Dangerous wind chills prompt late start for North Platte Public Schools Tuesday

The
Wilson Public Library in Cozad continues to monitor the public health
emergency situation. In light of lower numbers in Dawson County, the
Library Board has approved the following changes beginning February
15, and regular policies as well as our Public Health Emergency

Cozad's Wilson Public Library announces extended hours, new policies

OMAHA, Neb. (AP) - Nebraska saw a number of low-temperature records broken Monday - and expected more Tuesday - as a polar vortex pushed Arctic air into the Plains.

The National Weather Service said record lows broken early Monday were seen in Omaha, Lincoln, Hastings and North Platte.

In Omaha, the temperature dropped to 15 below zero, breaking the old daily record of 12 below set on Feb. 15, 1936. Lincoln hit 16 degrees below overnight, breaking the previous low of 11 below set on Feb. 15, 1978.

In Hastings, the temperature fell to 26 below - the coldest day in the month of February in the city's history and breaking the previous record of 22 below. North Platte saw a low of 29 below, shattering the previous Feb. 15 record of 23 below set in 1881.

Even with the record-breaking temperatures, none fell as low as Valentine in north-central Nebraska early Monday, which saw the mercury dip to 33 below zero.

The weather service issued a wind chill advisory for the entire state, warning that even moderate winds were expected to push the "feels like" temperature to as low as 50 below zero. Wind chills that low could result in frostbite on exposed skin in just minutes, the weather service warned.

The cold and the Presidents Day holiday led schools around the state closed in-person classes on Monday.

Bitter temperatures were expected to deepen overnight into Tuesday morning, the weather service said, with the area's wind chill advisory set to expire Tuesday afternoon. Temperatures were expected to rise above zero on Wednesday and into double digits - but still below freezing - later in the week.

Nebraska sees low temp records broken as Arctic air descends

Mid-Plains Community College is on the cusp of something big.

Thanks to new technology, the way students learn is about to change – forever.

“From the student perspective, I think we’re going to see this technology spark a lot of interest,” said Paul Knopick, MPCC area director of early entry and program development. “From the college perspective, it will give our faculty another creative way to teach and engage students.”

Knopick’s comments were made in reference to the eight new zSpace units the college recently purchased that instructors will begin training on in March. Each offers an explorative and experiential learning experience through the use of virtual and augmented reality.

VR and AR provide lifelike simulations in fun, immersive and interactive ways. By transforming the delivery of educational content, VR and AR promote creativity and curiosity, stimulate interest and offer visualizations not always possible in traditional classroom settings.

“With zSpace, our programs can have topics and resources at their fingertips at the click of a button,” Knopick said. “For example, classes won’t have to have a cadaver because there’s an app for that. They won’t need an electric car to learn about one because there’s an app for that, too. In this day and age, technology is king, and this is a great way to create more opportunities for students and take the education we provide them to another level.”

The zSpace units consist of eight oversized tablets that will be mounted onto carts for portability purposes. Each tablet is installed with apps for anatomy and physiology, biological sciences and chemistry and comes with special glasses that allow wearers to view scenes in 3-D – as though they were part of them.

The eyewear provides students with the freedom to move and interact with the objects they are studying. Two experiences are available. Students can either view objects on their own or see what their instructor is seeing. Accompanying styluses allow students to pick up and hold 3-D objects to better examine them.&nbsp;

Images can also be projected thanks to a zView camera.

“It’s similar to a GoPro but can be set up to record what the instructor is doing and cast the activity to other screens for online and distance learning classes,” Knopick said.

MPCC campuses in McCook and North Platte will each receive two zSpace units. The remaining four will be sent to campuses in Broken Bow, Imperial, Ogallala and Valentine. For now, the tablets will primarily be used by the biology and chemistry departments, but they will have the ability to be moved around wherever needed.

“Data shows that the biggest need currently is for training in the area of health sciences,” Knopick said. “We’re hopeful that we can secure more funds to purchase additional apps and eventually roll the units out to the applied technology programs and other departments as well.”

