LINCOLN, Neb. (AP) - Nebraska potentially faces nearly $3.7 billion in agricultural losses from the coronavirus pandemic if economic conditions do not improve, the Nebraska Farm Bureau said Wednesday.

Its estimate projects revenue losses for this year's commodities, including corn, soybeans, wheat, beef cattle and pork production, as well as dairy and ethanol products, the Lincoln Journal Star&nbsp;<a href="https://journalstar.com/business/agriculture/potential-covid-19-nebraska-ag-losses-pegged-at-3-7-billion/article_46059b74-9eef-5f6e-bb3d-ae537df2406e.html#tracking-source=home-top-story-1" target="_blank">reported.</a>&nbsp;It does not account for any financial assistance farmers and ranchers receive from COVID-19 relief programs.

Jay Rempe, the Nebraska Farm Bureau's senior economist, said the analysis "clearly demonstrates the magnitude of the financial challenges currently facing farm and ranch families," adding that impact could be felt across the broader rural economy.

The analysis pegs potential estimated losses in the beef cattle sector at nearly $1 billion in 2020. Potential corn and soybean losses were estimated at $1.17 billion.

Losses in the ethanol sector could reach $1.3 billion, assuming that ethanol plants are unable to operate at more than 75% of capacity for the remainder of the year.

Other potential losses: pork, $166 million; dairy, $66 million; wheat, $8.7 million.

"Farmers and ranchers are really struggling," Nebraska Farm Bureau President Steve Nelson said.

Paitz was selected at random June 1 from the more than 2,175 who participated in the challenge to take along someone new or just beginning hunting and submit their photos online. Paitz, a police officer for the City of Grand Island, took his children, Avery, 6, and James, 5, deer hunting in late November, and while they weren’t successful in their hunt, they had a good time watching other wildlife.

He was awarded the UTV during a ceremony on Wednesday, June 10, at AKRS Equipment in Grand Island, also attended by Game and Parks representatives.

“I am extremely thankful to AKRS for their donation as well as others who have donated prizes,” Paitz said. He added that he’s enjoyed seeing other people share their hunting photos and memories with Game and Parks; more than 2,916 photos were submitted, with hundreds being featured on the agency’s social media during the seven-month-long challenge.

“The family bonds and friendships that are created through hunting experiences result in etched memories that strengthen our communities and our state,” said Kent Kirchoff, vice president of sales and marketing with AKRS Equipment. “It has been an honor and privilege to partner with Nebraska Game and Parks to promote the sport of hunting. John Deere products, such as our gators and tractors, are used every day around the state to maintain our great resources both privately and publicly, and we are proud to be a part of that!”

The Paitz family have plans to use their UTV on the extended-family farm, as well as for hanging tree stands and other recreation. The family, which includes Adam, 35; wife, Stacy; and soon-to-be four children – Avery, James, Harper and one on the way – love fishing, camping, boating, and playing on the beaches at Calamus State Recreation Area. They now anticipate hitting the all-terrain vehicle trails near Halsey, too.

Adam Paitz first fell in love with hunting as a child when his dad took him raccoon hunting with hounds. He grew into hunting other species, including deer, waterfowl and upland game, as he got older and met more friends who could mentor him. He’s now paying it forward, teaching his children the joys of the sport.

“Hunting and fishing can be a lifelong sport people can enjoy at any age,” he said. “Hunting is quiet and peaceful for me. It's a stress relief and a bonus if I can put food on the table.”

On the morning of their deer hunt, the Paitz children got out of bed right away, excited to go, and despite the cold and lack of success, they had fun, the family said.

Jim Douglas, Game and Parks director, said it’s these types of experiences that help inspire the next generation of hunters, who directly fund the conservation of Nebraska’s wildlife and wild places with the purchase of their permits or habitat stamps.

“Everyone had someone teach them, and those are great memories to share,” Douglas said. “We thank and congratulate all of our Take ’em Hunting participants for sharing their passion with others, and we thank our contest partners, too.”

