North Platte, Neb. - The Mid-Plains United Way was one of over 80 local non-profits to sign up for this year's North Platte Giving Day and received just under $2,000 in donations. Anyone who donated to the Mid-Plains United Way was entered for a chance to win VIP tickets to Parker McCollum and the winner is Austin Brunkhardt. The United Way is still looking for teams to sign up for the human tractor pull that will be taking place June 18th.&nbsp;

North Platte, Neb. - The Prairie Arts Center debuted the Sculpture Walk Across Nebraska (SWAN) with 6 sculptures in downtown North Platte. These sculptures will stay for one year and a new set will rotate every year in May. It was a year in the making for the PAC to debut this new project. As summer approaches, classes are going to be offered. The PAC offers a whole variety of classes to take. Some classes are full.&nbsp;

Earlier this week, Post News Director Canon Rath chatted with PAC Executive Director Holly Carlini about the Sculpture Walk Across Nebraska and upcoming summer classes. North Platte, Neb. – Effective January 1, 2025, the clinically-integrated Great Plains Health Innovation Network (GPHIN), including Great Plains Health clinics and many independent practices in the area, will no longer be in-network for any Medicare Advantage plan and will not be scheduling Medicare Advantage patients for visits, including patients that were previously seen as out-of-network.&nbsp;&nbsp;

To continue routine care with current providers, patients should opt into Traditional Medicare coverage during the open enrollment season, which happens yearly from&nbsp; October 15 to December 7. All patients, regardless of insurance or ability to pay, will&nbsp; continue to have access to emergency care through the emergency department.&nbsp;&nbsp;

The mission of Great Plains Health is to put the patient first – always – and Medicare Advantage does not align with that mission. Concerns relate to patient care, access and&nbsp; affordability.&nbsp;

“To put the patient first, we can no longer be under contract with a plan that causes&nbsp; significant delays in care, longer hospital stays and outright denials of care,” said Dr.&nbsp; Narayana M. Koduri, Great Plains Health Psychiatric Services, Great Plains Health Chief Medical Officer. “Medicare Advantage as it currently exists limits access to care in the region, as Medicare Advantage patients often have longer hospital stays as they await pre-authorization for post-acute services, which, in turn, limits bed availability for&nbsp; patients who truly need access to acute hospital care.”&nbsp;

Ultimately, outcomes and experiences for patients in Greater Nebraska lead us to believe that Medicare Advantage is:&nbsp;

• Limits choices and delays care&nbsp;&nbsp;

Great Plains Health is not alone. Ninety percent of Nebraska hospitals report that Medicare Advantage plans negatively impact the care their hospital is able to provide to &nbsp;patients, according to a report by the Nebraska Hospital Association in October of 2023.

Traditional Medicare, which the GPHIN sees as a better option for patients, is funded&nbsp; and operated by the federal government. Medicare Advantage is funded by the&nbsp; government, but operated by private insurance companies.&nbsp;

Great Plains Health has served Greater Nebraska for nearly 50 years. Memorial Hospital and St. Mary's Hospital, from which Great Plains Health was formed, served patients for many years before that. To ensure the ability to continue providing quality care for the next 50 years and beyond, the GPHealth board of directors and physicians&nbsp; of the GPHIN stand united in this decision and their desire to see the longstanding&nbsp; health of our patients and viability of local healthcare.&nbsp;&nbsp;

“We are an independent, community-driven hospital lead by board members and&nbsp; physicians with local insight on this community,” said Dr. Benjamin F. Klug, North Platte&nbsp; Obstetrics and Gynecology, Great Plains Health Chief of Staff. “We want to see the&nbsp; long-term health of our patients, and the long-term viability of our hospital. My fellow&nbsp; physicians and I are confident that we are acting in the best interest of our friends, neighbors and broader community health when we vocalize our support of Traditional&nbsp; Medicare plans – not Medicare Advantage.”&nbsp;

Local physicians say the decision is sparked by the desire to provide patients with seamless care. It also follows a nationwide movement away from Medicare Advantage.&nbsp;

“I am pleased that our local physicians and their clinics are joining the dozens of&nbsp; healthcare systems across the country in not renewing Medicare Advantage contracts,”&nbsp; said Dr. David G. Lindley, Complete Family Medicine, Chair of the GPHIN. “Often, my&nbsp; patients do not truly understand the coverage that Medicare Advantage provides. I hope this transition starts conversations with families. Know what your coverage looks like,&nbsp; especially for unexpected health situations or serious illness. Medicare Advantage can&nbsp; look appealing, but it usually does not offer the best care for the types of health&nbsp; situations its insured population usually face.”&nbsp;&nbsp;

