NPPSF seeks new Executive Director

LINCOLN, Neb. – The Nebraska Game and Parks Commission is advising hunters, anglers and other outdoor enthusiasts to honor guidelines set by the Centers for Disease Control and Prevention, and other health organizations, to avoid spread of coronavirus as they head to the field this spring.

“Outdoor recreation has long been an important part of our way of life for relaxing and getting in touch with nature, and many people are turning to outdoor recreation as they seek comfort during this monumental public crisis," said Jim Douglas, director of Game and Parks. “As we head outdoors during this time, though, we need to be smart about it and follow physical distancing and other existing guidelines and directives concerning the prevention of coronavirus transfer.”

Under the provisions of an executive order by Gov. Pete Ricketts this week, nonresidents who do not already have a permit for Nebraska’s spring turkey season will not be able to get one.

For the hunters who do have a permit, the agency recommends they stay at least 6 feet away from people they meet, including fellow hunters and property owners. The same advice to physically distance goes for other forms of outdoor recreation, including fishing, hiking and boating.

To avoid face-to-face encounters, hunters should gain permission from landowners in advance by phone or internet and avoid knocking on doors while seeking a place to pursue gobblers. To avoid contact, concerned landowners may put a sign on their door with messaging for any hunters who might visit.

Other guidelines for the public include minimizing travel distance from your home and spreading out. Avoid congested parking lots, trailheads, and other access sites.

Recreationists should research their trip in advance. Campgrounds and other usual amenities may be temporarily closed to the public.

People also should carry all needed supplies for their activities to lessen the chance of encounters with other people while stopping at businesses. Proper hygiene at gas pumps, restrooms, boat ramps and other high-traffic locations is imperative.

Any person who is sick, has a fever of 100.4 degrees or higher, has knowingly been exposed to sick individuals, or has travelled outside of the country or to any areas with the community spread of COVID-19, should remain at home.

The agency in late March closed all parks offices and commission offices; service and education centers; and other facilities temporarily. Also closed in April, with a possible extension period, are state park and recreation area lodges, cabins, and public shower buildings.

State parks, recreation areas and campgrounds remain open at this time, as are a limited number of public restrooms, which are sanitized regularly per Centers for Disease Control and Protection recommendations.

Hunters, other recreationists advised to be smart during COVID-19 crisis

These statistics include both confirmed and presumptive positive cases of COVID-19.

“Every Nebraskan needs to do their part to slow the spread of the virus in the state.”

NEW&nbsp;&nbsp; On Monday,&nbsp;Gov. Ricketts extended statewide social distancing restrictions through April 30.&nbsp;Earlier in March, the State of Nebraska issued social distancing restrictions for the entire state.&nbsp; The previously announced restrictions, which have now been extended, can be found&nbsp;<a href="http://dhhs.ne.gov/Documents/COVID-19-Events-Public-Gatherings-Schools%20Guidance.pdf" target="_blank">here</a>.

NEW&nbsp; Gov. Ricketts announced that the state’s Panhandle counties are now included in the state’s fifth COVID- 19 directed health measure (DHM). Counties included in the DHM are&nbsp;Banner, Box Butte, Cheyenne, Dawes, Deuel, Garden, Grant, Kimball, Morrill, Scotts Bluff, Sheridan&nbsp;and&nbsp;Sioux&nbsp;counties. It will be in effect until May 11 unless renewed. That brings to 30 the number of counties under directed health measure.&nbsp;

NEW&nbsp; Gov. Ricketts also announced that the counties of&nbsp;Webster, Adams Nuckolls&nbsp;and&nbsp;Clay&nbsp;were included in the state’s sixth COVID-19 DHM until May 11.

The DHM imposes an enforceable limit on public gatherings. Among other steps, the DHM requires restaurants and bars in these areas to close their dining areas immediately and move to takeout service, delivery and/or curbside service only until further notice. Additionally, schools in these areas are directed to operate without students in their buildings. This restriction does not apply to school staff working in school buildings. The first DHM, issued, March 18, applies to&nbsp;Cass, Douglas&nbsp;and&nbsp;Sarpy&nbsp;counties and is in effect until at least April 30.

