RAPID CITY, S.D. (AP) — A man charged in a fatal stabbing in Rapid City previously spent years behind bars for killing someone with a baseball bat.

 Antoine Bissonette pleaded not guilty Monday in Pennington County Court to second-degree murder in the death of Andrew Bear Robe on March 23. 

He faces a mandatory sentence of life in prison without the chance of parole if he’s convicted of murdering Bear Robe, a 44-year-old father from Pine Ridge.

 Bissonette, a 40-year-old from Rapid City, was previously sentenced to about five years in federal prison after pleading guilty to first-degree manslaughter for killing Daniel Bad Milk in 2012 in Pine Ridge.

Christopher Terry, of Grant; Lisa Pickett, of North Platte; Dylan Rogge, of Fairbury, and Alex McConnell, of Paxton, were recognized Wednesday night during the NPCC Spring Concert in the McDonald-Belton Theater.

Terry received the Musician of the Year award and was also presented with the Humanities and Social Sciences’ Division Award.

Pickett was selected as Vocalist of the Year. Rogge was chosen to be the Instrumentalist of the Year, and McConnell was named Community Member of the Year.

“Lisa, Alex, Chris and Dylan have surpassed my expectations in all that has been asked of them, both in the classroom and in rehearsal,” said Kristin Simpson, music instructor. “They are a reliable, energetic and cheerful group to work with, and I appreciate the time I have had with them. These awards couldn’t go to more deserving individuals.”

LINCOLN, Neb. – Hunters Helping the Hungry has received a $10,000 grant award from Bass Pro Shops and Cabela’s Outdoor Fund to aid the program in helping Nebraskans in need.

These funds will be used to cover some deer processing costs, supplementing cash donations. Additional cash donations from individuals and businesses still are needed to bridge the gap between the desire by hunters to donate additional deer, and costs to process deer. Low HHH funds have required limiting deer donation since 2017.

The HHH program is funded solely by tax-deductible contributions. Each year the program invites deer processors to apply, and contracts with selected lockers to accept donated deer from hunters. The ground venison produced is distributed by charitable organizations to those in need.

NebraskaLand National Bank celebrated the graduation of thirty students from the NebraskaLand University Scholarship Program.&nbsp; Graduates were awarded scholarships and certificates of completion on Monday.

NORTH PLATTE, Neb.-One of the most noticeable victims of the pandemic was North Platte's movie theater.

As residents continued with their lives, it felt strange not to have a movie theater. No popcorn buckets, no midnight showings, no movies on the big screen.

Golden Ticket Cinemas has announced that they will soon be opening a location in North Platte.

A source tells the Post that the theater will be located at the North Platte Mall, and final plans will likely depend on the mall redevelopment project getting the go-ahead. The North Platte City Council will hear a first reading of the plan, which was approved by the Planning Commission last night, at the May 18 meeting.

Golden Ticket offers a luxury theater experience often only found in larger cities and operates in small to mid-size communities.

In addition to luxury seating, the theaters offer a full dine-in experience with a variety of sandwiches, burgers, pizza, and wings, along with beverage options for kids and adults. The traditional theater goodies are also available.

While no official date has been announced, the plan is to open sometime in 2021.

Golden Ticket has locations in Kearney and Scottsbluff, as well as in Minnesota, South Dakota, North Carolina, Mississippi, Montana, Pennsylvania, Arkansas, and Kentucky.

The Box Butte County Sheriff's Office is warning residents of another scam in the area.

"These folks are calling saying they're from the Publishers Clearing House saying they've won $1 million dollars and a vehicle," Box Butte County Sheriff Tammy Mowry said. "A lady called me this morning and what they've done is wanted her to go buy these gift cards to help pay for the delivery for the vehicle and processing fees."

Mowry said the resident agreed to the scam and lost $1,200.&nbsp;

Mowry also said the scammers called her over the weekend. She hung up once she realized it was a scam.&nbsp;

"When they start asking you for money and they say they're from Publishers Clearing House...they're not from Publishers Clearing House," Mowry sighed. "They're so good at scamming. Some people are more attuned to this stuff, some aren't. There is nothing for free."

