At 6PM on the 26 of February North Platte dispatch received a report of a fire near the damn at Lake Maloney and on South Buffalo.  Dispatch also received several reports of a blue 4 door sedan driving in the area moments after the fires started.  One caller reported that she had a recording of the vehicle on her dash cam.   It was also reported that it was north bound on Buffalo and was last seen at the rec. center. 

 A deputy made contact with the three, young male occupants of a blue Chevrolet Impala at the rec center.  Two other deputies met with the fire department at the east end of the dam.  Fire Chief Thompson had located numerous fireworks as well as an artillery shell tube that was  on the roadway.  A witness reported that he had seen the blue car in the area and describe the three occupants as school aged males.  Another witness reported hearing a loud bang just before the fires started. 

 The footage from the dash cam was retrieved and it too showed the blue Impala.  Another witness who followed the blue Impala recognized it and knew the owner.  A deputy interviewed three suspects.  They all admitted to being in the blue Impala when the fireworks were lit that lit the grass fire but all three blamed the actual discharge of the fireworks on each other.  One suspect was 18-year-old Brenttyn Bo, a 15-year-old male and a 16-year-old male.  All three received a citation for Arson, 3rd degree and Criminal Mischief. 

 There were two other large fires in the area, the same day.  One was the Betty’s Way fire that burned more than 70,000 acres and the other fire was near Stapleton.  The four fires source of ignition have nothing in common.  The Betty’s Way fire was ignited by a spark from a lawn mower and the Stapelton fire was ignited by a smoldering manure pile.&nbsp;&nbsp;

Officials say fireworks were the cause of the fire at Lake Maloney 

FEBRUARY 28, 2024 (LINCOLN, NEB.)&nbsp;&nbsp;— Basketball stars from across the state are traveling to the NSAA Girls and Boys Basketball Tournaments, but fans can be the MVP of the road by ensuring safe travel for all on the road to Lincoln. Troopers with the Nebraska State Patrol will be working overtime across the next two weeks to keep all travelers safe on Nebraska roadways.

“We’re looking for buzzer beaters and championship moments during the state basketball tournaments this year,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “These tournaments create memories that last a lifetime, but we want to make sure those memories are of the action on the court rather than a tragedy on the road.”

The NSAA Girls Basketball Tournament runs from today, February 28, through Saturday, March 2. The NSAA Boys Basketball Tournament runs from March 6 through March 9.

Troopers will be performing high-visibility patrols across the state as teams and fans from across Nebraska travel to and from Lincoln. This operation is made possible thanks in part to grants from the Nebraska Department of Transportation – Highway Safety Office.

 MPCC summer/fall registration begins next week

Two Mid-Plains Community College instructors are being honored for their commitment and contributions to higher education.

Jamie Perry, medical laboratory technician instructor, and Lindsay Schwartz, nurse educator, have been selected to&nbsp;receive the 2024 Excellence in Teaching Award from the National Institute for Staff and Organizational Development.

“The college is proud to be able to recognize Jamie and Lindsay as the NISOD recipients for this year,” said&nbsp;Dr. Jody Tomanek, vice president of academic affairs and NPCC. “This recognition goes to those faculty who demonstrate excellence to teaching and learning both in the classroom and outside the classroom. Jamie and Lindsay both exemplify what it means to receive this award.”

Schwartz said she felt honored and grateful by the recognition.

“I have been a part of the nursing faculty team for nearly five years now, first part-time and currently full-time, and it feels very special to have been chosen by my colleagues for this award,” Schwartz said. “I would not be the instructor I have become without the support and experience of the rest of the team. I have put a lot of time, effort and thought into building up my small part of the nursing curriculum the past few years, so it feels validating that my coworkers decided I was worthy of being nominated for this award.”

Perry echoed those sentiments. She has served as the director of the college’s MLT program since 2019.<a></a>

“Being chosen for the NISOD Excellence in Teaching Award is truly humbling and exhilarating,” Perry said. “I feel honored and am deeply grateful to those who nominated me.”

