NORTH PLATTE — Wallace seventh grader Cauy Robinson wants to take over his family ranch someday. He’s off to a good start when it comes to understanding the beef industry. 

Robinson and the 4-H Livestock Judging team he competed for from Scottsbluff county placed second over the weekend at the Kearney Classic. Robinson has also been involved with the Chase County 4-H team in the past, whose team placed 1st at the Kearney Classic over the weekend. Cauy explained how most livestock judging competitions go “almost every contest we go to there's 12 classes with four calves or goats or sheep or hogs in it and you pretty much place it how you like them and then they'll (judges)&nbsp;be questions that you have to answer after the contest . They'll sit you down and they'll ask questions to everybody in the group and then&nbsp;mark your card 1&nbsp;through 4 or you'll have to give a set of reasons to them (judges) of why you placed them that way.”&nbsp;

Robinson was in the Eagle studio’s in North Platte to talk about 4-H Livestock Judging, but what we noticed immediately was Cauy’s passion for not only the livestock judging competition but his eagerness to learn, and also speak up about what he loves about it. 

He was in studio with Caitlyn Jacobson who is the Extension Educator for 4-H in Lincoln, Logan and McPherson counties. Jacobson was also impressed as Robinson spoke. “in 4H, we talk about learn by doing, and this is a great example of a hands on learning experience.” she went on to say “when they (4H’ers) go into a show ring they have a good idea of what kind of animal they have, and how to make improvements. That’s part of the learning aspect&nbsp;of the project. You learn what makes a good steer, what makes a good pig, so when you talk to a judge you can tell him hey yeah you know what;&nbsp;this is what's good about my animal and even in the showmanship you can kind of articulate some of those good qualities about your animal. It’s just a all around good hands-on learning experience and you get to learn, you get to meet a lot of different people along the way."&nbsp;

Robinson agreed, “my family shows cattle, we’re at the barn every day, all year round working them and getting them ready. And livestock judging is also a yearly deal, there’s contests in the summer, and winter.” He went on to say that he thinks judging and showing livestock go hand in hand. “not only do you learn how to talk your calf into the judge if they (judge) have questions, but you learn personally how you like to see cattle, or sheep or goats. You don’t wanna look at cattle from just here, you want to step back and get a good view, which helped me win showman ship at the state fair last year.”&nbsp;

West Nebraska Pro-Life Conference set for Saturday in North Platte

NORTH PLATTE — During the afternoon and evening hours of Sunday, Feb. 26, investigators with the Nebraska State Patrol conducted alcohol compliance checks in Lincoln County.

This project was supported in whole or part by grant #93.959 under the SAMHSA Center for Substance Abuse Prevention, Region II Human Services, and the Nebraska DHHS Division of Behavioral Health.&nbsp;

In total, 14 businesses were checked. One of those businesses sold alcohol to a minor for a non-compliance rate of 7 percent. All 14 businesses checked the minor’s ID.&nbsp;

The business that sold alcohol to a minor was:

Antonio’s Italian Bistro – North Platte

The businesses include convenience stores, grocery stores, restaurants, liquor stores, and bars. Businesses that sell alcohol to a minor are referred to the Nebraska Liquor Control Commission. Clerks who sell alcohol to a minor are cited for procuring alcohol for a minor.

Nebraska Extension and Nebraska Beef Quality Assurance will be offering Beef Quality Assurance and Beef Quality Assurance Transportation Certification.

The date and location is 4 to 6 p.m.    Wednesday, March 8, at the West Central Research and Extension Center, 402 W. State Farm Road, North Platte.

Nebraska Beef Quality Assurance will be presenting the latest on the BQA and BQA Transportation programs and certifying/recertifying producers in BQA and BQAT. The BQA and BQAT programs educates beef producers and transporters on animal health best management practices, proper stockmanship, and proper animal welfare guidelines. “Beef cattle producers, who are committed to producing a quality, wholesome and safe beef and beef products for consumers, are encouraged to attend to stay up to date on BQA practices,” said Jesse Fulton, director of Nebraska Beef Quality Assurance.

