North Platte Area Children’s Museum Host First Mommy & Me Tea Fundraiser

LINCOLN, NEB. — Summer is on the way! Memorial Day is right around the corner, which means the summer travel season is coming up quickly.

Troopers with the Nebraska State Patrol, along with officers and deputies from dozens of agencies across Nebraska, are participating in the annual&nbsp;Click It or Ticket&nbsp;campaign. The effort began Monday, May 15, and runs through Sunday, June 4, encompassing the weeks before and after Memorial Day.

“Statistics show that seatbelt use increases your chance of surviving a serious crash by 45 percent,” said Colonel John Bolduc at Tuesday's kick-off event at NSP State Headquarters in Lincoln. “Seatbelts make a difference. Seatbelts save lives.”

NSP was joined by the Lincoln Police Department, Lancaster County Sheriff’s Office, Nebraska Highway Safety Office, and advocate Jackie Rowan to announce this year’s campaign.

“All of her hopes and dreams went into the casket with her,” said Jackie Rowan, whose daughter Erika lost her life in a crash when she wasn’t wearing a seat belt. “You don’t get over this kind of loss. My life is now based on the before and after. My life will never be okay, not ever. By sharing her story, in all its brokenness, I’m hoping you will see the lessons and apply them to your life.”

Troopers and NSP dispatchers will be working overtime to provide additional coverage during the busy start to the summer travel season. NSP's portion of this campaign is made possible thanks in part to a grant from the Nebraska Department of Transportation - Highway Safety Office.

Traffic fatalities on Nebraska roadways this year are down 26 percent from this time in 2022. NSP encourages all motorists to do their part to provide safe travel on Nebraska roadways. Always drive sober, avoid distractions, and wear your seatbelt no matter how far your travels take you, from across town to across the state.

NSP, NDOT kick-off 'Click It or Ticket' Campaign

There is no doubt the fish species that can send the largest number of anglers to the banks during the spring outbreak of fishing fever is crappies.

Everyone loves to sit on a shoreline on a warm afternoon and experience a good crappie bite. What can an angler do to maximize the number of spring days catching crappies?

Crappies love warm areas; they also love bays, coves, corners and similar areas that are protected from the wind, especially cold north and northwest winds. Find cover in those warming areas — emergent vegetation, stalks of last summer’s submerged vegetation, brush piles, fallen trees or beaver lodges — and you likely will find some spring crappies. Rocks and rocky habitats also hold fish, but, on many Nebraska reservoirs, those hold more crappies later in the spring after the water has warmed more.

Fish for crappies on a beautiful spring afternoon and everything can be grand. Go back the next day when the wind is blowing and you will be lucky to dry off one crappie. In some cases, those crappies may be in the same spot, just tucked deeper into cover, but it is more likely they went toward deeper water.

Depending on where they started, how shallow they were, and the severity of the weather change, crappie may not have moved far. Or they may have moved hundreds of yards back to the relative stability of deeper water.

If those crappies moved out of the shallows with the weather change, they likely will not be as active or as easy to catch. Vertical presentations probably will be the best way to catch a few fish.

As spring progresses, the water warms and the weather stabilizes, the wild shifts in crappie location and feeding attitude will lessen. Pick your days and fish when the crappies are most likely to be shallow and catchable or follow the movements and catch fish even when the weather changes.

Presentations for spring crappies should be relatively simple.

Crappies will chase prey, and at times, they can be quite aggressive. Much of the time, however, they are a lot more laid back. Even though their intent is just as deadly as a muskellunge or flathead catfish, their feeding strategy is completely different. Remember that and you will catch more crappies at all times of year.

Slow and steady, nothing fancy, nothing too aggressive usually is best for crappies, especially in the cold water of early spring. Put a bait in their vicinity, keep it there and give them a chance to move in and eat it.

Where allowed, nothing is simpler than a bobber, split shot, light wire hook, and a small, lively minnow. Dabble that in front of a crappie most anytime and they will eat; that is predator/prey dynamics at its simplest and rawest.

I like light wire hooks because they keep minnows lively. Even with 8-pound test line, you usually can straighten the hook when you get snagged in the woody cover you likely will be fishing. Hook the minnows through the back, just under the dorsal fin.

