NORTH PLATTE, Neb.-While Nebraskaland Days has announced the cancelation of remaining events, the Nebraskaland Days Art Show at the Prairie Arts Center is still open for viewing.

The show at PAC, 416 North Jeffers Street, will be open to the public Tuesday through Saturday from 11:00 am to 4:00 pm throughout the month of August.&nbsp;

The artists' award reception will be held virtually via Facebook on Monday, August 10 at 6:00 pm on the PAC <a href="https://www.facebook.com/search/top/?q=prairie%20arts%20center&amp;epa=SEARCH_BOX">Facebook </a>page.&nbsp;

The public is invited to join PAC for both the in-person viewing and the virtual artists' reception.

Nebraskaland Days Art Show still open to the public

NORTH PLATTE, Neb.-One of North Platte's summer hot spots for ice cream and other goodies has closed due to a possible staff exposure to COVID-19.

Cody Park Rides and Concessions didn't release any further information, other than a post on their Facebook page on Saturday saying they were closing immediately due to the possible exposure.

LINCOLN –&nbsp;Today, Governor Pete Ricketts announced that he has signed LB 832 into law. &nbsp;LB 832, introduced by Senator Bruce Bostelman of Brainard, gives legal protection to “good Samaritans” who forcibly enter a locked vehicle to rescue an endangered child. &nbsp;For instance, it provides immunity from civil liability for someone who breaks a window to save a baby stranded in a hot car.

“When Nebraskans see a child stranded in a hot car, we want them to take action,” said Gov. Ricketts.&nbsp; “Senator Bostelman’s bill protects Good Samaritans who do what’s needed to rescue a child in danger.”

“It’s heartbreaking whenever a child is lost from heatstroke after being trapped in a hot vehicle,” said Senator Bostelman.&nbsp; “LB 832 raises awareness about these tragedies and empowers Nebraskans to respond when necessary to save a life.”

Governor Ricketts signs legislation to protect good Samaritans 

LINCOLN, Neb. (AP) - Another state prisons worker has tested positive for COVID-19, according to the Nebraska Department of Correctional Services.

The latest staffer to test positive for the virus works at the Diagnostic and Evaluation Center in Lincoln, the prisons department said late Thursday in a news release. The staffer is self-isolating at home.

The latest case brings the number of prison employees across the state to test positive for the virus to 48. The department said it will notify those who work and live in the facility about the latest case. In addition, anyone who may have had close contact with the staff member will be directed to self-quarantine until they are cleared by a medical provider.

The state prison system has announced several positive cases among employees in the last week. It also earlier this week revealed the death of a 71-year-old inmate at the prison in Tecumseh prison, but refused to say whether the inmate had been diagnosed with or been tested for COVID-19, citing inmate privacy policy.

NORTH PLATTE, Neb.-In true Nebraska fashion, the Nebraskaland Days (NLD) Board of Directors gave it their all to bring the statewide celebration that is a staple of North Platte to life, in some form.

But, in the end, the novel coronavirus and the fear and uncertainty that comes with it won.

It all began on Thursday when the West Central District Health Department increased the community threat level of exposure to COVID-19 to Orange, or Elevated, after over 20 cases of the virus were confirmed in Lincoln County.

Night one of the Buffalo Bill Rodeo went down on Wednesday without a hitch and it seemed that we were going to be treated to an amazing Rodeo and NLD celebration.

However, with the increased level of threat issued by WCDHD, the NLD Board of Directors determined that the Buffalo Bill PRCA Rodeo should proceed without spectators. The rodeo can be streamed on the Cowboy Channel's app.

From there, it was a domino effect as organizers announced the cancelation of the Viaero Summer Jam Concert Series, Lunch with the Wild Bunch, the Jaycees Flapjack Feed, and more.

On Friday, the NLD Board determined that all remaining events of the celebration, which was rescheduled from June, should be canceled, including the extremely popular Nebraskaland Days on Parade.

The one exception is the NLD Tennis Tournament which is proceeding under the direction of the North Platte Tennis Association, according to NLD Executive Director David Fudge.

"All of our team thought we would get this in about 30 days ago," said Fudge. "But given the events of the past 10 days, it became clear that continuing would have been foolish."