Perry is originally from Sidney. She graduated from Sidney High School in 2007 then spent four years at Chadron State College where she earned a Bachelor of Science degree in Human Biology.

Perry transferred on to the University of Nebraska Medical Center in Omaha where she received a medical laboratory science degree in 2012, after which she spent three years working as a med lab scientist at UNMC.

She moved to North Platte in 2015 and took a part-time adjunct teaching job in MPCC’s med lab tech department in 2016 while simultaneously pursuing a Master of Business Administration degree through Bellevue University.

Her position at the college became full-time in January of 2019. Perry officially became the program director in May of that year.

“My students are at the forefront of my teaching strategy, and I strive to provide them with an exceptional educational journey,” Perry said. “I aim to utilize innovative teaching techniques that foster true comprehension rather than mere memorization of concepts.”

She lists student success as the most gratifying part of her job.

“It's incredibly rewarding to observe students grappling with challenging concepts and then employing innovative methods to make learning enjoyable, which reinforces their understanding,” Perry said. “Seeing the tangible impact of education on students’ lives as they pass boards, embark on careers and eventually start families is truly gratifying. Additionally, it’s uniquely rewarding to encounter former students in professional settings, as many of them now staff the clinical sites utilized. Witnessing alumni contribute to the training and inspiration of future generations in our field adds another layer of fulfillment to my role as an educator.”

Schwartz has been a nurse educator for MPCC since 2021. She was an adjunct nursing clinical instructor for two years before that.

“What I enjoy most about teaching is watching the students grow and succeed throughout the nursing program,” said Schwartz. “Witnessing a student’s confidence and knowledge build over time is definitely the most rewarding part of the job for me. I also enjoy the relationships I get to build with my students. Our program is small so it’s easy to get to know each student on a personal level, which I feel really helps us as instructors help them to succeed.”

Originally from McCool Junction, Schwartz graduated from Bryan College of Health Sciences with a Bachelor of Science in Nursing degree in 2016 and a Master of Science in Nursing - Education degree in 2020.

She gained preceptor experience as a staff registered nurse in a medical-surgical unit at Great Plains Health and continues to work at the hospital on an “as needed” basis. Her primary focus, however, is turning out skilled nurses for the local workforce.

“My goal as a nursing instructor is to help create confident and compassionate critical thinkers,” said Schwartz. “In my opinion, those characteristics are what make a high-quality nurse, and there is a huge need for high quality nurses everywhere right now.”

Perry and Schwartz will receive their awards during NISOD’s International Conference on Teaching and Leadership Excellence in Austin, Texas in May.

Firefighters continue to make progress on the Betty’s Way Fire north of North Platte, Nebraska. Containment increased to 82% with approximately 60 people working on managing this large and complex wildfire. Yesterday’s weather was a major factor yesterday in that snow and moisture assisted in suppression efforts, yet wind hampered some suppression tactics. 

Today’s weather will allow crews to aggressively continue suppression efforts. Fire managers are monitoring fire weather concerns throughout the weekend with the potential of increased winds and decreased relative humidity.

Current operations are focusing on the east area of the fire. Heavy timber like trees have been impacted and continue to burn and put off smoke. In Division K, hand crews and fire engines are aggressively engaged in suppressing timber. In Division R, firefighters are using engines and hand tools to increase the depth of the fire perimeter, eliminating any heat that poses risks to the containment line. In Division Z, firefighters are patrolling the perimeter and confirming there are no other threats to controlled lines. In Division A and Division H, Fire engines are patrolling the perimeters making sure the containment line will hold.

Fire managers are currently evaluating primary residences, outbuildings and agriculture/ranch infrastructure to determine the impact. Earlier news releases provided contacts for agencies that may be able to assist to those affected.

