LINCOLN, Neb. (AP) - The latest attempt to lower property taxes in Nebraska faced an uncertain future Wednesday as lawmakers squabbled over whether it would hurt K-12 public schools that rely heavily on the revenue.

Lawmakers debated the measure for nearly three hours but failed to reach a vote before they adjourned for the day.

A leading supporter, Sen. Lou Ann Linehan, of Omaha, said she believes she has enough votes to pass the complex bill but cautioned that lawmakers need more time to discuss and understand everything it does.

She said she expects intense lobbying of lawmakers from school districts that oppose the bill and from farm, business and taxpayer advocates who want to see it pass. Lawmakers will resume debate Thursday morning.

"There's going to be a lot of arm-twisting between now and 9 a.m. tomorrow," Linehan said.

Gov. Pete Ricketts has said he generally supports the bill and clashed publicly with school lobbyists who are fighting it. The Republican governor recently referred to Nebraska's public schools as "government schools," echoing a line from President Donald Trump's State of the Union in which the president criticized "failing government schools."

The Nebraska bill seeks to lower local property taxes by boosting state aid for public K-12 schools and redistributing it so that smaller, rural schools get a larger share. All districts would see an increase because the total amount of aid would rise by about $520 million over three years. But school officials have said they don't trust lawmakers to maintain state funding in tight budget years.

The bill would also reduce the percentage of home, business and agricultural land value that schools are allowed to tax. After a three-year phase-in, schools would only be allowed to tax 87% of the value of homes and businesses, down from the current 100%. They'd only be able to tax 55% of the value of farm and ranch land, down from 75% currently. Property owners, as a result, would pay taxes on a smaller portion of their property's value.

It would also tighten limits on school spending growth and their taxing power, drawing objections from many districts. New levy caps would allow schools to collect the same amount of money they received in the previous year, plus inflation and the value of any new homes or businesses. Overriding the levy would require voter approval.

Senators offered mixed reviews of the proposal. Some argued that it would hold K-12 public schools accountable while shifting more of the cost onto the state and off of local property taxpayers.

"It would be irresponsible of us to inject hundreds of millions of additional state dollars into K-12 education and not try to ensure that the money goes toward property tax relief," said Sen. Tom Briese, an Albion farmer.

But Sen. Sue Crawford, of Bellevue, said she still has concerns that the bill could shortchange schools over the long term.

"I don't believe we're there yet," she said.

Sen. Steve Lathrop, of Omaha, said he'd like to see a measure that's offers "sustainable, realistic property tax relief," but he doesn't see the current bill achieving that goal.

"The fact that everyone wants property tax relief doesn't make this the right vehicle to accomplish it," he said.

Sen. Ernie Chambers, of Omaha, was more blunt: "This bill is not going anywhere," he said.

Property tax measure faces uncertain future in Nebraska

Investigators with the Nebraska State Patrol (NSP) have arrested a North Platte man on suspicion of several charges related to a search for two fugitives in January.

Tyler Corbit, 30, of North Platte, was arrested Tuesday on five felony charges related to aiding and abetting. Investigators discovered that Corbit had assisted his brothers, Chris Corbit and Jeremy Bailey, as they were being sought by law enforcement in multiple states in early January.

The two men were wanted in connection with a homicide investigation being conducted by the Tulare County Sheriff’s Office in California. They traveled to Nebraska, prompting NSP to issue an alert to the public on January 5 to avoid contact with them and report any sightings to 911.

Bailey and Chris Corbit then fled Nebraska. The two fugitives were found and arrested in Utah by the Utah Highway Patrol.

Tyler Corbit was arrested Tuesday in North Platte and lodged in Lincoln County Jail.

Chao announced today that the U.S. Department of Transportation will award $10.7 million in airport safety and infrastructure grants to 18 airports in Nebraska. This investment in Nebraska’s airports is part of a&nbsp;$520.5 million&nbsp;national investment in America’s airports that was announced today by Secretary Chao.

“This $520.5 million in federal support to airports across the country will help to keep our nation’s airports in good shape and make air travel a better experience for passengers,” said U.S. Secretary of Transportation Elaine L. Chao.

