CASPER, Wyo. (AP) — A new U.S. report says coal production in Wyoming, the nation’s top coal mining state, fell by 21% in 2020 from the previous year. 

That reflects reduced demand during the coronavirus pandemic, low natural gas prices and a longstanding move away from fossil fuels to cheaper and cleaner-burning natural gas to generate electricity. 

A U.S. Energy Information Industry Administration report this week also says the nation’s coal production in 2020 was at its lowest level since 1965, The Casper Star-Tribune reports. 

Wyoming produced 41% of the nation’s coal in 2020, the EIA said. Production has increased this year as the economy reopens.

OMAHA, Neb. (AP) — A new monthly survey of bankers in rural parts of 10 Plains and Western states suggests continued economic growth in the region, even as nonfarm jobs in most of those states remained below pre-pandemic levels. 

The overall Rural Mainstreet economic index dropped to 65.6 in July from June’s 70.0. Any score above 50 suggests growth. 

Creighton University economist Ernie Goss says federal labor statistics show nonfarm jobs across the region came in at 55,000 fewer jobs than before the COVID-19 pandemic began. But three states — Minnesota, Nebraska, and South Dakota — reported nonfarm employment levels above pre-pandemic levels. &nbsp;

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

NORTH PLATTE, Neb.-The wait for popcorn, hot dogs, soda, beer, and movies is almost over for North Platte residents.

Golden Ticket Cinema's announced that they're aiming to open their new location in the North Platte Mall in September.

The luxury theater will be in the former AMC theater location but will look nothing like what moviegoers remember from the past.

Golden Ticket will feature an upgraded cosmetic look, and the concession stand will now feature an expanded food and beverage menu.

"Golden Ticket has been working on taking over the theater for several years and we are beyond excited to be a part of the redevelopment of the mall," said John Bloemeke, President of Golden Ticket.

"I think most will agree that the upgrading of the cinema is long overdue," said Bloemeke. "Once we reopen, imagine being able to enjoy a tub of delicious popcorn and your favorite beverage while reclined in our luxury recliners. Or better yet, how about an order of wings and a milkshake."

Golden Ticket has a location in Kearney, but most similar theaters are found in larger cities.

"The goal is to bring many large market amenities to smaller towns like North Platte," said Bloemeke. "We can't wait to see the reaction to the changes that we have in store."

Bloemeke said they will be adding promotions and values that are new to the market, but said discount tickets on Tuesdays and AMC popcorn buckets purchased in 2020 will be honored.

North Platte's movie theater aims for September opening

LINCOLN, Neb. – The cause of a fish die-off at Lake McConaughy, Nebraska’s largest reservoir, remains inconclusive.

Fisheries biologists from the Nebraska Game and Parks Commission are investigating a die-off, in which approximately 1,000 dead fish were discovered on the west half of the reservoir. Adult white bass comprised 99% of those fish.

Point-source pollution – any single source from which pollutants are discharged, such as a pipe – does not appear to be a factor, and water quality parameters tested fall within normal ranges.

Routine harmful algal bloom and bacteria monitoring by the Nebraska Department of Environment and Energy also has yielded no significant elevated levels when tested Wednesday night. Martin Bay tested at .24 parts per billion, well below the 8 parts per billion that triggers a health alert.

Lake users are encouraged to contact Game and Parks at 308-284-8803 if they observe live, stressed fish as pathological/disease testing can only be conducted on live specimens.

Water-based recreation, such as fishing and harvesting fish, swimming and boating are deemed appropriate, at this time.

Officials will continue to investigate. Additional information will be released when available.

Those wishing to add their name, or the name of a loved one, to the North Platte Community Build Playground have until August 2 to purchase memorial bricks and personalized fence pickets.

“We are moving into the building phase, which means we are approaching a fundraising deadline quickly with our pickets and bricks,” said Tauni Morris, Community Build Playground Co-Coordinator. “Now we want to make sure that people don’t miss out on this opportunity!”