In addition to AKRS Equipment, partners included Pheasants Forever, Ducks Unlimited, National Wild Turkey Federation and Scheels, all which provided prizes, such as gift cards or outdoor gear. Prizes were awarded throughout the challenge to participants drawn randomly.

The Business and Community Education department at Mid-Plains Community College will offer an Introduction to Autism class beginning June 22. The course will continue every Monday evening, from 6-7:30 p.m. CDT, through July 27.

It is designed for families, daycare providers and educators seeking more information about Autism Spectrum Disorder. It will cover the etiology of autism, diagnosis versus educational evaluation, sensory effects, communication systems, water safety, potty training, visual supports and behavioral strategies.

The course will be taught via distance learning at all MPCC campus locations by nationally certified school psychologist Tonya Townsend. It can also be offered through alternate delivery methods if requested.

The fee is $90, which covers the cost of course materials including, “The Autistic Brain” book by Temple Grandin, and the book, “101 Games and Activities for Children With Autism, Asperger’s and Sensory Processing Disorders,” by Tara Delaney.

OMAHA, Neb. (AP) - At least five soldiers and one police officer who helped with crowd control at recent protests in Omaha and Lincoln have tested positive for the coronavirus, officials said.

Nearly 600 members of the Nebraska National Guard were assigned to assist law enforcement agencies beginning May 31 following several nights of protests in Nebraska after the police killing of George Floyd in Minneapolis. The National Guard announced earlier this week that it would test all its personnel who had been on duty in Omaha and Lincoln&nbsp;<a href="https://apnews.com/f5bf1c93328982cc11a0a6140f1885a1" target="_blank">after two members tested positive</a>.

The Nebraska National Guard said Tuesday that a total of five of its members who worked the protests have now tested positive. The Lincoln Police Department said one officer also tested positive.

Nebraska prisons officials meanwhile announced that another prison staffer tested positive for the virus, bringing the total number of staffers infected across the state prison system to 19. The state Department of Correctional Services also announced late Tuesday that it would offer coronavirus testing to all state inmates, even those who don't have symptoms.

That announcement came after&nbsp;<a href="https://apnews.com/a1f452963ed7f4938cfdd4346570d545" target="_blank">seven inmates</a>&nbsp;at the Omaha Community Corrections Center recently tested positive for the virus.

Numbers provided by Nebraska state health officials show three new COVID-19 deaths were reported Tuesday, bringing the state's death toll to 191. Nebraska's&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">online coronavirus tracker</a>&nbsp;also shows 121 new cases were reported Tuesday, bringing the state's total to 15,883.

More then 125,000 people in Nebraska have been tested, and hospital capacity appeared relatively stable, with 42% of hospital beds, 43% of intensive care unit beds and 78% of ventilators available for use.

For most people, the coronavirus causes mild or moderate symptoms that clear up within weeks. But for others, especially older adults and people with existing health problems, the highly contagious virus can cause severe symptoms and be fatal.

NORTH PLATTE, Neb.-The Mid-Plains Community College Office of Public Information and Marketing has won four awards in two national competitions.

Award recipients in the National Federation of Press Women Communications Contest were announced Saturday night.

Heather Johnson, MPCC area public information specialist, placed first in the categories of Information for the Media/Media Pitch and Public Relations Materials/Catalogs, Manuals and Handbooks. She also received an honorable mention in the Video for Web/PR Video Promoting a Specific Product or Service category.

The NFPW consists of authors, reporters, bloggers, publicists, photographers, artists, designers and other professionals from across the communications spectrum. Entrants in its communications contest must first win a category at the state level to advance to nationals.

This year’s competition drew in more than 1,800 entries. The awards celebration was supposed to be in Little Rock, Ark., but was moved to a virtual format due to COVID-19 concerns.

The ceremony for the National Council for Marketing and Public Relations Paragon Awards that was to be in Orlando was also moved online because of the pandemic.