The second DHM, issued, March 25, applies to&nbsp;Dodge, Lancaster, Saunders&nbsp;and&nbsp;Washington&nbsp;counties and is in effect until at least May 6.

The third DHM, issued, March 28, applies to&nbsp;Butler, Hall, Hamilton, Merrick, Polk, Seward,&nbsp;and&nbsp;York&nbsp;counties and is in effect until May 6th unless renewed.

The&nbsp;fourth COVID-19 related&nbsp;directed health measure was issued for Burt, Cuming, Madison and Stanton counties as of 9 a.m. Sunday after a community transmission of COVID-19 was identified in Madison County. It will be in effect until May 6 unless renewed.

NEW&nbsp;The DMV office located at 108th &amp; Maple in Omaha will close at the end of the day, Thursday April 2 until further notice. The closure is taking place as part of the ongoing transformation of services in the Omaha metro area; however, the opening of the Metro West service center set to replace this office has been postponed due to the COVID-19 outbreak in the Omaha metro. Department of Natural Resources&nbsp;(NeDNR) remains open for business

The Nebraska Department of Natural Resources has activated a continuity-of-business plan to keep team members and the public safe during this pandemic. Team members who can work remotely are doing so at this time. Those who need to access the office are practicing social distancing and alternating work days.

We continue to be open for business; however, due to these events, there may be times when certain messages take a little longer to return. NEW&nbsp;Today, the Nebraska Department of Transportation (NDOT) released data that shows a 29 percent decrease in March statewide traffic volumes compared to the 2016-2018 three-year average.&nbsp;NDOT will publish weekly updates to estimate the impact COVID-19 is having on vehicle traffic volumes across Nebraska.&nbsp;

LINCOLN –&nbsp;Governor Pete Ricketts announced that the State’s sixth and seventh COVID-19 related Directed Health Measures (DHMs) include Adams, Buffalo, Clay, Dawson, Franklin, Gosper, Harlan, Kearney, Nuckolls, Phelps, and Webster counties.&nbsp; They will be in effect beginning today at 10:00 pm and will last until May 11th&nbsp;unless renewed.

The quarantine measures are for individuals who are COVID-19 positive or develop fever, sudden onset of a dry cough, or sudden onset of shortness of breath without provocation (such as walking up stairs, running, choking, etc.). &nbsp;This excludes those with seasonal allergies, COPD, or other diagnoses that may produce respiratory symptoms.&nbsp; Additionally, the directive doesn’t apply to patients who have an alternative non-COVID-19 diagnosis from a healthcare provider. &nbsp;These patients should follow the treatment and guidance provided by their healthcare provider for such conditions.

The first DHM, issued on March 18th, applies to Cass, Douglas, and Sarpy counties and is in effect until at least April 30th.

The second DHM, issued on March 25th, applies to Dodge, Lancaster, Saunders, and Washington counties and is in effect until at least May 6th.

Who does the Directed Health Measure apply to?

It applies to places such as theaters, churches, houses of worship, gyms, social clubs, salons, and social gatherings, including weddings, funerals, concerts, and athletic events.&nbsp; This is not an exhaustive list, but illustrates the types of locations the DHM applies to.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Do I need to shut down my bar or restaurant?

At bars and restaurants, it applies to patrons, not to your workforce. &nbsp;Restaurants and bars are encouraged to ask their patrons if they can prepare their order for takeout upon arrival. &nbsp;Restaurants will play a key part in feeding people throughout the pandemic.

Do I need to shut down my daycare?