With this announcement, the Trump Administration has invested a historic&nbsp;$11.42 billion&nbsp;in more than two thousand American airports across the United States for safety and infrastructure improvements since January 2017.

The airports receiving Airport Improvement Program grants in Nebraska include:

The Administration not only supports infrastructure through funding – it is making it possible to deliver these much-needed improvements more quickly. North Platte Airport among those receiving federal money for safety and infrastructure

NORTH PLATTE, Neb.-Mayor Dwight Livingston announced
today that the City of North Platte has elected to extend the
application deadline for potential candidates to fill the position of
retiring City Administrator Jim Hawks to 5:00 p.m. Central Time on
March 2, 2020.  


In
order to promote a uniform review of the applicants, Mayor Dwight
Livingston also mentioned that all candidates who have presently
applied have now been asked to complete the City’s Employment
Application form which may be obtained from the Mayor’s office or
found online on the City’s website.

The
Mayor further clarified that his ad
hoc Committee to
review all applications and then recommend three final candidates to
the City Council Committee will consist of the Mayor, City Council

The highest totals were expected along the U.S. Highway 20 corridor, with lesser amounts to the south, according to a National Weather Service advisory.

The snowfall is expected to end overnight, and sunny skies with temperatures hovering around 30 were expected Thursday, the service said.

Forecasters say snowfall poses hazard in much of Nebraska

NORTH PLATTE, Neb.-A 30-year-old South Dakota man is facing allegations in Lincoln County that he assaulted North Platte police officers, amongst other charges.

On February 16, at around 3:42 pm, officers were advised that a stolen vehicle from South Dakota had been located via GPS, and was believed to be parked in the 1000 block of West 5th Street, in North Platte.

Officers located the vehicle and verified that it had been reported stolen. They made contact with Michael Lappegard, of Marion, South Dakota, who was in the driver's seat of the vehicle.

As officers removed Lappegard from the vehicle, he allegedly refused to comply with any of the officers' commands and began to scuffle with the officers.

Once subdued, Lappegard was complaining of pain and an ambulance was called. Lappegard was checked out and cleared for confinement by Great Plains Health emergency room personnel.

According to police, as officers attempted to reload Lappegard into a cruiser, he again began resisting and scuffling with officers. He was eventually transported to the Lincoln County Detention Center, where police say he began scuffling with Lincoln County Sheriff's Office jail personnel.

In the end, Lappegard was jailed on suspicion of theft of a motor vehicle, two counts of 3rd-degree assault on a police officer, two counts of resisting arrest, possession of Trazadone, possession of marijuana, and possession of drug paraphernalia.

Police say two officers were treated for minor injuries they sustained in the incident.

They made contact with Michael Lappegard, of Marion, South Dakota, who was in the driver's seat of the vehicle.As officers removed Lappegard from the vehicle, he allegedly refused to comply with any of the officers' commands and began to scuffle with the officers.Once subdued, Lappegard was complaining of pain and an ambulance was called. Lappegard was checked out and cleared for confinement by Great Plains Health emergency room personnel.According to police, as officers attempted to reload Lappegard into a cruiser, he again began resisting and scuffling with officers. He was eventually transported to the Lincoln County Detention Center, where police say he began scuffling with Lincoln County Sheriff's Office jail personnel.In the end, Lappegard was jailed on suspicion of theft of a motor vehicle, two counts of 3rd-degree assault on a police officer, two counts of resisting arrest, possession of Trazadone, possession of marijuana, and possession of drug paraphernalia.Police say two officers were treated for minor injuries they sustained in the incident.

LINCOLN, Neb. – Safety is always paramount when ice-fishing in Nebraska. Safe, fishable ice can disappear quickly during February or March.

Daryl Bauer, fisheries outreach program manager for the Nebraska Game and Parks Commission, has the following tips for safe late-season ice-fishing:

-- Ice gets thinnest and worse near shore first, especially in areas exposed to the afternoon sun. Be especially careful when you start seeing weak ice in those areas.

-- Four-inch-thick ice may be fine for early in the season, but it may not be enough late in the season. Use a spud bar to check ice thickness and hardness.