Medicare Advantage’s pre-authorization process can also be an unnecessary administrative burden for providers who want to spend their time treating patients.&nbsp;

“I know my patients on a personal level, and I have cared for some patients for&nbsp; decades, so when I order care that Medicare Advantage outright denies, it is frustrating,” said Dr. Todd E. Hlavaty, Great Plains Health Callahan Cancer Center,&nbsp; Chair, Finance and Payer Committee, Great Plains Health Innovation Network.&nbsp; “Medicare Advantage undermines my expertise as a physician and disregards my&nbsp; patients’ unique medical needs. I believe Traditional Medicare is the best option.”&nbsp;&nbsp;

Great Plains Health is communicating with patients to bring awareness to the upcoming&nbsp; change, giving patients time to research and discuss their Medicare options.&nbsp;

Local insurance agents are hosting educational sessions for the public over the coming days to connect patients with resources to understand their Medicare options and make informed decisions. Professional Financial Advisors, LLC is hosting sessions at Mid-Plains Community College, South Campus, 601 W. State Farm Rd.,&nbsp; North Platte, Neb., on the following dates and times:&nbsp;&nbsp;

• June 3 – 10 a.m. and 3 p.m. (Both of these sessions are for Iron Road policy holders only)&nbsp;&nbsp;

Lane Hastings Insurance is hosting additional education sessions regarding Medicare options at the North Platte Senior Center, 901 E. 10th St., North Platte, Neb., at the&nbsp; following dates and times:&nbsp;&nbsp;

Concerns relate to patient care, access and&nbsp; affordability.&nbsp;“To put the patient first, we can no longer be under contract with a plan that causes&nbsp; significant delays in care, longer hospital stays and outright denials of care,” said Dr.&nbsp; Narayana M. Koduri, Great Plains Health Psychiatric Services, Great Plains Health Chief Medical Officer. “Medicare Advantage as it currently exists limits access to care in the region, as Medicare Advantage patients often have longer hospital stays as they await pre-authorization for post-acute services, which, in turn, limits bed availability for&nbsp; patients who truly need access to acute hospital care.”&nbsp;Ultimately, outcomes and experiences for patients in Greater Nebraska lead us to believe that Medicare Advantage is:&nbsp;• Bad for taxpayers&nbsp;• Limits choices and delays care&nbsp;&nbsp;• Bad for patients&nbsp;&nbsp;Great Plains Health is not alone. Ninety percent of Nebraska hospitals report that Medicare Advantage plans negatively impact the care their hospital is able to provide to &nbsp;patients, according to a report by the Nebraska Hospital Association in October of 2023.Traditional Medicare, which the GPHIN sees as a better option for patients, is funded&nbsp; and operated by the federal government. Medicare Advantage is funded by the&nbsp; government, but operated by private insurance companies.&nbsp;Great Plains Health has served Greater Nebraska for nearly 50 years. Memorial Hospital and St. Mary's Hospital, from which Great Plains Health was formed, served patients for many years before that. To ensure the ability to continue providing quality care for the next 50 years and beyond, the GPHealth board of directors and physicians&nbsp; of the GPHIN stand united in this decision and their desire to see the longstanding&nbsp; health of our patients and viability of local healthcare.&nbsp;&nbsp;“We are an independent, community-driven hospital lead by board members and&nbsp; physicians with local insight on this community,” said Dr. Benjamin F. Klug, North Platte&nbsp; Obstetrics and Gynecology, Great Plains Health Chief of Staff. “We want to see the&nbsp; long-term health of our patients, and the long-term viability of our hospital. My fellow&nbsp; physicians and I are confident that we are acting in the best interest of our friends, neighbors and broader community health when we vocalize our support of Traditional&nbsp; Medicare plans – not Medicare Advantage.”&nbsp;Local physicians say the decision is sparked by the desire to provide patients with seamless care. It also follows a nationwide movement away from Medicare Advantage.&nbsp;“I am pleased that our local physicians and their clinics are joining the dozens of&nbsp; healthcare systems across the country in not renewing Medicare Advantage contracts,”&nbsp; said Dr. David G. Lindley, Complete Family Medicine, Chair of the GPHIN. “Often, my&nbsp; patients do not truly understand the coverage that Medicare Advantage provides. I hope this transition starts conversations with families. Know what your coverage looks like,&nbsp; especially for unexpected health situations or serious illness. NEBRASKAland DAYS - Buffalo Bill Rodeo is less than a month away

