As vaccines continue to roll out across the nation, Mother Nature has decided to insert herself into the vaccine distribution effort in the form of a Polar Vortex.

According to the West Central District Health Department (WCDHD), shipment delays of the Moderna vaccine are occurring across the state
of Nebraska.

WCDHD received
notice on February 17 to expect delays in vaccine shipments due
to the inclement weather. 

Currently, additional details on when the
vaccine shipments will occur are not available. 

“We are concerned
that the delay in shipments will affect our upcoming vaccine
clinics”, said Shannon Vanderheiden, Executive Director of West
Central District Health Department. 

Vanderheiden says they have an adequate supply to vaccinate the individuals scheduled for the remainder of this week but have concerns about the vaccine clinics
scheduled for next week. 

Information regarding the COVID-19 vaccine
clinics scheduled for next week will be communicated through media
outlets and WCDHD’s social media when that information is available.

The Hemingford Volunteer Fire Department responded to fires on Feb.15 in Hemingford and Feb. 16 in Sheridan County.&nbsp;

The first fire was a house fire that started around 10 p.m. on Monday night in the Village of Hemingford. HVFD crews battled the fire for around 5 hours.&nbsp; The fire was caused by a fireplace.&nbsp; "There were no injuries in the fire," Hemingford Fire Chief Shad Bryner said. "The house did receive major damage in the fire. The residents are displaced at this time. The house is not habitable at this time." The approximate damage to the house and items is around $350,000.&nbsp; "We had 18 members respond to the call," Bryner said. "We responded with five vehicles to the scene." The HVFD was assisted by the Nebraska State Fire Marshal Investigators, Hemingford Police Department, Village of Hemingford and Black Hills Energy.&nbsp; According to the Hemingford Chamber of Commerce, a "Randolph Fire Benefit" fund has been set up at the Hemingford Community Federal Credit Union. While the HVFD was cleaning up from the house fire, they were dispatched to a barn fire in rural Sheridan County at 4 a.m. Fire crews were on scene for approximately four hours.&nbsp; Chief Bryner said the cause of the barn fire was a heating lamp used to keep the livestock warm.&nbsp; "There was some loss to livestock," Bryner said. The HVFD responded with nine firefighters and five vehicles. They received mutual aid from Hay Springs and Alliance, both with two vehicles. State tax officials and Gov. Pete Ricketts announced the new online service on Wednesday. It's available at the state Department of Revenue's website,&nbsp;<a href="http://revenue.nebraska.gov/" target="_blank">http://revenue.nebraska.gov</a>.

The feature on the website is called the Nebraska School District Property Tax Lookup Tool. Taxpayers who want to find what they're owed need to plug in the county where their property is located, the parcel number for the property and their property tax statement year.

Nebraska State Tax Commissioner Tony Fulton said the tax credit is refundable, so taxpayers who don't owe additional money to the state can use it to get a tax refund.

Nebraska launches new site to calculate property tax refund

The North Platte Area Habitat for Humanity was feeling the Christmas Spirit in February thanks to the North Platte Taco John's locations.

"Each year Taco John's selects a local nonprofit organization to receive proceeds from the sales of their Nachos Navidad sales during the entire month of December," said Dalene Skates, Habitat for Humanity Executive Director. OMAHA, Neb. (AP) - Nebraska avoided another round of rolling power outages on Wednesday, but Gov. Pete Ricketts criticized the need for them at all this week, especially because they were partly driven by utility problems elsewhere in the region.

"These rolling blackouts are completely unacceptable," Ricketts said. "This is the United States of America. We are not some developing nation who has an unreliable power grid."

The Nebraska Public Power District, which serves most of the state, ultimately didn't have to shut off anyone's power Wednesday morning after warning earlier that more blackouts were likely. It and the state's other major utilities imposed rolling blackouts on Monday and Tuesday after demand for electricity exceeded the supply available across parts of 14 states that share a power grid.

Utility officials said the region's frigid temperatures created energy demand that strained the grid in the area where it is operated by the Southwest Power Pool. The situation was exacerbated by power plants in the south of the region that were ill equipped to operate in extreme cold and shortages of natural gas at some plants.