The playground is scheduled to be built by community volunteers September 15 – 19, 2021.

“The only reason we have been able to set those build dates is because North Platte is an extremely generous community,” added Morris.

The tax-deductible 4” X 8” engraved bricks, which will become part of the playground’s walkway, are available for a minimum $125 donation. Engraving on the bricks features three lines: “In Memory of” is included on the first line, the name of the person that the donor wishes to recognize is on the second line and the third line is available for the relationship to that person (for example: mother, daughter, father, son, friend, etc.).

The customizable, tax-deductible pickets, available for a minimum $50 per picket donation, will build the fence that will line the future playground at Centennial Park.

Post Podcast: Community Build Playground upcoming dates with Tauni

OMAHA, Neb. (AP) — A federal freeze on most evictions that was enacted last year is scheduled to expire July 31, after the Biden administration extended the date by a month. The moratorium, put in place by the Centers for Disease Control and Prevention in September, has been the only tool keeping millions of tenants in their homes. Many of them lost jobs during the coronavirus pandemic and have fallen months behind on their rent.

Landlords successfully challenged the order in court, arguing that they also had bills to pay. They pointed out that tenants could access more than $45 billion in federal money set aside to help pay rents and related expenses.

Advocates for tenants say the distribution of the money has been slow and that more time is needed to distribute it and repay landlords. Without an extension, they feared a spike in evictions and lawsuits seeking to boot out tenants who are behind on their rent.

As of June 7, roughly 3.2 million people in the U.S. said they would face eviction within the next two months, according to the U.S. Census Bureau’s Household Pulse Survey. The survey measures the social and economic effects of the coronavirus pandemic every two weeks through online responses from a representative sample of U.S. households.

WHAT’S BEING DONE TO HELP PEOPLE FACING EVICTION?

Nebraska has earmarked $200 million from the coronavirus aid package Congress passed in December to help tenants with back rent, utility bills and other expenses.

The program, which is managed by the Nebraska Investment Finance Authority, offers up to $20,000 in assistance to renters or homeowners who need help paying up to 15 months of their bills. But the aid is only available to people who make 80% or less of their county’s median income and can show they’re unable to pay rent because of a financial hardship caused by the pandemic or they’re at risk of becoming homeless.

So far, more than $15.8 million has been distributed to 4,420 households in Nebraska by the state agency and local programs in Lincoln and Omaha.

HOW ARE THE COURTS HANDLING EVICTION HEARINGS?

Eviction cases have generally been put on hold or dismissed by Nebraska judges after tenants raised the CDC moratorium as a defense. Scott Mertz, an attorney with Legal Aid of Nebraska, said the number of eviction lawsuits fell by more than 40% last year after the moratoriums were put in place. About 5,300 eviction cases were filed in Nebraska courts last year, which was down from roughly 9,300 in 2019. Numbers aren't yet available for this year.

WHAT IS THE AFFORDABILITY IN THE STATE’S MAJOR RENTAL MARKETS?

The rental market in Nebraska remained tight last year as the state continued to have a shortage of affordable housing. The state finance authority said the vacancy rate for apartments statewide was 3.7% last year, which was significantly lower than the 7% national average. The average rent for a two-bedroom apartment in Nebraska increased by nearly 20% from 2015 through 2020, reaching $770.60 last year. In the Omaha metropolitan area, rent for a two-bedroom apartment averaged $974.20 last year. In the Lincoln area, that figure was $802.80.

ARE EVICTIONS EXPECTED TO CREATE A SURGE IN HOMELESSNESS?

Nebraska's homeless ranks could swell once the eviction moratorium ends because evictions and homelessness are closely linked and there is a lack of low-income housing in the state, Mertz said. Although the number of evictions in Nebraska is expected to jump after the moratorium ends, it's not clear how many landlords are waiting to act once it expires and the rental assistance programs may prevent some evictions.

