CHEYENNE, Wyo. (AP) — An intercontinental ballistic missile force based in southeastern Wyoming has a new commander. 

Col. Catherine Barrrington took command of the 90th Missile Wing at F.E. Warren Air Force Base in Cheyenne in a ceremony Monday. 

Barrington took over from Col. Peter Bonetti, who was base commander for two years. 

The Wyoming Tribune Eagle reports Barrington began her career as a missileer at the base in 1997. 

This is her third assignment to F.E. Warren, which oversees 150 Minuteman missiles in silos in Wyoming, Nebraska, and Colorado.

A replica of the Tomb of the Unknown Soldier will be making an appearance in North Platte from July 31 to August 1.

The replica will be brought in by horse-drawn carriage from the 20th Century Veterans Memorial to Buffalo Bill State Historical Park on July 31 at 8:30 a.m. and will be displayed at the park until August 1.

The exhibit will be open to the public from 10:00 a.m. to 5:00 p.m with a wreath-laying every hour; with carnations available for purchase.&nbsp;

UPDATED North Platte police attempt to locate missing 17-year-old

A generous donation by the Nebraska Grain and Feed Association could soon make Grain Bin Safety training available to even more individuals in Mid-Plains Community College’s service area and beyond.

The NEGFA, which has provided 125 years of service to Nebraska’s commercial grain and animal feed manufacturing businesses, announced its dissolution in May.

As one of its final actions, the association donated $10,000 to MPCC’s Business and Community Education department to assist with grain bin safety and rescue training in Nebraska.

“I’m speechless and very humbled by this wonderful donation,” said Tim Zehnder, MPCC director of Fire Science. “We haven’t decided exactly what the funds will be used for, but the thought is that they might offset some of the costs associated with smaller fire departments receiving grain bin safety and rescue training. Most of the rural fire departments don’t have budgets for continuing education, so this could be a way to help with that in areas where this type of training is needed most.”

MPCC has the only Grain Bin Safety program in the state. Zehnder travels throughout Nebraska, Colorado and Wyoming every year providing the training to fire departments, co-ops, feedlots, fairs and conferences among many other events.

“Farmers, ranchers, basically anyone who works around grain bins, can benefit from the training,” said Zehnder. “There are typically 30-50 grain bin accidents every year across the nation, and about half of those result in fatalities.”

Proper grain bin entry, air monitoring, the importance of having a lookout and wearing a harness, use of a rescue tube and methods for digging victims out of grain bins are all things Zehnder addresses in his workshops.

“There are basically two sides to our program – the awareness piece and the rescue component,” Zehnder said. “We try to hit the safety aspect pretty hard because it’s important to be proactive as opposed to reactive when working around agricultural equipment.”

He’s hopeful that the NEGFA donation will help him offer the potentially lifesaving training to as many people as possible for the least amount possible.

Mid-Plains Community College Grain Bin Safety training receives major boost

On March 13, 2020, I issued a proclamation declaring a State of Emergency related to the coronavirus pandemic.&nbsp; The State of Emergency existed over the last year to help Nebraska mobilize resources to respond to the pandemic.&nbsp; This is a separate measure from the State’s Directed Health Measures (DHM), which ended a few weeks ago.&nbsp; The DHMs had included quarantine directions and other restrictions that varied over the course of the event.&nbsp; This week, I announced that the State of Emergency would end on June 30, 2021, removing the last official pandemic measure issued by the State of Nebraska.

Looking back over the course of the pandemic, Nebraskans did what they do best by pulling together.&nbsp; In spite of the circumstances surrounding the virus, our state did very well.&nbsp; We slowed the spread of the virus.&nbsp; According to the Kaiser Family Foundation, we had the third lowest coronavirus fatality rate in the nation among people who contracted the disease.&nbsp; Our state now has the second lowest unemployment rate in the nation at 2.6%, which is the lowest unemployment rate for Nebraska since 1999.&nbsp; We achieved all this without a stay-at-home order, without a statewide mask mandate, and with no vaccine mandate or passport system.

While I oppose vaccine mandates, I firmly believe that vaccines work and people should get vaccinated.&nbsp; Coronavirus is here to stay forever, and the vaccines can help keep people healthy.&nbsp; There are a couple of reasons why I oppose vaccine mandates.&nbsp; Right now, the vaccines are still under emergency use authorizations.&nbsp; And regardless of whenever it may receive full authorization, there will always be some people who cannot take the vaccine for personal health reasons.&nbsp; I continue to encourage Nebraskans to take responsibility for their own health, and to visit with their doctor about the vaccine to learn more about it and what is right for their health.

