Phase II of Downtown North Platte Enhancement project set to begin Wednesday

OMAHA, Neb. (AP) - Norfolk, Nebraska, is a quiet, conservative and predominantly white city of 24,000 people where public protests are rare, except for an annual rally against abortion. So when about 300 people gathered on a busy street corner last weekend to voice their outrage at&nbsp;<a href="https://apnews.com/9157e1bdc0f99797bcdc25e6f243aa19" target="_blank">the death of George Floyd&nbsp;</a>in Minneapolis, residents took notice.

The rally was peaceful, but the fact it happened at all illustrates how far the movement to protest police brutality and discrimination has spread, fueled by social media and the persistent but less visible racism that minorities say they experience in small towns.

"It was important to do it, especially in the middle of Nebraska," said rally organizer Eduardo Mora, who lives in a neighboring town. "Are we going to wait for a police brutality incident to happen here? We shouldn't wait for there to be a life taken."

While the rallies in major cities nationwide have grabbed headlines, people living in smaller and mid-sized cities have also raised their voices to call for change. Some of&nbsp;<a href="https://apnews.com/d2c63072817988614dc078f7e7a7d55b" target="_blank">those protests</a>&nbsp;have&nbsp;<a href="https://apnews.com/ed276304bf73165ea03e4090cf811656" target="_blank">turned violent</a>.

In Sioux City, Iowa - population 83,000 - five officers were injured in a confrontation with protesters and several squad cars were damaged. Officers used pepper spray on the crowd after some of them pelted the officers with rocks.

A rally in Grand Island, Nebraska, drew more than 100 people to march in solidarity with activists for social justice. Officials reported that troublemakers in a passing car sprayed the protesters with a foul-smelling liquid that might have been urine. The protest in the city of 51,000 people was otherwise peaceful.

Local officials in Farmington, New Mexico, were surprised when 250 protesters showed up for a peaceful rally in front of a mall. The town of 44,000 sits on the border of the Navajo Nation, and the demonstration attracted members of the American Indian Movement and other activists.

"It was larger than we expected," said Nicole Brown, the Farmington Police Department's public information officer. "We haven't really had many large protests. Most of (the previous ones) were small, with maybe 50 people."

A protest organized by church leaders drew a diverse crowd of about 100 people to city hall in Rome, Georgia. The event focused on demanding justice for Floyd and&nbsp;<a href="https://apnews.com/7122aaf2c54ed22590a5b8d32565a58f" target="_blank">Ahmaud Arbery</a>, a 25-year-old black man who was chased down and fatally shot in Georgia while jogging.

"Overall, our protests have been very positive," said Kristi Kent, a city spokeswoman. "We haven't seen any types of violence or negativity around them."

Mayor Josh Moenning said public demonstrations are rare in Norfolk, Nebraska, but that he understands why they gathered and he praised them for doing so peacefully.

Even though Norfolk hasn't had any notable conflict between minorities and police, Moenning said many non-white residents say they've experienced racism in the community. Floyd's killing was a painful reminder, he said.

Nebraska school officials have seen numerous instances over the years of fans shouting&nbsp;<a href="https://apnews.com/0184c0705650596c9f24b327b9e0d11d" target="_blank">racist taunts</a>&nbsp;at high school sporting events. The University of Nebraska faced some criticism in 2018 for not taking action against a student who identified himself as a white nationalist. And in Norfolk, racial tensions flared in 2014 when a resident entered a July 4 parade with an outhouse mounted on a float labeled, "Obama Presidential Library."

"Like any community, yes, we have a history of racial challenges," Moenning said. "I think the best way we can deal with those challenges is to talk about it in an honest way and seek to build relationships."

The protests even in small towns reflect long-simmering anger over implicit discrimination, such as when police officers watch minorities closely, said Patrick Jones, a University of Nebraska-Lincoln history and ethnic studies professor. Police shootings of other black men only make it worse, he said.

"We've reached this tipping point with George Floyd," Jones said. "Frustration has continued to build with each new incident, and this was the spark. But it's really rooted in a broader set of injustices."

The small-town rallies come as no surprise to Cynthia Willis-Esqueda, a civil rights activist and University of Nebraska-Lincoln psychology professor who studies the effects of discrimination on minorities. Willis-Esqueda said social media has made it a lot easier to publicize and organize rallies, and the coronavirus pandemic has played a role too, driving up unemployment and economic anxiety among minorities who were already struggling financially.