Sutherland, Neb. - On 5-15-2014 Lincoln County Deputies were dispatched to 510 Linden Street in Sutherland.&nbsp; The first call was came in at 9:25pm. This is the home of Victor Finley.&nbsp; He reported that Shane Halcott was intoxicated and refused to leave.&nbsp; &nbsp;Deputies escorted Halcott from the residence and he was told not to return.&nbsp; An hour later deputies were dispatched back to the residence because Halcott had returned.&nbsp; Two minutes later, while deputies were enroute, Halcott called 911 from his residence at 621 Fern Street and advised dispatch that he was going to load his shotgun and teach them some respect.&nbsp; 

At the same time, Victor Finley and his friends, Daniiel Zogg and Wiley Current arrived at Halcott’s residence and yelled at him from the city sidewalk.&nbsp; Halcott exited the house with a shotgun and fired three rounds into the air.&nbsp; The three men got into their vehicles and drove a short distance down the street.&nbsp; Halcott went back into his house and reloaded his shotgun.&nbsp; This time when he came out, he shot at the two vehicles.&nbsp; One vehicle had several spots where the pellets had damaged the paint. &nbsp;The second vehicle had over 100 punctures from the shotgun pellets.&nbsp; No one was injured.&nbsp; 

Deputies ordered Halcott to exit the house.&nbsp; He followed the orders and was taken into custody.&nbsp; He was arrested for shooting at an occupied vehicle, class IC felony, Use of a firearm to commit a felony, class IC felony, Terroristic Threats, class IIIA felony, Disturbing the Peace, class III misdemeanor.&nbsp; Halcott told deputies he regretted doing it and it was not a smart decision.&nbsp; He is housed in the Lincoln County Detention Center.&nbsp; &nbsp;

This is the home of Victor Finley.&nbsp; He reported that Shane Halcott was intoxicated and refused to leave.&nbsp; &nbsp;Deputies escorted Halcott from the residence and he was told not to return.&nbsp; An hour later deputies were dispatched back to the residence because Halcott had returned.&nbsp; Two minutes later, while deputies were enroute, Halcott called 911 from his residence at 621 Fern Street and advised dispatch that he was going to load his shotgun and teach them some respect.&nbsp; At the same time, Victor Finley and his friends, Daniiel Zogg and Wiley Current arrived at Halcott’s residence and yelled at him from the city sidewalk.&nbsp; Halcott exited the house with a shotgun and fired three rounds into the air.&nbsp; The three men got into their vehicles and drove a short distance down the street.&nbsp; Halcott went back into his house and reloaded his shotgun.&nbsp; This time when he came out, he shot at the two vehicles.&nbsp; One vehicle had several spots where the pellets had damaged the paint. &nbsp;The second vehicle had over 100 punctures from the shotgun pellets.&nbsp; No one was injured.&nbsp; Deputies ordered Halcott to exit the house.&nbsp; He followed the orders and was taken into custody.&nbsp; He was arrested for shooting at an occupied vehicle, class IC felony, Use of a firearm to commit a felony, class IC felony, Terroristic Threats, class IIIA felony, Disturbing the Peace, class III misdemeanor.&nbsp; Halcott told deputies he regretted doing it and it was not a smart decision.&nbsp; He is housed in the Lincoln County Detention Center.&nbsp; &nbsp;

One man arrested in Sutherland after shooting his weapon at an occupied vehicle, faces numerous charges

Visit North Plate Celebrates National Travel and Tourism Week

LINCOLN —&nbsp;Nebraska’s congressional delegation is coming to the rescue of a group of cabin owners at two reservoirs near McCook.

On Wednesday, U.S. Sens. Deb Fischer and Pete Ricketts, along with U.S. Rep. Adrian Smith,&nbsp;introduced legislation to allow the transfer of cabin areas at Swanson and Red Willow Reservoirs&nbsp;to Hitchcock County and Frontier County, respectively.

Controversy had erupted after the current owner of the cabin areas, the&nbsp;U.S. Bureau of Reclamation, had&nbsp;<a target="_blank" href="https://nebraskaexaminer.com/wp-admin/post.php?post=11624&amp;action=edit">sought to remove</a>&nbsp;the privately owned cabins and trailers by November 2024 to make way for a proposed slate of campground improvements.

The order didn’t sit well with the cabin owners, who had enjoyed a lakeside retreat for decades, and with concessionaires who operated at the two lakes. There are 110 cabins on Swanson Reservoir near Trenton and 71 cabins at Red Willow north of McCook, and concession businesses at both lakes.

