Current Nebraska law allows lenders to charge as much as 404% annually, a rate that advocates say victimizes the poor and people who aren't financially sophisticated. Industry officials argue that the top rate is misleading because most of their loans are short-term.

At least 85,628 valid signatures were required to place the issue on the ballot. The secretary of state's office says 94,468 were accepted.

The campaign also met Nebraska's geographic distribution requirement, collecting signatures from more than 5% of registered voters in 46 of the state's 93 counties.

Payday lending measure qualifies for 2020 Nebraska ballot

LINCOLN –&nbsp;Today, Governor Pete Ricketts announced Kawasaki Motors Manufacturing Corp., USA; CLAAS Omaha; and Nucor Detailing Center as the recipients of the Developing Youth Talent Initiative (DYTI) grants for 2020. &nbsp;Launched by the Governor in 2015, DYTI introduces middle school students to careers in industries such as manufacturing, information technology, engineering, and healthcare. &nbsp;DYTI is administered by the Nebraska Department of Economic Development (DED).&nbsp;

“To compete and grow, we must connect the next generation of Nebraskans with the opportunities they need to succeed,” said Gov. Ricketts. &nbsp;“By forging partnerships between schools and local employers, DYTI encourages youth to explore high-demand career paths where talent is needed and great jobs are plentiful.&nbsp; We appreciate this year’s grant recipients for their commitment to our youth and our state.”

Each year, DED awards $250,000 in DYTI grants to for-profit, Nebraska-based companies in partnership with area school districts. &nbsp;Together, these consortiums implement programs to inform, engage, and inspire seventh- and eighth-grade students to explore careers in high demand throughout Nebraska.

“By creating a direct link between employers and educators, we’re able to do three things,” said DED Director Anthony L. Goins. &nbsp;“We can ensure that the real-world labor needs of employers play a role in students’ education; that teachers and educators have a voice when it comes to designing career readiness programs; and that students are made aware of the opportunities awaiting them long before they graduate high school and are expected to choose a career path.”

Receiving this year’s largest DYTI grant of $117,300, Kawasaki Motors Manufacturing Corp. is the program’s first applicant/recipient from Lincoln. &nbsp;The company expects to impact up to 9,000 students across 12 Lincoln schools through its grant. &nbsp;Kawasaki’s DYTI program will feature hands-on activities and instructional videos, virtual field trips, and opportunities for teachers to learn onsite at its facilities.&nbsp; Kawasaki is tailoring its DYTI program to focus on careers in manufacturing and engineering.&nbsp;

“Kawasaki is excited to partner with Lincoln Public Schools on the project,” said Jim Townsend, Assistant Manager of Safety, Training, and Development at Kawasaki.&nbsp; “The grant will not only help make this project successful, but will help establish a pipeline for students to enter manufacturing careers and develop our future workforce.”&nbsp;

CLAAS Omaha, in partnership with Metro Community College and other Omaha-area manufacturers, will receive a DYTI grant of $92,300.&nbsp; CLAAS will create a formal pathway to careers in manufacturing for 315 students enrolled in a north Omaha afterschool program. &nbsp;The program, managed by Partnership 4 Kids, takes place at five schools and primarily hosts low-income students and students of color.

“We are honored to be a part of this fantastic initiative and proud to contribute in developing youth,” said Matthias Ristow, President of CLAAS Omaha’s Managing Director Business Administration. &nbsp;“CLAAS is committed to the development of our current employees, as well as future employees.&nbsp; A program such as this allows students to discover the exciting careers in manufacturing, as well as provides mentors who will take a personal interest in these students.”

Now a two-time DYTI recipient, Nucor Detailing Center in Norfolk will receive $40,400 to create a new curriculum on additive manufacturing—also known as 3D printing. &nbsp;The company will purchase 3D printers to be used in five area schools, and by any interested school in the surrounding Educational Service Units, to introduce students to cutting-edge design and manufacturing processes. &nbsp;The program is slated to reach up to 2,000 students across 15 schools.

