OMAHA, Neb. (AP) - Nebraska will never be mistaken for a swing state given that it hasn't supported a Democratic presidential candidate since 1964, but if the race is close this fall, the state could have a key role in choosing the next president.

It's all thanks to a law approved decades ago that was intended to attract presidential candidates to a state they usually ignore because it's so reliably conservative. While the statewide vote will clearly go to President Donald Trump, former Vice President Joe Biden has a good chance of winning in the state's 2nd Congressional District, meaning one of Nebraska's five Electoral College votes could go to the Democrat.

But there's a problem with that scenario: Maine.

Maine is the only other state that awards Electoral College votes by congressional district, and it could go the opposite way and award a vote to Donald Trump even as the state as a whole likely will go to Biden.

"I wasn't aware of that," Shirl Mora James, a leader in the Nebraska Democratic Party, said with a sigh. "I've been working the phones in Pennsylvania. Maybe I need to be making calls in Maine."

Although Nebraska and Maine take the same approach to awarding Electoral College votes - two votes for the overall winner plus votes for the winner of each congressional district - they had different motivations for their laws.

In Maine, legislators approved the new approach in 1969 in hopes of better representing voters who might be on the losing end of the statewide count but were still a substantial minority.

Nebraska arrived at the same system more than 20 years later, but lawmakers focused more on gaining the attention of presidential candidates. A Democratic legislator, DiAnna Schimek, recalled Democratic presidential candidate Bobby Kennedy's 11-city whistle stop campaign across the state in 1968 and convinced enough Republicans that by changing the Electoral College system, the state could return to relevance.

"That was when Nebraska mattered," Schimek reminisced recently.

Or as longtime Democratic activist Patricia Zieg put it, without Nebraska's current system, "We'd just be a warm North Dakota."

While they share the distinction of potentially going against their statewide votes, the Maine and Nebraska districts are decidedly different.

Maine's sprawling 2nd District is among the nation's largest and most rural, made up of small farms, coastal communities and vast stretches of forest. It's nothing like Nebraska's tightly packed 2nd District, which stretches from Omaha's century-old urban neighborhoods and trendy downtown lofts through suburban developments and finally ends about 20 miles west in hobby farms and cornfields. The Nebraska district also dips south to older suburbs near Offutt Air Force Base.

The differences help explain why the two districts could favor opposing candidates.

A big reason for Biden's strength in polls is his support among urban and suburban voters. Polling indicates Biden has a slight lead in the Nebraska district despite trailing badly statewide.

In a sign the president's campaign has noticed those polls, Trump plans to hold a rally Tuesday at the Omaha airport.

In Maine, the more urban 1st District, anchored by liberal Portland, is strongly Democratic, but the 2nd District is far more favorable to Trump. Polls have shown Biden and Trump in a tight race there.

In 2016, Trump managed to collect a single electoral vote in the 2nd District while Democrat Hillary Clinton took the state's other three.

During this election cycle, Trump visited Maine in June to talk to fishermen and visit a factory that makes swabs critical to COVID-19 testing. Both of his sons have paid visits to Maine, too, along with Vice President Mike Pence, who paid a visit on Monday.

"It's on, Maine. And the road to victory runs right through northern Maine," Pence told a gathering in Hermon, in the 2nd District.

Nebraska Republicans were embarrassed when Democrat Barack Obama won the 2nd District's electoral vote in 2008 and changed the district's boundaries in 2011 to siphon off Democratic votes and avoid a repeat.

The state GOP also has called for the return of a traditional winner-take-all Electoral College system. But until then, Theresa Thibodeau, chairwoman of the Douglas County Republican Party, said she has used that vote for Obama as motivation for her follow Republicans.

"I think it was an eye-opener for a lot of people," Thibodeau said. "Quite honestly, I think a lot of Republican voters stayed home because they thought Nebraska would stay red."

Fred Conley, a former Democratic city councilman who is running for the Nebraska Legislature, said it's clear that the competitive race in the district has generated more excitement and organizing by party activists.

And that, Schimek said, is why she pushed for the change so many years ago.

"I wanted to give people a feeling that their vote really counted," she said.

NORTH PLATTE, Neb.-The North Platte Community College Knights Softball Team is joining forces with the Lincoln County Historical Museum to offer throwback horror movies Oct. 30-31.

