Thedford, Neb. - A collision between a vehicle and semi-truck over the weekend near Thedford left two dead and two injured according to officials.&nbsp;

Around 12:40 PM Saturday, March 30th, a Jeep Cherokee occupied by two adults and two minors was traveling east on Highway 2 near mile marker 211 east of Thedford, NE when it collided head on with a westbound tractor trailer.

Front seat occupants Justin Sprague, age 42 of Thedford, and Amy Mckillip, age 42 of Beatrice were pronounced deceased at the scene of the accident. One minor passenger was transported by ground with serious life-threatening injuries to Great Plains Health in North Platte and then UNMC. 

The other minor passenger was transported by ground with serious but non-life threatening injuries to Great Plains Health and then Children's Hospital.&nbsp; The driver of the tractor trailer was assessed by EMS personnel and released at the scene.&nbsp;The extent of injuries is unknown at this time.

The accident remains under investigation by the Thomas County Sheriff's Office with assistance from the Nebraska State Patrol.

Accident response was a multi-agency effort consisting of Thedford Fire &amp; Rescue, Mullen Rescue, the Hooker County Sheriff's Office, Nebraska State Patrol, and the Thomas County Sheriff's Office.

The North Platte Community College music department will offer a Summer Strings Camp in July. It’s the first time for the event July 8-14 and July 15-29.

The camp will consist of separate group sessions for beginners and intermediates as well as an orchestra ensemble. Seats, which are limited to the first 10 paid registrations in each class, are expected to fill up fast. The cost of each session is $100.

“I am excited to provide students with something we’ve never done before,” said Kristin Simpson, music instructor. “String programs are a very important part of any music department, and we have a strong need for them in West Central Nebraska. I thought this would be a fabulous opportunity to reach as many students as possible. This camp will also support the string program already present at North Platte Public Schools by offering not only lessons, but also a string orchestra.”

Simpson has years of experience with string programs. She received a bachelor’s degree in music education from the University of Nebraska–Lincoln and taught as a string specialist in the Lincoln Public Schools before earning a master’s degree in violin performance from the University of Nebraska Omaha.

One of her teaching assistant responsibilities in Omaha was to teach a string skills class for education majors pursuing a music education degree.

The following is a lineup of the classes she will offer during the camp in North Platte.

The beginner group lessons will focus on the basics of playing and caring for the violin, viola, cello and bass. Students are expected to practice at home as well.&nbsp;

The violin and viola session will be from 9-9:45 a.m. each day and will be followed by the cello and bass workshop from 10-10:45 a.m.

Students in the intermediate group lessons will continue their study of playing in a group setting. No auditions are necessary, but the required playing ability is similar to what would be expected of seventh grade music students.

Participants must already know C, G (two octaves) and D majors. As with the beginner lessons, students are expected to review study material at home.

The violin and viola class will be every day from 11-11:45 a.m., and the cello and bass session will be from noon to 12:45 p.m.

The orchestra ensemble is for late-intermediate to advanced string players. Students will rehearse and perform in a group setting.

Playing ability is similar to that required for ninth grade and higher music abilities. No auditions are necessary for the orchestra, however, participants must have already learned all the beginner scales plus A major (two octaves), F major, the B-flat major scale (two octaves) and natural minor scales E, A, B, D and G.

The orchestra will practice from 1:30-2:30 p.m. daily.

NPCC music department announces Summer Strings Camp   

LINCOLN, NEB.–&nbsp;The Nebraska Farm Bureau Foundation awarded the Ron Hanson Collegiate Leader Scholarship to three members of Collegiate Farm Bureau at the University of Nebraska – Lincoln (UNL) who are pursuing degrees from the College of Agricultural Sciences and Natural Resources (CASNR).

Emily Eilers, a senior from Wayne, Abygail Streff, a junior from Pierce, and Caleb Burnside, a freshman from Stapleton, each received a $1,500 scholarship.

Dr. Ron Hanson, professor emeritus at the University of Nebraska – Lincoln, established the scholarship to reward students who prioritize leadership building activities while on campus.

“Dr. Hanson chose to continue his legacy of service through this scholarship, and we are so proud to steward his generous gift,” said Megahn Schafer, executive director of the Nebraska Farm Bureau Foundation. “Dr. Hanson is a longtime Farm Bureau member who recognizes the value of getting involved to make a difference, and this scholarship encourages the next generation of leaders who will make their voices heard and better their communities.”

This year’s recipients rose to the top of a strong candidate pool. Applicants were judged based on their involvement with UNL Collegiate Farm Bureau, volunteer and leadership activities, and their goals for the future.