“The Nucor Detailing Center and all 1,500 area teammates are grateful to have the opportunity to partner with local educators once again to foster student interest in manufacturing and STEM careers,” said Dave Decarolis, a trainer at Nucor. &nbsp;“We have seen firsthand the tremendous results that can be achieved when programs are created and supported by a coalition of educators, local businesses, and government agencies. &nbsp;Because of the DYTI program, Nucor has been fortunate to create relationships with amazing educators throughout Northeast Nebraska, and can continue to reach students throughout the region.”

Gov. Ricketts announces '2020 Developing Youth Talent Initiative' grant winners

LINCOLN, Neb. – Hunters may enter a lottery to gain deer hunting access to Platte River Recreation Access (PRRA) lands in the central Platte River Valley, according to the Nebraska Game and Parks Commission.

Forty-seven hunters will be chosen from a random drawing in early September and allowed to hunt deer on designated PRRA lands Nov. 16-22, 2020.

Applications, limited to one per person, will be accepted by mail or drop box at the Game and Parks service center in Kearney through Aug. 31 at 5 p.m. Hunters can apply to hunt three areas but will only receive permission on one area if their name is drawn.

New this year, two hunters have the option to submit a buddy application to ensure they are both on the same area if drawn. Lottery winners will be notified by Sept. 20. Hunters are required to obtain the appropriate deer permit and habitat stamp in order to hunt.

PRRA lands are closed to all access Oct. 9 to Nov. 15. Hunters may enter lottery for deer hunting access on central Platte River

North Platte Community College will bid farewell to longtime diesel instructor Kent Beel later this month. Beel has worked in NPCC’s applied technologies division for the past 35 years.

“I didn’t really know what I wanted to do after I graduated from Hershey High School in 1971,” Beel said. “I ended up touring NPCC with a friend who wanted to go into diesel. I grew up on a farm near Hershey, so diesel seemed like a natural fit for me, too. At the time, however, the program was full.”

Beel started out in automotive instead. He took classes at a warehouse downtown because the diesel and automotive shops were just being constructed at their current North Campus location, 1101 Halligan Drive.

By his sophomore year, his classes had transitioned over to the new buildings. Beel ended up earning an associate degree in automotive and also received a diploma in diesel after taking a series of night classes.

“Mechanical work was a good fit for me,” Beel said. “I’ve always liked working with my hands. I also enjoy the critical thinking aspect. I like taking something and figuring out how to make it work.

After college, Beel became a general mechanic for John Hertz Chevrolet in North Platte. He spent a couple years there before returning to his family’s farm where he opened his own repair shop.

“I worked on all the neighbors’ equipment,” Beel said. “Trucks, tractors - I saw it all.”

His pathway morphed back into education in 1985 when Beel’s former auto instructor asked if he would consider subbing for him.

“I did for a couple days, and that was my first experience teaching at NPCC,” said Beel.

Beel was then asked to fill in for the first-year diesel instructor, who had cancer and was no longer able to be in the shop. Eventually, the cancer progressed to the point that the diesel instructor couldn’t teach at all.

“Ken Aten, who was the campus president at the time, asked if I would take over for a year,” Beel said. “They didn’t want to replace the instructor entirely in case he got better and came back.”

One year turned into three. Eventually, the college decided to rehire for the position, and Beel applied for it.

“At that time, Curtis was shutting down part of its diesel program,” Beel said. “The university called and asked that NPCC hold open a job for one of its instructors who had been teaching for 20 years. He got the job instead of me.”

A year later, that instructor fell off a barn and broke his back. Beel was asked to fill in again. He officially became the full-time instructor in 1988, and by that time, classes had relocated to another new building.

“The current diesel shop was constructed in 1988 because the old one had been outgrown,” Beel said. “First and second-year diesel had been sharing a space up to that point and each had 10-15 students every year. It was a good problem to have.”

Evolving facilities were just one of the many changes Beel witnessed during his time at NPCC. Another, and probably the biggest, was technology.

“Everything is about electronics anymore,” Beel said. “Fuel systems – you name it – it’s all computer-controlled.”

One thing that hasn’t changed is the need for good critical thinking skills.