Use bobbers only as large as needed to suspend the bait. Bobbers that are too big inhibit bite detection and result in less fish caught.

Crappie jigs are a popular option. A selection of 1/64- to 1/8-ounce jig heads and a variety of plastic bodies will give you the tools you need and an infinite variety of shapes, sizes and colors. Other options include tube bodies, imitation minnows, marabou jigs and wax worms.

Jigs are meant to be cast and retrieved but remember slow and steady is usually best for crappies, especially in the spring. Bobbers are not just for fishing live bait. Attach a bobber on your line at the depth you want to fish and you can fish a jig slower.

The spring crappie bite can be good weeks before the fish are thinking about nesting and spawning. That means when the fish are shallow, they may be in some of the same areas over a couple of months. As they get closer to spawning, the crappies, especially males, will become darker colored. Expect the bite to slow as the fish get closer to spawning. Males will select small territories, then build and defend their nests, which often are located next to shallow water cover objects.

When spawning behavior starts, males stay close to their nests and will not move far to take baits. Fish slowly and put baits right on the crappies to get them to bite during the spawn. Females may stage close by until they are ready to move onto a nest and deposit eggs; they also tend to have something other than feeding on their mind during the spawn.

Once the spawn is over, crappies tend to disperse and head toward more open waters. Depending on the water body, available habitat, and prey, they may venture to emerging beds of aquatic vegetation, wander in the middle of the lake, or utilize some other type of deeper-water habitat.

Some crappies will remain in shallow cover year-round, but most crappies become more difficult to catch as they disperse and roam open water feeding on abundant prey during summer.

Crappies still can be caught during the summer, but the fishing usually is not as easy as it was during those warm, spring days when everyone wants to go crappie fishing.

NORTH PLATTE, Neb - On Friday, May 19, 2023 NebraskaLand Bank will be hosting its annual Community Shred Day at the Main Bank location on 1400 South Dewey Street from 11:00 a.m. to 1:00 p.m. The shredding service is open to the public, allowing for up to five standard-sized boxes per person. Items that can be shredded include scam mailings, bills, banking statements, and credit card offers. For convenience, community members may stay in their vehicles, drive thru, and drop off their shred. Volunteers from NebraskaLand Bank and the Lincoln County Law Enforcement Memorial Board will be available to assist in unloading shred.

A free will donation is encouraged to benefit the Lincoln County Law Enforcement Memorial.&nbsp; NebraskaLand Bank will match all funds raised up to $500.00.&nbsp;

With an increase in internet scams and fraudulent behavior, the importance of identity theft prevention and awareness has risen as well. Practicing prevention methods such as shredding bank statements and personal information helps to decrease fraud and theft. NebraskaLand Bank encourages the community to take the necessary precautions to protect their identities.

Nebraskaland Days offering text alerts during celebration this June

LINCOLN, Neb. (AP) — Conservative Nebraska lawmakers are taking what could be an all-or-nothing bet by proposing to merge two of the legislative session’s most contentious proposals — one to restrict abortion and another that would ban gender-affirming care for minors.

The unconventional move follows conservatives' failure by&nbsp;<a href="https://apnews.com/article/abortion-heartbeat-bill-nebraska-78b861951e8cc0ca92fa320820e2cbee">a single vote</a>&nbsp;last month to advance a bill that would have banned abortion at&nbsp;<a href="https://apnews.com/article/abortion-laws-government-and-politics-health-77c9ba98c4f4ab46fdbd5bcc47b5b938">around six weeks of pregnancy</a>. Now, conservatives are backing an effort to amend the transgender health bill to include restricting abortion to 12 weeks of gestation.

The strategy sets up a vote on Tuesday that could give conservatives a win on both abortion and trans health bans this year — or could see them lose both.

Here’s a look at the combination of the trans and abortion bans proposals and how the process of debating and voting on them is expected to play out this week:

Nebraska has the only one-chamber, nonpartisan Legislature in the country, meaning its process of passing bills is also uncommon.