-- Be careful around objects, such as logs, standing trees or rocks. Anything that might absorb more warmth from the sun can result in weaker ice adjacent to it.

-- Check ice conditions throughout the day with a spud bar. On a warm day on late ice, conditions can change by the hour, and that especially is true if the wind is blowing.

-- Be careful about getting on the ice early in the day, then fishing all day. After a warm day you might find it hard to get off the ice where it was no problem first thing in the morning.

-- Other than a spud bar, have other safety gear, such as ice picks, close at hand. Fishing late ice with a partner is recommended.

“There will come a day, maybe even a time during a day, when you just have to walk away from the ice, so be safe,” Bauer said.

On the other hand, Bauer said late-season ice-fishing can be quite productive.

-- Water temperatures under late, thawing ice are surprisingly warm. That spurs fish feeding activity as fish often begin moving toward shallow water to find prey.

-- Walleyes, northern pike and yellow perch will move toward spawning areas in shallower water at late ice.

-- Fish are more likely to suspend under late ice, partly because of warming water but also because of the presence of prey higher in the water column.

-- Active fish mean you can use bigger baits, faster, more aggressive presentations and get more bites. But always cover water.

Tips for safe, successful late-season ice-fishing

DES MOINES, Iowa (AP) - Of all places, why are 13 people potentially exposed to&nbsp;<a href="https://apnews.com/c346a89eb737ef16859dbe9fdda43a62" target="_blank">a viral outbreak</a>&nbsp;being treated and observed in Omaha, Nebraska?

Because nearly 20 years ago, a few doctors, public health experts and officials realized that nearly no one was meeting a national need for such specialized care and figured, why not Omaha?

"We all wanted to build a better mousetrap," said Dr. Phil Smith, an infectious disease expert who led the effort to create the biocontainment unit at Nebraska Medical Center.

The biocontainment unit and an adjacent quarantine facility are suddenly a focus of attention because they're housing&nbsp;<a href="https://apnews.com/0f0026db4e98f1588aed1b462e224f01" target="_blank">people evacuated from a cruise ship</a>&nbsp;in Japan. Nearly 60 more people potentially exposed to&nbsp;<a href="https://apnews.com/6f7d691099b499bbf38fdfe7875126e0" target="_blank">the virus&nbsp;</a>are also biding their time in quarantine at a Nebraska National Guard base largely because of its proximity to the biocontainment unit, should those under observation develop symptoms needing treatment.

When doctors and officials came up with the idea of creating the unit in Omaha in the early 2000s, not everyone was on board.

"There were a number of skeptics who thought this was overkill," Smith said.

Back then, the biggest concern was anthrax attacks and severe acute respiratory syndrome, more commonly known as SARS. Smith said he and others were especially worried about health care workers infected while treating patients with SARS and wanted a place where staff could train more effectively and more safely treat patients during an outbreak.

They saw another advantage in being situated near the sprawling Offutt Air Force Base, given that the military typically would be part of the response to large-scale disease outbreaks.

The state health department supported the idea and offered some funding, and so did the U.S. Centers for Disease Control and Prevention. Nebraska Medical Center ponied up enough space for five double rooms in a building with its own air-handling system.

The total cost was roughly $1 million, which Smith said "in modern terms is amazingly cheap."

Even after the CDC commissioned the center in 2005, some still questioned devoting so much space to the treatment of patients who might never arrive. Such criticism was largely quelled when the unit was used to effectively treat an American doctor infected with the deadly Ebola virus in 2014.

Earlier this year, the University of Nebraska Medical Center opened a 20-unit quarantine center within a block of the biocontainment unit, built at a cost of nearly $20 million. It's this center that is now housing a dozen people who were removed from the Diamond Princess cruise ship and flown back to the U.S.

Those people are isolated in individual rooms while being monitored for signs of&nbsp;<a href="https://apnews.com/784664fedb1221504fcd8c6faf14efe2" target="_blank">COVID-19.</a>

"They're very nice rooms," said Shelly Schwedhelm, a nurse and executive director of emergency management and biopreparedness at Nebraska Medicine, the health network that includes the Nebraska Medical Center. "They have Wi-Fi, they have TV, they've got a small refrigerator. Just a lot of the amenities you'd have if you were going to a hotel with a lot of engineering controls."