Plans for the 2021 celebration are already underway.&nbsp;

Nebraskaland Days cancels remaining events, Rodeo to proceed without spectators

NORTH PLATTE, Neb.-The rise in cases of COVID-19 in Lincoln County has prompted the cancellation of another annual Nebraskaland Days event.

Last night organizers announced that the Buffalo Bill Rodeo would be completed with no fans in attendance, as well as the cancellation of the Viaero Summer Jam Concert Series and other events like the Jaycees Flapjack Feed and the Lunch with the Wild Bunch hosted by the North Platte area Chamber Hostesses.

Now, Nebraskaland Days on Parade for 2020 has been canceled.&nbsp;

The parade, scheduled for Saturday at 1:00, had already been altered and was supposed to be a "reverse parade" at Cody Park. However, after a spike in coronavirus cases, Nebraskaland Days has decided to cancel the annual event.

Several other events are still under review by the Nebraskaland Days Board.&nbsp;

9 new coronavirus cases in WCDHD jurisdiction on Thursday, 32 in last 3 days

NORTH PLATTE, Neb.-Just when it felt like we were moving forward, it's beginning to feel like we're moving backward.

Pop Corner in the Westfield Shopping Center is the latest restaurant in North Platte to announce that it was closing its dining room amid a spike in confirmed coronavirus cases.

A post on the Pop Corner Facebook page said, " It is with a heavy heart that we have decided to reclose the dining room at PopCorner. We are encouraging all of our customers to call their orders in, or use our online ordering service so that you are in and out of the lobby quickly."

Health officials elevated the risk level in Lincoln County after 23 new cases were reported over the last couple of days.

The announcement and rise in confirmed cases have canceled numerous events in the city, including the Nebraskaland Days concerts set for next weekend.

On Thursday, the Nebraskaland Days Board of Directors and Rodeo Committee made the decision to hold the final three nights of the Buffalo Bill PRCA Rodeo without spectators. They also made the decision to cancel the Viaero Summer Jam concert series featuring .38 Special and Granger Smith.

Now, another popular Nebraskaland Days event has been canceled.

The North Platte Chamber Hostesses Lunch with the Wild Bunch has been canceled.

The event was slated to take place on Friday at the Wild West Arena Pavilion, but with the rise in confirmed cases of COVID-19 in Lincoln County, organizers decided to cancel the event in the name of public safety.

Decisions are still being made on several other Nebraskaland Days Events.

Buffalo Bill Rodeo offered via livestream

NORTH PLATTE, Neb.-As the number of coronavirus cases in Lincoln County continue to rise, a popular North Platte restaurant had decided to close their dining room.

La Casa Del Rios posted on their Facebook page that after careful consideration, they have decided to offer to go, delivery, and curbside only. 

The owners say the lobby will be closed starting Friday, August 7. 

They say the decision was made for the safety of their customers and employees. 

The owners say this was not an easy decision and they hope to be able to open fully again soon.

LINCOLN, Neb. (AP) - Gov. Pete Ricketts signed an updated, $9.3 billion state budget Thursday with new money for 2019 flood relief and career scholarships for the University of Nebraska and state colleges.

Ricketts approved the two-year spending plan with no line-item vetoes. In a statement, he praised lawmakers for their work crafting it.

"This budget achieves important priorities while also leaving room for the Legislature to deliver meaningful property tax relief for hardworking families in the coming days," he said.

Lawmakers approved an&nbsp;<a href="https://apnews.com/e8f72fd5f1e549b3faed0fcc7b3ad695" target="_blank">additional $83.6 million</a>&nbsp;earlier this year for the state's response to the coronavirus pandemic. The legislative session is set to end next week, and lawmakers still have to give final approval to a package that would help lower property taxes.

Gov. Ricketts signs budget with flood relief, scholarships

NORTH PLATTE, Neb.-The show at the Wild West Arena must go on, and it will, just without spectators.

At around 5:00 pm on Thursday, the Nebraskaland Days Board of Directors and Buffalo Bill Rodeo Committee met and made the difficult decision that the Buffalo Bill PRCA Rodeo should proceed without spectators.

