NORTH PLATTE, Neb. (Oct. 23, 2025) — Growth and neighborhood rules are on the agenda next week as the North Platte Planning Commission meets Tuesday, October 28 at 5:30 p.m. at City Hall. The meeting will be streamed live at <a href="https://northplattene.gov/watch">northplattene.gov/watch</a>.

The agenda includes several public hearings and development proposals that could shape the city’s growth eastward, update residential regulations, and advance a new housing project.

City Considers Major East 6th Street Annexation

A large portion of Tuesday’s meeting will center on the proposed 2025 Annexation Plan, which outlines the potential annexation of properties along East 6th Street — from roughly the 1600 to the 2300 blocks.

The plan divides the area into nine study sections (A through I), covering dozens of parcels in and around the Platteview Subdivision. Annexation would extend city boundaries eastward, bringing the properties under city zoning, utilities, and services while expanding the local tax base.

Planning staff will present the proposal and invite public comment. If approved by the commission, the plan will move on to the City Council for final consideration.

The Planning Commission will also revisit updates to Section 76.22 of the city’s code, which regulates the parking and storage of recreational vehicles.

The item was tabled at last month’s meeting after commissioners discussed public concerns over how “hard surface” areas and property setback rules are defined. City staff say revisions aim to balance neighborhood appearance standards with flexibility for homeowners who already have RV pads in place.

A public hearing will allow residents to weigh in before the proposal moves forward.

Commissioners will also review a redevelopment plan for the DEVCO Housing Project, located in Mulligan Meadows Fourth Subdivision. The proposal seeks to move the project forward under Nebraska’s Redevelopment Law, designed to support housing development in growth areas.

The redevelopment plan covers Lots 6 through 10 and could bring new residential options to the community as city leaders continue to prioritize housing availability.

North Platte, Neb - Local event organizers are dedicated to creating fun and exciting events in North Platte and Lincoln County that attract visitors and boost the economic vitality of our community. Visit North Platte’s Promotional Grant Awards are specifically designed to promote, encourage, and draw visitors to Lincoln County. The grant funds, as well as the marketing and operating expenses for Visit North Platte, are entirely funded by lodging taxes collected from overnight stays at lodging properties within the county. 

The Visit North Platte Board of Directors approved grant funding at the monthly meeting on October 22nd, 2025, for the following. The applications totaled $81,914 in requests and a total of $47,914 was awarded.

• Approved $5,000 in funding for the 2026 Miss Rodeo Nebraska. The city of North Platte has hosted the Miss Rodeo Nebraska Pageant for 34 years. This event happens during NEBRASKAland Days each summer and offers a great deal of entertainment for locals, draws in contestants, and brings spectators to the city of North Platte. Supporting the upcoming 2026 Miss Rodeo Nebraska, Brylee Thompson of Hershey, will help spread the word about North Platte as she attends nationwide events all year.

• Approved $2,500 in funding for the Sculpture Walk Across Nebraska. SWAN is a cooperative effort between the participating communities of North Platte, Norfolk, Grand Island, Valentine, Ogallala, and Columbus that provides a revolving art experience in walkable districts. The goal is to add art that will inspire, entertain, and educate, while providing additional attractions for visitors and community members. Every spring, communities gather to choose sculptures to rent for one year from artists across the United States. Locally, the Prairie Arts Center partners with Downtown North Platte, the Canteen District, and the city to make this possible.

• Approved $7,320 in funding for the 2026 North Platte High School Cheer Showcase. The NPHS Cheer Showcase is a new annual invitational event where cheer teams from Nebraska and beyond perform their routines for professional feedback before competition season begins. Focused on growth over rivalry, it offers athletes valuable critiques and fans an exciting preview of top-level performances. This event will be held at the high school January 24th-25th. In its first year, the showcase is expected to draw 10-12 teams, with plans to expand to 20 teams and a multi-day format in future years, boosting tourism and local economic impact. Once equipped, NPHS also plans to host cheer competitions, camps, and clinics, building ongoing opportunities for athlete development and positioning Lincoln County as a youth sports destination.

• Approved $2,250 in funding for the Miss Nebraska Crowns &amp; Gowns event. Crowns &amp; Gowns returns to North Platte this February 6th-8th, offering an exceptional shopping experience for contestants preparing for upcoming scholarship competitions. This year, the Miss Nebraska Organization is expanding the event to include a new workshop component open to delegates from Nebraska and surrounding states. Former Miss America Heather French Henry will host the event at Mid-Plains Community College, leading workshops throughout the weekend. Additional highlights include professional headshot sessions with a Kansas City-based photographer, appearances by a Jovani designer from New York City, and special community events.

• Approved $4,844 in funding for the USA District 2 Wrestling Tournament. Nebraska USA Wrestling Clubs host annual district tournaments for Pre-K through 8th-grade athletes to determine state qualifiers. North Platte will welcome the District 2 Tournament back to the D&amp;N Event Center on March 7th. The event is expected to draw approximately 650 young wrestlers and up to 3,000 spectators, bringing an exciting day of competition and community spirit to the area.

• Approved $3,000 in funding to the Midwest Championship Fighting St. Patty’s Day Beatdown event. MCF will have their St. Patty’s Day Beatdown event at the D&amp;N Event Center on March 14th. This will be the 26th MCF event and it will feature pro and amateur mixed martial arts fights. Supporting this event helps to bring in higher level fighters, providing top-tier competition for visitors and locals alike, right here in North Platte.