“By becoming or staying BQA and BQAT certified you are an integral part of beef's positive story to consumers. A story that can increase their understanding - and confidence - in how you and your operation are raising and transporting an animal that is fit to enter the beef supply chain,” said Fulton.

Many commercial beef packing facilities require producers who sell fed cattle to them to be BQA certified and those who deliver cattle to their facilities to be BQAT certified. If you have questions on how this may affect you, call Nebraska BQA.

All producers are invited to attend. BQA and BQAT certification is valid for three years. If your last BQA or BQAT training occurred prior to 2021, your certification could soon be or already be expired. Beef producers are encouraged to attend in order to keep their BQA and BQAT certification current. The certification fee is $20/person or a flat fee of $100 for operations who bring 5+ people.

Attendees will need to register online at bqa.unl.edu or by calling the Panhandle Research and Extension Center at 308.632.1230. Those who call in their registration, will need to be prepared to give name, phone number, for all those registering. Additionally, an email address will need to be provided for certificates to be electronically issued.

'The Skin of Our Teeth' opens Wednesday in North Platte

GRAND ISLAND — Investigators with the Nebraska State Patrol Tech Crimes Unit have arrested a Grand Island man after a child exploitation investigation.

On Nov. 7, 2022, NSP, with assistance from Homeland Security Investigations, performed a search warrant at the residence of 1612 S. Lincoln Ave. in Grand Island. The search of the residence involved a child exploitation investigation.

Following an investigation, NSP investigators arrested Andrew Alcala, 21, for possession child pornography on Monday. Alcala was lodged in Hall County jail. The investigation remains ongoing.

Neb. man arrested on suspicion of possession of child pornography

North Platte, Ne - North Platte emergency crews attended to a one-car rollover accident near Front Street and Lakeview Tuesday afternoon. No other information at this time.

Rollover accident on west Front street Tuesday afternoon

On Tuesday at approximately 1:09 a.m., the Kearney Police Department along and CHI Good Samaritan Hospital EMS responded to a single car crash at North Railroad Avenue and B Avenue in Central Kearney.

Preliminary investigation indicates a white 2009 Toyota Corolla was eastbound on North Railroad at B Avenue, it left the roadway striking the power pole on the northeast corner of the intersection. The lone occupant and driver of the vehicle was identified as 31-year-old Michael L. Swalley, Kearney.

Swalley was transported to Good Samaritan Hospital by ambulance for treatment of injuries sustained during the crash. After arriving at GSH Emergency Department, Swalley’s condition worsened and lifesaving efforts were initiated, sadly, Swalley died at Good Samaritan Hospital as a result of injuries sustained during the crash. Family of the deceased have been notified.

This crash remains under investigation, anyone with information is asked to contact the Kearney Police Department.

After a few mild days in a row, the return of wintry weather is expected by late Wednesday night, the National Weather Service in North Platte said.

There is a 20 percent chance of snow after midnight Wednesday, increasing to 30 percent throughout the day Thursday.

The high temperature Thursday is only expected to reach 34 degrees, rebounding to the 40s by Friday.

NWS: More snow possible starting Wednesday

The world had largely forgotten about Native American people by the early 1970s, said Marcella Gilbert.

Native populations had been decimated by disease and colonization; their sprawling homeland where ancestors had roamed was splintered into reservations. The Lakota language was nearly extinct and practicing the Lakota religion was illegal.

“People across the world didn’t even know we still existed,” Gilbert said. “They thought John Wayne killed us all.”

But she said that began to change after South Dakota was put in the national and international spotlight starting on Feb. 27, 1973.

On that day 50 years ago, hundreds of Native Americans and Indigenous activists began a 71-day standoff against the U.S. government at Wounded Knee on the Pine Ridge reservation, fighting for Native American recognition and rights.

The confrontation and subsequent negotiations with the federal government about treaty obligations were on international display, said Gilbert, daughter of one of the occupation’s leaders, Madonna Thunder Hawk.

“The world became aware that we were still here,” said Gilbert, a member of the Cheyenne River Sioux Tribe. “History exploded in front of their faces.”

Wounded Knee ’73 spurred movements globally and nationwide to recognize Indigenous rights, and the work continues today with the children and grandchildren of the ’73 activists.