Bills introduced at the beginning of the legislative session all get public committee hearings, and the committee later decides whether to advance a given bill to the full Legislature of 49 lawmakers.

If advanced, the bill must survive three rounds of debate to be passed. Noncontroversial bills tend to sail through the process. But Nebraska lawmakers rely heavily on the&nbsp;<a href="https://apnews.com/article/what-filibuster-nebraska-transgender-legislature-71fbda330ed7f1225475c614630b488d">filibuster</a>&nbsp;to stall contested bills. Each round has a set amount of time allowed for debate: Eight hours for the first round, four hours for the second and two hours for the third.

At the end of the allotted time, a vote is taken to end debate, called a cloture vote. It takes a supermajority of 33 lawmakers to end debate. If the vote fails, the bill is shelved for the remainder of the session. If it gets enough votes to end debate, only a simple majority is needed to advance it to the next round or pass it in the final round.

While officially nonpartisan, lawmakers self-identify as Republican, Democrat or independent and tend to propose and vote for legislation along party lines.

Republicans currently hold 32 seats, while Democrats hold 16 and one is a progressive independent who votes with Democrats. With such a slim margin, the defection of a single lawmaker from either side can derail efforts to pass or block bills.

Late in the afternoon, lawmakers are set to begin what would have been the final round of debate on a bill banning gender-affirming care for minors. But because legislative rules don’t allow amendments to be attached in the final round, lawmakers will instead debate for two hours on whether to send the bill back to the second round of debate with the abortion amendment attached.

If the motion garners at least 33 votes to end debate, the combination bill is certain to get enough votes to return for a second round of debate Tuesday night. The combined bill would have to survive another filibuster vote to advance to a final round likely to be held Thursday.

But if the first vote to end debate Tuesday fails, both the abortion amendment and the underlying trans health ban bill will be shelved for the year, according to the clerk of the Legislature’s office.

The trans health bill would ban hormone treatments, puberty blockers and gender reassignment surgery for anyone 18 and younger.

The&nbsp;<a href="https://apnews.com/article/transgender-health-ban-bill-nebraska-60d64c873ef9279b607f5c172b366473">bill advanced</a>&nbsp;to a final round of debate last month on the promise from its author, freshman Sen. Kathleen Kauth of Omaha, and Speaker of the Legislature Sen. John Arch to hammer out a compromise between supporters and opponents before a final vote.

Instead, bill opponents say, Kauth unilaterally put forth an amended version that would make exceptions for minors who were already on hormone treatments before the ban takes effect. It also would give the state's chief medical officer — currently an ear, nose and throat doctor appointed by the Republican governor -- wide-ranging authority to set rules for use of use of hormone treatments for transgender minors. Opponents say that would give a political appointee the power to block such treatments, even for those minors grandfathered in.

The&nbsp;<a href="https://apnews.com/article/nebraska-abortion-restrictions-3c0938049b10271452898d9a86fa298c">abortion amendment</a>&nbsp;would ban the procedure at 12 weeks of gestation, making exceptions for rape, incest and to save the life of the mother. Sen. Ben Hansen, a chiropractor from Blair, characterized his proposal as a reboot of a compromise amendment introduced during the abortion debate last month by Republican Sen. Merv Riepe that was initially rejected by conservative lawmakers.

Opponents note that Hansen's measure differs from Riepe's proposal in that it provides no exceptions for fatal fetal anomalies and doesn't explicitly protect doctors who perform abortions from criminal prosecution.

The trans health bill has been the most contentious this session, prompting Omaha Sen. Machaela Cavanaugh to follow through on a promise to&nbsp;<a href="https://apnews.com/article/filibuster-transgender-gender-affirming-therapy-bill-nebraska-cavanaugh-b9018fd1bf72112ca984ff58679eda6d">filibuster every single bill</a>&nbsp;before the body — even ones she supports — unless conservative supporters pull it. Her efforts greatly slowed the work of the Legislature this year, forcing lawmakers to package bills together and endure grueling 12-hour and sometimes 15-hour days to pass legislation.