• Approved up to $3,600 in Grant Funds for the Flatrock Pro/Am powered by Prodigy Disc Golf Tournament. This disc golf tournament is an official event sanctioned by the Professional Disc Golf Association (PDGA) and is scheduled to take place on March 20th-22nd at the Cody Park Disc Golf Course and the River’s Edge Golf Course. Last spring North Platte hosted the Flatrock Pro/Am tournament for the second time, and it successfully brought in 95 players. This year’s event is expected to bring in 120 players from Colorado, South Dakota, North Dakota, Kansas,Iowa, Wyoming, and other communities throughout Nebraska. The Flatrock Pro/Am promises to be a captivating three-round B-tier tournament.

• Approved $3,100 in Grant Funds for the Eagles State Pool Tournament. This event is held in North Platte every other year and continues to bring in 950+ pool players along with friends and family members for this three-day tournament. It will be held at the D&amp;N Event Center which will house the required 72+ pool tables on March 27th-29th.

• Approved up to $5,100 in Grant Funds for the 2026 Mid Nebraska Regional American Cornhole League Tournament. The Mid-Nebraska ACL Regional Cornhole Tournament will be coming to North Platte on April 10th and 11th at the D&amp;N Event Center. This high-energy regional competition is expected to attract around 200 players and numerous spectators from across multiple states, providing a strong boost to local tourism. As one of the fastest-growing sports in the nation, cornhole continues to draw competitive players and fans alike. Offering larger payout opportunities for winners helps to attract even more participants.

• Approved $5,600 in Grant Funds for the Flatrock Youth Baseball Tournament. What started as a tournament with 19 teams has grown to a tournament with a total of 60 teams out of Nebraska, Colorado, Kansas, South Dakota, and Wyoming. This event continues to bring athletes and their families to North Platte to experience not only baseball but everything else our community has to offer. This tournament is scheduled for May 9th and 10th and will use the ball fields in Centennial Park, Cody Park, and the Dowhower Softball Complex.

• Approved $5,600 in Grant Funding for the Spring Bash Youth Baseball Tournament. This annual tournament is only in its second year and is already expected to bring in 60 teams from across the state as well as from neighboring states to compete. Each team will play a minimum of four games. It will also feature a home run derby and a skills competition. This tournament is scheduled for May 2nd and 3rd and will use the ball fields in Centennial Park, Cody Park, and the Dowhower Softball Complex.

The next round of funding is now open, with a January 1st deadline for events or projects occurring in April, May, and June of 2026. These applications will be considered at the regular monthly Board of Directors meeting scheduled for January 28th, 2026. Visit North Platte operates under an agreement with the Lincoln County Board of Commissioners to facilitate the Nebraska Visitors Development Act. NORTH PLATTE, Neb. — Miss Nebraska 2025, McKenzie Gregory, has been traveling the state, connecting with communities, and promoting her platform, and she recently made a stop in North Platte. Gregory, who hails from far western Nebraska, shared with local media the busy schedule that comes with holding the prestigious title and her excitement to engage with fans and aspiring performers.

Gregory highlighted the support she’s received from sponsors, including Wolf Auto and Nebraska Land Bank, which have made her extensive travel possible. “I wouldn’t be able to do all of this travel and see the people of Nebraska as much as I am able to without their generous sponsorship,” she said. Her visits include meeting with local sponsors, attending Halloween events, and participating in celebrations with her fellow pageant contestants.

Part of her ongoing mission as Miss Nebraska includes a “state national park tour,” where Gregory explores hidden gems across Nebraska. She noted that while Western Nebraska offers striking landscapes and historic sites, Eastern Nebraska has its own unique beauty. “There are so many hidden gems in Nebraska, not only for the landscape but also the history of our state,” she said.

During her North Platte visit, Gregory also promoted a dance masterclass she will be teaching at the new Nebraska Center Stage. The event, set for Saturday, November 1, will feature two sessions: ages 4–7 from 1–2 p.m. and ages 8 and up from 2:45–5 p.m. Gregory, who has danced since she was two years old, plans to teach technique, lead games, perform her Miss America talent, and sign autographs. “I hope to inspire the next generation of performers and potentially even the next Miss Nebraska,” she said.

Reflecting on her pageant journey, Gregory emphasized that while competing in Miss America was an exciting “side quest,” her ultimate goal has always been Miss Nebraska. After five attempts, her hard work paid off, and she is now focused on fully embracing her responsibilities as the state’s titleholder. She encouraged aspiring contestants to cultivate their unique strengths and enjoy the experience without undue comparison to others.

OMAHA, Neb. (Oct. 23, 2025) — Union Pacific Railroad is reporting higher profits and record freight performance for the third quarter of 2025 as the company continues to focus on efficiency and service improvements.

The Omaha-based rail giant posted net income of $1.8 billion, or $3.01 per share, up from $1.7 billion and $2.75 per share in the same quarter last year. Adjusted earnings came in slightly higher at $3.08 per share, beating Wall Street expectations.

Operating revenue rose 3 percent to $6.2 billion, driven by what the company called “solid core pricing gains” and record freight revenue, excluding fuel surcharges. Freight volume increased modestly across several sectors, including grain, industrial products, and intermodal shipments.