"It's not as if people in large cities are the only ones who have been affected," she said. The protests "aren't just a response to what has happened, not just in their immediate community. It's a response to what has happened in the United States in general."

We've had numerous people ask about power being out mainly in the area of West Philip Avenue, and here's what we found out.

Municipal Light and Water says a tree branch took out a power line on Saturday about 7:15 pm.

Crews are working to restore power. They estimate it will be approximately an hour, give or take.

Tree branch takes down power line, knocks out power in parts of North Platte

LINCOLN (DHHS)-During the past seven days, the total number of COVID-19-related deaths in the state increased by 16 to 186, according to the Nebraska Department of Health and Human Services (DHHS) data dashboard.

The state case total, as of 5:45 p.m. Central Daylight Time today, is 15,193, marking an increase of 1,539 from last Friday. Local health departments are reporting deaths and cases in their jurisdictions. In the event of a discrepancy between DHHS dashboard data and deaths or cases reported by local public health officials, data reported by the local health department should be considered the most up to date.

The DHHS COVID-19&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">data dashboard&nbsp;</a>&nbsp;has undergone several improvements since appearing on the DHHS public Web site on March 27. And that work is continuing.

This Monday, additional “tabs" of information were added. The tabs included deaths, recoveries and demographic information like age and gender for positive cases and hospitalized cases. The improvement joins past additions to the data dashboard that describe hospital capacity, and other improvements.

At Governor Pete Ricketts' daily coronavirus briefing May 29, Gov. Ricketts was joined by DHHS CEO Dannette R. Smith, who said DHHS is working to compile data from four sources that would track race and ethnicity as they relate to COVID-19. These improved data breakdowns are expected on the dashboard at the end of the month.

While measures continue in Nebraska to manage the spread of COVID-19, passage of the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act on March 27 will support child care and out-of-school learning initiatives in Nebraska. Specifically, $20 million has been allocated to the state.

Stephanie L. Beasley, director of the DHHS Division of Children and Family Services spoke June 1 at Gov. Pete Ricketts' regular COVID-19 briefing to break out how the money will be used.

The&nbsp;<a href="http://dhhs.ne.gov/Pages/DHHS-Announces-Initiatives-to-use-CARES-Act-Funding-to-Aid-Child-Care-Providers.aspx">full news release on the CARES Act can be read here,</a>&nbsp;and the high points follow:

The Child Care Relief Fund was established to offer grants of $1,000 to meet the needs of child care providers. The relief fund application was released to providers on April 8, 2020.

2. Child Care Provider Stabilization Grant Funds

DHHS will award Child Care Stabilization grants to help make up lost income for providers caring for fewer children in accordance with COVID-19 Directed Health Measures (DHMs). Providers will need to meet requirements, submit an application and be in good standing with DHHS.

3. Incentive-to-Reopen Child Care Programs Grant

DHHS will also be award Incentive to Reopen Child Care Program Grants. Priority for these grants will be given to providers who are in good standing with DHHS and meet certain criteria. Some family child care homes are eligible for a one-time grant of $2,000 and some child care centers eligible for a one-time grant of $3,000. Providers aren't eligible for both the stabilization grant and this grant.

4. Nebraska Child Care Referral Network Website

A&nbsp;<a href="https://www.nechildcarereferral.org/" target="_blank">Child Care Referral Network website&nbsp;</a>&nbsp;was created to help families find safe, high quality, licensed child care. The searchable database connects working parents with providers that have open child care spots. DHHS is planning to improve data-collection and the technology platform to sustain the network and build it into the existing Nebraska child care resource and referral system.

5. Afterschool and Summer Learning for School Age Children

DHHS will use CARES Act funding for future collaboration between DHHS and the Nebraska Children and Families Foundation's Beyond School Bells initiative, which supports expanded learning opportunities. Discussions about potential initiatives are underway.

Still a key part of the state's game plan to monitor and mitigate COVID-19,&nbsp;<a href="https://www.testnebraska.com/" target="_blank">TestNebraska&nbsp;</a>&nbsp;expanded this week into western regions of Nebraska. In the coming week, more testing stations will be set up in the state:

The State has announced that it will begin phasing in test scheduling for all Nebraska residents, including those who previously completed the online assessment, but did not qualify to complete the test.