Tickets bought for the rodeo for Thursday through Saturday will be refunded in full.

The Buffalo Bill Rodeo kicked off Wednesday night and will wrap up with Finals Night on Saturday.

Additionally, the Viaero Summer Jam Concert series featuring .38 Special and Granger Smith is also canceled.

The remaining Nebraskaland Days events are under review and decisions will be made soon.

The decisions were made due to an increase of confirmed cases of COVID-19 in Lincoln County. The West Central District Health Department raised the community risk level to Elevated on Thursday.

NORTH PLATTE, Neb.-The show at the Wild West Arena must go on, and it will, just without spectators.At around 5:00 pm on Thursday, the Nebraskaland Days Board of Directors and Buffalo Bill Rodeo Committee met and made the difficult decision that the Buffalo Bill PRCA Rodeo should proceed without spectators.Tickets bought for the rodeo for Thursday through Saturday will be refunded in full.The Buffalo Bill Rodeo kicked off Wednesday night and will wrap up with Finals Night on Saturday.Additionally, the Viaero Summer Jam Concert series featuring .38 Special and Granger Smith is also canceled.The remaining Nebraskaland Days events are under review and decisions will be made soon.The decisions were made due to an increase of confirmed cases of COVID-19 in Lincoln County. NORTH PLATTE, Neb.-On Thursday, the West Central District Health Department (WCDHD) raised their community risk dial to Orange or Elevated.

As area high school sports teams start to practice, we were curious as to how this would impact these practices.

According to North Platte High School Activities Director Jordan Cudney, with the switch to Orange, the high school teams are still allowed to practice. 

If we were to stay in orange, however, football would not be allowed to compete and all the other sports may be played with no spectators.

Earlier this week, the NSAA gave the go-ahead for Fall sports to begin across the state.

The increased threat level is due to a rise in confirmed cases of COVID-19 in Lincoln County.

Nebraska fall turkey permits available beginning Aug. 10

LINCOLN, Neb. — The antlerless elk season opened Aug. 1 on private land in all seven elk management units in Nebraska.

“Crop damage from elk can be a serious issue for many landowners, particularly in corn,” said Nebraska Game and Parks Commission Director Jim Douglas. “We understand this and want to help landowners resolve this problem.”

Game and Parks believes the best way to manage big game populations is through hunting. To help manage elk, in 2020, Game and Parks increased antlerless permits by 40% and expanded the antlerless hunting season by 31 days, starting 15 days earlier and ending Jan. 31, 2021.

The earlier season gives landowners through hunters the opportunity to put pressure on elk, reducing damage impacts and elk populations that directly cause damage.

Antlerless elk season opened August 1

SCOTTSBLUFF, Neb. (AP) - A Missouri man has died after being hit by a train in western Nebraska's Scottsbluff, police there said.

The incident happened early Wednesday morning, when police were called to railroad tracks where a man had been hit be a westbound train, the Scottsbluff Star-Herald&nbsp;<a href="https://starherald.com/news/local_news/missouri-man-struck-by-train-killed/article_3fb563e0-d721-11ea-9ece-ff3479bfe700.html" target="_blank">reported</a>.

Police Sgt. Lance Kite said the impact killed Michael Nolde, 56, of Missouri. The newspaper reported that Nolde had family members who live in Scottsbluff.

Police interviewed witnesses and collected evidence at the scene and have said no foul play is suspected in Nolde's death.

LINCOLN, Neb. (AP) - A measure that would generate $82 million in Nebraska state tax revenue by eliminating a deduction for high-income earners hit a snag Thursday in the Legislature after business groups objected to the idea.

The proposal debated by lawmakers would restore some of the estimated $250 million the state is expected to lose over the next three years as a result of the federal coronavirus tax cuts for businesses.

"This is a huge tax decision, a huge revenue decision that we should debate and vote on," said Sen. Sue Crawford, of Bellevue, who sponsored the measure.

Some lawmakers cast the measure as tax increase on businesses that are still struggling from the coronavirus pandemic and said their local and state chambers of commerce opposed it. After three hours of debate, senators left the issue unresolved and adjourned for a four-day weekend.