Union Pacific’s operating ratio, a key measure of efficiency, improved to 59.2 percent — its best performance in more than a year. The company also reported all-time highs for freight car velocity, train length, and fuel efficiency.

“Safety, service, and operational excellence continue to drive our results,” said CEO Jim Vena in a statement. “We’re proud of our employees’ commitment to executing with precision and consistency as we build momentum for the future.”

Union Pacific has also raised its quarterly dividend by 3 percent, reflecting confidence in its financial outlook. However, the company announced it will pause share repurchases while regulators review its proposed merger with Norfolk Southern. The merger, first announced earlier this year, would create the nation’s first transcontinental railroad, linking ports from the Atlantic to the Pacific.

Vena said the company remains focused on maintaining reliable service during the merger process. “Our customers and communities can count on us to deliver the goods that keep America moving,” he said.

Union Pacific operates more than 32,000 route miles across 23 states, serving major markets from the Midwest to the West Coast. The company employs approximately 30,000 people nationwide.

NORTH PLATTE, Neb. (Oct. 23, 2025) — Lindsay Pedersen, Board Chair at Great Plains Health, has been selected as the Nebraska Hospital Association's (NHA) Trustee of the Year. Pedersen received the award at the NHA annual banquet on Wednesday, October 22.

This annual award celebrates board members who go above and beyond in their leadership roles. Winners like Pedersen stand out for their dedication to health care excellence and their ability to bring community leaders together to strengthen local health care services.

Under Pedersen's leadership, Great Plains Health has achieved noteworthy milestones, including top quartile employee engagement scores and the highest patient experience ratings in the organization's history. The hospital has also grown to become the largest independent hospital in the region (based on Medicare's Prospective Payment System revenue), while maintaining strong financial performance compared to peers.

Homeland Security officials will visit repurposed McCook Work Ethic Camp this week, first detainees could be sent soon

LINCOLN —&nbsp;The Nebraska Governor’s Office said a 17-day delay in publicizing a state-federal contract to convert a Nebraska prison into an immigration detention center was needed to conduct a legal review first of what information, if any, should be withheld.

Rob Jeffreys, director of the Nebraska Department of Correctional Services, signed the&nbsp;<a href="https://corrections.nebraska.gov/sites/default/files/Contract-NDCS-Department-of-Homeland-Security-ICE.pdf" target="_blank">183-page contract with attachments</a>&nbsp;with an unnamed official in U.S. Immigration and Customs Enforcement regarding use of the Work Ethic Camp in McCook on Sept. 30. However, the contract was not made&nbsp;<a href="https://nebraskaexaminer.com/2025/10/17/nebraska-signed-contract-with-ice-on-sept-30-to-turn-state-prison-into-migrant-detention-center/">publicly available</a>&nbsp;until Oct. 17, when Gov. Jim Pillen’s office publicized the partnership.

In a Wednesday email responding to questions from Oct. 17, Pillen spokesperson Laura Strimple detailed the reasons for the legal review: What contract portions should legally be redacted under state and federal public information laws, “including laws protecting the integrity of the negotiation process and ensuring operational safety.”

Asked if the state had any other similar contracts with the federal government that have not yet been released, Strimple said, “There are no other related records which remain under legal review.”

Under the initial two-year contract, ICE plans to pay Nebraska at least $2.5 million each month to house federal detainees, adult men and women, at the repurposed Work Ethic Camp. The monthly reimbursement rate would increase by 3% in the second year.

Pillen’s office has said the contract would annually net Nebraska about $14.25 million. ICE will also pay Nebraska a one-time lump sum of $5.9 million for “facility renovations.”

All inmates previously housed at the Work Ethic Camp were moved to other Corrections facilities by&nbsp;<a href="https://nebraskaexaminer.com/2025/10/16/ags-office-all-inmates-moved-from-nebraskas-mccook-prison-planned-ice-detention-center/">early this month</a>. The state has not yet answered where they were moved or whether some were paroled or finished sentences.

Strimple said among&nbsp;<a href="https://nebraskalegislature.gov/laws/statutes.php?statute=84-712.05" target="_blank">state exemptions</a>&nbsp;used to withhold records were ones shielding information about the protection of public property security and persons on or within such property and personal information of personnel. Also used was a state exemption to shield certain information if its release could&nbsp;<a href="https://nebraskalegislature.gov/laws/statutes.php?statute=84-712.05" target="_blank">jeopardize promised federal funds</a>, services or other “essential information.”

Exemptions under the federal&nbsp;<a href="https://www.foia.gov/" target="_blank">Freedom of Information Act</a>&nbsp;were also used, though Strimple did not specify which. Nine congressional exemptions shield information that could be “harmful to a governmental or private interest.”

“The Office of the Governor has released all public information while also considering well-established exceptions,” Strimple said.

Under state law, public records exemptions allow —&nbsp;but do not require — certain information to be withheld.

Among the information redacted in the released contract:

That day, Pillen’s office sent out a news release disclosing the contract at 12:13 p.m.&nbsp;

The governor&nbsp;<a href="https://nebraskaexaminer.com/2025/08/19/is-next-alligator-alcatraz-immigration-detention-center-headed-to-sw-nebraska/">first announced</a>&nbsp;that Nebraska would work with ICE to house federal migrant detainees on Aug. 19.

Jennifer Houlden, acting legal director for ACLU Nebraska, said last week that Pillen’s contract negotiations put Nebraska in “uncharted territory” in converting a state prison “into an arm of a massive detention and deportation campaign.”