The event takes the place of the haunted village fundraiser the organizations typically cohost, which was cancelled this year due to COVID-19.

The movies will be offered in a drive-through format. They will begin at 7 p.m. each night. The movies will include, “House on Haunted Hill,” “Nosferatu” and “Hitch Hiker.”

Admission is $5 per person. Hot dogs, popcorn and bottles of water will also be available for $2 per item. Proceeds will be split between the team and museum.

NPCC softball/historical museum team up for movie night

NORTH PLATTE, Neb.-The police auction scheduled to be held in North Platte this weekend has been postponed due to the potential some nasty weather.

The North Platte Police Department said that due to the likelihood of inclement weather the police auction
scheduled for Oct. 25 has been rescheduled to Sunday, November 1. 

 The
auction will take place at the impound lot off of Rodeo Rd. and
Roosevelt. 

 Gates open at noon and the auction will begin at 1:00 PM.

WCDHD: Community Risk Dial rises, remains at Elevated (Orange) level

BRADY, Neb.-Starting tomorrow, students at Brady Public Schools will be required to wear face coverings while on school property.

According to a message from the school, the temporary mask mandate is being implemented based on information from the West Central District Health Department on the likelihood of asymptomatic spread of COVID-19.

The mandate will be effective on Friday, October, 23.

All students will be required to wear masks during the school days. Officials say this includes while on the bus.

The school did not indicate when the mandate would be lifted.&nbsp;

WCDHD says there 39 new positive cases in their jurisdiction. 

WCDHD says 36 cases are from Lincoln County, one case is from Hooker County, one case is from Thomas County, and one case is from McPherson County.

There are now 397 active cases in the WCDHD jurisdiction. Since March, there have been 905 confirmed cases with 10 deaths and 484 cases that are considered recovered.

39 new COVID-19 cases reported by WCDHD on Thursday

Nebraska tourism industry members were honored during the virtual 2020 Nebraska Tourism Industry Awards celebration on Thursday.&nbsp;

“Congratulations to our award winners! While it has been a tough year, our tourism industry has done a lot to be proud of and it’s nice to celebrate that,” said John Ricks, Nebraska Tourism Commission executive director. “We appreciate all of the nominations we received this year from creative marketing and virtual events, to businesses adapting during COVID-19 and all of the extra work that has gone in to making sure Nebraska isn’t forgotten about as a travel destination.”

The awards ceremony was held virtually this year. John Ricks presented winners with their awards last week and Jon and Taryn Vanderford, 1011 Now Anchors/Producers, announced the following 2020 Nebraska Tourism Industry Award winners during the virtual event.

The 2020 Henry Fonda Award, the state’s highest tourism award representing leadership, vision and dedication to the tourism industry, went to Muriel Clark. Muriel is currently the North Platte/Lincoln County Visitor Center Assistant Director. She has spent many years in the tourism industry, dedicating her time and sharing her passion for her region, the sandhills and the Lincoln Highway. Over the past 10 years, she has authored a blog visiting every town in Nebraska and has opened up her home to travelers through her own Airbnb. Muriel never stops contributing to the growth and success of the industry and is admired and respected by the people around her.

The Friend of Tourism Award went to Maly Marketing. Maly Marketing is a trusted partner of many tourism entities across the state and when the devastating impacts of COVID-19 started to show, they stepped up. They created a weekly support session called “Overcoming the Coronavirus Together” to help individuals, organizations and small businesses who were struggling navigate hard times. Maly Marketing also recently started a video series called “What’s Up Nebraska,” that highlights communities across the state, focusing on safe, socially distanced activities for tourists.&nbsp;

The Outstanding In-Person Event Award was awarded to Nebraska’s Big Rodeo. Although many events were cancelled this year due to COVID-19, Nebraska’s Big Rodeo worked closely with the Loup Basin Public Health Department to make sure measures were in place to help keep volunteers, contestants and spectators safe. The rodeo brought visitor spending to Burwell and the surrounding communities with some businesses seeing an increase in their year over year sales.