Johnson placed second in the Video Shorts-Single category in that competition. The contest is the only national competition of its kind that honors excellence exclusively among marketing and public relations professionals at two-year colleges.

This year, there were 1,963 entries from 261 colleges across North America. Nearly 90 marketing and public relations professionals from across the country served as judges.

Coronavirus restrictions force cancellation of 'Band, Brews & BBQs' in Cozad

LINCOLN, Neb. — The Nebraska Game and Parks Commission, working in collaboration with Ogallala and Keith County area partners, will implement actions designed to make the Lake McConaughy and Lake Ogallala state recreation areas safer and more family-friendly destinations by enhancing recreational facilities and prohibiting the possession of alcohol.

The new regulation, which now bans the possession and consumption of alcohol at the two state recreation areas, officially went into effect June 9.

Management plans also call for increased law enforcement presence and operational efforts to better manage large crowds and help improve recreational experiences for park guests and the safety of first responders. In response, Game and Parks partnered with Keith County Commissioners, local public safety officials and the public to find solutions that would create higher quality experiences for all.

Exceptions to the new regulation include areas operating under a lease agreement with Game and Parks, or for those traveling directly to or from a private lease area such as a cabin.

Staff will continue to work with a Keith County advisory committee on future opportunities for park improvements at the two areas as part of a 20-year master plan for the lakes adopted in October 2016.

 Game and Parks: New prohibition on alcohol possession focuses on making Lake McConaughy safer, more family-friendly

NORTH PLATTE, Neb.-Officials with the West Central District Health Department are reporting a new confirmed case of COVID-19 in Lincoln County.

Officials, on Tuesday, said the newest case is a male in his teen who is actively recovering at home.

There have now been 51 confirmed cases of the virus in Lincoln County. No patients with the virus are currently hospitalized.

The case is still under investigation, according to WCDHD.

NORTH PLATTE, Neb.-Authorities say the body of a Lincoln County man has been recovered from the Nebraska Public Power District canal.

According to the Lincoln County Sheriff's Office, family members of the man, who is in his 60s, became concerned and began searching for him when he didn't arrive at work this morning.

Others joined in the search and, at around 11:00 a.m., the man's boss spotted his vehicle and his body in the canal just to the west of Wagon Trail Road, which is just west of Lake Maloney.

LCSO says the Lincoln County Dive Team and North Platte Fire and Rescue responded to the scene and recovered the man's body.

Officials have not released any other details at this time. Check back often for updates.

LINCOLN, Neb. — The Nebraska Game and Parks Commission will begin restoring limited overnight lodging in park cabins June 18 while continuing to protect the public and staff from the spread of COVID-19.

Starting June 18 and continuing until further notice, any cabins not presently reserved will be available for rental for Thursday, Friday or Saturday night stays, with Sunday checkouts. Any new reservations will be subject to availability, and a minimum two-night stay will be required for new reservations.

Park staff will contact guests with existing cabin reservations to discuss how they might be affected, and the process for checking into their cabin.

No early arrivals or late checkouts will be allowed. The cabins will not be available Sunday through Wednesday nights to allow for thorough cleaning and disinfection between guest stays. The agency will re-evaluate this decision in mid-July.

Game and Parks continues to restore park opportunities and amenities across the state in concert with current Nebraska Directed Health Measures.

“We are pleased to have cabins back open for guests to enjoy,” Game and Parks Director Jim Douglas said. “We will continue to evaluate protocols with the hopes of restoring more opportunities in the future. We encourage guests to adhere to social distancing recommendations in common areas.”

Cabins will be open for reservations at Eugene T. Mahoney, Platte River, Ponca, Niobrara, Fort Robinson and Chadron state parks, as well as Lewis and Clark, Two Rivers, Victoria Springs, and Medicine Creek Reservoir state recreation areas. Reservations are subject to availability and can be made online.

The two guard members who began to show symptoms of COVID-19 on Saturday were tested through Test Nebraska, which confirmed they contracted the virus.