NPPD CEO Tom Kent said he regretted that the rolling blackouts were needed, but they helped the system avoid a bigger problem.&nbsp;

"Had this step not been taken - had utilities not been able to work to keep generation and load in balance - we could have seen a much larger, widespread, uncontrolled blackout, and that would be utterly unacceptable," Kent said.

In Nebraska, utilities have generally been generating enough power to meet the state's needs this week despite the extreme cold. For example, NPPD was generating 2,640 megawatts of electricity Wednesday to serve roughly 1,800 megawatts of demand in its territory, so it was sending power elsewhere in the region.

But Kent said Nebraska benefits from being part of the larger utility group because the system is more reliable overall when the load is spread over such a large area. And he said just last summer that NPPD had to rely on the grid for some power when its biggest power plant went down for repairs.

"We're helping keeping the lights on for everyone, which is really important because there are times of the year where we're relying on other generators maybe not in Nebraska to help us," Kent said.&nbsp;

The utility industry will examine what led to this week's rolling blackouts and look for ways to avoid them in the future. Ricketts said those conversations should include taking a look at whether the country should rely more on traditional power sources such as coal and nuclear plants.

"We have to have a conversation in this country about the power sources that are supplying energy to our power grid because we cannot have these rolling blackouts at a time when we have these frigid temperatures," Ricketts said.

In a welcome sign, the subzero temperatures started to ease across Nebraska Wednesday morning with most low temperatures across the state at only single digits below zero. For instance, Omaha hit a low of 2 below zero Wednesday, which was much milder than the 23 below temperature it recorded Tuesday morning. High temperatures in the teens were expected Wednesday afternoon.

These public informational sessions – one statewide overview and four others specific to each of Game and Parks’ districts – will provide local updates on the fishing outlook and special projects in respective areas. The informal, interactive gatherings will provide a chance for questions, dialogue and feedback.

Participate in virtual fisheries meetings in March

LINCOLN, Neb. (AP) - Nebraska is likely to receive more than 60,000 doses of coronavirus vaccines this week.

The state Department of Health and Human Services said it expects to receive 59,450 doses of the vaccines this week as officials continue to focus on vaccinating everyone 65 and older across Nebraska.

It's not yet clear how many doses will be allocated this week to a new federal program that is distributing some virus shots through select Walmart stores and some community pharmacies. Last week, that program received 5,700 doses of the vaccines.

The state said nearly 200,000 Nebraskans so far have registered to be notified when they are eligible to receive the vaccine. Nebraska officials estimate that 6.5% of the state's population has received both required doses of the vaccine.

Nebraska is focusing most of its vaccination efforts on residents who are at least 65 years old, because statistics show they're most at risk of dying if they catch the virus.

On Wednesday, Gov. Pete Ricketts said his administration has also directed local public health agencies to give priority to first responders, law enforcement, correctional workers, and people who work on public utilities, among others.

"Those are all public safety priorities, so that's why they're in that order," the Republican governor said at a news conference.

But Ricketts has faced growing criticism from public school teachers who are included in Nebraska's current vaccination phase but haven't received formal approval to get a vaccine unless they're in another at-risk group. The plan approved by the governor's administration requires health officials to give 90% of their doses to the elderly. The remaining 10% is left to the discretion of local health officials, but they've been told to prioritize public safety personnel.

Nebraska reported 299 new virus cases and 14 deaths Tuesday to give the state 197,746 cases and 2,018 deaths since the pandemic began.

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks, going from 520.57 new cases per day on Feb. 2 to 468.14 new cases per day on Tuesday.

More rolling power outages likely in Nebraska Wednesday 

Students in the Medical Laboratory Technician program at North Platte Community College are training on new, state-of-the-art equipment.

They have started using both a QBC STAR™ Dry Hematology System and a Diagnostica Stago STart 4 Hemostasis Analyzer – gaining a tremendous boost toward their career path.

“These machines have helped us greatly in class with understanding the components of blood and the measures of each substance,” said Molly Walker, MLT student from Kearney.

Her classmate, Maricela Melendez, of Arnold, agreed.

