A bill that would approve certain forms of cannabis for medical use did not advance from general file May 12 after a motion to end debate and force a vote on the proposal failed.

<a href="http://nebraskalegislature.gov/bills/search_by_number.php?DocumentNumber=LB474&amp;Legislature=107th" target="_blank">LB474</a>, introduced by Lincoln Sen. Anna Wishart, would create a framework for legalizing medical cannabis use in Nebraska.

A constitutional amendment to legalize medical cannabis received overwhelming support from Nebraskans, Wishart said, but was blocked by a last-minute legal challenge from appearing on the 2020 general election ballot.

She said it is time for Nebraska to view patients as sick people in need of assistance, not criminals.

“This bill will not fail because of a lack of compromise or thoughtfulness on the part of myself and medical cannabis advocates,” Wishart said. “If it fails, it is because of the political pressure from a few who wield their power to stamp out the voice of the people.”

To qualify for a medical cannabis registration card under the bill, a person must receive written certification that medical cannabis would improve their condition from a health care practitioner with whom they have an established, bonafide relationship.

Registered medical cannabis users could purchase cannabis through regulated in-state dispensaries or home delivery from out-of-state suppliers. Patients would be limited to no more than two and one-half ounces of cannabis — or a greater amount approved by a medical necessity waiver — or cannabis infused products with no more than 2,000 milligrams of THC.

Cannabis infused edible products — other than pills — and cannabis used in vaporizers would not be permitted.

LB474 would prohibit any registered user of medical cannabis from driving, operating a boat, train or aircraft, or undertaking any task that would be negligent or constitute malpractice while under the influence of cannabis. They also could not work on transportation equipment, property or facilities.

Medical cannabis would not be covered by Medicaid under the bill and private insurers would not be required to cover its costs. Any registered user who sells their medical cannabis would suffer immediate revocation of their registration card.

A pending&nbsp;<a href="http://news.legislature.ne.gov/jud" target="_blank">Judiciary Committee</a>&nbsp;amendment would limit the chronic illnesses that could qualify for medical cannabis use to a specific list, including epilepsy, chronic pain, cancer and PTSD that has failed all other conventional treatments.

Omaha Sen. Steve Lathrop spoke in support of LB474. If the measure fails to pass this session, he said, advocates will push successfully to legalize all forms of marijuana in the state.

“It’s time that we accept the responsibility to [pass] this and regulate it,” Lathrop said. “If we don’t, what we’re going to have is an amendment to the [state] constitution that is simple, straightforward and won’t permit us the regulation we’d like and that we have the opportunity to do today.”

Sen. Carol Blood of Bellevue also supported the bill. Research has shown that medical cannabis can alleviate the opioid addiction crisis among veterans, she said.

“An estimated 65 percent of veterans suffer from chronic pain and are twice as likely to die from an accidental overdose caused be prescription [opioids], more so than non-veterans,” Blood said. “Our veterans are looking for alternatives. In fact, the VA has made it clear that veterans who use cannabis are not in danger of losing VA benefits — and that’s because it’s safe.”

Despite his personal objections to marijuana use, Norfolk Sen. Mike Flood said he was open to legalizing medical cannabis.

“If we want to avert recreational marijuana, we’re going to have to think about something very restrictive or we will see it everywhere and it will be bad,” he said. “I don’t want to see it in every strip mall, I don’t want to see it on every corner … I really don’t want any of it, to be honest, but I’m not going to close my eyes to what I see as human suffering.”

Peru Sen. Julie Slama filed a motion to bracket the bill until June 11, 2021, which effectively would end debate on LB474 for this session. She said the proposal was likely unconstitutional and would improperly preempt federal regulations.

Speaking in support of the bracket motion and in opposition to the bill was Lincoln Sen. Suzanne Geist. She said lab-created marijuana with “extraordinarily high” levels of THC is far from the natural plant curated for thousands of years and touted by proponents of LB474.

“What we’re talking about with this bill is an unlimited, uncapped THC level,” Geist said. “There’s actually no therapeutic use for highly concentrated levels of THC and this bill allows for [that].”

Sen. Tom Brewer of Gordon opposed LB474 but acknowledged that the right proposal possibly could yield good outcomes in the future.

He said he spent two years after retiring from the U.S. Army working with wounded veterans. Of the 27 soldiers he worked with, Brewer said, nine had died by suicide.

“Sometimes, leaving reality is the part that really causes you to lose track of life and its purpose,” he said. “I worry that the way we would use a self-dispensing painkiller could have negative effects, not positive.”

The bracket motion failed on a 16-27 vote.

After eight hours of debate, Wishart offered a motion to invoke cloture, which would end debate and force a vote on the bill and any pending amendments.