“It’s about knowing who we are and how we educate our future generations,” Gilbert said.

Madonna Thunder Hawk is an 82-year-old great-grandmother, a community worker and a member of the Oohenumpa band of the Cheyenne River Sioux Tribe.

Fifty years later, she can remember the sounds of gunfire at Wounded Knee.

Back then, she was a 32-year-old mother serving as a medic for the American Indian Movement, a grassroots Native American organization started in Minneapolis in 1968. She joined because she was determined to forge a better future for her family and children. She spent “practically every night” huddled in a bunker while AIM members traded gunfire with the federal government.

“To be organized was new and amazing,” Thunder Hawk recalled. “We were younger people then. Any time young people are on the move, change happens.”

AIM was labeled as a militant group by the federal government for its disruptive protests, including a protest in Custer weeks before the occupation about the insufficiency of charges against a white man who killed a Native American man. Eventually, the protest turned into a riot with extensive damage to public property.

After the incident in Custer, Thunder Hawk traveled to the Pine Ridge reservation with an AIM caravan at the request of Lakota elders on Pine Ridge to discuss corruption on the reservation, she said.

Thunder Hawk assumed the visit would just be a day trip, but the group moved into the small town of Wounded Knee the night of Feb. 27, 1973, taking over the trading post and establishing a base of operations shortly before being surrounded by federal agents.

By the time the siege ended on May 8 with an agreement to disarm and further discuss treaty obligations, at least three people were killed and more than a dozen were wounded.

The occupation became a symbol of Indigenous power, said Beth Castle, a former professor of Native American studies at the University of South Dakota and a director and producer of the 2018 documentary “Warrior Women,” which focused on female leadership during the occupation and in following Native movements.

“Wounded Knee hit every newspaper in the world. It announced this existence and continual survival of Native people,” Castle said.

But the occupation is not a celebratory memory for everyone. The late Tim Giago, who was an Oglala Lakota newspaper publisher and columnist, lived in Wounded Knee as a child in the 1930s. His father was a clerk and butcher at the Wounded Knee Trading Post.

The cabin they’d lived in was burned to the ground during the occupation, Giago&nbsp;<a target="_blank" href="https://www.indianz.com/News/2013/01/14/tim-giago-the-destruction-of-w.asp">wrote in a commentary</a>&nbsp;in 2013. AIM members took&nbsp;<a target="_blank" href="https://www.history.com/this-day-in-history/aim-occupation-of-wounded-knee-begins">11 Wounded Knee residents</a>&nbsp;as hostages during the occupation, including the owners of the trading post.

“The village is now gone, burned to the ground,” Giago wrote. “The homes and the Trading Post were never rebuilt and the empty streets and burned out homes are stark reminders of the day Wounded Knee was ‘liberated.’”

But Castle said the occupation led to the passage of the American Indian Religious Freedom Act and the Indian Child Welfare Act of 1978, as well as the United Nations Conference on Indians in the Americas, which eventually led to the Declaration on the Rights of Indigenous Peoples signed in 2007.

Thunder Hawk has continued her work in grassroots activism through the Women of All Red Nations, Black Hills Alliance and more, including serving as an elder organizer for the&nbsp;<a target="_blank" href="https://www.npr.org/sections/thetwo-way/2017/02/22/514988040/key-moments-in-the-dakota-access-pipeline-fight">Dakota Access Pipeline protests of 2016</a>&nbsp;on the Standing Rock Indian Reservation in south-central North Dakota.

Castle said the success of Standing Rock would not have been possible without its predecessor and that current grassroots efforts in South Dakota, such as&nbsp;<a target="_blank" href="https://ndncollective.org/">NDN Collective</a>&nbsp;and&nbsp;<a target="_blank" href="https://www.thundervalley.org/">Thunder Valley Community Development</a>, are continued efforts inspired by Wounded Knee ’73.

“These efforts are all connected to the sons and daughters of movement organizers and leaders,” Castle said. “They’re the ones that carry the fire on.”

