“Planting the Seeds of Tractor and Machinery Safety” will cover hazards associated with agricultural tractors and machinery and how to prevent injuries. Attendees also will be provided with teaching and training resources.

The webinar will be presented by Aaron Yoder, PhD, of the Central States Center for Agricultural Safety and Health at the University of Nebraska Medical Center College of Public Health.

Traditionally, tractors and machinery have been a leading cause of fatal and nonfatal injuries on and around farms and ranches. In 2019 there were six fatalities in Nebraska related to tractor and equipment operation.

Farm Safety and Health Week offers free webinar Sept. 21 on tractor and machinery safety

Mid-Plains Community College business instructor Cathy Nutt has been recognized by the Nebraska State Business Education Association.

She received this year’s Teacher of the Year Award for Outstanding Contributions to Business Education by a Postsecondary Teacher.

Nutt has been a full-time faculty member at NPCC for 13 years. She teaches a variety of classes from Introduction to Business, Personal Finance, Microeconomics and Macroeconomics to Business and Professional Speaking, Advertising, Food Marketing and Introduction to Agriculture Economics and Agribusiness.

She works diligently to provide an engaging learning experience that is applicable to today’s business world.

“Cathy is a true professional,” said Angie Chittick, also a business instructor for MPCC. “She is an organized, efficient, passionate and motivating instructor who has proven to be a leader in the classroom as well as within the college and business education in general.”

Among her many responsibilities, Nutt is responsible for managing internships for the business students and serves as the Center for Teaching Excellence coordinator for the college. In that role, she works with faculty across all MPCC campuses to develop engaging teaching strategies and effective online courses. Additionally, Nutt helps new instructors navigate the Learning Management System and has developed LMS workshops.

Nutt was one of MPCC’s first instructors to use Zoom meetings to reach the college’s community campuses. The platform is also how she interacts with online students one-on-one.

“Cathy’s work with students over the years has been and continues to be outstanding,” said Jean Condon, chair of MPCC’s Business and Technology division. “Cathy is committed to bringing the best teaching and innovative learning practices into the classroom. She is also known for her dedication, patience and willingness to work with students outside of the classroom. She is committed to helping each student improve his or her knowledge and skills and has the unique ability to motivate students to set high goals and achieve them.”

Carolyn Petersen, MPCC alumnae, echoed Condon’s sentiments. She was a student in several of Nutt’s classes and experienced Nutt’s passion for teaching first-hand.

“I can say with certainty that not only is Mrs. Nutt very knowledgeable in the subjects she teaches, but she is also very engaged with her students,” Petersen said. “She embellishes concepts with personal anecdotes and experiences that bring learning to life. I was blessed in having Mrs. Nutt as one of my first instructors. I truly owe the completion of my college degree to her.”

Nutt was instrumental in developing the Agribusiness option currently offered by MPCC.&nbsp; She created an advisory committee, put together the curriculum and continues to advise ag students.

Membership-wise, Nutt is involved in the Nebraska State Business Education Association, currently as the president; Mountain Plains Business Education Association; National Business Education Association; Nebraska Education Technology Association; Mid-Plains Community College Education Association and Nebraska State Education Association.

LINCOLN, Neb. (AP) - Recent rain has helped ease drought conditions in Nebraska, but not by much.

Some areas of northeast Nebraska saw more than 2 inches of rain last week, and other areas got more than an inch.&nbsp;<a href="https://journalstar.com/weather/rain-last-week-helps-ease-drought-in-nebraska-slightly/article_211c1ba3-2d2b-5974-be69-d9369eb7d939.html" target="_blank">The Lincoln Journal Star</a>, citing the state Drought Monitor released Thursday by the University of Nebraska, noted that drought conditions are only slightly improved.

More than half the state remains in some level of drought this week, although the percentage dropped from almost 56% last week to about 53.4%. Severe drought dropped from nearly 26% to 23.5%. Extreme drought conditions are now confined mostly to Cuming County.

