Danielle Conrad, executive director of the ACLU of Nebraska, said the report underscores legislators were right to hit the pause button on a proposal to build a new $230 million prison. She argued Nebraska leaders have no plan for staffing the existing state prison system, let alone a new facility that would amount to one of the largest state earmarks in taxpayer history. "That staffing crisis has been expanded to other facilities," Conrad explained. "Gov. (Pete) Ricketts and (Department of Correctional Services) director (Scott) Frakes have never answered the questions about how to staff this massive new prison, which wouldn't even solve our overcrowding problems." Proponents of building a new facility say it will create jobs and begin to relieve overcrowding. But Conrad pointed to effective alternatives she contended are far less expensive and address root causes, including mental-health and addiction issues. Report: Nebraska’s ongoing prison staffing crisis expands

CRAWFORD, Neb.-A Crawford man is in a Denver hospital after he was seriously injured during the local fireworks display.

Luke Norman was assisting with the fireworks display at the Crawford Rodeo Grounds on Sunday when he took a direct hit to the face from a firework.

According to a Facebook post from his wife Erin, Luke was transported to a Denver hospital where he underwent surgery for injuries to his face and eyes.

According to the post, Luke sustained minimal damage to his right eye but suffered a retinal detachment in his left eye.

Luke is expected to make a full recovery, however, he may face multiple surgeries on his left eye in the future.

"Please continue prayers for healing," said Erin. "Thank you for all your support. What a wonderful community we live in. So blessed."

LINCOLN, Neb. —Director Jim Douglas recently was honored with the Sagamore of the Forest, Fields and Streams award for his contributions to the Midwest Association of Fish and Wildlife Agencies (MAFWA), as well as for his leadership of the Nebraska Game and Parks Commission.

Keith Warnke, president of MAFWA and director of the Wisconsin Department of Natural Resources, presented the award at a ceremony Tuesday in recognition of Douglas’ leadership with the organization for the past 10 years and with the Commission for the past 47. Warnke described Douglas as a “titan leader for the Midwest.”

“I would like to express my deep personal gratitude and the gratitude and respect of the entire MAFWA board for your dedicated, untiring service,” Warnke said.

The Sagamore award is given, only when earned, to a state agency director who has contributed significant service to MAFWA. Douglas served as president of MAFWA in 2017 and is the current co-chair of the organization’s Midwest Landscape Imitative. He is also MAFWA’s official representative for the Federal Aid Joint Task Force, the Monarch Joint Venture Steering Committee and the National Bobwhite Conservation Initiative.

Douglas expressed his heartfelt thanks and appreciation to his colleagues and counterparts at the ceremony.

“I am humbled by this recognition,” he said. “There are so many moments that help make everything we do as a director worthwhile. We don’t remember days; we remember moments, and we remember so many special moments in our careers.”

“This is a noble profession, and I take pride in building upon the accomplishments of those who have come before me. As I approach retirement, I take great pleasure knowing those coming after me will continue to make great progress.”

Douglas will retire from the Nebraska Game and Parks in November after 47 years of service.

The Midwest Association of Fish and Wildlife Agencies is an organization that advocates for state’s rights in fish and wildlife issues, promotes efficiencies in government, promotes multi-state initiatives to keep species from being listed under the endangered species act and institutes fish and wildlife education programs. It was formed in 1934.

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. He has refused his Assent to Laws, the most wholesome and necessary for the public good.

He has forbidden his Governors to pass Laws of immediate and pressing importance, unless suspended in their operation till his Assent should be obtained; and when so suspended, he has utterly neglected to attend to them.

He has refused to pass other Laws for the accommodation of large districts of people, unless those people would relinquish the right of Representation in the Legislature, a right inestimable to them and formidable to tyrants only.

He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public Records, for the sole purpose of fatiguing them into compliance with his measures.

He has dissolved Representative Houses repeatedly, for opposing with manly firmness his invasions on the rights of the people.

Nebraska State Troopers will be on patrol across the state this weekend, working to keep Nebraskans and visitors safe during the Independence Day Weekend.

