Lincoln –&nbsp;Infectious disease outbreaks such as COVID-19, as well as other public health events, can cause emotional distress and anxiety. Feeling anxious, confused, overwhelmed or powerless is common during an epidemic or pandemic. These feelings of distress and anxiety can occur even if you are not at high risk of getting sick.&nbsp;

However, as COVID-19 spreads on, secondary outcomes of the pandemic—such as economic stress—are colliding with depression and a rising suicide risk. Suicide is a tragic reaction to a stressful life situation.&nbsp;&nbsp; It may seem like there's no way to solve your problem or address your pain, but reaching out can help you regain your perspective and help you cope with life better.

“No matter how much pain you're experiencing right now, you're not alone," said Sheri Dawson, director of the Division of Behavioral Health. “Feeling suicidal doesn't mean that you are weak or flawed. It only means that you feel hopeless in the moment. There is a way back to feeling normal again and there are people who want to help you get there. With time and support, you can overcome your problems and the pain and help keep you safe.&nbsp; If you, a loved one, or someone you know feels suicidal, please seek help immediately.&nbsp; Let's save the lives of Nebraskans."

Some people make their intentions clear, while others keep suicidal thoughts and feelings secret.&nbsp;&nbsp; Just like signs of a stroke or heart attack, know the warning signs of suicide to save a life. Mental Health First Aid and Question, Persuade, Prefer (QPR) classes teach participants how to interact with a person who is suicidal.&nbsp; The next sessions are as follows:

Hope and help are available to prevent suicide

Despite the 41-23 loss to Illinois on Saturday at Memorial Stadium, Husker fans found themselves wondering about Senior Linebacker Collin Miller who was taken of the field on a stretcher in the 4th Quarter.

The University of Nebraska provided the following update on Miller's status:

"Collin Miller was transported to Bryan LGH West Hospital for precautionary reasons. Miller has movement in all of his extremities, and the results of all diagnostic imaging and testing on Miller were normal. He will stay overnight at the hospital for observation and at this point, the prognosis looks promising."

The Huskers travel to face the Iowa Hawkeyes on Friday.

Huskers provide update on injured linebacker Collin Miller

The Wreaths Across America event will be held on December 19th&nbsp;at Fort McPherson National Cemetery at 12:00 noon. The goal of the event is to place a live, balsam fir wreath at the headstone of every veteran buried at Fort McPherson National Cemetery, to spread patriotism and ensure no one is forgotten. Lee Bird Composite Squadron of the Civil Air Patrol is helping to support this event by promoting sponsorships/donations for wreaths.&nbsp;

Tom Moore, Squadron Commander, is asking people to sponsor wreaths for veterans’ headstones at the cemetery. Wreaths are needed for hundreds of headstones. The cost of each wreath is only $15.&nbsp;

According to WCDHD, 50 tests were returned as positive.

WCDHD says one case is from Arthur County, one case is from McPherson County, two cases are from Hooker County, three cases are from Logan County, and 43 cases are from Lincoln County.

WCDHD reports 50 new confirmed COVID cases, 43 in Lincoln County

LINCOLN, Neb.-Governor Pete Ricketts held a press conference at the State Capitol to provide an update on the State’s work to slow the spread of the coronavirus and protect hospitals. &nbsp;The Governor reminded Nebraskans that the State will move to the most restrictive “red” phase of its pandemic response when coronavirus hospitalizations reach 25% of staffed hospital beds in Nebraska.&nbsp; Currently, the State is in the “orange” phase, which is the second most restrictive.

Ashley Newmyer, Chief Data Strategist for the Nebraska Department of Health and Human Services (DHHS), joined the Governor for today’s briefing.&nbsp; She outlined the State’s work to increase resources to conduct contact tracing.

Coronavirus survivors Christina St. Hilaire and Elizabeth Griffith of Dwight shared their story of recovering from the coronavirus.

Dr. Gary Anthone, the State’s Chief Medical Officer and Director of the DHHS Division of Public Health, gave an update on the distribution of monoclonal antibodies in Nebraska.&nbsp; These antibodies are a new therapy, and they have potential to reduce the need for people with the coronavirus to require hospital care.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Currently, we have 983 coronavirus hospitalizations.&nbsp; That’s more than four times the amount we had on October 1st.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;To slow the spread and limit hospitalizations, we need every Nebraskan to stay committed to good health habits.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’re urging all Nebraskans to avoid the Three Cs:

§&nbsp;&nbsp;Avoid gathering in groups where you can’t maintain six-feet distance from others.