 <li>Waives time limits for how long Critical Access Hospitals and Ambulatory Surgical Centers may keep patients.</li><li>Waives the time limit on complex nursing interventions in assisted living facilities.</li><li>Modifies the training and testing requirements for nurse aides, medication aides, and dining assistants to allow individuals with sufficient training and appropriate supervision to serve temporarily in these capacities.</li><li>Defers requirements for the renewal and implementation dates of facility licenses and extends the licenses so that they do not need to be renewed during this emergency.</li><li>Waives the Certificate of Need Act to allow hospitals to add or convert any beds into long-term care beds or rehabilitation beds in appropriate locations to care for COVID-19 patients who no longer require acute care support.&nbsp;</li><li>Waives the licensed bed limit if additional unlicensed beds are available or could be added for use in treating COVID-19 cases or to meet the needs of non-COVID-19 patients.</li><li>Directs the Nebraska Department of Health and Human Services (DHHS) to establish guidance for payment of Medicaid services via telehealth.</li>

NSP investigating reported accidental shooting death in Sheridan County

OMAHA, NE. (AAA) – The national average for a gallon of unleaded gasoline dropped below $2 per gallon for the first time in four years, reports AAA, with today’s national average at $1.99.In Nebraska, the average is ten cents less at $1.89 with the lowest prices found in Thurston county where unleaded averages $1.28 a gallon.

The decline is due to COVID-19’s chilling effect on the global economy and the crude oil price war between Saudi Arabia and Russia. Crude plummeted to $20/barrel this week – a closing price not seen since 2002.&nbsp; During the past month, crude oil has fallen 57 percent in the U.S. commodities market; crude is down 67 percent compared to this time last year.

“AAA expects retail gas prices to keep dropping as cheaper priced crude makes its way through the refining and delivery process, with a strong likelihood that the national average for unleaded fuel will fall to $1.75 a gallon before the end of April,” said Rose White, public affairs director for AAA-The Auto Club Group.&nbsp;

The U.S. has an unusual amount of winter-blend gasoline still available for this time of year. This caused the Environmental Protection Agency to extend the sale of winter-blend past the May 1 deadline to May 20. 

The agency said they would continue to monitor and may extend the waiver again.

With many people staying home due to the virus, and vehicles sitting idle, problems can develop with the vehicle’s tires, fuel system and electrical system if the vehicle remains parked for a long period.&nbsp;

Crude plummeted to $20/barrel this week – a closing price not seen since 2002.&nbsp; During the past month, crude oil has fallen 57 percent in the U.S. commodities market; crude is down 67 percent compared to this time last year.“AAA expects retail gas prices to keep dropping as cheaper priced crude makes its way through the refining and delivery process, with a strong likelihood that the national average for unleaded fuel will fall to $1.75 a gallon before the end of April,” said Rose White, public affairs director for AAA-The Auto Club Group.&nbsp;The U.S. has an unusual amount of winter-blend gasoline still available for this time of year. This caused the Environmental Protection Agency to extend the sale of winter-blend past the May 1 deadline to May 20. The agency said they would continue to monitor and may extend the waiver again.With many people staying home due to the virus, and vehicles sitting idle, problems can develop with the vehicle’s tires, fuel system and electrical system if the vehicle remains parked for a long period.&nbsp; To help prevent these issues, AAA suggests that motorists drive their vehicle for a few miles each week, even if it’s just a short ride around the neighborhood.&nbsp;For those motorists who are not driving, AAA offers these car care tips for longer-than-expected parked vehicles:<ol>
 <li>Battery Boost. If possible, use a Battery Tender or other maintenance-type battery charger to keep the battery at a full state of charge and prevent deterioration. The Battery Tender should remain connected to the stored vehicle.</li><li>Fuel Stabilizer. If gas is going to sit in the vehicle’s tank for more than a few months, particularly gasoline that contains ethanol, AAA recommends using a treatment designed for fuel stabilization such as STA-BIL®.&nbsp; Anyone can do this, and it is as simple as fueling up a vehicle. Fill the gas tank to help minimize condensation and drive the car for five to ten miles to ensure that the stabilized fuel circulates throughout the fuel system.</li><li>Tire Pressure.&nbsp;Add 10 psi of pressure to each tire to help prevent flat spots from forming on the tires. This occurs when the area of the tire touching the ground becomes rigid due to sitting in one position for an extended period. You can also move the vehicle periodically.</li><li>Windshield Wiper Placement.&nbsp;Prop up the wiper arms so the blades are off the windshield and won’t get stuck to the glass.</li><li>No Parking Brake.&nbsp;Don’t use the parking brake when storing the vehicle. The brake could become frozen, and the brake pads could rust to the rotors, or brake shoes could distort the drums. With an automatic transmission, simply place the vehicle in park. If the car has a manual transmission, put it in first or reverse gear and use wheel chocks to help hold the vehicle in place.</li>