Eilers is pursuing a degree in Agricultural and Environmental Studies Communications with minors in Agricultural Leadership and Grazing. She is involved in volunteer organizations including UNL Collegiate Farm Bureau, where she served as the vice president of communications and public relations, 4-H, where she helps youth learn concepts they can apply to their 4-H project, and FFA, where she assists with the Agricultural Communications Career Development Event at State FFA Convention. After graduation, Eilers plans to pursue a position in agriculture communications, working with farmers and ranchers to share their story with consumers in a purposeful way.

Streff is earning a degree in agricultural economics. Currently serving as president of UNL’s Collegiate Farm Bureau, Streff has immersed herself in all things Farm Bureau and agricultural advocacy. In addition to her education, Streff is currently serving as an intern for Governor Pillen’s office and recently represented Nebraska Farm Bureau at the American Farm Bureau Collegiate Discussion Meet. Upon her graduation, Streff plans to pursue a career that allows her to advocate for agriculture, sharing her passion for the industry.

Burnside is studying agribusiness during his time at UNL. While only a freshman, Burnside has been involved in&nbsp;the UNL&nbsp;Collegiate Farm Bureau; attending conferences and meetings to expand his network and knowledge. Burnside is actively involved&nbsp;in various&nbsp;agricultural organizations on campus&nbsp;including&nbsp;Alpha Gamma Sigma, Nebraska Agriculture Youth Council,&nbsp;and the Engler Agribusiness Entrepreneurship program. After Burnside earns his degree, he plans to return to the family farm as the fourth generation to work the land.

“My congratulations to Emily, Abygail,&nbsp;and Caleb as recipients of the 2024&nbsp;Ron Hanson Collegiate Leader Scholarship. Collegiate Farm Bureau Leaders Receive Ron Hanson Scholarship

New articulation agreements between Mid-Plains Community College and Clarkson College will provide a clear pathway for students either pursuing a bachelor’s degree in nursing or planning to become a physical therapist assistant. The partnership will begin in the fall of 2024.

“This partnership has a special meaning for me because I started my nursing education at MPCC and finished my terminal degree at Clarkson College,” said MPCC Director of Nursing Dr. Kathy Harrison. “I know the quality education that students obtain from both institutions. I am excited that our nursing students are going to have this additional option for pursuing a bachelor’s degree, and I think that the Associate of Science in Physical Therapist Assistant degree program will help fill a need for PTAs in our area.”&nbsp;

Under the RN to BSN agreement, students who complete the approved Associate Degree Nursing program at MPCC will be guaranteed general admission into the corresponding Bachelor of Science Degree in Nursing program at Clarkson College.

By transferring 70 credit hours from Mid-Plains, nursing students may be able to complete the bachelor’s degree in as few as three semesters. They must have an active and unencumbered license prior to acceptance at Clarkson College.

Similarly, students who have an associate degree or higher or who have earned at least 35 credit hours, including 15 hours of prerequisite courses, from MPCC will be automatically admitted into the Associate of Science in Physical Therapist Assistant degree program at Clarkson College.

They will complete three semesters of coursework via distance learning accompanied by four on-campus skills weekends, Fridays and Saturdays, per semester. That will be followed by a final semester of clinical experiences for a total of 16 months.

“It is imperative that educators work together to decrease the cost of health care professional education by removing barriers to assist students directly into their next level of education,” stated Dr. Andreia Nebel, Clarkson College President. “This agreement puts us one step closer to helping solve the health care workforce shortage facing our communities. We are proud to partner with Mid-Plains Community College and look forward to working together to help students achieve their goals for many years to come.”

Per the agreement, MPCC students will also have the opportunity to receive up to $8,000 worth of scholarships to attend Clarkson full-time.

Major freight railroads will have to maintain two-person crews on most routes under a new federal rule that was finalized Tuesday in a milestone in organized labor’s long fight to preserve the practice.

The Transportation Department's Federal Railroad Administration released the details of the rule Tuesday morning after&nbsp;<a href="https://apnews.com/article/588d6f7829c4836b9d2feff5c21a5097">working on</a>&nbsp;it for two years. Out of more than 13,000 comments on the rule, about 60 opposed it.

Rail unions have long opposed one-person crews because of safety and job concerns. Labor agreements requiring two-person crews have been in place for roughly 30 years at major railroads, although many short-line railroads already operate with one-person crews without problems. The unions say that conductors are crucial in helping operate the train and keeping engineers alert, and that they serve as a first responder.