“The new equipment will prepare us for the laboratory by giving us basic knowledge of the machines we will soon be using,” Melendez said.

Jamie Perry, MLT instructor, said it’s the first time the MLT program has had a hematology analyzer. Previously, a MLA Electra coagulation instrument was used.

“The new instruments allow our students to use up-to-date equipment that will help them correlate their theoretical studies with real life laboratory work,” Perry said. “The students will be using more complex equipment in their clinical rotations and then in their career. These instruments give them the basis of understanding of those larger more complex tools found in clinical laboratories.”

The QBC STAR™ Dry Hematology System is the gold standard for performing complete blood count (CBC) testing in a variety of settings, including office labs and even remote locations.

Union Pacific makes appointments in Marketing and Sales

A North Platte man was arrested after he was allegedly driving drunk when he was involved in a hit-and-run accident.

According to North Platte police, on February 16, at 11:16 p.m., officers responded to the area of East 9th Street and Walnut Street for a hit and run accident that just occurred.

Police say it was reported that the suspect driver had departed on foot, but was being followed by a witness. 

 Officers arrived in the area and were directed to the suspect by the witness. 

According to police, officers then made contact with 36-year-old Nicholas Witt a few blocks away from the accident scene.  Officers say they observed signs of impairment while speaking with Witt. 

 During the investigation, it was determined that Witt was traveling westbound on East 9th Street when he lost control of his vehicle and struck two parked cars before departing on foot. 

 Witt was placed under arrest on suspicion of driving under the influence- 3rd Offense, leaving the scene of an accident, possession of drug paraphernalia, and possession of marijuana 1 ounce or less. 

 Witt was incarcerated at the Lincoln County Detention Center.

North Platte man accused in drunken hit and run accident

(AP) - The director of Nebraska's prison system unveiled plans Tuesday to convert the state's oldest prison into a minimum-security facility for $4 million in new costs, but he said the plan would only work if lawmakers&nbsp;<a href="https://apnews.com/article/pete-ricketts-nebraska-prisons-08b3ba674f03ced0143c45bb1d6b3a58" target="_blank">agree to build a separate, $230 million prison</a>&nbsp;for higher-risk inmates.

Nebraska Department of Correctional Services Director Scott Frakes outlined the project to overhaul the Nebraska State Penitentiary as part of a larger effort to ease overcrowding in the state prisons. Lawmakers are considering the new prison proposal, but some have voiced concerns about the costs.

The penitentiary in Lincoln is the state's oldest prison, dating back to 1869, and houses a combination of maximum-, medium- and minimum-security inmates. State officials have said it's nearing the end of its useful life, and will need significant upgrades regardless of whether lawmakers approve a new prison.

Converting the prison "would be a great use for the facility without putting any substantial amount of new money into it," Frakes said in a briefing with reporters.

The conversion would cost an estimated $24 million, but Frakes said $20 million of that expense is for roof repairs, a new heating and air conditioning system and other upgrades that will have to be made no matter what lawmakers decide. The remaining $4 million would cover remodeling recommendations from a contractor.

Under the agency's preferred plan, Nebraska would use the new, $230 million prison to house high-risk inmates. The additional facility would free bed space in the Nebraska State Penitentiary, allowing the agency to operate with less security and more rehabilitative services for inmates before they're released. Frakes said the overhaul would allow the state penitentiary to remain in operation until 2035.

If lawmakers choose not to build the new, $230 million prison, Frakes said his agency could renovate the Nebraska State Penitentiary and continue its current operations at a cost of $196 million.

He said that option is more difficult and less efficient, however, because it would require contractors to build a separate, secure work area so they could remain separated from inmates. Crews would also have to pass through security checkpoints, inventory their tools and have their cars searched each day, reducing the amount the work time and making the project run longer.

Both options were outlined in a report commissioned by a consulting firm hired by the state. Frakes said the report "speaks to the need to do something to address an aging facility."

It's unclear whether the proposal will resonate with lawmakers. Sen. John Stinner, chairman of the budget-writing Appropriations Committee, said last week that he was open to the department's proposal, but also wanted to hear input from organizations that might have other ideas of how to address overcrowding in the prisons.