Places across the state have seen precipitation levels far below normal this year. Omaha's precipitation level is 11 inches below normal, Sidney's is 10 inches less than normal.

The National Weather Service said in a report that topsoil moisture is rated as 31% short across the state, and 44 counties have authorized emergency haying and grazing on land in the Conservation Reserve Program.

NORTH PLATTE, Neb.-Investigators with the Nebraska State Patrol (NSP), working with the CODE Task Force, have arrested a North Platte man on multiple charges following the execution of search warrants on Thursday.

Thursday morning, investigators with the CODE (Cooperative Operation for Drug Enforcement) Task Force served a search warrant at a business at 1909 East 4th&nbsp;Street in North Platte. During the search, investigators located more than 500 Alprazolam pills, commonly known as Xanax.

The owner of the business, Michael Hunt, 46, was present at the time of the search. Investigators then served another search warrant at Hunt’s residence, at 492 West North River Road. Investigators found a .50 caliber rifle and approximately 5,000 rounds of ammunition for various firearms at the residence.

Hunt was arrested on suspicion of possession of a controlled substance, possession of a pharmaceutical controlled substance with intent to distribute, and possession of a firearm by a prohibited person. Hunt was lodged in Lincoln County Jail.

This operation involved several agencies, including the North Platte Police Department, Nebraska Information Analysis Center, FBI, U.S. Postal Inspection, Department of Homeland Security, and the Nebraska State Patrol.

Owner of North Platte construction company arrested after pills found at business

LINCOLN, Neb. (AP) - Nebraska's unemployment rate for August dropped to 4%, the lowest rate in the country, the state announced Friday.

The state Department of Labor reported the rate was down from a revised July rate of 4.9%.

The declining rate reflects an increase of 4,084 nonfarm jobs in the past month.

Nebraska's unemployment rate is the lowest in the nation, just ahead of Utah's 4.1% rate.

The national unemployment rate in August was 8.4%.

"We are excited to announce that we are honoring Mrs. Kelli Sheets for the month of September,” says Terri Burchell, Executive Director of the Foundation.&nbsp; 

The staff person is chosen through nominations that are submitted by the district staff.&nbsp; This is what Mrs. Vikki Carlson wrote in her nomination about Mrs. Sheets:

Mrs. Kelli Sheets is an above and beyond staff member! Kelli serves multiple roles in our district. First, Kelli is our EL Coordinator. She oversees the learning of all of our K-12 English Learner students. Our EL program serves over 100 students and 15+ languages. Her responsibilities as an EL coordinator include but are not limited to: reviewing all Home Language surveys when a student enrolls in the NPPSD, assessment to all of our EL students K-12 for appropriate services and general education learning… Second, Kelli serves as our elementary EL teacher in addition to serving as our EL coordinator! She serves all of our K-5 EL students in an instructional and educational setting ensuring that our students are receiving individualized English Learner services. Kelli even drives one of our district mini-buses between Jefferson and Washington so that she can bring students together from both of our designated EL elementary buildings and provide EL services in a culturally connected and engaging environment...I could list one hundred more tasks she does! If I could bottle up her energy and all of the aforementioned traits and sprinkle them around like pixie dust, I would! Kelli never complains...she never says a bad word about anyone...she has a heart of gold...she loves what she does...and most importantly...she loves her students unconditionally. Kelli is very deserving of this recognition!

This month the Foundation was the sponsor for the basket filled with special treats for Mrs. Sheets.&nbsp; Prairie Friends and Flowers sponsored the floral arrangement.&nbsp; Staff members are awarded monthly throughout the school year.

The risk dial moved from a 2.19 down to a 2.12 this week, which
remains within the elevated risk level.

WCDHD lowers COVID Community Risk Dial slightly, risk remains in Orange level

Numerous large wildfires in the Western United States may affect the air quality in Nebraska. Nebraska continues to monitor smoke levels and wind directions and provides updates accordingly to the media and public. Smoke advisories are issued for impacted areas by notifying the media and local health departments, and posting information on the Nebraska Department of Health and Human Services (DHHS) and the Nebraska Department of Environment and Energy's (NDEE) webpages and social media sites. Advisories help citizens protect their health by alerting them to days where outdoor activities should be reduced or avoided to minimize exposure to smoke.