The occupation of Wounded Knee established the resurgence of Native Americans voices. Yet five decades after the occupation, the Lakota language is still dangerously close to extinction. Of the nearly 200,000 Lakota people alive in 2021,&nbsp;<a target="_blank" href="https://www.lakotatimes.com/articles/lakota-language-revitalization/#:~:text=It%20is%20estimated%20that%20of,2%2C000%20are%20fluent%20Lakota%20speakers.">fewer than 2,000 were fluent</a>&nbsp;Lakota speakers.

Part of that was due to the forced assimilation of Native American children at Indian boarding schools across the country, said Sierra Concha, a literacy project coordinator at Red Cloud Indian School in Pine Ridge. Red Cloud was formerly the Holy Rosary Mission boarding school where Concha’s grandmother was sent as a child.

Concha’s grandfather, AIM leader and Wounded Knee ’73 activist Dennis Banks, was sent to a boarding school in Pipestone, Minnesota.

Native children were removed from their families and communities by the federal government in the late 1800s until the mid 1900s and placed in boarding schools where they weren’t allowed to speak in their native language, wear their hair in traditional customs or pray according to their religion.

But Lakota educators are reclaiming the space that stripped their relatives’ cultural identity now, using it to revitalize Lakota language and culture. Red Cloud serves over 500 Lakota students and includes a comprehensive Lakota language curriculum and Lakota language immersion program.

“This work is so important because we’re reclaiming not only our language but our Indigenous knowledge systems — things that come with language and are tied to every part of our identity like songs, prayers and stories,” Concha said. “Our language is the very core of our being and who we are as unique Indigenous people.”

Concha said Banks’ mission was to ensure that native people were “recognized and treated as equals.” Banks died in 2017, but his children and grandchildren continue that work.

Banks Rama said she draws inspiration from her father Dennis Banks’ example.

“He used to have this phrase: ‘It was my generation’s job to go and beat these doors down and fight our way into these institutions and have native people be heard and recognized. It’s your generation and the next generation’s job to walk into these institutions and work them from the inside with the same mission,’” Banks Rama said.

As an administrator, Banks Rama said she’s able to advocate for change “at the table.”

South Dakota ‘still taking our children away’

While the Indian boarding school era is over, Thunder Hawk’s continued mission is to strengthen and reunite Native families. The work stems from her activism in the ’70s.

She called the foster care system a polished and “modernized” version of boarding schools.

<a target="_blank" href="https://cwoutcomes.acf.hhs.gov/cwodatasite/pdf/south%20dakota.html">More than half the state’s foster children are Native American</a>, even though Native children make up only 12% of the population. And Native American children are nearly three times as likely to be in foster care as other children, according to a&nbsp;<a target="_blank" href="https://www.casey.org/media/ICWA-data.pdf">2020 Annie E. Casey Foundation study</a>.

Foster care is “more acceptable to outside society,” but is still a “form of genocide” and colonization, Castle said.

Gilbert serves as director at the&nbsp;<a target="_blank" href="https://southdakotasearchlight.com/2023/02/14/it-takes-a-village-foster-program-is-a-new-model-of-care-for-indigenous-children/">Simply Smiles Children’s Village in La Plant&nbsp;</a>on the Cheyenne River Reservation, which aims to improve Indigenous foster care by keeping children in their tribal community instead of placing them in foster families away from the reservation.

The village can house up to 18 children and has hired trained professionals whose full-time job is to care for children in a village setting that provides cultural programming and mental health services.

“Our people have lost so many things because of the oppression of the government,” Gilbert said. “The foster system is an extension of that. They’re still taking our children.”

Thunder Hawk’s mission in the last five decades has always focused on family and child welfare. As a member of the Waśagiya Najin “Standing Strong” grandmother’s group on the Cheyenne River Reservation, Thunder Hawk and Gilbert helped bring Simply Smiles to the community and are working with the tribal council to develop a family restoration program and department through tribal government.

Freedom fighters: ‘It’s in our DNA’

Some of the issues activists fought for in 1973 haven’t changed in 50 years.

While much work has been done and there have been improvements, the ultimate goal is tribal sovereignty and self sufficiency, Banks Rama said.

“Now we have native policy makers, legislators, lawyers and business people – people who understand the system,” Banks Rama said. “Tribes have a better understanding of their sovereignty now and how to assert their sovereignty when dealing with the federal government.”