“It speaks volumes that Nebraskans are only just now getting hard facts about this agreement, weeks after it has been signed,” Houlden said in a statement. “It is troubling that what we have now seen raises new questions and concerns about oversight, liability and the state’s authority to even open this facility.”&nbsp;

The Governor’s Office had&nbsp;<a href="https://nebraskaexaminer.com/2025/10/14/requests-denied-nebraska-turns-down-records-requests-on-mccook-ice-jail/">denied at least nine records requests</a>, including from the Nebraska Examiner, seeking more information on the Nebraska-ICE partnership by late September. Talks between Nebraska and federal officials had been happening since at least March, according to records separately obtained by Common Cause Nebraska, a government watchdog group.

The Examiner’s request included a standing request for the contract once it was signed and also sought information on communications between Pillen, his staff and Homeland Security officials about Nebraska housing federal immigration detainees. On the communications t the Governor’s Office said records exist but denied records on the grounds that such records were:

A&nbsp;<a href="https://nebraskaexaminer.com/wp-content/uploads/2025/10/schimek-v-pillen_CI25137.pdf">lawsuit</a>&nbsp;from 13 McCook residents and a former state lawmaker, filed last week in Red Willow County District Court,&nbsp;<a href="https://nebraskaexaminer.com/2025/10/16/13-mccook-residents-former-lawmaker-sue-to-stop-nebraska-ice-detention-center/">seeks to reverse the Nebraska-ICE partnership</a>. It argues the joint effort and contract violates&nbsp;<a href="https://nebraskalegislature.gov/laws/statutes.php?statute=72-801" target="_blank">state laws</a>&nbsp;and separation of powers in the&nbsp;<a href="https://nebraskalegislature.gov/laws/articles.php?article=IV-19" target="_blank">Nebraska Constitution</a>&nbsp;without legislative approval.

In a court filing this week seeking to dismiss the case, the Nebraska Attorney General’s Office, on behalf of Pillen and Jeffreys, defended the contract, writing: “Nebraska statutes do not hamstring the department from adapting its facilities to address ever-changing circumstances.”

Red Willow County District Judge Patrick Heng rejected a temporary restraining order to pause state-federal action Oct. 16, before it was clear a contract with ICE had been signed. Heng will consider a temporary injunction at a hearing this Friday. It would allow the lawsuit to continue and block Nebraska from accepting detainees.

“Homeland Security is doing walk-throughs this week,” Pillen said Monday on his monthly radio call-in show. “We would expect … folks would begin being incarcerated there in the next week.”

 </figure>Jennifer Houlden, acting legal director for ACLU Nebraska, said last week that Pillen’s contract negotiations put Nebraska in “uncharted territory” in converting a state prison “into an arm of a massive detention and deportation campaign.”“It speaks volumes that Nebraskans are only just now getting hard facts about this agreement, weeks after it has been signed,” Houlden said in a statement. “It is troubling that what we have now seen raises new questions and concerns about oversight, liability and the state’s authority to even open this facility.”&nbsp;The Governor’s Office had&nbsp;<a href="https://nebraskaexaminer.com/2025/10/14/requests-denied-nebraska-turns-down-records-requests-on-mccook-ice-jail/">denied at least nine records requests</a>, including from the Nebraska Examiner, seeking more information on the Nebraska-ICE partnership by late September. Talks between Nebraska and federal officials had been happening since at least March, according to records separately obtained by Common Cause Nebraska, a government watchdog group.The Examiner’s request included a standing request for the contract once it was signed and also sought information on communications between Pillen, his staff and Homeland Security officials about Nebraska housing federal immigration detainees. On the communications t the Governor’s Office said records exist but denied records on the grounds that such records were:<ol>

 </ol><h2>Lawsuit continues</h2>A&nbsp;<a href="https://nebraskaexaminer.com/wp-content/uploads/2025/10/schimek-v-pillen_CI25137.pdf">lawsuit</a>&nbsp;from 13 McCook residents and a former state lawmaker, filed last week in Red Willow County District Court,&nbsp;<a href="https://nebraskaexaminer.com/2025/10/16/13-mccook-residents-former-lawmaker-sue-to-stop-nebraska-ice-detention-center/">seeks to reverse the Nebraska-ICE partnership</a>. It argues the joint effort and contract violates&nbsp;<a href="https://nebraskalegislature.gov/laws/statutes.php?statute=72-801" target="_blank">state laws</a>&nbsp;and separation of powers in the&nbsp;<a href="https://nebraskalegislature.gov/laws/articles.php?article=IV-19" target="_blank">Nebraska Constitution</a>&nbsp;without legislative approval.In a court filing this week seeking to dismiss the case, the Nebraska Attorney General’s Office, on behalf of Pillen and Jeffreys, defended the contract, writing: “Nebraska statutes do not hamstring the department from adapting its facilities to address ever-changing circumstances.”Red Willow County District Judge Patrick Heng rejected a temporary restraining order to pause state-federal action Oct. 16, before it was clear a contract with ICE had been signed. Heng will consider a temporary injunction at a hearing this Friday. Pillen’s office defends 17-day delay in releasing Nebraska-ICE detention contract

A Mid-Plains Community College graduate has earned national recognition after taking first place in the apprentice division of the 2025 ServiceTitan HVAC National Championship.