Two laptops were included with the equipment purchase. They will be used by the nursing and emergency services departments to provide electrocardiogram training. When not needed by those departments, the laptops will be housed in the Learning Commons areas on the McCook and North Platte campuses so all students can access them.

The total cost of the new equipment was $60,998, all of which was paid for with federal funding from a Perkins grant.

MPCC students could begin using the units as early as this spring. They will be fully implemented into curriculums by fall.

U.S. history. According to the Centers for Disease Control and
Prevention (CDC), deaths topped 3 million for the first time due to
the coronavirus pandemic. Many Americans had to bury a loved one,
while already facing financial strain due to COVID-19. With average
funeral and burial costs exceeding $9,000, the issue of funeral
poverty has been exacerbated, according to Professor Victoria Haneman
at <a href="https://law.creighton.edu/">Creighton
University School of Law</a>.
She is advocating for changes in the death services industry to help
reduce funeral poverty and make families more empowered to plan for
and manage end-of-life decisions.

Funerals
are the third-largest expense for families, according to the Bureau
of Labor Statistics, and research from the Federal Reserve indicates
40% of Americans would have great difficulty covering an unexpected
$400 expense. When loved ones die, grief-stricken families have to
make quick, and often costly, decisions. Fortunately, the Federal
Emergency Management Administration (FEMA) and members of U.S.
Congress recently announced low-income families will soon be able to
apply for funeral reimbursement of up to $7,000, as part of a
COVID-19 relief bill passed in December.

“Consumers
are forced to deal with an extraordinarily expensive expenditure at a
time when they are likely to be cognitively impaired,” said
Haneman, Creighton’s Frank J. Kellegher Professor of Trusts &amp;
Estates. “During this time of bereavement, the relatively
uninformed consumer generally leans upon the advice of industry
professionals with a profit-seeking objective.”

Haneman,
whose research will soon be published in the <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=3653302">University
of Richmond Law Review</a>,
believes unconsidered expenses perpetuate inequality and contribute
to intergenerational cycles of poverty. Through her ongoing research
on the death care services project, which includes funeral poverty,
green burial and the intersection of both with the Internal Revenue
Code, she hopes to demonstrate to her students the ways in which
traditional structures can be considered through a creative lens, and
the role that lawyers can play in being agents of change. She said
changes are needed to heighten consumer death literacy, bring
awareness to spending during times of grief and ease access to
information and alternative choices.

“It
is imperative that options be made available to transition human
remains in a way that does not exacerbate cycles of poverty and
allows for the living to preserve dignity. This need calls for
important changes to existing legal structures, including
modernization of consumer protection regulation, change to laws
regulating the death service industry and recharacterization of
expenses for tax purposes,” Haneman said.

The
Federal Trade Commission (FTC) is conducting a review of the Funeral
Rule that protects consumers. The Funeral Rule was enacted in 1984
when computers were not readily available. Haneman said the issue of
price disclosure needs to be revisited to require providers to list
prices online and disclose if they are not a locally owned business.

“Information
must be made readily available for the grieving consumer, who is less
likely to engage in price-conscious behavior and bound by
time-constrained decision-making. Informal studies have found that
death service companies that list pricing online are as much as 30%
cheaper than those that do not disclose costs online,” Haneman
said.

As
specifically concerns funeral and burial expenses, Haneman said
consumers may not be aware some costly options are actually
unnecessary and cheaper alternatives are available, such as cremation
and <a href="https://alumni.creighton.edu/impact-giving/stories/human-element-core-of-life-learning-and-problem-solving">green
burial</a>,
services which are being used more frequently.

“Interest
in green burials is being driven by cost and concern for the
environment. Green burials can be as simple as using biodegradable
options or shrouds in lieu of caskets or may go so far as composting
the decedent. Tax incentives for alternative options and pre-planning
death care services would help educate the public so families can
make better-informed decisions,” Haneman said.