The Outstanding Virtual Event Award was a new award created specifically for this year. The award was given to Mac’s Creek Winery &amp; Brewery for their virtual wine tastings. After Mac’s Creek was forced to close due to COVID-19, the McFarland family started weekly wine tasting videos through Facebook Live. The family worked to share information about their wines and also got creative by sharing wine cocktails and food pairing suggestions. The live videos averaged 3,000 viewers each week. The success from these videos helped Mac’s Creek maintain their sale of wine. It also helped save them from having to furlough more employees or shut down parts of their production during the pandemic. The family plans to continue the virtual wine tastings in the upcoming winter months.&nbsp;

The Outstanding Marketing Campaign Award went to North Platte/Lincoln County Visitors Bureau for their COVID-19 Tourism Awareness Marketing Campaign. North Platte worked quickly and creatively to change their marketing messaging after the COVID-19 outbreak first appeared. North Platte/Lincoln County Visitors Bureau collaborated with local restaurants and attractions to create fun, engaging and safe activities for visitors and families. They promoted social distancing outdoor activities, virtual scavenger hunts, encouraged locals to be a tourist in their own backyards and more. Despite all the challenges in 2020, North Platte Visitors Bureau went above and beyond to make this year positive and memorable for the people traveling to and living in their community.&nbsp;

The Outstanding Tourism Attraction Award was given to The Golden Spike Tower in North Platte. The Golden Spike Tower closed in March and didn’t open again until Memorial Day. Through it all though the staff took a proactive response and got creative with a drive through Easter bunny event, daily Kids Korner Crafts on Facebook and a virtual North Platte Rail Days event that train lovers from all over the world could attend. When staff reopened the doors to the public they had a long list of new procedures and adjustments to their day-to-day operations to keep staff, volunteers and visitors safe.&nbsp;

The Outstanding Agritourism and/or Ecotourism Entity Award went to Midwest Hop Producers LLC. First established in 2013 as a hop farm enterprise, The Midwest Hop Producers continues to grow and expand their business. In 2016, they opened the hop yard, a tasting room and restaurant, featuring local and regional beers crafted by area brewers using their hops. They continued to get creative in their offerings, expanding into events. Midwest Hop Producers also holds one of Nebraska’s first 10 hemp-plot licenses and provides educational activities, workshops and conferences that get consumers and Nebraskans more familiar with hemp.&nbsp;

Another new award category created this year was the Passport Champions Choice Award. The winner was The Southeast Nebraska Cancer Memorial Garden in Humboldt, chosen by Nebraska Passport travelers who visited all 70 stops in 2020. The garden has a variety of plants, trees and flowers; resting benches, walking paths, water features that flow into a peaceful koi pond containing water lilies, statues, personalized bricks, remembrance stone and much more.&nbsp;&nbsp;

NORTH PLATTE, Neb.-Troopers with the Nebraska State Patrol arrested a Missouri man following a report of a road rage incident on Interstate 80 near North Platte.

At approximately 4:20 p.m. Wednesday, NSP received a report of a road rage incident on I-80 in Lincoln County. The incident reportedly included the driver of an eastbound Toyota Highlander pointing a firearm at another driver. Troopers were able to locate the vehicle and perform a traffic stop near mile marker 196.

During the traffic stop, troopers located two handguns in the vehicle. The driver, Avery Rogers, 34, of Bowling Green, Missouri, was arrested on suspicion of making terroristic threats and use of a firearm to commit a felony. Rogers was lodged in Lincoln County Jail.

Man arrested after road rage incident near North Platte

The Nebraska State Patrol says a Trooper spotted Burmester at Arthur Bay at Lake McConaughy and made contact with him.

Burmester was transported to an Ogallala hospital for treatment of some minor cuts and scrapes.

Burmester will be reunited with his family.

An Iowa man is missing and his family and friends are asking Nebraskans to help locate him after his car was located in Keith County.

According to family members, 25-year-old Morgan Burmester of West Des Moines was returning back to his home via Interstate 80 when he went missing.

On Wednesday, Morgan's car was located just outside of Ogallala on Interstate 80, abandoned with his phone and keys inside. He has not been seen or heard from since.

Morgan's parents and the Nebraska State Patrol were on-scene Wednesday afternoon, but so far there are no clues to Morgan's whereabouts.

UPDATED Iowa man missing; car found near Ogallala

OMAHA, Neb. (AP) - Nebraska set yet another record Wednesday in the number of people hospitalized with the coronavirus as as the total number of virus cases surged above 60,000.

