Gothenburg Health reports confirmed case of COVID-19 in community

LINCOLN, Neb. (AP) - The head of Nebraska's Department of Correctional Services received a 30% raise this year.

Director Scott Frakes saw his salary increase to $250,000 in January from his previous $192,000 salary.

Nebraska's governor defended the large raise for Frakes even as two state senators criticized the move as unjustified.

"Six years ago Gov. Ricketts took over a corrections department in crisis," said Gov. Pete Ricketts' spokesman Taylor Gage. "Now that the department is trending in a positive direction with increased capacity, reduced staff turnover, and more rehabilitative outcomes for inmates, Gov. Ricketts wanted to acknowledge Scott's successes, and wanted the continuity of Scott's leadership at the department through the governor's second term."

Omaha Sens. Steve Lathrop and Ernie Chambers&nbsp;<a href="https://www.omaha.com/news/state_and_regional/nebraska-corrections-director-scott-frakes-receives-raise-sen-chambers-calls/article_d76baf09-61fe-5012-ab19-f4ec09088155.html" target="_blank">told the Omaha World-Herald</a>&nbsp;that they were surprised at the raise, given the overcrowding and staff shortages within state prisons.

"(Frakes) has presented no plan for alleviating the overcrowding, and has demonstrated an unwillingness to work with the Legislature to find solutions," Lathrop said. "I can't conceive of a reason to give someone a $60,000 raise when our prison staffing is out of whack and our prisons are No. 1 or No. 2 in the nation in overcrowding."

Nebraska's prisons hold about 2,000 more inmates than their current design capacity of 3,500, according to the Department of Correctional Services. Overcrowding has forced some prisoners to sleep on cots on the floor, while others double-bunk in cells designed for one inmate. Crowding and staffing shortages have also made it more difficult to provide prisoners with rehabilitative programming that could reduce their odds of re-offending.

Gage said Frakes can't be blamed for overcrowding because he doesn't control how many inmates are sent to prison.

Kevin Kempf, executive director of the Idaho-based Correctional Leaders Association, said that Frakes is one of the best prison directors in the nation and is performing an extremely challenging job.

"The stress of politics, unions, inmate families, staff, disturbances, threats against your life, constant need for security, low pay, and an average tenure of less than three years is unique to any other leadership role in state government," Kempf said

Nebraska's corrections director gets 30% raise

At an American Hospital Association press briefing today, hospital and health system leaders from across the country described the urgent need for federal aid to ensure that frontline medical personnel have the tools and resources they need to effectively respond to the COVID-19 crisis.

“We’ve already seen facilities facing shortages of needed equipment and high expenses in providing critical care and this hurts our country’s ability to respond,” said AHA President and CEO Rick Pollack. “…The reality is that we are in a war in which hospitals and health systems are on the frontlines and our health care workers are putting their lives on the line to fight this battle … No one ever sends their troops into battle without the right protection and ammunition and tools.”

The AHA, American Medical Association and American Nurses Association Thursday&nbsp;<a href="https://www.aha.org/lettercomment/2020-03-19-aha-ama-and-ana-send-letter-congress-covid-19-funding">urged</a>&nbsp;congressional leaders to provide $100 billion to front line health care personnel and providers and direct federal agencies to infuse funds immediately so they can take the necessary steps to fight the pandemic.&nbsp;

Pollack also emphasized the need for having enough tests and getting the test results as quickly as possible in order to have a more accurate picture of the infection rate.&nbsp;

“Ensuring the safety of the patients, protecting health care workers and supporting the health and safety of our community is what we’re all about, and it requires every part of the health care sector to work together, from those on the front lines to the federal, state and local government,” Pollack said. “Equipped with the right tools, guidance and resources we will do our very best to protect lives and keep people healthy.”

Scott Graham, CEO of Three Rivers and North Valley Hospitals in rural Washington state said, “We’re trying to figure out how to stay in business.” Because of the mandates for social distancing and state’s cancellation of elective surgeries, he said “the revenue that typically comes in that we need to cover the cost of operating has dried up. …we are now in a negative cash position and are using credit. We will exhaust all avenues to make payroll in the next three or four weeks.”

