LINCOLN, Neb.-May is National Foster Care Month and the Nebraska Department of Health and Human Services (DHHS) encourages all Nebraskans to consider becoming foster parents. Foster parents are the backbone of the foster care system and becoming a foster parent is a unique opportunity to positively change the life of a youth forever. Becoming a foster parent involves five steps and those interested in becoming foster parents should examine the five steps to see if they qualify.

1. Background checks -&nbsp;These are required on all members of their household ages 18&nbsp;years old and older, including a national criminal history check through fingerprinting for all household members age 18 years old and older.

2. Home Study -&nbsp;A home study is required and is conducted by either the Department of Health and Human Services or a contracted foster care agency.&nbsp;

3. References -&nbsp;Three positive references are required&nbsp;for each adult household member who will provide care to children.

4. Application -&nbsp;A completed foster care licensing application and a health information report are required&nbsp;for each adult household member providing care, signed by a health practitioner. These forms will be provided to you by DHHS.

5. Training -&nbsp;Adult household members providing care&nbsp;are required to&nbsp;attend foster parent pre-service training. This training will be provided to you by DHHS.

LINCOLN, Neb. -- Nebraska lawmakers are scheduled to debate the&nbsp;<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=44065" target="_blank">Meatpacking Employees COVID-19 Protection Act</a>&nbsp;today. Sen. Tony Vargas, D-Omaha, sponsored the measure, which would require companies to implement protections including six-feet social distancing, face masks and paid sick leave. Rose Godinez, legal and policy counsel for the ACLU of Nebraska, said workers in meat and poultry plants across the state continue to report dangerous conditions, including lack of masks, pressure to work while sick, and crowded cafeterias and locker rooms. "We're not out of the pandemic yet," Godinez observed. "And we need these protections for meatpacking-plant workers because they are providing essential food production for the country." At least 7,300 COVID-19 cases have been traced to&nbsp;<a href="https://wwwnc.cdc.gov/eid/article/27/4/20-4800_article" target="_blank">meatpacking plants</a>&nbsp;across Nebraska since the onset of the global pandemic. Public health experts said protections continue to be appropriate, even as vaccinations are rolled out. Critics of Legislative Bill 241 argued the law is unnecessary because companies already are taking precautions and have prioritized the safety of their workers throughout the public health emergency. Godinez countered many workers reported not being able to leave work to get vaccinated, or risk losing their job if they do because of punitive sick-leave policies. The bill would require companies to allow workers time off to get vaccinated. Godinez believes the measure is necessary to protect not only meatpacking plant workers, but entire communities still at risk of contracting the airborne virus. "It will be up to all of us to protect our hardworking friends and meatpacking-plant workers," Godinez asserted. Legislative Bill 241 would remain in effect until June 2022, or until the Centers for Disease Control and Prevention drops its&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/meat-poultry-processing-workers-employers.html" target="_blank">recommended protections</a>. Plants would be subject to inspections, and could face fines of $5,000 per violation, up to $50,000 for repeated violations.

Nebraska lawmakers to debate meatpacking worker protections

GRAND ISLAND, Neb. (AP) — A 19-year-old Phillips man is facing two felony charges after he refused to leave an airplane parked at the Central Nebraska Regional Airport in Grand Island. 

Tyler Caudill is charged with attempted theft and possession of a deadly weapon. His bond was set Wednesday at $250,000. 

Police say a man saw Caudill passed out in the cabin of a plane on the airport's tarmac on Tuesday. 

When police arrived, Caudill was seen trying to manipulate the airplane's controls. He eventually left the plane when police fired chemical agents inside. 

Police in Kearney say Caudill tried to enter Kearney High School on Monday to speak to a student but was turned away.

GRAND ISLAND, Neb.-Riding the wave of an unpreceded 2020 extended season of Thoroughbred horseracing, Fonner Park concluded the 2021 season with over $4.65 million in on-track mutuel handle. 

Comparing numbers to 2019, rather than the 2020 season (when Fonner Park was closed to the public after the first four weeks due to the pandemic), Fonner was up 19% in parimutuel handle of Fonner Park guests betting on Fonner Park races. 