“The foundation still has to be there,” Beel said. “In the repair world, you can’t always just rely on a scanner because there could be multiple reasons why something is showing up on the scanner. It’s still important to know how to use a shop manual and to know how to take something apart and put it back together.”

Beel has enjoyed the many aspects of teaching over the years – especially helping students grasp new concepts and grow as individuals. He also enjoyed learning more about the inner workings of the college through his appointment to applied technologies division chair in 1999.

“I started going to the Board of Governors meetings and learned all kinds of things I wouldn’t have otherwise known about,” Beel said. “A lot goes into running a college, and it was interesting to hear about all of it.”

Beel is appreciative of the freedom and independence he experienced working at the college, and he will miss both his students and coworkers as he enters retirement.

“I’ve made a lot of friends here, but the timing just felt right,” Beel said of why he decided to retire now. “I want to have some years left to travel and do other things with our grandchildren.”

Beel’s final day at the college will be Aug. 31.

I grew up on a farm near Hershey, so diesel seemed like a natural fit for me, too. At the time, however, the program was full.”Beel started out in automotive instead. He took classes at a warehouse downtown because the diesel and automotive shops were just being constructed at their current North Campus location, 1101 Halligan Drive.By his sophomore year, his classes had transitioned over to the new buildings. Beel ended up earning an associate degree in automotive and also received a diploma in diesel after taking a series of night classes.“Mechanical work was a good fit for me,” Beel said. “I’ve always liked working with my hands. I also enjoy the critical thinking aspect. I like taking something and figuring out how to make it work.After college, Beel became a general mechanic for John Hertz Chevrolet in North Platte. He spent a couple years there before returning to his family’s farm where he opened his own repair shop.“I worked on all the neighbors’ equipment,” Beel said. “Trucks, tractors - I saw it all.”His pathway morphed back into education in 1985 when Beel’s former auto instructor asked if he would consider subbing for him.“I did for a couple days, and that was my first experience teaching at NPCC,” said Beel.Beel was then asked to fill in for the first-year diesel instructor, who had cancer and was no longer able to be in the shop. Eventually, the cancer progressed to the point that the diesel instructor couldn’t teach at all.“Ken Aten, who was the campus president at the time, asked if I would take over for a year,” Beel said. “They didn’t want to replace the instructor entirely in case he got better and came back.”One year turned into three. Eventually, the college decided to rehire for the position, and Beel applied for it.“At that time, Curtis was shutting down part of its diesel program,” Beel said. “The university called and asked that NPCC hold open a job for one of its instructors who had been teaching for 20 years. He got the job instead of me.”A year later, that instructor fell off a barn and broke his back. Beel was asked to fill in again. He officially became the full-time instructor in 1988, and by that time, classes had relocated to another new building.“The current diesel shop was constructed in 1988 because the old one had been outgrown,” Beel said. “First and second-year diesel had been sharing a space up to that point and each had 10-15 students every year. It was a good problem to have.”Evolving facilities were just one of the many changes Beel witnessed during his time at NPCC. Another, and probably the biggest, was technology.“Everything is about electronics anymore,” Beel said. “Fuel systems – you name it – it’s all computer-controlled.”One thing that hasn’t changed is the need for good critical thinking skills.“The foundation still has to be there,” Beel said. “In the repair world, you can’t always just rely on a scanner because there could be multiple reasons why something is showing up on the scanner. It’s still important to know how to use a shop manual and to know how to take something apart and put it back together.”Beel has enjoyed the many aspects of teaching over the years – especially helping students grasp new concepts and grow as individuals. He also enjoyed learning more about the inner workings of the college through his appointment to applied technologies division chair in 1999.“I started going to the Board of Governors meetings and learned all kinds of things I wouldn’t have otherwise known about,” Beel said. “A lot goes into running a college, and it was interesting to hear about all of it.”Beel is appreciative of the freedom and independence he experienced working at the college, and he will miss both his students and coworkers as he enters retirement.“I’ve made a lot of friends here, but the timing just felt right,” Beel said of why he decided to retire now. “I want to have some years left to travel and do other things with our grandchildren.”Beel’s final day at the college will be Aug. 31.