Nebraska’s Incident Management Team, based on Governor Jim Pillen’s state of emergency declaration, has provided assistance to local agencies with fire suppression. Today’s efforts also include developing a plan once the fire is contained. Pockets of heat and fuels will continue to burn within the perimeter for several days. Smoke will be visible within the fire footprint, but will not pose risks to the fire line and cause it to escape. Fire managers hope to make good progress which should allow minimal staff through the night and into the weekend.

According to his nomination, "Mr. O'Neill, or T.O. as he prefers, is very deserving of the title "Teacher of the Month." T.O. is the art teacher at North Platte St. Patrick's for both the Junior and Senior High Schools. In his classroom he surrounds his students with encouragement and builds up the confidence of their skills. Being a brilliant artist himself, he finds the best ways to bring out the student's creativity. Outside of his classroom T.O. is also the Cross County Coach. He has built a championship culture for his team filled with nothing but positivity and support. T.O. coached the NPSP boys' team to a state XC title this year. Our school and Community is blessed to have Mr. O'Neill building up our kids."

North Platte St. Patrick's art teacher Tim O'Neill awarded the February Teacher of the Month

Saturday, March 2, 2024, a pack of dogs will be arriving in North Platte for Paws-itive Partners’ “Paws on the Platte Community Art.” Project sponsors, artists and 23 fiberglass dog statues will gather for a Meet and Greet at 1:30 pm at Pro Printing and Graphics in North Platte. Area businesses and individuals have sponsored the dog statues and area artists are donating their time and talent to paint the life-size dog statues.

“2018 was the first year we had Paws on the Platte. We expected it to be a one-time event but before that evening was over, we received requests to do it again. Paws on the Platte returned in 2021, and here we are again in 2024,” said Paws-itive Partners president and co-planner Jo Mayber. “Past Paws on the Platte events have been so much fun. Planning the event and meeting new people is fun but watching artists transform their dog statues into true artistic masterpieces is especially wonderful. Having the community embrace Paws on the Platte in the past has been amazing and we hope to reenact that in 2024,” Mayber said.

“This year’s dog statues are much different than the other two years. The dogs are realistic and posed in a fun, play bow position. We haven’t seen the dogs and waiting until the Meet and Greet has added to the excitement,” said Paws-itive Partners vice president and co-planner Sandy Deidel. Artists will take their dog statue home after Saturday’s Meet and Greet and have two months to paint and bring their dog to life, Deidel said. In May, the one-of-a-kind dogs will debut at Prairie Arts Center and then appear at different locations in North Platte until the Paws on the Platte live auction finale. Paws-itive PartnersSaturday, March 2, 2024, a pack of dogs will be arriving in North Platte for Paws-itive Partners’ “Paws on the Platte Community Art.” Project sponsors, artists and 23 fiberglass dog statues will gather for a Meet and Greet at 1:30 pm at Pro Printing and Graphics in North Platte. Area businesses and individuals have sponsored the dog statues and area artists are donating their time and talent to paint the life-size dog statues.“2018 was the first year we had Paws on the Platte. We expected it to be a one-time event but before that evening was over, we received requests to do it again. Paws on the Platte returned in 2021, and here we are again in 2024,” said Paws-itive Partners president and co-planner Jo Mayber. “Past Paws on the Platte events have been so much fun. Planning the event and meeting new people is fun but watching artists transform their dog statues into true artistic masterpieces is especially wonderful. Having the community embrace Paws on the Platte in the past has been amazing and we hope to reenact that in 2024,” Mayber said.“This year’s dog statues are much different than the other two years. The dogs are realistic and posed in a fun, play bow position. We haven’t seen the dogs and waiting until the Meet and Greet has added to the excitement,” said Paws-itive Partners vice president and co-planner Sandy Deidel. Artists will take their dog statue home after Saturday’s Meet and Greet and have two months to paint and bring their dog to life, Deidel said. In May, the one-of-a-kind dogs will debut at Prairie Arts Center and then appear at different locations in North Platte until the Paws on the Platte live auction finale. Two primary residences and numerous outbuildings have been destroyed. We are currently working with ranchers, farmers and residents to address any needs they have. 