For now they can't leave the rooms, but Schwedhelm said it's possible they'll be allowed into the halls after more testing.

Seeing the focus on a center he and others dreamed up, Smith said he feels a great sense of pride.

"It vindicates all the work and the lobbying we had to do to keep the idea viable," he said.

Why treat people exposed to virus in Omaha? Why not?

LINCOLN, Neb. (AP) - Nebraska officials are looking to build new prison space to ease chronic overcrowding that's expected to worsen over time, the state corrections director announced Tuesday.

Nebraska Department of Correctional Services Director Scott Frakes said he plans to seek more information about possible new construction projects. One idea is a facility built by a private developer and leased to Nebraska until the state eventually owns it.

"This is a first step to examine what options are out there," Frakes said in a statement. "We will be focusing on medium to maximum custody options in a location that has the population to support required staffing."

Frakes faced questions earlier this month from lawmakers who voiced concern that Nebraska's inmate population will continue growing and outpace the state's efforts to add more space.

Frakes said he doesn't yet know how much any new construction projects would cost.

Nebraska eyes new prison projects to ease crowding

LINCOLN, Neb. (AP) - Nebraska's pardons board refused Tuesday to pardon the murder conviction of the ex-girlfriend of Charles Starkweather, the infamous killer who went on a rampage in the 1950s that was later immortalized in movies, books and two hit songs.

The board voted 3-0 to deny the application from Caril Ann Clair, even though some relatives of Starkweather's victims lobbied in her favor. The board is composed of Nebraska Gov. Pete Ricketts, Attorney General Doug Peterson and Secretary of State Bob Evnen, all Republicans.

Clair, who was known as Caril Ann Fugate at the time, was 14 when Starkweather, then 19, went on a killing spree in 1957-58 that left 11 people dead in Nebraska and Wyoming, including her mother, stepfather and baby half-sister.

The murders stoked so much fear around Lincoln that law enforcement conducted a house-by-house search of the city and the governor contacted the Nebraska National Guard. It also formed a loose basis for the 1973 movie "Badlands," with Sissy Spacek and Martin Sheen, as well as other films. The killings were the subject of Bruce Springsteen's song "Nebraska," and referenced in Billy Joel's "We Didn't Start the Fire."

Clair spent 17 years in prison on a murder conviction before she was paroled in 1976. She has since married and lives in Michigan under the name Caril Ann Clair.

Starkweather was executed in 1959 at the age of 20.

Clair, now 76, wrote in her pardon application that the perception that she willingly joined Starkweather on a murder spree is "too much for me to bear anymore."

"Receiving a pardon may somehow alleviate this terrible burden," she wrote.

After the vote, Peterson said he denied the application because the purpose of the pardons board is to restore a felon's rights, and Clair's request was "much, much broader" than what board members could offer.

"That's not the role of the pardons board," he said.

But the vote infuriated some of Clair's allies, who were denied a chance to testify. Clair applied for a pardon once before, in 1996, and was rejected. This time, she had an unusual ally - the granddaughter of two of Starkweather's victims.

Liza Ward, of Duxbury, Massachusetts, said she became convinced that Clair was innocent after researching the case and visiting all the sites where people were killed. Ward is the granddaughter of S. Lauer and Clara Ward, who were killed in their Lincoln home in December 1958.

"There are a lot of people who support her, and we're going to let her know that however we can," Ward said through tears after the board's vote. She said she started investigating the case to discover what had happened to her grandparents, and "the more I learned, the more I realized that something wasn't right."

Clair's attorney, John S. Berry Sr., said his client sought clemency to bring her some closure in the case.

"She's not after anything else other than to clear her name," said Berry, who also co-wrote a book arguing that Clair's conviction was a miscarriage of justice.

But Dave Ellis, a relative of another victim, said he was pleased with the board's decision. Ellis said he believes Clair killed his first cousin once removed, Carol King, because King's body was partially mutilated after Starkweather raped her. Ellis said he thinks Clair mutilated her out of "female rage."