While
the funeral of the future could provide more affordable options for
the consumer, however there are barriers to development.

“New
death-service technology exists, however, state law and regulation
impose unnecessary costs and preserve status quo. The practice-ready
lawyer of the future anticipates change. Our students learn from
casebooks, but forward-facing legal education also teaches students
to be responsive to innovation and disruptive technologies,”
Haneman said.

changes are needed to heighten consumer death literacy, bring
awareness to spending during times of grief and ease access to
information and alternative choices.“It
is imperative that options be made available to transition human
remains in a way that does not exacerbate cycles of poverty and
allows for the living to preserve dignity. This need calls for
important changes to existing legal structures, including
modernization of consumer protection regulation, change to laws
regulating the death service industry and recharacterization of
expenses for tax purposes,” Haneman said.The
Federal Trade Commission (FTC) is conducting a review of the Funeral
Rule that protects consumers. The Funeral Rule was enacted in 1984
when computers were not readily available. Haneman said the issue of
price disclosure needs to be revisited to require providers to list
prices online and disclose if they are not a locally owned business.“Information
must be made readily available for the grieving consumer, who is less
likely to engage in price-conscious behavior and bound by
time-constrained decision-making. Informal studies have found that
death service companies that list pricing online are as much as 30%
cheaper than those that do not disclose costs online,” Haneman
said.As
specifically concerns funeral and burial expenses, Haneman said
consumers may not be aware some costly options are actually
unnecessary and cheaper alternatives are available, such as cremation
and <a href="https://alumni.creighton.edu/impact-giving/stories/human-element-core-of-life-learning-and-problem-solving">green
burial</a>,
services which are being used more frequently.“Interest
in green burials is being driven by cost and concern for the
environment. Green burials can be as simple as using biodegradable
options or shrouds in lieu of caskets or may go so far as composting
the decedent. Tax incentives for alternative options and pre-planning
death care services would help educate the public so families can
make better-informed decisions,” Haneman said.While
the funeral of the future could provide more affordable options for
the consumer, however there are barriers to development.“New
death-service technology exists, however, state law and regulation
impose unnecessary costs and preserve status quo. The practice-ready
lawyer of the future anticipates change. Our students learn from
casebooks, but forward-facing legal education also teaches students
to be responsive to innovation and disruptive technologies,”
Haneman said.

(UNMC)-As part of its continuing effort to address Nebraska’s nursing shortage,&nbsp;the University of Nebraska Medical Center&nbsp;will offer two new programs: a new master’s degree program, and a certificate program for internationally educated nurses. In addition, an accelerated option will be offered in the registered nurse to bachelor’s degree in nursing program (RN to BSN).&nbsp;

Applications are being accepted now.&nbsp;

“There is a critical nursing shortage facing the U.S.,” said Juliann Sebastian, PhD, dean of the UNMC College of Nursing. “Nebraska is projected to have a shortage of 4,000 nurses over the next few years. This tremendous need requires creative approaches for expanding educational opportunities for nurses.”&nbsp;

According to the U.S. Bureau of Labor Statistics, the job outlook for nurses is expected to grow by 15%, which is much faster than average.&nbsp;

The new Advanced Nurse Generalist Master’s Degree in Nursing, which begins in the fall, is a new specialty track is for nurses looking to advance their skills and knowledge but are not seeking nurse practitioner certification.&nbsp;

The 39-credit hour program, which will be offered primarily online, will include a clinical practicum in the students’ specialty clinical area with a preceptor.&nbsp;Short immersion experiences will be scheduled throughout on College of Nursing campuses.&nbsp;&nbsp;

Curriculum includes health care economics and policy, care coordination and organizational improvement.&nbsp;

“This master’s program is ideal for nurses, particularly those in hospital or other direct patient care settings, who want to solve problems to enhance patient outcomes or seek leadership opportunities,” said Missy Ofe Fleck, PhD, director of the program.&nbsp;