§&nbsp;&nbsp;Wear a mask or maintain six-feet distance when you’re with people you don’t live with.

§&nbsp;&nbsp;Avoid enclosed spaces with poor ventilation.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Let’s all do our part to slow the spread so that we can protect our hospitals and help our healthcare workers.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Contact tracing is an important tool to slow the spread of the coronavirus.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;As a reminder, contact tracing is a confidential process that starts with a positive test result being reported to the state or local health department.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Next, a trained contact tracer calls the person who received a positive test result and asks them a series of questions about what symptoms they may be experiencing.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The contact tracer also asks if they know where and when they were exposed, as well as who they were in close contact with during the few days prior to their symptom onset or positive test result.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Due to the rise in coronavirus cases, contact tracers are dealing with a high volume of work.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;To most efficiently manage the workload, we’ve taken the following temporary measures:

o&nbsp;&nbsp;Reducing the questions asked during the interview.

o&nbsp;&nbsp;Reducing the number of call attempts from five to two.

o&nbsp;&nbsp;Focusing on calling those who test positive for the coronavirus.

§&nbsp;&nbsp;We’ve temporarily suspended calling close contacts of positive cases.&nbsp; We’re asking people who’ve tested positive to notify their close contacts.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We are also increasing contact tracing staff.&nbsp; We’re activating our DHHS reserve contact tracers who had performed this work earlier in the year.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’re also working with PRC, Nelnet, and North End Teleservices to add additional contact tracers.

Christina St. Hilaire: Coronavirus Survivor Testimonial

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;A year-and-a-half ago, my mother was diagnosed with metastatic thyroid cancer. &nbsp;She was given 3-6 months to live at the time.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Thanks to the excellent care of the Southeast Nebraska Cancer Center, she’s still with us.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In September, our family contracted the coronavirus despite taking a lot of precautions against it.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;My mother woke up feeling exhausted.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Initially, we thought her cancer was back.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;She developed a low-grade fever, loss of appetite, and some chest pain.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I took her to Bryan Hospital, and she eventually tested positive for the coronavirus.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;At first, we monitored her symptoms.&nbsp; After she became much weaker, we took her to St. Elizabeth’s.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Her oxygen levels had fallen, and she had pneumonia in both lungs.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;She received convalescent plasma as a treatment, along with antibiotics.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Within a day of receiving the plasma, she had improved significantly.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;My mom has recovered amazingly well.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We don’t want people to be discouraged or to despair if they get coronavirus.&nbsp; There are great treatments available.

Dr. Gary Anthone: Coronavirus Treatment

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The monoclonal antibody therapy is a great breakthrough.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Scientists have been able to make a specific antibody to target the coronavirus (SARS-CoV-2).

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This therapy can help prevent persons with the coronavirus from needing to go to the hospital.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The State of Nebraska has received our allocation of the monoclonal antibodies.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’ve set up a process of getting the antibodies to hospitals throughout the state.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’ve sent it to the hospitals first, since they have the capability of administering it on an outpatient basis.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The therapy is already being used at this time, and we’re hopeful it will help to reduce the need for hospitalization.

LINCOLN, Neb. – A 46-year-old Trenton man was hospitalized with injuries following a boating accident on November 19 on Swanson Reservoir in Hitchcock County.

Sometime in the afternoon, the victim, the sole occupant other than a dog, apparently was ejected from his boat. The running boat began circling. Another boater rescued the man from the water and took him to the boat ramp to be treated by emergency personnel.

The victim, who sustained injuries from the propeller, was flown by helicopter to CHI Health Good Samaritan in Kearney.

Nebraska Game and Parks Commission conservation officers secured the boat and dog. Game and Parks is investigating the incident.

LINCOLN, Neb. (AP) - Nebraska retained its status last month as the state with the nation's lowest unemployment rate, according to data released Friday.

Nebraska's seasonally adjusted unemployment rate for October fell to 3%, down from 3.6% in September and the same as the rate recorded in October a year ago. Nebraska's latest rate is less than half the national rate of 6.9%, according to the U.S. Bureau of Labor Statistics. Vermont and Iowa had the second-and third-lowest rates for October at 3.2% and 3.6%, respectively.

Hawaii had the highest rate nationwide, at 14.3%.

Nebraska's rate has remained low compared to other states despite the coronavirus pandemic, which resulted in widespread business closures and layoffs.