Fire managers are actively working with the American Red Cross and various state agencies to provide assistance to those affected by the Betty's Way Fire.&nbsp;

The Nebraska State Fire Marshal's Agency has determined that the fire was human caused, resulting from mowing operations.&nbsp;

On February 26th, 2024, at 10:32 am, the North Platte 911 center received a phone call reporting of a wildfire from a resident on Betty's Way, approximately 8.6 miles northeast of North Platte.&nbsp;

North Platte Fire Department responded with 3 stations and arrived on scene within 12 minutes. Fire managers established immediate suppression tactics and named the fire the Betty's Way Fire. North Platte requested mutual aid through the Mid-Plains Mutual Aid District, comprising 15 area volunteer fire departments.&nbsp;

Due to the red flag warning and wind speeds over 40 mph, the fire grew rapidly east. Evacuations were issued for areas ahead of the fire. As of today, no injuries were reported. Additional requests were made to the state of Nebraska and Governor Jim Pillen declared an emergency disaster. This provides the addition support from the Nebraska Emergency Mangement Agency, Nebraska Forest Service, Nebraska State Fire Marshal and cooperating agencies across the state. Governor Pillen activated the Nebraska Incident Management Team to support the local fire managers on scene.&nbsp;

Region 51 Emergency Management ordered additional support from many Nebraska Fire Departments, Nebraska IMT began operations on Tuesday, February 27th at 6:00am to assist in managing additional resources throughout the state. The Nebraska National Guard and Nebraska State Patrol are assisting with aerial support and drone needs.&nbsp;

More than 71,000 acres burned in the large grass fire that spread over three counties

Fans of musical artist Taylor Swift will have the opportunity to learn more about poetry by studying her songs.

Mid-Plains Community College’s Business and Community Education department will host “Taylor Swift: Poetry in Lyrics” classes for ages 13 and older at all of its campuses. Seats are expected to fill up fast.

Attendees will analyze lyrics of Swift’s songs through a variety of critical lenses while learning the basics of literary theory and analysis. They will then write their own poetry inspired by Swift’s subject matter and style.&nbsp;

“This will be a fun, interactive class for people who love music, poetry and Taylor Swift,” said English instructor Jessie Allen, who will teach the classes on-site at each campus. “Those who bring a friend will receive a BFF discount.”

Classes are scheduled for the following dates and locations:

May 21 - Room 205, W.W. Wood Building, North Platte North Campus

June 11 – Room 213, McMillen Hall, McCook Campus

Two sessions are available to choose from at each site 1-4 p.m. or 5-8 p.m.

NORTH PLATTE - Quality Brands of North Platte donated drinks to the fire fighters on scene battling the large grass fire that spread into three counties (Lincoln, Dawson and Custer). The pallet of drinks was donated to the North Platte Fire Department and to be distributed to the volunteer fire departments. Nearly 20 fire departments responded and were on scene. As of today, no injuries have been reported.

Quality Brand of North Platte donates drinks to fire fighters

NORTH PLATTE - Fire crews are still battling the grass fire that began yesterday around 10:30am on Betty Way, just northeast of North Platte. With the region being in a red flag warning and windy conditions up to 40 mph, the fire quickly spread out east forcing evacuations along the way.

According to officials with Region 51 Management,&nbsp;The Betty's Way Fire is still ongoing. Crews are on the ground. For your safety, and the safety of the crews fighting this, we ask that you continue to avoid the area.

Multiple agencies from around the state have responded to help battle the blaze. The POST has confirmed that one home north of Maxwell was lost in the fire.&nbsp;

Lincoln County and Custer County officials declared emergencies and requested state assistance last night due to the grass fire. According to a release from Nebraska Emergency Management Agency,&nbsp;Two National Guard UH-60 Blackhawk helicopters will be deployed to the fire and will begin dropping water on the fire today.&nbsp;

Multiple fires broke out in the region yesterday as one between Grant and Imperial was put out around noon. Later in the day, another grass fire broke out near Stapleton and forced evacuations as the fire spread.&nbsp;

This is a developing story and will update when more information becomes available.