Under the bills introduced in Congress, Hitchcock and Frontier Counties would have three years to purchase the two cabin sites. Then they would manage the two areas and benefit from the lease payments and concession fees paid.

Local leaders had expressed concern that losing the two summertime communities would hurt local businesses and tax revenue in a section of southwest Nebraska that has&nbsp;seen a decline in permanent residents.

Fischer said the legislation “charts a better path forward for the local community and the federal government.”

“I encourage both the House and Senate to move quickly on our legislation,” Fischer said in a press release.

Both Ricketts and Smith echoed those sentiments.

Paul Nichols, chairman of the Hitchcock County Board, said local residents heavily supported the land transfer.

“These areas have been in place and operating for decades allowing residents to build businesses and support families, not to mention the tax dollars Hitchcock County relies on for this small community,” Nichols said.

The cabin owners and concessionaires, he said, have pledged to raise the funds to purchase the two plots so there will be no cost to local taxpayers.

Nichols added that once the land is transferred, both counties will reap yearly lease income from the cabins along with a percentage of sales at the two concession businesses.

“It’s not a big amount of money. But you have to have a penny before you have a dollar,” he said.

Steven Hall of the Frontier County Board thanked the Nebraska politicians for&nbsp;<a target="_blank" href="https://nebraskaexaminer.com/2023/07/27/congressional-delegation-working-to-save-mobile-homes-from-removal/">working out an agreement</a>&nbsp;to facilitate a transfer to the local counties, which will assume all responsibilities and liabilities. Over the past year, the three officials worked with the Bureau of Reclamation and the local counties to craft a bill all could agree with.

“Frontier County does not want to lose tax base by losing the concessions or the privately owned cabins,” Hall said.

Bill introduced to allow lakeside cabins to remain at two southwest Nebraska reservoirs

(NORTH PLATTE, NEB.)&nbsp;&nbsp;— Investigators with the Nebraska State Patrol conducted numerous alcohol compliance checks in April. These checks were conducted in partnership with local public health agencies.

On April 6, investigators conducted alcohol compliance checks in Dawes County. In total 26 businesses were inspected. Two of those businesses sold alcohol to a minor. This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.

On April 12, investigators conducted checks in Chase and Perkins Counties. Ten businesses were checked with one business selling alcohol to a minor. This project was funded&nbsp;100% by the Region II Human Services SUPTBG ($427,899.00, 6B08TIO85820-01M002) through SAMHSA, contracted through the NDHHS, Division of Behavioral Health.

On April 13, investigators conducted checks in Deuel and Garden Counties. A total of 15 businesses were inspected. One of those businesses sold alcohol to a minor.&nbsp;This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.

On April 18, investigators conducted checks in Custer and Loup Counties. All eleven businesses inspected refused to sell alcohol to a minor for a compliance rate of 100%.

On April 27, investigators conducted checks in Scotts Bluff County. In total, 27 businesses were inspected. All 27 businesses refused to sell alcohol to a minor. The compliance rate was 100%. This effort was supported by grant funding from the Nebraska Department of Transportation – Highway Safety Office.

On April 28, investigators&nbsp;conducted alcohol compliance checks in Nemaha and Otoe Counties. In total, 21 businesses were inspected. Three of those business sold alcohol to a minor.

For the month of April, 89 businesses were inspected in total. 85 of those businesses refused to sell alcohol to a minor. April’s overall compliance rate was 96%.

The businesses checked included restaurants, bars, grocery stores, liquor stores, convenience stores, and other establishments that sell alcohol. Businesses that sell alcohol to a minor are referred to the Nebraska Liquor Control Commission. Clerks who sell alcohol to a minor are cited for procuring alcohol for a minor.