  The handle for out-of-state wagers on Fonner Park in 2021 was roughly $15.5 million, an increase of 447% compared to $2.8 million in 2019. The overall national horseracing industry handle was up approximately 12% for March and April, but Fonner Park was up 19% on-track.

“This year I spent extra on marketing to the horseplayers across the nation who got exposed to Fonner Park last year during the pandemic. I wanted to remind them that we were back and still a good bet,” said Fonner Park CEO Chris Kotulak. “In 2021 average field size bumped to 7.9 from 7.3 in 2020 and large fields are always a draw to the bettor regardless of quality.”

Sleepy Eyes Todd went on to win three stakes races after his 2020 Bosselman/Gus Fonner Stakes win. Remarkably, he returned to defend his title off three multi-million-dollar, G1 races in three previous months. As a 2-5 favorite, he was beaten by 9-2 second-choice Mo Mosa, ridden by Armando Martinez and trained by Michael Maker. 

Mo Mosa was named 2021 Horse of the Meet and First Alternate was the unanimous choice for Champion Older Filly or Mare after winning three stakes races in as many starts for trainer Stetson Mitchell. 

“She’s a blessing to me and my family and the special kind of horse horsemen pray for,” said Mitchell.

By winning the final race of the year, Jake Olesiak won his sixth title as Champion Jockey, with a total of 46 wins, one more win than Armando Martinez. David C. Anderson won his 15th Champion Trainer award at Fonner Park with 36 wins from 169 starts. D and L Farms (Darcy and Lee Burghardt) won 15 races from 39 starts and earned Leading Owner honors. And the 2021 Feat of the Meet award was voted as Fonner Park’s presence on the national stage with 2021 export handle five times greater than 2019.

He criticized “radical environmentalists” and Bill Gates for promoting alternatives, such as synthetic, lab-grown meat, and for arguing that the global meat production system isn’t sustainable. 

He spoke at a downtown Lincoln steak house, where he issued his annual proclamation of May as “Beef Month.

Nebraska launches 'beef passport' program for meat eating

Nebraska Department of Health and Human Services (DHHS) has identified a death from COVID-19 that occurred after a patient was fully vaccinated. 

A woman in her 80s with underlying medical conditions developed COVID-19 and was hospitalized more than 14 days after completing a vaccination series with the Pfizer vaccine. She was a resident of Two Rivers Health District. 

Only one death due to COVID-19 after completing a vaccination series has been identified in our state. Of 2,244 people that have died from COVID-19 in Nebraska, only one of these had been fully vaccinated. This represents 0.0004 or 0.04% of all COVID-19 deaths. 

Weekly deaths due to COVID-19 appear to be the lowest they've been since March 2020 and vaccines have likely played the biggest role in the steep decline. Cases of COVID-19 have declined substantially in long-term care facilities and across the state since vaccinations became available, underscoring the tremendous efficacy of the vaccine. 

Still, a small number of elderly and immunosuppressed patients may not mount a strong immune response, hence it's all of our duty and responsibility to get vaccinated to further protect ourselves and the most vulnerable among us.

Vaccine breakthrough cases occur in only a small percentage of vaccinated persons. Per CDC, no unexpected patterns have been identified in the case demographics or vaccine characteristics among people with reported vaccine breakthrough infections. 

Among 95 million people in the United States who have been fully vaccinated, only 112 deaths due to COVID-19 have been identified. (<a href="https://www.cdc.gov/vaccines/covid-19/health-departments/breakthrough-cases.html" target="_blank">https://www.cdc.gov/vaccines/covid-19/health-departments/breakthrough-cases.html&nbsp;</a>).&nbsp;COVID-19 vaccines are safe and effective.

“We are saddened to learn of this occurrence. While no deaths occurred in vaccinated individuals in the clinical trials, we understand that no vaccine or medication is 100% effective when used by millions of people. This does not negate the importance of vaccination and all of the positive effects of vaccination," said Nebraska's Chief Medical Officer Dr. Gary Anthone. "Our state is approaching 50% of the total population being fully vaccinated and we need to keep that momentum. All Nebraskans who can get vaccinated should do so as soon as possible."

The North Platte / Lincoln County Visitors Bureau hosted the annual
Excellence in Tourism Awards Luncheon on May 5 at the Prairie Arts
Center. 

Twenty-five nominations were submitted for the seven award
categories. 