Omaha Sen. Megan Hunt joined Cavanaugh's effort when the bill&nbsp;<a href="https://apnews.com/article/filibuster-gender-affirming-bill-nebraska-64a472a752c9e8e156e7bca929d90a34">advanced from the first round</a>&nbsp;of debate in March, revealing during the debate that her 12-year-old son is transgender.

The proposed abortion restrictions have drawn fierce pushback from those who argue that the state already limits abortion to 20 weeks of pregnancy and that restricting access further violates women's rights to have autonomy over their own bodies.

The six-week ban was derailed last month when Riepe withheld his vote to end a filibuster over it. Riepe was an original cosigner of the bill, but later worried that six weeks wouldn't give women enough time to even know they're pregnant. Since then, he has been praised by abortion rights proponents, but he's also endured calls from fellow Republicans for his resignation and censure.

“I've taken a lot of heat in the last several days,” the 80-year-old Riepe said.

Riepe has refused to say how he will vote on the 12-week abortion ban amendment.

Both the trans health and abortion bans proposals have brought hundreds of protesters to the Capitol on the days they've been debated, leading to speculation that thousands of protesters could descend Tuesday on Lincoln when the combination proposal is up for debate.

Neb. conservatives gamble on combining abortion, trans health bans

NORTH PLATTE, Neb - The North Platte Saint Patrick's Boys Skills USA team has qualified for the National Skills USA competition June 18 in Atlanta, Georgia in Video Broadcasting. North Platte Saint Pat's did well at their state competition in April taking Gold in Opening and Closing Ceremonies, Gold in Chapter Business, and Bronze in Audio/Radio in addition to the Gold medal in Video Broadcasting award.

The Skills USA Championships are career competition events showcasing the best career and technical education students in the nation. Contests begin locally and continue through the state and national levels.

Through an investment from business and industry partners of approximately $36 million, the event occupies a space equivalent to 31 football fields or 41 acres. In 2022, there were nearly 5,200 contestants in 108 separate events. Nearly 2,000 judges and contest organizers from labor and management make the national event possible.

The philosophy of the Championships is to reward students for excellence, to involve industry in directly evaluating student performance and to keep training relevant to employers’ needs.

The NPSP boys team qualified in "Video News Production", in which Teams of four have two hours to write and produce their rundown before the assigned competition time. Two students serve as the news anchor team, one student serves as the team’s director/technical director, and one student is the floor director. Teams will produce and complete a three-minute newscast as if it were live. Teams are evaluated on their broadcast writing ability, voice quality, diction, timing and pacing and performance techniques.

The boys are holding fundraising events to pay for their trip. The first fundraiser is May 20th with a pickleball tournament.&nbsp; They will host a pork feed June 4.

St Pat’s Skills USA team headed to Nationals

NORTH PLATTE, Neb - The bucking horses and bulls at the Buffalo Bill Rodeo in North Platte are getting a remodeled crib.

New fence has been installed in the pens for the horses and bulls at the Wild West Arena in North Platte, for the rodeo.

About 300 feet of new continuous fencing has been put in, after taking out old fencing, said Jack Morris, chairman of the Buffalo Bill Rodeo.

The center alley was upgraded about ten years ago, and this year, it was time to do the pens, he said.

The old pens had no overhead support and were worn out, having “patch on top of patch.”

The new fencing is the cross fencing of individual pens for horses and bulls to be housed in. It is seven-rail, standing seven feet tall, with 2 ½ inch pipe top rail and overhead supports installed to provide more stability.

The fencing upgrades are good for animals and people alike, said Jack Morris, chairman of the Buffalo Bill Rodeo committee. “It’s for the safety of the help and the animals and is more efficient when sorting the horses and bulls. We’re always looking for ways to improve the rodeo for not only the fans but the animals and the help behind the scenes. Giving the horses and bulls a good home while they’re in North Platte is important.”

New water tanks were also installed. In the past, each pen had its own water tank, with its own float and hoses running to it. Now, tanks are shared between two pens, which cuts down on the amount of equipment needed and the damage that a large farm animal can do to equipment. “The bulls get to jostling each other in the pens, and with the position of these tanks, it lessens the possibility of damage to equipment,” Morris said.

