OMAHA, Neb. (AP) - Nebraska schools are still scrambling to set attendance and safety policies in the wake of a global pandemic, with the start of the new school year less than a month away.

Westside Community Schools in Omaha announced Tuesday that students will attend in-person classes only part of the week while distance-learning from home the rest of the week, the Omaha World-Herald&nbsp;<a href="https://omaha.com/news/local/education/students-in-westside-district-now-will-attend-school-for-only-part-of-the-week-officials/article_f2aed8c8-4c7e-587d-8137-f375a954c126.html#tracking-source=home-trending" target="_blank">reported</a>. Westside's school year is set to begin Aug. 18.

Other schools, such as Papillion La Vista Community Schools, plan a full reopening of schools, while imposing mask and distancing policies. That has drawn objection from the local teacher's union, which said in a statement this week that the district's plan to fully reopen isn't safe.

Westside Superintendent Mike Lucas said that the district's plan could change, and all students could be required to stay home and learn remotely, if coronavirus conditions worsen by the start of school next month.

On Wednesday, the&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">state's online virus tracker</a>&nbsp;showed coronavirus cases continue to rise. Nebraska saw an additional 258 cases confirmed on Tuesday, bringing the state's total to more than 25,000. Nebraska also saw another four deaths Tuesday, to bring the state's total to 321 COVID-19 deaths since the beginning of the outbreak.

Nebraska schools still setting virus plans as August looms

NEW YORK (AP) — In a sign of how the pandemic is remaking Hollywood traditions, AMC Theatres and Universal Studios on Tuesday announced an agreement to shorten the exclusive theatrical window to just 17 days for the studio’s films.

The standard window of theatrical exclusivity typically runs about 90 days. Up until now, the largest chains have steadfastly refused to screen films that don’t give releases a lengthy and exclusive run in theaters before moving onto video-on-demand or streaming services. Studios, meanwhile, have increasingly sought to deliver new movies more quickly into the home.

The new deal covers Universal films — which include the “Fast &amp; Furious” franchise, “Jurassic Park” movies and the “Despicable Me” series — in the U.S. over the next three years.

After a run of at least three weekends, Universal (and its specialty label, Focus Features) will have the option of steering a film to premium on-demand, including AMC’s own service. The shortened window only applies to premium video-on-demand — which often means digital rentals of $20 — not standard on-demand or other home platforms.

The deal has potentially profound ramifications for an industry reeling from the coronavirus pandemic. It’s all but certain to lead other studios to press for similar terms from AMC and other exhibitors. Netflix, which hasn’t been able to previously agree with major chains over briefer runs for its premier releases, could now find deals more palatable. If widely embraced, a three-week window would also put further pressure on independent theaters which tend to rely on longer runs for films.

Adam Aron, chief executive of AMC, called it “a historic, industry-changing agreement.”

The deal repairs a rift between AMC, the world’s largest theater chain, and Universal, which is owned by Comcast Corp. In April, with theaters shuttered nationwide, Universal released the animated sequel “Trolls World Tour” by video on demand. NBCUniversal CEO Jeff Shell then&nbsp;<a href="https://apnews.com/310ecdfbb9ae1644dd52684bb7c92de6">trumpeted the digital release as a success</a>&nbsp;and said the studio would, even once theaters reopened, “release movies on both formats.”

<a href="https://apnews.com/f5b6193df72695271a7c023a5d8532e9">That infuriated theater owners</a>. Aron said the company would no longer play Universal releases and claimed he would do the same for any distributor that “unilaterally abandons current windowing practices absent good faith negotiations between us.”

Terms of the deal weren’t disclosed, but AMC will get a share of the premium video-on-demand revenue.

“The theatrical experience continues to be the cornerstone of our business,” said Donna Langley, chairman of Universal Filmed Entertainment Group. “The partnership we’ve forged with AMC is driven by our collective desire to ensure a thriving future for the film distribution ecosystem and to meet consumer demand with flexibility and optionality.”