The ‘Excellence in Tourism’ awards recognize
outstanding customer service at Hotels or other lodging
establishments, Restaurants or other food service establishments,
Events, Attractions, and Retail as well as Volunteer of the Year and
Hero of Tourism. The nominees can either be individuals or
businesses. 


The Advisory Committee of the
Visitors Bureau selected the award winners from the nominees and
Executive Director Lisa Burke presented the awards.

The restaurant
category of this year’s Excellence In Tourism award nominations was
one of the most competitive. Having an abundance of quality
restaurants that consistently practice outstanding customer service
is good for tourism and it’s good for our community. North Platte’s
Canteen District is quickly becoming a destination downtown, and one
reason for that is the hard work of Hector Ortiz and BJ Stenger of
The Cedar Room. Their vision for The Cedar Room was for it to be a
destination restaurant, something people would travel for, but also
where locals would enjoy a feeling of being ‘away’ even though
their busy lives kept them from traveling. Hector and BJ and the
staff they have assembled always put customer service and customer
satisfaction at the top of their priorities.   


The position of
breakfast attendant is one of the most important positions in a
hotel. They spend quality time getting to know the guests and are
often a guest's final impression of a hotel and community before
leaving. Irene Pearson of the Tru by Hilton is not only an
outstanding breakfast attendant, but an amazing ambassador for our
community. She takes great pride in talking to the guests about the
North Platte area and Nebraska. Irene was nominated because of the
wonderful service she provides every day and the impact she has on
the guests visiting North Platte.

but the 2020 Covid-19 situation brought unique challenges and unique
roles for volunteers. Our Volunteer of the year was recruited with
very short notice when with only days to spare the Buffalo Bill
Boxing Brawl got the go-ahead. To keep athletes, coaches and
spectators safe, the usual weigh-in would also include Covid-19
screening protocols. Elana Ramos took charge of this process,
organizing everyone involved to provide excellent and fast service
for the athletes. A volunteer who takes charge and takes ownership of
their area of responsibility and in the process make sure that event
participants feel safe and welcome is invaluable to any organization.

In 2020 a Hero
of Tourism not only worked hard to attract visitors to North Platte,
but also to keep up the morale of the community when faced with
constant bad news, business closures and learning of the illness and
deaths of family, friends and community members. The year began on a
high note, with hundreds of Group Tour operators being shown Nebraska
hospitality as Omaha hosted the annual American Bus Association
marketplace. Our Hero of Tourism helped do what she does best -
organize a warm Nebraska welcome. By March everything had been
upended and that in-person hospitality changed to virtual and
social-distanced. Kirsten Parker guided her staff to take all of the
upheaval in stride. They created virtual events for kids and adults,
they organized social-distanced activities for the community and
revamped procedures and resources to provide a safe experience for
their visitors, staff and volunteers upon reopening. Kirsten’s
focus on customer service, on making sure her staff and volunteers
are safe, have the necessary tools and always go above and beyond in
extending a welcoming atmosphere for guests at the Golden Spike
Tower, as well as being creative in offering activities to the
community certainly places her in the Hero category.