The cloture motion failed 31-18. Thirty-three votes were needed. A failed cloture motion results in debate on a proposal ceasing for the day. LB474 is unlikely to be placed on the agenda again this session.

Medical cannabis bill stalls in Nebraska Legislature

NORTH PLATTE, Neb.-Nebraska troopers and North Platte Fire and Rescue are on the scene of a single-vehicle rollover accident on Interstate 80 at mile marker 178, near North Platte.

North Platte 911 received a report at around 3:20 p.m. Wednesday that a semi rolled and the driver was entrapped. 

Rescue crews were able to remove the driver. Their injuries are unknown at this time.

The cause of the crash is under investigation.

The North Platte Public Library begins its 2021 Noon program series with a piano/violin duo concert on May 20th.&nbsp; Musicians, Kevin and Heidi Cheng from Central City will entertain attendees with a variety of music including Irish, Bluegrass, Oldies, World-Class Popular, Dance &amp; Patriotic songs.&nbsp; They have been regular guests on the Nebraska the Good Life show and other programs, as well as being part of several symphony groups in Nebraska.&nbsp;

Kevin was born and raised in Taiwan, coming to Nebraska to study.&nbsp; While in high school, he was invited to play as a guest pianist with the Hastings Symphony.&nbsp; Kevin studied music at UNK. While at UNK, Kevin performed as guest soloist with Lincoln Symphony, Kearney Symphony, Sandhills Symphony, and Cherokee Symphony. Kevin has also served as guest pianist to work with Kearney High School Orchestra and Grand Island Senior High School Orchestra. Kevin was also invited as a guest pianist to perform at the Johnny Carson Theater in Norfolk in 2018. He has received an art council grant to premier Mendelssohn Piano Concerto in A Minor in the United States. He has also appeared on Kent Boughton's First Weather Alert and NTV's Good Life.&nbsp;

Heidi was born and raised in Kearney as the youngest of six children. She was homeschooled by her parents. During high school, she studied violin while playing in both the Kearney Symphony and Chamber orchestras.&nbsp; Heidi performed at the Masterworks Festival in Indiana in 2013. Heidi attended Central Community College in Grand Island to study occupational therapy. While serving as a therapist in Kearney after college, she has also served as the principal second violinist in Kearney Symphony Orchestra. Heidi is also a regular guest at Nebraska TV The Good Life show.&nbsp;

Heidi, together with Kevin, has been highly recommended by Nebraska superstar Johnny Ray Gomez as one of the best artists during his show on Boomer radio. They also&nbsp;provide&nbsp;live music for Kent Boughton's Outdoor Files on Sunday nights as the first musicians to provide background music for Nebraska TV. Kevin and Heidi have also been featured guest performers on News Channel Nebraska's Quarantine Tonight.

Flags in Nebraska to be lowered for Peace Officers Memorial Day

LINCOLN, Neb. (AP) — Nebraska lawmakers have scaled back a proposed corporate income tax cut on to compromise after some senators complained that most local taxpayers wouldn’t see any benefit. 

Senators trimmed the proposed tax cut by roughly half and advanced it to a third and final vote in the Legislature, after which it would go to Gov. Pete Ricketts. 

Supporters argued that lowering the rate would make Nebraska more attractive to large businesses that would create new jobs, but some lawmakers said it would make more sense to focus on education and job-training programs. 

The new measure would reduce the top corporate income tax rate from its current 7.81% to 7.25% over two years. Supporters initially pushed to lower it to 6.84%.

Nebraska lawmakers scale back proposed corporate tax cut

KEARNEY, Neb.-A Ravenna man is facing charges in Buffalo County related to sexual assault and prostitution.

According to court records, Cesar Arreola, 25, was charged in county court with 1st-degree sexual assault, a felony, and contributing to the delinquency of and solicitation of prostitution, both misdemeanors. 

Records say the victim was at least 12-years-old but younger than 16.

Details surrounding the case have been sealed.

Arreola will be in court later this month.

Ravenna man charged with sexual assault, solicitation of prostitution

LINCOLN, Neb.-After a 12-year hiatus, Garth Brooks is returning to the Cornhusker State for a stadium concert.

The country legend will play August 14 at the home of the Huskers, Memorial Stadium in Lincoln.

Brooks has played Pinnacle Bank Arena but has not played a concert venue in Nebraska in over a decade.

Just before midnight Sunday, the Scott City Police Department responded to an address in Scott City after the reporting party stated someone had been observed standing outside a woman’s window recording her, according to a social media report from police.

 An investigation began immediately and on Tuesday after the execution of a search warrant police arrested 20-year-old Jose Angel Rodriguez of Scott City, on a requested charge of felony breach of privacy. He is currently housed in the Scott County Jail.

Photography enthusiasts will have the opportunity to learn how to capture images of astronomical objects and celestial events next month.