Mowry said the Publishers Clearing House has been around for a long time. She said she's dealt with two different people dealing with the recent scam.&nbsp;

"They draw this process out and take two or three days scamming," Mowry said. "Finally people catch on that this isn't a legit deal because they keep calling back. They say they're in town at such and such apartment where they set up their office headquarters...and they've been in Alliance for a couple of days. They think maybe it's legit, but it's not."

Residents should never give personal information to anyone over the phone. Just hang up.

Michigan Gov. Gretchen Whitmer has set a May 12 deadline for Canadian energy company Enbridge to shut down its Line 5, which delivers oil from Alberta to refineries in the U.S. Midwest and eastern Canada. 

Whitmer agrees with environmentalists who consider the pipeline an environmental hazard, mostly because one 68-year-old section crosses a channel linking two Great Lakes. 

Canadian officials say closing the pipeline would hurt the economy and cost jobs in both countries.

Oil pipeline disputes raise tensions between U.S. and Canada

NORTH PLATTE, Neb.-The Nebraska State Patrol is investigating a crash near Holdrege that claimed two lives and sent a child to the hospital.

At approximately 7:50 a.m. Tuesday, a Chevrolet Silverado was traveling westbound on Highway 6, four miles west of Holdrege, when it crossed the center line and struck an eastbound Dodge Grand Caravan.

The Silverado’s lone occupant, Dylan Skeen, 29, of Holdrege, was transported to Good Samaritan Hospital in Kearney, where he was pronounced deceased. The driver of the Grand Caravan, Kerri Bernstrauch, 36, of Holdrege, was pronounced deceased at the scene. A child passenger in the Grand Caravan was also transported to Good Samaritan Hospital and then flown to Omaha for further treatment of serious injuries.

Seat belts were in use in the Grand Caravan. A seat belt was not in use in the Silverado. The crash remains under investigation.

The driver of the Grand Caravan, Kerri Bernstrauch, 36, of Holdrege, was pronounced deceased at the scene. A child passenger in the Grand Caravan was also transported to Good Samaritan Hospital and then flown to Omaha for further treatment of serious injuries.Seat belts were in use in the Grand Caravan. A seat belt was not in use in the Silverado. The crash remains under investigation.

The Alliance Arts Council is proud to announce a performance by guitarist Adam Gardino as the finale to their 2020-2021 season.&nbsp;&nbsp;This is the concert that was snowed out on March 13.&nbsp;

Adam will perform at 7 p.m.  on Saturday, May 1 in the Alliance High School Performing Arts Center.&nbsp;

Since 2005 Adam Gardino has been an “up and coming” fingerstyle guitarist, musician and songwriter in the Pikes Peak region.&nbsp;&nbsp;His style combines the smoothness of James Taylor and the energy of Brad Paisley to deliver exciting, jaw dropping performances.&nbsp;&nbsp;His attention to the intricacies of acoustic guitar arrangements, delivered with a voice as clear as his mountain roots continues to wow audiences today.&nbsp;

At the age of 16, Adam placed in the Top Five of the International Fingerstyle Competition held in Winfield, KS.&nbsp;&nbsp;He kept competing in the annual contest, honing his skills and stage craft, hoping to eventually squash those pre-show jitters.&nbsp;&nbsp;Though the butterflies never flew away, in 2010 he placed 3rd&nbsp;behind Pete Huttlinger and Japan’s Grand Champion Akihiro Tanaka.&nbsp;&nbsp;After graduating from the University of Colorado Denver in 2012 with a B.S. in Music Performance, he took 1st&nbsp;at 23 years old – among the youngest ever to win.&nbsp;&nbsp;And most recently in 2019 he re-entered again, after the 5 year mandatory hiatus for 1st&nbsp;Place winners – and won for a second time!&nbsp;

While working as a musician in Colorado Springs, Adam caught the eye of the legendary cowboy chuck-wagon group the Flying W Wranglers.&nbsp;&nbsp;He joined them in 2014, and for 5 years he grew in knowledge and experience from the best country and western musicians in the business.&nbsp;&nbsp;Highlights of his achievements include playing for the Western Music Association, the Academy of Western Artists, the annual Chuckwagons of the West Jamboree, and opening for country singer Josh Turner at the Flathead County Fair in 2018.&nbsp;

