OMAHA, Neb. (AP) - A new survey of bankers in rural parts of 10 Plains and Western states suggests they're optimistic about the economy over the next few months, thanks to the signings of the U.S.-Mexico-Canada trade agreement and the China trade agreement.

The finding was one of several in the latest Rural Mainstreet Survey. The overall index for February declined to 51.6 from 55.9 in&nbsp;<a href="https://apnews.com/0e36e55d322a8aa72d8ccb30b4a50564" target="_blank">January</a>. Any score above 50 suggests a growing economy, while a score below 50 indicates a shrinking economy, organizers say.

"Due to weak farm income, 40.6% of bankers reported that their banks had restructured loans while only 3.1% indicated that their banks had rejected a higher percentage of farmland loans," said Creighton University economist Ernie Goss, who oversees the survey.

The survey's confidence index increased to a healthy 58.1 from January's weak 50.0, the survey report said.

"The signing of the Phase 1 trade agreement with China and the USMCA boosted economic confidence across the region with expectations of higher international agriculture sales," Goss said.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Survey suggests trade deal signings buoyed bankers' hopes

NORTH PLATTE, Neb.-North Platte Community College will host a Health Occupations Job/Higher Education Fair from 11 a.m. to 1 p.m. March 9.

The event is free and open to the public. It will be in the fireplace area of the McDonald-Belton Building, NPCC South Campus, 601 W. State Farm Rd.

“We’ve had similar fairs in the past, but they were just for nursing,” said Amy Sabatka, MPCC area career placement coordinator. “We’ve opened this one up to all occupations related to the health and medical programs the college offers. Nursing, med lab tech, dental assisting and EMT will all be represented. There will also be representatives from four-year colleges and universities available to answer questions about continuing education.”

About 20 organizations will be at the fair. Some will be looking for employees in fields other than health care, including information technology, maintenance and business.

Because job interviews may be conducted on-site, it’s recommended that those perusing the booths dress in business casual attire and take a résumé with them.

Students can contact Career Services at 535-3619 to arrange a mock interview or have a résumé reviewed ahead of time.

“It’s important to note, however, that anyone can attend the fair,” Sabatka said. “We’re not just here for students, we’re also here for the community. This will be a great opportunity for everyone to network and see what employment is available.”

NPCC to host Health Occupations Job/Higher Education Fair

NORTH PLATTE,Neb.-Thanks to citizen reports, two dogs have been rescued and one man has been charged with felony animal cruelty in Red Willow County.

On Wednesday afternoon, February 19, the Nebraska State Patrol was alerted to a severely injured dog in northwest Red Willow County. Troopers discovered that the dog had several stab wounds and transported it to the Red Willow Animal Clinic, where it underwent emergency surgery. The dog had more than 15 stab wounds.

Veterinarians at the clinic were able to save the dog during a surgery that lasted longer than two hours. Since then, an anonymous Christian donor from Colorado has covered all medical costs.

Earlier in the week, troopers had been called to a report of a transient man who was reportedly covered in blood. Upon arrival at the scene in northwest Red Willow County, troopers and Frontier County deputies located the man and observed blood on his clothes and hands.

Witnesses said the man had had two dogs with him in previous days, but only one dog was with him when troopers found him on Tuesday. Troopers determined that the dog did not belong to him and took it to the animal shelter and transported the man to a shelter in North Platte.

Following the discovery of the second dog Wednesday, the man, James Wagner, 29, was sought on a charge of animal cruelty. He was then located Thursday at the Lincoln County Jail, where he had been lodged for shoplifting. He is being held on charges of felony animal cruelty from Red Willow County.

The injured dog will remain at the Red Willow Animal Clinic and, if unclaimed, will be up for adoption after ten days. The other dog will also be up for adoption if it is not claimed. Both adoptions will be through the McCook Humane Society.

The University of Nebraska Medical Center said the Centers for Disease Control and Prevention had verified test results completed Monday by the Nebraska Public Health Lab.

Ten of those people are being cared for at the National Quarantine Unit while three are in the nearby Nebraska Biocontaiment Unit. The medical center said only a few of the patients were showing symptoms of the disease.

All 13 people were passengers of the Diamond Princess cruise ship who were evacuated to the U.S. on Feb. 17.