Braden Reeser, a 2023 graduate of the MPCC HVAC program and native of Ogallala, Nebraska, clinched the national title earlier this month in West Palm Beach, Florida, after earning a spot in the apprentice division of the competition.

The event brought together the country’s most promising HVAC technicians and professionals to test their skills in real-world diagnostic and repair challenges.

“I started the process just for fun,” Reeser said. “A coworker told me about it, so I took a few online tests while traveling for work. I kind of forgot about it—until I got a call a few months later saying I made it to the finals.”

The finals consisted of two rounds. The first round featured 10 national finalists selected from hundreds of online applicants.&nbsp; While the first round was tough, Reeser said he relied on daily experience and strong fundamentals learned at MPCC to succeed.

“Getting to the second round, it was, now there's money on the line. Now I have got to win it,” he joked. “Even if I hadn’t won, the experience alone—meeting new people and seeing Florida for the first time—was worth it.”

The competition awarded $100,000 total prize pool, which was shared between the top-performing professionals and apprentices.

Reeser attributes his success to the strong technical foundation he received at MPCC, as well as his professional experience with Springer’s Appliance in Ogallala and Knobel Refrigeration in North Platte, both of which supported him during his time as a student and early in his career.

Now with nearly five years of expertise in the field, Reeser says the best part of working in HVAC is twofold: every day is different—and the paycheck is good.

“I would encourage anyone unsure about their future to consider community college,” he added. “It’s affordable, efficient and gives you a head start in the workforce.”

Looking ahead, the newly crowned champion is considering a future in industrial HVAC or even a shift into law enforcement. But no matter the path, he says his time at MPCC gave him the tools to succeed.

“This program teaches you the basics that you’ll use every day,” he said. “From HVAC and plumbing to light welding and carpentry—it’s a jack-of-all-trades field. And Mid-Plains got me started.”

OGALLALA, NEB - Nebraska hunters are gearing up for the start of pheasant and quail season this weekend, and experts say bird numbers across southwest Nebraska are showing strong signs of recovery after recent drought years.

Pheasants Forever Coordinating Wildlife Biologist Addie Piernicky said during a recent interview that the season officially opens for adults on Saturday, Oct. 25, following a successful youth weekend last week.

“We are still somewhat recovering from our drought two years ago,” Piernicky said. “But our numbers — it’s amazing how well they have come back.”

According to Piernicky, recent crow count and rural mail carrier surveys show bird numbers are up significantly across southwest Nebraska, including in the McCook area and parts of Perkins and Keith Counties.

“We’re seeing about a 150% increase in our crow count surveys,” she said. “We’re still down from a few years ago when we had really, really good numbers, but they’re getting close.”

Hunters heading out this weekend are reminded to follow safety and access rules. Piernicky said firearms must be unloaded in vehicles, and hunters need permission—either written or verbal—from landowners before entering private property. Public access areas enrolled in the Open Fields and Waters program are clearly marked, and maps can be found in printed atlases available at gas stations, Walmarts, and online through the Nebraska Game and Parks Commission.

For those targeting pheasants, the daily bag limit is three roosters, with a possession limit of 12. The quail limit is six per day, with a possession limit of 24.

Piernicky also reminded hunters pursuing waterfowl to carry a valid HIP number, along with state and federal duck stamps.

As excitement builds for opening weekend, Piernicky encouraged hunters to show respect for one another in the field.

“Have common courtesy,” she said. “We might all have the same public access area in mind. If someone’s already there, maybe try another spot — or make some new friends.”

Last night’s City Council meeting at North Platte City Hall covered a wide range of topics affecting the community, from local baseball and traffic safety to city utilities and neighborhood cleanup initiatives. Mayor Brandon Kelliher joined the discussion on-air this morning to recap key points.

The meeting, which lasted just over two hours, began with the consent agenda. Among the items was a Class C liquor license for the Pecos League baseball team, the North Platte 80s. “That means the Pecos League is planning to come back again next year,” Mayor Kelliher said. “Hopefully we get more and more people out there and a good baseball team going here in North Platte.”

The council also renewed an interlocal agreement for network services with Lincoln County, allowing both the city and county to share IT resources and reduce costs. Kelliher explained, “That’s really what this is, is the IT department… to keep costs down for both organizations, and it’s a good agreement.”

Additionally, the mayor was authorized to sign documents related to the city’s outsourced human resources department. “They help us with difficult situations and they’re also available to employees when they’re in a tough spot,” he said.

One of the highlights of the meeting was the appointment of Tony Miller as the new Manager of Utilities, a position that has been vacant for more than a decade. “Tony’s been in charge on the billing side of that organization for around 12 years now. Very smart man, knows his stuff, and we look forward to the great things he’s going to do in that role,” Kelliher said.

On the regular agenda, the council appointed Megan Trevino to the North Platte Board of Health. Trevino, currently leading U.S. Central Public Health, will join the board, which includes the mayor, police chief, city administrator, and city-appointed physician. Kelliher noted, “Normally they only have activity in the case of a pandemic or some sort of serious situation. Thank goodness, knock on wood, we haven’t really had any since COVID.”

Rezoning was also on the agenda for the West Rodeo Road area, the site of a former drive-in theater. The property’s owner requested rezoning to B2 Highway Commercial District to better align with redevelopment plans. The mayor said, “It’s an area that’s being redeveloped and it’s looking a little better every day.”