LINCOLN COUNTY - The grass fire that was started northeast of North Platte sometime after 10:30am Monday morning, is quickly spreading to the east.&nbsp;

According to the North Platte Police Department,&nbsp;All residents north of Brady and Gothenburg are ordered to evacuate due to large grass fire. Roads are now being closed in the area due to the fire and crews can battle the blaze. According to officials, N Maxwell Rd, N Brady Rd, and Hwy 47 are closed from Hwy 30 North. Please avoid the area at this time.

NORTH PLATTE - Crews are battling a large grass fire just northeast of North Platte and the North Platte Police Department says residents between Rolling Hills Rd and N Maxwell Rd need to evacuate due to the fire.&nbsp;

Mutual aid was requested by the North Platte Fire Department and surrounding communities have responded to the call. NPPD says the Salvation Army in North Platte is open to those impacted by the fire.&nbsp;

NPPD has requested that residents north of Brady to turn on their center pivots to help battle the grass fire as it heads east.

According to the National Weather Service, Lincoln County and much of Nebraska is in a red flag warning and will remain in effect until 6:00pm CT tonight. Winds can reach up to 15-25 mph with gust up to 45 mph.

The fire, which is northeast of North Platte, is almost in the same area as the Valentine's Day grass fire crews responded too earlier this month.&nbsp;&nbsp;

Multiple Fires in Lincoln and surrounding counties Monday

North Platte Community College’s 55th annual Inter-High Day lured in 470 students from 21 area high schools Thursday.

They competed for scholarships and other prizes while taking tests in everything from art, accounting and criminal justice to auto body, welding and diesel technology. The scholastic contest was spread across both of NPCC’s campuses.

Schools earned points based on how well their students placed in the academic divisions. The top three point earning schools received a plaque and a $500 scholarship to award to a student of their choice.

Individual first place winners received a gold star pin, a $500 scholarship and three credit hours of summer tuition to the college. Second and third place recipients earned silver and bronze star pins, respectively, as well as three credit hours of summer tuition.

The top three winners in each of the applied technology competitions also received industry-based prizes related to their particular test areas.

Area students win big at NPCC Inter-High Day   

North Platte, Ne - The North Platte High School Powerlifting team wrapped up their team season in Verdigre, NE on Saturday.&nbsp; The Bulldogs teams walked away big winners, as the girls&nbsp;took home the overall team trophy, the boys finished second overall, and the coed team also left the competition as champions.&nbsp;

All 9 girls medaled at the event, with Abby Dimmitt, Ani Zakrzewski-Aten, and Grace Wilke earning first place medals, with Myah Porter, Carly Berliner, Karly Knapp, Kourtnie Bokoskie, Allie Einspahr, and Abby Hankla also earning hardware.&nbsp; Zakrzewski-Aten also picked up an Outstanding Female Lifter award. For the boys, Andrew Cummings, Drake Ferris, and Seth Penn were individual weight division champions, with Alex Cummings, Parker Clang, Jamison Rhoades, Mason Stine, Brock Matuszczak, and Cole Tomlinson also medaling in their divisions.&nbsp;

On the day, 57 personal records were set by the team, along with at least 4 school records. Coach Arttie Parker said it was a great way to close out the team season, as the Bulldogs competed against more than a dozen teams, including Lincoln Northeast, Grand Island, Lexington, Grand Island Central Catholic, and host Niobrara-Verdigre.&nbsp; 

More than 200 lifters were on hand for the event.&nbsp; "It means a lot to these kids, and to this program, to finish on such a high note.&nbsp; We're graduating several great kids, and to be able to send each of them out as a medalist at their final meet was huge.&nbsp; I couldn't be more proud of the way all of our kids competed today." While the team season is over, several lifters will continue to compete in individual events.&nbsp; Parker said that both Penn and Dimmitt will compete at an upcoming meet in Lincoln, NE, and Dimmitt has her eyes set on the National Meet in Baton Rouge, LA later this Spring. "She already has the poundage numbers to qualify, she just has to do it at a USAPL sanctioned event, which is what&nbsp;Lincoln is," Parker said.&nbsp; Other lifters have expressed plans to compete at the Cornhusker State Games this Summer.