Jeff White, a rodeo committee member and Hershey resident, did the welding for the project. Like Morris, the safety and welfare of the animals and the people is top concern to him. “The fences are taller,” he said. “We’ve found that if an animal can’t get its head over the fence, they won’t try to jump it.”

For ease of use, each pen has two gates, each swinging in opposite directions, so animals can be sorted in the center alley going either direction.

The back pens consist of ten individual pens, each about 50 feet by 60 feet, to allow for plenty of space for the animals. Morris said not all animals can be penned together, depending on if they’re horses and bulls and their temperament. “The position of the pens and the different sizes works good for the safety of the animals, and having enough room for them.”

During the week of rodeo, more than 120 horses and bulls are housed in the pens. They are owned by Beutler and Son Rodeo Co., Elk City, Okla..The Beutler family has been contracted to provide bucking&nbsp;horses and bulls for the Buffalo Bill Rodeo since 1948. Bennie Beutler and son Rhett are the third and fourth generations in the family business.

This year’s Buffalo Bill Rodeo is June 14-17 in North Platte. Performances begin nightly at 8 pm. Tickets range in price from $11-$24 and can be purchased online at NebraskalandDays.com, at the NebraskalandDays office, and at the gate.

NORTH PLATTE, Neb -&nbsp;The North Platte Public Schools Foundation, in conjunction with the North Platte High School, announced the 2023 NPHS Distinguished Alumni Awards this week.&nbsp;

Kerry Anne Schultz-Battle graduated from North Platte High School in 1994. While attending college, Kerry was student body president, a member of Blue Key, Phi Eta Sigma National Honor Society, All-USA Academic Team, a Rhodes Scholar Finalist, a Truman Scholar Finalist, and an Oxford Service Learning Scholar. She graduated summa cum laude from Oklahoma City University as valedictorian with a bachelor’s degree in history and political science. Then she attended Western Michigan University’s Thomas M Cooley School of Law, and was selected to the Moot Court Board. She was a semi-finalist in the intra-school Moot Court where she earned an honor for best brief. After graduation, she served as law clerk for one year to the Honorable Paul Clulo in Midland, Michigan. She then became a member of the Florida Bar Association in 2002 and the founder of Schultz Law Group in 2020 in Gulf Breeze, Florida. Kerry is currently a member of many legal and real estate boards around Pensacola, Florida.&nbsp; She is a board member of Junior Achievement, Pensacola Little Theatre, Early Learning Coalition of Escambia County, a member of the Navarre Beach Area Chamber of Commerce Foundation, Gulf Breeze Rotary Club where she has served as District Governor, and The Starfish Project. Kerry was named 2009 and 2010 Rising Star Florida Super Lawyer, and 2018 Citizen of the Year by the Gulf Breeze Rotary. In 2020 she earned the Ethics in Business Award. Kerry is well known as a champion for compassionate and ethical representation, and for mentoring paralegals and young attorneys. She serves as a lecturer and contributor in seminars, and has participated in International Rotary service projects in Kenya, Africa for more than five years, assisting schools and orphanages. She was selected by Florida’s governor to serve on their Judicial Nominating Committee to select judges in their judicial circuit. Kerry is married to Paul Battle, who is a civil engineer, and they have a daughter, Ella.

Michael Grosse graduated from North Platte High School in 1968. After high school, Michael attended the University of Nebraska. For about ten years, he was in the health club business, starting clubs in Nebraska, Iowa and Ohio. After running health clubs, he started a hunting business in Colorado in 1979, International Adventures Unlimited. He has built this business into a world class hunting operation with clients traveling to Texas, New Mexico, Louisiana, Alaska, Canada, Scotland, Northern Ireland, Australia, Argentina, Mozambique, South Africa, and the former Soviet Union. His wife, Danielle, is his partner, and she takes spouses and hunters on various tours of the area where they are hunting. Mike is known for his integrity and successful breeding programs for big game trophy stags. Michael has won numerous Outfitter of the Year awards from 15 different Safari Club international chapters. Michael has planned and traveled with two medical mission trips for nursing students at Concordia University in Austin, TX, and worked at numerous clinics in South Africa doing spiritual counselling and health surveys in rural villages. He has supported the Lutheran Church in Botswana to create their own independent church body. He has served the Lutheran Church, Missouri Synod for many years, both in his local church in Gunnison, and on national boards. Michael and Danielle, whose mothers were both teachers, have four children; daughter Joey is a traveling nurse, Jason is a retired firefighter, Justin works in the family business, and daughter Jordan is a NICU nurse. They will welcome their fifth grandchild in August.