“As trains — many carrying hazardous material — have grown longer, crews should not be getting smaller,” said Eddie Hall, the president of the Brotherhood of Locomotive Engineers and Trainmen union. He praised the FRA for taking the step President Joe Biden promised. Hall said keeping two people in the cab of a locomotive is crucial now that railroads rely on longer trains that routinely stretch for miles.

Transportation Secretary Pete Buttigieg said that America shouldn't accept the current average of nearly three derailments a day, and that regulators will keep fighting to improve that record over the objections of railroad lobbyists.

“When good safety rules have been put in place over the years, especially after high-profile incidents, we see derailments come down on mainline tracks. But as attention faded on those incidents, the railroad industry lobby was consistently able to weaken or delay important safety provisions,” Buttigieg said at a news conference.

Railroads have a history of resisting new regulations as they sought the discretion to operate trains with&nbsp;<a href="https://apnews.com/article/d6ca21953111e4d7b457bac02e5b6813">only one person</a>&nbsp;and move conductors to ground-based jobs in places with automatic braking systems. Conductors in a truck would respond to train problems and derailments in a certain territory. It has been a key issue in contract talks for years, though the railroads abandoned the proposal just as the 2022 negotiations&nbsp;<a href="https://apnews.com/article/business-economy-government-and-politics-207229bcd558b6a6c1d58f3f85e2d804">approached a strike.</a>

The railroads argue that the size of train crews should be determined by contract talks, not regulators or lawmakers, because they maintain there isn't enough data to show that two-person crews are safer. The norm on major railroads is two-person crews, so current safety statistics reflect that reality. The industry pointed out that the FRA abandoned a similar rule during the administration of former President Donald Trump, with the agency saying in 2019 that there wasn't enough evidence to support it.

“FRA is doubling down on an unfounded and unnecessary regulation that has no proven connection to rail safety,” said Ian Jefferies, president and CEO of the Association of American Railroads trade group.

The East Palestine, Ohio, derailment put a national spotlight on rail safety because of the consequences of the&nbsp;<a href="https://apnews.com/article/ohio-train-derailment-updates-bf5a60de2243cd6f7f730096aa33294c">hazardous chemicals</a>&nbsp;that spilled and caught fire, forcing thousands of residents to evacuate and causing&nbsp;<a href="https://apnews.com/article/ohio-train-derailment-contamination-fears-brockovich-fc68b402096a4f5f8598a657f7e399f8">lingering health concerns.</a>

Investigators haven't suggested the crew on that train did anything wrong. It actually included three people because there was a trainee aboard. The National Transportation Safety Board has said the derailment was likely caused by an overheating wheel bearing that wasn't caught in time by sensors.

U.S. Sen. Sherrod Brown, an Ohio Democrat, said it’s still important to pass a rail safety bill he cosponsored along with several Republicans because it would ensure future administrations couldn’t drop the crew-size rule and would make other meaningful improvements, including standards for trackside detectors and railcar inspections. Brown said he wants to ensure “no community ever has to suffer like East Palestine did.”

In 2013, the brakes failed on a train parked in the hills above the Canadian town of Lac-Megantic. Another&nbsp;<a href="https://apnews.com/article/707da58c97b742369022db304099d78c">fiery derailment</a>&nbsp;outside Casselton, North Dakota, in 2013 demonstrated some of the benefit of having a conductor aboard the train. The conductor helped separate undamaged tank cars filled with crude oil from the rest of the train so they could be pulled away from the fire.

At least 11 states have already approved rules requiring two-person crews.&nbsp;<a href="https://apnews.com/article/railroads-freight-safety-derailment-state-laws-42fa5ddae7486e44c7383def082d31a3">States frustrated</a>&nbsp;with the federal government’s reluctance to pass new regulations on railroads have also tried to pass restrictions on train length and blocked crossings.

BNSF confirmed to Panhandle Post on Tuesday that there was a train derailment Tuesday morning near Sidney, NE.

BNSF Spokeswoman Kendall Sloan says that at approximately 3:24 a.m, two rail cars derailed between Dalton and Huntsman. BNSF reports that there were no injuries to the crews, and as of Tuesday afternoon crews were still working to clear the incident.

BNSF says the cause is under investigation.