As the last vestiges of the pandemic fall away, Nebraskans can expect a few changes in the coming days.

First, Executive Orders (EO) that I issued during the pandemic are coming to an end.&nbsp; With the emergency ending, generally all remaining Executive Orders will expire July 30th. &nbsp;There are some limited exceptions that will continue. &nbsp;My EO regarding telehealth will continue through August 27th&nbsp;at 11:59pm CT.&nbsp; The Legislature enacted LB 400 and LB 487 to make permanent changes, and these bills take effect on August 28th. &nbsp;Two EOs related to ease of doing business and complying with federal requirements regarding unemployment will continue into next year to allow the Legislature to pass LB 567, which makes permanent changes to improve our unemployment system.

Second, I have laid out some expectations for school in the fall.&nbsp; Over the last 12 months, we had a very successful school year. &nbsp;Nebraska had the sixth-highest rate of kids learning in person in K-12 schools during the 2020-2021 academic year. &nbsp;&nbsp;The University of Nebraska was one of the first major university systems in the nation to announce a return to in-person learning.&nbsp; I’ve gotten many questions from Nebraskans about measures some education systems are weighing in the fall. &nbsp;I want to be clear that I have three key expectations: Learning will be in person; no masks will be required – even for those who are unvaccinated; and school systems shouldn’t mandate the vaccine.

Third, the state is winding down our Test Nebraska operation.&nbsp; This initiative provided no-cost, barrier-free coronavirus testing to Nebraskans for over a year during the pandemic.&nbsp; It delivered hundreds of thousands of free tests to Nebraskans, and helped hospitals and schools provide access to testing along the way.&nbsp; The last day to get a test will be July 18th&nbsp;before the operation closes down on July 31st.

Fourth, Local Health Departments (LHD) will be returning to more normal operations now that much of their work regarding the virus is wrapping up. &nbsp;At my press conference this week, I announced that I am encouraging LHDs to retire their risk dials as life returns to normal.&nbsp; The risk dials were used to calculate restrictions and other requirements by businesses and organizations.

Finally, I want to strongly urge private businesses and other organizations to drop any remaining coronavirus restrictions moving forward. &nbsp;There are certainly important habits such as handwashing and staying home when you feel ill that we can all continue to practice. &nbsp;But it’s time for the other measures to fall away.&nbsp; Whether you play college sports or work in private business, it’s time to move forward. &nbsp;While many organizations can move forward on their own, it’s important to note that there are some facilities that are still governed by federal rules.&nbsp; These include airports governed by the Transportation Security Administration and skilled nursing facilities, which have to follow federal rules from the Centers for Medicare and Medicaid Services.

Director Scott Frakes says he has declared a “staffing emergency” at the Lincoln Correctional Center and the Diagnostic Evaluation Center, located next to each other in Lincoln. 

Prison officials will implement 12-hour shifts for some employees, up from the usual 8.

Frakes says the move was driven largely by a slowdown in hiring, similar to what employers have faced with the tight labor market in Nebraska and nationally.

LINCOLN, Neb. (AP) — Nebraska health officials are continuing to work to persuade residents of rural parts of the state, where coronavirus vaccination rates remain low, to get their shots. 

The Omaha World-Herald reports that vaccination rates in the state’s rural counties tend to lag far behind the rates in the state’s urban counties. 

Only about 40% of the adults in rural parts of Nebraska are fully vaccinated compared with more than 60% of those living in the state’s metropolitan areas.

 As part of the effort to reach rural areas. state health officials plan to participate in a forum hosted by the Center for Rural Affairs on Tuesday.

OMAHA, Neb. (AP) — Nebraska will formally end its coronavirus emergency this week, even though rural parts of the state continue to lag larger cities in vaccinations. 

Gov. Pete Ricketts said he will let the state’s current virus emergency expire as scheduled on Wednesday along with its remaining social-distancing guidelines that were made mandatory earlier in the pandemic. 

He says he also expects all schools to be open for in-person learning this fall without imposing any mask or vaccination requirements. 

His comments came as the number of virus-related hospitalizations dropped to 27 on Sunday after more than a month of declines. 

Still, Nebraska continues to show a wide disparity in vaccination rates between urban and rural areas.