Tatewin Means, daughter of the late AIM member and spokesman Russell Means, served as the attorney general for the Oglala Sioux Tribe in the 2010s and ran unsuccessfully for South Dakota attorney general in 2018. But she’s stepped away from her role in government to run Porcupine’s Thunder Valley Community Development as its executive director.

Working at the nonprofit allows her the freedom to dream and the autonomy to see those dreams through.

“Liberation. Freedom. That’s always been our collective vision as a nation to reclaim that sovereignty prior to colonization and to get as close as possible to being the spiritual beings and have the way of life we’ve always carried,” said Means, a member of the Sisseton Wahpeton Dakota, Oglala Lakota and Inhanktonwan nations. “It’s still there now because we’ve fought so hard to keep it.”

Means said her father taught her about the occupation as she grew up and how the event “reawakened the strength, spirit and pride to be Lakota and Indigenous.”

“It’s not just the legacy of him or other people, but the legacy that our community left — individuals who sacrificed their lives there and were willing to die so our people could be free from oppression,” Means said. “It’s part of our responsibility to be freedom fighters. It’s who we are; it’s in our DNA.”

Banks Rama said she’s grateful for the work her father and other activists did at Wounded Knee in 1973. Their activism set a foundation for the work Indigenous people across South Dakota and the United States continue today.

“The Lakota people and the Indigenous people across this country are very strong and resilient,” Banks Rama said. “Our youth and the next seven generations are rising.”

The Lincoln County Sheriff’s Office has seen a recent increase in scams being perpetrated on residents in Lincoln County. We are working with local banking institutions to thwart this theft by educating the public and banking members as to what specifically is being done in these scams and what to look out for. 

As always, you can contact your local law enforcement for assistance if you suspect you are being scammed or have questions. 

In our recent scams, we are finding that generally an older aged person is being contacted by phone, email or pop-up on their computer. The scammers allege that the victims identify has been comprised or a loved one is in jail or has a warrant and it needs to be taken care of before they come and make an arrest. 

No law enforcement or Federal agency will ever ask you to post a bond, pay a fine using a gift card, send cash through the mail or purchase Bitcoin. In several recent scams, victims were asked to withdraw large amounts of cash at the bank and either take it home or purchase Bitcoin with it. Once the Bitcoin is purchased or cash sent via mail or another service, the victim is out the money. 

Another indicator that you are involved in a scam is the person you are in contact with will want to be on the phone with you while you make the withdrawal. If this is the case, have a bank employee talk to them to verify what is going on. 

 Please take your time and listen to your bank employees if they express concern about your withdraw. They are trained in what they do and could help prevent you from losing your money. If you have been the victim of this type of scam, please make sure you report it to the appropriate law enforcement in the area that you live in. 

While it is very hard to get your money back due to the nature of this type of scam, we are working with the Department of Homeland Security who have the tools to investigate these crimes nationwide. Again, if any of the following lines are used, just hang up and block the number.  YOU ARE BEING SCAMMED!!

 3. Nobody is ever going to call you to give you large sums of money, an easy loan or big prize.   It’s always a scam, hang up and block the number. 

4. Someone calls and offers you anything that you must pay up front for, its always a scam, hang up and block the number. 

 5. Legitimate business never ever asks you to wire money, send gift cards or deposit cash into bitcoins.   It is a scam every time, hang up and block the number. 

  Remember you were doing fine just before the phone call.  If you have any thoughts the scammer was legitimate, contact local law enforcement. Local law enforcement will know.  These scumbags make a living at stealing and are very convincing, so be very skeptical and remember you can always hang up and block the number.

Lincoln Co. Sheriff warns of uptick in phone scams

AURORA — The Nebraska State Patrol, Hamilton County Sheriff’s Office, and Hamilton County Attorney have released additional information regarding an investigation into a homicide that occurred in Marquette.

The investigation began at approximately 12:45 p.m. Sunday, when the Hamilton County Sheriff’s Office received a 911 call at a residence of 502 Carnahan St. in Marquette. Inside the home, the sheriff’s office located a deceased woman, identified as Angela Adams, 49. The sheriff’s office requested assistance from the Nebraska State Patrol.