Mindy (Stefka) Helfrich graduated from North Platte High School in 1989, while her husband, Rick graduated from NPHS in 1987. Mindy attended the University of Nebraska-Omaha and graduated in 1994 with a bachelor of science degree in business administration with an emphasis in marketing. She has been employed with Vintage Financial Group in Omaha since 2011; first as an investment advisor, then as vice president and certified divorce financial analyst. In the past she was involved in Millard Public Schools PAYBAC Partner, Omaha Concordia High School Baseball, and Nebraska Gold Gymnastics Academy. Currently, Mindy is a part of Women In Financial Services as founding board member and past president for the Nebraska state chapter, and national executive board treasurer. She received the Pearl Award twice and the Topaz Award three times in their Circle of Excellence honors. She has been on the Million Dollar Roundtable as both a member and Court of the Table She is also involved with Principal Financial Group National Female Advisor Network as a committee member, Miss Nebraska’s Outstanding Teen pageant volunteer, P.E.O. Chapter HX member and a past chapter president, 100 Women Who Care-Bennington founding steering committee member, Bennington Chamber of Commerce board member, and Gracehill Lutheran Church Launch Team member. Mindy recently received the 2022 Community Impact Award from Principal Financial Group. Mindy has become an advocate for women in financial services. Mindy and Rick have three children; Alex, Ashly, and Eli.

 The dry weather earlier this year led two North Platte businessmen to challenge either other to raise the most donations of bottled water that would ultimately be donated to rural fire departments around the area. Medical Lab Tech graduates recognized with pinning ceremony

LINCOLN, NE –&nbsp;Today,&nbsp;Governor&nbsp;Jim&nbsp;Pillen joined the Nebraska Farm Bureau and other agriculture leaders in expressing disappointment over the U.S. Supreme Court's opinion upholding California's Proposition 12. The case stems from a 2018 California ballot initiative banning the sale of pork that doesn’t meet that state’s unilateral standards.&nbsp;&nbsp;&nbsp;

"This radical California law will have widespread, detrimental, and lasting impact," said&nbsp;Governor Pillen. "This decision is a huge blow for producers and will raise food costs for consumers and small businesses already struggling with mounting inflation."&nbsp;&nbsp;

A federal lawsuit challenging the ban was brought by the National Pork Producers Council and the American Farm Bureau Federation. It was supported by 26 states and numerous agriculture and free market advocacy groups. They asked the court to clarify whether the U.S. Constitution allows California to dictate livestock production standards outside its borders. Speaking to the ruling, the Nebraska Farm Bureau expressed strong concern.&nbsp;&nbsp;

"Proposition 12 effectively gives California animal rights groups the ability to dictate food production practices to farmers and ranchers across America, including those in Nebraska," said Nebraska Farm Bureau President Mark McHargue. "It is imperative Nebraskans, and all Americans understand that California's Proposition 12 moves us in a dangerous direction, creating uncertainty around our food system."&nbsp;&nbsp;

"The danger is in what this ruling represents to the thousands of food producers across Nebraska, the Midwest, and the nation," said Governor Pillen. "Other types of farming operations could find themselves under similar restrictions, which will only drive prices higher and higher. Farmers know best how to raise healthy livestock. What we do here in Nebraska has an impact across the country and enables us to help feed the world."&nbsp;&nbsp;

Al Juhnke, executive director of the Nebraska Pork Producers Association, pointed out it was the goal of every pork producer to provide high quality and affordable products to customers.&nbsp;&nbsp;

“The ruling is especially disappointing for California consumers. Our first aim was to protect them from an ill-conceived bill of goods sold to them by animal rights activists,” said Juhnke. “Animal welfare is the top priority for every producer and farmer in our industry.”&nbsp;&nbsp;