"This has a potentially significant impact on small businesses," said Sen. Mike Hilgers, of Lincoln.

Nebraska's tax system is coupled with the federal tax code in a way that&nbsp;<a href="https://apnews.com/09c1b609ee8f4e2583e5bf5194a48a36" target="_blank">triggers automatic changes</a>&nbsp;in the state anytime federal officials approve new tax policies.

Crawford's proposal would preserve a $500,000 income cap on a Nebraska state income tax deduction that was eliminated with the passage of the U.S. Coronavirus Aid, Relief and Economic Security (CARES) Act.

Under previous state law, taxpayers who earned more than $500,000 a year were prohibited from deducting business losses as a tax write-off. The CARES Act eliminated the cap, allowing business owners to claim losses on their state income taxes.

Crawford said business owners who make more than $500,000 will still get federal tax benefits under the CARES Act, and she argued that wealthier taxpayers have more resources to exploit the benefit.

"Anybody with a great accountant can find business losses, despite the fact that your business is chugging along just fine," she said.

But Sen. Lou Ann Linehan, of Omaha, said the businesses that benefit from the Nebraska tax deduction are generally the ones that offer high-paying jobs. Many of those were hit hard by the pandemic, she said.

"I don't know how we can argue about letting people keep their doors open and keep people employed," she said.

Mid-Plains Community College is offering two of the classes needed to obtain a substitute teaching certificate from the Nebraska Department of Education.

Issues of Unity and Diversity fulfills the human relations training requirement while Intro to Professional Education can be applied to the professional education course requirement.

The classes are available through any MPCC campus location. They are hybrids, meaning they contain a distance learning or in-class experience in addition to an online component.

Classroom sessions are scheduled for 4-6:30 p.m. MT in Ogallala and Imperial and from 5-7:30 p.m. CT at MPCC’s campuses in McCook, North Platte, Broken Bow and Valentine.

Substitute teaching certificates are issued through NDE and are valid for three years. They allow for 90 days of teaching per school year.

WCDHD moves 'risk dial' up after rise in confirmed cases

CULBERTSON, Neb. (AP) - A Mitchell, Neb., man was killed and two other people were injured when their pickup trucks collided near Culbertson, the Nebraska State Patrol said.

James Cannia, 61, was killed in the crash Tuesday evening on Highway 6 west of Culbertson, the patrol said. He died at the scene.

He was the driver of a truck that collided with a pickup driven by Shanel Barnard, 20, of Wauneta. She and a 17-year-old passenger whose name was not released were taken to Community Hospital in McCook and later flown to Good Samaritan Hospital in Kearney, The McCook Gazette&nbsp;<a href="https://www.mccookgazette.com/story/2826713.html" target="_blank">reported</a>.

Barnard was listed in fair condition Wednesday. The passenger's condition was not available because her name was not released.

The risk dial will be updated every Thursday after we have presented the information to the Public Health Command Center. WCDHD to update 'COVID-19 Community Risk Dial' each Thursday

LINCOLN, Neb. — Several historic buildings at Buffalo Bill Ranch and Fort Hartsuff state historical parks will reopen to the public beginning Aug. 7.

The historic buildings operated by Nebraska Game and Parks Commission had remained closed during the current public health crisis so staff could devise plans to protect important historical resources, which cannot be disinfected the same way as other facilities or items.

“We have developed methods whereby visitors can still see firsthand some of the historic facilities we operate while also protecting the historic resources, park staff, and the public,” said Bob Hanover, assistant parks division administrator. “We are excited to see guests once again experience these buildings that are so integral to our past.”

They will be open 9 a.m. to 4:30 p.m. Wednesdays through Sundays and will be closed on Mondays and Tuesdays.

Some exhibits have been removed from these locations for safekeeping, while others will be monitored as long as the health situation lasts to ensure ongoing protection.

Visitors are reminded to recreate responsibly, including wearing a mask in the historic buildings and visitor centers, using hand sanitizer, and refraining from touching items inside the buildings. Guests also should follow state and local health measures, including social distancing, limiting group size and staying home if sick or knowingly exposed to someone with COVID-19.