Even before the COVID-19 crisis, One Brooklyn Health System in New York was relying on more than $20 million a month in support from New York State to keep its safety net hospitals open, said LaRay Brown, its president and CEO. “We had less than two weeks cash on hand before COVID-19,” she said. “We are now looking at an additional cost of $30-$34 million a month from projected staff increases to cover surge capacity” and replace staff who are on furlough, self-isolating or must care for their children while city schools are closed.

Kevin Donovan, president and CEO of LRGHealthcare in central New Hampshire, projects his health system’s freeze on elective services during the public health crisis will cost at least $50 million. “Prior to this crisis, much like my colleagues, we were in extremely poor financial condition,” he said, with “only a handful of cash on hand” and no debt capacity to borrow money.&nbsp;

“I think these stories are reflective of the experiences of thousands of hospitals across the country,” Pollack said. “That’s why the legislation being considered on the Hill right now is so important in terms of providing needed support.”

Hospitals describe dire need for more federal funding to fight COVID-19

Since the White House announced a public-private partnership a week ago to support drive-thru COVID-19 testing sites, we have been working closely with federal, state and local officials to help our nation at this unprecedented time. Today, two federal sites located in Walmart Supercenter parking lots opened in the Chicago area to serve first responders and healthcare workers who have potentially been exposed to COVID-19. At this time, these sites are not open to the general public. We are extremely grateful to every doctor, nurse, pharmacist, EMT and other health and emergency professional who is selflessly supporting the response. The U.S. Department of Health and Human Services (HHS) criteria will help provide critical testing for these essential workers who are on the front lines of the outbreak.

The sites are staffed by HHS and others, like our pharmacists, who raised their hands to support the testing in these locations. We have worked closely with public healthcare officials to prioritize the health and safety of our associates and those visiting our parking lots. Those volunteering will be equipped with proper protective equipment, and all patients will be required to remain in their cars at all times. As these two pilot locations begin testing, we know that they will help us better understand how we can best support and supplement state efforts moving forward.

We appreciate the support we have received from federal health officials, local law enforcement and elected officials. This has truly been a team effort, and these sites wouldn’t be possible were it not for everyone working together for a common goal in support of our communities. I couldn’t be prouder of how Walmart associates have stepped up in the last week to help secure supplies and personnel to support the sites. Walmart locations supporting COVID-19 testing efforts

LINCOLN, Neb. (AP) - Nebraska voters may still get a chance to legalize medical marijuana and casino gambling even though the new coronavirus has forced activists to stop collecting signatures to place the issues on the November ballot.

Organizers from both campaigns said they're confident they'll have enough signatures to qualify before the July 2 deadline to submit their petitions, even though they've pulled their circulators off the streets.

Both groups said they had already gathered a large number before the pandemic forced the closure of public buildings and cancellation of major events where circulators often work.

"I'm still optimistic," said Sen. Anna Wishart, a co-chairwoman of Nebraskans for Medical Marijuana. "It's a popular issue, and we've got a really good base of signatures. I feel really positive about where we are right now."

Organizers of the campaign to legalize casino gambling in Nebraska said they had already slowed their signature-gathering for the winter months and decided to extend that break for another few weeks to try to keep the virus from spreading. It's not clear how long people will be asked to remain at home to avoid infecting others, but campaign officials said they hope to resume operations later in the spring.

"We're within shouting distance of getting what we need," said Lance Morgan, the president and CEO of Ho-Chunk Inc., which is bankrolling the petition drive. "It won't take a huge effort to get there. It's still snowing and cold out there and people are nervous, so it makes sense to take a little hiatus."

Morgan said he considers it an easy sell because the issue polls well in Nebraska, and many gamblers already cross the Missouri River to spend their money at Iowa casinos. He said his group commissioned a study that found Nebraskans have spent $11.1 billion on Iowa casinos since they began opening in the 1990s. Opponents, including Gov. Pete Ricketts, have argued the measure would encourage more people to compulsively gamble.

The campaigns declined to say exactly how many signatures they've gathered.

Because the measures are proposed constitutional amendments, the petition campaigns need signatures from at least 10% of the state's registered voters - roughly 121,000 people as of this month. In addition, they need to get signatures from at least 5% of the voters in 38 of the state's 93 counties to ensure that rural Nebraska is represented.

The virus has upended life throughout the nation as people hunker down to try to minimize its impact. For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing heath problems, it can cause more severe illness, including pneumonia.