The North Platte / Lincoln County Visitors Bureau hosted the annual
Excellence in Tourism Awards Luncheon on May 5 at the Prairie Arts
Center. Twenty-five nominations were submitted for the seven award
categories. The ‘Excellence in Tourism’ awards recognize
outstanding customer service at Hotels or other lodging
establishments, Restaurants or other food service establishments,
Events, Attractions, and Retail as well as Volunteer of the Year and
Hero of Tourism. The nominees can either be individuals or
businesses. 
The Advisory Committee of the
Visitors Bureau selected the award winners from the nominees and
Executive Director Lisa Burke presented the awards.The awards were presented to:Restaurant - The Cedar RoomThe restaurant
category of this year’s Excellence In Tourism award nominations was
one of the most competitive. Having an abundance of quality
restaurants that consistently practice outstanding customer service
is good for tourism and it’s good for our community. North Platte’s
Canteen District is quickly becoming a destination downtown, and one
reason for that is the hard work of Hector Ortiz and BJ Stenger of
The Cedar Room. Their vision for The Cedar Room was for it to be a
destination restaurant, something people would travel for, but also
where locals would enjoy a feeling of being ‘away’ even though
their busy lives kept them from traveling. Hector and BJ and the
staff they have assembled always put customer service and customer
satisfaction at the top of their priorities. 
Hotel - Irene Pearson, TRU by HiltonThe position of
breakfast attendant is one of the most important positions in a
hotel. They spend quality time getting to know the guests and are
often a guest's final impression of a hotel and community before
leaving. Irene Pearson of the Tru by Hilton is not only an
outstanding breakfast attendant, but an amazing ambassador for our
community. She takes great pride in talking to the guests about the
North Platte area and Nebraska. Irene was nominated because of the
wonderful service she provides every day and the impact she has on
the guests visiting North Platte.Attraction - Nick Henline, Fort Cody
Trading PostA business
doesn’t survive for decades, through multiple generations of owners
and in different locations due to changes in transportation corridors
without offering exemplary customer service. North Platte’s Fort
Cody Trading Post, now with Nick Henline at the helm, is a landmark
in western Nebraska. It is a nationally known tourist attraction that
consistently gets rave reviews online. Photos of the Fort, the
Buffalo Bill sign, the quirky merchandise, the miniature Wild West
Show and the jail in the parade ground are some of the most

The types of events hosted at the D &amp; N is astounding. Weddings,

KEARNEY, Neb.-A Kearney man has been accused of assaulting a woman at the local Target.

According to police, at
around 3:00 p.m. on Tuesday,&nbsp; officers were dispatched to the store at 4800 3rd
Ave. to investigate an assault. 

Police said officers were able to determine
that a female, 24, had been assaulted by an unknown adult male
inside the temporary restrooms. 

Police said the female was able to fight off her
attacker and the suspect fled on foot, before being located by
police.

Following further investigation, police said Bryan Morales-Contreras, 23, was arrested on suspicion of assault by strangulation and false imprisonment.

Police said the case remains under investigation.

Currently 23-year-old, Bryan Morales-Contreras, is being held

Kearney man accused of assaulting woman in bathroom at Target

Abby Jurjens has accomplished the impossible – or at least what she thought was impossible when she started her journey.

On Friday, Jurjens will walk in North Platte Community College’s commencement ceremony to accept not one, but two associate degrees. One is an Associate of Arts Degree and the other is an Associate of Science Degree.

Earning dual degrees is a tremendous achievement for anyone, but it’s even more special because Jurjens is still in high school. Jurjens is from Maxwell but attends Brady High School where she will earn her diploma on Saturday.

“It feels awesome,” said Jurjens. “It’s insane for me to think I was able to accomplish all that I have. I couldn’t have done it without the support of my family, my high school and the college instructors. I’ve been super blessed by the help I’ve received along the way.”

Following in her sister’s footsteps, Jurjens began taking classes through Mid-Plains Community College the fall of her sophomore year.&nbsp;

“I chose MPCC because I was familiar with the college based on my sister’s experience,” Jurjens said. “I’ve always enjoyed learning, so I set this seemingly impossible goal for myself of achieving an associate degree before I graduated. As I got further along, I realized my goal might actually be attainable.”

Although she took a couple dual credit classes, the majority of Jurjens’ high school and college classes were separate course loads.

“I took almost all of my MPCC classes online except for a CNA (certified nursing assistant) class,” Jurjens said. “That I did on campus in North Platte. I also took most of my college classes during regular hours at the high school and added some courses in the summer.”

It was a lot to accomplish in a short amount of time – especially when time isn’t something Jurjens has a lot of.

“My schedule is pretty packed,” she laughed. “I’m involved in almost every activity my school has to offer – speech, FCCLA, volleyball, track, band, color guard, you name it – my days are full.”

Still, she believes the aggressive academic schedule was worth it to put her so far ahead in both her educational and career goals.

“I am two years further along than I would be otherwise, and the cost savings was incredible,” Jurjens said. “I was able to attend college while still living at home, which cut expenses considerably. I didn’t have to take out any student loans. I got some dual credit scholarships and used my CNA certification to work at a rest home in the summer to earn money for the rest of my classes.”

Jurjens’ goal is to eventually become a sign language interpreter.

“I made the decision after meeting some community members who are deaf,” Jurjens said. “I want to be able to bridge that communications barrier and be part of something bigger than myself.”