Alcohol-serving businesses and employees have access to training resources through the Nebraska Liquor Control Commission. Responsible Beverage Server Training is a comprehensive training designed to equip staff with the necessary knowledge and skills to serve alcohol responsibly in a bar, convenience store, grocery store, or at a special event, manage difficult situations, and uphold legal and ethical standards. Cody ThomasNebraska State Patrol(NORTH PLATTE, NEB.)&nbsp;&nbsp;— Investigators with the Nebraska State Patrol conducted numerous alcohol compliance checks in April. These checks were conducted in partnership with local public health agencies.On April 6, investigators conducted alcohol compliance checks in Dawes County. In total 26 businesses were inspected. Two of those businesses sold alcohol to a minor. This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.On April 12, investigators conducted checks in Chase and Perkins Counties. Ten businesses were checked with one business selling alcohol to a minor. This project was funded&nbsp;100% by the Region II Human Services SUPTBG ($427,899.00, 6B08TIO85820-01M002) through SAMHSA, contracted through the NDHHS, Division of Behavioral Health.On April 13, investigators conducted checks in Deuel and Garden Counties. A total of 15 businesses were inspected. One of those businesses sold alcohol to a minor.&nbsp;This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.On April 18, investigators conducted checks in Custer and Loup Counties. All eleven businesses inspected refused to sell alcohol to a minor for a compliance rate of 100%.On April 27, investigators conducted checks in Scotts Bluff County. In total, 27 businesses were inspected. All 27 businesses refused to sell alcohol to a minor. The compliance rate was 100%. This effort was supported by grant funding from the Nebraska Department of Transportation – Highway Safety Office.On April 28, investigators&nbsp;conducted alcohol compliance checks in Nemaha and Otoe Counties. In total, 21 businesses were inspected. Three of those business sold alcohol to a minor.For the month of April, 89 businesses were inspected in total. 85 of those businesses refused to sell alcohol to a minor. April’s overall compliance rate was 96%.The businesses checked included restaurants, bars, grocery stores, liquor stores, convenience stores, and other establishments that sell alcohol. Businesses that sell alcohol to a minor are referred to the Nebraska Liquor Control Commission. Clerks who sell alcohol to a minor are cited for procuring alcohol for a minor.Alcohol-serving businesses and employees have access to training resources through the Nebraska Liquor Control Commission. Responsible Beverage Server Training is a comprehensive training designed to equip staff with the necessary knowledge and skills to serve alcohol responsibly in a bar, convenience store, grocery store, or at a special event, manage difficult situations, and uphold legal and ethical standards. NSP Announces April Results of Alcohol Compliance Checks 

(LINCOLN, NEB.)&nbsp;– Yesterday, the Governor’s Office, Nebraska Department of Economic Development (DED), and Nebraska Chamber of Commerce &amp; Industry held a press conference in North Platte to kick off the new&nbsp;6 Regions, One Nebraska&nbsp;initiative.

The strategy is convening leaders in each of Nebraska’s six community college districts&nbsp;to design and implement collaborative, regional economic development projects.&nbsp;

“To grow Nebraska for our kids and grandkids, we have to be on the same page and pulling in the same direction,” said Governor Jim Pillen. “Our 6 Regions, One Nebraska initiative brings key leaders to the table so that we can build the partnerships needed to move our state forward.”

At the request of Governor Pillen, the Nebraska Legislature allocated $3 million of American Rescue Plan Act funds to DED this year to fund the regional effort.&nbsp;The State financial investment, supplemented by private dollars, is helping to establish a core work team in each region.

“In the new era of economic development,&nbsp;it’s less likely for any one community to have all the resources it needs to thrive,” said DED Director K.C. Belitz. “Partnerships are more important than ever as we recruit talent, develop housing, and build a supportive ecosystem for entrepreneurs. Nebraska is blessed with exceptional community leaders.&nbsp;The regional initiative is going to be guided by their shared ideas and insights.”

The State’s financial investment will also provide financial incentive for initial regional projects in one of the following areas:

“I’m tremendously excited to launch this new initiative,” said Kyle Arganbright, mayor of Valentine and co-chair of the Mid-Plains regional team. “Our region has spectacular natural beauty and is brimming with potential for growth. It’s inspiring to be in a room with leaders who share my passion and dedication to grow rural Nebraska.”

Governor Jim Pillen is meeting with each regional team twice annually for work sessions. Each session will include a presentation of data to inform regional decision-making. Each region will also conduct asset mapping to identify the strengths it can draw on to drive growth.

“Here in Lincoln County, we’ve seen the fruits of shared vision and a determined team,” said Gary Person, President and CEO of the North Platte Area Chamber and Development Corporation and co-chair of the Mid-Plains regional team. “I look forward to linking up with surrounding communities to make the most of the incredible opportunities in front of us as a region. Thank you to Governor Pillen and the Nebraska Legislature for supporting&nbsp;west-central&nbsp;Nebraska through this endeavor.”

The goal of the 6 Regions, One Nebraska initiative is to catalyze cooperation among communities so that regional partnerships become the norm for how Nebraska pursues economic development.

Traffic will be maintained lane restrictions, a pilot car and flaggers, and temporary traffic signals. Follow the marked route. N-27 will remain open from I-80 to Oshkosh. US-30 will be closed to thru traffic from Chappell to N-27 North, and from N-27 South to US-138 West. An 11-foot width restriction will be in effect. Anticipated completion is Nov. 2024.