The second new program offered is “Nursing in the U.S. Context,” an undergraduate certificate beginning this May.&nbsp;&nbsp;

The goal of the program is to better prepare internationally educated nurses for practice in the U.S. and for exams necessary to make them eligible for RN licensure.&nbsp;An active RN license in the U.S. also is a prerequisite for applying to post-licensure programs such as the RN to BSN and master’s and doctoral programs.&nbsp;&nbsp;

The program consists of a minimum of 12 undergraduate credit hours of coursework, clinical simulation and some hours in a clinical setting completed over two semesters. The curriculum provides an understanding of nursing and health care in the U.S., professionalism, communication roles and responsibilities, as well as practicing medical English.&nbsp;&nbsp;

Customers are asked to reduce any electrical usage effective immediately and through midnight, Feb. 15, and the following 48 hours to mitigate the risk of potential widespread and longer-lasting outages. The effects of widespread and extreme cold weather have led to increasingly tightening conditions in Southwest Power Pool’s (SPP) service territory which NPPD is a member.

NPPD is currently operating all available generating resources to meet demand but request voluntary conservation by electric consumers.

Electric consumers can do the following to assist without putting safety at risk:

• Turn down thermostats to 68 degrees and lower at night.

• Close shades and blinds to reduce the amount of heat lost through windows.

• Turn off and un-plug non-essential lights and appliances, computers and printers.

• Close the fireplace damper when not in use to avoid losing heat through the chimney.

• Avoid using large appliances (i.e., ovens, washing machines, etc.).

NPPD asking customers to voluntarily conserve energy

A judge in Buffalo County has ordered that a dog be euthanized after it was involved in the death of a baby girl.

According to Buffalo County Attorney Shawn Eatherton, the dog lived with the family when it attacked the child.

Emergency personnel and officials were called to a home in the 500 block of West 14th Avenue early last Wednesday morning for an infant that was not breathing. Police officers say the girl was deceased upon their arrival.

Eatherton says an autopsy found blunt force and cranial trauma caused by the American Bulldog was the cause of the infant's death.

The dog was euthanized last Wednesday on a judge's order, according to Eatherton, and had no prior history of being aggressive.

Wind chills as low as 45 below expected through Tuesday morning

The Mid-Plains Community College family is mourning the loss of the lead cowboy of their rodeo team.

MPCC rodeo coach Garrett Nokes passed away on Sunday.

Nokes was injured on January 28 when he was kicked in the head by one of his horses.

According to family members, Nokes was life-flighted from the McCook hospital to a Kearney hospital where he underwent emergency surgery and had recovered to the point where he had returned home.

Family members say his passing was sudden and unexpected

According to a Facebook post, Nokes&nbsp;bulldogged at the 2005 National Finals Rodeo and finished fourth in the world that year. 

Another big thrill in his cowboy career was winning the #12 and his half of the $290,000 that went with it at the Ariat World Series of Team Roping Finale at the South Point in Vegas with Scott Smith in 2017.

Garrett graduated from Oklahoma Panhandle State University and has been an amazing mentor of young talent as Mid-Plains Community College Rodeo Team coach in North Platte.

“Garrett’s strong work ethic was second to none. He led by example and held high expectations for his student-athletes to do the same. Garrett will be missed, but the impact he had on people both inside and outside of the rodeo arena will live on through them forever,” said President Ryan Purdy.

Nokes is survived by his wife Laura and their two boys, Trevor and Parker.

According to a statement from the college,&nbsp;MPCC head rodeo coach Garrett Nokes sustained a head injury from a horse after returning to his home after rodeo practice on the evening of January 28.

Nokes was taken to the McCook Community Hospital and then life-flighted to Kearney where he underwent surgery to treat his head injury.

Garrett is continuing his recovery in Kearney.&nbsp; He was moved to acute rehab yesterday.

“Garrett is a great ambassador for MPCC and the Rodeo Team,” said President Ryan Purdy. “We ask that everyone continue to keep the Nokes family in their thoughts and prayers during this time.”