Jurjens plans to enroll in an online program through Chadron State College to earn a bachelor’s degree in education with a field endorsement in special education. She will then advance to either Gallaudet University in Washington, D.C. or to the American Sign Language Academy in Cranston, R.I., for sign language immersion.

“With the credits I have already, it will take me half the time to get a bachelor’s degree,” said Jurjens. “I could be finished with college and in the workforce in the next two years. I definitely see myself back in a small town when I’m all done. I will probably start out in a school system then branch out and interpret anywhere it’s needed. Court houses, jails, hospitals – there’s a demand for sign language interpretation almost everywhere.”

No matter what path she takes, MPCC has given her the confidence to dream big.

“I would highly encourage other students to take some college classes while still in high school if they have the opportunity,” Jurjens said. “There is some time management involved, and you have to have a passion to want to do it, but now I’m prepared for anything life throws at me. The rewards definitely outweigh the risks.”

High school student earns dual degrees through MPCC

NORTH PLATTE, Neb.-A North Platte man is in jail accused of stalking his estranged pregnant girlfriend and fighting with police.

According to North Platte police, on May 2 at 6:49 a.m., officers were asked to assist&nbsp;the Lincoln County Sheriff's Office with a possible disturbance.&nbsp; 

Officers were advised that a female was being followed by her estranged boyfriend in a vehicle and that they were heading towards North Platte from the Lake Maloney area, after luring her to that location.&nbsp; 

Officers observed the vehicles in the 1000 Block of South Dewey and attempted to conduct a traffic stop on the suspect vehicle but the vehicle failed to stop.&nbsp; 

Police said officers observed the male driver pull up next to the female and make numerous gestures and yell towards her.&nbsp; The suspect vehicle continued to flee and the pursuit continued for several minutes.&nbsp; 

Police said the suspect was driving recklessly and the pursuit&nbsp;was terminated near 4th and Poplar Streets for safety concerns.&nbsp; 

During the pursuit, officers were able to identify the driver as Cassidy Sullivan, 37, and probable cause was established to arrest Sullivan for operating a motor vehicle to avoid arrest.&nbsp; 

On May 4, at 1:18 a.m. officers learned that Sullivan was at a residence in the 100 Block of North Sycamore.&nbsp; Officers arrived and were able to see Sullivan inside.&nbsp; Officers entered the residence and located Sullivan hiding in a closet.&nbsp; 

Police said officers attempted to take Sullivan into custody, but he began to physically resist.&nbsp; Officers used a Taser and were able to subdue Sullivan and take him into custody.&nbsp; 

Sullivan was incarcerated at the Lincoln County Detention Center for operating a motor vehicle to avoid arrest, willful reckless driving, and resisting arrest.

Following further investigation, Sullivan was also accused of&nbsp;possession of a deadly weapon by a prohibited person, second-degree domestic assault of a pregnant woman and use of a deadly weapon to commit a felony

North Platte man accused of harassing ex, fighting with police

MISSION, Kan. (AP) — Many parents and educators are excited over the news that the Food and Drug Administration is expected to authorize Pfizer’s COVID-19 vaccine by next week for youngsters ages 12 to 15. 

Officials are hoping that extending vaccinations to children will drive down the nation’s caseload even further and allow schools to reopen with minimal disruption this fall. It could also reassure parents and teachers alike. 

While children are less likely to get seriously ill from the coronavirus, they can still get sick and spread it to others, too.

US parents excited over prospect of virus shots for children

AURORA, Colo. — A 26-year-old sex offender <a href="https://sentinelcolorado.com/news/metro/aurora-sex-offender-pleads-not-guilty-to-assaulting-3-women-just-days-after-prison-release/?swcfpc=1">previously convicted of raping a woman in Kansas in 2011</a> is standing trial in Colorado this week on more than a dozen charges related to multiple violent crimes in Arapahoe County.

Prosecutors in the 18th Judicial District began trying Tre Carrasco on May 4 for a pair of cases filed out of Aurora 
and Cherry Hills Village in winter 2019. The trial is slated to run 
until May 13.

A native of Hays,&nbsp;Carrasco has been accused of 
assaulting three different women in three different cities days after he
 was released from a Kansas state prison Feb. 1, 2019, according to 
court documents.

