HUTCHINSON — 
A tax law professor from Washburn University says it's important to 
watch Congress for changes after the filing and payment deadline has 
been moved back to July 15 for this year.

"We may see more 
developments concerning that," said Roger McEowen, the Kansas Farm 
Bureau Professor of Agricultural Law and Taxation at Washburn University
 School of Law. "There was a provision put in some late 2019 
legislation, the Further Consolidated Appropriations Act, that had a 
provision in it that puts an automatic trigger on the tax code provision
 anytime that the President declares an emergency or a disaster area, 
then there's an automatic shut off of the tax provisions for that 
particular area until 60 days after the emergency or disaster is 
declared over. There is no geographic limitation on that."

Since the President has declared a nationwide disaster, that could present some issues.

"The
 Treasury secretary and the IRS have not fully accepted that yet," 
McEowen said. "They missed the provision in the disaster legislation. 
That's why you saw initially the payment deadline move, but not the 
filing deadline. It was pointed out to them that, look, you can't do 
that. They both automatically move. It's until 60 days after the 
declaration's over. Well, they haven't accepted that fact yet, so that 
could still move."

Also, the CARES legislation, which is the 
latest response from Congress to the COVID-19 crisis is still alive and 
working and changes could come through that.

"The question is, how
 long is it going to take?" McEowen said. "That's the problem I woke up 
to this morning. The other side of the aisle now wants to propose their 
own bill. Once you do that, that really grinds things down pretty slowly
 in the Congress. We'll see. This may take some time. However, they 
really don't have time to get this done. They need to put the politics 
aside and get things done."

There are also discussions about 
everything up to a full on tax holiday that remain on the table as long 
as the legislation isn't in its final form, according to McEowen, but 
what comes out in the end remains to be seen.

Professor: Emergency will have impact on tax law, but it's still fuzzy

NORTH PLATTE, Neb.-West Central District Health Department (WCDHD)
has completed the close contact investigations for the three
confirmed cases of COVID-19 in Lincoln County. All direct contacts
identified are currently self-quarantining for 14 days as recommended
by WCDHD. The investigation also determined that one case recently

WCDHD completes close contact investigation for 3 Lincoln County COVID-19 cases

Todd Becker, President &amp; CEO of Green Plains, joined the Governor to talk about his company’s work to provide essential supplies to Nebraskans.&nbsp; Green Plains, an ethanol producer, is donating industrial alcohol to the State for conversion into hand sanitizer.&nbsp; In turn, the State will supply the sanitizer to cities and counties that need it.

Gov. Ricketts announces extended tax deadline, overviews the state’s continuity plans

BIG SPRINGS, Neb. (AP) - Two men were killed when the vehicle they were in collided with a semitrailer on Interstate 80 in the Nebraska Panhandle, authorities said.

The crash occurred around 7:25 a.m. Monday west of Big Springs in Deuel County, authorities said. The eastbound vehicle crossed over the median into westbound traffic and struck the oncoming semi, the Nebraska State Patrol said.

The two killed were identified as Enrique Villegas, 33, and Kurt Jording, 55. Both men lived in Scottsbluff, authorities said. Two others in the vehicle were taken to a hospital in Julesburg, Colorado. Their names haven't been released.

The semi driver was not injured, the patrol said.

Eagle launches new website to help local businesses during crisis

LINCOLN, Neb. (March 23, 2020) -&nbsp;Nebraska Tourism has changed the start date of the 2020 Nebraska Passport program to May 23, Memorial Day weekend. The start date has been pushed back because of current uncertainty due to COVID-19. The program typically starts on May 1. &nbsp;The end date of the program has also been extended to October 31, previously September 30. The Passport inspires Nebraskans and tourists to travel throughout the state collecting stamps to earn prizes, while also supporting Nebraska’s tourism destinations. In 2019, the program generated $23.7 million in traveler spending.

“While it’s unfortunate that we have to push back the start date of the program, due to what is going on in the world right now, we believe it’s the best decision. The Nebraska Passport program has a huge positive economic impact and we’re excited to encourage traveling to hidden gems throughout the state when the program launches on its new start date,” said John Ricks, Nebraska Tourism Commission executive director.

Due to the rapidly evolving nature of COVID-19, if necessary, the new start and end dates are subject to change, again.