Separately on Thursday, 57 U.S. evacuees were released from their quarantine at a Nebraska National Guard training base just southwest of Omaha.

Tests: 11 people evacuated to Omaha test positive for virus

NORTH PLATTE, Neb.-During the month of February 2020, Sheriff’s Deputies obtained information that a subject identified as thirty-nine year old Darby Stevens of rural Brady had a firearm in his possession.  Deputies learned that Mr. Stevens was a convicted felon and should not have firearms. Deputies asked for an arrest warrant for Mr. Stevens and it was granted on February 19, 2020.  

Around 8:00 a.m. on February 20, 2020, Deputies conducted a traffic stop on Mr. Stevens along Highway 30, just west of Brady NE.  Mr. Stevens was taken into custody and an inventory search of his vehicle was conducted.   Deputies discovered Drug Paraphernalia and a large amount of suspected Marijuana.  

Also around 8:00 a.m., additional Deputies executed a search warrant of Mr. Stevens residence located north of Brady, NE.  Deputies located three additional firearms, two cross bows, two compound bows, a large amount of suspected Marijuana, Drug Paraphernalia, suspected Psilocybin (Mushrooms) and suspected THC Wax was seized.

Upon conclusion of the search warrant, Deputies charged Mr. Stevens with three additional counts of a Felon in Possession of a Firearm, four counts of Felon in Possession of Deadly Weapon, Manufacturing and Distribution of Controlled Substance, Child Abuse, Possession of THC, Possession of Psilocybin (Mushrooms) and Possession of Marijuana over an Ounce.    The investigation in this matter is ongoing.

Special Olympics to hold Western Youth Summit at NPHS

LINCOLN, Neb. (AP) - A bill that would prohibit Nebraska health care providers from charging patients higher, out-of-network rates for emergency services won first-round approval Thursday from state lawmakers.

Senators voted 43-0 to advance the measure through the first of three required votes.

Sen. Adam Morfeld, of Lincoln, proposed the bill to try to protect consumers from unexpected out-of-network costs during a medical emergency. Morfeld argued that unexpected medical bills are a leading cause of personal bankruptcies.

The bill received support from insurers and advocates for low-income people, but a group representing hospitals raised concerns during a legislative hearing earlier this month.

Two more votes are required before the bill goes to the governor.

See why all eight state parks – Chadron, Fort Robinson, Smith Falls, Niobrara, Ponca, Eugene T. Mahoney, Platte River, and Indian Cave – are special not only to people who return to visit year after year, but by those who work at them.

The effects of drugs on American society in 2020 is widespread: 500,000 people are incarcerated, more than 700,000 have overdosed since 1999, and addiction costs our economy $250 billion annually.<a href="http://usdrugtestcenters.com/" target="_blank">US Drug Test Centers</a>&nbsp;today released a study,&nbsp;<a href="https://www.usdrugtestcenters.com/research-articles/16/which-states-are-most-affected-by-drugs.html" target="_blank">Impact of Drugs Across America</a>&nbsp;using the latest data from the Substance Abuse and Mental Health Services Administration, Centers for Disease Control and Prevention, and the FBI.

The rankings were determined by comparing data for all states in four areas: illicit drug use, drug overdose deaths, substance use disorder and arrests for drug offenses.

Here are key findings in&nbsp;Nebraska:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;No. 6 least-affected state taking all categories into account.

Study: Nebraska No. 7 least impacted by current drug epidemic

NORTH PLATTE, Neb.-The North Platte Rotary Clubs would like to invite all sophomores and
juniors to apply to attend this year’s Rotary Youth Leadership
Awards (RYLA) Camp.

Great
Plains RYLA will be in Halsey, NE on July 15-19, 2020.

Every
year, the
North Platte Noon Rotary Club and North Platte Sunrise Rotary Club
partner to send 6 students from North Platte High School, North
Platte St. Pat's, Hershey High School, Sutherland High School or who
are home-schooled in our area to attend Rotary's RYLA Youth
Leadership Camp. All expenses for the camp are covered by the
clubs.

The
camp is a five-day experience full of outdoor activities such as
canoeing or tubing, a fun ropes course, and many other outdoor
activities that emphasize teamwork and decision making. In addition,
RYLA focuses on service and Rotary’s role in building stronger
communities by emphasizing both local and global
citizenship.