Advisories are based on data provided by NDEE and the National Weather Service (NWS), and from air quality monitors located in Lincoln, Omaha, Bellevue, Grand Island, and Scottsbluff.

An advisory of possible&nbsp;Moderate (yellow category) to Unhealthy for Sensitive Groups&nbsp;(orange category) impacts may occur on Wednesday, September 16. Impacts may continue through Friday, September 18.&nbsp; Conditions are expected to move back to the green category, (no impacts), by Saturday, September 19.&nbsp;

An advisory of&nbsp;Moderate&nbsp;(yellow category) impacts may occur on Wednesday, September 16.&nbsp; Conditions are expected to move back to the green category, (no impacts), by Thursday, September 17.&nbsp;

Smoke advisories issued for Nebraska

OMAHA, Neb. (AP) - The economy in rural parts of 10 Plains and Western states is seeing some improvements but remains weak, according to a new monthly survey of bankers in the region.

The Rural Mainstreet Survey's overall index remained negative at 46.9 in September, even though it improved from August's 44.7 and marked several straight months of continued improvement since March, when the index bottomed out for the year at 35.5 as the coronavirus pandemic emerged. Any score below 50 suggests a shrinking economy, while a score above 50 suggests a growing economy.

More bankers showed optimism about the economy's outlook over the next six months, with the survey's confidence index rising to 50.0 from August's 44.6.

"Recent improvements in agriculture commodity prices, federal stimuli and Federal Reserve record low interest rates have underpinned the Rural Mainstreet Economy," said Creighton University economist Ernie Goss, who oversees the survey. "Bank CEOs estimated that farm income, including government support, was down only 1.5% from this time last year."

But fewer than 1 in 4 bankers reported that their local economies were back to levels before the outbreak.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Farmland prices declined to 45.0 in September from August's 50.0, while the farm equipment sales index slipped to 32.1 from 32.8 in August.

OMAHA, Neb.-Union Pacific Railroad's Community Ties Giving Program awarded $10.2 million in local grants to more than 930 nonprofit organizations across its 23-state system. Grants are traditionally awarded in the company's three philanthropic priority areas: safety, workforce development and community spaces; however, nearly $7 million in 2020 grants went to address needs related to the COVID-19 pandemic.

Due to the unprecedented circumstances and anticipated community need, an additional $5 million in funding was added to the local grants program in 2020, bringing the total to $10.2 million. In an effort to expedite funding and address immediate needs, COVID-19 Relief Grants were awarded in waves with approximately 620 organizations receiving support. COVID-19 Relief Grants were used to address critical community needs associated with the pandemic, including general operating support.

Union Pacific awards $10.2 million in local grants, mostly for COVID-19 relief

NORTH PLATTE, Neb.-For
the first time in 130 years, The Salvation Army is starting its
annual holiday fundraising campaign early across the country in order
to rescue Christmas. The funds raised through the organization’s
iconic red kettles are at risk this year due to COVID-19 while
requests for services are at an all-time high.

Based
on the increase in services already provided in response to the
pandemic, the organization could serve up to 155 percent more people
in 2020 with Christmas assistance, including putting food on the
table, paying bills, providing shelter, and helping place gifts under
the tree – assuming the resources are available. In Lincoln County,
we served135 families last year. If we see the same level of
increased requests for service, that would mean 209 families would
need our help this holiday season.

At
the same time, due to the closing of retail stores, consumers
carrying less cash and coins, and the decline in foot traffic, The
Salvation Army could see up to a 50 percent decrease in funds raised
nationally through the red kettles, which would limit their
capability to provide services for the most vulnerable. To put this
in perspective, last year $126 million was raised nationally through
about 30,000 red kettles.  In North Platte, we raised $54,532 through
11 red kettle locations.

