thesis capstones.

The show will then move to the sixth floor of the Keystone Business Center in McCook from March 16-20 where refreshments will be served. A second reception is planned at the Keystone from 5-9 p.m. March 20.

Both shows will feature a thesis piece from each student as well as a piece from MCC art instructor Rick Johnson and artist statements.

The students’ works will also be on display in the Wrightstone Fine Arts Gallery on the MCC campus April 13-May 1 during the annual “MCC AFA Exhibition and Thesis Defense show.” The gallery is open to the public from 8 a.m. to 6 p.m. Monday through Friday and from 8 a.m. until 9 p.m. on Tuesdays.

The opening reception with refreshments is set for 4-8 p.m. April 24. The public is invited to meet the artists and hear them talk about their thesis pieces during that time. The students will defend their projects with a capstone presentation at 1 p.m. May 1 in the Wrightstone Fine Arts Gallery.

MCC art students to be featured in three area galleries

NORTH PLATTE, Neb.-A North Platte man has been arrested on allegations that he assaulted a woman and held her and two children against their will.

According to North Platte police, officers responded to a disturbance in the 1200 block of West 3rd Street at around 5:19 a.m. on February 22, 2020.

Police say officers located 42-year-old Eric Adams, an adult female and two minor children.

The three alleged victims reported that Adams woke them up screaming and making threats to kill the adult female.

Police say Adams was highly paranoid and would not let anyone leave the residence. He was also said to be in possession of a loaded handgun and two large knives during the disturbance.

During the incident, police say the victim reported that Adams was swinging the knife around and threatening to destroy the female's belongings. Police say this terrorized the victims.

Following a preliminary investigation, officers determined there was probable cause to arrest Adams on suspicion of 3rd-degree domestic assault (threats, 1st-degree false imprisonment, terroristic threats, and two counts of child abuse.

Adams was jailed at the Lincoln County Detention Center pending an appearance in County Court.

The man was taken into custody Friday on suspicion of arson. Buffalo County Court records don't yet show that he's been formally charged. He remained in custody Monday, jail records showed.

The fire at&nbsp;<a href="https://apnews.com/ad0000caf03002b18c0d1e38502fce26" target="_blank">Zion Lutheran</a>&nbsp;Church was reported just after 7 a.m. on Dec. 11. Firefighters who arrived minutes later found the structure engulfed in flames. No injuries were reported.

Lawmakers each get one "priority bill" per session, and committees get two. The designation is critical because priority bills get debated before all others, and with more long debates expected in the 60-day session, they're the only ones with a chance of passing this year.

Friday, the session's 28th day, was the deadline for lawmakers and committees to pick their priorities. Here are a few high-profile measures that made the cut:

A proposal to abolish Nebraska's current taxes and replace them with a statewide consumption tax will get more attention from lawmakers if one senator has his way.

Sen. Steve Erdman, of Bayard, picked the proposed ballot measure as his priority to try to force lawmakers to cut spending and shrink state government.

Erdman said he has received an overwhelmingly positive response, though the measure is still in committee and faces an uphill battle in the Legislature before it could go to voters. Even so, the proposal has nine co-sponsors, including two Democrats in the officially nonpartisan Legislature, and it drew strong public support during a recent legislative hearing.

The measure would eliminate the state's income, sales, property and inheritance taxes and would impose a single-rate tax on all new goods and services purchased. All residents would get "prebate checks" to reduce the impact on low-income people, Erdman said.

Opponents argue that relying on just one source of revenue would destabilize state government because the amount of taxes collected can vary month to month.

"This is an opportunity to fix our taxes," Erdman said. "People need to stand up and force the Legislature to make a decision."

Another prioritized bill would ban dilation and evacuation abortions, a common second-trimester procedure that opponents refer to as "dismemberment abortion."

Sen. Suzanne Geist, of Lincoln, said she introduced the bill after learning about the procedure.

"Regardless of our individual opinions on abortion, I think we can agree that no living creature and certainly no human being should be subject to this barbaric act in the name of women's health," she said in testimony Thursday to a legislative committee.

Abortion-rights supporters said the bill would criminalize the medically preferred method of carrying out second-trimester abortions, especially for women with medical complications.

"This egregious bill supplants medical expertise with the opinions of politicians," said Sarah Traxler, chief medical officer of Planned Parenthood North Central States.

A pilot program designed to keep more neglected children with their families would be allowed to continue under a bill prioritized by Sen. Sue Crawford, of Bellevue.

The program gives parents a chance to avoid law enforcement and the courts if they're deemed a low risk to hurt their children and state officials can take steps to help them.

It's a major issue because Nebraska has previously taken a more blanket approach to child welfare, treating a mother who neglected to feed her children the same as one who simply couldn't afford food. Removing children has been shown to cause even more trauma for children.

"One of our issues as a state is trying to find ways to help families stay together," Crawford said Friday, just before the measure won first-round approval.

Lawmakers are likely to begin debate this week on a bill that would allow college athletes to get paid for endorsement deals.

The measure introduced and prioritized by Sen. Megan Hunt, of Omaha, would allow athletes to seek financial compensation beyond their scholarships and stipends.

Hunt has argued that the athletes are essentially giving free labor to NCAA programs that generate millions of dollars a year, potentially at risk to their own health. The bill advanced out of a legislative committee earlier this month and has at least 17 co-sponsors.

Nebraska lawmakers are struggling to pass major legislation to lower property taxes and upgrade the state's larger business incentive program, but both have received priority designations.

Supporters said the incentive package is critical because the current program is set to expire at the end of this year, which would leave Nebraska at a significant competitive disadvantage when seeking to attract new companies. However, some rural lawmakers have said they'll fight the bill if senators don't first cut property taxes.

Lawmakers are likewise under pressure to lower property taxes because of complaints from farmers and homeowners whose bills have risen sharply. A citizen-led petition drive could force lawmakers' hand if it qualifies for the November ballot and voters approve it.

One lawmaker whose district was devastated by last year's Missouri River flooding has a message for federal authorities: Do your job.

Sen. Julie Slama, of Peru, has prioritized a legislative resolution that would formally urge Congress and the U.S. Army Corps of Engineers to focus on flood mitigation over other priorities, such as protecting wildlife and recreational opportunities. It's a long-running dispute between downriver states that want more flood protections and upriver states that use the river and its dams for tourism and outdoor activities.

Slama has said she doesn't think the Corps is doing nearly enough to manage the river and minimize the flooding risk.

Hundreds of other bills that didn't get prioritized are likely dead for the year, unless lawmakers merge them into other legislation. The list includes bills to protect consumer data, allow lottery winters to remain anonymous and mandatory investigations of drivers who pass a school bus with an extended stop sign. A proposed sales tax on bottled water, candy and soft drinks also failed to get a priority.

Nebraska lawmakers pick priorities as time starts to run out

LINCOLN, Neb. (AP) - Two Nebraska State Penitentiary staff members were seriously injured when they were assaulted by an inmate on Saturday.

The state Department of Correctional Services says the assault happened around 6:30 p.m. Saturday inside one of the prison's housing units in Lincoln. An inmate punched a staff member in the head and knocked him out. The inmate continued to assault the staff member and used pepper spray on the staff member.

When a second staff member arrived, the inmate struck him in the head numerous times with the pepper spray canister. The guard was able to use his pepper spray, and the inmate was restrained when help arrived.

The first injured staff member remained hospitalized after the assault. The second injured staff member received staples to close wounds on his head and was released from the hospital.

Prosecutors will review the incident to determine what charges to file.