Defending the impact at the box office, Aron said that the first three weeks of ticket sales is when “a considerable majority of a movie’s theatrical box office revenue typically is generated.”

The largest chains have been closed in the U.S. for more than four months, threatening their solvency. Exhibitors, including AMC, are currently planning on a large-scale reopening by late August,&nbsp;<a href="https://apnews.com/91886f59e9a9397625c8112a1cd52d30">with Warner Bros.′ “Tenet” prepared to usher moviegoers back over the Labor Day weekend</a>, after debuting a week earlier overseas.

Universal has opted to postpone its largest upcoming films — including “F9” and “Minions” — into next year. The studio sent “The King of Staten Island” directly to homes. Its next scheduled release expected in theaters is “Candyman” on Oct. 16.

The National Association of Theater Owners, the trade organization that represents the country’s theaters, declined to comment on the new deal.

Univ. of Nebraska-Omaha, Union Pacific work to bring employees closer to degree

Mid-Plains Community College will host commencement ceremonies Friday at campuses in McCook and North Platte.

The McCook Community College ceremony will begin at 10 a.m. in the Peter and Dolores Graff Events Center. That will be followed by the North Platte Community College commencement ceremony at 3 p.m. in the McDonald-Belton Gymnasium on NPCC’s South Campus, 601 W. State Farm Rd.

As a precaution against COVID-19, certain guidelines will be followed on both campuses.

All attendees will be encouraged to wear masks, and hand sanitizer will be available. Everyone will have their temperature checked. Those with a temperature of 100.4 or higher will be asked not to attend.

Graduates are invited to gather in the Auxiliary Gym at 9 a.m. for line up. Their friends and family will be directed into the main gym where they will sit in designated areas that will allow for social distancing. Each area can seat up to eight people. If there are more than that in a group, they will be divided. Graduates will be seated in designated chairs for social distancing.

There will still be a traditional processional and speakers. Photos will be taken, but there will be no handshakes with the college president. There will also not be a formal graduation line with faculty after the program.

When the ceremony is over, graduates will be encouraged to greet and congratulate each other in the park on the north side of the events center.

Parking will be available in the lots south of the McDonald-Belton Building and Health and Science Center. Golf carts will be available for anyone who needs assistance with transport from the parking lots to the ceremony.&nbsp;

Graduates will enter the south entrance of the McDonald-Belton Building starting at 2 p.m. and will be directed to the lineup area while their friends and family are directed into the gym.

Everyone will have their temperature taken before attending the ceremony. Anyone who is not feeling well or has a temperature of 100.4 or above will be asked to excuse themselves and encouraged to self-isolate.

Both guests and graduates will sit in specific areas to allow for social distancing. Just like in McCook, the guest seating areas will be limited to no more than eight. Any groups over that number will be split up.

There will not be a formal graduation line after the program, and there will be no handshakes with the president. When commencement is over, graduates will leave through the east exits of the gym, following college personnel, but before guests.

Graduates will be encouraged to greet and congratulate each other in the grassy area between McDonald-Belton and the Health and Science Center.

State Farm Rd.As a precaution against COVID-19, certain guidelines will be followed on both campuses.In McCook:All attendees will be encouraged to wear masks, and hand sanitizer will be available. Everyone will have their temperature checked. Those with a temperature of 100.4 or higher will be asked not to attend.Graduates are invited to gather in the Auxiliary Gym at 9 a.m. for line up. Their friends and family will be directed into the main gym where they will sit in designated areas that will allow for social distancing. Each area can seat up to eight people. If there are more than that in a group, they will be divided. Graduates will be seated in designated chairs for social distancing.There will still be a traditional processional and speakers. Photos will be taken, but there will be no handshakes with the college president. There will also not be a formal graduation line with faculty after the program.When the ceremony is over, graduates will be encouraged to greet and congratulate each other in the park on the north side of the events center.In North Platte:Parking will be available in the lots south of the McDonald-Belton Building and Health and Science Center. Golf carts will be available for anyone who needs assistance with transport from the parking lots to the ceremony.&nbsp;Graduates will enter the south entrance of the McDonald-Belton Building starting at 2 p.m. and will be directed to the lineup area while their friends and family are directed into the gym.Everyone will have their temperature taken before attending the ceremony. WCDHD: 3 new positive COVID-19 cases reported in Lincoln County on Tuesday