That failure rate is significantly higher than it was before the pandemic.

The need for additional help is especially critical for high school juniors and seniors who have fallen behind on coursework that could delay graduation.

"Eleventh- and 12th-graders need those credits to graduate, so obviously there's a sense of urgency there," said Heather Phipps, associate superintendent of education services in Millard Public Schools.

The Millard district hired an additional teacher and paraprofessional at each of its three high schools to help students work on recovering course credits for failed courses. Some teachers are also working late to offer students more help.

In the state's largest school district, officials are planning to expand summer school and create individual recovery plans for every student to help them make up what they missed while learning remotely. Omaha Superintendent Cheryl Logan has told her school board that every student will be eligible for summer school this year because they all lost time in school.

Many of the items are maintenance on the park’s buildings, most of which date back to the 1800s when the park was a base for the U.S. Cavalry and which now serve as lodging, but there is some new construction, too.

“Providing the modern amenities that park goers want in a place that has so many aging structures is always a challenge, but we take pride in it,” said Jim Miller, park superintendent. “We are certainly thankful to receive the funding that helps us serve the public and maintain the park’s historical integrity.”

Young buckaroos will surely enjoy one upgrade. The park is in the process of adding new playground equipment near the picnic shelter at the entrance of the Soldier Creek and Red Cloud campgrounds. To match the Fort Robinson western theme, the modern equipment will feature replicas of a stagecoach, hay bales and horses, along with many more common items.

The hub of the park, the stately brick building that houses the restaurant, lodge and park headquarters, also is receiving major improvements. Soon to be installed is an upgraded handicapped-accessible ramp leading to the building’s covered porches and new doors for its main entrance. Inside, park staff has been busy uncovering and refinishing the restaurant’s original Douglas fir flooring.

Another project that will certainly be noticed when it gets underway this summer is the painting of the park’s two water towers. Constructed in 1903, the metal towers stand about 80 feet tall and serve as a regional landmark.

Miller said countless other upgrades have occurred for the park’s historical buildings in recent years. He said one ongoing project is modernizing the buildings’ kitchens. Many also have received new siding, doors and sidewalks.

A major funding source for the upgrades is the Game and Parks Capital Maintenance Fund, which is generated from a tax on the sale of motorboats and personal watercraft. For instance, that source is being used for the expansion of the Red Cloud Campground, the $330,000 cost of the playground equipment and $40,000 to paint the water towers. Other funding sources include park permits and fees, grants, Nebraska’s LB309 Task Force for Building Renewal and the Nebraska Outdoor Recreational Development Act.

Elsewhere at Fort Robinson, a project to improve the park’s fishing ponds continues. While the project is not scheduled to be completed this year, work will get underway at Carter P. Johnson Lake and nearby Crazy Horse Pond as part of the second phase of the Fort Robinson Aquatic Habitat Project. The first phase of that initiative resulted in major renovations of Grabel Ponds, Ice House Ponds and the Cherry Creek Pond complex.

Fort Robinson State Park, which consists of 22,000 acres in the Pine Ridge, is Nebraska’s largest state park. It is located on U.S. Highway 20 just west of Crawford.

Many improvements coming to Fort Robinson State Park

LINCOLN, Neb. (NSP)-Troopers with the Nebraska State Patrol (NSP) responded to more than 200 weather-related incidents on Friday. As the weekend begins, NSP advises all motorists to be prepared for adverse weather conditions, including extremely cold temperatures and wind chills over the next several days.

On Friday, troopers responded to 34 crashes, performed 156 motorist assists, and assisted other agencies with 17 additional calls for service. Troopers will be prepared all weekend to help motorists in need of assistance throughout the state.

“Nebraska’s winter has been relentless in recent weeks,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “As the extreme cold carries throughout the weekend, with more snow expected across much of the state, it’s imperative that travelers are prepared in case they become stranded.”