"They are isolating, and we are now going to test all of the personnel still on duty for this mission in Lincoln or Omaha," said Maj. Scott Ingalsbe, public affairs officer for the Nebraska National Guard.

While the National Guard made adjustments to follow social distancing guidelines the best it could, and asked members to wear masks, Ingalsbe said it "was not always feasible" while they were working.

Ingalsbe said the National Guard will wrap up its role supporting police in Lincoln and Omaha, as well as the Nebraska State Patrol, on Tuesday.

COVID-19 Community Update from North Platte (June 8, 2020)

Mid-Plains Community College has the highest graduation and transfer rates of any community college in the state.

That’s according to data from MPCC’s Office of Institutional Research and Planning. The data indicates about 70 percent of first-time, degree-seeking students graduate or transfer to another postsecondary institution after Mid-Plains.

That’s compared to about 63 percent of first-time degree-seeking students at Northeast Community College, 54 percent at Central Community College and 50 percent at Southeast Community College.

At Western Nebraska Community College and Metropolitan Community College, the rates are about 41 percent and 35 percent, respectively. The figures are for 2018, the most recent year data is available.

“Our onboarding process for students is very&nbsp;comprehensive,” said Tad Pfeifer, MPCC’s area director of institutional effectiveness, regarding why the percentage at Mid-Plains is so high. “That results in better prepared college students who are more likely to complete.”

According to Dr. Brian Obert, MPCC area dean of student life, the first four weeks that new students are on Mid-Plains campuses are spent providing those students with a strong peer support network, helping them build relationships with faculty and staff, showing them the academic resources available and explaining academic expectations.

That focus is credited with increasing graduation transfer rates by almost 14 percent at MPCC between 2017 and 2018.

“The challenge with community colleges is that we are an open access institution,” Pfeifer said. “We don’t get to determine how prepared our students are when they come to us. So, to be able to provide the services and support that students need to move up and be successful is a major accomplishment.”

While the results are great news for Mid-Plains, there’s always room for improvement. MPCC is continuously looking for new ways to better its practices to help more students succeed.

“Each year, we see more students, faculty and staff buy into the MPCC culture of student success,” Obert said. “That culture creates confident students who see themselves as learners capable of succeeding in their pursuit of their academic goals - at MPCC and beyond.”

MPCC leads in graduation and transfer rates

Last year, Nebraskans came together in the wake of unprecedented flooding to prove the meaning of “Nebraska Strong.” &nbsp;After experiencing the most widespread natural disaster in state history during the spring of 2019, Nebraskans worked to rebuild bigger and better than before. &nbsp;The recovery was remarkable.&nbsp; By the last quarter of 2019, Nebraska had the fastest-growing economy in the Midwest.

In 2020, we’ve battled a new challenge. &nbsp;The coronavirus has been disruptive, and many people have lost jobs—or seen a reduction in employment—due to the pandemic.&nbsp; Through it all, our approach has been to preserve the healthcare system to make sure Nebraskans have access to medical care.&nbsp; We’ve succeeded in this goal, and now we can begin our return to a more normal life. &nbsp;As we do, Nebraska is in a strong position to regain jobs and restore growth.&nbsp; My team has actively assessed needs, engaged with job creators, and developed a strategy to get Nebraska growing as coronavirus restrictions lessen.&nbsp;

In late April, we conducted a Nebraska Business Response Survey in partnership with the University of Nebraska and state and local chambers of commerce.&nbsp; Of the more than 4,500 organizations that participated, 87% reported having been negatively impacted by the effects of the virus.&nbsp; Their feedback provided us with valuable information about the challenges employers are facing, as well as the hopes they have for the future.