LINCOLN, Neb. (AP) - Two Nebraska state senators who may have been exposed to the coronavirus isolated themselves Tuesday from their fellow lawmakers, taking seats in a distant upper balcony so they can still participate in legislative debate.

Sens. Adam Morfeld of Lincoln and Julie Slama of Peru separated themselves from the rest of the Legislature in an abundance of caution. Both lawmakers took seats in a balcony at the back of the legislative chamber, about 40 feet above the main floor.

Neither senator has tested positive for the virus or shown any symptoms.

Speaker of the Legislature Jim Scheer said members of Slama's family have tested positive for the virus. Slama, 24, tested negative and may return to the main floor of the Legislature within the next few days. Scheer said that, in an abundance of caution, he asked Slama to remain isolated until she can be retested later this week.

Senators in the rear balcony have a microphone available and are able to vote and participate in debate.

Morfeld, 35, announced on social media Monday night that he has been in frequent contact with a person who recently tested positive for the virus. He said his staff is working from home and he expects to receive test results soon to confirm whether he has contracted it.

"Fortunately, my office has been closed to the public, I have worn a mask at all times and I am taking other precautions such as regular hand washing," he said.

Slama is a registered Republican and Morfeld is a Democrat in the officially nonpartisan Legislature.

Lawmakers&nbsp;<a href="https://apnews.com/7ca0e89622596e207f8040ac2eefdfa1" target="_blank">returned to their regular session on July 20</a>&nbsp;after a four-month hiatus to try to keep the virus from spreading. The session is set to end Aug. 13.

Another lawmaker, Sen. Mike Moser, 68, of Columbus,&nbsp;<a href="https://apnews.com/47d59f3a7abde933ebbfb62b9c69f08a" target="_blank">was hospitalized and put on a respirator</a>&nbsp;after catching the virus earlier this year, but he has since recovered. Moser urged his colleagues to wear a mask to try to keep the virus from spreading, but some of his fellow conservative Republicans haven't followed that advice.

Sen. Tony Vargas, of Omaha, has also publicly warned about the dangers of the virus after&nbsp;<a href="https://apnews.com/8cca6fbcaab45563b53d1d2d14c38d74" target="_blank">it killed his father</a>.

Nebraska lawmakers spent Tuesday morning debating how to spend federal coronavirus aid.

For most people, the coronavirus causes mild or moderate symptoms that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness.

Nebraska has confirmed 24,899 known cases and 317 virus-related deaths since the pandemic began, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online tracking portal</a>. State officials confirmed 281 new cases on Monday.

Nebraska currently has 39% of its hospital beds available and 81% of its ventilators available, according to the tracking portal.

LINCOLN, Neb. (AP) - Officials are looking into whether an underlying medical condition contributed to the death of a University of Nebraska-Lincoln student found dead in his fraternity house room last week, campus police said.

Luke Weiland, 20, of Green Oaks, Illinois, was found Friday afternoon in his room at Delta Tau Delta fraternity, the Lincoln Journal Star&nbsp;<a href="https://journalstar.com/news/local/crime-and-courts/unl-student-found-dead-in-fraternity-room-friday-remembered-as-great-friend-teammate/article_bc8924f5-a028-5b82-9ab1-ac2344b1e530.html#tracking-source=home-top-story-1" target="_blank">reported</a>. UNL Police Capt. John Backer said Monday that a preliminary investigation showed Weiland had asphyxiated on his own vomit.