The state said 400 people were hospitalized with COVID-19, up from the previous day's record of 380. Health officials say they are working with hospitals across the state to make sure they have capacity to treat all those patients, and the state has offered $40 million to help hospitals add capacity as needed.

Nebraska reported 899 new virus cases and 11 new deaths Wednesday on its&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker</a>&nbsp;to give the state 60,308 cases and 576 deaths since the pandemic began. The rate of new cases in the state remains fifth-highest in the nation, according to data from Johns Hopkins University.

The rate of new cases per 100,000 Nebraska residents over the past two weeks increased to 565.6 on Wednesday, according to an Associated Press analysis of data from Johns Hopkins University.

The seven-day rolling average of daily new cases in Nebraska jumped over the past two weeks from 530.43 new cases per day on Oct. 7 to 838 new cases per day on Wednesday.

Meanwhile, the Nebraska Department of Correctional Services reported that three more of its staff members have tested positive and are self-isolating at home. The staff members worked at the Nebraska State Penitentiary, the Nebraska Correctional Central for Women and the department's administrative office.

The new confirmed cases bring the total number of diagnosed staff members to 181, according to the department. Of those known cases, 148 people have recovered.

The Community Corrections Center-Lincoln was placed under quarantine earlier this week after four inmates who lived in the same room all tested positive.

The four infected inmates were on the men's side of the facility, but officials said they placed the entire prison under quarantine out of caution.

Nebraska virus hospitalizations surge along with new cases

OMAHA, Neb. (AP) - Union Pacific's profit and revenue slumped by double digits, though the volume of shipments it handled rebounded from the previous quarter as the economy emerged from the worst of the virus-related shutdowns earlier this year.

The railroad earned $1.36 billion, or $2.01 per share in the third quarter, down 12% from $1.56 billion, or $2.22 per share, a year ago. The per-share earnings from the most recent quarter were 2 cents short of Wall Street expectations, according to a survey of analysts by Zacks Investment Research.

Revenue fell 11% to $4.92 billion, also shy of analyst expectations for $4.98 billion.

Shares of Union Pacific Corp. dipped almost 6% Thursday.

Volume fell 4% compared with last year, a significant improvement over the second quarter when volume plunged 20% as factories and businesses shut down with COVID-19 infections spreading in the U.S.

Union Pacific cut its expenses 12% to $2.89 billion during the quarter. Edward Jones analyst Jeff Windau said even though costs were down, the railroad's results were hurt by some unusual expenses, including severance pay and higher state and local taxes. But he said things are looking up heading into the rest of the year.

Volume is up 4% so far in the fourth quarter, and Union Pacific expects that to end up in the low single-digit percentage range. Consumer demand remains strong and online shopping continues growing, which boosts shipments of containers of imported goods. Grain exports are improving thanks to strong demand from China.

The Omaha, Nebraska, railroad operates 32,400 miles (52,000 kilometers) of track in 23 Western states.

A 12-year-old North Platte girl was seriously injured in an accident on South Highway 83 on Tuesday morning

According to North Platte Police, on October 20 at 11:01 AM officers responded to the intersection of State Farm and Highway 83 on a traffic accident.&nbsp; 

Police say a 2016 Freightliner pulling a tanker was traveling southbound on Highway 83 in the right lane intending to continue south through the intersection of State Farm.&nbsp; A 2006 Chevy Impala was traveling northbound on Highway 83 approaching State Farm in the left turning lane with the intention&nbsp;of turning left to go westbound on State Farm.&nbsp; 

Police say according to the drivers involved and a witness the light was green on Highway 83 for north/south traffic.&nbsp; The Chevy Impala did not yield the right of way to the semi and began to turn westbound onto State Farm when the collision occurred.&nbsp; 

The driver of the semi was identified as 63-year-old Robert Schmidt.&nbsp; Schmidt had lower body pain and was not transported.&nbsp; 

The driver of the Impala was identified as 15-year-old Mae Siegel who had a valid school permit.&nbsp; Mae had complaints of pain and was not transported to the hospital..&nbsp; There was a front-seat passenger in the Impala identified as 12-year-old Ellie Siegel.&nbsp; 

Ellie was transported to Omaha in critical condition and her current condition is unknown.&nbsp; 

Seat belts were in use and the front airbags deployed on the Impala.&nbsp;&nbsp;

NORTH PLATTE, Neb.-An accident at a dangerous North Platte intersection sent two people to the hospital on Tuesday.