If you become stranded on the road, stay with your vehicle and call for help. The vehicle is the best shelter from the elements and is the easiest thing for emergency personnel to spot while looking for a stranded motorist. Any motorist who becomes stranded can call the NSP Highway Helpline at *55 or 800-525-5555 and speak directly with an NSP dispatcher.

All travelers are urged to&nbsp;keep a winter weather survival kit in their vehicle. Some basic items to include are: First Aid Kit, phone charger, ice scraper, shovel, small bag of sand, flashlight with extra batteries, blankets or sleeping bags, extra clothing and winter accessories, jumper cables, tow rope, tool kit, matches, candles, red flag or bandana, high energy or dehydrated foods, and bottled water.

On Friday at approximately 10:30 a.m. MT, an NDOT snow plow operator was injured in a crash that occurred near Potter. The crash occurred while the operator was plowing the passing lane of westbound I-80, near mile marker 32. The plow was struck from behind by a semi, causing a chain reaction crash with two additional vehicles. The plow operator was the only injured party and was transported to the hospital with non-life-threatening injuries.

LINCOLN, Neb. – Educators interested in incorporating monarch butterflies into their teaching are invited to a free virtual workshop March 16 and 23.

During the Monarchs on a Mission workshop, participants will explore the life cycle, migration, habitat requirements and conservation concerns of the monarch butterfly. The workshop incorporates inquiry-based, hands-on activities covering subjects such as math, science, art and language arts.

The workshop, which will be held from 6-8 p.m. Central time, is designed for after-school groups and formal and informal educators who work with students in grades pre-K to sixth grade. Participants will receive a curriculum guide, insect identification guide and four hours of approved in-service.

Monarchs offer a unique approach to education, said Nebraska Game and Parks Commission wildlife educator Jamie Bachmann. “They are fascinating creatures, from their migration totaling some 3,000 miles to their specific feeding and lifecycle requirements,” she said.

Game and Parks offering monarch butterfly workshop for educators

OMAHA, Neb. (AP) - Nebraska state officials have told retail pharmacies and local public health agencies offering coronavirus vaccinations to give at least 90% of their doses to senior citizens, Gov. Pete Ricketts said Friday, even though other groups are also eligible under the state's distribution plan.

Ricketts said the directive from the state was intended to protect residents who are at the greatest risk of dying if they catch the virus. Nebraska is currently in a vaccination phase focused on the elderly, adults with underlying medical conditions, first responders, education workers such as teachers, and people who work in fields deemed critical.

Asked why the state is prioritizing elderly residents, Ricketts pointed to statistics showing that they account for the largest proportion of people in Nebraska who have died from the virus. The number of statewide deaths has now reached 2,002 since the pandemic began, and 83% of those who have died were at least 65 years old, according to the state's online tracking portal.

"Those are the people who are most at risk of dying," Ricketts said at a news conference to discuss the state's pandemic response. He said state officials contacted participating pharmacies and local health directors to "make sure they're in line with the state's expectations."

On Thursday, the Nebraska Department of Health and Human Services announced 33 pharmacies around the state are now offering vaccinations. But in a press release, the agency warned that doses are still "very limited" and will only be given to people who are at least 65. All of the new pharmacy locations announced are in smaller and mid-sized Nebraska cities, except for three in Omaha.

Nebraska chief data strategist Ashley Newmyer said the state's&nbsp;<a href="https://vaccinate.ne.gov/" target="_blank">online vaccination registration</a>&nbsp;site has seen more than 181,000 signups since it was launched late last month. Newmyer said state officials expect to publish a Spanish-language version of the site next week.

Nebraska has confirmed 195,485 virus cases since the pandemic began, and the state's hospitals are treating 216 infected patients, down from the record highs of nearly 1,000 in mid-November.

Health officials have administered 165,550 first doses of the vaccine, accounting for 95% of Nebraska's supply, according to the state tracking portal. They've administered 97,200 second doses. The currently available vaccines from drug makers Pfizer and Moderna require two doses to provide full immunity.