State virus emergency to end despite rural vaccination lag

North Platte, NE—Great Plains Health CEO and North Platte community leader Mel McNea, announced today that he will run for the Nebraska Legislature in District 42.

The Nebraska State Patrol is using new technology to detect safety issues in commercial vehicles traveling on Interstate 80. The new system also helps keep safe commercial vehicles moving, improving efficiency for trucking companies.

“Really the goal of the new technology is two-fold,” said Lt. Mike Maytum, of the NSP Carrier Enforcement Division. “First, we want to identify vehicles that are unsafe, stop them, and make sure that before they leave, it’s safe to do so. The second piece of that is we want to allow companies that are doing a good job, to continue to do a good job and let them move on down the road to get goods and services moved-on to other places around the U.S.”

The new system includes technology embedded in the pavement of I-80 that detects a flat tire on a commercial vehicle, while the vehicle is moving at interstate speeds. The system then flags that vehicle and requires the driver to exit at the weigh station for the flat tire to be addressed.

“We now have a system embedded in the concrete that takes a read of those commercial vehicle tires as they’re traveling down the road at 75 miles per hour and tells us if there’s a flat tire,” said Lt. Maytum. “We can stop that vehicle, verify that information, and then see that that vehicle is repaired properly before moving on down the roadway.”

The new system also includes cameras that read license plates of commercial vehicles as well as the DOT number of each vehicle before the vehicle reaches the weigh station. The system then checks for safety concerns associated with the vehicle or trucking company. Coupled with existing weigh-in-motion, PrePass, and Drivewyze technology, the system allows most trucks in compliance with weight and safety regulations to continue without stopping at the weigh station.

The system was funded through a grant from the Federal Motor Carrier Safety Administration. The system is in place at I-80 weigh stations at Waverly and North Platte. A similar system is scheduled to be installed at the Nebraska City weigh station on Highway 2 in the future.

More Nebraskans can access food assistance despite Governor veto

FURNAS COUNTY, Neb.-A Furnas County man who was facing 14 counts involving sexual assault and sex trafficking has been found guilty by a jury on 13 of those counts.

Billy Quinn, 57, of Oxford, was in Furnas County District Court on Friday.

According to court records, jurors found Quinn guilty of two counts of human sex trafficking of a minor, three counts of first-degree sexual assault of a child, two counts of possession of visual depiction of sexually explicit conduct, three counts of manufacturing visual depiction of sexually explicit conduct, one count of child abuse and two counts of enticement by electronic communication device.

Quinn was found not guilty on one count of first-degree sexual assault.

The charges all stem from an investigation involving a then 15-year-old girl, from 2019 to 2020.

Prosecutors said the girl lived at Quinn's Oxford home and was sold to men for sexual acts and used for photos and videos, all before her 16th birthday, the age of consent in Nebraska.

Quinn's sentencing is scheduled for September 15. He faces five terms of life in prison, plus 177 years.

“I appreciate the hard work and time commitment given by this Furnas County jury to reach this verdict. I want to thank our team of experienced prosecutors, along with the Furnas county attorney, for their professional presentation of the evidence, " said Nebraska Attorney General Doug Peterson. "Thank you also to the team of investigators and law enforcement for their dedication and excellent efforts to bring this case to justice. Furnas County man convicted on 13 counts in sex trafficking case

PHILLIPS COUNTY—A Kansas man died in an accident just after 3p.m. Saturday in Phillips County.

The Kansas Highway Patrol reported a 2010 Honda ATV driven by Terry Lynn Gitchel, 64, Phillipsburg, was northbound in a pasture&nbsp; at 550 East 700 Road&nbsp; attempting to go up a steep incline. 

The ATV was unable to make the incline and flipped over backwards. Gitchel was pronounced dead at the scene and was transported to&nbsp;Olliff-Boeve Memorial Chapel. He was not wearing a helmet, according to the KHP.

RAPID CITY, S.D. (AP) — Fireworks industry experts say shipping delays from China and record-breaking sales from last year are having an impact on supplies this Fourth of July. 

The owner of Extreme Fireworks in Rapid City, Douglas Bellinger, says a shortage is limiting the amount of products he can sell this year.

Shipping delays, 2020 sales impacting fireworks availability

NORTH PLATTE, Neb.-Non-traditional and applied technology students, low-income individuals and GED recipients may be able to receive financial assistance with tuition, fees and books through the Kiewit Scholars Program at North Platte Community College.

Applications will be accepted until Aug. 1.