The Mid-Plains Community College Ogallala Campus will offer Astrophotography: A Night with the Stars June 12 at Enders Reservoir in Chase County. The class will begin at 6:30 p.m. (MDT) during a star party.

“The no-moon evening will serve aspiring astrophotographers well,” said Dik Haneline, instructor for the course. “The gathering will last until midnight, which will allow for the Milky Way to get vertical and expose the Galactic Core in full.”

A carpool will leave from the Ogallala campus at 5:15 p.m. with arrival at the reservoir planned for 6:15 p.m.

Haneline said arriving at Enders while there is still daylight will allow for instruction on basic setup. There may also be time to shoot some macro images before sunset. Haneline will continue to offer advice and help students take images of the Milky Way throughout the night.&nbsp;

MINDEN, Neb. (AP) — A former Miden Public Schools board member already facing trespassing and disturbing the peace charges showed up maskless at the latest school board meeting and had to be repeatedly asked to leave. 

The Kearney Hub reports that former board member Katie Sinsel took a seat at the board’s table before its Monday night meeting and was repeatedly asked by Superintendent James Widdifield to put on a mask or to leave the building. She did eventually leave. 

Sinsel showed up despite having been voted off the board on April 26 over her refusal to wear a mask. 

NTV reported that Sinsel was charged following an April 12 meeting at which she was accused of being disruptive and disorderly. 

Her preliminary hearing is set for July 8.

Gov. Ricketts, others call for action at southern border

NORTH PLATTE, Neb.-A North Platte man who was wanted on a federal warrant is now facing new allegations.

According to police, on Monday, officers were dispatched to a disturbance in the 2300 block of East Philip Ave. Police said it was reported that a male was dragging a female by her arm. Reports indicated the couple had departed in a vehicle.

Officers were able to conduct a traffic stop on the vehicle and made contact with the couple who denied that an altercation had taken place.

Police said the male was wearing a stocking cap and face covering and was asked for identification, which he denied having. He did, however, provide a name and date of birth. The female followed suit, saying she didn't have identification and provided a name.

Police said further investigation revealed the couple was not being truthful about their identities. The male then identified himself as Kaleb Slaymaker, 24. As officers worked to confirm Slaymaker's identity, police said he fled on foot.

While officers pursued Slaymaker, the female allegedly got into the vehicle and fled the area.

Police said Slaymaker was soon located hiding under a porch and taken into custody on suspicion of resisting arrest, criminal impersonation, and for the warrant.

Slaymaker was jailed at the Lincoln County Detention Center.

The state said 49,016 vaccine doses were administered in Nebraska last week. That continues the steady decline seen in recent weeks when roughly 70,000 and 93,000 doses were administered. 

The latest weekly total of vaccine doses is less than one-quarter of the mid-April peak of 211,057 doses in a single week. 

Health officials said 49.9% of the state’s population over the age of 16 has now been vaccinated.

 The state reported 411 new virus cases and one death Tuesday to give Nebraska a total of 221,911 cases and 2,247 deaths.

Masks no longer required for North Platte Public Schools students

The Mega Millions jackpot has been growing for several months without a winner. Because of the high jackpot, the Nebraska Lottery reminds customers to play responsibly.

The Mega Millions jackpot starts at $20 million and continues to grow each drawing until it is won. There have been 23 consecutive drawings since February 19 without a jackpot winner. Mega Millions® jackpot grows to $396 million

Rich Reinert has a part in the Buffalo Bill Rodeo that fans never see.

The North Platte man makes the rodeo run smoother, and the fans don’t even notice it.

His job, as a volunteer, is to let announcer Randy Corley know what cowboy is next, during the bareback riding, saddle bronc riding and bull riding.

Because it is loud in front of the arena, Reinert uses a set of flip cards, each numbered, to indicate to Corley, so Corley can announce to the crowd which cowboy will be riding next, out of which chute.

In his former career, he was stepping in front of the bulls, instead of behind the chutes.

He worked as a bullfighter, first for regional rodeos, then in the PRCA. He worked from coast to coast, at rodeos across the nation, often traveling with rodeo clown Butch Lehmkuhler.

Born in 1949 and raised on a ranch near Johnstown, Neb., he admired a bullfighter from a neighboring town, asking him if he could help. “I bugged him, till he finally relented,” Reinert said, at a rodeo in Harrison, Neb., in 1969, in the mud.

He worked as a bullfighter at the Buffalo Bill Rodeo one year, but is very proud of his streak of 28 years of working the Cody, Wyo. Rodeo, held over July 4. He retired from bullfighting in 2009.

Along with his rodeo career, Reinert taught school. He started as a high school math teacher, doing that for nine years, then switched to elementary P.E. for 25 years, and then spent six more years as the athletic director, all at North Platte Public Schools.