“It’s going to be a real shock to the system if the backlog is as high as some people fear,” Mertz said. Recent census data shows there were 10,150 adults in the state who feared they could be evicted within two months.

How Nebraska might fare once evictions rev up

LINCOLN, Neb. (AP) — Nebraska ended its fiscal year in much better financial shape than expected despite the coronavirus pandemic. 

The Nebraska Department of Revenue reports net general fund tax collections of $5.959 billion during the fiscal year that began in June 2020 and ended last month. That’s 19.2% higher than the certified state forecast of $5.001 billion. 

State officials report higher-than-expected collections of sales-and-use taxes, individual and corporate income taxes, and miscellaneous taxes. 

Tax collections beat projections for the month of June as well, with net receipts of $581 million, which was 22% higher than the official forecast of $476 million.

 The forecast was set by the Nebraska Economic Forecasting Advisory Board, which estimates how much tax revenue the state will collect.

A Panhandle mosquito trap site has recently collected mosquitoes positive with West Nile virus. 

These are the first confirmed positive mosquitoes in Nebraska. These positive mosquitoes give Panhandle Public Health District (PPHD), along with other health departments, an indicator of the location of the virus and where people may come into contact with mosquitoes carrying the virus.

Multiple locations across Nebraska are routinely monitoring sites to trap and test mosquitoes over the summer months. Human cases of West Nile are also used for surveillance. At this time, there have been no human cases of West Nile detected.

West Nile virus is contracted through the bite of a mosquito. It begins with flu-like symptoms that can include a slight fever and headaches, though 8 out of 10 people never develop symptoms. Severe symptoms of West Nile can lead to encephalitis which can cause inflammation of the brain, disorientation, convulsions and paralysis. People with compromised immune systems are especially susceptible to this disease.

Prevention is the best to avoid getting diseases from mosquitoes. All Nebraska residents are encouraged to:

· Use insect repellent that has DEET, picaridin, or oil of lemon eucalyptus.

· Be careful at dawn and dusk when mosquitoes are most active.

· Wear long sleeve shirts and pants, especially when out hiking and camping.

· Mosquitoes can breed in small pools of water, so frequently check your property for standing water and drain items such as kid wagons, bird baths, flowerpots, gutters, and tires.

· Even with the sudden change in weather, it is still advised to be cautious outdoors until there are consistently low overnight temperatures.

Panhandle mosquitoes test positive for West Nile Virus

ALLIANCE, Neb.-The grassroots political party in Nebraska Legal Marijuana Now will have a candidate for Nebraska Attorney General on the 2022 ticket.

Larry Bolinger announced his bid for the office on Wednesday.

Bolinger, of Alliance, is the District 3 chairman of the Legal Marijuana Now party and rand for the 3rd Congressional District seat in 2020.

Bolinger said in a news release that he plans to focus his campaign on law reform, reduce penalties for victimless crimes, remove truancy as a status offense, expand drug courts to help reduce recidivism, as well as the legalization of marijuana in the state.

At age 52, Bolinger earned a Bachelor of Science Degree at the University of Nebraska at Omaha, majoring in Political Science and Minor in Criminology with a concentration in government affairs and civic engagement.&nbsp;

Bolinger has served on several local commissions, including the Alliance Planning Commission.

Attorney General Doug Peterson is currently serving his second term.

Legal Marijuana Now chairman to run for Nebraska AG

KEARNEY, Neb.-Police have arrested a Kearney man on allegations he pointed a handgun at a woman following an altercation.

Court records said Kearney police were dispatched to a disturbance at around 9:20 p.m. on Tuesday.

The caller reported that her vehicle was being followed by three other vehicles after a disturbance in the parking lot of a local auto parts store.

The woman alleged that during the altercation, someone had thrown a water bottle at her vehicle, striking one of her passengers.

Police said after the woman departed with three passengers, two other vehicles began following her.

At one point, the woman alleged Hunter Banzhaf, who was the driver of one of the vehicles, brandished a handgun and pointed it at her.