Longtime diesel instructor to retire from NPCC

LINCOLN, Neb. (AP) - Nebraska lawmakers advanced a compromise package Wednesday to soften the impact of local property tax increases, preserve tax incentives for businesses and commit as much as $300 million in state money to a proposed disaster response facility in Omaha.

The measure won first-round approval just days before this year's legislative session is scheduled to end.

Lawmakers struck the last-minute deal even though a lot of them said they didn't like much of the package, and others complained that it was being rushed through the Legislature. Several rural senators said the property tax portion would only slow the rate of increases for some homeowners, farmers and business owners.

"This is peanuts, thrown to the gallery," said Sen. Mike Groene, of North Platte. "Don't let the politicians tell you they're doing something great for you. They're not."

Speaker of the Legislature Jim Scheer said it was critical for lawmakers to pass the entire package this year to make the state "a more inviting place" and promote economic development.

"We have an opportunity to move this state forward," said Scheer, of Norfolk.

Other lawmakers questioned whether the funding would be sustainable and tie the hands of future lawmakers who oversee state money.

"The question is, is my successor going to have some impossible budget to balance in 2024 or 2025 because of decisions we make today," said Sen. Matt Hansen, of Lincoln.

Sen. Lou Ann Linehan, a leading architect of the bill, said the measure isn't perfect but will benefit most Nebraskans.

"This helps everybody in the state," said Linehan, the chairwoman of the Revenue Committee. "It helps us create more jobs. It helps homeowners and (farmers) and businesses that are stretched very thin."

The bill would offer a state income tax credit to farmers, homeowners and business owners, based on the amount of school district property taxes they paid the previous year.

State officials would award a total of $125 million in credits in the current year, and the amount would increase to $375 million within five years. Every time the state collects at least 3.5% more tax revenue than expected, at least half of the excess money would automatically go into the credit fund.

For most property owners, the credit would only reduce the size of the increase in their local property tax bill. One lawmaker estimated that a homeowner seeing a $500 increase would only see that reduced by $90.

The second piece of the package would create a new business tax incentive program to replace its current program, the Nebraska Advantage Act, which expires this year. The proposed program would provide $25 million in incentives in its first and second years, and the amount would grow to $150 million by year five. Nebraska business groups have fought hard for the incentive program as a way to create jobs and boost the economy, but critics cast them as a taxpayer-funded giveaway to companies.

"These businesses are going to come here whether we give them an incentive or not," said Sen. Steve Erdman, of Bayard, who frequently advocates for lower spending and tax cuts.

The third piece would offer state matching dollars of up to $300 million for a new all-hazard research and training facility at the University of Nebraska Medical Center in Omaha. The project, estimated to cost $2.6 billion, would help respond to crises such as natural disasters and disease outbreaks. Nebraska would only contribute money if the federal government and private donors meet funding requirements.

Two more votes are required to pass the bill before it goes to Gov. Pete Ricketts.

Nebraska property tax, incentives packages wins initial OK

LINCOLN, Neb. – Due to heavy visitor traffic, the Nebraska Game and Parks Commission reminds guests that the state’s five fish hatcheries remain closed.

North Platte Public Library announces updates to policies and procedures

OMAHA, Neb. (AP) - More court hearings are being handled over video conference in Douglas County because of a coronavirus outbreak at the jail in Nebraska's most populous county.

Inmates who test positive for the COVID-19 virus or have been near people with the virus aren't being transferred to the courthouse for routine hearings, officials say.

"We're not going to bring them over and spread it to the courthouse," Douglas County District Court Administrator Doug Johnson said.

Thirteen correctional officers and six inmates recently tested positive, Corrections Director Mike Myers said. A total of 46 employees, 59 inmates and two contractors have tested positive at the jail, which houses nearly 1,200.

Presiding Judge Horatio Wheelock said judges are doing as many hearings by video conference as possible in Douglas County District Court. The number of video hearings has steadily increased to 331 in July, up from April's 288.