Nebraska's oldest prison could house lower-risk inmates

LINCOLN, Neb. – Visitors to Lake McConaughy and Lake Ogallala state recreation areas in 2021 will continue to see improvements to infrastructure, amenities, facilities and accessibility around the two popular reservoirs.

Projects the Nebraska Game and Parks Commission has scheduled for construction in 2021 are:

• A large boating access project at Martin Bay and Cedar View has begun and will include improvements, such as new boat ramps and docks, accessible parking, a fish-cleaning station, restrooms and area lighting. The $3 million project utilizes the Commission’s Capital Maintenance Fund and various other state and federal funds. Construction has begun and will take place throughout 2021.

• The Martin Bay Entrance Project will include the reconstruction of the Martin Bay entrance to Shoreline Road, with expanded stacking lanes, two new entrance booths, area lighting and signage. The estimated $1-2 million project is funded by the State Recreation Road Fund and revenues from park user fees. Construction is expected to begin in the fall.

• Installation of an accessible vault latrine at the Spillway Bay Boat Ramp will cost approximately $20,000 and be funded by revenues from park user fees. Construction is expected in the fall.

• New directional and regulatory signs will be installed on Shoreline Road, Cedar View Road and Lake Ogallala Road to aid visitor navigation at the parks. The estimated cost is $20,000 and is funded by revenues from park user fees. Construction has begun and will continue throughout 2021.

• Gating systems are being installed at Sandy Beach and Arthur Bay entrances to better manage late night entry into the park areas and to collect required fees. The project is funded by revenues from park user fees and will take place into 2021.

• Design work will continue, under the State Recreation Road Fund, for improvements to the Martin Bay Area. It may include an expanded RV Dump and Fill Station, new parking areas at beach access points and overlay of existing roads not completed in the 2020 Shoreline Road Improvement Project.

These improvements are the latest in the continuation of Game and Parks’ Lake McConaughy/Lake Ogallala Master Plan, a 20-year outline of enhancements developed in concert with local stakeholders. Since its inception in 2016, more than $6 million has been invested in repairs and developments at the reservoir and recreation area, funded largely by the Commission’s Capital Maintenance Fund, park revenues, the Nebraska Department of Transportation Recreational Road Program and Keith County Visitors Committee tourism grants.

Game and Parks and local stakeholders will continue to make significant investments in infrastructure and services. By expanding recreational opportunities and providing safe, family-friendly outdoor experiences, the hope is to bring this area into the future for the next generation of park users.

Some of the improvements that have been made since 2016 at the recreation areas include:

• Overlay of most of Shoreline Road from Martin Bay to Sandy Beach.

• Constructed two wastewater treatment lagoons, one at Martin Bay and one at Lone Eagle Campground.

• Completed accessible campsites with seven at Cedar View Campground, five at Lone Eagle Campground and two at Little Thunder Campground.

• Installed new shower and restroom facilities at Martin Bay, Lake Ogallala East, Arthur Bay and Cedar View Campgrounds. Work at Cedar View and Arthur Bay locations will be completed this winter.

• Completed three new campgrounds with “basic” type campsites at Lake Ogallala West, Martin Bay and Sandy Beach, totaling nearly 170 sites, each with a picnic table and grill. Included are grass sites, gravel/rock pads, tent-only sites and group sites for multiple RVs or tents.

• Expanded the Lake McConaughy Visitor Center’s Nature Trail, bringing the distance to about one-quarter mile and installed a large pollinator plot at the same location for visitors to view while hiking.

• Lake Ogallala East, Little Thunder, Lone Eagle and Cedar View Campgrounds have been upgraded with new utilities, restrooms, tables, grills and more than 400 new trees. Financial assistance from the Keith County Visitor’s Committee made many of these projects possible.

• Contracted services, including refuse removal and portable restrooms, have been expanded.

• New gatehouses were installed at Cedar View and Lake Ogallala.

• Angler access improvements have been made in the northwest corner of Lake Ogallala, featuring an accessible peninsula and floating fishing bridge.