Ward said she could find no evidence of Clair's guilt beyond a reasonable doubt and noted that Starkweather was the prosecution's main witness against her, even though he had changed his story multiple times and was likely angry because Clair had told him she never wanted to see him again.

Ward said she believes Clair was a victim of Starkweather's and that the public's perception of her guilt is based on misinformation and hearsay about the case.

Nebraska denies pardon for notorious killer's ex-girlfriend

The United States Constitution guarantees the right to keep and bear arms.&nbsp; The first sentence of Article I of the Nebraska Constitution reasserts this right: “The right to keep and bear arms for security or defense of self, family, home, and others, and for lawful common defense, hunting, recreational use, and all other lawful purposes...shall not be denied or infringed by the state or any subdivision thereof.”

Over the past few years, my team has worked to safeguard your rights.&nbsp; For example, we have created an online process to renew, update, or replace a handgun permit, saving gun owners across the state valuable time.&nbsp; In 2018, I signed LB 902, a bill brought by Sen. Bruce Bostelman of Brainard, which protects the identities of gun owners with concealed carry permits.&nbsp; And when the National Rifle Association (NRA) was under attack, we invited them to Nebraska because the people of our state understand the importance of the Second Amendment.

In addition to protecting the right to bear arms for self-defense, we have worked to position Nebraska as an ideal destination for hunting, offering some of the best turkey and pheasant hunting in the country.&nbsp; Nebraskans shoot clay for recreation.&nbsp; Ranchers across the state carry firearms to protect livestock from predators and to ward off pests that can devastate pastures. &nbsp;Nebraskans also hunt wild game to put food on the table.&nbsp; For these reasons, gun ownership isn’t just an abstract right in our state.&nbsp; It’s a practical, well-established part of everyday life for tens of thousands of Nebraskans.

Hunter education through the Nebraska Game and Parks Commission makes sure teens and young adults know how to safely and responsibly handle a firearm. &nbsp;The Nebraska State Patrol (NSP) provides handgun training so that residents know how to property hold, load, lock, and fire a gun.&nbsp; The NSP also educates citizens on federal and state gun regulations.&nbsp; These efforts, together with the work done by parents and volunteers around the state, have built a culture of gun safety in Nebraska.&nbsp; The Centers for Disease Control and Prevention (CDC) ranks Nebraska ninth-lowest among states in our per capita rate of gun violence (firearm mortality).

While Nebraska has a long tradition of protecting Second Amendment rights, it’s important to be vigilant against legislative attempts to erode them.&nbsp; LB 58, a bill currently under consideration by the Legislature, would infringe on your right to bear arms in Nebraska.&nbsp; The so-called “Red Flag Law” would permit household members or law enforcement to go before a court to “flag” someone as unfit to have a firearm.&nbsp; Based on this allegation, the court could then order a search of the property of law-abiding citizens and the seizure of any guns found.&nbsp; The court order would also prevent the “flagged” person from purchasing a firearm.&nbsp; Under LB 58, all of this could take place&nbsp;prior to the accused persons having the opportunity to defend themselves in court! &nbsp;This is a clear violation of due process rights under the guise of public safety.&nbsp; LB 58 would create a judicial weapon for anti-gun activists who wish to roll back the gun rights enshrined in both our federal and state constitutions.

As the tragic rise of knife attacks and fatal stabbings in the United Kingdom, Japan, and other countries demonstrate, violence is not due to guns. &nbsp;As a society, we together must confront the root causes of violence, one of which is substance abuse.&nbsp;

To this end, the State of Nebraska has made significant investments to prevent and treat addiction. &nbsp;Last summer, Nebraska became the first state to allocate federal funding to train medical experts to combat addiction.&nbsp; The Nebraska Department of Health and Human Services launched an addiction medicine fellowship in partnership with the University of Nebraska Medical Center.&nbsp; It addresses substance use disorders, including illicit drug addiction and also the larger public health issues of alcohol abuse and binge drinking.&nbsp; We’re committed to reducing opioid misuse and other addictions that can lead to violence.