Statewide Virtual Light It Up Blue! for autism celebration on April 2

Coronavirus 2019 (COVID-19) continues to spread across the country, and here in Nebraska, it has been spreading across the state. &nbsp;Nebraskans have been preparing themselves to meet the challenge, and are working together to win the war against the virus.&nbsp; Even so, COVID-19 has not yet reached its peak in the United States, and the month of April will be a critical thirty days in our fight against it.&nbsp; Now more than ever, every one of us needs to practice good hygiene, avoid large gatherings, and maintain a physical distance of at least six feet from other people whenever possible in public, at home, and at work. &nbsp;

Over the weekend, President Donald J. Trump extended the federal ten-person social distancing limitation until April 30th&nbsp;for the entire country. &nbsp;This is a prudent decision to protect the public, and we are extending our statewide social distancing restrictions through April 30th&nbsp;as well.&nbsp;

In Nebraska, we continue to have two sets of State-issued social distancing restrictions.&nbsp; The entire state must abide by guidance to limit social gatherings to ten people.&nbsp; For counties that are not covered by a Directed Health Measure (DHM, restaurants and bars can have up to ten patrons—although they are encouraged to transition to takeout, curbside, or delivery services.

In several regions, cases of “community transmission” have been confirmed.&nbsp; Community transmission cases are cases that our public health teams have not been able to trace how the person contracted the virus.&nbsp; After identifying these community transmission cases, the State issued DHMs for Banner, Box Butte, Burt, Butler, Cass, Cheyenne, Cuming, Dawes, Deuel, Dodge, Douglas, Garden, Grant, Hall, Hamilton, Kimball, Lancaster, Madison, Merrick, Morrill, Polk, Sarpy, Saunders, Scotts Bluff, Seward, Sheridan, Sioux, Stanton, Washington, and York counties.&nbsp; The DHM imposes an enforceable limit on public gatherings, restricting them to ten people or less.&nbsp; Among other steps, the DHM requires restaurants and bars in these areas to close their dining areas and move to takeout, drive-thru, delivery, and/or curbside service.&nbsp; Hospitals in these areas must cancel elective surgeries, and it’s especially important that people follow quarantine directions.

Recent developments have reinforced how important these social distancing restrictions are to saving lives.&nbsp; As of Monday, our state has suffered three deaths from the coronavirus.&nbsp; This is a reminder for all of us to practice the ten-person rule, exercise good hygiene, and to stay home if you’re displaying flu-like symptoms.&nbsp; No matter where you live in this state, the virus is very likely present in your community, even if there hasn’t been a confirmed test.

Nebraskans can expect to see the number of cases climb in our state as testing expands. &nbsp;Initially, we only had capacity for 200 daily tests, but we’ve boosted that number to 1,000.&nbsp; The added testing will enable us to better track the virus and to make sure those infected by it are self-isolating.&nbsp; You can track confirmed cases by county by visiting&nbsp;<a href="http://www.dhhs.ne.gov/coronavirus" target="_blank">www.dhhs.ne.gov/coronavirus</a>.&nbsp; Click on “Nebraska Case Information,” and then select “view data dashboard.”