Two days after he was released, Kansas police said Carrasco raped a woman at gunpoint in the front seat of her car in Hays.

Less than a week later, investigators accused Carrasco of 
attempting to kidnap a woman in Aurora while stealing her car outside of
 the 24-hour fitness on South Abilene Street. He’s facing felony 
kidnapping, robbery, aggravated car theft and other charges in 
connection with that incident.

The woman whose car was stolen later identified Carrasco 
in a police lineup by comparing him to the R&amp;B star The Weeknd. 
Police agreed that Carrasco “has a passing resemblance to the same 
singer,” according to court documents.

And on Feb. 12, authorities identified Carrasco as <a href="https://sentinelcolorado.com/news/metro/affidavit-sex-offender-raped-au-pair-at-knifepoint-days-after-being-released-from-kansas-prison-on-prior-sex-charges/">the man who raped a Mexican au pair at knifepoint</a>
 while the woman was working in a Cherry Hills Village home in the 
middle of the day. He’s been charged with felony sexual assault, 
robbery, burglary and other charges in that case.

Aurora police arrested Carrasco on Feb. 12 after pulling 
him over near the intersection of East Colfax Avenue and Galena Street. 
He was driving&nbsp;the same car that was reported stolen from the woman at the local&nbsp;24-Hour fitness the week before.

He was arrested on a warrant for “rape gun” filed against him in connection to the assault in Hays nine days earlier.

Local prosecutors will simultaneously try Carrasco for the
 crimes in Aurora and Cherry Hills Village, according to a spokesperson 
for the district attorney’s office. He pleaded guilty to all charges 
filed against him in August 2019.

Carrasco has a history of lascivious behavior dating back 
more than a decade, according to court documents. He was named as a 
suspect in at least six other crimes in Kansas that were sexual in 
nature between November 2008 and July 2011, records show.

In 2008 and 2009, Carrasco was suspected of peeping into windows and tickling women’s feet and legs as they slept.

In June 2010, he was suspected of raping a woman in Hays. A
 year later, Carrasco was arrested after police said he chased a Hays 
woman walking on a street, beat her and violently sexually assaulted 
her.

In April 2013, Carrasco was&nbsp;<a href="https://www.hayspost.com/2013/04/08/hays-teen-will-be-sentenced-today/">sentenced to slightly more than eight years in prison</a>&nbsp;for the July 2011 assault. He was also required to register as a sex offender in Kansas.

Carrasco incurred a litany of disciplinary infractions 
while in Kansas prisons between 2014 and 2018, including using 
stimulants, disobeying orders and disrespecting corrections officers, 
according to Kansas Department of Corrections records.

Carrasco has been held on a $1.1 million bond since he was
 arrested in Aurora in February 2019, records show. In July 2020, he 
pleaded guilty to a felony contraband charge and was sentenced to two 
years in state prison. He’s been detained at the Arkansas Valley 
Correctional Facility in Buena Vista since then.

Carrasco has been transferred back to the Arapahoe County 
jail for his court proceedings in the coming days, according to county 
records.

Accused of series of violent crimes, Carrasco stands trial in Colo.

NORTH PLATTE, Neb.-The North Platte Mall renovation project is closer to reality after the North Platte City Council voted to approve funds from the Quality Growth Fund and the creation of an Employment Enhancement Area.

Councilman Pete Volz moved to approve a $1,000,000 loan from the Fund. The loan will be made to North Platte Mall, LLC in two installments. The motion was seconded by Councilman Ed Reiker.

The meeting was then opened to a Public Hearing on amending the city's code to provide for a retail business occupation tax for the North Platte Mall, declaring it an Employment Enhancement Area.

This would amend the city's tax code and allow a tax that would be charged only at retailers on the designated property. The investors are currently asking the Council to set this at 1.95%. The tax would not be allowed on groceries.

The additional tax would be collected by the city and used to pay back the loan made to North Platte Mall, LLC.

Mike Works of Rev Development was the first to address the Council.

 Works told the Post last week that the Council's decision tonight would determine whether they can do everything or very little of their plan.

Works said it's a three-pronged plan with the city for the project to be completed in its entirety.

Works said the first step was the passage of the loan from the Quality Growth Fund, which the Council passed earlier in the meeting

The next step was the creation of the EEA.