By Governor Pete RickettsThe United States Constitution guarantees the right to keep and bear arms.&nbsp; The first sentence of Article I of the Nebraska Constitution reasserts this right: “The right to keep and bear arms for security or defense of self, family, home, and others, and for lawful common defense, hunting, recreational use, and all other lawful purposes...shall not be denied or infringed by the state or any subdivision thereof.”Over the past few years, my team has worked to safeguard your rights.&nbsp; For example, we have created an online process to renew, update, or replace a handgun permit, saving gun owners across the state valuable time.&nbsp; In 2018, I signed LB 902, a bill brought by Sen. Bruce Bostelman of Brainard, which protects the identities of gun owners with concealed carry permits.&nbsp; And when the National Rifle Association (NRA) was under attack, we invited them to Nebraska because the people of our state understand the importance of the Second Amendment.In addition to protecting the right to bear arms for self-defense, we have worked to position Nebraska as an ideal destination for hunting, offering some of the best turkey and pheasant hunting in the country.&nbsp; Nebraskans shoot clay for recreation.&nbsp; Ranchers across the state carry firearms to protect livestock from predators and to ward off pests that can devastate pastures. &nbsp;Nebraskans also hunt wild game to put food on the table.&nbsp; For these reasons, gun ownership isn’t just an abstract right in our state.&nbsp; It’s a practical, well-established part of everyday life for tens of thousands of Nebraskans.Hunter education through the Nebraska Game and Parks Commission makes sure teens and young adults know how to safely and responsibly handle a firearm. &nbsp;The Nebraska State Patrol (NSP) provides handgun training so that residents know how to property hold, load, lock, and fire a gun.&nbsp; The NSP also educates citizens on federal and state gun regulations.&nbsp; These efforts, together with the work done by parents and volunteers around the state, have built a culture of gun safety in Nebraska.&nbsp; The Centers for Disease Control and Prevention (CDC) ranks Nebraska ninth-lowest among states in our per capita rate of gun violence (firearm mortality).While Nebraska has a long tradition of protecting Second Amendment rights, it’s important to be vigilant against legislative attempts to erode them.&nbsp; LB 58, a bill currently under consideration by the Legislature, would infringe on your right to bear arms in Nebraska.&nbsp; The so-called “Red Flag Law” would permit household members or law enforcement to go before a court to “flag” someone as unfit to have a firearm.&nbsp; Based on this allegation, the court could then order a search of the property of law-abiding citizens and the seizure of any guns found.&nbsp; The court order would also prevent the “flagged” person from purchasing a firearm.&nbsp; Under LB 58, all of this could take place&nbsp;prior to the accused persons having the opportunity to defend themselves in court! &nbsp;This is a clear violation of due process rights under the guise of public safety.&nbsp; LB 58 would create a judicial weapon for anti-gun activists who wish to roll back the gun rights enshrined in both our federal and state constitutions.As the tragic rise of knife attacks and fatal stabbings in the United Kingdom, Japan, and other countries demonstrate, violence is not due to guns. &nbsp;As a society, we together must confront the root causes of violence, one of which is substance abuse.&nbsp;To this end, the State of Nebraska has made significant investments to prevent and treat addiction. &nbsp;Last summer, Nebraska became the first state to allocate federal funding to train medical experts to combat addiction.&nbsp; The Nebraska Department of Health and Human Services launched an addiction medicine fellowship in partnership with the University of Nebraska Medical Center.&nbsp; It addresses substance use disorders, including illicit drug addiction and also the larger public health issues of alcohol abuse and binge drinking.&nbsp; We’re committed to reducing opioid misuse and other addictions that can lead to violence.Protecting the Second Amendment rights of Nebraskans and battling addiction is key to keeping people safe in our homes, schools, and businesses.&nbsp; I hope you will contact your State Senator and let them know you oppose LB 58.&nbsp; You can find their information at&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.nebraskalegislature.gov%2F&amp;data=02%7C01%7Ccio.webmstr%40nebraska.gov%7C7140dea67ada4c22531208d7b4974e9b%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637176434266703368&amp;sdata=V1Dbcmf%2BVosyirqdEdmfoTYpXMWlDWzJln7pNcUHNYM%3D&amp;reserved=0" target="_blank">www.NebraskaLegislature.gov</a>. &nbsp;If you have ideas of how to enhance public safety in Nebraska, I invite you to share them with me by email at&nbsp;<a href="mailto:pete.ricketts@nebraska.gov">pete.ricketts@nebraska.gov</a>&nbsp;or by calling 402-471-2244. &nbsp;My administration will continue its diligent efforts to protect public safety and will oppose legislation that tramples on your constitutional rights.