At around 11:00 a.m., North Platte Police and North Platte Fire and Rescue responded to the report of a semi versus car accident at South Highway 83 and State Farm Road, near Menards.

The two people in the car were transported to Great Plains Health, one of them with serious injuries. The semi driver was uninjured.&nbsp;

The accident remains under investigation.

UPDATED 12-year-old North Platte girl passes away from crash injuries 

The Drug Enforcement Administration (DEA) is kicking off Red Ribbon Week, Friday, October 23, with multiple buildings and bridges across the five-state Omaha Division lighting up red to recognize the nation’s oldest and largest drug misuse prevention awareness program.  

Red Ribbon Week began following the death of DEA Special Agent Enrique “Kiki” Camarena who was murdered in 1985 by drug traffickers he was investigating in Mexico. After Kiki’s death, people began wearing red ribbons to honor his sacrifice. Today, millions of people across the nation celebrate Red Ribbon Week by wearing red ribbons, participating in community anti-drug events and pledging to live drug-free lives. 

“Red Ribbon Week is a time when we remember Kiki and the sacrifice he made by doing his job to keep drugs out of our communities,” Omaha Division Special Agent in Charge Richard Salter Jr., said. “One of the best ways we can commemorate Kiki is to get into our communities and offer drug education programs to our students.  If we’re able to stop at least one child from choosing a path that leads to a life of drugs and possible death, I consider that a success.” 

In recognition of Red Ribbon Week, which runs October 23-31, several landmarks in Iowa, Minnesota, Nebraska and South Dakota will light up red to bring awareness to living a drug-free life.  Communities across the nation are encouraged to Go Red for Red Ribbon by lighting up classrooms, offices, libraries and other locations in red using red bulbs, gel filters or red balloons and decorations.   

Participants can post Go Red for Red Ribbon photos on social media using the hashtags

North Platte Community College’s theater department will present “2020: A Year of Absurdity” Nov. 1-2.

The play will be offered through a free livestream at 7:30 p.m. each night on the college’s <a href="https://www.youtube.com/user/MPCCedu">YouTube channel</a>.

The production will feature six short plays from the Theatre of the Absurd as well as selections from NPCC’s music department.

The plays will include works from Samuel Beckett, Harold Pinter, Edward Albee, Eugène Ionesco and others. The plays are intentionally ambiguous, allowing viewers to draw different meanings from them.

“Plays from the “Theatre of the Absurd” focus on existentialism ideas and express what happens when human existence lacks meaning or purpose and communication breaks down,” said Ritch Galvan, NPCC theater instructor. “They are purposely nonsensical. Logical construction and argument give way to irrational and illogical speech and uncertain conclusions. I thought because of the events of the year, presenting these works could give an insight into our experiences.”

The cast members for the production consist of Dylan Rogge, of Fairbury; Desaray Schwarz, of Cozad; Chris Terry, of Grant; Allison Thalken, of Ringgold and Wendi Stover, of North Platte.

NPCC Theater Department presents “2020: A Year of Absurdity”

LINCOLN, Neb.-Douglas Armbruster of Gurley won $50,000 playing the Cash Crush Scratch game from the Nebraska Lottery.

Armbruster purchased his winning ticket at Git ‘N Split #55 at 1145 Illinois St. in Sidney.

While he’d purchased his winning ticket two weeks before, Armbruster and his wife Julie said they waited until October 19 to make the long trip east to the Nebraska Lottery's Lincoln office to claim their prize to time it with a visit to see their daughter in Omaha.

Armbruster said he’d been on a break and bought a couple Scratch tickets to pass the time. His first ticket wasn’t a winner, but when he scratched off the second ticket, he revealed the top prize.

“It surprised the heck out of me,” he said.

Armbruster said he’s still thinking about what they’re going to do with the money.

He said he usually sticks to Scratch tickets that are $5 or below and said he’s never bought a $20 ticket before.

“I don’t know,” he said. “Might try one or two of them now.”