State law allows most hearings to be conducted remotely, but trials must be conducted in person. Johnson said most of the trials scheduled for August have been either delayed or resolved.

Nebraska's online virus tracker showed Wednesday that the state has had 27,178 cases of coronavirus and 332 deaths since the outbreak began. The number of infections is thought to be far higher because many people have not been tested, and studies suggest people can be infected with the virus without feeling sick.

The seven-day rolling average of daily new cases in Nebraska has risen over the past two weeks from 206.86 new cases per day on July 21 to 293.86 new cases per day on Aug. 4.

The bill would outlaw the use of clamps, forceps, tongs or scissors to perform what's known as a dilation and evacuation abortion. Abortion opponents refer to the procedure as a dismemberment abortion because it often requires doctors to remove a fetus in several pieces.

Similar measures have passed in at least 12 other states, but most have been struck down in courts as unconstitutional.

"We are talking about eliminating a procedure that is barbaric," said Sen. Suzanne Geist, of Lincoln, the bill's lead sponsor.

Nearly 90% of abortions in the United States are performed in the first trimester. But of those that take place after the first trimester, an estimated 95% use the dilation and evacuation procedure, according to the Guttmacher Institute, a research group that advocates for reproductive rights.

Opponents say the Nebraska bill is certain to face a court challenge if it passes and will likely be declared unconstitutional. Last year, a federal judge&nbsp;<a href="https://apnews.com/a6e205a8da914a59805ad01ff2925acd" target="_blank">blocked an Indiana state law</a>&nbsp;days before it set to go into effect.

"The decision to end a pregnancy belongs with a woman and her doctor, not us sitting here playing doctor in the Legislature," said Sen. Patty Pansing Brooks, of Lincoln.

Sen. Megan Hunt, of Omaha, said lawmakers are wasting time in the final days of their legislative session when they should be focusing on the state's response to the coronavirus pandemic. Hunt said the expected court fight over the bill will end up costing the state millions.

"None of you are going to pay a political price for that, are you, because you did what the anti-abortion lobby wanted," she said in remarks to fellow lawmakers.

Nebraska has a long history of trying to restrict abortions. Two years ago, lawmakers and Ricketts approved a state budget that&nbsp;<a href="https://apnews.com/08c7885c091f44aeaea374a9b9266595" target="_blank">denied federal funding</a>&nbsp;to Nebraska's Planned Parenthood of the Heartland.

In 2010, Nebraska became the first state to ban abortions after the 20th week of pregnancy, based on the disputed notion that fetuses can feel pain at that point in their development.

The new Nebraska proposal would still allow second-trimester abortions using suction to remove the fetus from the womb.

After Wednesday, lawmakers will have just four days remaining in their 60-day session.

Nebraska advances new 2nd-trimester abortion restrictions

LINCOLN, Neb.&nbsp;– Nebraska youth today place high importance on safety, security, good schools and family connections compared to entertainment, shopping and recreational amenities when identifying a place to call home, according to a new survey of Greater Nebraska high school students.

In January 2020, Nebraska Community Foundation (NCF) began working with the University of Nebraska-Omaha’s Center for Public Affairs Research to co-create the Nebraska Youth Survey with the purpose of exploring young people’s perceptions and perspectives of their Nebraska hometowns. More than 1,000 high school students responded to the online survey, which was administered in the Axtell, McCook, Columbus, Diller, Shickley, Ainsworth, Stuart and Norfolk communities between January and May 2020.

The survey revealed students’ expressed affinity for safe, low-crime and family-oriented places. Contrary to popular perceptions of youth, the students indicated a preference for safety and security over entertainment.

“When imagining their ideal community, student respondents sought places with good schools, low-crime rates and a connection to family,” said Josie Gatti Schafer, Ph.D., Center for Public Affairs Research. “While entertainment and recreational amenities also factored into a student’s image of their ideal community, the safety and security that small Nebraska communities offer were the primary factors.”