Lincoln's unemployment rate was even lower at 2.7% for October, compared with 3.2% in September. The rate for the Omaha area also came in at 3%, a drop from September's 3.9%. Grand Island's rate was 3.4%, a drop from 4.2% in September.

Unemployment rates for Grand Island, Lincoln and Omaha have not been seasonally adjusted and cannot be directly compared with the state unemployment rate.

ALEXANDRIA, Va. (AP) - The plan to firebomb Cody's U-Save Pharmacy in Auburn, Nebraska, was fantastical and convoluted, but very much real.

With Cody's reduced to firewood, more business would flow to its competitor in town, Hyrum's Family Value Pharmacy. That would allow pharmacist Hyrum Wilson, 41, to divert more drugs to his online gaming buddy, William Burgamy, 33, of Hanover, Maryland, without drawing suspicion of federal regulators. Then Burgamy could sell even more drugs on his internet black market website, NeverPressedRx.

On Friday, Burgamy was sentenced to 14 years and Wilson to 9 years for their respective roles in the plot.

Defense lawyers suggested the plan, which they dubbed "Operation Firewood," was so hare-brained that it would never have come to fruition, and was a product of the men's clouded judgment from their own drug and mental-health issues.

Prosecutors, though, highlighted the very real steps the men took over several months to carry out the plan. Burgamy amassed a stockpile of weapons including multiple AR-15 rifles and told a would-be accomplice to get measured for body armor. Wilson provided Burgamy with a color-coded getaway map.

"This wasn't something he concocted while watching 'Ozark' or 'Breaking Bad,'" prosecutor Raj Parekh said at Burgamy's hearing Friday. "This is something he was planning for months."

Judge T.S. Ellis III, who sentenced the pair, agreed.

"It was not simply some scheme in their minds," he said. "They took significant, concrete steps to carry out this plan."

Both men apologized for their actions at Friday's hearings. Wilson offered an apology to Cody Kuszak, the owner of Cody's U-Save.

"I wasn't thinking of anybody but myself," Wilson said.

Kuszak, in a written victim impact statement, said he remains bewildered as to why he was targeted.

"It stings every time I introduce myself to a stranger and they follow it with 'Hey, aren't you the pharmacist they tried blowing up?'" he said. "Why? Why me? What had I done to them? ... Why would someone want to do this to me and my staff?"

Wilson's lawyer, Joe Howard, argued that Burgamy was the driving force behind the plot. He manipulated the online friendship the two had formed playing video games, borrowing nearly $100,000 from Wilson when they had not met face-to-face and later cajoling Wilson into sending him drugs. Wilson, suffering from social disorders, was unwilling to say no to a man he considered his only friend, Howard argued.

"He knows what he did was wrong ... but it's mitigation as to why he couldn't say no, why he couldn't get out of it," Howard said.

While prosecutors agreed Burgamy bore greater responsibility for the plot, Parekh called Wilson a "greedy and crooked pharmacist who wanted to wipe out his competition."

Prior to the drug and firebombing scheme, Wilson and Burgamy were partners in a skin-care product called Scargenix. In a 10-minute&nbsp;<a href="https://www.youtube.com/watch?v=vfYPZEVL5ck" target="_blank">infomercia</a>&nbsp;l hosted by model Kathy Ireland, Wilson hawks a lotion for reducing scarring, featuring testimonials from Burgamy and Burgamy's mother.

Burgamy was arrested in April and charged with drug crimes for operating a site on a part of the internet known as the Darknet, selling hundreds of thousands of dollars worth of illicit prescription drugs.

It was after the arrest that authorities discovered the firebomb plot. Both&nbsp;<a href="https://apnews.com/article/685608f3e1e9eebb80b0711e4dbe462b" target="_blank">pleaded guilty</a>&nbsp;a few months later.

Prosecutors had sought a 15-year term for Burgamy and 11 years for Wilson.

Pair sentenced for Nebraska pharmacy fire bomb plot

OMAHA, Neb. (AP) - Nebraska Gov. Pete Ricketts acknowledged Friday that state officials should have moved more quickly to interview people who contracted the coronavirus in recent weeks so they could warn others who may have been exposed.

Ricketts said the recent surge in virus cases created a backlog of people who needed to be called, and officials within his administration didn't add more workers to help with the extra workload.

"The simple answer is we didn't do our job," Ricketts said at a coronavirus news conference.