Investigators learned that Adams had been with her husband, Jeffrey Adams, Saturday evening, but he was not at the home when authorities arrived to investigate the incident. A short time later, Jeffrey Adams arrived at the Hamilton County Sheriff’s Office to turn himself in. He was arrested by Nebraska State Patrol investigators.

Investigators have determined that the incident began with an argument, during which Jeffrey Adams struck Angela Adams multiple times. Jeffrey Adams then left the home. 

Adams, 47, has been lodged in Hamilton County jail for second degree murder. The investigation remains ongoing.

A rural Gering man missing since Feb. 21 has been found dead in Wyoming by family members.

The Scotts Bluff County Sheriff's Office reported Joseph Sloan, 37, was found by family members in rural Laramie County, Wyo. Foul play is not suspected, officials said in a news release.

The Laramie County Sheriff's Office is handling the investigation.

"Our department worked closely with the family and other agencies during the search for Joseph," the Scotts Bluff COunty Sheriff's Office said in a news release. "We wish to thank the Nebraska State Patrol (the Air Wing spent many hours on the search over two days), the Goshen County Sheriff’s Office (Torrington, Wyo.),&nbsp; the Laramie County Sheriff’s Office (Cheyenne, Wyo.),&nbsp; and the Wyoming Highway Patrol for the assistance they provided.

NORTH PLATTE — District 177 in North Platte is starting to to look more and more like the sketches that preceded construction in 2021. Dunham's opened in November, the new Nebraskaland Tire followed shortly thereafter. 

GNC celebrated its grand opening this week underneath the new apartment buildings known as Heartland Flats on the south side of the new District 177 building. This week, walls started going up on the Freddy's Frozen Custard restaurant that is slated to open this spring.

Forty million people in the U.S. are 
having difficulty affording household expenses, and a little more than 
25 million people say they sometimes or often do not have enough to eat,
 <a target="_blank" href="https://www.census.gov/data/tables/2023/demo/hhp/hhp54.html">according to</a> the U.S. Census Bureau’s most recent Household Pulse survey data.

The survey is designed to collect 
data on household experiences during the pandemic as well as its 
economic recovery. The U.S. Census Bureau, working with other federal 
agencies to produce the data, started the surveys in April 2020.

The most recent survey, which was 
taken Feb. 1 to Feb. 13, also showed that 16% of those surveyed said it 
was very likely that they would be evicted in the next two months and 
23.7% said it was somewhat likely. That’s up slightly from December, 
when 14.3% said it was very likely they’d be evicted in that time frame 
and 28% said it was somewhat likely.

The data reflects that Americans are 
continuing to struggle with inflation, a struggle made worse for some by
 the disappearance of pandemic relief across the country. Although 
inflation is moderating, it’s still high. The Consumer Price Index, <a target="_blank" href="https://www.bls.gov/news.release/cpi.nr0.htm">released</a>
 on Feb, 14, showed that the price of meats, poultry, fish and eggs rose
 0.7% over the month and eggs rose 8.5% over the same time period. The 
Federal Reserve continues to raise rates in an effort to bring down 
inflation, which it <a target="_blank" href="https://www.federalreserve.gov/newsevents/pressreleases/monetary20230201a.htm">said</a> “remains elevated.”

In the meantime, much of the pandemic
 relief funds have been allocated, with 87% of American Rescue Plan Act 
funds being appropriated already by December. The <a target="_blank" href="https://iowacapitaldispatch.com/2023/02/23/rural-hospitals-gird-for-unwinding-of-pandemic-medicaid-coverage/">unwinding</a>
 of pandemic Medicaid coverage will likely leave millions of people 
without coverage. Early in the pandemic, Congress provided a temporary 
increase in benefits for recipients of SNAP, the federal nutrition 
assistance program, but that ends March 1. When that happens, the 
average person will get about $90 less in SNAP benefits a month, <a target="_blank" href="https://www.cbpp.org/research/food-assistance/temporary-pandemic-snap-benefits-will-end-in-remaining-35-states-in-march#:~:text=The%20Supplemental%20Nutrition%20Assistance%20Program's,end%20after%20February%202023%20issuances.">according to</a> the Center for Budget and Policy Priorities.&nbsp;

As SNAP’s emergency benefits go away,
 the effects may eventually show up in Pulse data, said Lauren Bauer, a 
fellow in economic studies at Brookings Institution and associate 
director of the Hamilton Project.

