SCOTTSBLUFF, Neb-Nebraska State Patrol (NSP) Investigators have arrested a former Gering Public Schools teacher on multiple charges related to inappropriate contact with a high school student.

NSP began investigating reports of the inappropriate contact in October 2019. Following a thorough investigation, NSP arrested Zachary Boness, 31, of Gering, without incident Wednesday.

The investigation revealed that Boness had attempted to have illicit communication with a student via social media. Boness was lodged in Scotts Bluff County Jail on suspicioion child enticement using an electronic device, attempted possession of child pornography, and debauching a minor.

Sleep problems are common in adolescents with ADHD and/or autism. Sleep problems are often linked to physical and mental health problems. Family members may also be impacted by their child's sleep problems. The purpose of this study is to compare sleep interventions (bedtime tracking and/or melatonin).

This study is using an adaptive design. If the child's sleep does not improve, they will have an opportunity to use a different sleep intervention. The goal of this study is to better understand sleep and sleep interventions in adolescents with ADHD and/or autism.

The study is seeking volunteers for the winter and spring cohorts:

LINCOLN, Neb. (AP) - Nebraska's new economic development director was confirmed Thursday by lawmakers who praised him for his business experience.

Senators voted 42-0 to put Tony Goins, of Lincoln, in charge of the Nebraska Department of Economic Development. Gov. Pete Ricketts appointed Goins in July.

Goins replaces Dave Rippe, who stepped down as the director to return to his home in Hastings.

Goins served as director of Branded Products for Lincoln Industries, where he led a sales team responsible for aftermarket truck and Harley Davidson parts. He was also the CEO and partner of the Capital Cigar Lounge and led a consulting firm, the Business Optimizer &amp; Partners LLC.

Goins previously served as an executive for Cabela's World's Foremost Bank.

Goins started in his new role Oct. 7 with an annual salary of $200,000. 

The Legislature's vote ensures he can remain in the position.

Nebraska lawmakers confirm new economic development director

LINCOLN – On Wednesday, the Nebraska Family Alliance (NFA) presented Governor Pete Ricketts with its inaugural Defender of Life award in recognition of his work to protect pre-born babies in Nebraska.  

Gov. Ricketts received the honor at a prayer breakfast hosted by NFA at the Lincoln Cornhusker Marriott Hotel.  The prayer breakfast coincided with the Governor’s proclamation of a Statewide Day of Prayer to end abortion. 

 Gov. Ricketts, Lt. Governor Mike Foley, and State Senator Suzanne Geist each gave brief remarks at the gathering.  On January 8th, Senator Geist introduced LB 814 to prohibit dismemberment abortion in Nebraska.  Governor Ricketts and numerous State Senators support the bill.&nbsp;&nbsp;

The Omaha, Nebraska-based company said it had profit of $2.02 per share.

The results fell short of Wall Street expectations. The average estimate of seven analysts surveyed by Zacks Investment Research was for earnings of $2.03 per share.

The railroad posted revenue of $5.21 billion in the period, topping Street forecasts. Four analysts surveyed by Zacks expected $5.17 billion.

Union Pacific shares have increased slightly since the beginning of the year, while the Standard &amp; Poor's 500 index has increased nearly 3%. The stock has risen 17% in the last 12 months.

SCOTTSBLUFF, Neb. (AP)-The director of the airport in Scottsbluff is under investigation and has been placed on paid administrative leave. 

The airport board chairman, Bob Unzicker, says the investigation of Raul Aguallo has been turned over to the Nebraska State Patrol. 

Unzicker told the Scottsbluff Star-Herald that it's alleged Aguallo had airport employees do some work on his house on airport time. 

Associated Press attempts to reach Aguallo on Wednesday were unsuccessful. Aguallo has been director of Western Nebraska Regional Airport since August  2018.&nbsp;

In November of 2018, Attorney General Doug Peterson issued a letter to the Nebraska State Racing Commission advising it did not have the legal authority to approve wagering on previously run races using so-called “historical horse racing” machines.&nbsp; The commission nevertheless proceeded to approve the use of such machines contrary to Nebraska statutes and the Nebraska Constitution.&nbsp; 

Peterson is asking a court to declare the Commission’s action unlawful and to stop the use of these machines, as Nebraska law does not permit the Commission’s unilateral decision to expand gambling without action by the Legislature or the citizens of Nebraska.

Attorney General files complaint against Nebraska State Racing Commission

LINCOLN, Neb. – The Nebraska Game and Parks Commission voted to delay consideration of the proposed Lake McConaughy Visitor Management Plan at its meeting Jan. 22 in Lincoln.

Instead, Game and Parks staff will work with a McConaughy-area advisory group to come up with revisions to the plan and then present them at the Commission’s March 20 meeting in Hastings.

Game and Parks has worked with local officials, park visitors and the public on the plan to make Lake McConaughy and Lake Ogallala state recreation areas better, safer and more family-friendly. The plan called for controlled beach access and designated camping to help ensure public safety and address over-crowding and over-burdened infrastructure.