Sherry Vinton, director of the Nebraska Department of Agriculture agrees.&nbsp;

It was supported by 26 states and numerous agriculture and free market advocacy groups. They asked the court to clarify whether the U.S. Constitution allows California to dictate livestock production standards outside its borders. Speaking to the ruling, the Nebraska Farm Bureau expressed strong concern.&nbsp;&nbsp;"Proposition 12 effectively gives California animal rights groups the ability to dictate food production practices to farmers and ranchers across America, including those in Nebraska," said Nebraska Farm Bureau President Mark McHargue. Governor Pillen joins Nebraska Farm Bureau and Other Agriculture Leaders in Condemning Prop 12 Ruling  

DENVER (AP) — Nearly half of the U.S. West has emerged from drought this spring, but the welcome wet conditions haven't entirely replenished the region, scientists said Tuesday.

Hydrologists from the National Oceanic and Atmospheric Administration said deep snowpack across much of the West will bring short-term relief, but the equally deep “bathtub rings” at Lake Powell and Lake Mead reservoirs are a reminder of the long road to bringing supply and demand in balance.

This winter brought bountiful and persistent snow from the Sierra Nevada to the Rocky Mountains,&nbsp;<a href="https://apnews.com/article/california-snowpack-flooding-threat-65919716df94054d3ff7c849bf60f142">stranding residents</a>&nbsp;in their homes while setting accumulation records and pulling a large swath of the region out of drought. The quantity of precipitation is impressive, but the fact that snow stuck around this late in the season is perhaps more rare, said Joseph Casola, NOAA's western regional climate services director.

"With climate warming, the odds for such a long-lived anomaly of cold over a large area like the West — the odds for that just go down and down," Casola said.

A continued slow melt helps reduce danger of flooding and delays the onset of the worst wildfire danger in the region. Meanwhile, all that rain and snow means&nbsp;<a href="https://apnews.com/article/california-water-supply-increase-storms-405f2b9df8e8a01691d6e1f81913a0f4">California can provide</a>&nbsp;100% of the water requested by cities and farms for the first time in years, and is&nbsp;<a href="https://apnews.com/article/california-farms-groundwater-recharge-drought-pumping-234e0303f9211ed8675132f3f5466ef5">flooding farmland</a>&nbsp;with surplus runoff to replenish precious groundwater.

The big question is how much relief this winter's snow will bring to the Colorado River, which has been depleted by climate change, rising demand and overuse.

A&nbsp;<a href="https://www.cbrfc.noaa.gov/wsup/pub2/discussion/current.pdf">May 1 forecast</a>&nbsp;by the Colorado Basin River Forecast Center said up to 11 million acre-feet of water, or 172% of average, could flow into Lake Powell, a massive reservoir that stores Colorado River water for Arizona, Nevada, California, Mexico and dozens of tribes. That amount could be less depending on how much water the U.S. Bureau of Reclamation spreads among upstream reservoirs.

According to the Bureau's 24-month&nbsp;<a href="https://www.usbr.gov/lc/region/g4000/24mo.pdf">operating plan</a>, Lake Powell could rise to around 3,590 feet by mid-summer, up 60 feet from its current state. That's a level that hasn't been seen since 2020.

The robust winter takes some pressure off the system and gives states a bit more room to reach an agreement on how to implement water cuts, said Jennifer Pitt of the National Audubon Society, who is working to restore rivers throughout the basin.

As Lake Powell and Lake Mead hit record low levels last summer, the U.S. Bureau of Reclamation told states they would need to cut their water use by 15% to 30%. Those cuts are still being&nbsp;<a href="https://apnews.com/article/colorado-river-water-west-california-arizona-5fefe545767b805900f4b967a7c8da25">negotiated</a>, while federal officials consider holding back more water at the major dams.