International fingerstyle guitar champion to perform in Alliance

Outdoor mask guidance echoes what many Americans already do

Here in the Cornhusker State, agriculture and conservation go hand in hand.&nbsp; Nebraska’s farmers and ranchers are the original conservationists.&nbsp; Agricultural families in our state have been growing crops and tending livestock for generations.&nbsp; They know their land and animals better than anyone else and care deeply about them.&nbsp; Their livelihood depends on ensuring the land remains fertile—that’s why they are always working to improve it so that the next generation can continue their way of life.&nbsp;

Despite this close connection to the land, the Biden-Harris Administration does not trust Nebraskans to responsibly manage our natural resources.&nbsp; They want greater federal government control over our land and water.&nbsp; On January 27, 2021, President Biden issued an executive order on the climate which set a goal of restricting “at least 30 percent of our lands and waters by 2030” (30 x 30).&nbsp; Right now, only 3% of land in Nebraska is publicly owned.&nbsp; Achieving the goal of the President’s 30 x 30 program would likely require far-reaching interventions by the federal government—either to take away private property or to subject landowners to intrusive regulations.&nbsp;

The President’s radical 30 x 30 plan is alarming and unconstitutional.&nbsp; That’s why I led a group of 15 Governors who sent a letter to President Biden last week opposing the plan.&nbsp; We reminded the President that he has no authority to carry out the 30 x 30 program. &nbsp;We also warned the President that pursuing the goals of the 30 x 30 plan would violate property rights and harm the U.S. economy.&nbsp; Additionally, we submitted more than a dozen specific questions asking the President to be more transparent about the 30 x 30 program. &nbsp;Since issuing his climate executive order three months ago, the President has given no indication as to how he plans to achieve the 30 x 30 goal.&nbsp; Nor has the White House answered questions about plans to implement 30 x 30.&nbsp;

Engagement with states is critical.&nbsp; Since our state’s founding, Nebraska has successfully managed our water and land by protecting private property rights. &nbsp;We’ve shown that we can successfully grow Nebraska while being a good steward of our natural resources.&nbsp; For example, our state sits on top of the Ogallala Aquifer, one of the largest underground water resources in the world. &nbsp;We’ve maintained the aquifer at virtually the same average water level it had in 1950, while developing into a global leader in agricultural irrigation.&nbsp; Since the 1960s, our ranchers have contributed to a 66% increase in national beef production, while helping the U.S. cattle industry reduce its carbon footprint by 40%. &nbsp;Working together, we can conserve natural resources by finding ways to be good stewards of them instead of locking them out of productivity. &nbsp;&nbsp;&nbsp;

Nebraska’s achievements in conservation stand out in national measures of environmental health.&nbsp; Earlier this year,&nbsp;U.S. News and World Report&nbsp;ranked Nebraska as the sixth-best state in the nation for the quality of our natural environment.&nbsp; By contrast, the State of Delaware—which President Biden represented as a U.S. Senator from 1973 to 2009—was sixth-worst overall, and #47 for pollution.&nbsp; The State of California, where Vice President Kamala Harris held statewide office for a decade, ranked #35 and was fourth-worst in the country for air and water quality.&nbsp; Why would Nebraskans cede responsibility for our natural resources to leaders of states who’ve done a poor job of managing their own environment?

The President’s climate executive order takes the wrong approach.&nbsp; Instead of supporting our people who live on the land, own it, and understand it, the 30 x 30 program is poised to take a top-down federal government approach.&nbsp; In the coming weeks, I encourage Nebraskans to be on the lookout in their community for potential federal interventions or other attempts to make land less available. &nbsp;Over the years, environmental groups have purchased land and transferred it to federal agencies.&nbsp; Others may try to use perpetual easements to limit land use or to bar livestock production.&nbsp; President Biden may decide to use federal agencies to exert more control over existing public lands, or to expand current restrictions.

Whatever form it takes, the 30 x 30 plan is likely to diminish our freedoms and hamstring growth in Nebraska.&nbsp; That’s why we must work together to stop it.&nbsp; When the federal government encroached on our rights in the past, we successfully fought back.&nbsp; In 2015, the State of Nebraska sued the Obama Administration when it overstepped its legal authority by issuing the “waters of the United States” (WOTUS) rule.&nbsp; The WOTUS rule had needlessly burdened states with regulations, while unconstitutionally extending the federal government’s power to regulate private lands. &nbsp;We won in court on that issue, and we’re prepared to fight against any new federal restrictions that infringe on property rights in Nebraska.&nbsp;

Ricketts: Protect our land and water

NORTH PLATTE, Neb.-The hot topic at last night's North Platte City Planning Commission meeting was the redevelopment of the North Platte Mall.