He got started volunteering with the Buffalo Bill Rodeo in conversation with Hadley Barrett, now deceased, and Randy Corley, co-announcers of the rodeo.

“For a while it was a lot of yelling” up to the announcer’s stand, Reinert said, till they devised the numbered flip cards.

Reinert was in the arena, so that Barrett, who was on horseback, could see him, as well as Corley, who was in the announcer’s stand. There were sometimes problems, Reinert said. “It was hard for Hadley to see the cards, and sometimes it was hard for me to find him,” he chuckled. “He might be in the northwest corner of the arena, then the southwest corner, or in the catch pen.”

Barrett passed away in 2018, and now Reinert does his work from the catwalk behind the chutes, instead of in the arena, which is safer. “I’m more visible to Randy, in that respect,” he said. “And I don’t have to be worried about getting run over by a horse or a bull, but I might get run over by (stock contractor) Bennie Beutler.”

Reinert volunteers at other activities, too. He helps at the state high school track meet as a clerk of the start, volunteers at the hospital, and helps out with sporting events at the North Platte High School, when needed. He works part time at the golf course, too. “I try to stay busy.”

He is a 28-year survivor of non-Hodgkin’s lymphoma, and has been married 51 years to his wife Chris. They have two daughters: Amanda Reinert, who teaches in Kearney, and Andrea Hayes, married to Ryan Hayes. Andrea and Ryan have two children: a daughter, Ashyln, and a son, Logan.

Reinert takes great pride in the Buffalo Bill Rodeo and its quality. “It’s pride in what the community offers,” he said. “If there’s something I can do to help make it better, then I’m in.”

He loves seeing old faces and friends when the rodeo comes around every June, and loves being part of it.

“I pitch in and help wherever I can, and stay out of the way the rest of the time.

“Rodeo is a different life and I’m fortunate that I got to be a part of it, and still am. I’ll keep doing what I’m doing, as long as they want me.”

This year’s rodeo will be held June 16-19 at the Wild West Arena in North Platte. Former North Platte rodeo bullfighter, now volunteer with Buffalo Bill Rodeo

Mrs. Lyndsey Douglas was recognized as May Staff&nbsp;Person&nbsp;of the Month at North Platte Public Schools. 

Mrs. Douglas has been with the NPPS District since 2008. She started teaching 2nd grade at Jefferson Elementary and then 4th grade at McDonald Elementary School. In 2018 she was named principal at Eisenhower. She has also been a HAL Leader and Middle School Volleyball Coach. She earned her Masters of Education Degree in Curriculum and Instruction in 2013 and will transition to her new district position of Director of Elementary Teaching and Learning in June 2021.

Kay Wright, Eisenhower Administrative Professional said the following of Mrs. Douglas:

"Mrs. Douglas has boosted the morale of Eisenhower so much in the last three years. It wasn’t terrible before but she listens to all staff members and handles things with grace. She notices great things teachers are doing and lets them know how proud she is of them even when they think they are on a sinking ship. In November she draws a staff member’s name and we write them little notes on why we are thankful for them—this carries on into December because she includes kitchen and custodial staff as well. Then she gets us through December with the 12 days of Christmas which every day she does special things for the staff. I have enjoyed all of the principals I have worked with the past 16 years, but I feel Mrs. Douglas is very deserving of this Staff Member of the month. She has a vision and very much a forward thinker. The interests of her students are her first priority. Mrs. Douglas handles staff, students and parents with finesse."

Eisenhower's Mrs. Douglas named NPPSF Staff Person of the Month

OMAHA, Neb. (AP) — Nearly half of Nebraska’s adult population has now been vaccinated against the coronavirus. 

The state said Monday that 49.6% of the population aged 16 and up has now been fully vaccinated and more than 1.5 million doses of the shots have been administered across Nebraska. 

The campaign to distribute the shots continues to make progress across the state although the pace of vaccinations has slowed in recent weeks as demand has weakened. 

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks, going from 322.71 new cases per day on April 24 to 186.71 new cases per day on Saturday.

LINCOLN, Neb. (AP) — A proposal to let people play keno on their mobile phones in Nebraska bars and keno parlors stalled abruptly after lawmakers stripped it out of a casino legalization bill. 

Lawmakers voted 27-11 to remove the provision from a broader bill that would regulate Nebraska’s new casino industry. 

Voters legalized casinos in November despite opposition from prominent gambling opponents, including Gov. Pete Ricketts. 

Voters didn’t directly address keno when they approved the constitutional amendment to allow casinos. But supporters argued that casinos will end up hurting the keno industry, which generates millions of dollars in tax revenue for Nebraska cities each year. 

Under current state law, keno is still played with paper cards, while casinos offer flashier, computerized games.