Officers located Banzhaf and found a Glock 48 9mm handgun in his possession.

He was jailed at the Buffalo County Jail on suspicion of terroristic threats and use of a firearm to commit a felony.

Kearney man accused of pointing gun at woman during altercation

The expansion of North Platte Community College’s Health and Science Center is another step closer to becoming a reality thanks to a donation from NebraskaLand Bank.

NLB contributed $50,000 toward the project Wednesday during a check presentation at the college.

Mike Jacobson, President and CEO of NebraskaLand Bank, said all businesses have a responsibility to give back to the community that helped make them successful. He believes investments, such as the one in the Health and Science Center, will eventually result in huge dividends.

“Giving to the Health and Science Center project is important because it has allowed the college to attract and retain students in this region to further their education in the sciences,” Jacobson said. “Filling local professional jobs, in many cases, begins with getting an education locally. NPCC provides a cost-effective educational solution for those living in this region who want to advance their education. NPCC is a great asset.”

The Health and Science Center is located on NPCC’s South Campus. Constructed in 2012, it is home to the college’s nursing, medical laboratory technician, emergency medical services, paramedic, dental assisting, math, biology, physics and engineering programs.

As the demand for more nurses and health care professionals has increased throughout the college’s 18-county service area and beyond, so has the need for more space to train those professionals.

“Great Plains Health is one of our largest employers in the region, and it has an ongoing need to hire talented health care providers,” said Jacobson. “The medical students at Mid-Plains can be a great feeder to GPH, as well as other medical professionals in the area. My hopes are that these students will get a great education and continue to live and work in this region following graduation.”

The planned expansion of the building will include additional classrooms to accommodate increased enrollment in nursing courses, lab space for nursing and emergency services and an office area for new faculty.

Conference rooms, a classroom with flexible table and chair arrangements, private workspaces for students and a virtual innovation lab will also be constructed to complement existing programming and enhance learning experiences.

Construction is anticipated to start by spring of 2022.

The total cost of the project is expected to be nearly $4 million.

NebraskaLand Bank contributes to NPCC Health and Science Center expansion

OMAHA, Neb. (AP) — Nebraska is developing a new website to provide weekly updates on the coronavirus, just two weeks after it quite publicly reporting COVID-19 statistics. 

It wasn’t immediately clear Wednesday what numbers will be included on the new site or how quickly it will be ready. 

The state’s decision to stop reporting coronavirus details was criticized by health experts who use the data to track the spread of the virus. 

Infectious disease specialist Dr. James Lawler with the University of Nebraska Medical Center said the decision to stop reporting data was poorly timed. 

Virus cases have nearly doubled in Nebraska over the past few weeks as the highly contagious delta variant spreads.

Virus cases have nearly doubled in Nebraska over the past few weeks as the highly contagious delta variant spreads.

Bethel Church of North Platte to provide scholarships to camp for disabled

LINCOLN, Neb. – Duck hunters must choose between two daily bag limits when they register for their Harvest Information Program number this year.

Nebraska and South Dakota are entering a new “two-tier” program starting with the 2021-2022 regular duck season.

Tier I is the current traditional six-duck bag limit with species and sex restrictions. Tier II is a three-duck bag limit with no species or sex restrictions.

HIP registration begins Aug. 1. When hunters go to register, they will be asked whether they plan to hunt ducks. If so, they will be prompted to select a tier. Hunters will be bound to that bag limit for the entire season.

The regulations will not apply to goose limits or during the early teal season, which have their own bag limits.

All hunters age 16 and older, including residents, nonresidents, lifetime permit holders, veterans and senior permit holders, are required to register for HIP if they plan to hunt migratory game birds in Nebraska between Sept. 1, 2021, and July 31, 2022.

Residents under the age of 16 are exempt from the HIP requirement if they choose the Tier I bag limit, but must register for HIP if selecting Tier II. All nonresidents under the age of 16 must register for HIP regardless of the tier they select.