Nebraska Tourism is also excited to announce the 70 stops that will be part of the 2020 Nebraska Passport. The 2020 Passport will feature 70 attractions in 10 themed categories. Travelers will have from May 23 through October 31 to visit attractions and get their stamps.

“We’re encouraging travelers to start creating a roadmap of your future Nebraska Passport adventures now, maybe a fun task while many are stuck at home during this tough time,” said Madison Johnson, Nebraska Passport program coordinator.

Passports will be available at participating stops starting May 23 or can be pre-ordered at NebraskaPassport.com. Participants are also encouraged to download the Nebraska Passport App on their smartphone and get digital stamps, supplementing the physical Passport booklet for convenience. Please note, the Passport app will be updated with the 2020 information on May 23. Those who used the mobile app last year will need to download the update to see the new program information.  </figure>LINCOLN, Neb. (March 23, 2020) -&nbsp;Nebraska Tourism has changed the start date of the 2020 Nebraska Passport program to May 23, Memorial Day weekend. The start date has been pushed back because of current uncertainty due to COVID-19. The program typically starts on May 1. &nbsp;The end date of the program has also been extended to October 31, previously September 30. The Passport inspires Nebraskans and tourists to travel throughout the state collecting stamps to earn prizes, while also supporting Nebraska’s tourism destinations. In 2019, the program generated $23.7 million in traveler spending.“While it’s unfortunate that we have to push back the start date of the program, due to what is going on in the world right now, we believe it’s the best decision. The Nebraska Passport program has a huge positive economic impact and we’re excited to encourage traveling to hidden gems throughout the state when the program launches on its new start date,” said John Ricks, Nebraska Tourism Commission executive director.Due to the rapidly evolving nature of COVID-19, if necessary, the new start and end dates are subject to change, again.Nebraska Tourism is also excited to announce the 70 stops that will be part of the 2020 Nebraska Passport. The 2020 Passport will feature 70 attractions in 10 themed categories. Travelers will have from May 23 through October 31 to visit attractions and get their stamps.“We’re encouraging travelers to start creating a roadmap of your future Nebraska Passport adventures now, maybe a fun task while many are stuck at home during this tough time,” said Madison Johnson, Nebraska Passport program coordinator.Passports will be available at participating stops starting May 23 or can be pre-ordered at NebraskaPassport.com. Participants are also encouraged to download the Nebraska Passport App on their smartphone and get digital stamps, supplementing the physical Passport booklet for convenience. Nebraska dentists to postpone elective procedures during COVID-19 outbreak

SACRAMENTO, Calif.&nbsp;– The&nbsp;U.S. Small Business Administration is offering&nbsp;low-interest&nbsp;federal disaster loans for working capital to Nebraska small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19, SBA Administrator Jovita Carranza announced today. SBA acted under its own authority, as provided by the Coronavirus Preparedness and Response Supplemental Appropriations Act that was recently signed by the President, to declare a disaster following a request received from Gov.&nbsp;Pete Ricketts on March 17, 2020.

The disaster declaration makes SBA assistance available in the entire state of Nebraska and the neighboring counties below.

Neighboring Colorado counties:&nbsp; Logan, Phillips, Sedgwick, Weld and Yuma;

Neighboring Iowa counties:&nbsp; Fremont, Harrison, Mills, Monona, Pottawattamie and Woodbury;

Neighboring Kansas counties:&nbsp; Brown, Cheyenne, Decatur, Doniphan, Jewell, Marshall, Nemaha, Norton, Phillips, Rawlins, Republic, Smith and Washington;

Neighboring Missouri counties:&nbsp; Atchison and Holt;

Neighboring South Dakota counties:&nbsp; Bennett, Bon Homme, Charles Mix, Clay, Fall River, Gregory, Oglala Lakota, Todd, Tripp, Union and Yankton;

Neighboring Wyoming counties:&nbsp; Goshen, Laramie and Niobrara.

“SBA is strongly committed to providing the most effective and customer-focused response possible to assist Nebraska small businesses with federal disaster loans. We will be swift in our efforts to help these small businesses recover from the financial impacts of the Coronavirus (COVID-19,” said Administrator Carranza.

SBA Customer Service Representatives will be available to answer questions about SBA’s Economic Injury Disaster Loan program and explain the application process.