The vast majority of people recover from the new virus.

Another ballot campaign that seeks to lower taxes for Nebraska property owners has also scaled back its efforts because of the virus, said Paul Von Behren, executive director of the petition group TRUE Nebraskans. Von Behren said the campaign was "doing fine," and still had some volunteers working in a limited capacity.

"We're taking this a day at a time," he said. "We're obviously going to keep moving on this, but with the large number of public events canceled, it's going to be more of a challenge."

Von Behren said the virus would have hurt the campaign more if it had happened earlier, but petition circulators have already banked a lot of the signatures they need.

"Everything right now just depends on how quickly the wave passes through," he said. "Obviously, there's no way of knowing right now."

Nebraska Secretary of State Bob Evnen said he doesn't plan to extend the submission deadline for petition campaigns because the requirements are spelled out in state law.

"There has been time prior to the spread of this virus for those seeking signatures to do so," Evnen said.

In
our ongoing efforts to protect our patients, staff and the public,
Great Plains Health released today that they are restricting all
visitors inside the facility except under exceptional circumstances.
Deference will be given to symptom-free visitors that are visiting
patients in the labor and delivery or emergency departments,
experiencing end-of-life or in intensive care. Whenever possible, the
hospital asks that patients come to the hospital or clinics alone.

LINCOLN –&nbsp;Ten additional cases of COVID-19 were identified in three Nebraska counties.

All local health departments involved have initiated close contact investigations to identify people who came into close contact to help prevent further spread. All identified close contacts will self-quarantine and be actively monitored twice daily by public health officials for fever and respiratory symptoms.

Public health officials say returning travelers should assume that COVID-19 is present at the locations they have visited and traveled through and follow these recommendations:

McCook Clinic makes changes to help prevent spread of COVID-19

As school buildings close and the news is saturated with stories on the coronavirus, professionals are giving suggestions on how to talk to your children about the pandemic.

"I think it is important right now for parents and guardians to be aware of the fact that children are also impacted by what is going on around them," said Kaley Conner, marketing director of High Plains Mental Health.

"They might be feeling the uncertainty, the fear, the anxiety," she said. "They might be afraid themselves, so I think it is important to talk to our kids about what is going on.

"Let them express their emotions in the way they are able and to also give them that extra patience and grace to feel those big emotions. We need to do the best we can as adults to help them through that in a healthy way."

Walmart U.S. CEO to Associates: ‘We are so grateful for your hard work’

KEARNEY – In an effort to control exposure to COVID-19, the University of Nebraska at Kearney is advising students to move from campus residence halls.

Students who need to stay in a residence hall will be allowed to do so and continue to have access to student academic and support services such as dining.

UNK and local health officials are working with two male students, both campus residents, who have symptoms of COVID-19 illness. In following Centers for Disease Control and Prevention guidelines, one student has been moved to an isolation floor in a residence hall. The other student who is symptomatic is at home.

Because the men are in a low-risk category, health officials are choosing to forgo testing and treat as suspected COVID-19 disease. The cases are not related. UNK and health officials are looking at recent contacts of the individuals and believe both cases are a result of community spread. That means they did not become infected while traveling or through contact to a known case of the novel coronavirus.

Neither student has a confirmed case of the coronavirus, but both have symptoms consistent with COVID-19.

The university is being proactive in its communication to the public as state and local health officials work to overcome shortages of testing supplies needed to confirm local cases. Testing is mostly being reserved for people who are very sick or meet criteria such as relevant travel history.

The safety, well-being, and ability to complete the semester remains a focus of university leadership.

There are about 950 students occupying rooms on campus. UNK Residence Life is using express checkout to accommodate students.

Students should pick up express checkout information at the front desk of their residence halls to complete checkout paperwork if they have not already done so. Envelopes are to be returned in the designated mail drop location.

Earlier this week, UNK announced it is offering refunds to students who move out of residence halls early. They will receive a 60% refund of remaining room and board costs based on their housing facility and dining plan, effective March 17.

Next week is the University of Nebraska spring break. If students have the wherewithal, UNK recommends that they not return to campus following spring break. Students may return to gather personal items.

UNK has asked the campus community to help stop the spread of COVID-19 by practicing social distancing. Academic operations at UNK transitioned effective March 18 to remote learning, and employees are expected to work remotely beginning March 23 until further notice. All UNK-sponsored events, both on and off-campus, that involve more than 10 people have been postponed or canceled.