Governor's Weekly Column: Protecting the Right to Bear Arms

LEXINGTON, Neb.-Dawson Public Power District will have an average two percent rate increase across all rate classes effective April 1, 2020. The vote for approval was made at the Dawson PPD Board Meeting on February 12.

The District has invested more than $135 million into its distribution system over the past ten years. As a result, system reliability increased from a good to an excellent rating, according to a 2019 customer satisfaction survey. Additionally, Dawson PPD employee overtime labor hours resulting from power outages reduced from 2,416 in 2009 to 1,343 in 2019.

“Our customers have indicated that reliable power is a top priority,” said Dawson PPD General Manager Gwen Kautz. “As a publicly owned-utility, our focus is on our customers. We made these investments at a rapid pace, and now that Dawson PPD’s system is more reliable than ever, it’s time to slow down.”

Construction and line upgrade projects have been reduced. Dawson PPD’s overall 2020 budget is about $2.5 million less than the previous year.

Residential customers on the General Service rate could expect their monthly electric statement to increase an average of $2.45. Residential customers on the General Service-Electric Heat rate could see their monthly electric statement increase by $2.83, on average.

Dawson PPD rate increase to go in effect April 1

Falls, knife fights, battles for control – they don’t just happen.

That’s according to Mark Hardiman, theater and speech instructor at McCook Community College. For a little over a month, he has been helping the cast of North Platte High School’s upcoming production of “West Side Story” learn the ins and outs of stage combat.

“A lot of times, we think of stage combat as the big things – the fight scenes, events of that nature,” said Hardiman. “In reality, stage combat is anything actors do that involves physical conflict. That includes the little actions as well – something as simple as grabbing someone by the arm. That can be potentially dangerous. There’s a safe way to do it, so there’s no bruising.”

He said there’s a fair amount of stage violence, including a switchblade fight, in “West Side Story.” Even scenes that involve falling must be thought out.

“When people fall, the first instinct is to throw down a hand to catch themselves,” said Hardiman. “The problem with that is wrists can be injured, shoulders can be injured. It’s not safe. Stage combat teaches us the safe way of falling, which is basically sitting down gently and landing on large muscle masses.”

He believes stage combat needs to be considered before beginning any production.

“Any sort of movement is a design element,” Hardiman said. “It’s important for fight choreographers to work with costume and set designers early on because it makes the process smoother, faster and easier.”

Hardiman has spent years honing his stage combat skills. As a member of The Society of American Fight Directors and Dueling Arts International, the two biggest stage combat organizations in the U.S., he regularly attends workshops to learn new techniques.

He has shared his expertise at multiple educational institutions and even developed his own safe weapon forms of fighting.

“I take what people have actually done and turn it into moves that can be used on stage,” Hardiman said. “A large part of my study has been developing forms useful for us in the theater all based on principles of real-life fights. We always try to put the partner - the one receiving the aggression - in control and set up systems of communication so they can do that.”

The sword and buckler method is an example of that.

“It’s out of the oldest living fight book,” Hardiman said. “It’s a technique not taught in standard form by either of the fight organizations that I’m a part of, but it was used in the 14th and 15th centuries and continued through the Renaissance era.”

Hardiman developed a safe approach to sword and buckler dueling using text from the original fight book. He has also designed safe ways to mimic cutlass and saber fighting, which he’s happy to share with area theater departments.

“It’s all part of the growing I want to accomplish here,” Hardiman said. “I want to bring in more combat and movement training to the area. It just makes our students more competitive when they move on to the next program.”

NORTH PLATTE, Neb.-“Love” will be the theme of an upcoming choir concert hosted by the North Platte Community College music department.

The concert is scheduled for 7 p.m. March 3 in the McDonald-Belton Theater on NPCC’s south campus, 601 W. State Farm Rd. The event is free and open to the public.