• New boat docks were installed on the west side of Lake Ogallala; the northern dock features an accessible kayak and canoe launch.

Construction has begun and will continue throughout 2021.• Gating systems are being installed at Sandy Beach and Arthur Bay entrances to better manage late night entry into the park areas and to collect required fees. The project is funded by revenues from park user fees and will take place into 2021.• Design work will continue, under the State Recreation Road Fund, for improvements to the Martin Bay Area. It may include an expanded RV Dump and Fill Station, new parking areas at beach access points and overlay of existing roads not completed in the 2020 Shoreline Road Improvement Project.<figure>

 </figure>These improvements are the latest in the continuation of Game and Parks’ Lake McConaughy/Lake Ogallala Master Plan, a 20-year outline of enhancements developed in concert with local stakeholders. Since its inception in 2016, more than $6 million has been invested in repairs and developments at the reservoir and recreation area, funded largely by the Commission’s Capital Maintenance Fund, park revenues, the Nebraska Department of Transportation Recreational Road Program and Keith County Visitors Committee tourism grants.Game and Parks and local stakeholders will continue to make significant investments in infrastructure and services. By expanding recreational opportunities and providing safe, family-friendly outdoor experiences, the hope is to bring this area into the future for the next generation of park users.Some of the improvements that have been made since 2016 at the recreation areas include:• Overlay of most of Shoreline Road from Martin Bay to Sandy Beach.• Constructed two wastewater treatment lagoons, one at Martin Bay and one at Lone Eagle Campground.• Completed accessible campsites with seven at Cedar View Campground, five at Lone Eagle Campground and two at Little Thunder Campground.• Installed new shower and restroom facilities at Martin Bay, Lake Ogallala East, Arthur Bay and Cedar View Campgrounds. Work at Cedar View and Arthur Bay locations will be completed this winter.• Completed three new campgrounds with “basic” type campsites at Lake Ogallala West, Martin Bay and Sandy Beach, totaling nearly 170 sites, each with a picnic table and grill. Included are grass sites, gravel/rock pads, tent-only sites and group sites for multiple RVs or tents.• Expanded the Lake McConaughy Visitor Center’s Nature Trail, bringing the distance to about one-quarter mile and installed a large pollinator plot at the same location for visitors to view while hiking.• Lake Ogallala East, Little Thunder, Lone Eagle and Cedar View Campgrounds have been upgraded with new utilities, restrooms, tables, grills and more than 400 new trees. The City of North Platte advises all citizens that for the next 48 hours the possibility of electrical rolling blackouts exists. These blackout periods could last anywhere from 30 to 90 minutes. The highest probability of these blackouts is from 5 p.m. through 10 a.m. each day but they could happen anytime.

Neither NPPD, the cities power supplier, nor the City of North Platte is given more than a few minutes advance notice of these blackout periods so businesses and residences are asked to take the following steps to be prepared for these possibilities:

Nebraska is a national leader in the quality of our state highway system. &nbsp;This is no accident—Nebraskans take pride in building high-quality infrastructure and understand the importance of connecting our communities to grow our state.&nbsp; For example, Nebraska’s farmers and ranchers led the charge for rural electrification in the 1930s.&nbsp; With their backing, Nebraska Senator George Norris co-sponsored the Rural Electrification Act, which was key to bringing electricity to rural communities throughout the state. &nbsp;Today, we have the opportunity to build next generation infrastructure by expanding reliable, high-speed broadband networks to every corner of Nebraska.

Nebraskans depend on high-speed internet for education, telehealth, precision agriculture, entertainment, e-commerce, and a host of other activities.&nbsp; In our digital world, broadband connectivity is basic infrastructure. &nbsp;It’s critical to ensuring that every community has a chance to grow and thrive.&nbsp; A couple of stories will illustrate this point.&nbsp; Like many Nebraskans, Riley Kessler—a 2020 graduate of Mullen High School—had to finish his final months of high school remotely last spring during the pandemic.&nbsp; Completing assignments online was anything but easy for Riley, given the lack of adequate broadband options on his family’s ranch.&nbsp; To do his schoolwork, Riley had to travel ten miles to a hilltop where he could finally make a connection to join Zoom sessions and do homework. &nbsp;