Nearly 40% of students placed a low crime rate as their first or second choice when prompted to rank the most important characteristics of their ideal community. Thirty-five percent of students selected good schools as either their first or second choice, and 24% placed proximity to family in one of the top two priorities. Just over 46% of student surveyed said they were extremely likely or somewhat likely to live in their hometown as adults. When asked to state the main reason they would return to live in their hometowns, 30% of students responded that it would be because they viewed their community as a good place to raise a family. The second most popular choice was the presence of family ties in the area, which 24.9% of respondents selected.

Greater Nebraska hometowns across the state already exhibit the safety and security young Nebraskans seek. The state’s crime rate is consistently lower than many others in the United States and recent Nebraska Crime Commission reports have found decreasing crime rates in Nebraska communities with fewer than 100,000 residents.

Additionally, NCF’s affiliated funds have equipped more than 250 Nebraska hometowns with the tools to provide additional amenities youth desire. The results of the Youth Survey reveal the priorities, values and desires of young Nebraskans as well as factors that may influence their decision to return to or remain in Greater Nebraska in the future.  </figure>News Release Nebraska Community FoundationLINCOLN, Neb.&nbsp;– Nebraska youth today place high importance on safety, security, good schools and family connections compared to entertainment, shopping and recreational amenities when identifying a place to call home, according to a new survey of Greater Nebraska high school students.In January 2020, Nebraska Community Foundation (NCF) began working with the University of Nebraska-Omaha’s Center for Public Affairs Research to co-create the Nebraska Youth Survey with the purpose of exploring young people’s perceptions and perspectives of their Nebraska hometowns. More than 1,000 high school students responded to the online survey, which was administered in the Axtell, McCook, Columbus, Diller, Shickley, Ainsworth, Stuart and Norfolk communities between January and May 2020.The survey revealed students’ expressed affinity for safe, low-crime and family-oriented places. Contrary to popular perceptions of youth, the students indicated a preference for safety and security over entertainment.“When imagining their ideal community, student respondents sought places with good schools, low-crime rates and a connection to family,” said Josie Gatti Schafer, Ph.D., Center for Public Affairs Research. “While entertainment and recreational amenities also factored into a student’s image of their ideal community, the safety and security that small Nebraska communities offer were the primary factors.”Nearly 40% of students placed a low crime rate as their first or second choice when prompted to rank the most important characteristics of their ideal community. Thirty-five percent of students selected good schools as either their first or second choice, and 24% placed proximity to family in one of the top two priorities. Just over 46% of student surveyed said they were extremely likely or somewhat likely to live in their hometown as adults. When asked to state the main reason they would return to live in their hometowns, 30% of students responded that it would be because they viewed their community as a good place to raise a family. The second most popular choice was the presence of family ties in the area, which 24.9% of respondents selected.Greater Nebraska hometowns across the state already exhibit the safety and security young Nebraskans seek. The state’s crime rate is consistently lower than many others in the United States and recent Nebraska Crime Commission reports have found decreasing crime rates in Nebraska communities with fewer than 100,000 residents.Additionally, NCF’s affiliated funds have equipped more than 250 Nebraska hometowns with the tools to provide additional amenities youth desire. Nebraska Youth Survey finds students value safety, security in ideal communities

SUTHERLAND, Neb. -the Sutherland community pool has been closed due to a covid-19 exposure.

City officials made the announcement via Facebook on Wednesday afternoon.

There is currently no estimate for when the pool will be reopened.

Sutherland pool closed due to COVID-19 exposure

NORTH PLATTE, Neb. -Mayor Dwight Livingston has announced that North Platte City Administrator Matthew Kibbon will resign.

Mayor Livingston made the announcement on Wednesday morning, saying Kibbon would be returning to the University of Wyoming.

Kibbon was hired earlier this year to replace Jim Hawks who retired.&nbsp;

Kibbon will resign in or before October 27, 2020, according to Mayor Livingston.&nbsp;

The search for Kibbon's replacement will begin immediately.&nbsp;

Mayor announces resignation of North Platte City Administrator

LINCOLN, Neb.-Martin Denson of Kearney won $78,000 playing Nebraska Pick 5 from the Nebraska Lottery.