Works ran through a small list of things that needed to be done initially, including replacing the roof, sewer, and other items. The price tag is over $7 million.

Works said the EEA, created under State statute, works great for malls and has been used successfully for numerous malls in Nebraska.

"If Tax Incremented Financing was enough to cover it, we wouldn't be here tonight," said Works.

Works said malls across the nation are on a downward trend due to design and not catering to the modern shopper.

Works said if the Council passes this motion, the city would no longer have an indoor mall and would have a modern retail center.

Among the potential tenants mentioned by Works were Dunham's Sports and Gold Ticket Theaters.

Works said the tenants control negotiations in the mall business and that does not allow for costs to be recuperated by increasing lease amounts, therefore, requiring the involvement of the city, and making the EEA a necessity.

After hearing from many residents in favor of the project and some discussion from Council members, mostly in favor of the project, the motion passed five to two. Two more readings of the measure are required, with the second reading occurring at the May 18 Council meeting.

 Councilwoman Donna Tryon and Councilman Ed Reiker voted against the measure, Councilman Ty Lucas abstained from voting due to his position at Nebraskaland National Bank.&nbsp;A source tells the Post that Councilman Mark Woods said he meant to vote "No" but hit the wrong button.

The crowd erupted in applause, then loudly exited the meeting. The Council took a ten minute break before reconvening.

The Council will have a first reading of the Mall project's request for TIF financing on May 18.&nbsp;

OMAHA, Neb. (AP) — State lawmakers have rejected an attempt to steer more money into Nebraska’s small, rural K-12 schools, many of which receive little aid from the state because they have few students and are surrounded by valuable farmland. 

Supporters of the bill argued, however, that it isn’t fair for farmers to shoulder most of the cost of their local schools while districts in Omaha, Lincoln and other cities get hundreds of millions of dollars in state assistance. 

Larger schools say they have more students and greater needs. 

Lawmakers voted 23-12 in favor of the bill, two votes shy of the majority needed to advance it.

The Omaha World-Herald reports that’s down 29% from the 1,653 cases the state reported the week before. Douglas County Health Director Adi Pour said the case numbers are headed in the right direction. 

The state said more than 70,000 vaccine doses were administered across Nebraska last week. But that is significantly below the mid-April peak of 211,057 doses in a week.

New virus cases at lowest level since July in Nebraska


The
person involved in attempting to gain access to Kearney High School
on May 3, 2021 has been located and is in custody after an incident
at the Central Nebraska Regional Airport in Grand Island. Kearney
Public Schools has resumed normal operations at Kearney High School.


On
May 3, 2021, an individual identified as 19-year-old Tyler Caudill of
Phillips Nebraska, attempted to open the secure doors of Kearney High
School and was contacted by school staff in accordance with Kearney
Public Schools secure entry protocol. Caudill indicated he was there
to visit a student, however; he had no legitimate reason to be on
school property or listed as an authorized contact for the student
and was escorted from the school grounds.


On
Tuesday, May 4, 2021, Kearney Police received information from
Hamilton County Sheriff’s Office that Caudill had taken a family
vehicle and rifle from the home and his location was unknown. Due to
the incident at Kearney High School the previous day, Kearney Police
notified Kearney Public Schools and the school was placed in Lockout
as law enforcement attempted to locate Caudill. Information related
to Caudill was shared with local law enforcement in an attempt to
determine Caudill’s whereabouts and wellbeing. Kearney Police
worked closely with KPS staff during the day and our law enforcement
partners from Buffalo County Sheriff’s Office, Nebraska State
Patrol, Hamilton County Sheriff’s Office, and Grand Island Police
Department. Kearney Police has no charges related to this incident.
Once again, we appreciate the cooperation and patience as we worked
to resolve this incident.


The
public may notice an increased police presence at and around Kearney
High School along with our School Resource Officers. At this time,
KPD is attempting to locate a male subject who attempted to gain
access to Kearney High School property with unknown intentions on
Monday, May 3, 2021.


We
have no evidence of a threat to the school, students, or staff,
however; we take the safety and security of our schools seriously,
thus out of an abundance of caution we support the decision to place
the school in a “Lockout” status as we continue to investigate
this report. Additional details will be released as available, we