Applications
will be accepted through March 24, 2020 11:59 PM. When you submit an
application, it will be reviewed by your local club, then you will
have an interview and if accepted receive a scholarship to attend the
RYLA 2020.

Participants
must be committed to attending the full length of the camp.

Awards (RYLA) Camp.Great
Plains RYLA will be in Halsey, NE on July 15-19, 2020.

Every
year, the
North Platte Noon Rotary Club and North Platte Sunrise Rotary Club
partner to send 6 students from North Platte High School, North
Platte St. Pat's, Hershey High School, Sutherland High School or who
are home-schooled in our area to attend Rotary's RYLA Youth
Leadership Camp. All expenses for the camp are covered by the
clubs.

The
camp is a five-day experience full of outdoor activities such as
canoeing or tubing, a fun ropes course, and many other outdoor
activities that emphasize teamwork and decision making. In addition,
RYLA focuses on service and Rotary’s role in building stronger
communities by emphasizing both local and global
citizenship.

Applications
will be accepted through March 24, 2020 11:59 PM. When you submit an
application, it will be reviewed by your local club, then you will
have an interview and if accepted receive a scholarship to attend the
RYLA 2020.Participants
must be committed to attending the full length of the camp.

United Way received a $2,000 grant for senior citizen Meals on
Wheels. The grant is
provided through Farm Credit Services of America’s (FCSAmerica)
Working Here Fund.

The
Working Here Fund grant will be used to offset expenses for the Meals
on Wheels program.  The donation will help to ensure meals can be
delivered at reduced costs to the senior citizens throughout the
community.  In addition to Meals on Wheels delivery, regular meals
are also provided at the senior center for senior citizens that are
able to congregate for a meal.  Last year over 43,000 meals were
served to senior citizens throughout the community.

“Our
goal is to decrease hunger among senior citizens, ensure they stay
healthy and to keep them in their homes and independent longer,”
said Alisha Forbes, executive director.  


Meal
delivery is available every afternoon.  If an individual is
interested in receiving the meal deliveries, please contact the
Senior Center.

LINCOLN, Neb. (AP) - A Nebraska senator who is pushing the Legislature's main bill to lower property taxes said Thursday she hopes to reach a deal with opponents who are trying to derail it out of concern that it could hurt the state's K-12 public schools.

Sen. Lou Ann Linehan, of Omaha, said she and other senators will try to find an agreement with school officials who are lobbying against the measure.

"We want to sit down with the schools and see how we can go forward," she said during legislative debate.

The bill has won support from farm and business groups and Gov. Pete Ricketts because it would lower taxes that have risen over the last decade. But school administrators, school boards and the state teachers' union argue it would hinder their long-term spending flexibility.

"This bill is bad for Nebraska and it's bad for our kids," said Sen. Wendy DeBoer, of Bennington, who opposed the measure.

The bill would boost state aid to schools by about $520 million over three years and redistribute it so that smaller, rural schools get a larger increase. In exchange, it would lower property taxes by restricting school districts' ability to tax and spend and requiring voter approval of certain tax increases.

Lawmakers debated the bill Thursday but passed over it without taking a vote. To bring it to a vote, Linehan has to show that she has support from at least 33 of the Legislature's 49 state senators. It's unclear whether she has the votes.

Evacuees prepare to leave quarantine at Nebraska Guard camp

Phase 1 of the Downtown North Platte Enhancement project will begin Monday, according to city officials.

The city's contractor, Paulsen Inc., will begin the first phase of the project on February 24, weather permitting.

City engineers say the work will include the removal of bricks and paving, replacement of storm sewer and water mains, then replacement of the pavement, bricks and sidewalks.

Because of the work, the following road closures will be in place:&nbsp;

-6th Street from Jeffers Street to Chestnut Avenue, including the intersection at 6th and Chestnut

-Dewey Street from 5th Street to 6th Street will be close to all vehicle traffic. Sidewalks will remain open for access to businesses

Officials say during the construction, Bailey Street from 5th Street to 6th Street will be temporarily converted to two-way traffic. This will allow access to the parking lot located on the southwest corner of 6th and Bailey. Access to Dewey Street from this lot will be via the covered alley.