I’ve directed Tony Goins, Director of the State’s Department of Economic Development (DED, to convene a task force to “Get Nebraska Growing.”&nbsp; Tony has brought together community leaders, business groups, and nonprofits to gather ideas and input to help us chart the path forward.&nbsp; We’ve also been in frequent contact with industry associations, mayors, health care networks, and other groups. &nbsp;Even under the toughest circumstances, it’s been encouraging to see Nebraskans’ spirit of partnership and optimism for the future. &nbsp;

About $7.8 billion in federal aid has come to Nebraska from coronavirus relief programs.&nbsp; The federal relief has been significant to help our recovery from the pandemic.&nbsp; The biggest source of assistance has been the Paycheck Protection Program (PPP) overseen by the Small Business Administration.&nbsp; Nebraska ranked among the top states, per capita, in accessing these funds. &nbsp;Over 40,000 organizations in Nebraska have benefited from PPP funds.&nbsp; Our community banks did an excellent job of helping small businesses get approved for this program so that they can keep people employed.&nbsp; In Nebraska, banks know their customers on a first-name basis.&nbsp; These relationships, strengthened by years of personalized customer service, have been a big benefit to small businesses as they navigate the pandemic.

As part of the $7.8 billion in federal assistance to the state, Nebraska is receiving $1.25 billion from the Coronavirus Relief Fund to help with our response to the pandemic.&nbsp; Of this amount, metro areas with a population of 500,000 or more are receiving direct aid. &nbsp;In Nebraska, Douglas County qualified for direct assistance ($166 million). &nbsp;The remainder ($1.084 billion) is coming to the State for disbursement. &nbsp;I recently unveiled a plan to invest these funds into four priorities.&nbsp;

$85 million will go to community programs that provide critical services such as food security, shelter, and behavioral health care.&nbsp; Service providers can visit the&nbsp;<a href="http://dhhs.ne.gov/Pages/COVID-19-Community-CARES.aspx" target="_blank">Community Cares website</a>&nbsp;for updates on applying for funds.

$392 million will go to assist business and agriculture. &nbsp;Of this amount, $330 million will be made available to small businesses and livestock producers through grants to help them regain financial stability. &nbsp;Another $40 million will fund a rural broadband remote access grant program to speed and enhance Internet connectivity in small communities. &nbsp;Nebraska businesses, ag producers, and communities can apply for grants online by visiting&nbsp;<a href="https://getnebraskagrowing.nebraska.gov/" target="_blank">getnebraskagrowing.nebraska.gov</a>.

$180 million will be used to reimburse state and local governments for the extra costs they’ve incurred to keep Nebraskans as safe as possible from the virus.&nbsp; For example, local health departments have hired additional teammates to work in public health.&nbsp; They’ve purchased Personal Protective Equipment for healthcare workers and first responders along with extra disinfectants and sanitizers.&nbsp; They’ve bought ventilators and provided medical transportation to ensure Nebraskans have access to needed treatment.&nbsp; For county governments to be eligible for reimbursement for these coronavirus-related expenses, they must open their courthouses and offices to the public—on a non-appointment basis—by June 15, 2020.

$427 million will go to replenish the Unemployment Insurance (UI) Trust Fund and, potentially, to provide general budget flexibility during these uncertain times. &nbsp;Nebraska received three years’ worth of unemployment claims in two months during the peak of the pandemic.&nbsp; While federal funds have provided extra pandemic assistance, state resources have covered regular benefits.&nbsp; We want to make sure the UI Fund continues to have ample money to meet the needs of Nebraskans whose employment is affected by the pandemic.

Sutherland Community Breakfast returns June 14

KEARNEY, Neb. (AP) - A central Nebraska woman has been sentenced to two months in jail for causing a 2018 Christmas Day crash that killed a Shelby man.

McKenzie Libra, 25, of Shelton, was sentenced to 60 days in jail with approved work release after pleading guilty to misdemeanor motor vehicle homicide, the Kearney Hub&nbsp;<a href="https://www.kearneyhub.com/news/local/shelton-woman-gets-jail-time-fine-for-misdemeanor-motor-vehicle-homicide/article_a6357b4a-a676-11ea-b6b5-a37418ef62ef.html" target="_blank">reported</a>. She must also pay a $500 fine, serve 18 months of probation and write an apology letter to the family 62-year-old James Welsh Jr., who died four days after Dec. 25, 2018, crash.