Hunters who choose the Tier II option will be provided a journal, where they will record information on hunting activity and harvest. The journal will be submitted to the Nebraska Game and Parks Commission at the end of the hunting season. In addition, postage-paid envelopes will be provided to each hunter with the expectation that a wing from each duck harvested also will be sent. This process will be similar to ongoing federal collection efforts to estimate harvest. Duck harvest and species composition will then be compared to hunters using the Tier I option.

In a survey, duck identification skills were identified as a factor preventing potential hunters from taking up the sport. The new two-tier regulations are an effort to remove the barrier associated with identification skills.

We’re also investing to meet housing needs across the state.&nbsp; We recently awarded over $9 million of Rural Workforce Housing Fund grants to help local communities construct new homes.&nbsp; We also awarded $9.6 million to non-profits through our Middle Income Workforce Housing Fund to help them build affordable residences in Douglas, Lancaster, and Sarpy counties.&nbsp; We want to make sure there’s an ample supply of reasonably priced, high-quality housing to keep our graduates here in Nebraska and to recruit top talent to the Good Life.&nbsp;

Additionally, we’ve taken steps to improve access to great job opportunities in state government.&nbsp; For example, to ensure that we are fair and making decisions without regard to background, we automatically move qualified candidates to the next round of the employment process when we hire.&nbsp; In the past year, we also joined the Department of Defense SkillBridge Intern program and launched the Military Spouses Transition network to better integrate veterans and military families into our workforce. &nbsp;To better reach the best and brightest talent in our state, we’ve advertised state jobs in a broader range of publications, such as the&nbsp;Black EOE Journal,&nbsp;Hispanic Network Magazine, and&nbsp;U.S. Veterans Magazine.

By getting the word out more broadly, people from a wider variety of backgrounds are taking jobs with the State of Nebraska.&nbsp; In December 2014, the month before I took office, about 7.3% of our teammates at the State came from a minority population.&nbsp; That number has now risen to 11.8%. &nbsp;That’s a 61.6% increase in six years.&nbsp;

We’ve also looked at our state procurement process to see how we can grow Nebraska while creating jobs for small businesses from across our state.&nbsp; Our vendor concierge program provides a dedicated professional to walk businesses through the request for proposal (RFP) process.&nbsp; This shortens the learning curve for businesses when they first apply for state contracts.&nbsp; We’ve also begun listing all services contracted by the State—including prospective services—on our Department of Administrative Services website (<a href="https://das.nebraska.gov/" target="_blank">das.nebraska.gov</a>).&nbsp; Previously, firms wouldn’t learn about an opportunity to do business with the State until an RFP was posted.&nbsp; This gave an advantage to larger businesses with the resources and administrative support to quickly submit a bid after seeing a new job announced.&nbsp; We’re now listing the&nbsp;prospective&nbsp;services the State anticipates needing in the near term.&nbsp; This gives smaller businesses more lead time to develop a competitive bid.&nbsp;

By prioritizing high-speed broadband internet connectivity, we’re growing every corner of our state.&nbsp; By investing in quality housing, we’re helping communities all across Nebraska build attractive, affordable homes for working families.&nbsp; By improving the accessibility of jobs and contracts, we’re delivering an excellent level of service at the State of Nebraska with a workforce that more closely resembles the general population.&nbsp;

 </figure>By Scott Carlson-North Platte PostNORTH PLATTE, Neb.-A North Platte man has been arrested on allegations he had sexual contact with a juvenile.Police said on July 9, a report was made alleging sexual contact between Michael Davy, 31, and a juvenile.Police said an investigation was conducted, including interviewing the alleged victim at Bridge of Hope Child Advocacy Center.Police said based on information obtained during the investigation, probable cause was established to arrest Davy on suspicion of 1st-degree sexual assault of a child.Davy was taken into custody on July 12 and jailed at the Lincoln County Detention Center.The investigation is ongoing.