Traffic safety was another major topic, particularly at the intersection of Phillip and Buffalo Avenues. Mayor Kelliher acknowledged community concerns, saying, “Many people live in that area don’t feel that’s a safe intersection… the council felt it’s best to have a traffic study done on the entire thoroughfare of Buffalo Bill.” The discussion was tabled until the study is completed, likely in the May-June timeframe.

The council also discussed changes to the city’s bulky trash collection process. The updated system will track and photograph items for pickup, estimate weights, and create efficient collection routes. “This actually photographs the bulky trash. Then the guys can put in an estimate of what the weight is… and the route actually builds a route throughout the city,” Kelliher explained. “It will generally be an easier process, not only for the city folks, but also for the customers as well.”

Finally, several public hearings addressed the city’s use of a grant for cleaning up dilapidated properties. Some properties will be demolished and lots cleared for future development, while others are being evaluated for potential rehabilitation. Kelliher said of the discussions, “Not all council members are in favor of how we’re using this grant money… people are going to disagree from time to time. It’s healthy.”

Routine items, such as approving warrants and paying claims for construction projects on West 9th Street and East Francis Street, rounded out the meeting.

Mayor Kelliher emphasized the council’s mission, saying, “We’re on city council to solve problems for the community and make it a better place to live. If we’re not solving problems, we’re probably wasting our time and the people’s time.”

Among the items was a Class C liquor license for the Pecos League baseball team, the North Platte 80s. “That means the Pecos League is planning to come back again next year,” Mayor Kelliher said. “Hopefully we get more and more people out there and a good baseball team going here in North Platte.”The council also renewed an interlocal agreement for network services with Lincoln County, allowing both the city and county to share IT resources and reduce costs. Kelliher explained, “That’s really what this is, is the IT department… to keep costs down for both organizations, and it’s a good agreement.”Additionally, the mayor was authorized to sign documents related to the city’s outsourced human resources department. “They help us with difficult situations and they’re also available to employees when they’re in a tough spot,” he said.One of the highlights of the meeting was the appointment of Tony Miller as the new Manager of Utilities, a position that has been vacant for more than a decade. “Tony’s been in charge on the billing side of that organization for around 12 years now. Very smart man, knows his stuff, and we look forward to the great things he’s going to do in that role,” Kelliher said.On the regular agenda, the council appointed Megan Trevino to the North Platte Board of Health. Trevino, currently leading U.S. Central Public Health, will join the board, which includes the mayor, police chief, city administrator, and city-appointed physician. Kelliher noted, “Normally they only have activity in the case of a pandemic or some sort of serious situation. Thank goodness, knock on wood, we haven’t really had any since COVID.”Rezoning was also on the agenda for the West Rodeo Road area, the site of a former drive-in theater. The property’s owner requested rezoning to B2 Highway Commercial District to better align with redevelopment plans. The mayor said, “It’s an area that’s being redeveloped and it’s looking a little better every day.”Traffic safety was another major topic, particularly at the intersection of Phillip and Buffalo Avenues. Mayor Kelliher acknowledged community concerns, saying, “Many people live in that area don’t feel that’s a safe intersection… the council felt it’s best to have a traffic study done on the entire thoroughfare of Buffalo Bill.” The discussion was tabled until the study is completed, likely in the May-June timeframe.The council also discussed changes to the city’s bulky trash collection process. The updated system will track and photograph items for pickup, estimate weights, and create efficient collection routes. “This actually photographs the bulky trash. Then the guys can put in an estimate of what the weight is… and the route actually builds a route throughout the city,” Kelliher explained. “It will generally be an easier process, not only for the city folks, but also for the customers as well.”Finally, several public hearings addressed the city’s use of a grant for cleaning up dilapidated properties. Some properties will be demolished and lots cleared for future development, while others are being evaluated for potential rehabilitation. Kelliher said of the discussions, “Not all council members are in favor of how we’re using this grant money… people are going to disagree from time to time. It’s healthy.”Routine items, such as approving warrants and paying claims for construction projects on West 9th Street and East Francis Street, rounded out the meeting.Mayor Kelliher emphasized the council’s mission, saying, “We’re on city council to solve problems for the community and make it a better place to live. If we’re not solving problems, we’re probably wasting our time and the people’s time.”

NORTH PLATTE, Neb., October 21, 2025 – Amy Childers, PharmD, pharmacy clinical&nbsp; coordinator at Great Plains Health, has been recognized with the Caring Kind award&nbsp; from the Nebraska Hospital Association (NHA).&nbsp;

A longstanding tradition of the Nebraska Hospital Association, the award pays tribute&nbsp; to outstanding health care employees who have demonstrated compassion for&nbsp; patients, cooperation with coworkers and dedication to excellence in the role they play&nbsp; at their facility.&nbsp;

Amy Childers honored with Caring Kind Award 

CURTIS, Neb.&nbsp; — The final project for students in the eight-week “Introduction to Horseman” course at the Nebraska College of Technical Agriculture offered a true demonstration of communication between horse and handler. Under the direction of Associate Professor Joanna Hergenreder, students presented to the campus community, showcasing lessons learned about horse behavior and training through practical demonstrations.

Throughout the semester, students explored how horses think, react, and learn. The class focused on understanding equine instincts, sensory perception, and body language to help handlers communicate effectively and build trust. “Horses are prey animals that rely on flight for safety,” explained Hergenreder. “Our goal is to help students recognize how horses perceive the world and how to apply that knowledge in training and daily handling.”