“If everybody plays a part in solving the problem and we don’t place the problem entirely on any one user or one sector or one geography, then by spreading the pain, maybe it hurts a little less all the way around,” Pitt said. ___

Half of US West out of drought, but not fully recovered

At approximately 2:30 p.m. on May 12 multiple officers from the Chadron Police Department responded to the Chadron Federal Credit Union at 126 East Third Street for an alarm. The bank had been robbed by an unknown male subject. The male walked in to the bank and had a conversation with a teller before drawing a handgun from his hooded sweatshirt and demanding money. After receiving the money, the suspect exited the bank and went northeast on foot. The area was canvased for the suspect and potential evidence.

The Chadron Police Department put out a code red alert to notify the community and local businesses. A social media post was also made requesting the public’s assistance with identifying the suspect and to notify law enforcement if he was spotted.

The attached photo is from surveillance footage and the suspect remains at large. We are asking for the communities’ assistance in identifying the suspect. If anyone believes they know who the suspect is, or if anyone has any information on seeing the subject on the date of the robbery, call the Chadron Police Department at 308-432-0510. BREAKING NEWS: Chadron bank robber remains at large

On May 12 at approximately 6 p.m., officers from the Chadron Police Department responded to Memorial Park at 10th and Shelton for a reported active shooter in the area. Officers quickly arrived and learned the suspect was armed with a rifle and walking southbound across the east end of the Chadron State College Campus. 

The armed party was not actively shooting at any citizens or law enforcement during this time.

 Officers pursued the armed subject from the area into another area of land west of that location. As officers pursued, the armed party shot several rounds at various times and locations into the air and into the ground. 

Requests were made for additional officers and resources in an effort to contact the armed subject. Several additional agencies in our region sent officers, drones, thermal cameras, canine units, and an armored vehicle to the area to assist.

A code red alert was sent to local residents encouraging them to shelter in place and lock their doors as the armed subject was pursued by law enforcement on foot.

After approximately five hours of trying to contact the armed subject and get him to drop the weapon, he was met by a team of officers including a canine and he surrendered without incident. No law enforcement officers from any agency fired their weapons at any time and no one was injured throughout the incident, including the suspect.

As a result, 36-year-old Warfield High Hawk was arrested for Theft of a firearm, a Class IIA felony, Possession of a deadly weapon by a prohibited person, a Class ID felony, Unlawful possession of a firearm at a school, a Class IV felony, Terroristic threat, a Class IIIA felony, and Obstructing a peace officer, a Class I misdemeanor. 

High Hawks bond was set at 10% of $500,000.

The investigation is ongoing and additional charges may be requested.

These 556 officers include 224 officers who were killed during 2022, plus 332 officers who died in previous years, but whose stories of sacrifice had been lost to history until now.

 This is a time for all of us as Americans to honor and pay tribute to our law enforcement heroes who gave the ultimate sacrifice in the line of duty protecting our communities and our country. Lincoln County law enforcement officers will hold a memorial service on Tuesday, May 16th, 2023 at noon.  The service will be held at the Law Enforcement Memorial in Iron Horse Park. National Police week this week, memorials planned

Columbus, Neb. –&nbsp;Farmers are getting back in the field for spring planting season and Nebraska Public Power District (NPPD) is asking equipment operators to look up and look out for powerlines.

Powerlines located along fields can pose a potential safety hazard for equipment operators who are not aware of their surroundings. If a large piece of equipment gets too close to a powerline, it can cause electricity to arc to the equipment, resulting in a potentially serious or fatal injury.

“Farmers are hard at work starting another planting season and we want to encourage them to keep safety around powerlines top of mind. Just like with our own team, it’s important that everybody can do their job and come home safely at the end of the day,” says NPPD Transmission and Distribution Construction and Maintenance Manager Scott Walz.

If a vehicle or piece of equipment is in contact with a powerline, call 911 or your local power provider and remain inside the vehicle until help can arrive and deenergize the powerline. When a powerline is touching a vehicle, it can electrify both the vehicle and the ground in the surrounding area. If a fire forces you to exit the vehicle, then do so by jumping away from the vehicle, landing on two feet, and shuffling as far away from the area as possible.

For large equipment, use a spotter to ensure the equipment stays a safe distance from the line.</li><li>Always adjust portable augers or elevators to their lowest possible level – under 14 feet – before transporting them. Variables like wind, uneven ground, or shifting weight can cause unexpected results.</li>