"We
have been serving through the crisis, providing assistance to many
families in Lincoln County.  We appreciate the support of our
community thus far, but we know that the need continues to grow. 
More people will be looking to The Salvation Army to help them
through these challenging times," said Major Harold Poff, Corps
Officer.

Since
March, The Salvation Army North Platte has provided food to 520
families, assisted 18 families with rent and utilities, and
distributed produce to approximately 11,400 families in our
community. Now more than ever, they’re making it safer and simpler
to donate in order to support the most vulnerable in our community.

The
traditional red kettles will be deployed locally beginning November 9
and will continue through December 24.

NORTH PLATTE, Neb.-The North Platte Police Department received a surprise at the weekly City Council meeting on Tuesday.

Prior to the regular agenda items at the meeting, Rev. Michael Broome of the African Coalition of America surprised North Platte Chief of Police Daniel Hudson by presenting the department with a plaque thanking them for their service to the African American citizens of North Platte.

The public land most affected was Williams Gap Wildlife Management Area in Banner County. Along with 2,900 acres of adjacent private land, the fire burned about 1,100 acres on the 1,829-acre wildlife area. During the same period, some U.S. Forest Service property 3 miles south of Chadron was burned in the 400-acre Aristocrat Fire.

Acquired by Nebraska Game and Parks Commission, and opened in 2015, Williams Gap features the steep sandstone cliffs of Sheep Mountain and other landforms, making it popular with bighorn sheep. The fire burned many of the trees on the property. How many will survive will not be known until later, said wildlife biologist Chris Becker of Scottsbluff.

Biologists say the amount of precipitation in coming weeks will affect how wildlife populations respond to burn areas this year.

“Overall wildfires have both good and bad long-term effects and how much of each will depend on when we start getting rain,” Becker said of the Hubbard’s Gap fire. “It will likely make the area better bighorn sheep habitat with the reduction of woody vegetation.”

However, it could have negative effects on deer and turkey hunting this year if there is not much green-up, he added.

“Much of the upland bird-small game habitat was burned and won’t provide much hunting opportunity this season,” he said.

Rick Arnold, a biologist based at Ponderosa Field Office near Crawford, responded to both fires and observed wildlife as they escaped the scene. A ewe and a lamb bighorn sheep were found dead after the Hubbard’s Gap burn, but no other significant wildlife losses were observed.

“We saw some really nice mule deer bucks in that rough country behind the college on Forest Service,” Arnold said, in reference to the fire near Chadron. “With any rain, those deer will be right back on the fall green-up forages.”

Wildlife biologist Justin Powell of Alliance said fire is not all bad. He said some animals may be driven off the burned areas, but some may be attracted to it.

“The Aristocrat fire was a pretty beneficial burn. Besides losing some of the regeneration trees, it did a great job of cleaning up old deadfall from the ’06 fire in the same location,” he said. “In general, fires can be super beneficial to a hunter. In fact, in states like Colorado, a good way to find elk is to target burn areas. No exception here —fresh green vegetation, less cover for predators, and easily available grit and insects — all a draw for game animals.”

More than a half-dozen Game and Parks employees joined the many volunteer fire departments and other responders on the fires. In addition to loss of trees, boundary fence posts and signs at Williams Gap will need to be replaced.

Even though it has been dry this summer, Becker said the fuels at Williams Gap had been reduced by grazing cattle and was somewhat surprised the fire was able to move over the property as quickly as it did. The tenants moved cattle from the property just before the fire arrived.

Wildfires have raged throughout the western United States this summer. Nebraska officials are hopeful that no catastrophic wildfires start this fall, but with much of the region suffering from a drought the risk still remains high. They encourage people to use extreme caution with outdoor activities.

While lightning has been identified as the cause of the fire near Chadron, officials suspect human activity may be to blame for the Hubbard’s Gap fire. It is still under investigation.