“Our concert will be a very enjoyable evening for all who come,” said Kristin Simpson, interim music instructor. “It has music for the hopeless romantic – longing, heartbreak, sacred love, a bit of comedic love – even songs about loving the weekend and our beautiful nature. The audience will have their emotions brought to the surface by the gorgeous melodies and energetic rhythms.”

Simpson will direct the choirs, and Jennifer Winder will serve as the collaborative accompanist.

U.S. Highway 30 was closed from 9 miles west of Brule to the Wyoming state line, the Nebraska Transportation Department said. Interstate 80 was closed from Big Springs west to the state line.

Wyoming authorities had&nbsp;<a href="https://apnews.com/c3d75d9a5de37316bc2ce2b9e5497ab0" target="_blank">reported</a>&nbsp;that much of I-80 was closed to travelers because of whiteout and other winter conditions. It's been reopened throughout the state, although officials said some slick spots remain.

The Boy Scouts of America has filed for bankruptcy protection as it faces a barrage of new sex-abuse lawsuits. 

The filing Tuesday in Wilmington, Delaware, is an attempt to work out a potentially mammoth compensation plan for abuse victims that will allow the 110-year-old organization to carry on. It could be one of the biggest, most complex bankruptcies ever seen. 

 Scores of lawyers are seeking settlements on behalf of several thousand men who say they were molested as boys by Scout leaders decades ago. 

The organization could be forced to sell off some of its vast property holdings to raise money for a compensation fund that could surpass $1 billion.

Boy Scouts file for bankruptcy due to sex-abuse lawsuits

Omaha, Neb&nbsp;–&nbsp;Thirteen&nbsp;Americans who have been on a cruise ship docked off the coast of Japan for two weeks have arrived in Omaha, Nebraska, for further monitoring and treatment if needed. Some of these citizens have tested positive for COVID-19, the disease that was first discovered in late 2019 and is believed to have originated in Wuhan, China.&nbsp;Those who have&nbsp;tested positive for this novel coronavirus, are only showing mild symptoms of the disease.

The recently opened National Quarantine Unit, on the UNMC/Nebraska Medicine campus, was designed for this very purpose – to safely monitor Americans after exposure to an infectious disease. The unit, which has a 20-bed capacity, is strategically located in close proximity to the Nebraska Biocontainment Unit, should a higher level of care be needed. After the passengers arrived, it was determined one person needed to be taken to the Biocontainment Unit for additional care. Our Nebraska Biocontainment Unit team cared for three patients with Ebola in late 2014.

“We were there for Ebola, we were there for the rescued Americans now being monitored at Camp Ashland and we’re going to be there for these American citizens as well,” said Jeffrey P. Gold, MD, chancellor of the University of Nebraska Medical Center and the University of Nebraska at Omaha. “Because we are one of the world leaders in this arena, we were asked by our federal partners, the U.S. Department of Health and Human Services, to rise to the challenge when our nation once more critically needs our expertise. Clearly, this is again, one of those times.”

The Americans coming to Omaha from the cruise ship will be closely monitored for and then will be tested for the coronavirus before leaving the Quarantine Unit.

In many instances, they’ve written the book on the most effective methods of quarantine and treatment. The Nebraska method is the tested standard.”Currently, there have been 15 documented cases of COVID-19 in the U.S. and zero deaths. While this disease has been more infectious than the SARS outbreak in 2003, it has been far less lethal. Our experts estimate a fatality rate between one and two percent for COVID-19, with the majority of the fatalities being in people with other medical conditions.The list of initiatives involving biopreparedness on the med center campus is extensive. The Global Center for Health Security features the Nebraska Biocontainment Unit which serves as the Region VII Special Pathogen Treatment Center. The Global Center also includes the National Ebola Training and Education Center (NETEC, National Disaster Medical System (NDMS) training and the recently opened National Quarantine Unit, just to name a few. In addition to providing quarantine for Americans exposed to infectious diseases, the Training, Simulation and Quarantine Center is also designed to train federal personnel to treat highly infectious diseases. It was made possible via a contract with the U.S. Department of Health and Human Services.