The commission held a public hearing on the approval of the rehabilitation and redevelopment plan submitted by North Platte Mall, Inc.

The plan includes numerous renovations to the mall property, as well as the outlying areas on the mall property.

The purpose of the hearing was for the commission to hear public comment on the issue and whether the property is in conformance with the city's comprehensive plan and is an overall good fit for the city.

City Planning Administrator Judy Clark said the property was determined to be blighted and substandard by the North Platte City Council in November of 1999.

On March 23, the commission made a recommendation to rezone the to allow for a Planned Business District. The council subsequently approved the recommendation on April 6 and again on April 21 with final approval expected at the May 4 meeting.

Clark said the plan includes reconstruction and repair of the parking lots, leaving the current Verizon building as is, and construction of a mixed-use building.

The plan also allows for additional improvements and repairs.

Clark said the city's Planning staff recommended the commission approve the plan and noted the high-traffic area and the need to renovate the property, something that has been needed for many years.

North Platte Chamber and Development Corporation President Gary Person addressed the commission and stated that this was a project that was needed for North Platte.

Person said he's seen numerous projects like this die a slow death and the current condition of the mall property is not conducive to attracting retailers.

"The previous owner was unwilling to spend the dollars it would take to fix up and make it compatible and presentable to the type of retail entities that a lot of people in the community people want to see," said Person.

Person said this type of plan is a perfect fit for what the city needs.

"We've got a lot of really neat things going on Downtown are, we have an Interstate that continues to blossom, but right in the middle of our community where it's the highest traffic area, we have a mall that's basically been dying for some time now," said Person.

Person noted that online shopping and COVID definitely sped this process up and the community should see the interest of investors as a good thing.

The approval of the plan is vital so that the group can secure Tax Incremented Financing as well as funds from the Quality Growth Fund, as well as declaring the property an Employment Enhancement Area.

Person said the Quality Growth Fund is the only actual resource that comes from the city. The other financing sources are the "full burden" of the investors.

Person said the plan will generate new income, new retailers, new employment, and many other benefits to the city.

Commission member Tristen Winder asked North Platte Mall representative Mike Works, of Lincoln, what the project would mean as far as job creation.

"Base on a three to four-year plan and if everything comes as we predict it will, that's about 450 to 650 jobs," Works said.

Works said this is depending on the big box retailers who come in and what type of retailer they are.

Clark read a statement from Regional Planning Director Chad Nabity in Grand Island praising the use of TIF and EEA financing to turn the Conestoga Mall from a property that was failing to one that is thriving.&nbsp;

After further discussion, the commission voted unanimously to advance the plan to the Council with a positive recommendation.

The council will consider the recommendation at the May 18 meeting.

OMAHA, Neb. (AP) — A proposed tax cut for corporations and a tax credit for parents grieving a stillborn child have won initial approval from Nebraska lawmakers, who criticized parts of the package but still gave it strong support. 

The measure advanced 41-1 Tuesday in the first of three required votes, after hours of public debate spread over two days. The bill combines several proposals, including a gradual reduction in the top corporate income tax rate. 

Backers argued that the top corporate rate, 7.81%, should be lowered to match the top individual income tax rate of 6.84%.

 Under current law, many small businesses in Nebraska are allowed to file as individuals rather than corporations.

SIDNEY, Neb. (AP) — Authorities in southwestern Nebraska say a Sidney couple has died in a two-vehicle crash involving a semitrailer that left their 1-year-old baby hospitalized. 

The Scottsbluff Star-Herald reports that the crash happened Friday in Cheyenne County when a small sport utility vehicle driven by Brian Lee Johnson, 51, ran a stop sign at a rural intersection and hit a trailer being pulled by a semi. 

Cheyenne County Attorney Paul Schaub says Johnson and his wife, Catherine Noquera Johnson, 24, died in the crash. 

First responders had to use equipment to remove the couple's baby from the wreckage. 

The baby was first taken to a Sidney hospital, then flown to Children's Hospital in Aurora, Colorado. 

Her medical conditional was not released.