Students practiced the “Seven Games,” a progressive series of exercises designed to strengthen connection, respect, and control between horse and handler. These included the Friendly, Porcupine, and Driving Games to build trust and responsiveness, followed by advanced activities such as the Yo-Yo, Circling, Sideways, and Squeeze Games that challenge both horse and human to work in rhythm.

Hergenreder emphasized that these exercises are not tricks, but tools that reflect the psychology of the horse. Each activity uses pressure and releases or small signals that teach the horse to think and respond calmly rather than react with fear. “The horse learns from the release of pressure,” she said. “That moment of relief is the reward that builds confidence and understanding.”

For many students, the experience went beyond classroom instruction. McKenzie Heil, first year student from North Platte, NE shared, “The thing we improved the most was freeing up his movement. I was proud the first time he committed to jumping the barrels in the squeeze game instead of stepping on them. My advice to future students would be to show up to class, ask questions, and push yourself and your horse to become better.”

Karah Barnes, Lincoln NE, reflected on her personal growth and her horse’s transformation. “I have improved the most in my comfortability as my colt’s guide,” she said. “Jo places a priority on understanding the horse’s mind, and that has bolstered my confidence. My horse, Django, went from being distracted and impatient to one that focuses on me and understands his job.”

Her proudest moment came during the final presentation. “We had struggled with the Circling Game, but after staying consistent and patient, Django finally understood what I was asking. That was a huge breakthrough for both of us.”

Madison Wilson from Shattuck, OK, &nbsp;also described her success in the Circling Game. “That was where we improved the most,” she said. “I was especially proud when he jumped the barrel on the first try without a huge argument. My advice to next semester’s beginning horseman students is to not give up on your horse and not be afraid to show them who’s boss.”

August Schow from Paxton, NE, shared that both he and his horse made important progress through the semester. “Teaching my horse that she could be safe on her own and not just in my lap was one of the biggest improvements,” he said. “For me, it was fine tuning my cues.” He added that her proudest moment came when they reached the seventh game. “We worked long and hard to get through all of them, and she did a great job her first time with the squeeze game.” His advice for future students was simple: “Be patient, be open minded, and listen to and respect your instructor.”

Gage Sorenson, from Garden City, KS, noted that the course helped both him and his horse grow in confidence and control. “One thing my horse improved on the most was stopping and thinking before reacting,” he said. “She used to just want to go, but now she’s learning to think first.” He shared that his proudest moment came when his horse finally loaded calmly into a narrow trailer after weeks of practice. “I worked and worked with her outside of class, and one day she just walked right in like it was nothing,” he said. His advice for new students was straightforward: “Do not come into the class thinking you already know it all and your way is the only way. It makes it hard to learn and hard to be around.”

As the semester concluded, Hergenreder praised her students for their progress and dedication. “Horsemanship is not about control,” she said. “It is about communication, trust, and timing. When those come together, both the horse and the handler grow.”

North Platte is celebrating one of its own as Gabriella “Gabby” Swift takes the title of Miss Nebraska's Teen and represents the state on the national stage. Gabby, a hometown girl through and through, recently competed at the national competition in Orlando, Florida, where she showcased her talent, passion, and dedication to community service.

Growing up in North Platte, Gabby was no stranger to the pageant world. Her grandfather, a longtime supporter of the Miss Nebraska program, often provided cars to winners, and Gabby spent much of her youth behind the scenes at the pageants. “We’ve hosted girls, done all the things behind the scenes, and then I finally, my senior year of high school, decided to try it out,” Gabby shared. “Now I’m here, and it’s just been amazing, especially being in my hometown.”

When asked about her favorite thing about North Platte, Gabby didn’t hesitate. “I would just say the community and the people,” she said. “I’ve had so much support—more than I even thought I would get—and it’s so surreal and amazing seeing people come together in support of me and my dreams and goals.”

Family and community play a big role in Gabby’s life. She fondly remembers Lake Maloney Golf Course, a spot tied to family memories and local traditions, including the Bob Spady Memorial Golf Tournament. “We’re kind of a golf family, so that course brings a lot of memories for us,” she said.

Outside of pageantry, Gabby enjoys a variety of activities, from Pilates and working out to spending time with friends and family. “I’m kind of a person who just loves different adventures,” she said. “A movie night, a car ride—whatever comes my way, I’m down for it.”

Gabby’s pageant journey began with a desire to honor her late grandfather’s legacy and evolved into a deep passion for advocacy. Her platform focuses on supporting eating disorder recovery, a cause close to her heart. “I was a gymnast my whole life, and as my body changed going through puberty, I struggled with food and self-image,” Gabby explained. “I want teens to know they’re more than their reflection. You’re not broken—you’re becoming.”

Through her advocacy, Gabby works with Nebraska senators to bring legislation supporting insurance coverage for eating disorder treatment to the next session. She also engages with students through programs like the “magic mirror” activity, where young children write positive affirmations about themselves on sticky notes to display on a mirror in their classroom.

Reflecting on her time at nationals, Gabby described it as an unforgettable experience. “Being on that stage with 51 other amazing girls was incredible,” she said. “Words can’t even describe it.” Her talent, a high-energy tumbling routine set to Let’s Get Loud, showcased her gymnastics background and set her apart from other contestants.