“This weekend is setting up to be filled with great food, friends, and fireworks,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “As we gather to celebrate our nation’s independence, we ask that you do so safely, including on your travels to and from gatherings.”

Troopers will be monitoring for impaired driving on roadways throughout Nebraska, including patrolling several state recreation areas. Troopers will partner with the Nebraska Game and Parks Commission for specific efforts around Lake McConaughy from July 3 – July 5. This effort is made possible thanks in part to a grant for $17,700 from the Nebraska Department of Transportation – Highway Safety Office.

NSP reminds all motorists that if alcohol is part of your plans for Fourth of July parties, you should also make plans to have a safe ride home. In addition to planning for safe travel, NSP also encourages safety around fireworks.&nbsp; 

Nebraskans can get information on fireworks safety and changes to Nebraska fireworks laws from the Nebraska State Fire Marshal. Any motorist who needs help on the road can call the NSP Highway Helpline at *55 or 800-525- 5555 to speak directly with an NSP dispatcher.

COZAD, Neb.-Bill Carter of Cozad is the seventh and final winner of a 2021 Ford F-150 XLT 4x4 SuperCrew Flex Fuel truck in the 26th edition of the Nebraska Lottery’s $2 Truck$ &amp; Buck$ Scratch game.

Carter purchased his winning Truck$ &amp; Buck$ ticket at Cozad Cenex at 801 S Meridian Ave. in Cozad.

Nebraska Lottery officials presented Carter with his truck on Thursday, July 1 at Cozad Cenex.

Carter said that he’d been joking with the clerk when he bought the ticket, saying he needed some gas so he might as well buy a Truck$ &amp; Buck$ ticket to try to win one of the $500 ethanol fuel cards offered in the game.

“I said, ‘Give me a couple of them,’” Carter said. “It just happened to be the goody one.”

Carter’s had some good luck before playing Scratch and Lotto games. He won a big prize a few years back in New Mexico and he also won the $5,000 top prize on the Nebraska MyDaY Lotto ticket.

He said he doesn’t consider himself to be an especially lucky guy, but he plays every once in a while.

Even though he was joking about playing to win a fuel card, Carter said the new truck will probably make filling up a less frequent occasion.

“My old truck, it gets about 14 miles per gallon,” he said. “I’m sure this one gets a tad bit more than that.”

The 26th edition of the Nebraska Lottery’s popular $2 Truck$ &amp; Buck$ Scratch game featured the 2021 Ford F-150 XLT 4x4 SuperCrew Flex Fuel truck as its top prize. Players had the opportunity to win one of seven Ford F-150 trucks as well as cash and Ethanol-enriched fuel prizes. Over $831 million has been raised for the Nebraska Lottery’s beneficiary funds since the Lottery began in 1993. All 93 counties in Nebraska have benefited from projects funded with these Nebraska Lottery proceeds.

The Nebraska Lottery recently distributed among its beneficiary funds $12,076,086, derived from a share of Scratch and Lotto ticket sales for the previous three months.

A total of $831,069,951 has been distributed in quarterly transfers since the Nebraska Lottery began operation on September 11, 1993. The latest transfer, made the week of July 2, was distributed among beneficiaries in the following manner:

Nebraska Education Improvement Fund, $5,373,858; Nebraska Environmental Trust Fund, $5,373,858; Nebraska State Fair Support and Improvement Fund, $1,207,609; and Compulsive Gamblers Assistance Fund, $120,761.

Amendment 4 passed by Nebraska voters in November of 2004 established the following distribution formula: Education as directed by the Legislature (44.5 percent) - currently distributed to the Nebraska Education Improvement Fund; Nebraska Environmental Trust Fund (44.5 percent); Nebraska State Fair (10 percent); and the Compulsive Gamblers Assistance Fund (1 percent, plus the first $500,000 in fund proceeds each fiscal year).

The funds' respective totals to date are:

Nebraska Education Improvement Fund, $98,425,070; Nebraska Environmental Trust Fund, $355,116,392; Nebraska State Fair Support and Improvement Fund, $60,259,473; and Compulsive Gamblers Assistance Fund, $18,655,702.