The current Pulse data shows that 
since expanded COVID-19 unemployment benefits ended in the fall of 2021,
 fewer people are relying on unemployment insurance to buy food. When 
asked how they had paid for food in the past seven days, 13 million said
 they used SNAP benefits compared to 1.8 million who said they used 
unemployment insurance benefits. That’s up from 12.7 million who relied 
on SNAP in January and 12.1 million in December. In the survey from Feb.
 17 to March 1, 2021 — before expanded unemployment benefits ended — 
11.9 million people used unemployment benefits to buy food and 10.8 
million used SNAP benefits.

“…What part of the safety net is 
still providing families with a material amount of income given all of 
the stuff that has gone away? And right now SNAP is the main program 
that’s doing that. Everything else is coming out of income, borrowing, 
spending down savings, etc.” Bauer explained.

Families of four at 200% of the 
poverty line are an example of who has the most to lose when emergency 
SNAP benefits go away, Bauer said.

“It’s families who normally, via the 
formula, would lose 30 cents for every dollar as you tick higher and 
higher up the income distribution who are going to see the biggest hit. 
Those are typically low-income workers,” she said.

In addition to these benefits drying 
up, Republican state lawmakers are targeting food stamps in a number of 
ways, such as adding <a target="_blank" href="https://kansasreflector.com/2023/02/08/house-republicans-explore-new-way-to-punish-low-income-aging-kansans-seeking-food/">stricter work requirements</a> and <a target="_blank" href="https://iowacapitaldispatch.com/2023/01/26/lawmakers-advance-proposed-snap-changes-but-say-theyll-drop-plans-to-restrict-some-foods/">limiting the food that qualifies</a>. In Congress, House Republicans are using this year’s farm bill to <a target="_blank" href="https://www.washingtonpost.com/us-policy/2023/02/16/food-stamps-gop-proposed-cuts/">restart a discussion</a> on SNAP’s work requirements and waivers that exempt some recipients from certain SNAP rules.&nbsp;

Southern states showed higher rates 
of financial stress in surveys collected in February, January, and 
December. Pulse data shows that in February, <a target="_blank" href="https://www.census.gov/data-tools/demo/hhp/#/?measures=FOODSCARCE&amp;periodSelector=54">food scarcity rates</a>
 were highest in Kentucky, Mississippi and Louisiana, and in January, 
they were highest in Mississippi, Louisiana and Florida. Mississippi, 
Kentucky, and Texas were the highest in December. Difficulty paying for <a target="_blank" href="https://www.census.gov/data-tools/demo/hhp/#/?measures=EXPENSE&amp;periodSelector=54">usual household expenses</a>
 was highest in Mississippi, Alabama and Louisiana in February, followed
 by West Virginia and Kentucky, and in January, people in Louisiana, 
Mississippi and Florida said they struggled most with these expenses.

“In general, a lot of these measures 
of benefit generosity are lower in the South of the U.S. and it would 
make sense that at the expiration of the federal expansion, they’re 
reverting to a less generous state,” said Alex Bell, a postdoctoral 
scholar at the University of California’s California Policy Lab.

Michael Leachman, senior vice 
president for state fiscal policy at the Center on Budget and Policy 
Priorities, said a lack of Medicaid expansion in many Southern states 
and stricter eligibility requirements for benefits may help to explain 
some of the data. With more pandemic aid ending, Americans all over the 
country will feel the pain of losing those resources, he said.

“The other provisions that were put 
in place during the height of the pandemic made a huge difference in 
terms of child poverty and other forms of hardship that people are 
experiencing,” he said. “… About 90% of [state ARPA funds] has already 
been allocated, and it’s made a huge difference in the lives of people 
who were particularly harmed, but with it winding down, even though the 
job market is relatively strong, the effects of the pandemic are 
lingering in all sorts of ways.”