Investigators did not find any signs of alcohol consumption or foul play, police said, and no fraternity events had been held the night before Weiland's death. Officials are looking into the possibility that Weiland may have had an underlying medical issue, Backer said.

Police investigating death of UNL student in frat house

One man has died after an accident near Chadron.&nbsp;

On Monday, July 27 at approximately 7:15 p.m. the Dawes County Sheriff's Office and Dawes County Attorney/Coroner were contacted to investigate a single vehicle accident on Slim Buttes Road, northeast of Chadron.&nbsp;

67 year-old Mark Goings of Pine Ridge, South Dakota was pronounced dead on the scene.

 44 year-old Tom Goings was flown by helicopter to Rapid City, South Dakota for injuries in the accident.&nbsp;

Dawes County Attorney/Coroner Vance Haug said Mark Goings lost control of his vehicle causing it to roll.&nbsp;

"Though the cause of the accident is still under inquiry, the preliminary investigation indicates that the accident appears to have been caused by excessive speeds," said Haug. "Further information will be released when available."&nbsp;

held in North Platte this weekend, August 1st
and 2nd,
2020 at the D&amp;N Event Center. Hundreds
of boxers, ages 8 to 78, will appear in North Platte beginning
Friday, July 31st
– August 2nd,
2020 to compete for the first Buffalo Bill Brawl Title. Samantha
Geisler, Sports Marketing and Events Specialist with the North Platte
Area Sports Commission and the North Platte/Lincoln County Visitors
Bureau has been planning this event for more than a year and a half.
“With this being the first event since USA Boxing shut down all of
their gyms due to Covid-19, it will put a huge spotlight on North
Platte,” Geisler said, “if we can get this event in the books and
get it done safely, more boxers and gyms will look at competing in
this North Platte event in years to come.”

The
Buffalo Bill Brawl was originally scheduled to be a National
Tournament, with anticipation of over 400 athletes, but has now been
converted to more of a Midwest Regional Tournament, limiting the
attendance to approximately 100-150 boxers from nearby states and
cities that are similar in health directives as Nebraska. “The
attendance is now mainly Midwest. Over 50% of our registrations are
still from out of state, so it will still bring in some much-needed
tourism revenue to central Nebraska,” says Geisler.

The
Buffalo Bill Brawl is still the first and largest boxing tournament
of its kind in Nebraska, but it is going to look a lot different,
“mainly because of social distancing, mask requirements, health
screenings and temperature checks, all required through USA Boxings
Back to Boxing guidelines, and designed to keep athletes, officials,
and spectators safe.” Geisler and the North Platte Visitors Bureau
has also been working closely with the West Central District Health
Department to ensure that a safe event takes place in the North
Platte community.  


Even
though the event will not draw as many athletes and spectators as
initially anticipated, the North Platte Area Sports Commission still
estimates that this 3-day event will bring an economic impact of over
$200,000 to the community through lodging, retail, food, and beverage
purchases. The sports commission developed this estimate by using the
Event Impact Calculator developed by Destinations International
provided by membership in the national organization Sports ETA:
Sports Events and Tourism Association. 


Spectators
are welcome for the event. Tickets are $20 for General Admission or
$30 for a 2-day Tournament Pass and can be purchased online on
Eventbrite or at PLAYNORTHPLATTE.COM/BBBRAWL. “We are encouraging
no contact ticket purchasing through our online ticketing; however,
we will sell limited tickets at the door.” Says Geisler. Masks are

'Buffalo Bill Brawl' amateur boxing tournament this weekend in North Platte

GOTHENBURG, Neb.-As several area schools have wrapped up graduation ceremonies for the Class of 2020, Seniors at Gothenburg High School learned today that won't be happening for them.

Gothenburg Public Schools Secondary Principal Seth Ryker made the announcement that the upcoming graduation ceremony is canceled via a telephone call to students and families and via social media on Monday evening.

Ryker stated that the ceremony scheduled for Saturday, August 1 has been canceled upon the recommendation of "local health care officials" and "the regional department of public health."