“We want to ensure every Nebraskan knows that if they are concerned they may have been exposed, they can have the opportunity to schedule a test," said Director of Public Health and Chief Medical Officer for the Department of Health and Human Services Dr. Gary Anthone. “The best way to stop the spread of COVID-19 is through aggressive testing and contact tracing and we continue to expand our capabilities across the state."

To ensure test scheduling occurs in an orderly manner as testing is phased in for all, people aged 15 to 35 in Douglas, Lancaster, and Sarpy counties can now schedule a test. This is in addition to the following priority categories already open for scheduling a test: first responders, health care providers, meatpacking workers, military employees, anyone working in a long-term care facility or nursing home, anyone 65 years old and over, and anyone who has been around someone who has tested positive for COVID-19.

Additionally, there is no longer limiting criteria for any individuals living in the state's remaining 93 counties to schedule a test.

LINCOLN (DHHS)-During the past seven days, the total number of COVID-19-related deaths in the state increased by 16 to 186, according to the Nebraska Department of Health and Human Services (DHHS) data dashboard.The state case total, as of 5:45 p.m. Central Daylight Time today, is 15,193, marking an increase of 1,539 from last Friday. Local health departments are reporting deaths and cases in their jurisdictions. In the event of a discrepancy between DHHS dashboard data and deaths or cases reported by local public health officials, data reported by the local health department should be considered the most up to date.Additions to DHHS Data DashboardThe DHHS COVID-19&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">data dashboard&nbsp;</a>&nbsp;has undergone several improvements since appearing on the DHHS public Web site on March 27. DHHS reports 16 deaths, 1,539 new cases in past week

LINCOLN, Neb.-An error resulted in incorrect end dates being printed on some multi-draw Lucky for Life tickets.

Up to 12 weeks of drawings for any Nebraska Lottery Lotto game can be purchased in advance with the multi-draw feature. Multi-draw tickets contain the number of draws purchased along with the start and end dates of the drawings. The error resulted in misprinted end dates on some Lucky for Life tickets.

Affected tickets were purchased on or before June 4 for multiple draws extending into July and August 2020. Approximately 125 multi-draw Lucky for Life tickets are affected. These tickets are still valid for the number of drawings that were purchased.

The ticket issue was discovered and corrected on June 4. Going forward, all Lucky for Life tickets will print with the correct end dates. All other Nebraska Lottery Lotto games were checked, and no similar issues were discovered.

“Our players look to the Nebraska Lottery for fun and excitement, and we understand this error on Lucky for Life tickets has caused some confusion,” said Brian Rockey, Nebraska Lottery Director. “Despite the misprinted draw dates, these Lucky for Life tickets are valid and can win prizes. That’s why we’re encouraging players to check their tickets.”

Severe weather threat returns Saturday

North Platte, Neb. –&nbsp;&nbsp;North Platte&nbsp;Public Schools is extremely excited to have been awarded a&nbsp;$191,451 grant from the Early Childhood Education Grant Program. 

This grant will allow NPPS to expand our preschool offerings for students.&nbsp; During the 19-20 school year, we piloted a full-day preschool classroom at Buffalo Elementary. This classroom was extremely successful in meeting the needs of students and families.&nbsp; Therefore, we wrote this grant to expand the full-day opportunities for students in North Platte.&nbsp; 

Through the Communities for Kids initiative, we had surveyed families in North Platte and the results of this survey showed that families wanted more full-day preschool options for four-year-olds.&nbsp; 

Therefore, a group of educators from North Platte Public Schools which included the 5 preschool teachers, the preschool facilitator, and the special education director all worked together to write this grant to be able to better meet the needs of this community. 

Because of his grant, we will be able to offer 3 additional full-day sections.&nbsp; One of these full-day classrooms will be located at Washington Elementary, and two of these classrooms will be at the Buffalo Early Learning Center.&nbsp; 

With the grant funding, we were awarded start-up funds.&nbsp; Therefore, we will be able to purchase supplies and materials for these classrooms due to the expansion as well as some playground equipment.