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Additional Temporary Childcare Capacity:&nbsp;&nbsp;Childcare has become a challenge for many because of the limits on social gatherings and daycares.&nbsp; Executive Order 20-08 allows nonprofits, faith-based organizations, and schools to help provide the care families need now.&nbsp; It eases the licensing requirements to open and operate temporary, non-residential child care in an alternative setting.&nbsp; The executive order is effective immediately and will remain in place until 30 days after the State lifts the current COVID-19 state of emergency.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Mixed Drinks, Beer, &amp; Wine for Takeout:&nbsp; Restaurants are some of the hardest hit businesses during COVID-19.&nbsp; Executive Order 20-09 allows restaurants and bars to provide mixed drinks for takeout as long as they are sealed with a lid.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Expanding Nebraska’s Healthcare Workforce: &nbsp;We may need more healthcare workers as COVID-19 increases.&nbsp; Executive Order 20-10 authorizes the credentialing of retired or inactive health professionals who wish to serve Nebraskans during the public health emergency. &nbsp;The order also defers the requirements for healthcare providers to pay initial licensing fees or to complete continuing education.&nbsp; Additionally, we’re temporarily waiving the restrictions on licensed out-of-state medical professionals working in Nebraska. &nbsp;This proactive step adds capacity to our healthcare system to ensure Nebraskans have access to medical care when they need it.

As our response to COVID-19 continues to unfold, I am confident Nebraska will emerge from this emergency as strong as ever. &nbsp;We have the world’s best infectious disease experts providing leadership in our state.&nbsp; We have dedicated doctors, nurses, and other medical professionals working tirelessly to provide care.&nbsp; We are expanding hospital space and medical supplies to treat patients with COVID-19.&nbsp; We have public-minded citizens who are doing the right thing each day to stay healthy.&nbsp; And we have a deeply ingrained culture of generosity, which is evident in the support Nebraskans are giving to their local businesses and neighbors affected by the pandemic.&nbsp; A year ago, our grit, determination, and love for one another carried us safely through the floods. &nbsp;By the grace of God, we’ll conquer coronavirus with these same Nebraska values.

Governor's Weekly Column: Staying ahead of the curve

LINCOLN, Neb. (AP) - The COVID-19 pandemic has forced the cancellation of May graduation ceremonies at the state's four University of Nebraska system campuses, officials said.

The Lincoln campus intends to hold an online event, and the May graduates have been invited to attend August, December, May 2021 ceremonies or other future commencements.

For most people, COVID-19, the disease caused by the coronavirus, causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. Older adults and people with existing health problems are among those particularly susceptible to more severe illness.

University of Nebraska at Omaha graduates will be recognized through an online streaming commencement on May 8. The grads will be able to take part in a commencement ceremony at Baxter Arena in Omaha in December.

The Kearney campus plans to combine commencements for spring and summer graduates on July 31.

The University of Nebraska Medical Center in Omaha plans to hold virtual ceremonies May 7 and 9. The grads will have chances to participate in the December ceremony or any future ceremony.

A spokeswoman for the Nebraska State College System didn't immediately answer an inquiry from The Associated Press about commencement plans for its campuses in Chadron, Peru and Wayne.

Meanwhile, Gov. Pete Ricketts issued an executive order Tuesday to loosen restrictions on hospitals and other health care facilities so that they can respond to a possible surge in patients suffering from COVID-19. Ricketts also urged people returning from out of state to quarantine themselves for at least 14 days and defended his use of regional restrictions on social gatherings instead of a statewide approach.

Ricketts said he was following a tailored approach out of concern that imposing the orders too early might lead residents to grow weary and stop following them. He said more immediate action was needed in Omaha and Lincoln because those areas were likely to surge first, and rural areas are expected to surge and peak later. He also noted that some restrictions are already in place statewide.

The executive order temporarily relaxes training requirements on nursing aides, medications aides and dining assistants during the statewide emergency, but those workers would still have to demonstrate basic competence in their field before they could work. Ricketts said the order drops the state's training requirement of 76 hours of experience down to eight until the declared emergency ends. It also would remove limits on the number acute care beds within certain hospitals and the average amount of time a patient can stay.

"It's an opportunity for us to have caregivers" before the situation worsens, Ricketts said at a Capitol press conference.