The state now has a backlog of 2,600 people who still need to contacted. Some people who tested positive recently have waited more than a week for one of the state's "contract tracers" to ask where they've been and who they might have infected, part of a broader effort to slow the virus' spread.

Ashley Newmyer, chief data strategist for the Nebraska Department of Health and Human Services, said agency officials hope to work their way through the backlog by the end of next week. Newmyer said the state is adding more workers and will rely on a combination of state employees and private contractors to perform the service.

She said contract tracers will also ask fewer questions during their interviews to save time and reduce the backlog. They'll also make just two attempts to contact infected people, down from the current five.

Meanwhile, more Nebraska cities are making moves to require faces coverings in public as the coronavirus outbreak worsens in the state and across the country.

The Omaha suburbs of Bellevue, Papillion, Ralston, Gretna and La Vista are either weighing or have scheduled emergency meetings to consider requiring masks in public, the Omaha World-Herald&nbsp;<a href="https://omaha.com/news/local/ralston-gretna-la-vista-set-to-consider-mask-mandates-essential-in-suppressing-covid-surge/article_b79f73c9-1d81-523d-97d0-655d8190af28.html" target="_blank">reported</a>. Earlier in the week, the cities of Beatrice and Kearney passed mask mandates. Grand Island will consider doing so next week.

The uptick in such mandates comes as Nebraska set a record for hospitalizations across the state on Thursday, with 983 people hospitalized. That outpaced the previous record of 978 hospitalizations on Tuesday.

Ricketts: 'We didn't do our job' with recent virus-tracing

NORTH PLATTE, Neb.-A North Platte man is facing multiple charges after he allegedly assaulted a pregnant woman.

According to North Platte police, on August 24, officers responded to a residence in the 1700 block of Burlington Blvd on an assault complaint.&nbsp; 

Officers met with a 25-year-old female victim who reported she was assaulted by a former boyfriend, Michael Flores.&nbsp; 

Police say it was reported that Michael was at the residence visiting children that the couple share in common.&nbsp; An argument ensued and it was reported that Michael punched the victim in the head then left.&nbsp; This assault took place in front of the children, according to police.&nbsp; 

Officers attempted to locate Michael to arrest him on suspicion of domestic assault and child abuse but were unsuccessful.

&nbsp;&nbsp; On August 25, officers were summoned back to the same residence as it was reported that Michael had returned and assaulted the victim again.&nbsp; Michael left prior to police arrival.&nbsp; However, police say Michael returned and yelled at the victim about money then he put both hands around the victim's neck and cut off her breathing.&nbsp; Michael allegedly told the victim if she calls the police or if he goes to jail he will get someone else to assault her.&nbsp;

Police say the victim had an injury to her neck consistent with what was reported.&nbsp; The victim is also currently pregnant.&nbsp;

In a joint effort, University Operations and University Housing are preparing up to 45 rooms in Harper Hall to be available under a state government contract to provide self-quarantine space for first responders, health care workers and&nbsp;others.

To allow for proper social distancing, no more than five rooms on each of nine residential floors of the hall will be assigned to people who need out-of-home quarantine housing because they or someone they live with has been exposed to&nbsp;COVID-19.

The University of Nebraska system signed a contract with the State of Nebraska in early April to supply beds for quarantine purposes at University of Nebraska–Lincoln, University of Nebraska at Omaha, University of Nebraska at Kearney and Nebraska College of Technical Agriculture at&nbsp;Curtis.

Gov. Pete Ricketts announced the launch of the program during his&nbsp;COVID-19 briefing April 17 at the State Capitol. He said the first people seeking quarantine space would arrive at&nbsp;UNO&nbsp;facilities soon. It is not known when Harper Hall rooms might be brought into&nbsp;use.

According to Jim Jackson, associate vice chancellor of University Operations, Harper Hall will be used to house people who do not have&nbsp;COVID-19 symptoms, but need to self-quarantine because of possible exposure to the coronavirus. Harper Hall is a traditional college residence hall, with communal restrooms on each&nbsp;floor.

Each room in use for quarantine will be assigned to a different set of fixtures in the restroom, so that those in quarantine will not share toilets, sinks or&nbsp;showers.

If isolation space is needed for people who have developed symptoms, they will be placed in suite-style housing on East Campus. Suite-style housing has bathroom facilities in each suite. In addition, if more self-quarantine space is needed for asymptomatic people, a second traditional residence hall on City Campus may be opened under operations similar to those planned for Harper&nbsp;Hall.