North Platte Powerlifting team takes home 1st & runnerup at last meet of the season

LINCOLN —&nbsp;Lawmakers approved a special committee Friday designed to fully review the Nebraska Legislature’s oversight as it continues to clash with the executive branch.

State Sen. John Arch of La Vista, speaker of the Legislature, introduced&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55911">Legislative Resolution 298</a>&nbsp;to appoint a Legislative Oversight Review Special Committee. While originally proposed as a nine-member committee, an amendment adopted&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_votes.php?KeyID=10126">37-1</a>&nbsp;bumped membership to 15 members who will review oversight through the end of the year.

Arch said outside counsel recommended forming the group so lawmakers can review their oversight authority, describing it as an opportunity to step back, reassess and be more effective.

“Rather than operating a structure that has been built over the years in reaction to events, the Legislature can now enter a deliberative process to structure a proactive system,” Arch said.

He predicted that lawmakers could fix issues in 2024, but they’d return to fix others soon after.

The special committee will issue a report, with recommendations, no later than Dec. 15, including insight into the:

Last August, Attorney General Mike Hilgers&nbsp;<a href="https://nebraskaexaminer.com/2023/08/16/attorney-generals-opinion-casts-doubt-on-powers-of-legislatures-inspectors-general/">issued an opinion</a>&nbsp;stating that the Legislature’s two inspectors general were unconstitutional.. The inspectors general were created to probe problems within the state prison system and cases of abuse and neglect involving state wards and to report their findings to state lawmakers

Though Hilgers’&nbsp;<a target="_blank" href="https://ago.nebraska.gov/sites/ago.nebraska.gov/files/docs/opinions/Opinion%20No.%2023-008.pdf">opinion</a>&nbsp;does not carry the weight of law, the state’s executive branch clamped down and closed access to the oversight offices.

Then a week ago, Arch and State Sen. Ray Aguilar of Grand Island, chair of the Executive Board, signed a memorandum of understanding with Gov. Jim Pillen to&nbsp;<a href="https://nebraskaexaminer.com/2024/02/14/nebraska-child-welfare-prison-watchdogs-have-temporarily-restored-access-for-oversight-roles/">restore access</a>, which State Sen. Mike Jacobson of North Platte, an Exec Board member, applauded Friday.

Jacobson said the Legislature’s top leaders navigated the issue methodically, “without blowing things up.”

“This is not a permanent fix, but this is a path forward,” Jacobson said. “I think it’s the right path forward.”

State Sens. Machaela Cavanaugh and John Fredrickson, both of Omaha, said the executive branch is breaking the law, which, if allowed to continue, dilutes or strips the Legislature of its power.

“They thumb their noses at us. They violate the law at every turn,” Cavanaugh said. “We need to stand together and we need to stand strong for the people of Nebraska.”

Legislative Oversight Review Special Committee

The 15-member special committee consists of the following state senators:&nbsp;&nbsp;

Fredrickson added that just by engaging in the process, the Legislature is conceding “a great deal of power.”

State Sen. Justin Wayne of Omaha, chair of the Judiciary Committee, said the “delicate game” when it comes to separation of powers has already been decided, at least for the Nebraska Department of Corrections, because the Nebraska Constitution explicitly protects the Legislature’s management power, and, by extension, its oversight.