In the statement, Ryker noted the increased number of cases in Gothenburg. Dawson County has been dubbed by many as one of Nebraska's hot spots for COVID-19 for a couple of months, in large part due to the Tyson meat processing plant in Lexington.

Two Rivers Public Health Department has reported at least 13 new cases of the virus in Dawson County since Saturday.

Graduating Seniors will be able to pick up their diplomas on either Tuesday, July 28 between 8:00 am and 4:00 pm or Monday, August 3, also from 8:00 am to 4:00 pm.

The Commencement Ceremony scheduled for Saturday, August 1st has been cancelled.&nbsp; At&nbsp;the recommendation of both our local health care officials and our regional department of public health the decision has been made to cancel the Graduation Ceremony.&nbsp; This recommendation is directly tied to the current rate of infection within the community of Gothenburg.&nbsp; Graduates are asked to stop by the school to pick up diplomas on either Tuesday, July 28th&nbsp;or Monday, August 3rd&nbsp;between the hours of 8:00 and 4:00.&nbsp; Students wishing to take a picture can bring their cap and gown and have their picture taken.&nbsp; The picture along with a statement of congratulations will be shared on social media.

Gothenburg cancels graduation ceremony on advice from health department, local health care providers

The North Platte Public Library in partnership with Humanities Nebraska will resume its noon speaker programs starting in August.&nbsp; They will have seating arranged to accommodate social distancing so attendance will be limited to 30 people.

The first program will be at &nbsp;12:00 PM, Friday, August 7th, titled “Harvesting Foods and Medicines in the Dakota Tradition” by Jerome Kills Small&nbsp; &nbsp;&nbsp;&nbsp;In this presentation, Kills Small describes the medicinal foods and plants that grow in the Missouri River valley, on the Great Plains and on up to the Rocky Mountains. He talks about the universal uses, legends and history of the plants in Native American life.&nbsp;

Jerome Kills Small is an Oglala Lakota from Porcupine, South Dakota, on the Pine Ridge Reservation. A 1997 graduate from the University of South Dakota, with an M.A. in Selected Studies, and retired after 20 years at USD. He taught Lakota Language, American Indian Thought, Siouan Tribal Culture, Early Native American History. He is featured in the book, Wounded Warriors: A Time for Healing, and has a story in the Silver Anniversary Anthology published by the SD Humanities Council. Mr. Kills Small has parts in the videos: Sucker Punched, Nagi Kicopi (Calling Back the Spirit,) Lost Landscapes, and Bones of Contention: Repatriation and Reburial (BBC.) Jerome is a storyteller for public schools, museums, and colleges. Jerome translates, explains, and sings Lakota ceremonial, sweat lodge, powwow, rabbit, round dance, warrior, vision quest, and Sundance songs. He sings with the Iron Wing Singers of Wagner, SD. He is a powwow organizer, announcer, arena director, and helps in conducting Lakota ceremonies. He portrayed Tecumseh, a Shawnee Chief and British General. He also portrayed Dr. Charles Alexander Eastman, the first Dakota Medical Doctor. Mr. Kills Small is on the board of Directors for the Native American Advocacy Program.

North Platte Public Library noon programs resume with social distancing in August

OMAHA, Neb. (AP) - The latest health statistics for Nebraska show the state approaching 25,000 confirmed coronavirus cases.

The state's online virus tracker on Monday showed 800 cases were confirmed Friday through Sunday, bringing the state's total to 24,618 since the outbreak began. That included 356 cases confirmed on Friday, 221 on Saturday and 223 on Sunday.

The site showed no new deaths from the virus recorded over the weekend, leaving the state's total deaths at 316.

Room for new patients within the state's hospitals remained fairly steady. The tracker showed 38% of the state's hospital beds available Monday, 42% of intensive care unit beds available and 81% of the state's ventilators available.