Gabby balances her role as Miss Nebraska Outstanding Teen with her studies as a freshman at the University of Nebraska, where she’s pursuing a pre-health major and is active in her sorority. “I’ve really learned how to balance a lot of things,” she said. “This experience is helping me develop skills I know will help me later in life."

Looking ahead, Gabby plans to continue her advocacy, visiting schools across Nebraska, meeting with legislators, and inspiring other teens. She also looks forward to crowning her successor next June, a milestone she describes as both emotional and exciting.

For young people considering entering pageants, Gabby offers encouraging advice: “It might sound cliché, but truly just go for it. Have confidence in yourself and believe you can. Entering this organization will change your life in the best way possible.”

Gabby’s journey demonstrates the impact one teen can have through passion, advocacy, and dedication. North Platte is proud to call Gabriella Swift one of its own and looks forward to seeing all she accomplishes in the year ahead.

Gabby, a hometown girl through and through, recently competed at the national competition in Orlando, Florida, where she showcased her talent, passion, and dedication to community service.Growing up in North Platte, Gabby was no stranger to the pageant world. Her grandfather, a longtime supporter of the Miss Nebraska program, often provided cars to winners, and Gabby spent much of her youth behind the scenes at the pageants. “We’ve hosted girls, done all the things behind the scenes, and then I finally, my senior year of high school, decided to try it out,” Gabby shared. “Now I’m here, and it’s just been amazing, especially being in my hometown.”When asked about her favorite thing about North Platte, Gabby didn’t hesitate. “I would just say the community and the people,” she said. “I’ve had so much support—more than I even thought I would get—and it’s so surreal and amazing seeing people come together in support of me and my dreams and goals.”Family and community play a big role in Gabby’s life. She fondly remembers Lake Maloney Golf Course, a spot tied to family memories and local traditions, including the Bob Spady Memorial Golf Tournament. “We’re kind of a golf family, so that course brings a lot of memories for us,” she said.Outside of pageantry, Gabby enjoys a variety of activities, from Pilates and working out to spending time with friends and family. “I’m kind of a person who just loves different adventures,” she said. “A movie night, a car ride—whatever comes my way, I’m down for it.”Gabby’s pageant journey began with a desire to honor her late grandfather’s legacy and evolved into a deep passion for advocacy. Her platform focuses on supporting eating disorder recovery, a cause close to her heart. “I was a gymnast my whole life, and as my body changed going through puberty, I struggled with food and self-image,” Gabby explained. “I want teens to know they’re more than their reflection. You’re not broken—you’re becoming.”Through her advocacy, Gabby works with Nebraska senators to bring legislation supporting insurance coverage for eating disorder treatment to the next session. She also engages with students through programs like the “magic mirror” activity, where young children write positive affirmations about themselves on sticky notes to display on a mirror in their classroom.<figure>

 </figure>Reflecting on her time at nationals, Gabby described it as an unforgettable experience. “Being on that stage with 51 other amazing girls was incredible,” she said. “Words can’t even describe it.” Her talent, a high-energy tumbling routine set to Let’s Get Loud, showcased her gymnastics background and set her apart from other contestants.Gabby balances her role as Miss Nebraska Outstanding Teen with her studies as a freshman at the University of Nebraska, where she’s pursuing a pre-health major and is active in her sorority. “I’ve really learned how to balance a lot of things,” she said. “This experience is helping me develop skills I know will help me later in life."<figure>

She also looks forward to crowning her successor next June, a milestone she describes as both emotional and exciting.For young people considering entering pageants, Gabby offers encouraging advice: “It might sound cliché, but truly just go for it. Have confidence in yourself and believe you can. Entering this organization will change your life in the best way possible.”Gabby’s journey demonstrates the impact one teen can have through passion, advocacy, and dedication. Ogallala teen Addison L. Malone was sentenced Monday to serve two to five years in the Nebraska Department of Corrections for a 2024 vehicular manslaughter case that took the life of her passenger and friend, Nathan Sandoval. The sentence was handed down by Lincoln County District Court Judge Cindy R. Volkmer.

According to investigators, the fatal crash occurred on July 18, 2024, west of North Platte on a dead-end stretch of West A Street. Authorities say Malone was driving at a high rate of speed when she lost control and struck a large tree. The crash reportedly happened several hours before it was discovered, and evidence indicated alcohol was a factor. Investigators also believe Malone may not have realized she was approaching a dead end before the impact.

Malone was initially charged with multiple offenses, including second-degree murder, motor vehicle homicide, manslaughter, and minor in possession of alcohol. She later entered a no contest plea to a single count of manslaughter on August 11, 2025, as part of a plea agreement with prosecutors. In exchange, the remaining charges were dismissed, and both sides agreed to recommend a sentence of two to five years in prison. Following the plea, Judge Volkmer ordered a presentence investigation before formally issuing the sentence this week.

At Monday’s hearing, Malone received the recommended sentence, which will be served in the Nebraska Department of Corrections. Under state law, the charge is classified as a Class 2A felony, carrying a potential maximum sentence of 20 years.&nbsp;

The crash and subsequent sentencing serve as a reminder of the consequences of impaired and reckless driving. Law enforcement officials have reiterated the importance of safe and sober driving, particularly among young drivers. The plea and sentencing conclude a year-long court process that began with multiple charges and ended in a negotiated resolution accepted by both the prosecution and the defense.