Jason Kvols farms near Laurel and raises pigs.&nbsp; The high-speed internet services at his farm have allowed him to build a new pig barn to double his capacity so that his son can return home to farm.&nbsp; “I wouldn’t have even considered building this new barn if it wasn’t for the fact that I have access to high-speed and high-quality internet service at the barn’s location,” said Jason. &nbsp;“Because I have good internet, I’m able to use new technology that will allow me to better manage the barns, giving me 24-7 access to monitor and manage feed, water, and climate control remotely. &nbsp;Broadband access played a major role in being able to provide this opportunity to grow our operation and bring my son back to the farm.”

These examples show the importance of connecting every community in Nebraska to broadband.&nbsp; Having great internet service opens up opportunities not just for students, but also for ag producers and entrepreneurs.&nbsp;

We have work to do to build out our broadband network in Nebraska.&nbsp; Over 80,000 households in our state lack broadband speeds that meet the Federal Communications Commission benchmark of 25 mbps download speed and 3 mbps upload speed (25/3). &nbsp;As technology improves, the flow of data is increasing.&nbsp; 25/3 is already insufficient for many online activities.&nbsp; As we expand broadband, we don’t just want to meet today’s internet standards.&nbsp; We want to build for the future. &nbsp;In Nebraska, 150,000 households do not have internet speeds of 100 up, 20 down (100/20).&nbsp; &nbsp;&nbsp;

To address our need for more widespread internet access, we directed nearly $30 million of federal coronavirus assistance to begin connecting 17,600 households with broadband.&nbsp; This was essential during the pandemic as many services went online.&nbsp; This session, legislative bill (LB) 388 can continue the momentum we have built up using the CARES Act resources.&nbsp; As part of LB 388, Senator Curt Friesen of Henderson, Speaker Mike Hilgers of Lincoln, and I are proposing that we invest $20 million in each of the next two years to help another 30,000 households get broadband connectivity.&nbsp; We’re prioritizing unserved areas and those with slower broadband speeds.&nbsp; All of these projects require the applicant to provide 50% of the total development costs. &nbsp;To be eligible for funding, projects must be completed within 18 months.&nbsp;

Any company who receives state funding will be required to build to speeds of 100 up and 100 down so that the broadband networks will meet our future needs. &nbsp;We’re measuring speeds upon completion to ensure this standard is met.&nbsp; When we invest taxpayer resources into infrastructure, we need to make sure we are providing a high-quality product.&nbsp; Settling for lower quality infrastructure won’t allow people the kind of flexibility they need to work from home or to pursue online education.&nbsp; We need to make sure we are building to a standard that will meet the growing needs of our digital world.

Ricketts: Connecting every corner of Nebraska

SCOTTSBLUFF, Neb. (NSP)-The Nebraska State Patrol (NSP) has arrested a Gering man following an investigation into a report of child abuse.

This morning, a warrant was issued in Scotts Bluff County for the arrest of Parrish Abel, 52, of Gering. The charges include intentional child abuse, witness tampering, and unlawful intrusion. Intentional child abuse and witness tampering are felony charges. The investigation stems from a report received by the Nebraska State Patrol, through the Gering Police Department, last month.

Nebraska State Patrol investigators arrested Abel at his home this afternoon without incident. Abel was lodged in Scotts Bluff County Jail.

designations to America's Byways® collection including
Nebraska’s 450-mile long border-to-border Lincoln Highway Scenic
and Historic Byway.

On September 22, 2019 President
Trump signed H.R. 831, Reviving America’s Scenic Byways Act of
2019. The act directed the Secretary of Transportation to request
nominations for and make determinations regarding roads to be
designated under the National Scenic Byway Program. Only roadways
already designated as state byways with Corridor Management Plans
(CMPs) were eligible to apply. In February 2020, the Federal Highway
Administration (FHWA) officially opened the nomination process for
the first new round of National Scenic Byway nominations in twelve
years.