The Nebraska National Guard will be responsible for operation, security and maintenance of the facility while it is used for quarantine purposes. The university has hired an outside firm, Advance Services, Inc., to provide custodial services, with personnel being trained to follow&nbsp;CDC&nbsp;and other public health care protocols for&nbsp;COVID-19 cleaning and&nbsp;disinfecting.

University Dining Service will deliver three meals a day to the building, with offerings to include hot meals, vegetarian and special needs options. The meals will be distributed to individual rooms by the National&nbsp;Guard.

Jackson said the decision to hire an outside custodial firm was based upon an abundance of caution to separate the university community from the outside community. Housing staff continues to serve approximately 750 students who have been moved to suite-style housing on another part of the City Campus. LINCOLN, Neb.-The Office of Governor Pete Ricketts announced that the State Capitol will be illuminated in blue light for Public Health Thank You Day. &nbsp;Monday, November 23, 2020, is the national observance. &nbsp;

“Nebraska’s public health officials and healthcare workers continue to show heroic grit and determination in the face of the ongoing pandemic,” said Governor Ricketts. &nbsp;“On Monday, I encourage everyone to join together and light a blue light to show their support for those who play a critical role in the health of Nebraskans.”&nbsp;

The Nebraska State Capitol will be lit in blue, and Nebraskans are encouraged to light their businesses, porches, and/or windows up in blue light to recognize our heroes.

Our state public education system is facing a crisis of historic proportion due to an unprecedented surge of COVID-19.

Between November 7 and November 13, on average, 124 patients with confirmed COVID-19 and 38 patients with suspected COVID-19 were reported as newly admitted each day to hospitals in Nebraska.&nbsp; On November 17, the White House Coronavirus Task Force issued a report indicating Nebraska has 101 or more new cases per 100,000 population, which is the sixth-highest infection rate in the country.&nbsp; Nebraska is also in the red zone for test positivity, indicating a rate at or above 10.1 percent, with the fourth-highest rate in the country.&nbsp; Nebraska had 735 new cases per 100,000 population, compared to a national average of 294 per 100,000.

The uncontrolled transmission of the virus has put the Nebraska school system in crisis.&nbsp;Gubernatorial and Nebraska Department of Education recommendations regarding the use of face coverings continue to be largely ignored by many school districts. School buildings, classrooms, and education programs are closing on a daily basis largely due to a shortage of teachers. The current situation in many school districts is not sustainable.

If schools are required to close again, there will be long-term harm to children. The closure&nbsp;will lead to severe learning loss and will be particularly damaging for students with heightened behavioral needs.&nbsp; Schools provide a stable and secure environment for developing social skills and peer relationships.&nbsp; Social interaction at school among children in grades PK-12 is particularly important for the development of language, communication, social, emotional and interpersonal skills.&nbsp; Extended school closures deprive children who live in unsafe homes and neighborhoods and offer an important layer of protection from neglect as well as physical, sexual and emotional maltreatment and abuse.&nbsp; Schools are essential to meeting the nutritional needs of children with many consuming up to half of their daily calories at school.&nbsp; When schools are closed, children lose access to important opportunities for physical activity.&nbsp; Schools play a critical role in supporting the whole child, not just their academic achievement.

Unless immediate and meaningful action is taken by the State Board to identify the mitigation strategies that must be undertaken by all schools under its jurisdiction, irreparable harm will occur to our state’s education system, educators, students and state as a whole.

The Nebraska State Board of Education is the constitutional body charged with the responsibility and authority to provide “enlightened professional leadership, guidance, and supervision of the state school system . . .”.&nbsp; NDE Rule 10 requires that schools maintain “safe, healthful, and sanitary conditions within school building(s) and on the school grounds.”&nbsp; State statute authorizes the Board to make studies, investigations, and reports for the formulation of policies, making plans, and for evaluating school programs.&nbsp;The Board must do exactly that if we are to keep our schools open and provide a safe learning environment for students and staff in this pandemic.

State statute also provides that the State Board has authority to interpret its own policies, standards, rules and regulations and, upon reasonable request, hear complaints.&nbsp;Therefore, NSEA has filed with the State Board a Petition for a Declaratory Order under NDE Rule 62 requesting that the State Board declare the following interventions and protocols be adopted as specific safety criteria under which schools will operate and remain open until the risk of COVID-19 transmission is abated.&nbsp;

1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All children in grades 3-12 must wear face coverings - with medical caveats - as well as teachers, administrators, staff and volunteers.&nbsp; If tolerated, masks should be used for children between three years of age and third grade.