Libra began serving her sentence last week.

The crash happened just after 9 p.m. on Christmas Day after Libra failed to stop at a stop sign at the intersection of a city street and U.S. Highway 30, investigators said.

According to North Platte Police, on June 4, 2020, at 4:21 a.m., officers were called to the 200 Block of North North Park Drive for a disturbance.  

Officers arrived on scene and spoke with the residents of the house.  The victims stated they were woken up by noises inside the house.  One victim stated when she woke up, she observed three unknown males standing in her bedroom.  It was reported to officers that the males had masks on and that they were brandishing firearms. 

 The three males were confronted by the residents and departed without further incident, prior to officers arriving. 

 Officers were able to view security footage from the home and confirmed that the males were armed with handguns and entered the residence without permission. 

 During the investigation, officers were able to identify 31-year-old Ted Lewis as one of the male subjects. 

 On June 5, 2020, at 12:28 p.m., officers were called to a suspicious vehicle in the 500 Block of East Philip.  Officers located the vehicle in the alley of the 800 Block of South Chestnut. 

 At this time, Officers had contact with Lewis who was a passenger in the vehicle.  During contact with Lewis, it was observed by officers that he was wearing similar clothing to what was seen on the security footage from the previous incident.  Lewis then left the scene and entered a residence in the 800 Block of South Chestnut. 

 Officers and Investigators with the North Platte Police Department applied for a search warrant for the residence, which was granted.  The warrant was served on June 5, 2020, at 4:12 p.m. and Lewis was taken into custody without incident. 

 Lewis was placed under arrest on suspicion of use of a weapon to commit a felony, possession of a deadly weapon by a prohibited person, terroristic threats, and burglary. 

 Lewis was incarcerated at the Lincoln County Jail. 

 The Nebraska State Patrol and Lincoln County Sheriff's Office assisted with the search warrant.  The investigation is ongoing.&nbsp;&nbsp;

North Platte residents awake to armed, masked men in bedroom; 1 arrested

My name is Aaron, I am the husband of a local business owner in the mall and a community advocate. I am making this statement on my own behalf, separately from any business, the mall, or any other individuals.&nbsp;

Martin Luther King said it best, “we must learn to live together as brothers, or perish together as fools.”

It was very disheartening to hear people being encouraged not to shop in the mall because of someone else’s actions, or lack of communication. I found it all to be the exact opposite of creating unity and coming together. Regardless of what happened, tenants had nothing to do with it and didn’t deserve that. To be clear, I appreciate and accept the apologies made concerning this matter. It is unfortunate the way this situation unfolded, but I am great full because it has given us the opportunity to better communicate, grow and be more understanding.&nbsp;

There are 18 businesses currently in the mall, and 6 in the parking lot, with 24 total. 9 of which are locally owned by people who put everything on the line to invest in our community. The mall generates millions in revenue every year, adding much-needed tax dollars for North Platte and jobs. The more we support all businesses in town, the more attractive we become to new businesses and possibilities as a community.&nbsp;

I want everyone to know how much we support and love the community we live in. We do what we can to help grow North Platte.

It was awesome to see so many come together, to walk for peace.&nbsp;&nbsp;I want to thank Rob for giving me time out of his day to talk, and bringing so many people together. What an amazing turnout!&nbsp;

Sheila from Maurices organized donations for pizzas, snacks and drinks for all involved in the Peace walk. I would like to thank everyone for their generosity from Maurices, GNC, Famous Footwear, Christopher and Banks, Foxy Nails, Brittany's, Viaero, Buckle, Riddles, Sequin Closet, Hibbett Sports, and Bath and Body Works. These donations came out of owners' and employees' own pockets. Anyone missing from the list was simply because of limited timing, not participation. We were thrilled to be able to offer cold water during the walk on such a hot day to so many grateful recipients. We are ONE, we are North Platte strong, and proud to be a part of this community!