COVID-19 symptoms include a fever, cough, sore throat or difficulty breathing. If you have COVID-19 symptoms or develop symptoms, contact your health care provider and tell them how you are feeling. Tips offered on talking to children about COVID-19

Let’s hop on a transatlantic flight to London. A woman is placing a spinning wheel on the floor in front of her seat and will spin yarn while crossing the Atlantic Ocean. The spinning wheel is a handmade, portable spinning wheel which was built by a pair of craftsmen in rural Kansas. These beautiful spinning wheels are being sold from coast to coast and beyond.

Mark and Julie Lambert are the founders and owners of Athena Spinning, the creators of this beautiful spinning wheel. “Five years ago, I didn’t know spinning wheels existed outside of fairy tales,” Julie said. She and her husband Mark were working as insurance adjusters and living in south Texas. Their job required them to travel on short notice to some disaster scene and then stay for an extended period.

“I saw a woman spinning with a wheel and I was intrigued,” Julie said, having crocheted since she was nine. She and Mark also liked to build their own furniture. He’s an engineer. When Julie said she wanted a spinning wheel, Mark said he would make her one.

The plans went through many revisions. “I thought I was done,” Mark said. Julie wanted one that was just perfect: Attractive, compact, and easy to use and assemble when traveling. When told that his creation looked like a work of art, Mark said with a smile, “That’s her fault. She’s the artist.”

After building 17 models to meet Julie’s requirements for the perfect wheel, they had it.&nbsp;&nbsp;A friend said that the wheels were so beautiful that they could sell them. Mark and Julie decided to give it a try. Meanwhile, they wanted to move to a location that was situated somewhere between grandkids in Wyoming and Chicago, but not too far north. They settled in Chanute, Kansas.

Their final spinning wheel design has a wheel held by an arm with two fingerholes in the top that resemble the eyes of an owl. As the Lamberts thought about a name for their business, they thought about the owl. Through research, they found that the Greek goddess Athena is a symbol of wisdom, defense of the home, and fiber arts. Athena is often depicted with an owl on her shoulder for wisdom, a shield for defense, and a drop spindle which is the primitive tool used to spin yarn. The connection was so strong they named their business Athena Spinning.

The Lamberts signed up for a trade show to try selling their travel wheels. They brought six wheels in hopes they might sell one or two. By the end of the show, all six were sold.

Today, Mark and Julie Lambert travel the country, selling the Athena travel spinning wheel at fiber festivals from coast to coast. “These wheels are ideal for travelers,” Julie said. The wheel weighs 10 pounds and breaks down into three pieces that nest together and easily fit in a tote bag or overhead luggage. The wheels are eye-catching and attractive, handcrafted from maple and walnut.

Julie loved spinning, but she also needed a break from demonstrating it during festivals. She insisted that Mark learn to spin also. He protested, claiming that “It would not give me joy,” but he finally learned to spin. He now admits, “Spinning is one of the most relaxing things I’ve ever done.”

The Lamberts travel in their RV and take their spinning wheels to shows. “My happy place is to be spinning at my wheel between shows, next to a campfire by a lake at sunset,” Julie said. “Everything about this has been rewarding,” she said, especially the people they’ve met.

One woman in New York City spins during her commute on the subway. The wheels have sold nationwide and as far away as Australia, Canada and Germany.

It’s a remarkable record for a business based in the rural community of Chanute, population 9,119 people. Now, that’s rural.