WCDHD reports 18 new positive COVID cases in Lincoln County Wednesday

OMAHA-United States Attorney Joe Kelly announced today that Assistant United States Attorney (AUSA) Laurie Kelly, will lead the efforts of his Office in connection with the Justice Department’s nationwide Election Day Program for the upcoming November 3, 2020, general election.&nbsp; AUSA Kelly has been appointed to serve as the District Election Officer (DEO) for the District of Nebraska, and in that capacity is responsible for overseeing the District’s handling of complaints of election fraud and voting rights concerns in consultation with Justice Department Headquarters in Washington.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; United States Attorney Kelly said, “Every citizen must be able to vote without interference or discrimination and to have that vote counted without it being stolen because of fraud.&nbsp; The Department of Justice will always act appropriately to protect the integrity of the election process.”

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Department of Justice has an important role in deterring election fraud and discrimination at the polls, and combating these violations whenever and wherever they occur.&nbsp; The Department’s long-standing Election Day Program furthers these goals, and also seeks to ensure public confidence in the integrity of the election process by providing local points of contact within the Department for the public to report possible election fraud and voting rights violations while the polls are open through election day.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Federal law protects against such crimes as intimidating or bribing voters, buying and selling votes, impersonating voters, altering vote tallies, stuffing ballot boxes, and marking ballots for voters against their wishes or without their input.&nbsp; It also contains special protections for the rights of voters, and provides that they can vote free from acts that intimidate or harass them.&nbsp; For example, actions of persons designed to interrupt or intimidate voters at polling places by questioning or challenging them, or by photographing or videotaping them, under the pretext that these are actions to uncover illegal voting may violate federal voting rights law.&nbsp; Further, federal law protects the right of voters to mark their own ballot or to be assisted by a person of their choice (where voters need assistance because of disability or illiteracy).

OMAHA, Neb.—The Drug Enforcement Administration (DEA) is holding its 19th National Prescription Drug Take-Back Day Saturday, October 24, at multiple locations across the country including more than 200 sites within the five state Omaha Division comprised of Iowa, Minnesota, Nebraska, North Dakota and South Dakota. The annual nationwide event aims to provide a safe, convenient and responsible way of disposing of prescription drugs, while also educating the public about the potential for abuse of medications.  

“We encourage everyone to let us help dispose of their unused and unwanted medications so that they don’t end up being diverted for unintended purposes – like ending up in the schoolyard, watersheds or being sold on the street,” Omaha Division Special Agent in Charge Richard Salter Jr., said. 

DEA and its partners will collect tablets, capsules, patches and other solid forms of medication. In addition, DEA will also accept vape pens or other e-cigarette devices, but only after batteries have been removed. Liquids, including intravenous solutions, syringes and other sharps and illegal drugs cannot be dropped off. This service is free and anonymous, no questions asked.   

Rates of prescription drug abuse in the United States are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. 

Given the ongoing COVID-19 public health emergency, DEA wants to ensure that the public is aware of other ways they can dispose of unwanted prescription drugs without having to leave their homes. Both the U.S. Food and Drug Administration and the Environmental Protection Agency have tips on how to safely dispose of drugs at home. 

In addition to DEA’s National Prescription Drug Take Back Day, prescription drugs can be disposed of at any of the 11,000 DEA authorized collectors at any time throughout the year. DEA announces 19th 'National Prescription Drug Take Back Day'

More than seven months after coming to Nebraska, the coronavirus is still here.&nbsp; Back in April, Dr. James Lawler from the University of Nebraska Medical Center&nbsp;cautioned that we were only in the second inning of the pandemic.&nbsp; I wish I could tell you that we’re in the bottom of the ninth.&nbsp; I know Nebraskans are weary of the pandemic and the restrictions in place to combat the coronavirus.&nbsp; The reality, however, is that we’re still in the middle innings.&nbsp; There’s a long way to go.

From the beginning, our plan has been to protect hospital capacity so that every Nebraskan who needs acute care can get it.&nbsp; We can’t stop the virus, but we can take action to slow the spread to maintain access to hospital beds and medical treatment.&nbsp; We’ve successfully protected our hospital system throughout the pandemic.&nbsp; As of October 21st, we have 38% of hospital beds, 33% of ICU beds, and 81% of ventilators available.