“The issues and challenges identified at Lake McConaughy and Lake Ogallala remain,” Parks Division Administrator Jim Swenson said. “The Commission has been tasked by Keith County representatives to address those issues and challenges. We look forward to working with a local advisory group to gain success in restoring Lake McConaughy and Lake Ogallala to quality and safe recreation environments.”

Hundreds of people attended a Game and Parks informational open house at the Lake McConaughy Visitor and Water Interpretive Center on Jan. 16. The agency also has been accepting and reviewing public comments about the plan.

-- approved a staff recommendation to remove the North American river otter from the state threatened list, add the sicklefin chub to the endangered list, and add the McCown’s longspur and timber rattlesnake to the threatened list. Also included was a provision that makes the taking of timber rattlesnakes lawful if it is done for the immediate protection of the health of humans, livestock or pets.

-- approved the following grant awards for the Land and Water Conservation Fund Stateside Assistance Program:

- - City of Ponca, $80,518.50 for the City of Ponca Park Improvement Project;

- - Village of Adams, $396,656 for Adams Park Ballfield Facilities Development;

- - City of Syracuse, $283,387.50 for Syracuse AquaCenter Bathhouse Renovation and Development;

- - City of Scottsbluff, $200,000 for the 23 Club Baseball Park Improvement Project;

The commissioners also heard the following reports:

-- an update on Farm Bill conservation programs, including a report on the Conservation Reserve Program signup that ends Feb. 28. Farm Bill conservation programs administered by the United States Department of Agriculture are important to Nebraska’s fish and wildlife resources, providing vital funding for private lands conservation in Nebraska;

-- an overview of the many agencies the Commission partners with regarding environmental reviews; and

-- a presentation on the Trout in the Classroom program, in which 89 Nebraska schools raise trout from eggs.

A North Platte man has been accused of using a bat to assault another man. On January 18, at around 12:04 p.m., officers responded to the report of an assault in the 1400 block of Rodeo Road. Officers met with a male who alleged that 51-year-old Ramsey Toll had walked up to him and began striking him with what police say was described as a wooden bat. Officer Beth Kerr says the man told officers that Toll eventually stopped and left the area. Later in the day, officers located Toll and arrested him on suspicion of use of a weapon to commit a felony and 2nd-degree assault, both felonies. Ramsey was jailed at the Lincoln County Detention Center. Officer Kerr says the victim sustained minor injuries to his hands and arms.

Smith were in Seattle to accept the Jim Casey Building Communities of Hope Award for the Bring Up Nebraska program.

Beasley is a graduate of Indiana University where she received her Bachelor of Science in in Criminal Justice and Sociology and her Master of Social Work.&nbsp; She began her career in child welfare providing direct services to children and families in Indiana.&nbsp; During her tenure with Indiana Department of Child Services, she served in many roles over more than 13 years.&nbsp; She oversaw programs for Indiana in Independent Living, Foster Care, Special Needs Adoptions, Policy, Quality Assurance and was lead for the Indiana Child and Family Services Review (CFSR).&nbsp; She later served as the Director of Child Welfare for Marion County (Indianapolis) and then was the Deputy Director for Field Operations leading the provision of child welfare services in 92 counties.

Gov. Ricketts names new Children and Family Services Director

The Irish will be led by an Irish next year.

North Platte Catholic Schools (NPCS) Superintendent Kevin Dodson announced that Matt Irish, currently the principal at Lincoln Elementary School, will serve as the principal for the Junior High and Senior High for NPCS.

A news release says the announcement was made following a Tuesday evening school board meeting, at which Irish's application was approved.

Irish will replace long-time NPCS administrator Mark Skillstad, who is retiring at the end of this school year. Skillstad worked for NPCS for 40 years.&nbsp;

Skillstad also serves as Activities Director, there is no word on a replacement for that position.

PERU, Neb. (AP) - A proposed college program would help train future leaders for Nebraska's prisons, which have been struggling with overcrowding, staffing issues and inmate unrest, officials said.

Gov. Pete Ricketts listed the program and pay increases for corrections employees among his budget priorities for this year.

The proposed partnership between Peru State College and the Tecumseh State Correctional Institute would create new opportunities for criminal justice students interested in work as corrections officers.

Students could take internships at the Tecumseh prison while seeking their bachelor's degrees and could move into jobs as sergeants or case managers upon graduation, officials said. The prison sits about 25 miles (40.7 kilometers) west-southwest of Peru.

The program would be the first of its kind in the country, state prisons director Scott Frakes told the&nbsp;<a href="https://journalstar.com/legislature/partnership-with-peru-state-would-turn-out-corrections-managers/article_95033ff1-6f90-5ac4-a3b5-e6942645d2bf.html" target="_blank">Lincoln Journal Star</a>.

Corrections staffers need supervisors who can provide clear direction, meaningful feedback and recognition for the work they do, Frakes said. The department thinks partnering with higher education could be key to creating those kinds of managers, he said.