The spinning wheel is a handmade, portable spinning wheel which was built by a pair of craftsmen in rural Kansas. These beautiful spinning wheels are being sold from coast to coast and beyond.Mark and Julie Lambert are the founders and owners of Athena Spinning, the creators of this beautiful spinning wheel. “Five years ago, I didn’t know spinning wheels existed outside of fairy tales,” Julie said. She and her husband Mark were working as insurance adjusters and living in south Texas. Their job required them to travel on short notice to some disaster scene and then stay for an extended period.“I saw a woman spinning with a wheel and I was intrigued,” Julie said, having crocheted since she was nine. She and Mark also liked to build their own furniture. He’s an engineer. When Julie said she wanted a spinning wheel, Mark said he would make her one.The plans went through many revisions. “I thought I was done,” Mark said. Julie wanted one that was just perfect: Attractive, compact, and easy to use and assemble when traveling. When told that his creation looked like a work of art, Mark said with a smile, “That’s her fault. She’s the artist.”After building 17 models to meet Julie’s requirements for the perfect wheel, they had it.&nbsp;&nbsp;A friend said that the wheels were so beautiful that they could sell them. Mark and Julie decided to give it a try. Meanwhile, they wanted to move to a location that was situated somewhere between grandkids in Wyoming and Chicago, but not too far north. They settled in Chanute, Kansas.Their final spinning wheel design has a wheel held by an arm with two fingerholes in the top that resemble the eyes of an owl. As the Lamberts thought about a name for their business, they thought about the owl. Through research, they found that the Greek goddess Athena is a symbol of wisdom, defense of the home, and fiber arts. Athena is often depicted with an owl on her shoulder for wisdom, a shield for defense, and a drop spindle which is the primitive tool used to spin yarn. The connection was so strong they named their business Athena Spinning.The Lamberts signed up for a trade show to try selling their travel wheels. They brought six wheels in hopes they might sell one or two. By the end of the show, all six were sold.Today, Mark and Julie Lambert travel the country, selling the Athena travel spinning wheel at fiber festivals from coast to coast. “These wheels are ideal for travelers,” Julie said. The wheel weighs 10 pounds and breaks down into three pieces that nest together and easily fit in a tote bag or overhead luggage. The wheels are eye-catching and attractive, handcrafted from maple and walnut.Julie loved spinning, but she also needed a break from demonstrating it during festivals. She insisted that Mark learn to spin also. He protested, claiming that “It would not give me joy,” but he finally learned to spin. He now admits, “Spinning is one of the most relaxing things I’ve ever done.”The Lamberts travel in their RV and take their spinning wheels to shows. “My happy place is to be spinning at my wheel between shows, next to a campfire by a lake at sunset,” Julie said. “Everything about this has been rewarding,” she said, especially the people they’ve met.One woman in New York City spins during her commute on the subway. The wheels have sold nationwide and as far away as Australia, Canada and Germany.It’s a remarkable record for a business based in the rural community of Chanute, population 9,119 people. First case of COVID-19 confirmed in Buffalo County

LINCOLN –&nbsp;Today,&nbsp;Governor Pete Ricketts announced he is requesting $58.6 million of emergency funding from the Nebraska Legislature to support the State’s efforts to combat coronavirus 2019 disease (COVID-19).&nbsp;

Dr. Gary Anthone, the State’s Chief Medical Officer, joined the Governor for today’s press conference. &nbsp;He overviewed the State’s procedures to test patients for COVID-19 and to trace contacts of anyone testing positive for the disease.&nbsp; He also talked about how the State and the medical community are expanding capacity to perform tests.

Gov. Ricketts was also joined by Jim Macy, Director of the Nebraska Department of Environment and Energy (DEE) and Tim Burke, President &amp; Chief Executive Officer for the Omaha Public Power District (OPPD). &nbsp;Director Macy gave an update on the continuously available supply of high-quality drinking water throughout Nebraska.&nbsp; Burke emphasized that the state’s public power grid is strong and dependable.&nbsp; He also underscored the commitment of public utility companies to maintain reliable and uninterrupted service to Nebraskans throughout the duration of the COVID-19 pandemic.&nbsp;

The Governor’s emergency funding request includes appropriations for the Nebraska Department of Health and Human Services (DHHS) and the University of Nebraska Medical Center (UNMC) for the initiatives listed below:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Local Response Efforts - $38,156,700

o&nbsp;&nbsp;This will provide additional funding for Personal Protective Equipment (PPE) and other supplies to local jurisdictions, and support to local health departments for staffing, PPE, call centers, information technology needs including additional laptops/servers, and other essential expenditures.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;DHHS Staffing - $4,004,000

o&nbsp;&nbsp;Due to the size of the response and need to cover response needs, additional staffing expenditures are needed to cover costs for overtime and additional staff. &nbsp;The areas that need immediate surge and sustained staffing are epidemiology, support services (administrative, communications, and data entry, emergency preparedness, and contracts for staffing in epidemiology and interpreters to meet the increased demands of the Division of Public Health.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Surge Staffing for Veterans Hospitals &amp; DHHS Care Facilities - $13,000,000