The goal of the Kiewit Scholars Program is to prepare students for entry or re-entry into the workforce by teaching them specific skill sets that improve their chances of obtaining employment and/or increasing wages.

Students can earn certificates, diplomas and applied associate degrees within 24 months in the areas of information technology, medical office technology and the applied technologies. The applied technologies include automotive, auto body, building construction, electrical, diesel, welding and heating, ventilation and air conditioning.

“The best part about the Kiewit Scholars program is that it creates a support system for students by providing them with resources to help them be successful,” said Teresa Piccolo, program coordinator. “I work with them personally to make sure they are effectively navigating the college system.”

Kiewit students have access to tutoring, learn about career expectations, job shadow and receive guidance with résumés, cover letters and mock job interviews.

Applications open for Kiewit Scholars Program at NPCC

LINCOLN, Neb. – As part of a national effort to reduce the number of accidents and deaths related to boating under the influence, the Nebraska Game and Parks Commission will participate July 2-4 in Operation Dry Water.

While Operation Dry Water is a year-round BUI awareness and enforcement campaign. That effort will be heightened by Game and Parks’ Law Enforcement Division officers July 2-4 at waters across the state.

Alcohol use while boating is one of the leading factors in boater deaths. In Nebraska, it is unlawful to operate a motorboat with a blood alcohol level content of .08 percent or greater. Doing so constitutes BUI, which carries penalties such as vessel impoundment, fines, jail time and loss of boating privileges.

Alcohol use can impair a boater’s judgment, balance, vision and reaction time. It can increase fatigue and susceptibility to the effects of cold-water immersion. Alcohol also is dangerous for passengers as intoxication can cause slips, falls overboard and other dangerous accidents.

"The Commission encourages boaters to enjoy the boating season with friends and family, and we also encourage them do it in a safe and responsible way,” said Craig Stover, administrator for the Law Enforcement Division. “Drinking alcohol while boating can have serious, even deadly consequences, and our goal is to make sure everyone is enjoying their time on the water and staying safe.”

Game and Parks also recommends everyone have all required boating safety equipment on board, including life jackets or U.S. Coast Guard-approved floatation devices, lights, fire extinguisher, horn, bailing bucket and an orange flag if pulling skiers and tubers.

Children age 12 and younger and anyone riding or operating a personal watercraft or being pulled on a towable must wear a U.S. Coast Guard-approved life jacket. Anyone operating a motorboat or personal watercraft must be at least 14 years old. OMAHA, Neb. (AP) — The expiration of a federal ban on evictions at the end of July raises concerns that thousands of Nebraska residents who are behind on their rent could be evicted. 

Nebraska has dedicated $200 million from the coronavirus aid package Congress passed in December to helping people pay outstanding rent and utility bills. 

Scott Mertz, an attorney with Legal Aid of Nebraska, says the number of evictions is expected to jump after the moratorium ends, but it’s not clear by how much. 

The rental assistance may forestall some evictions if families can receive the aid quickly.

WELLFLEET, Neb.-A disturbance in a Lincoln County village resulted in numerous arrests for narcotics and weapons violations.

According to the Lincoln County Sheriff's Office, on June 22, at approximately 9:20 p.m., deputies were informed of a disturbance at 25000 block of South Highway 83 in Wellfellt. 

 Deputies were told that during the disturbance two gunshots were heard. 

Authorities said the other party involved in the disturbance left the area northbound towards North Platte. 

 Deputies were able to locate these subjects south of North Platte on U.S. Highway 83. 

  In speaking with the individuals, authorities said it was learned the resident of the property, Aaron Goold, 38, of Wellfleet, fired a gun into the air while the subjects were in an argument.

Through the investigation, deputies learned of a prior incident on June 20. 

During that disturbance, Goold allegedly pointed a firearm at a female subject, who lived in the residence and threatened to shoot her. 

Law enforcement was not called on this incident. 

 Deputies developed probable cause to arrest Goold for terroristic threats, use of a weapon to commit a felony, and 3rd-degree domestic assault. 

 Further information obtained indicated there were drugs and other possible evidence still on scene at the residence, according to authorities.

While deputies were applying for a search warrant, a vehicle pulled into the residence and stopped.

  Deputies learned the driver of the vehicle, Louis Brogdon, 57, of North Platte, had a local warrant and was taken into custody. 

 During a search of his person, deputies located roughly eleven grams of suspected methamphetamine.  