2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Designate a staff person to be responsible for responding to COVID-19 concerns.&nbsp; Staff, students, parents and volunteers should know who this person is and how to contact the designated staff member if they become sick or are around others diagnosed with COVID-19.&nbsp; The designated staff person should also be aware of state and local regulatory agency policies related to school guidelines and will serve as the contact with local health authorities and monitor illness among school faculty, staff and students.&nbsp; A backup person should be identified who can fill this role if the designated person becomes unavailable due to illness or other reason.

3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Establish and maintain communication and cooperation with local and state authorities to determine current levels of community mitigation.

4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Review local, state and organization guidelines for schools.&nbsp; Review your facility plans including the size of the building, all points of entry and air handling systems to understand and implement recommended state and local guidelines and the considerations detailed in this Order.

5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Schools are encouraged to continue to use and develop strategies for online and other remote education technologies.

6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Develop strategies to reduce the potential for mass exposure of cases occurring in schools that include social distancing of all persons, defined and consistent groups of students and staff who remain together with limited interaction to others, considerations to reduce the maximum number of people allowed in a building based on social distancing and implementation of mask wearing requirements for indoor activities.

7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;ALL sick children and adults will stay home; and, quarantine will be observed by those with COVID-19 infected persons at home.

8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All children and adults with confirmed infection will not be allowed to return to school until completing the DHM-defined period of isolation.

9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Schools and public health authorities will work together to rapidly report, assess and act on frequent per school absenteeism, influenza and other disease reporting health measures.

10.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Address the increased behavioral health and emotional needs of students and the mental health of teachers, staff and volunteers.

Nebraska teachers union petitions for strict health and safety criteria in schools

More than 20 leaders from within the ranks of the Nebraska State Patrol (NSP) have graduated from the Northwestern University Center for Public Safety School of Police Staff and Command. The program is designed for law enforcement leaders seeking to gain new leaderships skill for future leadership positions.

“Today is an important day for our agency and a major milestone in the career of these 22 graduates,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “These leaders already play critical roles across the Nebraska State Patrol. Completing this program has equipped them to be leaders who will define NSP’s future.”

Twenty-two NSP leaders, including sergeants and lieutenants, graduated from the NUCPS Command School during a ceremony Thursday. The program includes ten weeks of instruction on a wide variety of topics focused on law enforcement leadership. NSP hosted the Command School program at the Nebraska Law Enforcement Training Center in Grand Island.

blood types are needed to ensure a reliable supply for patients. A
blood donor card or driver’s license or two other forms of
identification are required at check-in. Individuals who are 17 years
of age&nbsp;in most states&nbsp;(16 with parental consent&nbsp;where
allowed by state law), weigh at least 110 pounds and are in generally
good health may be eligible to donate blood. High school students and
other donors 18 years of age and younger also have to meet certain
height and weight requirements.<a></a>

COVID-19 information for donors&nbsp;The
Red Cross is testing blood, platelet and plasma donations for
COVID-19 antibodies. The test may indicate if the donor’s&nbsp;immune
system has produced antibodies to this coronavirus, regardless of
whether an&nbsp;individual developed COVID-19 symptoms.&nbsp;Red
Cross antibody tests will be helpful to identify individuals who have
COVID-19 antibodies and may now help current coronavirus patients in
need of convalescent plasma transfusions. Convalescent plasma is a
type of blood donation collected from COVID-19 survivors that have
antibodies that may help patients who are actively fighting the
virus.&nbsp;&nbsp;
COVID-19
antibody test results will be available&nbsp;within
one to two weeks in the Red Cross Blood Donor App or donor portal at
RedCrossBlood.org. A positive antibody test result does not confirm
infection or immunity.&nbsp;The
Red Cross is not testing donors to diagnose illness, referred to as a
diagnostic test. To protect the health and safety of Red Cross staff
and donors, it is important that individuals who do not feel well or
believe they may be ill with COVID-19 postpone donation.&nbsp;Each
Red Cross blood drive and donation center follows the highest
standards of safety and infection control, and <a href="https://www.redcrossblood.org/donate-blood/dlp/coronavirus--covid-19--and-blood-donation.html" target="_blank">additional
precautions </a>–
including temperature checks, social distancing and face coverings