"We have a recognition that the best investment we can make in our department to impact our&nbsp;<a href="https://apnews.com/40a6e31199c64f26ac77c6813bd7891c" target="_blank">retention issue</a>&nbsp;is building strong supervisors and managers," he said. "That can really change how we do business."

Nebraska State College System Chancellor Paul Turman said the system is ready to build a program that meets state workforce needs.

Students who want to be nurses and teachers go through their classes and get a theoretical understanding of those careers, Turman said, and they also get strong clinical and student-teaching experiences.

"We are designing this program to have the same type of experience for students who have a desire to go into corrections," he said.

If the Legislature were to approve the $1 million appropriation recommended by Ricketts, Peru State would seek approval from the state college board of trustees to create a new emphasis in correctional services before the 2021-22 school year.

The money would help upgrade the college's facilities for corrections simulations and also help fund a faculty hire, recruiting and marketing, and developing a liaison position to manage the students as they complete internships, Turman said.

importance of safety around power lines.

incident occurred over the weekend when the resident attempted to
work on or near a power pole and suffered injuries from electrocution
after getting too close to the power lines.

“The
safety of our teammates and our customers is our highest priority. We
cannot stress enough that the general public needs to stay away from
power lines and stay off any associated equipment in order to avoid
injury,” says Nebraska Public Power District (NPPD) Director of
Delivery Art Wiese. “Our thoughts and prayers are with the resident
who was injured, and we hope injuries like this can be avoided in the
future.”

NPPD
wants to use this opportunity to remind people that it is important
to be safety-minded when working around power lines. Minimum
clearance distances (meaning how close you, or anything you are
touching, should come to a utility-owned power line, is 10 feet, and
goes up to 20 feet at the higher voltages in NPPD’s system.&nbsp;
In addition, if you come across a downed power line it is important
to stay clear of the area and notify your local public power district
immediately so that they can de-energize the line.

important for the general public to be aware of the danger of these

NEST529 'Why I Want to Go to College' writing sweepstakes now open for entries

NORTH PLATTE, Neb.-Application forms are now available for the Miss Rodeo Nebraska/Miss Teen Rodeo Nebraska Pageant. The deadline to enter is April 1.

Carlini says Broman is hyper-aware of nature’s organic textures, patterns, shapes, and transparency, and he recreates its beauty in glass.&nbsp; &nbsp;

"In this exhibit, you will find Broman using cold working techniques to cut, carve, polish, sandblast, and bond the glass into intended “snapshots of imagery” to portray some of Earth’s fascinating features," said Carlini.&nbsp; 

Corey Broman is a Nebraska native who lives and works in Omaha, NE.&nbsp;&nbsp;&nbsp; In 2003, he opened his own studio in midtown Omaha and has been producing work from there ever since.&nbsp;&nbsp;&nbsp; 

“My work is very influenced by natural materials and environmental landscapes," Broman said.

Works of Nebraska glass artist to be featured at PAC in February

LINCOLN, Neb. (AP) - A University of Nebraska Board of Regents member has decided not to seek another six-year term.

Howard Hawks made the announcement Monday. He was first elected in 2002 to represent District 2, which includes part of Douglas County and nearly all of Sarpy County.

"Nearly 20 years ago, I ran for regent because I believe Nebraska's economic future is directly linked to a strong university system," Hawks said.

The founder and chairman of the energy company Tenaska, Hawks said his goal was to implement a strategic plan for the four-campus university system, particularly in how it funded capital projects and developed its budget, while keeping tuition affordable.

Hawks, 84, has been a major university donor, leading several fundraising campaigns.

A possible replacement, Omaha attorney Mike Kennedy, announced Jan. 9 that he was seeking election to the system's governing board. Kennedy is a member of the Millard Public Schools board and the Metropolitan Community College board.

Nebraska regent Hawks says he won't seek 4th term on board

BROKEN BOW, Neb. (AP) - The president of the Broken Bow City Council has taken over as mayor following the recall of his predecessor, who's awaiting a criminal trial.

Rod Sonnichsen was sworn in Friday to replace Jonathon Berghorst, who voters removed from office last week.

"Whenever you accept that position of (council) president, you always have to have in the back of your mind that, no matter what, you have to be prepared," Sonnichsen said. "I never thought this (recall) would happen as president, but I was always ready."

The Custer County canvassing board has affirmed that 619 people&nbsp;<a href="https://apnews.com/e6800c16c258d7ca2654d3af1264ad21" target="_blank">voted</a>&nbsp;to recall Berghorst and 400 voted against the idea.

The recall petitions said Berghorst had created a hostile work environment for city employees and showed no respect for the employees or members of the city's volunteer boards. He denied the accusations.

The petitions also mentioned the two criminal charges against Berghorst. He's&nbsp;<a href="https://apnews.com/91807e612c4c496fb4c27f83c7258f67" target="_blank">pleaded</a>&nbsp;not guilty and is awaiting trial on allegations that he threatened the job of a police officer investigating a fight outside a bar for which the mayor also has been charged.