Brodgon’s vehicle was searched, and deputies located five firearms. 

Brodgon is a convicted felon and was arrested on suspicion of possession of methamphetamine, possession of a firearm by a prohibited person (x5),and possession of a defaced firearm. 

A search warrant was conducted on Goold's property, which lead to the retrieval of the firearm used in both disturbances, narcotics, and drug-related items. 

 After the search, additional charges of possession of methamphetamine with intent to distribute, possession of heroin, possession of Fentanyl and possession of Buprenorphine were added against Goold. 

Following up on the investigation at Wellfleet, deputies responded to the home address of Louis Brogdon in North Platte.  When 

Deputies arrived they located a silver 2019 Kia Optima, with North Carolina Dealer plates.

 Deputies made contact with the driver, Abdihafid Farah, 40, of Grand Island. Farah is a convicted felon, according to authorities. 

 During the contact with Farah, deputies gathered reasonable suspicion that criminal activity was afoot. 

 The driver denied consent to search the vehicle and “K9 Kailah” was deployed. 

 “K9 Kailah” had a positive alert on the vehicle giving officers probable cause to search the vehicle. 

 In the vehicle, deputies located suspected methamphetamine and drug paraphernalia, along with large knives. 

Farah was placed under arrest and was searched.   An additional 1.5 grams of suspected methamphetamine was also located. 

Farah was transported to the Lincoln County Detention Center and jailed on suspicion of possession of methamphetamine and possession of a deadly weapon by a prohibited person. 

While speaking with deputies, Farah said he had traveled to North Platte to meet with Louis Brogdon. 

 Another search warrant was obtained from the information gathered during the contact and was later served on the residence. 

During the search of Brogdon's residence, a male was located inside.

The male was identified as James Brogdon, 62, of North Platte. 

Brogdon was found to be in possession of 2.4 grams of suspected methamphetamine and jailed on suspicion of possession of a controlled substance. 

  Also in the residence, were large amounts of Pseudoephedrine pills along with ammunition. 

The investigation in this matter continues and more arrests are possible.

Disturbance in Wellfleet leads to multiple arrests for drugs, weapons

RAPID CITY, S.D. (AP) — A Rapid City man has pleaded not guilty to vehicular homicide in the death of his brother. 

Prosecutors say 34-year-old Larry Walking was drinking alcohol in a parked vehicle with his brother Paul and another passenger in Rapid City last month. 

Police say Larry Walking put the vehicle in reverse after his brother got out and ran over him, then put the vehicle in drive and ran over him again. 

Authorities say Larry Walking had a blood alcohol content of 0.27, more than three times the legal limit to drive.

Vaccine hesitancy remains a challenge in the state of Nebraska,&nbsp;with public health directors from agencies across the state reporting&nbsp;reluctance&nbsp;among their&nbsp;residents.&nbsp;

“A lot of people are hesitant because it is so new, while others&nbsp;have been seeing in statistics that the first shot is 80 percent&nbsp;effective, so they think that is good enough&nbsp;and don’t come back for their second shot,” said&nbsp;Brandy&nbsp;Bird,&nbsp;&nbsp;nurse&nbsp;director&nbsp;with&nbsp;the&nbsp;Red Willow Health Department&nbsp;in McCook, Neb.&nbsp;

Or as&nbsp;Meghan&nbsp;Trevino,&nbsp;coordinated&nbsp;services&nbsp;director&nbsp;with the West Central Health Department&nbsp;in North Platte, Nebraska, said,&nbsp;“People&nbsp;just do&nbsp;not want to vaccinate overall.”&nbsp;

A survey&nbsp;jointly&nbsp;conducted&nbsp;earlier this year&nbsp;by the&nbsp;Center for Reducing Health Disparities&nbsp;in&nbsp;the&nbsp;College of Public Health&nbsp;at the&nbsp;University of&nbsp;Nebraska&nbsp;Medical&nbsp;Center&nbsp;and Nebraska Department of Health and Human Services&nbsp;(DHHS)&nbsp;revealed&nbsp;that&nbsp;among Nebraska adults who have not been vaccinated, 23 percent&nbsp;are reluctant to take the vaccine.&nbsp;&nbsp;

According to data from the Centers for Disease Control and Prevention, as of June&nbsp;24, 2021,&nbsp;only 47.5&nbsp;percent of Nebraskans&nbsp;were&nbsp;fully&nbsp;vaccinated.&nbsp;