Prior to July 1, 2016, the Education Innovation Fund received proceeds totaling $174,222,842, and the Nebraska Opportunity Grant Fund received proceeds totaling $100,929,476.

Prior to July 1, 1997, the Solid Waste Landfill Closure Assistance Fund received proceeds totaling $18,460,996. In 2004, the Legislature directed that a one-time transfer of $5 million be made to the State General Fund.

Criteria for proceeds distribution are established by the beneficiary funds in accordance with legislative mandates. Every county in Nebraska has received service through grants funded with Nebraska Lottery proceeds.

The Nebraska Lottery marked $3 billion in total sales (since 1993) in June 2019.

The state has issued health alerts for Harmful Algal Blooms (HABs), also known as toxic blue-green algae, at Bluestem Lake in Lancaster County, Johnson Lake in Dawson and Gosper counties, and Kirkman’s Cove Lake in Richardson County.&nbsp; 

The Health Alert designation for Harmful Algal Blooms (also referred to as “toxic blue-green algae”) means that the state has determined that the level of toxins in the water make it potentially unsafe for full-body recreational activities, such as swimming. The toxin being measured is microcystin, which is generated from certain strains of blue-green algae.

During a Health Alert at a public lake, signs will be posted advising the public to use caution. Affected swimming beaches will be closed. Boating and other recreational activities will be allowed, but the public will be advised to use caution and avoid prolonged exposure to the water, particularly avoiding any activity that could lead to swallowing the water.

Samples taken earlier this week at these lakes were above the health alert threshold of 8 parts-per-billion (ppb) of total microcystin (a toxin released by certain strains of blue-green algae). 

This is a lower threshold than previous years, based on recommendations issued in 2019 by the U.S. Environmental Protection Agency (EPA). 

 Previously, the State of Nebraska had set a limit of 20 ppb but adopted the new limits after concluding that the new EPA threshold is based on the best scientific evidence available, and is protective of public health.

&nbsp;For the 10th time since 2010, Western Nebraska Community College has been named a 'Best for Vets' college by Military Times magazine.

WNCC ranked No. 47 among two-year institutions chosen to the 2021 list based on a survey that hundreds of colleges and institutions nation-wide complete. The survey is used to rank colleges in university culture, academic quality and outcomes, policies, student support, and costs and financial aid in regards to military and veterans services.

"We are extremely excited to have made the "Best for Vets" list for the 10th year," Christine Wolf, WNCC military &amp; veterans affairs director said.&nbsp;"We are very proud of the services we can provide for our military participants, students, and dependents and plan to continue those service for years to come."

The 'Best for Vets' honor is in addition to earning the Military Friendly®&nbsp;School designation for the 2021-2022 academic year from Military Friendly and its parent company VIQTORY, a service-disabled,&nbsp;veteran-owned small business.&nbsp;WNCC has earned the Military Friendly® School distinction every year since 2010.

The WNCC Military &amp; Veterans Affairs Office serves as a certification site for Veterans Administration education benefits, and handles assistance with benefits applications, academic advising, college curriculum, and any additional information on veteran services in the region. WNCC earns 10th 'Best for Vets' Distinction by Military Times magazine

NORTH PLATTE, Neb.-The beautification, and rehabilitation project in Downtown North Platte continued as new signage was installed on Friday morning.

Steele's Roofing and Construction and TK Welding completed and installed the new sign welcoming patrons to downtown North Platte. Joseph Hewgley and Associates and Condon Signs also collaborated on the design.

The Downtown Merchants Association and the city of North Platte are partnering on the project.

North Platte Canteen District gets new signage

IMPERIAL, Neb.-The public will have its first look at the renovated Mid-Plains Community College Imperial Campus on July 21.

An open house is planned for 4 p.m. (MT), followed by a ribbon-cutting ceremony at 4:30 p.m. and MPCC Board of Governors meeting at 6 p.m.