This event, sponsored by the Campaign for Tobacco-Free Kids, empowers people to stand up and speak out against the tobacco industry. The Take Down Tobacco program is a 365 day a year effort that culminates every spring with the Take Down Tobacco National Day of Action. On this day, youth advocates and their communities come together to stand up to Big Tobacco, expose the tricks this industry uses to lure kids into addiction, and call for change.Flavored vapes have fueled the youth e-cigarette epidemic, which is reversing decades of progress to reduce tobacco use in the US. The tobacco industry has a long history of targeting youth with flavored products like flavored e-cigarettes, menthol flavored tobacco and flavored cigars.&nbsp; We are on the cusp of ending the sale of menthol cigarettes and flavored cigars, which is a huge step in addressing health inequity and stopping the tobacco industry’s targeting of kids and Black Americans. Central Nebraska Public Power and Irrigation District

(HOLDREGE, Neb.) - The Central Nebraska Public Power and Irrigation District board of directors approved supplemental storage water agreements with five North Platte canal companies at their monthly board meeting on Monday.

The approved agreements are for water from Lake McConaughy that is above their allocation of storage water from&nbsp; Glendo Reservoir. This allows canal companies that want to purchase additional water beyond their allocation from the Glendo reservoir in Wyoming. The cost per acre/foot for the 2024 season was approved at $18.60 reflecting a 20% increase over the prior year.

The maximum supplemental storage water allocations for the five canals include 3,750 acre/feet (af) for the Platte Valley canal company , 2,500 (af) at Paxton-Hershey, 2,500 (af) at Keith-Lincoln , 1,900 (af) for Suburban and 750 (af) for the Lisco canal.

• The directors approved the purchase of a 2025 Wester Star Dump Truck with a Bibeau Dump Box for $178,668 from Nebraska Truck Center, Inc., of North Platte, Neb.

• Directors approved final payment to Tri-Cities Roofing and Sheet Metal of Grand Island, Neb., for completion of replacing the roofs at the Jeffrey, J-1 and J-2 hydroplants.

• The board approved the purchase of 6.7 acres in Lincoln County near Jeffrey Reservoir for the price of $25,125. The purchased land allows Central to secure the shoreline near the reservoir and help the District in the ongoing effort to correct its FERC boundary. 

• It was voted on by the board to offer 7-9 potential waterfowl hunting leases near Jeffrey Island. A lottery drawing will be held for the 5-year hunting leases at an annual fee of $2,500/year plus tax.

• Civil Engineer Tyler Thulin reported that Lake McConaughy’s elevation was at 3240.7 feet on Monday (63.3% capacity). Inflows are around 850 cubic feet per second (cfs) and outflows are about 1,250 cfs which is higher as a result of Environmental Account (EA) releases of 950 cfs by the United States Fish and Wildlife Service. He added that EA releases will ramp down beginning on April 4 and shut off on April 9. Snowpack in the upper North Platte Basin is currently at 105% of median average with the lower North Platte at 79% and the South Platte basin is at 109% of median.

• Thulin also reported a hydrocycling period begins this week at the Johnson No. 2 hydroplant so the water elevation at Johnson Lake will fluctuate 1-2 feet around one to two times a week until the end of Apri

With the ongoing outbreak of measles in the United States and around the world, we encourage all residents to be up to date with their MMR (Measles, Mumps, Rubella) vaccine. If you will be traveling abroad, please verify your MMR status at least 6 weeks before your trip. Vaccines for Children Public Clinics in April

&nbsp;Red Willow County - I received the initial call for service to check on the occupants of a UHaul truck at an odd location in the county.  The caller advised the driver was slumped over the steering wheel.  When the caller tapped on the window, the driver raised his head and the caller could see there was or had been blood running from his nose.  The driver denied the need for assistance and took off. 

 My initial response was for a welfare check.  Subsequent conversations with dispatch, they believed this was a couple involved in a domestic in McCook and both subjects had current warrants.  Eventually I was joined by Deputies Wright and Kuper in the search.  There was a family member of the original caller that had eyes on the vehicle and was trying to guide us in on the vehicle. 

 Eventually Deputy Wright made contact with the vehicle and subjects in the driveway of a residence in the northern part of the county.  Given the information known at the time and that the driver had already exited the vehicle and had approached the house, he conducted a felony stop.  When the female passenger exited the other side of the vehicle, she too was talked into the prone position, and both were secured when Deputy Kuper arrived minutes later. 

 I arrived shortly after and both subjects were arrested on the outstanding warrants. Both subjects were taken directly to the ER for medical clearance and later lodged in jail. It wasn’t until later that it was discovered that the UHaul hadn’t been returned and was considered stolen, charges are pending based on additional investigation.&nbsp;&nbsp;

North Platte Community College Heating, Ventilation, Air Conditioning and Refrigeration student Dylan Hamilton, of Brady, is recognized as “Head of the Class” by Rex Kemp, HVAC instructor, Monday morning at NPCC.