When the first stay-at-home orders
of the pandemic had businesses and government agencies closed or
working from home across Nebraska, the Board of Directors of the
Nebraska Lincoln Highway Scenic and Historic Byway were hard at work
from their dining room tables. Deb Loseke of the Columbus Chamber of
Commerce, Sarah Focke of the Kearney Visitors Bureau and Muriel Clark
of the North Platte Visitors Bureau put in long hours expanding the
existing Corridor Management Plan and preparing the National
Designation application. When the nomination process was opened in
February, the Byway had just months to complete tasks that generally
take years.

The Nebraska Lincoln Highway’s
efforts were aided by Wanda Maloney, a byway consultant from Corridor
Solutions and Bev Kellison of the Nebraska Department of
Transportation. The Board spent many hours virtually traveling the
Byway on Google Maps, poring over historic documents, reviewing
History Nebraska’s historical markers along the Byway, consulting
with local road departments and tourism officials. The result was a
nearly 200-page Corridor Management Plan and a successful National
Designation application.

The Nebraska Lincoln Highway Scenic
and Historic Byway first began as the Platte River Trails Scenic
Byway designated by the then Nebraska Department of Roads in 1999,
encompassing Highway 30 in only the counties of Dawson and Lincoln in
central Nebraska. In 2004, the Nebraska Department of Roads approved
an extension of the Platte River Trails Scenic Byway to create the
Nebraska Lincoln Highway Scenic and Historic Byway that encompassed
all of Highway 30 in Nebraska border to border.

<a></a>Over the
intervening years, the Byway benefited from the leadership of many
individuals including Ramona Joyce of Sidney, Anne Anderson of
Gothenburg, Trisha Beem from Grand Island, and Twyla Witt the Byway
coordinator from the Nebraska Tourism Commission. Many others
contributed to the success of the Byway and the National Designation
application including past and current board members and Lincoln
Highway Association members.

The Lincoln Highway was America’s
first transcontinental highway and followed closely the historic
transportation route of the “Great Platte River Road” that began
with the early Native Americans, fur trappers and traders, westward
migration routes, Pony Express and the Union Pacific Railroad.
Driving across this roadway today is a reminder of what the road was
like during the era of transportation development in America.

The Iowa Lincoln Highway Heritage
Byway also received National Designation today. The Lincoln Highway
across Nebraska and Iowa join Illinois as National Scenic Byways.
Today’s Lincoln Highway travelers can traverse more than 1,000
miles along the route of the original transcontinental highway on a
National Scenic Byway.

As the world emerges from the
pandemic, surveys of Americans indicate they are looking forward to
travel, and road trips rank high among the adventures they are most
anticipating. The National Byway status will enhance the Lincoln
Highway’s appeal among these potential visitors as they return to
traveling.  All newly designated byways will be featured in a
commemorative 2021 National Scenic Byways Program Designations
Booklet and will also be added to the America’s Byways website.

The Byway links and interprets
important historical resources throughout the route of the historic
Lincoln Highway in Nebraska, demonstrating the pattern of travel and
settlement along the route from the pre-historic era of the “Great
Platte River Road” to the modern highway era. Travelers will
quickly gain an appreciation for the importance of the Highway in
terms of fulfilling America’s Manifest Destiny and the development
of the modern transportation infrastructure, we enjoy today. The Byway
organization will take the lead in creating enhanced signage,
spurring historical preservation and economic development and
encouraging Lincoln Highway pride in communities.

"Through their many unique
qualities, each of these new additions to the National Scenic Byways
program helps America’s roads tell our national story," said
FHWA Executive Director Tom Everett. "These special routes offer