Ricketts also imposed tougher social distancing rules on Webster, Adams, Nuckolls and Clay counties in southern Nebraska, bringing the statewide total to 34. The order requires restaurants and bars to close their dining areas and only offer takeout or delivery.

In counties that aren't affected, those businesses can keep their dining areas open but can't have more than 10 people inside at once. The restrictions are designed to slow the virus' spread and prevent it from overwhelming the state's hospitals.

Virus forcing cancellation of Nebraska graduation ceremonies

NORTH PLATTE, Neb.— Investigators with the Nebraska State Patrol (NSP, with the assistance of the Imperial Police Department, have arrested a Chase County man on multiple charges following an investigation into reported sexual assaults of a child.

In February, NSP was notified by the Nebraska Department of Health and Human Services that a series of assaults had been reported to them. NSP immediately opened an investigation, which has determined that the assaults began in 2015 and continued until this year.

On Monday, March 30, officers with the Imperial Police Department arrested Richard Butt, 66, of Imperial. Butt was lodged in Chase County Jail for 1st-degree sexual assault of a child and 3rd-degree sexual assault of a child.

The investigation remains ongoing and additional charges are possible.

•&nbsp;&nbsp;&nbsp;Pediatric units (only ONE parent/guardian will be permitted)

•&nbsp;&nbsp;&nbsp;Patients attending appointments at any Physicians Clinic or Urgent Care (only ONE caregiver if the patient is a minor, or the provider requests the patient be accompanied)

NOTE:&nbsp;&nbsp;Regional West staff will be available to provide assistance at the door.

We encourage family members and friends to use alternative ways to interact with their loved ones, including phone calls, Facetime, Skype and other means.

At the Regional West campus there will only be four entrances open to access the building. Those entrances include the Emergency Room, main Medical Center, Medical Plaza North, and Medical Plaza South.

All Regional West healthcare facilities will continue to screen all patients. Those patients experiencing respiratory symptoms, including fever, sore throat, and cough with shortness of breath, will be asked to call 308-630-2100, where screeners will assist them in making an appointment at Regional West’s Respiratory Clinic. Walk-ins are not accepted at the Respiratory Clinic, located at 3011 Avenue B.

Regional West asks anyone in the western Nebraska region who has potentially been exposed to COVID-19 and has a fever, cough with shortness of breath call 308-630-1580 before coming to any Regional West healthcare facility. Healthcare providers will determine if the patient can be cared for at home or if screening is necessary.

Remember, the best way to protect yourself from all respiratory viruses, includes washing your hands frequently with soap and water, avoiding touching your eyes, nose, and mouth with unwashed hands, covering your cough or sneeze with a tissue then throw the tissue in the trash, stay home when you are sick and clean and disinfect frequently touched objects.

LINCOLN, Neb. – The Nebraska Game and Parks Commission is suspending the sale of nonresident spring turkey hunting permits in a proactive effort to prevent the potential for the spread of the coronavirus disease (COVID-19). This is being done by the Commission in coordination with Gov. Pete Ricketts Executive Order No. 20-11 to help protect the health of Nebraskans by discouraging unnecessary travel.

Game and Parks will stop selling 2020 nonresident spring turkey permits effective immediately. Nonresidents who have purchased permits will be able to use them, but will not be able to purchase additional permits. Nonresidents with Nebraska turkey permits will be contacted by Game and Parks through email within the next week with additional information, including potential refunds.

Nebraska’s spring turkey season opened March 25 for archers. The shotgun season opens April 11 for youth and April 18 for adults. All turkey seasons close May 31.

Nonresident spring turkey permit sales to end immediately

BROKEN BOW, Neb. (AP) - A state prisoner briefly escaped while being transported from Lincoln to Valentine for a court hearing, authorities said.

A Midwest Transport Services van carrying Juan Colombe, 24, stopped at a Broken Bow convenience store around 11:30 a.m. Monday. Colombe managed to get out of his restraints and assault the driver, police said.

Colombe then tried to drive away in the van but got stuck. He was caught in a nearby grocery store parking lot while trying to steal a car.

The van driver was taken to a hospital for treatment.