Motorists are urged to use caution in the construction area, both for their safety and the safety of the workers.

Officials did not give an estimated completion date for Phase 1 of the project.

LINCOLN, Neb. (AP) - The latest attempt to lower property taxes in Nebraska faced an uncertain future Wednesday as lawmakers squabbled over whether it would hurt K-12 public schools that rely heavily on the revenue.

Lawmakers debated the measure for nearly three hours but failed to reach a vote before they adjourned for the day.

A leading supporter, Sen. Lou Ann Linehan, of Omaha, said she believes she has enough votes to pass the complex bill but cautioned that lawmakers need more time to discuss and understand everything it does.

She said she expects intense lobbying of lawmakers from school districts that oppose the bill and from farm, business and taxpayer advocates who want to see it pass. Lawmakers will resume debate Thursday morning.

"There's going to be a lot of arm-twisting between now and 9 a.m. tomorrow," Linehan said.

Gov. Pete Ricketts has said he generally supports the bill and clashed publicly with school lobbyists who are fighting it. The Republican governor recently referred to Nebraska's public schools as "government schools," echoing a line from President Donald Trump's State of the Union in which the president criticized "failing government schools."

The Nebraska bill seeks to lower local property taxes by boosting state aid for public K-12 schools and redistributing it so that smaller, rural schools get a larger share. All districts would see an increase because the total amount of aid would rise by about $520 million over three years. But school officials have said they don't trust lawmakers to maintain state funding in tight budget years.

The bill would also reduce the percentage of home, business and agricultural land value that schools are allowed to tax. After a three-year phase-in, schools would only be allowed to tax 87% of the value of homes and businesses, down from the current 100%. They'd only be able to tax 55% of the value of farm and ranch land, down from 75% currently. Property owners, as a result, would pay taxes on a smaller portion of their property's value.

It would also tighten limits on school spending growth and their taxing power, drawing objections from many districts. New levy caps would allow schools to collect the same amount of money they received in the previous year, plus inflation and the value of any new homes or businesses. Overriding the levy would require voter approval.

Senators offered mixed reviews of the proposal. Some argued that it would hold K-12 public schools accountable while shifting more of the cost onto the state and off of local property taxpayers.

"It would be irresponsible of us to inject hundreds of millions of additional state dollars into K-12 education and not try to ensure that the money goes toward property tax relief," said Sen. Tom Briese, an Albion farmer.

But Sen. Sue Crawford, of Bellevue, said she still has concerns that the bill could shortchange schools over the long term.

"I don't believe we're there yet," she said.

Sen. Steve Lathrop, of Omaha, said he'd like to see a measure that's offers "sustainable, realistic property tax relief," but he doesn't see the current bill achieving that goal.

"The fact that everyone wants property tax relief doesn't make this the right vehicle to accomplish it," he said.

Sen. Ernie Chambers, of Omaha, was more blunt: "This bill is not going anywhere," he said.

Property tax measure faces uncertain future in Nebraska

Investigators with the Nebraska State Patrol (NSP) have arrested a North Platte man on suspicion of several charges related to a search for two fugitives in January.

Tyler Corbit, 30, of North Platte, was arrested Tuesday on five felony charges related to aiding and abetting. Investigators discovered that Corbit had assisted his brothers, Chris Corbit and Jeremy Bailey, as they were being sought by law enforcement in multiple states in early January.

The two men were wanted in connection with a homicide investigation being conducted by the Tulare County Sheriff’s Office in California. They traveled to Nebraska, prompting NSP to issue an alert to the public on January 5 to avoid contact with them and report any sightings to 911.

Investigators discovered that Corbit had assisted his brothers, Chris Corbit and Jeremy Bailey, as they were being sought by law enforcement in multiple states in early January.The two men were wanted in connection with a homicide investigation being conducted by the Tulare County Sheriff’s Office in California. They traveled to Nebraska, prompting NSP to issue an alert to the public on January 5 to avoid contact with them and report any sightings to 911.Bailey and Chris Corbit then fled Nebraska. The two fugitives were found and arrested in Utah by the Utah Highway Patrol.Tyler Corbit was arrested Tuesday in North Platte and lodged in Lincoln County Jail.###