The Garden County Sheriff has been arrested for third degree domestic assault.&nbsp;

On April 13 at approximately 3:50 p.m. Nebraska State Patrol troopers were requested by Garden County Sheriff's Deputies to assist with response to a reported assault. 

Deputies performed a traffic stop on a Ford F-250 truck near the intersection of Highway 26 and Highway 92 in Garden County.

"Troopers responded to the scene and were requested to take over as the primary investigators," Nebraska State Patrol&nbsp;Public Relations Director Cody Thomas said. "Upon investigation, troopers believe that the suspect, Michelle Quinn (44) of Lisco, had assaulted the adult passenger in her vehicle while the two were driving in Keith County."

Quinn was lodged in Keith County Jail for third degree domestic assault.

NORTH PLATTE, Neb.-The authors of a book about a legendary North Platte journalist are holding a book signing at the North Platte Public Library.

Carol Lomicky and Chuck Salestrom will be at the library on Wednesday from 10:00 a.m. to 6:00 p.m., in the meeting room.

The pair co-authored the book, "North Platte's Keith Blackledge: Lessons from a Community Journalist," which tells many of the longtime Telegraph writer's stories.

They will also be showing a one-hour program featuring raw interviews with Blackledge and other former community leaders.

OMAHA, Neb. (AP) — Republican agribusiness owner Charles Herbster has officially launched his campaign for Nebraska governor. 

Herbster, of Falls City, emphasized his agricultural roots and his ties to former President Donald Trump during his formal announcement Monday in Fremont. 

Herbster is the owner of Herbster Angus Farms in Falls City and the owner and CEO of Kansas City, Missouri-based Conklin Company. He also worked as an agriculture adviser to Trump.

 Herbster joins a Republican gubernatorial field that includes University of Nebraska Regent Jim Pillen, a hog producer from Columbus. 

State Sen. Brett Lindstrom, of Omaha, has also announced his intentions to enter the race.

State health officials said 93,284 doses of the vaccines were administered last week in Nebraska. That is less than half the 211,057 doses the state reported a week earlier. 

In each of the two previous weeks, roughly 120,000 doses of the shots were given statewide. 

Terra Uhing, who leads Three Rivers Public Health that serves Dodge, Saunders and Washington counties said there doesn't seem to be the same urgency to get the vaccine across the state.

Pace of virus vaccinations slows across Nebraska

LINCOLN, Neb.-A group that advocates for the legalization of medical marijuana in Nebraska has filed a lawsuit against Lancaster County Sheriff Terry Wagner.

In a news release, Nebraska Families for Medical Cannabis said the lawsuit was filed following the Nebraska Supreme Court's removal of the medical marijuana initiative from the 2020 ballot.

The group says it has filed an official complaint with the Nebraska Accountability and Disclosure Commission against Wagner, alleging that he initiated the lawsuit against the measure that led to the court's ruling.

The complaint alleges that Wagner committed a felony by failing to disclose who paid for his legal fees during the 2020 calendar year.&nbsp;

Nebraska law requires elected officials to disclose any gifts they receive in a calendar year that are valued at more than $100. 

Wagner has publicly said he "doesn't know" who paid for the lawsuit.

"Anytime an elected official accepts a gift that is more than $100 in value, they have to report it on a Statement of Financial Interests," said John Cartier, an attorney, and representative for the group.&nbsp;

"If Mr. Wagner knowingly filed a false statement, he is guilty of a Class IV felony. In this case, the payment of Mr. Wagner's legal fees is a gift that must be disclosed under Nebraska election law."

Many Nebraskans are still unhappy about the measure's removal.

"Hundreds of thousands of Nebraskans are still upset about what happened last year. It's not something we are going to forget," said Trish Peterson, the group's Executive Director.

"Mr. Wagner put his name on a lawsuit to thwart the will of the voters and those who want patients to not be treated as criminals. No one is above law, not even him," said Peterson.

The group claims they went through all of the state's requirements to legally have the measure added to the ballot.

"We went above and beyond what we were asked to do, and did it legally," said another representative of the group, Shelley Gillen.

"The families of children and loved ones who are continuing to needlessly suffer deserve to know who paid for this lawsuit. They deserve to know who gutted all of our hard work and stripped away the voices of 196,000 Nebraskans."