“The Constitution is on our side,” Wayne said.&nbsp;

State Sen. Terrell McKinney of Omaha similarly said it seems as if the Legislature is “slowly and slowly and slowly” giving up its authority when it comes to corrections.

Danielle Conrad of Lincoln, who&nbsp;<a href="https://nebraskaexaminer.com/2023/11/20/inspector-general-controversy-aired-at-nebraska-college-of-law-discussion/">clashed</a>&nbsp;with Hilgers at a forum following his August opinion, accused the executive and judicial branches of deciding “to work with and in concert” to shut down oversight rather than have to explain an IG report that may find mismanagement.

“That’s what all this is about at the end of the day,” Conrad said.&nbsp;

“Think about the time, energy, effort, resources and political capital … across all branches of government (that) caused confusion and chaos and disruption because the executive couldn’t be bothered to suffer through one day of bad press about mismanagement a year,” Conrad added.

Arch, in a fiery speech on the floor, said the Legislature’s balance and separation of power is “out of whack” and must be reestablished, but he pushed back on an accusation that lawmakers are “rolling over to the administration.”

The memorandum of understanding, he said, is an effort from the Executive Board to avoid litigation and negotiate a better path forward while more quickly restoring oversight access.

Next year, he said, the Legislature will address the oversight committee’s report.

John Arch of La Vista, speaker of the Legislature, introduced&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=55911">Legislative Resolution 298</a>&nbsp;to appoint a Legislative Oversight Review Special Committee. While originally proposed as a nine-member committee, an amendment adopted&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/bills/view_votes.php?KeyID=10126">37-1</a>&nbsp;bumped membership to 15 members who will review oversight through the end of the year.Arch said outside counsel recommended forming the group so lawmakers can review their oversight authority, describing it as an opportunity to step back, reassess and be more effective.“Rather than operating a structure that has been built over the years in reaction to events, the Legislature can now enter a deliberative process to structure a proactive system,” Arch said.He predicted that lawmakers could fix issues in 2024, but they’d return to fix others soon after.The special committee will issue a report, with recommendations, no later than Dec. 15, including insight into the:<ul>
 <li>Structure and organization of the Legislature’s oversight functions.</li><li>Oversight in other state legislatures.</li><li>Authority of legislatively created boards and commissions to conduct oversight.</li>
 </ul><h2>‘Right path forward’</h2>Last August, Attorney General Mike Hilgers&nbsp;<a href="https://nebraskaexaminer.com/2023/08/16/attorney-generals-opinion-casts-doubt-on-powers-of-legislatures-inspectors-general/">issued an opinion</a>&nbsp;stating that the Legislature’s two inspectors general were unconstitutional.. The inspectors general were created to probe problems within the state prison system and cases of abuse and neglect involving state wards and to report their findings to state lawmakersThough Hilgers’&nbsp;<a target="_blank" href="https://ago.nebraska.gov/sites/ago.nebraska.gov/files/docs/opinions/Opinion%20No.%2023-008.pdf">opinion</a>&nbsp;does not carry the weight of law, the state’s executive branch clamped down and closed access to the oversight offices.Then a week ago, Arch and State Sen. Ray Aguilar of Grand Island, chair of the Executive Board, signed a memorandum of understanding with Gov. Jim Pillen to&nbsp;<a href="https://nebraskaexaminer.com/2024/02/14/nebraska-child-welfare-prison-watchdogs-have-temporarily-restored-access-for-oversight-roles/">restore access</a>, which State Sen. Mike Jacobson of North Platte, an Exec Board member, applauded Friday.Jacobson said the Legislature’s top leaders navigated the issue methodically, “without blowing things up.”“This is not a permanent fix, but this is a path forward,” Jacobson said. “I think it’s the right path forward.”<h2>Concession of authority?</h2>State Sens. Machaela Cavanaugh and John Fredrickson, both of Omaha, said the executive branch is breaking the law, which, if allowed to continue, dilutes or strips the Legislature of its power.“They thumb their noses at us.