While hospital capacity remains strong, COVID-19 hospitalizations have risen to an all-time high this month. &nbsp;We’ve been in ongoing conversation with hospitals to discuss ways to support the great work they’re doing to care for Nebraskans.&nbsp; The State is allocating $40 million of CARES Act funds to help hospitals add capacity.&nbsp; This will allow hospitals to increase nursing staff and respiratory therapists, support screening of incoming patients, and provide funds to pay current staff working additional shifts.

In light of rising hospitalizations, we’ve also announced changes to our Directed Health Measures (DHMs).&nbsp; The new DHMs are effective statewide as of Wednesday, October 21st.&nbsp; It pains me to put restrictions in place that impact our personal liberties.&nbsp; I don’t like government interfering in private enterprise. &nbsp;However, these measures are necessary to preserve our hospital capacity.&nbsp; In writing the new DHMs, we’ve tried to use as light of a touch as possible to slow the increasing number of hospitalizations.

The new DHMs include the following changes:

Aside from the restrictions above, there are no other changes to the DHMs.&nbsp; This means that gyms, salons, and religious services—which are not defined as “gatherings” under the State’s DHMs—remain able to operate up to 100% occupancy.&nbsp; Even so, it’s extremely important for patrons of these establishments to practice social distancing or wear face coverings when possible.

As the coronavirus continues to spread throughout the state, we’ve launched a new campaign to encourage Nebraskans to stay committed to good health habits.&nbsp; We’re calling on all Nebraskans to&nbsp;Avoid the Three Cs: 1) crowded places, 2) close contacts, and 3) confined spaces.&nbsp; Avoid gathering in groups where you can’t maintain six-feet distance from others.&nbsp; Wear a mask or maintain six-feet distance when you’re with people outside of your household.&nbsp; Avoid enclosed spaces with poor ventilation.

Our public health departments report that many of the new cases they’re tracing have come from informal gatherings in people’s homes.&nbsp; It’s important to remember that just because you’re well-acquainted with someone, does not mean they can’t transmit the virus to you.&nbsp; I encourage Nebraskans, even in private settings, to avoid the Three Cs.

Throughout the pandemic, we’ve trusted Nebraskans to exercise common sense and good judgment in their social interactions.&nbsp; Nebraskans have responded as they usually do: by looking after their neighbors and doing the right thing. &nbsp;I’m confident folks in our state will continue to exercise good judgment. &nbsp;This will help preserve our hospital capacity and prevent the need for more restrictive measures.

As we manage the virus, there is good news to report.&nbsp; Students have successfully returned to the classroom this fall to resume in-person learning.&nbsp; Restaurants are welcoming back diners, Main Street shops have reopened to customers, and religious congregants are gathering to worship.&nbsp; We’ll also finally get to see Husker football this weekend as the Big Red takes on Ohio State.&nbsp; As we return to a more normal life, we’re seeing encouraging signs of growth.&nbsp; In fact, Nebraska has the lowest unemployment rate in the nation at just 3.5%. &nbsp;

OMAHA, Neb. (AP) - Nebraska began imposing new coronavirus restrictions Wednesday after the number of people hospitalized due to COVD-19 remained at a record level for two straight days and the state reported 11 new deaths from the virus.

The state said 565 deaths have now been linked to the virus. The rate of new virus cases in Nebraska continued to rank fifth-highest in the nation as the state reported 592 cases of COVID-19 Tuesday to increase the total to 59,409 cases.

The number of people hospitalized with the virus remained at 380 for the second day in a row Tuesday, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker</a>. That remains well above the spring peak of 232 set on May 27. Hospital officials said they expect that number to remain high for several weeks because of the recent surge of cases.

Cliff Robertson, CEO of CHI Health, said his group of 14 hospitals in eastern Nebraska and western Iowa is working to bring in more nurses from other parts of the country to make sure they can handle the additional COVID-19 cases.

Pete Ricketts to announce several new restrictions last week that took effect Wednesday. Hospitals now must keep 10% of their beds free for COVID-19 patients, and customers at restaurants and bars must remain seated at tables with no more than eight people.The rate of new cases per 100,000 Nebraska residents over the past two weeks reached 552.13 on Tuesday, according to an Associated Press analysis of data from Johns Hopkins University.