o&nbsp;&nbsp;Additional staffing expenditures are needed to cover costs for overtime and additional staff to maintain facility healthcare coverage needs. &nbsp;The areas that need immediate surge and sustained staffing are veterans homes and DHHS care facilities including nursing, administrative, and other health care professionals. &nbsp;This was calculated to cover a surge of 50% in additional staffing needs in the event that staff is unable to care for individuals at the facilities due to staff quarantine or isolation requirements.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;COVID-19 Lab Testing - $515,000

o&nbsp;&nbsp;This would augment the cost of the reagents, laboratory personnel, and equipment to conduct COVID-19 lab testing for the state. &nbsp;This would include funds to purchase a combined sample extraction/detection robot for efficient and accurate serial processing of specimens, reducing staffing needs.&nbsp; This would be to support increased efficiency and capacity of statewide testing through the Nebraska Public Health Laboratory.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Lab Equipment, Software Programming, and Personnel - $2,500,000

o&nbsp;&nbsp;The equipment includes higher throughput automated equipment for microbiology and molecular diagnostics.&nbsp; The increased testing throughput will be implemented on a fast track within the next 2-4 weeks but would support a prolonged outbreak, which is likely, as well as help prepare for future outbreaks.&nbsp; All funds would be dedicated to support statewide needs.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;UV Light Boxes - $100,000

o&nbsp;&nbsp;The UV light boxes would provide tertiary cleaning of N95 respirators for reuse by healthcare workers.

LINCOLN, Neb. (AP) - Gov. Pete Ricketts asked lawmakers Friday for $58.6 million in emergency state funding to help pay for medical and cleaning supplies, tests, employee overtime and other expenses needed to respond to the new coronavirus pandemic as the number of Nebraska cases rose to 37.

Ricketts was expected to present the new budget request to legislators Friday afternoon. Lawmakers are tentatively planning to return to the Capitol on Monday to consider the package. Speaker of the Legislature Jim Scheer said Friday evening he hadn't yet scheduled the session because he was still polling lawmakers to see if there was enough consensus to pass the governor's proposal.

"We want to make sure we've got the resources necessary," Ricketts said at a Capitol news conference.

Ricketts said the money would come from the state's emergency fund, which is designed for budget crunches and one-time expenses. The biggest chunks of money would pay for lab equipment, protective gear for local health departments and a surge of employees needed in the state's public health facilities and veterans' homes.

The announcement came as eight more cases of COVID-19 were identified in the state, including the first case in Lincoln.

Lincoln Mayor Leirion Gaylor Baird said in a news release that a 48-year-old Lincoln man who traveled to Colorado last week developed symptoms on Sunday. The man is self-isolating at his home, officials said.

In Douglas County, three more people tested positive for coronavirus, the health department said. All three - two men in their 40s and a woman in her 30s - had recently traveled to different places in the Southeast.

Earlier Friday, officials announced four other cases, including a man in Nemaha County and another man a Sarpy County. The two others were in western Nebraska's Lincoln County - a woman in her 40s and a man in his 20s.

Nebraska public health officials have tested 800 people so far and are focusing on health care workers, first responders and people who are considered vulnerable to the virus, said Dr. Gary Anthone, the state's chief medical officer. He added testing has been limited because of a lack of supplies, but he doesn't think the state has fallen behind in testing those who need it.

For most people, the coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia.

Federal court officials in Nebraska also announced Friday that the courts will extend a moratorium on jury trials and grand juries until at least May 1.

NORTH PLATTE, Neb. (AP) - Interstate 80 and other Nebraska roads and highways closed because of a winter storm in western Nebraska have reopened, officials said Friday afternoon.

A spokesman for the the Nebraska State Patrol said I-80 westbound opened first at about 9 a.m. Friday, and all other roadways opened by 10 a.m.

I-80 had closed from the Wyoming state line to North Platte following the winter storm that howled through the area. The wind-whipped snow made travel hazardous and stranded travelers and truckers. Westbound U.S. Highway 30 also had closed from the state line to Ogallala and to westbound traffic from North Platte. Part of U.S. Highway 385 and Nebraska Highway 71 also had closed.

The National Weather Service forecast mostly sunny skies Friday with wind gusts to 20 mph (32.2 kph) in the area.