When we wrote the grant, we also included a three-year-old classroom in with the plan since that was an area of need our community identified.&nbsp; Unfortunately, this portion of the grant application was not funded, so we will not be having a 3-year old preschool classroom next year.&nbsp; The state prioritizes its funding to go to 4-year olds.&nbsp;

We are super excited about the opportunities we will be able to provide for families next year, and we have many great ideas for improving the quality of services provided to preschool age students.&nbsp; 

The preschool teachers have worked together to select a new curriculum that we will begin to implement next year.&nbsp; After a selection process, the teachers selected Big Day for the Pre-K which aligns with our Journeys curriculum that the elementaries use.&nbsp; The preschool teachers will also continue implementing the Pyramid model.&nbsp; 

This is an evidence-based model that helps our teachers ensure that they are meeting the social and emotional needs of our students.&nbsp; This model aligns with the PBIS (Positive Behavior Intervention and Supports) model that all schools throughout our district implement.&nbsp; The preschool teachers have chosen to rebrand their program, and the district’s preschool program will now be called the Bullpup Preschool.&nbsp;&nbsp;

In addition to these 3-full-day classrooms, the district will still be offering morning and afternoon half-day sessions at both Jefferson and Osgood.&nbsp; Some of our sections for next year are already full, but there are still full-day
openings left at the Buffalo Early Learning Center, and we have half-day
openings at Osgood Elementary in the afternoons and Jefferson Elementary for

NORTH PLATTE, Neb.-Beginning Monday, June 8, Great Plains Health will lift certain visitor restrictions to patients in the hospital, emergency department, outpatient departments and clinics. Visitor restrictions were enhanced in April to a no-visitor policy in order to protect patients, visitors and staff from the spread of COVID-19.

“We understand how important visitors can be in the recovery process of our patients,” said Mel McNea, chief executive officer. “Great Plains Health is moving forward with a safe and smart plan to resume limited visitation at our hospital and clinics while continuing to protect the health of our patients, visitors and staff. We appreciate the community’s ongoing support and understanding.”

Effective Monday, June 8, 2020, Great Plains Health’s updated visitation guidelines will include:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Inpatient: One adult visitor during daily visitor hours 7 a.m. to 12 p.m.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Outpatient departments, clinics, Cancer Center and same day services will be allowed one support person to accompany the patient.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Emergency department: One support person may accompany emergency department patients 24/7.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Behavioral health services: One adult visitor during visitor hours 11:30 a.m. to 12 p.m.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;NICU and pediatric patients are allowed two parents 24/7

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Post-partum patients are allowed one support person upon admission, to remain through discharge.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Special circumstances, such as end of life.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;There will be no visitors allowed for confirmed positive COVID-19 patients, those patients awaiting COVID-19 test results or other patients on isolation precautions.

All visitors and support persons must be 19 or older and will be required to clear a health screening, including a temperature check. Any visitor or support person that shows symptoms or has a temperature higher than 100 degrees, will not be allowed to visit or accompany the patient.

Visitors and support persons are asked to bring their own cloth mask or face covering to wear throughout their entire visit.

The cafeteria and coffee shop are closed to the general public, but open to individuals that are onsite to support a patient.

“We feel confident in relaxing our visitor policy at this time," said Tina Pate, chief nursing officer. "We are taking it one day at a time as we slowly return to this new normal. We know that, at any time, the situation could change and we may revert back to a more restrictive policy if that happens.”

Any visitor or support person that shows symptoms or has a temperature higher than 100 degrees, will not be allowed to visit or accompany the patient.Visitors and support persons are asked to bring their own cloth mask or face covering to wear throughout their entire visit.The cafeteria and coffee shop are closed to the general public, but open to individuals that are onsite to support a patient.“We feel confident in relaxing our visitor policy at this time," said Tina Pate, chief nursing officer. "We are taking it one day at a time as we slowly return to this new normal. We know that, at any time, the situation could change and we may revert back to a more restrictive policy if that happens.”Great Plains Health continues to work closely with local and state public health officials and regularly reviews policies to ensure the safety and well-being of patients, staff and the community.

Lexington police searching for 16-year-old missing/runaway

OMAHA, Neb. (AP) - More employees in Nebraska's prison system have tested positive for COVID-19, as state health figures show the overall number of cases in the state surpassing 15,000.

A news release Friday from the Nebraska Department of Correctional Services said two more state prisons employees tested positive this week for the virus, bringing the systemwide total to 18.

One of the two new cases is a staff member at the state prison at Tecumseh. The second was attending a staff training academy. The department said it will notify others at both locations about the new cases. Department officials also are directing anyone who may have had close contact with the infected staff members to self-quarantine until they are cleared by a medical provider.