Hamilton was selected for the honor based on his grades, program participation and class attendance. For his efforts, Hamilton received a Malco nylon backpack to carry his tools and laptop as well as Malco caps for the whole class.

Malco is the nation’s leading manufacturer of “tools of the trade” for HVAC/R professionals.

Lincoln, NE – April 1, 2024 – Due to high sales, the Multi-State Lottery Association has increased the estimated jackpot amount for the Monday, April 1 Powerball drawing to $1 billion or $483.8 million with the cash option selected.

The Powerball jackpot starts at $20 million and continues to grow each drawing until it is won. There have been 38 consecutive Powerball drawings since January 3 without a jackpot winner.

Ten jackpots ranging from $2.5 million to $365 million have been won in Nebraska since the Nebraska Lottery began offering Powerball in July of 1994. The largest Powerball jackpot won in Nebraska occurred in February 2006 when a group of eight coworkers at the ConAgra Foods ham and corned beef plant in Lincoln split a $365 million jackpot.

Join the webinar at 11 a.m. Central time to learn about the Land and Water Conservation Fund and the Recreational Trails Program. Participants will be given an overview of the grant programs as well as tips on applying.

The Land and Water Conservation Fund is for outdoor recreation projects such as swimming pools, picnicking facilities, sports fields, playgrounds, pool renovations, splash pads, park acquisitions and development, wildlife viewing facilities, fishing access, adventure spots (such as ziplines and rock-climbing) and park-related support facilities.

The Recreational Trails Program is for motorized or non-motorized trails, covering acquisition, development, maintenance, and trail-related support facilities.

Eligible applicants include villages, cities, public power districts and Natural Resource Districts. Both programs are reimbursable grants and vary in the percentage of match (50%-80%) and the maximum funding ($250,000-$600,000).

CANTON, Ohio — The Pro Football Hall of Fame has honored longtime NFL assistant coach Monte Kiffin and more than a dozen others as part of its Awards for Excellence program.&nbsp;

Kiffin was born in Lexington on February 29th, 1940, and graduated from Lexington High School in 1958. After high school, Kiffin played football for the University of Nebraska from 1959-1963 and was drafted in the 1964 NFL draft by the Minnestoa Vikings in the 15th round. &nbsp;

Following a short professional football career, Kiffin would get into coaching as a graduate assistant for the University of Nebraska under head coach Bob Daveney in 1966. Kiffin would make a name for himself in the college realm starting off as a defensive line coach and worked his way up to defensive coordinator and had a stint as head coach for North Carolina State from 1980-1982. He was the defensive line coach for the 1970 and 1971 Nebraska Cornhusker national championship teams.&nbsp;

In 1983, Kiffin made his first appearance in the NFL as the linebacker coach for the Green Bay Packers. From 1983-1995, Kiffin would make stops around the league coaching numerous teams. 1996 was when Kiffin would join the Tampa Bay Buccaneers as Defensive Coordinator and would bloom into one of the best Defensive Coordinators in the NFL.&nbsp;

Kiffin was one of the architects of Tampa Bay's stellar defense that won the Super Bowl in the 2002, teaming with Tony Dungy to build the vaunted “Tampa 2" scheme that led the Buccaneers to great success and was copied by several other teams around the league.&nbsp;

Kiffin spent 13 of his 16 seasons as an NFL defensive coordinator with the Bucs, also having one-year stints as coordinator for Minnesota, New Orleans and Dallas.&nbsp;

Heading into the 2024 college football season this fall, 84-year-old Monte Kiffin is serving as an analyst for Ole Miss and works under his son head coach Lane Kiffin.&nbsp;

Kiffin is a member of the Nebraska High School Sports Hall of Fame and in 2021 became the 14th member to join the Tampa Bay Buccaneers Ring of Honor.

His vision propelled Rishel Angus to prominence, influencing major artificial breeding companies and revolutionizing Angus genetics within the industry. This includes intersections, medians, entrance and exit ramps, sidewalks and the ditches and lands that make up the right-of-way bordering the length of each roadway.

NDOT maintenance crews will remove any signs that are improperly placed within the state highway right-of-way. These signs will be stored for a brief time in the maintenance yards throughout the state where the owners may reclaim them.

Additional regulations governing political campaign sign placement and size are sometimes set by each county and/or municipality. The public is advised to reference local regulations for questions regarding a specific location and to keep in mind that violation of local sign ordinances may result in a fine.