“Small businesses, private non-profit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of the Coronavirus (COVID-19) since Jan. 31, 2020, may qualify for Economic Injury Disaster Loans of up to $2&nbsp;million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred,” said Carranza.

“These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact. Disaster loans can provide vital economic assistance to small businesses to help overcome the temporary loss of revenue they are experiencing,” Carranza added.

Eligibility for Economic Injury Disaster Loans is based on the financial impact of the Coronavirus (COVID-19). The interest rate is 3.75 percent for small businesses. The interest rate for private non-profit organizations is 2.75 percent. SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years and are available to entities without the financial ability to offset the adverse impact without hardship.

LINCOLN, Neb. – Online Hunter Education, without the Hunt Safe Session requirement, is being allowed temporarily for all ages in Nebraska.

Youth ages 11-15 who take the online Hunter Education course normally are required to attend a two-hour Hunt Safe Session before they can receive a certificate of completion. That Hunt Safe Session requirement temporarily is being waived since the Nebraska Game and Parks Commission cancelled all of its events and activities through May 31. Those 11- to 15-year-olds who complete the online course will be certified, and they will be encouraged to take a Hunt Safe Session in the future.

The Hunt Safe Session is a two-hour review focusing on equipment safety for firearms and archery, tree-stand safety and shoot/don’t shoot scenarios.

NORTH PLATTE, Neb.-A North Platte man is facing charges after he allegedly assaulted a man at a local park.

According to North Platte police, on March 22, at around 2:12 p.m., officers responded to Memorial Park for a physical disturbance.&nbsp; 

Upon arrival, officers spoke with the alleged male victim and several witnesses.&nbsp; Police say the victim stated he was approached by 30-year-old Luke Ressegieu.&nbsp; 

Police say the man stated that Ressegieu began yelling at him and started to physically assault him.&nbsp; The victim advised that during the assault, Ressegieu placed him in a chokehold, which caused difficulty breathing.&nbsp; The altercation was stopped by another citizen.&nbsp; 

Police say the victim and witnesses indicated that the assault by Ressegieu was unprovoked.&nbsp; The victim had minor injuries consistent with what was told to officers.&nbsp; 

Police say Ressegieu was quickly located in the area and placed under arrested on suspicion of 3rd-degree assault and strangulation.&nbsp;

Additionally, police say Ressegieu had two active Lincoln County Warrants.&nbsp; 

Ressegieu was incarcerated at the Lincoln County Jail, pending an appearance in County Court.&nbsp;&nbsp;

The commission voted Friday at its meeting in Hastings for the proposal, which affects only state-controlled areas. It's among several agreements the state worked out with local leaders to avert drastic cuts in access.

The commission had been considering access restrictions following complaints about overcrowding and rowdy behavior last Fourth of July. The proposed changes were meant to address the overcrowding on the lake's beaches.

But the commission&nbsp;<a href="https://apnews.com/18c2a6a6c2c4e965e5a09ac255b8c152" target="_blank">delayed action</a>&nbsp;in January after hundreds of people showed up for a hearing on the proposed rules. Most said they wanted more law enforcement and greater attention to checkpoints, not a crackdown to limit access.

The agreements call for local and state law enforcement to beef up their holiday presence. Local leaders will arrange more garbage pickups to relieve one burden on overwhelmed game and parks staffers.

Officials have said game and parks and a local advisory council will meet again after Labor Day to review the summer and make consider whether more changes are needed before summer 2021.

State commission bans booze at lakes McConaughy, Ogallala

LINCOLN –&nbsp;Two additional cases of COVID-19 were identified in two Nebraska counties:

Both local health departments have initiated contact investigations to identify people who came into close contact to help prevent further spread. All identified close contacts will self-quarantine and be actively monitored twice daily by public health officials for fever and respiratory symptoms.

Public health officials say returning travelers should assume that COVID-19 is present at the locations they have visited and traveled through and follow these recommendations:

As of tonight, the state case total is 50. Both state and local health departments are testing and publicly reporting their cases. In the event of a discrepancy between DHHS cases and cases reported by local public health officials, data reported by the local health department should be considered the most up to date.

People who are concerned they may have COVID-19 should self-isolate and call ahead to their primary care provider to be screened over the phone.