Denson purchased his winning ticket at Pump &amp; Pantry #41 at 1212 East 56th Street in Kearney. The winning ticket contained a quick pick play with the winning numbers 13, 16, 29, 32 and 37 from the July 29 drawing.

When he claimed his check on Monday, August 3, Denson said he plays Pick 5 every day. When he saw his numbers had come up, he could barely believe it.

“I was pretty excited,” he said. “I had to check like 10 times.”

Denson said he’s planning on paying some bills and maybe putting a down payment on a new car.

Nebraska Pick 5 is Nebraska’s unique Lottery game: all the proceeds from Nebraska Pick 5 stay in Nebraska, and all the winning tickets are sold in Nebraska at Nebraska Lottery Lotto game retailers. Kearney man wins $78,000 playing Nebraska Pick 5

LINCOLN, Neb. (AP) — Nebraska lawmakers will try once again to pass a major property tax and business incentive package as early as Wednesday, with time running out in this year’s session.

The Legislature’s Revenue Committee voted Tuesday in favor of a new proposal designed to benefit Nebraska property owners and attract businesses. The committee’s previous attempts to lower property taxes&nbsp;<a href="https://apnews.com/68efd59bf58bdd903e0e1c52a22706f2">have stalled</a>, and lawmakers have just five days remaining in this year’s session.

The new proposal seeks to combine the priorities of lawmakers who want to lower property taxes and those who want to continue offering tax incentives to businesses to replace a program that expires this year.

The bill would offer state income tax credits to compensate property owners for a portion of their school property taxes, depending on how much money is available.

It would also create a new tax incentive program for Nebraska businesses that create higher-paying jobs, but the total incentives would be capped to control the state’s expenses.

Most Nebraska lawmakers have identified property taxes as their top priority for the session, even though property taxes are levied by local governments and not the state.

The surprise stall tactic by Sen. Andrew La Grone, of Gretna, drew a furious response from the bill’s sponsor, Sen. Steve Lathrop, of Omaha.

“You can do what you want, but Jesus Christ, you can come over and tell me if you have a problem” with the bill, a visibly angry Lathrop shouted. “This is stupid and we’re not functioning.”

It’s the latest in a string of angry confrontations between Republican and Democratic lawmakers in the officially nonpartisan Legislature. Last month, Republican state Sen. Mike Groene told state Sen. Patty Pansing Brooks to “shut up” after he accused her of heckling him during debate on an abortion bill.

La Grone, a Republican, said he wouldn’t support the prisons measure until lawmakers approve a bill to lower property taxes. He launched a filibuster against the bill, at one point reading from the children’s book “Yertle the Turtle and Other Stories” to consume debate time.

The unexpected filibuster outraged Lathrop, a Democrat, who said senators were basing their actions on personality and partisanship instead of using their own judgment. He noted that the bill has won support from Nebraska prosecutors and Omaha law enforcement, both groups that are often reluctant to ease prison sentences.

“For crying out loud you guys, you’re better than this,” Lathrop said.

La Grone later withdrew from the filibuster and the measure advanced, 29-2, through the first of three required votes. La Grone said he might resume the filibuster if lawmakers don’t vote on a property tax measure this year.

“I think this (Legislature) would be sending the wrong message if we voted to cut criminal sentences without cutting property taxes,” he said.

The bill seeks to ease Nebraska’s prison overcrowding by creating an incentive for prisoners to get rehabilitative services such as substance abuse treatment or anger management counseling. It would allow inmates to qualify for parole at least two years before their mandatory discharge date, or once they’ve served half of their term — whichever comes sooner.

Lathrop argued that some inmates leave prison without getting any treatment or supervision because they don’t qualify for parole early enough in their sentence, and that reduces the incentive for rehabilitation.

Some lawmakers expressed disgust with the increasing number of ugly exchanges and overall divisiveness in the Legislature.

“I’ve been here six years and I’ve never seen the contempt that’s going on around here,” said Sen. Mark Kolterman, of Seward. “Quite frankly, our state deserves better than this.”