Nebraska's online&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">coronavirus tracking portal</a>&nbsp;shows an additional 251 new cases of the virus reported Thursday, bringing the state's total to 15,117. State numbers show 186 total deaths from the virus. Nearly 115,000 people have been tested, and hospital capacity was relatively stable, with 42% of hospital beds, 44% of intensive care unit beds and 75% of ventilators available for use.

For some infected people, especially older adults and people with existing health problems, the virus can cause severe illness or death. But for most people, it causes mild or moderate symptoms, such as fever and cough, that clear up in two to three weeks.

Kearney playgrounds, pools, parks set to reopen

NORTH PLATTE, Neb.-North Platte Police have released more information regarding the crash of a stolen vehicle on Thursday evening.

At around 5:57 pm, officers responded to the area of West E and Willow Streets and the report of a stolen vehicle.

A female had called police and reported that her vehicle had been stolen by Austin Bordeaux.

A short time later, at around 6:04 pm, officers were dispatched to a two-vehicle injury accident at Rodeo Road and Franklin Road.

Police say witnesses reported that the vehicle driven by Bordeaux failed to stop at a stop sign, entered the intersection and was struck by a westbound vehicle on Rodeo Road.

Officers took Bordeaux into custody on suspicion of theft by unlawful taking ($1,500 to $5,000, driving under the influence of liquor (over .15, 3rd offense) and driving under suspension.

Bordeaux and the occupants of the other vehicle sustained only minor injuries.

Bordeaux was jailed at the Lincoln County Detention Center.

North Platte man accused of stealing, crashing vehicle

NORTH PLATTE, Neb.-As the weather turned nasty Thursday evening, many residents in the northwest part of North Platte witnessed some additional excitement.

Just before 7:00 pm, North Platte police responded to the report of a stolen vehicle. The vehicle was spotted by officers and proceeded westbound on Rodeo Road/Highway 30 until the driver eventually crashed near Franklin Road and Rodeo Road.

According to witnesses, the driver of the vehicle was taken into custody immediately and appeared to have numerous lacerations.

As officers investigated the stolen vehicle and subsequent crash, 70-plus mph straight-line winds hit the city, sending officers and witnesses into and behind vehicles.

No injuries were reported other than the alleged driver of the stolen vehicle. His condition at this time is unknown.

UPDATED Alleged stolen vehicle suspect arrested following crash west of North Platte

NORTH PLATTE, Neb.-What was a hot and sunny Thursday afternoon was rudely disrupted by a sudden blast of wind.

The first severe thunderstorm warning was issued just after 6:00 p.m., but it appeared the storms were going to stay south of North Platte. However, it quickly made its proximity known in the form of 70-plus mph wind gusts.

According to the National Weather Service in North Platte, they are "confident that what North Platte experienced were straight-line winds, after multiple people contacted the Post to report a "small tornado."

According to Shawn Jacobs, National Weather Service Meteorologist, "Several rumors on social media are floating around about a small tornado impacting Lake Maloney and North Platte."

"Nothing in the environmental data suggests this, the damage that occurred was the result of straight-line winds from a thunderstorm downburst," Jacobs added.

Lincoln County Emergency Manager Brandon Meyers reported a semi being blown over about five miles south of North Platte and Tree Lane off of State Farm Road sustained significant damage with numerous large trees being blown down.

Witnesses in the city reported debris being blown from West Highway 30 to Poplar Street. Power outages are also being reported throughout the city of North Platte. It was also reported that large tree branches are down throughout the city and a gas pump at Kwik Stop was blown over.

LINCOLN, Neb. (AP) - Nebraska lawmakers will hold two hearings next week to hear public input about law enforcement and racial equity in the state.

Members of the Legislature's Judiciary Committee will convene Monday at the Scott Conference Center in Omaha's Aksarben Village. They'll meet Tuesday at the Nebraska Educational Telecommunications office in Lincoln.

Both events will be live-streamed online and on television by NET, the state's public television service.

Sen. Steve Lathrop, the committee chairman, announced the hearings following the public outcry over the death of George Floyd in Minnesota and James Scurlock in Nebraska. Scurlock, who is black, was fatally shot by a white bar owner during an Omaha protest over Floyd's death.