Today’s Lincoln Highway travelers can traverse more than 1,000
miles along the route of the original transcontinental highway on a
National Scenic Byway.As the world emerges from the
pandemic, surveys of Americans indicate they are looking forward to
travel, and road trips rank high among the adventures they are most
anticipating. The National Byway status will enhance the Lincoln
Highway’s appeal among these potential visitors as they return to
traveling. All newly designated byways will be featured in a
commemorative 2021 National Scenic Byways Program Designations
Booklet and will also be added to the America’s Byways website.The Byway links and interprets
important historical resources throughout the route of the historic
Lincoln Highway in Nebraska, demonstrating the pattern of travel and
settlement along the route from the pre-historic era of the “Great
Platte River Road” to the modern highway era. Travelers will
quickly gain an appreciation for the importance of the Highway in
terms of fulfilling America’s Manifest Destiny and the development
of the modern transportation infrastructure, we enjoy today. The Byway
organization will take the lead in creating enhanced signage,
spurring historical preservation and economic development and
encouraging Lincoln Highway pride in communities."Through their many unique
qualities, each of these new additions to the National Scenic Byways
program helps America’s roads tell our national story," said
FHWA Executive Director Tom Everett. "These special routes offer
travelers exciting new opportunities to explore the nation, from
coast to coast or close to home."

Tom addresses why this has happened, what NPPD is doing to keep the power and furnaces on for its customers and for Nebraskans, and what to expect in the next 48 hours.  At this time, SPP has notified our system operators that we can stop the rolling 45-minute service interruptions to our customers. Our teammates are working diligently to restore power to all those impacted. Again, due to the cold weather, there might be issues with some equipment. Our lineworkers will address them on site. If you are still without power, please call 877-ASK-NPPD if you are an NPPD customer, or contact your local public power provider.

PLEASE NOTE, we are likely to see outages again tonight and possibly into tomorrow. So please plan for possible outages lasting 45 minutes or longer. Please continue to take all reasonable steps to conserve energy use. We will continue to provide updates as conditions evolve.

Nebraska's two largest utilities, Omaha Public Power District and the Nebraska Public Power District say expected rolling outrages were completed by mid-morning.

The need for more rolling outages may be possible over the next couple of days.

To maintain system reliability, we have just been informed by SPP that we need to do emergency coordinated interruptions of service. 

These 30-minute interruptions of service occur in real-time, so we have very little, if any, notice as to where these interruptions will take place. This is done to prevent longer, uncontrolled outages. 

If you experience a controlled outage,  it should only last approximately 30 minutes.

SPP’s service area unexpectedly lost some generating units earlier today, which caused them to declare an energy emergency. SPP directed power utilities in 14 states to share in an effort to shed load (interrupt service to customers) due to lack of electricity to meet demand because of the cold temperatures. 

NPPD’s first priority is to keep the electricity flowing for our customers and ensure the integrity and reliability of the region’s electric grid. We coordinated rolling, 30-minute outages impacting a few communities to keep the event from cascading and affecting more communities and customers. Our operators plan and prepare for events like this. 

However, we get very little notice. We take immediate action to keep the lights and furnaces on for as many Nebraskans as we can. 

What we can tell you is this. Things are OK now. But as temps drop later tonight and as people start their day in the morning, there is still the potential for service interruptions. 

You can help your family, friends, and neighbors by conserving electricity these next few days and staying prepared. And if power is interrupted, trust we will get power restored as quickly as possible for YOU, our friends, families, and neighbors.Stay warm. Stay safe. And thanks for your patience.

As more than half of the country finds itself under wind chill warnings and record low temperatures, the strain on the national electric grid is nearing unprecedented levels, forcing coordinated rolling blackouts to conserve energy.

The Nebraska Public Power District (NPPD) is a member of the&nbsp;Southwest Power Pool (SPP), a non-profit regional transmission organization in the central part of the United States. SPP is mandated by the Federal Energy Regulatory Commission to ensure customers in the region receive reliable power, adequate transmission infrastructure, and competitively priced electricity. SPP and its members coordinate the flow of electricity across more than 65,000 miles of high-voltage transmission lines spanning 14 states.&nbsp;&nbsp;

According to NPPD, the SPP declared an Energy Emergency Alert Level 3 which means they were directed to do emergency coordinated interruptions of service which resulted in rolling, 30-minute outages across parts of their service territory to maintain system reliability. 

For the time being, SPP has paused these outages but may need to enforce them again. Due to these interruptions occurring in real-time, NPPD receives very little, if any, notice as to when these interruptions will take place over the next few days. Please continue to conserve energy and charge your cell phones, electric devices, and home medical devices.

Utilities across the nation are asking customers to voluntarily reduce the use of power.&nbsp;