OMAHA, NE&nbsp;— Nebraskans have received $9.9 billion in federal COVID-19 relief since March, and that number will increase if Congress approves an additional package of relief measures. But a new Platte Institute report says that the state’s current website for tracking the relief effort’s spending falls short when it comes to transparency and providing the public, the media, and policymakers useful information about where the money is going.

The report,&nbsp;Where is the Money Going? Tracking COVID-19 Relief Funds in Nebraska, is now available at&nbsp;<a href="https://platteinstitute.org/Policy" target="_blank">PlatteInstitute.org/Policy</a>&nbsp;and is attached in PDF format.On July 15, the Ricketts administration launched a website at&nbsp;<a href="https://coronavirus.nebraska.gov/" target="_blank">coronavirus.nebraska.gov</a>&nbsp;that included features for detailing the use of federal relief funds.

As of this writing, an analytic tool for exploring data on CARES Act programs remains unavailable, and documentation on the main site only accounts for about $1 billion of the $9.9 billion in pandemic-related assistance. CARES Act and other COVID-19 assistance in Nebraska totals more than twice as much as the state’s current General Fund spending.

As one example of the inconsistencies in the data, the U.S. Department of Education states that Nebraska received $295.2 million in emergency education funding, while state documents only account for $208.2 million once K-12 and higher education stabilization and nutrition programs are combined.

"The state’s current website is far from an adequate resource for informing taxpayers about how COVID-19 relief is being spent in Nebraska,” said&nbsp;Platte Institute Policy Director Sarah Curry, the author of the report.“The CARES Act has brought an especially large amount of one-time federal funding to Nebraska that demands transparency, but Nebraska also receives a large share of its budget from Washington every year, and the state is not doing enough to inventory those funds either,” said Curry. &nbsp;

Nebraska has received an average of 31% of its total budget from the federal government over the last ten years, which is a typical amount for states to receive.

Curry proposes that the state should audit and inventory all federal funds allocated to the state, providing information on the intended use of the funds, and the state matching or maintenance of effort requirements associated with accepting the federal money.

In 2017, a proposal to create a publicly-accessible inventory of all federal funds allocated to the state won first-round approval in the Legislature but failed to become law.

“While all this money has been entering the state for decades, there is no comprehensive report or website for taxpayers or lawmakers to see where the money is going and if it is accomplishing its intended purpose,” said Curry.“Had the federal funds inventory been adopted in 2017, the COVID-19 relief program, as well as federal funds used for the 2019 flood and blizzard relief in Nebraska, would have been subject to more complete scrutiny. Instead, taxpayers, the media, and the Legislature have had to rely on what information the executive branch has chosen to provide,” said Curry.

“Compact Rhythms,” an exhibition of artworks from Sheldon Museum of Art at the University of Nebraska-Lincoln, opens at the Prairie Arts Center on October 2. 

The exhibition is part of Sheldon Statewide, an annual program through which works from the museum’s collection travel to venues throughout Nebraska. Since its inception in 1987, the program has taken exhibitions to 25 communities, reaching more than 363,000 people. 

“Compact Rhythms” highlights artists who have used abstraction to explore different ways of looking at the world around them. It presents a variety of modes and styles of nonrepresentational art throughout the twentieth century, focusing on instances where artists chose deliberately to work on a smaller scale. The intimate scale of the featured works provides opportunities for close encounters with the art, allowing the viewer’s gaze to linger over the surface of the paintings and prints in order to observe the materials used and the forms depicted. 

The exhibition features works by artists Joseph Albers, Grace Hartigan, Alfred Henry Maurer, Joan Mitchell, Corita Kent, Seong Moy, and Sylvia Wald among others. 

NebraskaLand National Bank, Mike Jacobson, president and CEO, and the Art Study League of North Platte sponsor the Prairie Arts Center exhibition, which is on view through October 28. 

The Sheldon Statewide exhibition series receives funding support from Farmers Mutual Insurance Company of Nebraska, Rhonda Seacrest, the Nebraska Arts Council and Nebraska Cultural Endowment, and the Sheldon Art Association.