Work to renovate and expand the campus began about a year ago after it was determined more space was needed to meet area demands.

A steady increase in full-time enrollment, as well as additional partnerships with local businesses and industries, resulted in a need to accommodate enhanced workforce training, state-of-the-art mobile equipment and advancements in distance learning technology.

In July of last year, ground broke on a 2,500-square-foot addition on the north end of the existing campus building. The addition consists of two new classrooms, a multi-purpose community room, an office that doubles as a storm shelter, restrooms, a mechanical room and a storage room.

In January, classes were moved into the new space so they could continue uninterrupted.

The second phase of the expansion project began a month later. Crews remodeled the south end of the facility – overhauling the distance learning classroom, creating a testing room, adding a&nbsp;simulation lab to the health sciences classroom, updating the building entryway and implementing new furniture and equipment throughout.

The newly renovated Imperial Campus will be better set up to meet the needs of students, businesses and industries in the southwest corner of its service area.

Since the campus opened at its current location in 2008, it has provided the Chase County region with both traditional and non-traditional classes, business and targeted industry training and a variety of avocational and recreational courses.

The expansion will provide more opportunities for additional enrollment in nursing, CPR and Emergency Medical Services. Not only will there be increased class space for general education/transfer courses, but the multi-purpose room can also be used for on-site, applied technology courses and new hands-on learning opportunities.

Those opportunities could include everything from meetings and business training to children’s classes and community education workshops.

The expansion was possible thanks in part to the support of generous donors. In addition to MPCC’s contribution toward the $925,000 cost of the project, funding came from the City of Imperial, the Chase County Board of Commissioners, donations from several local businesses and organizations and the William and Ruth Scott Family Foundation of Omaha.

Wayne Dowhower Construction, Inc., of North Platte, was the contractor for the project.

NORTH PLATTE, Neb.-If you depend on North Platte Public Transit to get around, you will need to make alternative plans for Monday.

Public Transit will be closed on July 5 in observance of Independence Day.

Normal business hours will resume on July 6.

Public transit operates Monday-Friday from 6:00 a.m. to 6:00 p.m. and Saturdays from 7:00 a.m. to 5:00 p.m.

City offices will also be closed on Monday.

North Platte Public Transit closed Monday

The Nebraska State Patrol (NSP) is pleased to announce that Captain Martin Denton has been named Commander of the NSP Carrier Enforcement Division. Captain Denton succeeds Captain Dan Doggett, who retired on June 30, after a 34-year career with NSP.

“Captain Denton has a strong track record as a leader in many areas of our agency,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “His many years in leadership positions, a wealth of knowledge as an instructor of several disciplines, and his connections with NSP personnel throughout the state will be great assets to the Carrier Enforcement team.”

Captain Denton has been with NSP since 1996, starting his career based in Kimball. He has since served in leadership capacities in several communities including Holdrege, Scottsbluff, North Platte, and most recently in statewide positions in Process Improvement and as supervisor of the NSP Supply Division. Denton is a certified Drug Recognition Expert, has been a member of the NSP SWAT Team, and has served as an instructor for Range, Drug Recognition, and DUI Enforcement.

“I’m eager to join the talented Carrier Enforcement team,” said Captain Denton. “The troopers, investigators, and civilian teammates of Carrier Enforcement do tremendous work in every corner of our state. This statewide division is dedicated to working collaboratively with our partners in the trucking industry to keep commerce moving safely and efficiently, as well as working to keep Nebraska roads safe for all motorists.”

Captain Denton is a 2018 graduate of the Northwestern University School of Police Staff and Command. He also holds a Bachelor of Science Degree in Education from Chadron State College.

OMAHA, Neb. (AP) — A new monthly survey of business leaders suggests the economy continues growing at a strong pace in nine Midwest and Plains states. 

The overall index for the region crept up to 73.5 in June from May's already strong 72.3 reading. Any score above 50 suggests growth. 

Creighton University economist Ernie Goss said the region is expected to keep growing and return to pre-pandemic levels early next year. &nbsp;