The latest numbers came as state prison officials announced Sunday that a staffer at the Nebraska State Penitentiary in Lincoln had tested positive for the virus. The Nebraska Department of Correctional Services said in a news release that the infected staffer is self-isolating at home.

The latest case brings to 38 the number of prison staffers across the state to become infected; 24 of them have since recovered, officials said.

NORTH PLATTE, Neb.-North Platte Community College will honor students in its Associate Degree Nursing,&nbsp;Licensed Practical Nursing and Medical Laboratory Technician programs with pinning and certificate ceremonies July 31 – just prior to commencement.

The ADN and LPN pinnings are scheduled for 12:30 p.m. in the McDonald-Belton Gymnasium while the MLT certificate presentation will begin at 1:30 p.m. in Room 212 of the Health and Science Center. Both ceremonies will be on NPCC’s South Campus, 601 W. State Farm Rd., and both are open to the public.

Pinning/certificate ceremonies planned at NPCC

LINCOLN, Neb.-The Administrative Services Major for the Nebraska State Patrol (NSP), Major Russell Stanczyk, will retire on July 31, 2020. Stanczyk has served the citizens of Nebraska with NSP for nearly 34 years.

“It has been a pleasure to serve the people of Nebraska throughout my career,” said Major Stanczyk. “As I depart the agency, it gives me pride to see the men and women of the State Patrol continuing that mission as troopers and in civilian capacities. NSP is a talented team and I’ve been honored to be a part of it.”

Major Stanczyk, 56, began his career with NSP in 1986, as part of Camp 32. Throughout his career, he has worked in many areas of NSP, including the Patrol Division, the Police Service Dog Division, SWAT, Internal Affairs, and Administrative Services. Stanczyk was promoted to the rank of Major in command of Field Services in 2008 before transitioning to Administrative Services Major in 2015. Stanczyk served as Acting Superintendent for several months in 2017.

“Major Stanczyk has been a stalwart leader for the Nebraska State Patrol for many years,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “His dedication to public safety has positively affected countless people throughout his career. That impact will be felt for years to come through the excellent example he set for our troopers who continue that work. We thank him for his service and congratulate him on his exemplary career.”

Stanczyk is a 2001 graduate of the 204th&nbsp;Session of the FBI National Academy at Quantico, Virginia.

NORTH PLATTE, Neb.-A second man accused of being involved in an assault and robbery in North Platte has been arrested.

According to police, on July 23 at 5:10 PM an officer took a prior assault complaint at a residence in the 100 block of West William Avenue.&nbsp; 

Police say a 24-year-old male victim reported that on July 19 at approximately 2:00 AM several individuals knocked at his front door.&nbsp;

Investigator John Deal says it was reported that the victim answered the door and was "jumped" by Alexander Bernt and Charles Robinson. Deal says these individuals are all acquainted with one another.&nbsp; 

According to police, it was reported by the victim that Bernt struck the victim in the body and head with a wooden handle. He also alleged that Robinson had struck the victim in the body and head with a metal tool, according to Deal.&nbsp; 

Police say the victim suffered chipped teeth and bruises to the head and body.&nbsp; In addition to the assault, police say the victim's wallet and house key were stolen in the attack.&nbsp; 

On July 24, officers had contact with Robinson at the police department on placed him under arrest on suspicion of 2nd-degree assault and robbery.&nbsp; 

Officers contacted Bernt on July 25 at a residence in the 800 block of South Chestnut Street.&nbsp; He was also arrested on suspicion of 2nd-degree assault and robbery.&nbsp;&nbsp;

At approximately 9:50 pm. on Saturday, July 25, 2020, Kearney Police were called to investigate an armed robbery that had just occurred at Platte River Skill Casino, 117 W. 4th Street in Kearney.   

The employees of this business reported to officers that an unknown white male subject entered the business just before 10:00 p.m. and demanded cash, while he was armed with a knife.  The suspect departed with a large sum of money, possibly in a newer white Ford diesel, 4x4 pickup.
